Australia’s rain fall pattern is highly seasonal and, besides Antarctica, Australia’s rainfall is the lowest of the seven continents. With variable rainfall and hot and humid air, Australia is often plagued with droughts, which can last for several seasons in some areas.</p>
<p>According to Australia’s <a href="http://www.bom.gov.au/climate/current/season/aus/archive/201208.summary.shtml">Bureau of Meteorology</a>, the rainfall in 2012 was below average for most parts of western and southeast Australia, with the rest of the country receiving average to above average. Overall, the country received 53.1mm of rain which is 17% below normal, making 2012 the 33rd driest winter in 113 years. With such low levels of rain, it is not uncommon for regional councils to impose water restrictions within their area – and this, in turn, makes maintaining gardens quite difficult.</p>
<p><b>Benefits of Gardens</b><br />
It is unfortunate that many people underestimate the value of having a well-maintained garden. Researches show that having a garden, not necessarily a big one – even a small area would suffice – has <a href="http://www.shda.com.ph/benefits-of-having-gardens-at-your-home.html">tremendous benefits</a>. A garden adds beauty and colour to homes and oftentimes, serves as an extra entertainment space for small gatherings. It is place where one can read a book to relax, or to run around to have fun. If, however, having a green lawn is preferred, synthetic grass is a viable and economical option to natural grass. Synthetic grass has come a long way in terms of appearance and versatility since it was developed in the 1960s. Synthetic grass offers high flexibility in landscaping designs and can also come in different kinds of grass varieties. It is easy to maintain because it doesn’t need to be watered, nor does it need to be mowed. Real plants can be placed in designated areas, with the synthetic grass trimmed to go around these. Or potted plants can be placed on top of the grass. <p><strong>1. Start with the right drills</strong>- You can&#8217;t use your regular cordless drill for concrete. Instead look for a hammering drill, or a regular drill that has a hammering function. Instead of drilling a hole into the concrete by pushing forward, as a drill might do when used on wood, the <a href="http://www.diylife.com/2011/02/28/drilling-into-concrete-drilling%20into-masonry/">hammering drill</a> actually smashes the concrete and whisks away the dust. If you think you&#8217;ll be using it a lot, purchase a powerful hammering drill. <p><strong>2. Read up on operating the drill </strong><em>-</em> Not all drills work alike. To avoid accidentally damaging your concrete wall through improper use of the drill, read the operating manual ahead of time. Take notes on what all of the different knobs mean and how to set up or switch modes on the drill.</p>
<p><strong>3. Set the depth before you drill - </strong>If your concrete drill has a depth setting, set it following the manual&#8217;s directions. This will prevent you from drilling beyond the needed depth. If your drill lacks a depth setting, mark off the drill bit with tape to know when to stop.</p>
<p><strong>4. X marks the spot </strong>- Make an X or a dot where you want to drill. Measure beforehand. You can&#8217;t place the concrete back on the wall once you&#8217;ve removed it with your hammer drill so it&#8217;s important to be accurate beforehand.<span id="more-957"></span></p>
<p><strong>5.Hold the drill properly </strong>- Hold your drill like a gun, with one hand around the handle and your index finger on the trigger. Place your non-dominant hand on the back of the drill to guide it, or on a support handle if your drill has one.</p>
<p><strong>6. Drill -</strong> Bring your drill up to the X and hold it on that spot. Press the trigger with your index finger to begin drilling. Start on slow speed, if your drill has that option, or by making short bursts of motion by pressing and releasing the trigger. You&#8217;re warming up the hole by making a shallow hole to start. Once you&#8217;ve got a small indentation in the right spot, turn your drill to high speed and drill away using the <a href="http://www.wikihow.com/Drill-Into-Concrete">hammering function</a>. Apply firm, even pressure to drill into the concrete. Once you reach the desired depth, stop.</p>
<p><strong>7. Troubleshoot -</strong> Even if you&#8217;ve planned and done everything right so far, something unexpected happens. If you hit a beam while drilling, pause and remove the drill from the hole. Insert a masonry nail into the hole and hammer to break through, then finish up with your drill.</p>
<p>While the preparation may seem lengthy, it&#8217;s worth it to get this right on the first try. With the right tools and your newfound knowledge of how to operate your drill, you&#8217;ll have that shelf hung in under an hour.</p>

<p>For specific people with specific lifestyles, renting may provide certain advantages.  The up-front cash needed to rent is usually smaller which can really be the only option for some who are not exactly heavy on ready funds.  Buying a house requires a considerable down-payment as well as monthly amortizations.</p>
<p>Costs are more or less fixed.  Maintenance expense is limited to minor ones as major maintenance works are usually shouldered by property owners. People who rent also have the freedom to transfer when their contracts are up providing more flexibility in mobility.</p>
<h2>Disadvantages</h2>
<p>The main disadvantage in renting is not ever gaining equity no matter how much rent is paid.  In this sense, rent will always be an expense and never an investment except in intended ownership.  Renters are likewise not entitled to tax breaks in relation to the occupied property since that right belongs to the owners.</p>
<p><a href="http://portal.hud.gov/hudportal/HUD?src=/topics/rental_assistance/tenantrights">Renters </a>also do not have the freedom or the right to make modifications in the rented premises especially without written consent from the owner.  There may little control over living conditions.  There is also the issue of constant dealing with landlords.</p>
<h2>Rent-to-Own</h2>
<p>An option being laid out to individuals and families who are not quite sure with regards to owning or renting a house is the rent-to-own option.  In this agreement, renters are given the option to apply their rental payments towards the equity of the property.  Renters will have anywhere from two to five years to exercise this option.  If at the end of the agreement , the renter fail to pay for the purchase price less the equity they have built, property owners will have the right to evict them and get to keep all payments made.</p>
<p>Many property owners are constrained to enter rent-to-own agreements because of the difficulty in selling a home. Renters for their part should be clear with all the conditions of the agreement.  This is not an option to take for people who have no intention of <a title="Are You Financially Ready to Buy a Home?" href="http://www.zerovalue.info/are-you-financially-ready-to-buy-a-home/">buying a house</a>.  There are people whose lifestyle are quite fit for renting.</p>

<p>Well, Dorothy had a scarecrow, a tin man and a cowardly lion to help her following the storm that brought her to Oz with her little dog too. We can be almost as imaginative and use a saxophonist and amateur storm chaser, Bob Hartig, to forecast our upcoming 2013 tornado season.</p>
<p>According to Hartig, sea surface temperatures (SSTs) are higher than normal in the Gulf of Mexico and the Climate Prediction Center or the CPC&#8217;s El Niño/La Niña-Southern Oscillation (ENSO) maps fail to forecast any change in the above-average SSTs. These observations are also reflected in average station and buoy temperatures collected by the National Oceanographic Data Center (NODC). Hartig interprets all these acronyms and abbreviations to predict that &#8220;Tornado Alley&#8230;stands a better chance of action&#8230;provided the polar jet cooperates this year by showing up farther south, where richer incursions of moisture can get at the energy.&#8221;</p>
<p>For those of us who are neither amateur climatologists nor saxophonists, a translation: It looks as if the spring tornado season may be an active one.<span id="more-895"></span></p>
<h2>Quick Tornado Facts</h2>
<p>The purpose of this article is to help you and your neighbors prepare for tornadoes and other bad weather. As long, however, as people outside of the Midwest persist in believing that tornadoes don&#8217;t occur in Virginia, New York or Alabama, we&#8217;ll continue to have huge numbers of Americans unprepared the power and devastation a tornado can wreck on their communities. <p>- They can be almost invisible until the funnel picks up visible dust and debris.</p>
<p>- The average speed at which a tornado travels is 30 mph but can range from stationary to approximately 70 mph.</p>
<p>- Peak tornado season is March to May in the southern United States and late spring through June in the northern states.</p>
<p>- These storms can occur at any time, but are most likely to happen between 3 p.m. and 9 p.m.</p>
<h2>Tornado Preparations</h2>
<p>Before a storm is even forecast, be sure to complete the following tasks:</p>
