Promises made at the 2008 University.

On June 20th, the European University for the reception of new inhabitants closed its doors after three days of rich debats and exchanges.

The event's outcome is extremely encouraging: 1 000 people attended the three day event at the Grande Halle d'Auvergne ,which is 400 more than the first edition.

Compared with 2006,there has been a clear rise in attendees coming from other areas than the Auvergne ; 7% were foreigners from nine different countries, and 41% were French from 56 different departments. The Massif Central area was well represented with a partricpation level of 16%, as well as the Auvergne which counted for 36% of the attendance figures.

In addition to an excellent participation, this year's theme, "which communication strategy for which welcome", proved to be an increasingly unavoidable subject in the initiation of new policies for the development of territories. It was also a subject that attracted a large audience of French and European professionals.

If you attended the University and you would like to give us your views, you can download the attached assessment questionnaire, and return it to us by mail (ardta@ardt-auvergne.fr). In the meantime, before the next edition in 2010, you can find all the University's archives (conferences and workshops) and the videos on this site as from September .

What about at local level? The numerous facets of local communication.

During this debate, the way that territories are portrayed and their appeal are foremost. What measures are professionals taking in developing territories? How do they devise their communication strategies? How to create the necessary conditions for a successful installation? How to conciliate the newcomers’ best interests with those of the native inhabitants? The process of welcoming cannot be concocted overnight; it has to be shaped, adapted and moulded every day. So let’s see what is really happening, with those concerned!

CHAIRMAN :

10.45am -Coffee break

11.00am - Workshop and mini conference.

12.30pm - Final conference : Daniel Percheron, president of the Nord Pas- de- Calais Regional Council. He will discuss his region's image, and the consequences of the hugely popular film"Bienvenue chez les Ch'tis" on his region.

Wednesday, June 18

How do new dynamic immigration and reception policies interact? What part does communication play?

Three well known experts, a sociologist (Dominique Wolton), a specialist in geography (Jean Christophe Victor) and a population scientist (Catherine de Wenden) will present their viewpoints to MPs, Mayors, Presidents of local authorities and European politicians, all of whom will participate at the round table meetings.
The discussions will be animated by a leading specialist in communication strategies, Christian Blachas. A welcome cocktail that will give you food for thought for the rest of the summer university.

Thursday, June 19 (morning)

How do we develop a territory’s image? Trends and techniques

Images of territories have developed, but the way they are perceived has changed, image is now primordial. How should we interpret these tendencies; communications and advertising executives and journalists will speak in turn, and will then join together to debate the force of their arguments.

What impressions are perceived of country, or neo rural life and the methods welcoming of new inhabitants? How do information and communication experts build up a territory’s image? What elements attract journalists? How can they become efficient in spreading communication strategies?

Trends and techniques, it’s up to you to judge!

Chairman
Régis de Closets, economy journalist at France2

Partcipating expert:
Guillaume Erner, Doctor of Sociology, master of Conferences in Sociology at the Institute for Political Studies in Paris.

Speakers (Round table meetings) :
Benoît Fidelin, journalist for Pèlerin Magazine
Claire Whitmer, journalist for Expatica

Thursday, June 19 (afternoon)

Foreigners from here and elsewhere: The appeal of living together

This year Sweden is the special guest
This country which has immense rural areas and isolated populations has developed a range of strategies and devices to attract new inhabitants. Discover how the Swedish welcome new inhabitants, by listening to their speeches made by supporters of reception policies.
To add to this discussion, countries such as Spain will explain how and why a country that people used to leave has now become a popular country to move to.

How should territories position themselves on European level? What is the importance of messages sent within these new boundaries? Is it right to say that countries are in competition? How to make the most of these social links, and help local inhabitants and incomers to live together, whether they come from cities or from abroad?

Chairman:
Régis de Closets, economy journalist at France 2

Participating expert:
A sociologist, and researcher from another European country

Speakers (Round table meetings):
Lisbeth Lennartsson, Swedish politician and Mayor of Borgholm, Oland Island.
Anders Byholm, Head of economic development for the township of Borgholm.

Friday, June 20

What about at local level? The numerous facets of local communication.

During this debate, the way that territories are portrayed and their appeal are foremost. What measures are the professionals taking in developing territories? How de they devise their communication strategies? How to create the necessary conditions for a successful installation? How to conciliate the newcomers’ best interests with those of the native inhabitants? The process of welcoming cannot be concocted overnight; it has to be shaped, adapted and moulded every day. So let’s see what is really happening, with those concerned!

Chairman:
Régis de Closet, Economy journalist at France

Participating expert:
Bruno Cohen-Bacrie, Head of communication in the town of Echirolles. Thirteen years professional experience as Director of communication for a local authority.
