Effective immediately, the new Allisonville Road bridge over I-465 has opened to traffic.

Additional temporary lane restrictions will continue for approximately 25 days as Walsh Construction finishes work at the interchange. INDOT is offering the contractor incentives for each day the additional traffic lanes are opened earlier than the 25-day target.

Once all lanes on Allisonville Road are open, the new bridge will have three through lanes and two left-turn lanes in each direction. The bridge will also have bike lanes and sidewalks for non-motorized traffic.

The $19 million project to reconstruct the bridge and interchange into a single-point design, which consolidates traffic signals at the top of the interstate ramps, intends to increase traffic carrying capacity and minimize congestion of one of the busiest interchanges in the Indianapolis metropolitan area.

INDOT and Walsh pursued an aggressive schedule to build and open the bridge in the shortest time possible. Originally estimated to close for up to seven months, the Allisonville Road bridge over I-465 is open to traffic in less than four months.

Work begins to replace Allisonville Road water main

Bridge over I-465 to reopen by end of September

Work began Wednesday to replace a deteriorating 20-inch water main that runs underneath Allisonville Road within the construction limits of the I-465 interchange project. Citizens Energy Group is partnering with Walsh Construction, the state’s contractor, to complete the replacement as quickly as possible and minimize delay in reopening Allisonville Road to traffic across I-465.

Walsh continues construction on other areas of the $19 million INDOT bridge and interchange project. Barring adverse weather or additional unforeseen circumstances, Walsh and Citizens estimate the added work will take approximately two weeks to complete, and anticipate the new bridge opening to traffic at the end of the month.

On Sunday morning, Citizens temporarily restored service to the water main near 82nd Street. Because the pipe has broken previously, INDOT is permitting Citizens to completely replace the line while the Allisonville Road pavement is removed. Citizens will be responsible for pipe replacement costs. INDOT agreed to the request to prevent future pipe repairs from damaging the new pavement and to ensure nearby homes and businesses will continue to have reliable utility service.

Citizens will replace approximately 500 feet of pipe affecting the construction project. The company plans to continue replacing pipe in the nearby area, which is off state right-of-way and unrelated to INDOT’s bridge and interchange project.

When the new Allisonville Road bridge over I-465 opens, additional temporary lane restrictions will continue for approximately 25 days as Walsh finishes work at the interchange. INDOT is offering the contractor incentives for each day the additional traffic lanes are opened earlier than the 25-day target.

INDIANAPOLIS – The Indiana Department of Transportation (INDOT) will shift traffic on I-465 during overnight hours this week as demolition begins on the Allisonville Road bridge.

Walsh Construction, the state’s contractor for the $19 million reconstruction project, will reroute traffic on I-465 at the Allisonville Road interchange as crews remove the structure over the interstate. Traffic on I-465 will be diverted to the ramps for the safety of motorists and workers beginning at 10 p.m. and will return to normal by 6 a.m.

On Wednesday, May 30 and Thursday, May 31, westbound I-465 will be diverted up the exit ramp to cross Allisonville Road and return to I-465 on the other side of the bridge. On Friday, June 1 and Saturday, June 2, eastbound I-465 will be diverted up the exit ramp. Both directions of I-465 will be diverted up the exit ramps on Monday, June 3.

Work zone traffic patterns on I-465 will continue each night until the existing bridge is removed. Walsh crews anticipate it will take at least two weeks. Additional nighttime restrictions on I-465 can be expected throughout construction of the new bridge, which is expected to open in 110 days.

INDIANAPOLIS – The Indiana Department of Transportation (INDOT) will close the Allisonville Road bridge over Interstate 465 on Wednesday, May 30, at 12:01 a.m. for approximately 110 days. Traffic will not be permitted to cross the bridge, which restricts left turns to access I-465 and left turns when exiting to Allisonville Road. Right turns on all ramps will remain open.

New interchange configuration – The Allisonville Road bridge over I-465 is being reconstructed to form part of a new single-point urban interchange similar to the I-465 interchange with Emerson Avenue in Beech Grove. Traffic signals at the top of entrance and exit ramps will be consolidated into one, improving traffic flow in all directions. The new bridge will be eight lanes wide with three through lanes and two left-turn lanes in each direction. Both sides of the bridge will also have bike lanes. Construction schedule – Walsh Construction, the state’s contractor for the $19 million project, expects to complete construction of the bridge in 110 days, barring abnormal weather or other unforeseen issues. Walsh will receive incentives for each day they reopen the bridge earlier than the proposed 110 days. Likewise, the contractor will be liable for monetary damages if the bridge is not reopened in 110 days. Ramp and bridge construction will continue for a period of 25 days after the bridge reopens.
Official detours and traffic mitigation – The official signed detour will use Keystone Avenue, 96th Street, I-69 and 82nd Street. INDOT has also invested in improvements to signal timing and lane configurations on other routes to improve traffic flow during construction. INDOT, the City of Indianapolis, the Town of Fishers and the City of Carmel will monitor and update traffic signal timing accordingly.
Ramp accessibility during the bridge closure – The interchange ramps will not be closed on May 30, but access to and from the ramps will be limited due to the closure of the bridge. Through traffic on Allisonville Road and left turns to access and exit I-465 will be prohibited during the bridge closure. The southbound Allisonville Road entrance ramp to westbound I-465 and the northbound Allisonville Road entrance ramp to eastbound I-465 are planned to be closed for 15 days this summer. At all times during construction, I-465 eastbound traffic will have access to southbound Allisonville Road, and I-465 westbound traffic will have access to northbound Allisonville Road.
Building the bridge – INDOT evaluated several construction options, including building the bridge one half at a time. The new bridge will be more than five feet higher than the existing bridge, and maintaining traffic while building one side at a time would have required nearly two years of construction. INDOT decided it was better to close the bridge, accelerate construction and complete the project in less than half the time. Closing the bridge also increases safety for drivers and construction workers.

INDIANAPOLIS – The Indiana Department of Transportation (INDOT) is hosting a public open house to inform and update the public about the Interstate 465 and Allisonville Road interchange construction project and bridge closure. The Allisonville Road bridge over I-465 will close for approximately 110 days during reconstruction beginning May 30.

Businesses and commuters can learn about the project at an open house on Thursday, May 17 at the East 91st Street Christian Church, located at 6049 East 91st Street in Indianapolis. INDOT will host an informal open house from 3 p.m. to 8 p.m. Formal project presentations are scheduled at 3:30 p.m. and 6:30 p.m.

Items to be discussed include:

New interchange configuration – The I-465 interchange with Allisonville Road is being reconstructed into a single-point urban interchange similar to the I-465 interchange with Emerson Avenue in Beech Grove. I-465 Work Zone Speed Limit Initiated at Allisonville Road

INDIANAPOLIS – The Indiana Department of Transportation (INDOT) will implement a work zone speed limit zone on Interstate 465 approaching Allisonville Road in both directions by Friday, May 4. The work zone speed limit will be 45 miles per hour when lights are flashing on the speed limit signs.

INDOT is initiating the work zone speed limit for the safety of motorists and workers at the interchange. Drivers should reduce speeds on I-465 and on the Allisonville Road interchange ramps, which are narrowed due to the placement of temporary concrete barrier wall. Drivers should be alert for construction workers in the area and heavy trucks entering and exiting the roadway as Walsh Construction, the state’s contractor for the project, continues to make progress on the interchange reconstruction.

Nighttime Restrictions This Week on Allisonville, 86th and Keystone

INDIANAPOLIS – The Indiana Department of Transportation (INDOT) will close the northeast ramp at the Keystone Avenue and 86th Street interchange tomorrow night. The ramp from 86th Street to northbound Keystone Avenue will close at 9 p.m. Wednesday and is expected to reopen by 6 a.m. Thursday.

Paving crews will widen the ramp and the Keystone Avenue shoulder as part of improvements being made to accommodate additional traffic and improve traffic flow during the Allisonville Road bridge closure.

Center Run/86th Street will have overnight lane restrictions this week between Allisonville Road and 82nd Street for center curb removal, paving and striping operations. Allisonville Road at 86th Street will also have an overnight restriction Thursday, April 12 for pavement widening.

All four ramps at I-465 and Allisonville Road will have overnight restrictions on Thursday, April 12 and Friday, April 13 to place temporary striping and concrete barrier wall. All ramps will remain open during these operations.

Crews will continue offline construction of the new interchange ramps at I-465 and Allisonville Road and will begin building walls next week. The Allisonville Road bridge over I-465 is expected to close after Memorial Day weekend for up to 110 days to construct a single-point urban interchange designed to reduce congestion and improve traffic flow.

Walsh Construction awarded $19 million contract to rebuild I-465 interchange

CASTLETON, Ind. – The Allisonville Road bridge over I-465 will be closed during interchange reconstruction next year for approximately 110 days, a little more than half of the seven-month closure that engineers anticipated earlier this year.

The Indiana Department of Transportation (INDOT) is increasingly making use of an innovative bidding technique that has contractors compete over how quickly ramps and bridges can be reopened to traffic. Walsh Construction of Crown Point submitted the lowest and best bid among three contractors, offering to reopen the bridge to traffic in 110 days, weather and other factors permitting.

Businesses and commuters learned more at a project open house this evening at East 91st Street Christian Church.

Walsh Construction will rebuild and reconfigure the I-465 interchange at Allisonville Road on the city’s northeast side for $19 million. An incentive will be offered for each day the bridge is reopened earlier than the 110-day closure period. Should it take them longer than 110 days to reopen the bridge, the contractor will be liable for damages. Walsh is allowed to schedule the closure any time on or after March 1, 2012, with substantial completion of the project to occur before the holiday shopping season.

A traditional approach of rebuilding the Allisonville Road Bridge half at a time would have required lane closures for two construction seasons, including at least one holiday shopping season. Allisonville Road has the lowest clearance of any bridge over I-465 and is regularly struck by over-height vehicles. The new bridge will be built five-and-a-half feet higher than the existing.

Through and left-turning traffic on Allisonville Road at I-465 will be prohibited for approximately 110 days. All I-465 ramps will remain open, except for 15-day closures of the Allisonville Road ramps entering I-465. At all times during construction, I-465 eastbound traffic will have access to southbound Allisonville Road, and I-465 westbound traffic will have access to northbound Allisonville Road. Fifteen-day closures are planned for the southbound Allisonville Road ramp entering westbound I-465, and the northbound Allisonville Road ramp entering eastbound I-465.

In addition to contract incentives, INDOT is also investing in nearby intersections to improve traffic flow during construction. The official signed detour will use Keystone Avenue, 96th Street, I-69 and 82nd Street. However, recognizing that many people will use other routes, plans call for improvements to the signal timing and lane configurations for the intersections at 86th Street/Allisonville Road, 82nd Street/Allisonville Road, 86th Street/Keystone Avenue, and 82nd Street/Center Run Drive. The City of Indianapolis, the Town of Fishers and the City of Carmel will monitor traffic signal timing and update accordingly.

As part of the 465/69 Northeast project, the Allisonville Road interchange will be reconfigured into a single-point urban interchange similar to the I-465 exit at Emerson Avenue in Beech Grove. ‘Hyperfix’ approach will close bridge over I-465 for no more than five months

INDIANAPOLIS – In a published advertisement, highway contractors have been challenged to develop creative bids that would close the Allisonville Road bridge over I-465 for the shortest time possible, not to exceed five months.

Building on successful Indianapolis projects like Hyperfix and Super 70, the Indiana Department of Transportation (INDOT) is using incentives to improve safety and minimize impacts to commuters and neighboring businesses. In addition to price, contractors will compete over the number of days in which they can reopen the bridge. Similar bidding techniques have reduced anticipated bridge and ramp closures for the State Road 267 over I-65, I-465 at Keystone Avenue and the Milton-Madison Bridge.

The winning contractor will also receive incentives for each day they reopen the bridge earlier than anticipated in their bid. The closure would begin in spring 2012 after the Super Bowl and would not impact any holiday shopping seasons.

Through and left-turning traffic at Allisonville Road will be prohibited for no more than five months, but I-465 ramps would remain open. I-465 eastbound traffic will be able to enter and exit Allisonville Road south of the bridge. I-465 westbound traffic will be able to enter and exit Allisonville Road north of the bridge. In addition to contract incentives, INDOT is also investing in nearby intersections to improve traffic flow during construction.

INDOT Closes 75th Street for Bridge Reconstruction

Section of 71st Street Resurfaced for Added Traffic

INDIANAPOLIS, Ind.—The Indiana Department of Transportation will close 75^th Street Tuesday morning between Shadeland Avenue and a terminus near Kitley—just east of Binford Avenue. Milestone, the state’s contractor, will start demolishing the 75^th Street bridge spanning Interstate 465 on the city’s northeast side soon after the closure.

Paving crews worked last week to mill and resurface nearby 71^st Street between Shadeland and Johnson Road in advance of the 75^th Street closure. This .24 mile section of repaved east-west roadway is expected to carry increased traffic through the summer months. Pavement markings will continue to be placed under traffic on Monday.

NOTE: The official detour is: Binford/I-69 to 82^nd Street to Shadeland.

Local traffic will be allowed access to addresses along 75^th Street on either side of the bridge site.

I-465 traffic with be shifted during construction of the new bridge structure, but all lanes should remain open. Occasional nighttime lane closures will occur as Milestone builds the center pier and other bridge components.

The new 75^th Street bridge will be a continuous prestressed concrete bulb-T beam structure—widening the roadway from two to four lanes. Plans call for two spans measuring 145 and 139 feet.

While one Milestone crew replaces the bridge, others will rebuild 75^th Street itself. The $5,533,240 Major Moves project calls for reconstructing .45 miles of 75^th with five lifts of asphalt over a treated subgrade. The roadway will be widened to accommodate four 12-foot travel lanes and an occasional fifth lane for turns.
