  &lt;h2&gt;&lt;a name="2"&gt;Why is this project needed?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;The interchange at I-465, I-69 and Binford Boulevard is one of the most frequently traveled in central Indiana. More than 150,000 vehicles travel in this area every day. During the peak evening travel period, every segment in the project area operates at a level of service (LOS) of D or E. (LOS is the level at which a roadway allows the flow of vehicles and is rated by grades. A represents the least amount of congestion and F represents the most. LOS D is the lowest accepted level for an urban environment.) If nothing is done, six of the seven segments will operate at LOS F by the year 2031.&lt;/p&gt;
  &lt;p&gt;The primary purpose of the project is to reduce expected traffic congestion and enhance mobility in the area by utilizing safe, efficient and cost-effective design elements. In addition, this project complements many plans of other local municipalities - including the City of Carmel, Town of Fishers and the Indianapolis Department of Public Works - to improve and expand local roads that cross over and under I-465 and I-69.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="3"&gt;How many vehicles travel through this area each day?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Within the project limits on I-465, the annual average daily traffic (AADT) counts range from 142,915 to 150,640. On I-69 from I-465 to 96th Street, the AADT ranges from 152,195 to 173,495.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="4"&gt;Where is the project located and what roads will be impacted? Where will the construction begin and end?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;The project includes eight miles of I-465, from just east of the US 31 interchange to just north of Fall Creek Road, as well as more than two miles of I-69, crossing over 82nd Street and ending just south of the 96th Street interchange.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="5"&gt;What studies were conducted prior to this project?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;In addition to the &lt;a target="_blank" href="http://www.indympo.org/SiteCollectionDocuments/www.indympo.org/PDF/connectionsfeis.pdf"&gt;ConNECTions study&lt;/a&gt;, which examined transportation alternatives as part of the Federal Transit Administration and the Federal Highway Administration, a Feasible Alternatives Selection Report was completed, which examines traffic patterns and possible safety measures for the project. The recommendations included adding travel lanes in both directions and designing more effective and safer interchanges.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="6"&gt;What is driving the construction timeline?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;The construction timeline is driven by the right of way identification and acquisition process, the availability of construction dollars and the plans of other local municipalities.&lt;/p&gt;&lt;h2&gt;&lt;a name="8"&gt;&lt;strong&gt;&lt;/strong&gt;Why was the construction timeline changed for several portions of the project?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;To minimize impacts to traffic, construction on &amp;quot;Operation Indy Commute&amp;quot; will be completed prior to the start of several phases of the 465/69 Northeast project. See the project schedule for more information on Operation Indy Commute.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="9"&gt;How will the interchange designs be changed?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Keystone Avenue will be redesigned as a partial cloverleaf interchange, which allows the free flow of traffic onto and off of the interstate. Because this is a common type of interchange, drivers are accustomed to the design. &lt;a target="_blank" href="KeystoneAve465.html"&gt;More information on this interchange.&lt;/a&gt;&lt;/p&gt;
  &lt;p&gt;Allisonville Road will be redesigned as a Single Point Urban Interchange (SPUI). The advantages of a SPUI include:&lt;/p&gt;
  &lt;ul&gt;
    &lt;li&gt;It is less expensive to build than other alternatives. &lt;/li&gt;
    &lt;li&gt;It combines all I-465 ramps into one signalized intersection (currently two signalized intersections). &lt;/li&gt;
    &lt;li&gt;It allows for better traffic flow on Allisonville Road between 82nd and 86th streets. &lt;br /&gt;&lt;/li&gt;
  &lt;/ul&gt;
  &lt;p&gt;This is a relatively new type of interchange, a good example of which exists on South Emerson Ave. at I-465. &lt;a target="_blank" href="126" title="Allisonville Road interchange"&gt;More information on this interchange.&lt;/a&gt;&lt;/p&gt;
  &lt;p&gt;The interchange at I-465 and I-69 is in the 60 percent design phase, but the design goals are to increase capacity, separate the local and express movements (interstate to interstate), and minimize right of way, environmental and other impacts. Design is also progressing on the I-69/82nd Street interchange, of which the configuration will not change dramatically, although there will be changes made to add capacity. The northbound off-ramp and the southbound on-ramp will both increase in capacity from one lane to two.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="10"&gt;How will traffic be handled during construction?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Each phase of the project will have its own maintenance of traffic plan based on traffic volume and safety. Information about each project's traffic mitigation plans can be found on the individual interchange or section pages of this website.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="11"&gt;Will any of the interchanges close completely during construction, or will they still be usable?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;During construction on the I-465/Keystone Avenue interchange, there were two short-term detour routes to construct the I-465 ramp intersections with Keystone Avenue. The ramp closures took place in October 2011 and are now complete.&lt;/p&gt;&lt;p&gt;As for the I-465/Allisonville Road interchange,&amp;nbsp; the bridge over I-465 will be closed for 110 days during construction. For more information on access to and from I-465, detour plans and maintenance of traffic, visit the &lt;a title="Allisonville Road interchange" target="_blank" href="126"&gt;Allisonville Road interchange page.&lt;/a&gt;&lt;/p&gt;&lt;p&gt;Design plans are not yet final for the I-465/I-69 interchange or the I-69/82nd Street interchange, so possible closures and/or restrictions have not been identified.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="12"&gt;Why was the contract to construct the Allisonville Road interchange separated from the mainline contract?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Reasons for constructing the Allisonville Road interchange sooner than originally planned include:&lt;/p&gt;
  &lt;ul&gt;
    &lt;li&gt;The existing bridge does not have sufficient clearance and is frequently struck by vehicle on the underside of the structure. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;The I-465/Keystone Avenue interchange reconstruction will be substantially complete when work on the I-465/Allisonville Road interchange commences. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;No major 465/69 Northeast corridor projects are scheduled to occur in 2012 while Allisonville Road is under construction. &lt;/li&gt;&lt;/ul&gt;
  &lt;h2&gt;&lt;a name="13"&gt;What options other than the bridge closure were investigated for the Allisonville Road interchange?&lt;/a&gt;&lt;/h2&gt;&lt;p&gt;The project team considered five different options and narrowed the field to two - the bridge closure option and partial closure option - based on the following considerations:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&amp;nbsp;A 5.5-foot road elevation change &lt;/li&gt;&lt;li&gt;A high traffic volume and large turning movements &lt;/li&gt;&lt;li&gt;Safety concerns for motorists and workers on both Allisonville Road and I-465 &lt;/li&gt;&lt;li&gt;Lengthy construction time of 435 days &lt;/li&gt;&lt;/ul&gt;&lt;p&gt;After further consideration, INDOT and the project’s design team decided the best option would be to close the bridge during construction. There are many benefits to this plan, including:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Traffic will still be able to enter and exit I-465 on either end of the bridge, just not cross the bridge, allowing smoother traffic flow through the signals that will minimize traffic backups onto I-465. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;The overall construction period will be reduced to 135 days. The actual bridge closure will only be for 110 days, allowing work to be completed in one construction season instead of two. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;No holiday shopping seasons will be impacted, as opposed to the two seasons that would be affected by a partial closure (2011 and 2012). &lt;br /&gt;&lt;/li&gt;&lt;li&gt;Temporary ramp closures will be reduced to a maximum of 15 days (compared to 45-50 if the bridge remained open). &lt;br /&gt;&lt;/li&gt;&lt;li&gt;During construction, it will be safer and less difficult to make left-hand turns into businesses along Allisonville Road and Kelly Lane due to reduction of traffic volume between I-465 and 82nd Street. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;Temporary access disruptions to existing driveways north of 86th Street and south of 82nd Street will not be necessary. &lt;/li&gt;&lt;/ul&gt;&lt;h2&gt;&lt;a name="14"&gt;Is there a separate project planned for I-69 north of 96th Street?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;After looking carefully at traffic patterns in the Indianapolis metropolitan area, INDOT launched &lt;a href="http://indycommute.indot.in.gov" target="_blank" title="Operation Indy Commute"&gt;Operation Indy Commute&lt;/a&gt;, a series of cost-effective strategic fixes designed to reduce recurring commuting bottlenecks. In the northeast part of the city, INDOT determined that I-69 between the 96th Street and 116th Street/State Road 37 exits is in need of improvements to reduce congestion.&lt;/p&gt;
  &lt;p&gt;INDOT engineers are in the process of evaluating potential solutions to alleviate this bottleneck. Operation Indy Commute will also include improvements to the area near the I-465/I-65 interchange on the city's south side.&lt;/p&gt;
  &lt;p&gt;An anticipated schedule and the specific improvements needed, will be determined pending further engineering and design, but construction is expected to begin in at least one of these locations during 2012, and all phases are expected to wrap up by the end of 2015. No new 465/69 Northeast construction contracts will be bid while Operation Indy Commute is underway on I-69 in Hamilton County. This will minimize traffic impacts to I-69 that neighboring construction projects could cause.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="15"&gt;What is the cost for construction for the entire corridor?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;The estimated construction cost is $334 million (excluding the Operation Indy Commute costs), representing a large investment in the northeast side of Indianapolis.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="16"&gt;How will the project be funded?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Projects such as this are funded through federal and state transportation dollars.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="17"&gt;Are you using stimulus money for this project?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;No stimulus money is being directed toward the 465/69 project at this time.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="18"&gt;Why don't we use this money to develop another form of transit, like rail?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Mass transit alternatives were studied as part of the &lt;a target="_blank" href="http://www.indympo.org/SiteCollectionDocuments/www.indympo.org/PDF/connectionsfeis.pdf"&gt;ConNECTions study&lt;/a&gt;. The research revealed that motorists were not starting from and ending at concentrated common areas and that there would not be enough riders to pay for the transit operating costs. Further, it was found that the only alternative that met the purpose and need of the project - to reduce congestion, improve safety and align with state and local transportation plans - was this alternative.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="19"&gt;With increased traffic capacity, will the noise levels increase? What will be done to mitigate that? Do you know where some of the noise walls will be placed?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;INDOT completed a detailed assessment of noise levels and evaluated the possible construction of noise barriers where impacts were predicted to meet federal criteria according to INDOT's Traffic Noise Policy. The process is now complete for the entire corridor, and noise walls are planned for the following locations: &lt;br /&gt;&lt;/p&gt;
  &lt;ul&gt;
    &lt;li&gt;North of I-465, from College Avenue to approximately 300' west of Westfield Boulevard &lt;/li&gt;
    &lt;li&gt;South of I-465, from 500' east of the 82nd Street bridge over I-465 to approximately Knue Road (the western property line of the Columns of Castleton apartment complex) &lt;/li&gt;
    &lt;li&gt;North of I-465, just west of the Allisonville Road interchange (in front of the Riverbend apartment complex, but stopping short of the Kittle's furniture store) &lt;/li&gt;
    &lt;li&gt;East of the I-465 northbound ramp to northbound I-69 (in front of the Bayview Club apartment complex, but stopping short of Castleton Outdoor Solutions) &lt;/li&gt;
    &lt;li&gt;West of I-465, from just south of 75th Street to Skiles Test Park (this is an in-kind replacement of a portion of the existing barrier, which must be taken down to accommodate construction and will be replaced after the project is complete) &lt;/li&gt;
  &lt;/ul&gt;
  &lt;h2&gt;&lt;a name="20"&gt;How are noise barriers deemed warranted?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;The first item considered in the warranting of a noise barrier is the current and future predicted traffic generated noise levels. When the future noise level exceeds the established threshold or there is a significant increase in noise level from existing levels, then noise walls can be considered. Next, these noise walls must be determined if they are feasible and reasonable. For a noise wall to be feasible, it must provide a substantial noise reduction (minimum of five weighted decibels). If a wall is determined to be feasible, they are then evaluated to determine if they meet the established cost-effectiveness criteria (reasonableness criteria) and have majority support from the impacted receivers. If any of these criteria are not met, then the noise wall does not comply with Federal regulations and INDOT's noise policy and will not be constructed.&lt;/p&gt;
  &lt;p&gt;&lt;a target="_blank" href="http://www.465-69ne.in.gov/assets/docs/INDOTNoisePolicy.pdf"&gt;Read INDOT's noise policy&lt;/a&gt;.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="21"&gt;Will anything be done to mitigate noise during construction?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;At this time, there are no plans to construct temporary noise walls during the project.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="22"&gt;How will the proposed test noise wall impact the construction? If the test wall is effective, will INDOT create a policy on when they will be used?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Separate from the 465/69 Northeast project, INDOT is pursuing a Federally-funded research project to identify cost-effective alternatives for blocking highway noise and visibility along residential areas. The study will compare the performance of traditional urban noise barriers - like those used in the 465/69 Northeast project - against less expensive wall or fence materials.&lt;/p&gt;
  &lt;p&gt;The test barrier wall is proposed to be constructed on the south side of I-465 between Kerwood Drive and Haverstick Road. Surveys of nearby residents will be conducted before and after installation of the test materials to gauge residents' satisfaction with the performance of different barrier materials. The research findings will be considered by INDOT in future noise policy revisions, but no changes will be made to the current noise barriers that will be constructed as part of the 465/69 Northeast project.&lt;/p&gt;
  &lt;p&gt;INDOT submitted its final research proposal to the Federal Highway Administration in late 2010 so that research walls could be installed in late 2011 and/or 2012. It will likely take about two years to install the test walls and complete sufficient surveys and analysis to have actionable findings.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="23"&gt;How can I obtain a copy of the noise analysis report?&lt;/a&gt;&lt;/h2&gt;

  &lt;h2&gt;&lt;a name="24"&gt;How much property is needed for right of way purposes?&lt;br /&gt;&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Near the Keystone Avenue interchange, 25 parcels of land are affected, either temporarily (during construction only) or permanently. Of those 25 parcels, three are residential relocations.&lt;/p&gt;
  &lt;p&gt;On I-465 from 75th Street to Fall Creek, as well as in the area near the 82nd Street bridge over I-465, no parcels of land will be affected.&lt;/p&gt;&lt;p&gt;On 75th Street, 14 parcels of land are affected, with INDOT purchasing small strips to widen 75th Street from two lanes to four through lanes and a center dual turn lane.&lt;/p&gt;&lt;p&gt;For the I-465/Allisonville Road interchange, eight parcels are affected, with INDOT purchasing small strips of land to accommodate the new interchange configuration.&lt;br /&gt;&lt;/p&gt;&lt;!--[if gte mso 9]&gt;&lt;xml&gt;

&lt;h2&gt;&lt;a name="25"&gt;When will property owners be contacted about surveying and/or land acquisition?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Notice of survey letters have been mailed to affected property owners, and the surveying process is complete. The project team will make decisions about temporary and permanent right of way as design plans are completed for each section/contract. Contact regarding acquisitions will be made shortly after the permanent right of way lines are finalized.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="26"&gt;How is &amp;quot;fair market value&amp;quot; calculated? Are property owners going to be compensated for only their property, or also the cost of moving and taking time off work?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;All property acquired by INDOT follows the guidelines of the Uniform Act and appraisal industry requirements (Uniform Standards of Professional Appraisal Practice). Government programs designed to benefit the public as a whole often result in acquisition of private property, which prompted the passage of the Uniform Act in 1971. Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 contains important protections and assistance for people affected by federally funded projects. This law ensures that people whose real property is acquired, or who move as a result of projects receiving federal funds, will be treated fairly and equitably and will receive assistance in moving from the property they occupy. Homeowners are compensated for the cost of moving, but not for time taken off work to relocate.   &lt;h2&gt;&lt;a name="27"&gt;How will we be compensated if you don't purchase our land, but our property values decrease?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;INDOT complies with the Uniform Act when purchasing right of way for its projects. There is no compensation unless the property is located within the right of way or reasonable access to the property cannot be maintained. Damages are paid only for a property if the proposed right of way takes a portion of the property, causing that parcel to lose value. Those property owners who did not have all or a portion of their parcels purchased will not receive compensation.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="28"&gt;What happens if someone won't sell his/her property? Can they stop the project?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;While we hope this situation will not arise, statutes allow for legal remedies to keep this project moving forward. So, while they may slightly slow the process, they cannot stop the project itself.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="29"&gt;What safeguards will ensure the environment is protected?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;INDOT follows specific federal and state requirements to reduce any environmental impacts caused by transportation projects. INDOT and the design team will review all aspects of the project to identify and mitigate environmental impacts on the residents, businesses and the traveling public. Impacts and solutions will be discussed at stakeholder meetings during the course of this project.&lt;/p&gt;
  &lt;h2&gt;&lt;a name="30"&gt;Will public transportation/commuter express service be provided during the construction of the project?&lt;/a&gt;&lt;/h2&gt;
  &lt;p&gt;Because of the extensive nature of the project, there are no plans at this time to provide commuter express services for this project, as it affects commuters in many areas.&lt;/p&gt;

  &lt;p&gt;Indiana Code, IC-8-23-2-6, requires that a contractor desiring to offer bids for the performance of INDOT contracts for the construction or maintenance of highways and bridges and appurtenances thereto must first be prequalified by INDOT and shall file a verified statement of experience and financial condition using the forms furnished by INDOT. Requirements for Prequalification of Contractors are in accordance with the rules found in the Indiana Administration Code under Rule 105 IAC 11-2. &lt;p&gt;&lt;em&gt;Construction is underway. To learn about temporary and ongoing construction information, visit the &lt;a href="../65.html" target="_blank" title="Construction/Closure Info"&gt;Construction/Closure&lt;/a&gt; Info page, or text DRIVE to 772937 (standard texting rates apply).&lt;br /&gt;&lt;/em&gt;&lt;/p&gt;&lt;br /&gt;&lt;p&gt;The goal of the 465/69 Northeast project is to improve safety and increase mobility on I-465 and I-69 in northeastern Marion County. The added travel lanes and interchange improvement project includes eight miles of I-465, from just east of the US 31 interchange to just north of Fall Creek Road, as well as more than two miles of I-69, crossing over 82nd Street and ending just south of the 96th Street interchange.&amp;nbsp; 
  &lt;/p&gt;&lt;p&gt;Each day, more than 150,000 vehicles travel in the area of I-465 and I-69. Once the entire project is complete, I-465 will have four through lanes in each direction, plus a continuous auxiliary lane for exiting and entering the interstate. I-69 will feature four lanes in each direction, plus three collector/distributor lanes from I-465 to the area just north of the 82nd Street interchange. &lt;/p&gt;
  &lt;p&gt;This project is part of Governor Mitch Daniels’ Major Moves road construction program. &lt;/p&gt;
