Dr. Paul Oluikpe, an Oxford University Scholar in Strategy and Innovation and a Principal Manager in the Strategy Management Department of the Central Bank of Nigeria, has won the Emerald Citation for Excellence Awards 2015 for his paper, “Developing a Corporate Knowledge Management Strategy” published in the Journal of Knowledge Management, 2012.

Card Readers To Be Tested Today By INEC

The Independent National Electoral Commission will today test the card reader in 12 states amid controversy over the use of the new device in the conduct of the next general elections.

The ruling Peoples Democratic Party and the opposition All Progressives Congress have been engaging in war of words over the use of the card reader in the forthcoming polls.

While the Director of Legal Affairs of the PDP Presidential Campaign Organisation, Prince Adetokunbo Kayode, had said that the party did not support the use of the device because it is illegal and unconstitutional and that it had not been tested in any election in the past, the APC described the PDP’s rejection of the use of the device as a vindication of its claim that the ruling party was desperate to rig the general elections.

Fifteen political parties and five presidential candidates participating in the forthcoming elections had also opposed the proposed use of card readers.

But the electoral body said apart from the fact that the card reader was designed to function effectively, it would also enhance the credibility of the polls.

The INEC Chairman, Prof. Attahiru Jega, while appearing before the Senate a few days ago, explained the importance of the usage of the device and assured of its reliability, contrary to the fear nursed by some people that the machine might malfunction in the course of accreditation of voters.

To further assure Nigerians of the reliability of the card reader, the election management body has scheduled the field-testing of the card readers in 225 polling units and 358 voting points across 12 states of the federation for today.

The commission selected two states from each of the six geo-political zones of the country for the exercise.

The states selected for the exercise are Ekiti, Lagos, Anambra, Ebonyi, Delta and Rivers. Others include Kano, Kebbi, Bauchi, Taraba, Niger and Nasarawa.

According to the INEC, the card readers will be tested in two wards in each of the states.

In Delta State, the Resident Electoral Commissioner, Mr. Anidi Ikowak said the exercise would take place between 8am and 1pm in 14 polling units in the Umuezei Registration Area, Ward 4 in Oshimili South Local Government Area.

The 14 polling units, he said, would be located in two centres – Asagba Primary School (10 units) and Niger Mixed Secondary School (four units).

The INEC spokesperson in Anambra State, Mr. Frank Egbo, told one of our correspondents that the test would take place in 22 polling units in Igbo Ward 1 in Aguata Local Government Area of the state.

“The essence is to test the efficacy of the card readers,” Egbo said, adding that police and other security agencies had been duly informed to provide security for the exercise.

Though the REC spokesperson in Rivers State, Antonia Nwobu, could not give the exact number of card readers that would be deployed for the exercise, she said 23 polling units in each of the two wards would be used for the test.

Nwobu, however, did not name the wards.

The Head of Department, Voter Education and Publicity of INEC in Niger State, Mr. Madaki Wase, said the exercise would start with the usual accreditation at 8am and end by 1pm at Gwada in Shiroro Local Government Area.

Wase said, “We have 22 polling units and 22 card readers available for the mock test. We also have two back up card readers in case of any disappointment.”

He said the inter-committee on election security and other security agencies would provide security for the exercise.

Fifty card readers are expected to be tested in Lagos State today.

The INEC spokesperson for the state, Mr. Femi Akinbiyi, said the mock test would be carried out at Onigbongbo Ward 1 in Ikeja.

He assured that adequate security would be provided to prevent the disruption of the exercise by hoodlums.

Akinbiyi said, “We are not carrying out the mock test in all the polling units in Lagos State; we are only carrying out the test at Onigbongbo ward 1 in Ikeja Local Government of Lagos State. Other parts of the state will not be affected.”

No fewer than 96 policemen and 46 card readers will be deployed for the test in Ekiti State.

The spokesperson for INEC in Ekiti, Alhaji Taiwo Gbadegesin, said the card readers would be tested in 46 polling units.

He said, “We are going to deploy 46 card readers for the 46 polling units in the state. The exercise will begin by 8 a.m. Only those that make it to the polling units before 1p.m will be allowed to participate.”

The state REC, Sam Olumekun, said the mock test would take place in Dallimore Ward 09, Ado Ekiti.

No fewer than 37 polling units are selected for the exercise in Nasarawa State, according to the REC, Mr. Abdullahi Danyaya.

Danmaliki Ward in Kumbotso Local Government Area of Kano State was selected for the exercise. The state REC, Alhaji Mukaila Abdullahi, said the ward has 32 polling units.

The police, however, assured of their readiness to provide security for the exercise in order to prevent it from being disrupted.

The Delta State Police Public Relations Officer, Mr. Celestina Kalu, and his Niger State counterpart, Mr. Ibrahim Gambari, who spoke on behalf of their colleagues, told one of our correspondents that they were prepared to ensure the smooth running of the test.

Meanwhile, the Afenifere Renewal Group and a constitutional lawyer, Prof. Itse Sagay, described the mock test as a welcome development, but said the success of the exercise would not prevent those who initially opposed the use of the device from planning to rig the next elections.

ARG spokesperson, Mr. Kunle Famoriyo, said abandoning the use of the device would amount to a waste of resources.

He, therefore, called on Nigerians to protest any plan to scuttle INEC’s agenda for the elections.

Famoriyo said, “We are behaving like uncivilised people, like people who do not want progress. The card readers have been used successfully in some other countries even in West Africa, so it shows our propensity for being dubious. We don’t want transparency.

“It is the PDP government that funded the procurement of the card readers. So are we now going to squander that? It shows we’re prodigal children and that this country is full of jokers. It shows we don’t care about our resources.”

Sagay described those campaigning against the use of the card readers as dishonest.

He blamed the PDP for sponsoring the parties that are against the use of the cards.

Sagay said, “The people know it will be successful but they are crooks and dishonest people. The gang-up may continue because they are desperate not to have free fair and credible elections. They want to rig elections, so nothing will ever satisfy them.”

Also, a human rights lawyer, Fred Agbaje, said antagonists of the card readers would “bury their heads in shame if the test-run is successful.”

He said, “Certainly, if it is successful in the 12 states, I’m sure the antagonists will bury their heads in shame. Any new thing that is being introduced for the first usually elicits negative reactions from people.”

A pregnant woman, Mrs Mercy Chintua, has been arrested by the operatives of Enugu State Police Command over allegation of assault on her neighbour, whom she said spied on her while she was taking her bath.
The suspect, who resides at Akwuke, Awkunanaw axis of Enugu State, had allegedly poured hot water on the victim, Emmanuel Anyebe, for allegedly peeping on her while she was having her bath on February 23.
Confirming the incident, Police Public Relations Officer, PPRO, Mr. Ebere Amaraizu said: “Mercy poured hot water on the victim as he was going to bath. She alleged that the victim was peeping into the bathroom while having her bath.
“The hot water inflicted serious body burns on the victim. As a result of the injuries sustained from the act, he was unconscious and was rushed to a nearby hospital. The victim has denied ever peeping on the woman during bath.
“The suspect has, however, pleaded for leniency as she ascribed her actions to demonic spirit in her.”

Jonathan Reveals Where He Will Return To If He Loses Presidential Election

President Goodluck Jonathan has said that he will return to his Otuoke home in Bayelsa State, if by default, he loses the March 28 presidential election.

Jonathan, who said Nigeria is not his father’s estate, was however optimistic that he “will not lose the election.”

“If by default somebody wins the election, of course, I will go back to my village. The country is not my father’s estate,” he told the Quatar-based international television station, AlJazeera, on Monday night.

The President denied that he was scared of the All Progressives Congress and its Presidential candidate, Maj.Gen. Muhammadu Buhari, adding that he would win because he had performed well.

When asked what he made of the insinuations in some quarters that the sudden step-up of military operations in the fight against Boko Haram was because he was scared he might lose the election on the grounds of insecurity, he replied , “It is out of ignorance.

“In a political environment, if one party, particularly the ruling party, is going to the left, the opposition would have to go to the right. They must find something. They must have something to tell the people.”

The President, however, explained that Boko Haram   insurgents were able to wreak havoc on parts of the country for long because the military   lacked certain weapons to confront them.

The President noted that with the procurement of modern weapons, the security agencies would rout the terror group soon.

He also denied that he mishandled the threat posed by the sect to the country and that the activities of the group did not start with his administration.

Jonathan, who reassured Nigerians that the rescheduled elections would not be postponed, said the security agencies had not promised to rout out Boko Haram completely before the   elections.

The President however explained that the military would degrade the insurgents to the level that they would no longer have the strength to disrupt the polls.

He said,“That is the key thing. In terms of taking over our territories by the sect,we will retake them and very soon, there will be no part of Nigeria where the insurgents will erect a flag and say this is a Boko Haram territory.

“That we will do but what I am saying is that even if you do that, that does not mean you are isolated from terror attack, but gradually with improvement in terms of technology and monitoring we will able to bring it down.

“When we take over all the territories they are holding, they are becoming weaker, now we will improve our monitoring using superior technologies to monitor their activities. We will begin to pick them and then of course, frustrate their activities. So over the period, it will go. We cannot live with terror. No, we can’t. We will stop it.”

He also dismissed the allegation by some APC senators that he was planning to remove the Chairman of the Independent National Electoral Commission,   Attahiru Jega.

He told his interviewer that he had not even discussed   Jega’s purported removal with anyone.

Jonathan said, “Except somebody is insinuating that the chairman has done something wrong. You cannot change an officer, except the person has done something wrong. Government, whether at the federal or state level, president or governor, does not wake up and change somebody, especially somebody like the INEC chairman; except that person has done something wrong.

“INEC is a very sensitive body. For me to change the INEC chairman, Nigerians and non-Nigerians will ask questions. So, you cannot wake up and change the INEC Chairman.”

Jonathan also dismissed insinuations that corruption had worsened in the country under his Presidency.

The President specifically made reference to an allegation by a former Central Bank of Nigeria Governor, Sanusi Lamido (the current Emir of Kano) that the Nigerian National Petroleum Corporation failed to remit N49.8bn to the national treasury between 2011 and 2012.

He accused him of blowing the issue of corruption out of proportion.

Jonathan said, “Even the corruption issues –even if you look at the Corruption Perception Index…yes, people talk about corruption now because it has become almost a political issue. And when you move something to the level of politics, of course normally the issue is blown out of proportion.

“Yes, we have cases of corruption but it’s not as bad as people make it to be. Yes, we have cases of stealing; I always say it that, call a thief a thief. I am not staying that Nigeria doesn’t have an element of corruption or stealing.

“Start from ex-CBN governor who said $48.9bn was missing. What is the budget of this country for God’s sake? Our budget has been about N3.something trillion. That’s roughly about $18 to $20bn a year.

“And someone is saying we lose N48.9bn. If we lost that huge amount both federal and state governments would not be able to pay salaries. I don’t know how he came about that figure. The next thing was for him to reduce the figure. Up to this time I don’t know which is the correct accusation.”

750 APC Women Defect To PDP In Sokoto State

No fewer than 750 women from the All Progressives party from the 23 local governments in Sokoto State on Tuesday defected to the Peoples Democratic Party.

The decampees, led by Luba Dubai, an APC chieftain, were received by the state Chairman’s wife, Sa’adiya Milgoma, at the PDP women rally in Sokoto on Tuesday.

“The new entrants will be treated equally and fairly, and we should all work to ensure the success of the party at the forthcoming polls at all levels,’’ Ms. Milgoma said.

A former Minister of Women Affairs, Maryam Chiroma, appealed to Nigerians, especially women not to be deceived, saying `”the re-election of Jonathan will ensure the continuation of his transformation agenda.

Ms. Chiroma, who was also PDP’s former National Woman Leader, said, “the Nigerian women should use their majority population and voting power to re-elect Jonathan”.
In her remark, Sarah Jubril, the Special Adviser to President Jonathan on Ethics, said the president had treated the North-West fairly and deserved to be re-elected.

A member of the party’s Board of Trustees, Rabi Ibrahim, said “Jonathan is the first gender-friendly president Nigeria has ever had since independence”.
“Mrs Jonathan cares about the Nigerian woman and she is passionate about improving the lives of the Nigerian children and other vulnerable groups,’’ Ibrahim said.

The Special Assistant to Jonathan on Women Empowerment, Ramatu Bala, also urged the women to vote for Jonathan.

Ms. Bala, a former National President of National Council for Women Society, said Mr. Jonathan’s re-election would ensure the sustenance of peace, unity and national cohesion.

The wives of the Deputy Governor, PDP gubernatorial candidate and Woman Leader, Kulu Shagari, A’ishatu Wali and Kulu Rabah, promised that women would vote for the party’s candidates at all levels.

Busted!!! Judge Caught Driving a Car he Seized From Criminal

A federal high court judge in Brazil, has been caught driving a car, which he seized from a billionaire. The judge once presided over criminal proceedings against Eike Batista, who was once Brazil’s richest man.

Judge Flavio Roberto de Souza, who oversees Batista’s trial for insider trading, was caught driving the billionaire’s white Porsche Cayenne, after he ordered it to be seized. The Porsche was one of a number of luxury vehicles seized by police earlier this month, after the court order by judge de Souza.

Authorities seized the car due to concerns that Batista had been selling or donating assets that were frozen as part of the insider trading case.

After the judge was caught driving the car to his home and was asked why he was driving it, he allegedly said: “The Federal Police did not have a safe place to store the car and it was exposed to rain, sun, and possible damage. I took it to an enclosed parking space in the building where I live.”

The cars were supposed to be put up for auction this week, but Batista’s lawyer secured an injunction to stop the sale. Court officials have now requested that judge de Souza recuse himself from the billionaire’s case, a federal prosecutor said.

Ebola Crisis !! Vice President Quarantined

The vice-president of Sierra Leone has put himself into quarantine after one of his bodyguards died from Ebola. Samuel Sam-Sumana said he would stay out of contact with others for 21 days as a precaution.

There was optimism the virus was on the decline in Sierra Leone at the end of last year but there has been a recent increase in confirmed cases. Nearly 10,000 people have died in the outbreak, the vast majority in Guinea, Liberia and Sierra Leone.

Mr Sam-Sumana said on Saturday that he had chosen to be quarantined to “lead by example” after
the death of his bodyguard, John Koroma, last week. He told Reuters news agency that he was “very well” and showing no signs of the illness, but said he did not want to “take chances”.

His staff have also been placed under observation.

He is the country’s first senior government figure to subject himself to a voluntary quarantine.

Jonathan Plans To Freeze Tinubu, Amaechi’s Account — APC

The All Progressives Congress Presidential Campaign Council on Saturday condemned an alleged plot by the President Goodluck Jonathan-led Peoples Democratic Party to cripple the campaign of the party’s presidential candidate, General Muhammadu Buhari (retd).

This was contained in a statement signed by the Director Media and Publicity of the APC Presidential campaign, Mr. Garba Shehu, in Abuja.

He said the APC Presidential campaign condemned the plot by the Jonathan-led ruling Peoples Democratic Party to clip the electoral success wings of the opposition APC, through a proposed grounding of aircraft and freezing of bank accounts belonging to stalwarts of the party.

According to him, the plot to destabilise the APC and cripple its flag-bearer, General Muhammadu Buhari, may be linked to the global attention on its candidate’s performance at the United kingdom’s Chatham House last Thursday.

The statement partly read: “The hint we gather from sources is that the government, through its agents, is plotting to ground aircraft and freeze bank accounts of APC stakeholders. But history has shown that the forces of evil can never succeed against the zeal of men and women of virtue and good deeds.”

Shehu said information at APC’s disposal had uncovered the plot by the Jonathan administration to use the Aviation Ministry and the security service to hound and clampdown members of the APC, by prospecting obnoxious means to halt and slow down Buhari’s popularity.

“There is also a plot to block or freeze the bank accounts of APC chieftains like Senator Bola Ahmed Tinubu, Governor Rotimi Amaechi (Director General of APC Presidential Campaign Organisation), and other prominent leaders believed to be funding the General’s campaign; and availing him their aircrafts for electioneering purposes,” Shehu said.

The APC Presidential campaign spokesperson recalled that private jets conveying APC Governors, Amaechi of Rivers State and Adams Oshiomhole of Edo State, were either prevented from taking-off or landing during crucial political occasions, particularly during the Ekiti State gubernatorial elections that “saw PDP’s Ayodele Fayose defeating Dr Kayode Fayemi, in a most controversial military-assisted contest now known as Ekiti-gate Tape.”

When contacted, the deputy National Publicity Secretary of the PDP, Mr. Abdullahi Jalo said, he was not aware of any such plan and challenged the APC to produce evidence if it had any.

He said, “The PDP will remain focused on its campaign for this election. We will not be distracted by the opposition. If they have evidence of any such plan they should make it public.”

Why Jonathan Is A Better Choice Than Buhari – Gani Adams

National coordinator of the Oodua Peoples Congress (OPC), Otunba Gani Adams, weekend, slammed the presidential candidate of the All Progressives Congress (APC), Muhammadu Buhari, describing him as an enemy of democracy.

Adams reminded Nigerians, while addressing newsmen in Lagos, that Buhari has never been a lover of democracy, having toppled a democratically elected government in 1983, and vehemently opposed the National Conference convergence, a platform to discuss the socio-political and economic future of the country.

He said if the retired general had not interrupted the country’s democracy, it would have thrived well today.

“General Buhari is not the right leader Nigerians should vote for at this time because he never believed in the National Conference and all the tenets of democracy,” Adams said.

He described President Jonathan as the right choice for the country, citing the convergence of the National Conference as a veritable pointer for his argument.

“President Goodluck Jonathan is a man of integrity who will never lie to Nigerians. He had said it in several fora that he will implement all the recommendations of the national conference which we believe is the best thing that has happened to Nigeria in a long while and that’s why the Oodua Peoples Congress is throwing its full weight behind his second term ambition.

“Yoruba leaders met and agreed that we will only support the full implementation of the national conference and he has agreed to that, meaning, we think alike,” Adams said.

Northern Elders To Support Jonathan, Say Region Ready To Wait Till 2019

Political leaders from the North are ready to support President Goodluck Jonathan, but under one condition; he will support their preferred candidate to become president in 2019.

The elders led by elder statesman, Alhaji Tanko Yakassai, had visited the Presidential Villa, Abuja last week for further talks on a pact to support Jonathan for re-election.

The group was said to have met with Vice President Namadi Sambo. Sources confirmed to Vanguard that the key message conveyed through the Vice President to Jonathan was the need for assurances that power would revert to the North in 2019.

Although Jonathan had agreed to their terms, the elders reportedly came specifically last week to get words from the Villa that the North-west would be backed for the Presidency in 2019.

It was learnt that the northern elders had wanted to secure the assurances so as to be in the best position to define their messages to strategic elders and leaders of the North.

“The deal right now is to see how the North would reciprocate years of South-south backing with support for Jonathan, while the President will in turn back a northern candidate to succeed him in 2019. With that pact sealed, we have a concrete message for the North,” a source who knows about the situation told Vanguard.
