फरीदाबाद, संवाद सहयोगी : सेक्टर-12 लघुसचिवालय पर जिले के अतिथि (अनुबंध) अध्यापकों ने नियमित करने की मांग को लेकर प्रदर्शन किया और जिला उपायुक्त की अनुपस्थित में एसडीएम को मुख्यमंत्री के नाम ज्ञापन दिया। इस अवसर पर काफी संख्या में अध्यापक मौजूद थे। प्रदेश में करीब 15 हजार अतिथि अध्यापक कार्यरत हैं। उन्हें लगे लगभग छह साल से भी अधिक समय हो चुका है। इस बीच अध्यापकों ने सरकार से नियमित करने की मांग को लेकर रैली व आंदोलन किए हैं। अतिथि अध्यापक संघ के जिला अध्यक्ष इनामी सिंह ने बताया कि कुछ दिन पहले हरियाणा-पंजाब उच्च न्यायालय ने प्रदेश सरकार को अतिथि अध्यापकों का 31 मार्च के बाद अनुबंध नहीं बढ़ाने के आदेश दिए हैं। इसके बाद से संघ ने आंदोलन व प्रदर्शन करने का निर्णय लिया है। उन्होंने बताया कि बुधवार को प्रदेश के सभी जिला मुख्यालयों पर अध्यापकों ने नियमित करने की मांग को लेकर प्रदर्शन कर जिला उपायुक्त को मुख्यमंत्री भूपेंद्र सिंह हुडडा के नाम ज्ञापन दिया है। फरीदाबाद में लघु सचिवालय पर काफी संख्या में अध्यापकों ने पहुंचकर प्रदर्शन किया। इसके बाद जिला उपायुक्त डा. राकेश गुप्ता के नहीं होने पर फरीदाबाद के एसडीएम यशपाल यादव को मुख्यमंत्री के नाम ज्ञापन दिया। उन्होंने कहा कि इसके बाद भी अगर सरकार ने अतिथि अध्यापकों की मांग नहीं मानी तो 23 मार्च को रोहतक में विशाल रैली में प्रदेश के सभी अध्यापक भाग लेंगे और आगे की रणनीति बनाई जाएगी। ज्ञापन देने वालों में नरेंद्र कुमार, विनोद, जवाहर लाल, उमेश, ऋषिपाल, स्वराज, नीलम, नीरजा, हरी सिंह, ललित शामिल थे।

जींद, जागरण संवाद केंद्र : अतिथि अध्यापक संघ ने नियमित करने की मांग को लेकर उपायुक्त के माध्यम से मुख्यमंत्री को ज्ञापन भेजा। लघु सचिवालय के सामने हुए प्रदर्शन की अध्यक्षता जिलाध्यक्ष रणधीर मोर ने की। प्रदर्शन के माध्यम से अतिथि अध्यापकों ने कहा कि यदि सरकार ने उन्हें यदि सरकार ने समय रहते नियमित नहीं किया गया तो वह एक बार फिर से संघर्ष का बिगुल बजाएंगे।

जिलाध्यक्ष रणधीर मोर ने कहा कि सरकार ने पिछले छह वर्षो से कार्य कर रहे अतिथि अध्यापकों को एक पालिसी बनाकर जल्द से जल्द नियमित करे ताकि अतिथि अध्यापक मानसिक संतुष्टि से छात्रों को पढ़ा सके और अपने परिवार का लालन-पालन कर सकें। हरियाणा की तर्ज पर कई राज्यों की सरकारों ने अतिथि अध्यापक लगाए थे, वह सभी नियमित किए जा चुके हैं। अतिथि अध्यापकों को लगाने की पालिसी सरकार ने बनाई थी। अब इन्हें नियमित करने की पालिसी भी सरकार जल्द से जल्द बनाएं। पिछले दिनों रोहतक में अतिथि अध्यापिका शहीद हो गई थी। यदि सरकार नियमित करने का फैसला जल्दी नहीं करती तो वह बहन राजरानी की शहादत को यूं ही नहीं जाने देंगे। 23 मार्च को रोहतक में अतिथि अध्यापक संघ रोजगार बचाओ महा रैली का आयोजन कर रहा है। इसमें आगामी रणनीति की घोषणा की जाएगी। इस अवसर पर सतपाल सिंह, मनोज कुमार, भूपेंद्र, तरसेम, सुखपाल, वजीर सिंह, सुरेंद्र, सुनीता रानी, कृष्णा शर्मा, बिमला देवी, मंजू बाला आदि मौजूद थे।

झज्जर, जागरण संवाद केंद्र : जिले के सभी अतिथि अध्यापकों ने बुधवार को उपायुक्त कार्यालय के सामने बैठक की। उसमें उन्हें नियमित करने की मांग की गई। उसकी अध्यक्षता संघ के उपाध्यक्ष रणबीर सुहाग ने की और उनके नेतृत्व में अतिथि अध्यक्षता ने उपायुक्त के माध्यम से मुख्यमंत्री के नाम ज्ञापन सौंपा। ज्ञापन में मांग की गई कि ठोस नीति बनाकर सभी अतिथि अध्यापकों को नियमित किया जाए। उन्होंने चेतावनी दी कि यदि अतिथि अध्यापकों के रोजगार के साथ खिलवाड़ करने की गई तो अतिथि अध्यापक किसी भी हद तक जाने को तैयार हैं। रणबीर सुहाग ने 23 मार्च को रोहतक के राजीव गांधी स्पो‌र्ट्स कांप्लेक्स के सामने संघ अध्यक्ष के अरुण मलिक नेतृत्व में होने वाली रोजगार बचाओ रैली में परिवार सहित सभी अतिथि अध्यापकों से भाग लेने की अपील की। इस अवसर पर मुकेश पूनिया, रमेश कादियान, पवन पूनिया, कमलेश देवी, पवन जाखड़, मनोज, मंदीप, ताजवीर, राकेश जाखड़, दिनेश, प्रवेश, राजेंद्र, सुमित, राजपाल, मंजीत, ओमप्रकाश, सुरेंद्र, मदनलाल, प्रतिभा, सुमन, रानी, मनीषा, इंदुबाला आदि मौजूद थी।

पंचकूला, जासं: हरियाणा अतिथि अध्यापक संघ द्वारा बुधवार को धरने का आयोजन किया गया, जिसकी अध्यक्षता जिला प्रधान रामभगत शास्त्री ने की। इस धरने के पश्चात अतिथि अध्यापकों ने जिला उपायुक्त के माध्यम से मुख्यमंत्री के नाम ज्ञापन सौंपा। जिला प्रधान ने बताया कि इन अध्यापको को एक पॉलसी के तहत दिसंबर 2005 में भर्ती किया गया था और बाद में इन्हे अनुबंध पर कर दिया था। अब इन अध्यापकों का अनुबंध तीन वर्ष का हो चुका है। उन्होंने अपील की कि इन अध्यापकों को विशेष पॉलसी के तहत नियमित करे, ताकि इनका व इनके बच्चों का भविष्य सुरक्षित हो सके। इस धरने में पंचकूला जिले से लगभग 300 अतिथि अध्यापकों ने भाग लिया। बैठक में ब्लॉक प्रधान गुलाब सिंह, रोहित सिंगला, अमित सिंगला, राजेंद्र शास्त्री, जगदीप, नीलम, रामकुमार, मनोज कुमारी मौजूद रहे।

शिक्षा विभाग के कार्यकलापों में जब-तब अजीब विरोधाभास दिखाई देने लगता है। एक तरफ तो राज्य के वार्षिक बजट में सर्वाधिक 8800 करोड़ की धनराशि शिक्षा क्षेत्र को दी गई, दूसरी तरफ सर्वशिक्षा अभियान के तहत छात्राओं को साइकिल देने की योजना महज इसलिए बंद की जा रही है कि इस पर खर्च होने वाले धन से अब कंप्यूटर खरीदे जाएंगे। मानो कंप्यूटर खरीदने के लिए शिक्षा विभाग के पास पैसे ही नहीं। इसे विडंबना ही कहा जाएगा कि एक योजना को शुरू करने के लिए दूसरी को बंद कर दिया जाए। तुगलकी अंदाज में जारी ऐसे आदेश शिक्षा ढांचे को कितनी क्षति पहुंचा सकते हैं, क्या विभाग के अधिकारियों को अनुमान है? वे सरकार की योजना को पलीता ही लगा रहे हैं। राज्य सरकार शिक्षा दर व शैक्षणिक स्तर में वृद्धि के लिए कितनी गंभीर है, यह वार्षिक बजट में शिक्षा क्षेत्र को सबसे अधिक धन आवंटित किए जाने से स्पष्ट हो गया। कन्या शिक्षा को प्रोत्साहन के लिए लगभग आधा दर्जन योजनाएं चालू हैं। दो किलोमीटर से अधिक दूरी से सरकारी स्कूल में आने वाली छात्राओं को मुफ्त साइकिल देने की योजना इसमें से एक है। इसका सकारात्मक परिणाम भी सामने आ रहा था। बिना किसी पूर्व सूचना के एकाएक योजना को बंद करने का फरमान क्या विभाग की किसी खास रणनीति सोच का हिस्सा है? कन्या शिक्षा प्रोत्साहन की अन्य योजनाओं पर इससे कितना
प्रतिकूल प्रभाव पड़ेगा? निजी स्कूलों से प्रतिस्पद्र्धा के लिए कौन सी नई योजना शुरू होगी? बजट में धनराशि बढ़ने के बावजूद योजनाओं की संख्या घटाना किस दृष्टिकोण का परिचायक है? क्या सरकार व विभाग की प्राथमिकताएं किसी और दिशा में मुड़ गई? फंड का सदुपयोग कैसे सुनिश्चित हो? 2011-12 को राज्य सरकार ने शिक्षा वर्ष घोषित किया था। इस वर्ष में स्कूल ड्रॉप आउट रोकने व कन्या शिक्षा को प्रोत्साहन पर विशेष बल देने की बात कही गई थी। वित्त वर्ष समाप्त हो रहा है, शिक्षा का भी नया सत्र आरंभ होने जा रहा है। क्या शिक्षा विभाग साइकिल योजना बंद करने के लिए वर्ष व सत्र बीतने का इंतजार ही कर रहा था? एक बात स्पष्ट तौर पर उभर कर आ रही है कि न तो शिक्षा विभाग की योजनाओं में कोई समन्वय है न संसाधनों का सही प्रयोग हो पा रहा। साइकिल योजना बंद करने के फैसले पर विभाग को पुन: विचार करना चाहिए। यू-टर्न सरकार की नीति निर्धारण में अक्षमता का ही सूचक माना जाएगा।

15000 GUEST TEACHERS KA KYA HOGA?

पंजाब एवं हरियाणा हाई कोर्ट ने हरियाणा सरकार की अध्यापकों की नियमित भर्ती के लिए 1 अप्रैल के बाद छह माह का और समय दिए जाने की मांग संबंधी अर्जी खारिज कर दी है। इससे प्रदेशभर में कार्यरत लगभग 15 हजार गेस्ट टीचरों की 31 मार्च तक छुट्टी होना तय माना जा रहा है। बृहस्पतिवार को आए कोर्ट के इस फैसले के बाद सरकार की मुश्किल बढ़ गई है। फैसले के अनुसार राज्य में 31 मार्च के बाद कोई गेस्ट टीचर काम नहीं कर पाएगा और 15 दिन में नियमित भर्ती कर पाना सरकार के लिए संभव नहीं है। इस मामले में स्कूली शिक्षा विभाग की वित्तायुक्त एवं प्रधान सचिव सुरीना राजन ने हाई कोर्ट में एक अर्जी दायर कर
नियमित अध्यापक भर्ती के लिए 30 सितंबर तक का समय देने की मांग की थी। कोर्ट ने सरकार की इस अर्जी को खारिज करते हुए सरकार को फटकार लगाते हुए कहा कि सरकार की मांग आधारहीन है। सरकार
को हाई कोर्ट के 30 मार्च 2011 के आदेश के अनुसार भर्ती करनी होगी। मार्च 2011 में सीडब्ल्यू पी नंबर 6090/10 की सुनवाई के दौरान राज्य सरकार ने 31 दिसंबर 2011 तक नियमित भर्ती करने के संबंध में विस्तृत शेड्यूल सहित हलफनामा दायर किया था। इसे स्वीकारते हुए हाई कोर्ट के चीफ जस्टिस की खंडपीठ ने तय समय सीमा में नियमित भर्ती करने का आदेश देते हुए अतिथि अध्यापकों का कार्यकाल अंतिम बार 31 मार्च 2012 तक ही बढ़ाने की अनुमति प्रदान की थी। अदालत ने स्पष्ट किया था कि राज्य में 31 मार्च 2012 के बाद गेस्ट टीचरों की सेवाओं को किसी भी सूरत में स्वीकार नहीं किया जाएगा। पिछले साल सरकार ने यह अंडरटेकिंग दी थी : हाई कोर्ट में अंबाला निवासी तिलकराज द्वारा दायर अतिथि अध्यापकों के कार्यकाल को 31 मार्च 2012 से आगे न बढ़ाने व नियमित भर्ती करने की मांग संबंधी याचिका की सुनवाई के दौरान हरियाणा सरकार ने हाईकोर्ट में शपथपत्र दिया था कि राज्य में 31 दिसंबर 2011 तक नियमित भर्ती कर दी जाएगी। इसके आधार पर ही हाई कोर्ट ने राज्य सरकार को अतिथि अध्यापकों का कार्यकाल 31 मार्च 2012 तक बढ़ाने की अनुमति दी थी। साथ ही कहा था कि सरकार शपथपत्र में दिए गए भर्ती शेड्यूल से जरा भी देरी करेगी तो इसे हाई कोर्ट की अवमानना माना जाएगा। नियमित भर्ती का शेड्यूल अगले सप्ताह देगी सरकार : बृहस्पतिवार को एक अन्य याचिका की सुनवाई के दौरान हरियाणा के एडवोकेट जनरल हवा सिंह हुडा ने चीफ जस्टिस की खंडपीठ को बताया कि सरकार नियमित भर्ती की प्रकिया की जानकारी देने के लिए हलफनामा तैयार कर रही है। खंडपीठ ने सरकार को इसके लिए अगले बृहस्पतिवार तक समय दिया है। सरकार के पास विकल्प : हाईकोर्ट के इस आदेश पर अगर सरकार अमल करती है तो 31 मार्च के बाद राज्य के 15000 से अधिक गेस्ट टीचर को हटाना पड़ेगा, लेकिन 31 मार्च तक नियमित भर्ती भी संभव नही है। इस सूरत में सरकार सुप्रीम कोर्ट में अपील दायर कर छूट की मांग कर सकती है।

NO INCOME TAX UP TO 6.2 LAKH RECOMENDED

शुक्रवार को पेश होने वाले आम बजट में सरकार आम आदमी की आर्थिक सेहत को सुधारने के लिए ठोस कदम उठा सकती है। इसके तहत अगर सरकार ने प्रत्यक्ष कर संहिता (डीटीसी) विधेयक पर सुझाव देने के लिए गठित संससदीय समिति की सिफारिश मानी तो आम जनता को भारी राहत मिलेगी। समिति ने सिफारिश की है कि व्यक्तिगत आय पर कर छूट की सीमा 1.80 लाख रुपए से बढ़ाकर तीन लाख रुपए कर दिया जाए। कर बचत की सीमा को बढ़ाकर भी 3 लाख 20 हजार रुपए कर दिए जाने की सिफारिश की गई है। अगर ये दोनों सिफारिशें मानी गईं तो जनता को 6.20 लाख तक की आय पर कोई टैक्‍स नहीं देना होगा।

संसदीय समिति ने तीन लाख से 10 लाख तक की आय पर 10 प्रतिशत, 10 से 20 लाख तक की आय पर 20
प्रतिशत और 20 लाख रुपए से अधिक आय पर 30 प्रतिशत कर की सिफारिश की है। समिति की रिपोर्ट के मुताबिक देश में 90 प्रतिशत आयकर दाता 0-5 लाख रुपए तक की आय के दायरे में आते हैं। इसके अलावा समिति ने वरिष्ठ नागरिकों की आय सीमा को 65 से घटाकर 60 वर्ष करने को कहा है।

सर! पिछले साल डिस्टेंस स्टडी सेंटर में एडमिशन लिया था। अब पता चला है कि सेंटर बंद रहे हैं। क्या मामला है सर जी? परीक्षा होगी भी या नहीं, बताइए। ऐसे कई सवाल मदवि के दूरस्थ शिक्षा निदेशालय में अधिकारियों को फोन पर सुनने को मिल रहे हैं। प्रदेश के बाहर मदवि के दूरस्थ शिक्षा केंद्रों में नए प्रवेश पर रोक लगने के बाद विद्यार्थियों की कुछ ऐसी ही स्थिति हो गई है। उनकी दिल की धड़कनें तेज हो गई हैं। उन्हें चिंता है कि कहीं वे परीक्षा न दे पाएं। अपने इन सवालों के जवाब लेने के लिए विद्यार्थी दूरस्थ शिक्षा निदेशालय में फोन घुमा रहे हैं। अभ्यर्थियों की परेशानी उस समय कम होती है जब उन्हें पता चलता है कि वर्तमान सत्र से पहले प्रवेश पा चुके विद्यार्थियों की परीक्षा आयोजित की जाएगी। वहीं कुछ विद्यार्थी अपने जानकारों व परिचितों के माध्यम से

जानकारी जुटाने में लगे हैं। हालांकि दूरस्थ शिक्षा निदेशालय की वेबसाइट डब्ल्यूडब्ल्यूडब्ल्यू. एमडीयूडीडीई.एनईटी पर यह जानकारी डाउन लोड की गई है कि जो विद्यार्थी एनरोल (प्रवेश) हो चुके हैं उनकी कोर्स पूरा कराया जाएगा। विवि प्रदेश के अंदर ही विभिन्न सेंटरों पर परीक्षा आयोजित करेगा। गौरतलब है कि पिछले महीने यूजीसी व प्रदेश सरकार की ओर से सभी विश्र्वविद्यालयों को सख्त निर्देश जारी हुए थे कि प्रदेश से बाहर चल रहे सभी अध्ययन केंद्रों को बंद कर दें। इसके बाद मदवि ने प्रदेश के बाहर स्थापित करीब 7500 दूरस्थ शिक्षा केंद्रों में नए प्रवेश पर रोक लगा दी है। इन अध्ययन केंद्रों के जरिए लगभग सवा लाख अभ्यर्थी प्रवेश लिए हुए हैं। मदवि ने पिछले साल शुरू किए ग्लोबल सेंटरों पर भी बैन लगा दिया है। विदाई समारोह में सरोज बाला सम्मानित पानीपत, जासंकें्र : जीटी रोड स्थित राजकीय मॉडल संस्कृति स्कूल में बुधवार को सम्मान समारोह का आयोजन किया गया। शिक्षकों ने विद्यालय के पूर्व प्रधानाचार्य व जिला शिक्षा अधिकारी (मौलिक) सरोज बाला गुर को स्मृति चिह्न भेंट कर सम्मानित किया। यह जानकारी विद्यालय के कार्यवाहक प्रधानाचार्य रमेश सहरावत ने दी। उन्होंने बताया कि सम्मान समारोह की शुरुआत वेदमंत्रों के उच्चारण से हुई। विद्यालय के एसएमसी प्रधान व शिक्षकों ने जिला शिक्षा अधिकारी (मौलिक) सरोज बाला गुर को स्मृति चिह्न भेंट किया। दैनिक जागरण से बातचीत में सरोज बाला गुर ने बताया कि राजकीय मॉडल संस्कृति स्कूल में वे पांच वर्षो तक प्रधानाचार्य के पद पर कार्यरत रहीं। प्रदेश में सबसे पहले म्यूजियम का निर्माण उनके कार्यकाल में ही हुआ। शिक्षा विभाग के निदेशक ने इस म्यूजियम का उद्घाटन किया था। स्कूल में सहूलियत से बच्चों को नामांकन दिलाने की व्यवस्था उन्होंने शुरू की। विद्यालय में विज्ञान विषय की फैकल्टी के लिए निदेशालय प्रस्ताव भेजा। प्रथम प्राइमरी स्कूल भी उनके कार्यकाल में ही शुरू हुआ।

भ्रष्टाचार की आरोपी मेवात की जिला शिक्षा अधिकारी सुमन नैन पर मेहरबानी करना शिक्षा विभाग की सचिव को भारी पड़ गया। पंजाब एवं हरियाणा हाई कोर्ट ने शिक्षा सचिव पर दस हजार का जुर्माना लगाते हुए आदेश दिया है कि सचिव इसका भुगतान अपने फंड से करें और निर्णय लेकर अगली सुनवाई पर कोर्ट को अवगत कराएं। बुधवार को सुनवाई के दौरान सरकारी अधिवक्ता ने कोर्ट को बताया कि शिक्षा विभाग ने मेवात की डीईओ को निलंबित करने का प्रस्ताव तैयार कर लिया है लेकिन अभी निर्णय नही लिया गया है। खंडपीठ ने कहा कि कोर्ट द्वारा समय देने के बाद भी सरकार इस अधिकारी पर निर्णय क्यों नही ले रहे हैं। जींद निवासी बिजेंदर सिंह द्वारा हाई कोर्ट में दायर की गई

जनहित याचिका में मेवात की डीईओ पर आरोप लगाया है कि अतिथि शिक्षकों को नियमित करने के घोटाले में कई जिलों के डीइओ और जिला प्राथमिक शिक्षा अधिकारी (डीईईओ) शामिल हैं। घोटाले के सामने आने के बाद मेवात के डीइइओ आरडी भारद्वाज को तो निलंबित किया जा चुका है जबकि जींद की तत्कालीन डीइओ सुमन नैन के खिलाफ नरमी बरतते हुए उन्हें मेवात में स्थानांतरित कर दिया गया। नैन झज्जर, पानीपत, पलवल और जींद में डीइओ रह चुकी हैं। झज्जर में उनके कार्यकाल में की गई गैस स्टोव की खरीद में अनियमितताओं के मामले में निलंबित किया जा चुका है। उनके खिलाफ रोहतक में एफआइआर भी दर्ज है। मेवात में उन पर गरीब बच्चों की सहायता के लिए बनाए गए जूनियर रेडक्रॉस फंड से निविदाएं मांगे बिना ही बाजार मूल्य से महंगे दामों पर दरियां,फिनायल आदि खरीदने के आरोप है। याचिका में डीइओ के खिलाफ पानीपत और पलवल में भी शिकायत होने की जानकारी दी गई है।

हरियाणा अतिथि अध्यापक संघ जिला इकाई ने नियमित करने की मांग को लेकर बुधवार को जिला सचिवालय में प्रदर्शन किया और अपनी मांगों का ज्ञापन उपायुक्त को सौपा। धरने की अध्यक्षता जिला प्रधान सुभाष राविश ने की। उन्होंने प्रदेश सरकार के खिलाफ नारेबाजी कर रोष प्रकट किया। उन्होंने कहा कि 2005 में शिक्षा में पिछड़े ग्रामीणों की दशा सुधारने के लिए सरकार ने 22 हजार अतिथि अध्यापकों को नियुक्ति किया था जो उस समय की योग्यता पूरी करते थे। उन्होने कहा कि अतिथि अध्यापकों ने पिछले छह वर्षो में सरकारी स्कूलों में पूरी लगन व मेहनत के साथ काम
किया जिससे विद्यार्थियों का परीक्षा परिणाम तो अच्छा रहा ही साथ ही विद्यार्थियों की संख्या में भी इजाफा हुआ लेकिन अब प्रदेश सरकार बिना किसी वजह के ही अतिथि अध्यापकों को हटाने की तैयारी में है। उन्होंने कहा कि अतिथि अध्यापकों ने विपरीत परिस्थितियों में भी काम किया तथा शिक्षा को नए आयाम तक पहुंचाया। उन्होंने कहा कि 23 मार्च को रोहतक में राज्य प्रधान अरुण मलिक के नेतृत्व में होने वाली रैली में अपने रोजगार को बचाने के लिए अतिथि अध्यापक अपने परिवार सहित वहां पहुंचेंगे। जिला महासचिव सतवीर सौंगल ने कहा कि अतिथि अध्यापक संघ अपनी जान दे सकता है लेकिन अपने रोजगार को नहीं जाने देगा। कैथल ब्लॉक प्रधान रामचंद्र तंवर व पुंडरी ब्लॉक प्रधान सुखविंद्र बरसाना ने कहा कि अतिथि अध्यापकों ने चार वर्षो तक कई कई महीने बिना वेतन के काम किया था उस समय ये पात्र अध्यापक कहां चले गए थे। महिला विंग की जिला प्रधान विद्या देवी ने कहा कि बहन राजरानी की कुरबानी को व्यर्थ नही जाने दिया जाएगा। कर्मचारी महासंघ के प्रदेशाध्यक्ष कुलभूषण शर्मा ने कहा कि यदि प्रदेश सरकार ने अतिथि अध्यापकोंकी सेवाओं पर प्रहार किया तो सरकार को इसके गंभीर परिणाम भुगतने पड़ेंगे। इस अवसर पर नरेंद्र, राजीव सैनी, रमेश भाणा, महेंद्र, सुनील बुरा, शमशेर नैन, विजेंद्र अत्री, वेदपाल, राकेश, संदीप शर्मा, आशा रानी, हरजीत कौर, सोनिया, रति, अंजू, मीनू, गीता व संतोष सहित सैकड़ों अतिथि अध्यापक उपस्थित थे।

PROCEDURE FOR SUBMISSION OF ONLINE APPLICATIONS

1. Online applications will be accepted from 13.03.2012 to 03.04.2012 on the website of

Sarva Shiksha Abhiyan Society, Chandigarh i.e. www.ssachd.nic.in or

www.recruitment.cdacmohali.in

2. Application fees (non‐refundable) amounting to Rs. 300/‐(Rs. 150 in case of SC) will be

accepted online through challan. Candidates belonging to SC category must ensure that

they have valid certificate issued by competent authority in their name. In case at the

time of verification of documents it is found that certificate is not valid, their candidature

will be rejected. Candidature of such candidates will not be considered under general

category as they have paid less fees which is applicable for candidates of general category

.

3. To submit the application, candidate has to log in, on the website of the society i.e.

www.ssachd.nic.in or www.recruitment.cdacmohali.in and click on the link “Application

for the post of JBT”.

4. Any correction in the particulars can be made by the candidate himself/herself on the

website up to 03.04.2012 upto 5:00 PM. For this purpose candidate has to log in by

entering registration no. and password. No correction can be made by the candidate after

closing date.

5. After submission of online application, registration form will be generated. Candidate has

to take out two printouts of the registration form and the same has to be brought on the

date of counselling along with original and photo copy of all documents.

6. Candidates are advised not to disclose password to anybody.

1. Venue for verification of original documents will be Govt. Model Sr. Sec. School, Sec‐10,

Chandigarh. The candidates will report at the venue along with print out of

application/registration form, original certificates for qualifications and proof of category,

latest photograph, and self attested copies of documents. No weightage will be given for

qualification/category for which original certificates are not produced on the said date.

2. No request for change of counselling schedule will be entertained.

3. Selection will be made purely on the basis of merit and simply attending the counselling

schedule does not give any right to the candidate for appointment.

4. Category wise cut off score for verification of original documents will be notified and in

GENERAL INSTRUCTIONS

1. No print out of online application is required to be submitted. When a candidate fills up

online application, his score as per criteria will be calculated and displayed immediately.

Later on, when a candidate edits his particulars relating to merit points, his/her score will

be updated automatically. C‐DAC will prepare the merit as per selection criteria on the

basis of information given by the candidate in online application.

2. After receipt of online applications, list of all those candidates who have applied before

closing date and deposited the requisite fees will be displayed within a week. List will

indicate the particulars entered by the candidates and score assigned as per selection

criteria. This list will be prepared and displayed without checking of documents relating to

eligibility as well as higher qualifications. 5

3. Candidates on the merit will report for verification of original documents as per schedule

to be uploaded on the website of SSA and C‐DAC.

Candidates will undergo training at their own expense and no salary for leave period will

be paid. D.Ed (special Education), a course recognised by Rehabilitation Council of India

(RCI) only shall be considered.

6. Pass in Teacher Eligibility Test (TET) conducted by the CBSE New Delhi/State Government

of Haryana/Punjab in accordance with the Guidelines framed by NCTE as applicable for

class 1 to 5.

7. Only those candidates who have passed Senior Secondary Examination with 45% marks

before notification of NCTE for minimum qualification as per the provisions of RTE Act

will be considered eligible.

8. Candidates eligible on the basis of graduation qualification and having less than 45%

marks at Senior Secondary stage will not be given any weightage of higher qualification

for graduate degree.

9. In case, a candidate has passed any additional subject/paper, he/she can add the marks of

additional paper, if the same are beneficial to him/her. However, the marks of additional

paper will be substituted with other paper, only if, a candidate produces scheme of study,

pass criteria and relevant instructions of University/Board to prove that passing of paper

to be substituted was not compulsory to be passed.

10. In case, a candidate has passed any additional subject/paper, he/she can add the marks of

additional paper, and the marks sheet does not indicate that candidate has passed

additional paper and the total is also not given in the marks sheet, marks of that paper will

also be added unless and until candidate produces scheme of study, pass criteria and

relevant instructions of University/Board to prove that passing of paper was not

compulsory to be passed.

11. At the time of calculation of marks at B. Ed level, marks obtained by the candidate in

internal, external, theory, practical and any other marks given in the marks sheet are to be

added to maintain the uniformity.6

12. At the time of calculation of marks at Diploma in elementary Education level, marks of 1

राजस्थान हाईकोर्ट ने राज्य सरकार से मान्यता प्राप्त संस्थान से प्रशिक्षित नहीं होने वाले व्यक्ति को सरकारी नौकरी के लिए अयोग्य घोषित किया है। यह आदेश न्यायाधीश मुनीश्वरनाथ भंडारी ने शिवराज सिंह, असगर अली व अन्य की ओर से दायर याचिकाओं को खारिज करते हुए दिए।प्रार्थियों की ओर से अदालत में कहा गया कि उन्होंने उदयपुर स्थित डीम्ड यूनिवर्सिटी जनार्दन रॉय नागर यूनिवर्सिटी से संबद्ध इंस्टीट्यूट ऑफ मेडिकल साइंस एंड टेक्नोलॉजी से मेडिकल रेडियोग्राफर डिप्लोमा कोर्स किया हुआ है। इसी आधार पर उन्हें सरदार पटेल मेडिकल कॉलेज, बीकानेर ने चिकित्सा एवं स्वास्थ्य सेवा नियम के तहत अर्जेंट टैम्परेरी बेसिस पर रेडियोग्राफर पद पर नियुक्ति दी गई।बाद में विभाग ने उनकी नियुक्ति निरस्त कर दी।उन्हें कहा गया कि उन्होंने रेडियोग्राफर का डिप्लोमा कोर्स राज्य सरकार से मान्यता प्राप्त संस्थान से नहीं किया हुआ है। प्रार्थियों का कहना था कि नौकरी की शर्तो में कहीं भी यह नहीं लिखा हुआ है कि डिप्लोमा सरकार से मान्यता प्राप्त संस्थान से लिया होना चाहिए।चिकित्सा विभाग की ओर से सरकारी वकील यशपाल खिलेरी ने कहा कि प्रार्थियों के पास नियमानुसार मान्यता प्राप्त संस्थान से डिप्लोमा कोर्स उत्तीर्ण होने का कोई प्रमाण मौजूद नहीं है। उन्हें विस्तृत जांच करने व सुनवाई का मौका दिए जाने के बाद ही योग्यता के अभाव में हटाया गया। उन्होंने कहा कि विवि अनुदान आयोग के अधिनियमों व प्रावधानों के अनुसार डिग्री व डिप्लोमा केवल विवि द्वारा ही प्रदान किए जा सकते हैं। प्रार्थियों को प्रमाण-पत्र आदि संस्थान की ओर से ही जारी कर दिए गए हैं, जो सही नहीं हैं।

स्कूलों में 5171 मुख्याध्यापकों के पद सृजित करने का शपथ पत्र प्रस्तुत किया है। इससे पूर्व शिक्षा विभाग ने मिडिल स्कूलों के मुखियाओं के 377 पद ही दिखाए गए थे। विभाग की शर्त थी कि जिस भी मिडिल स्कूल में छात्रों की संख्या 200 या इससे कम होगी, वहां पर मुखिया का कार्य इंचार्ज करेगा। इस संदर्भ में हरियाणा मास्टर वर्ग एसोसिएशन ने शिक्षा मंत्री गीता भुक्कल व विभाग के निदेशक से मिलकर उन्हें अपनी मांग से अवगत करवाया था। बात न बनते देख जींद जिले के अध्यापक कर्ण सिंह ने उच्च न्यायालय का दरवाजा खटखटा दिया था। न्यायालय ने 12 मार्च को विभाग को अपना पक्ष प्रस्तुत करने के लिए कहा था। इस पर विभाग ने 200 बच्चों की शर्त हटाते हुए मिडिल स्कूलों में मुख्याध्यापक के 5171 पद और सृजित
करने की बात कही है। हरियाणा मास्टर वर्ग एसोसिएशन के राज्य प्रधान रमेश मलिक, जिला प्रधान दलबीर राठी व प्रदेश सचिव जगदीश ढुल ने बताया कि विभाग द्वारा मुख्याध्यापकों के पद सृजित करना एसोसिएशन के संघर्ष की जीत है। मुख्याध्यापकों की नियुक्ति होने से जहां बच्चों को लाभ होगा,वहीं अध्यापकों की भी कार्यप्रणाली बेहतर होगी। उन्होंने कहा कि अब तक विभाग द्वारा मुखिया का कार्य सामान्य अध्यापक से ही लिया जाता था। इससे जहां अध्यापक पर अतिरिक्त वर्क लोड बढ़ता था, वहीं उसका अध्यापन का कार्य भी प्रभावित होता था। मुखिया की नियुक्ति से अध्यापकों की कार्यप्रणाली और निखरेगी और परीक्षा परिणाम में भी सुधार आएगा।

शैक्षिक दृष्टि से अत्यंत पिछड़े जिलों को भी विकास की मुख्यधारा में शामिल करने के लिए केंद्र सरकार के आर्थिक सहयोग से शुरू हुई आरोही मॉडल स्कूल योजना में प्रयोगशीलता के साथ यदि प्रगतिशीलता व परिणामोन्मुखी दीर्घकालिक चिंतनशीलता दिखाई देती तो यह सार्थक सकारात्मक दिखाई देती, बोझिल नहीं। प्रदेश में हालांकि भरपूर शुरुआती उत्साह दिखाया गया परंतु उस योजना क्या लाभ जिसमें संसाधन बेतरतीब, साधक दिशाहीन और साध्य ओझल रहे। योजना का सर्वाधिक पीड़ादायक पहलू यह है कि नियमित सरकारी स्कूलों के अध्यापकों को सप्ताह में तीन दिन या महीने में 10 से 12 दिन आरोही स्कूलों में भेजा जा रहा है। इससे आरोही स्कूल में पढ़ाई नियमित
निरंतर रूप से नहीं हो पा रही, साथ ही संबंधित सरकारी स्कूल में भी शिक्षा प्रक्रिया में भारी व्यवधान पैदा हो रहा है। योजना लागू करने से पहले यदि शिक्षा विभाग ने कुछ होमवर्क किया होता तो यह दिक्कत नहीं आती। प्रश्न यह भी है कि क्या केंद्र व राज्य सरकार ने ये आरोही स्कूल प्रयोग के तौर पर एक या दो साल के लिए खोले हैं? यदि उद्देश्य व्यापक है तो आरोही स्कूल के अलग भवन, अलग फर्नीचर, लैब, कंप्यूटर रूम की व्यवस्था के साथ तमाम विषयों के अध्यापकों की अलग से भर्ती क्यों नहीं की गई। व्यावहारिक तथ्य यह भी है कि अध्यापक सिर्फ 12 दिन आएंगे, शेष 18 दिन पाठ्यक्रम का ध्यान कौन रखेगा? क्या 12 दिन में 30 दिन का पाठ्यक्रम पूरा करवाना संभव है? यदि जैसे-तैसे पूरा करवा भी दिया जाए तो शिक्षा की गुणवत्ता कैसी होगी? उधार के बेंच, डेस्क, मेहमान की तरह आने वाले अध्यापक तथा जुगाड़ करके उपलब्ध कराए गए कमरों में बिना लैब, ऑडिटोरियम, कंप्यूटर के आधुनिक शिक्षा की परिकल्पना क्या मृग मरीचिका जैसी नहीं प्रतीत हो रही? छात्र ऐसे स्कूलों की ओर कैसे आकर्षित होंगे? यदि कुछ आए भी तो सरकार के पास कौन सा आकर्षण है जो उन्हें आरोही स्कूल में रोक कर रख सके? क्या आरोही स्कूल सरकारी विद्यालय की उतरन जैसे नजर नहीं आ रहे। सरकार व शिक्षा विभाग को पूरे परिदृश्य का अवलोकन करके अपनी कार्ययोजना की पुन: समीक्षा करनी चाहिए। अध्यापकों की स्थायी तौर पर पर्याप्त संख्या में नियुक्ति की जाए।

प्रदेश की शिक्षा, सामाजिक न्याय एवं अधिकारिता मंत्री गीता भुक्कल ने कहा कि शिक्षा विभाग में जल्द ही मौलिक शिक्षा व सेकेंडरी शिक्षा के लिए अलग-अलग खंड शिक्षा अधिकारी (बीईओ) होंगे। इस कार्य से शिक्षा विभाग की कार्यक्षमता बढ़ेगी और विभाग के अधिकारियों पर वर्कलोड कम होगा। उन्होंने यह बात शहर में अपने निवास स्थान पर रविवार को लोगों की समस्याएं सुनने के बाद कही। शिक्षा मंत्री ने कहा कि बीईओ के पद को एचसीएस अलाइड सेवा में शामिल किए जाने से जहां खंड शिक्षा अधिकारियों के पदों में इजाफा होगा। मुख्यमंत्री प्रदेश में गुणात्मक शिक्षा को बढ़ावा देने के लिए गंभीर हैं। जिस कारण
शिक्षा की दृष्टि से पिछले ब्लाक में आरोह स्कूल तथा किसान मॉडल स्कूल जैसी परियोजनाओं को अमलीजामा पहनाया जा रहा है। उन्होंने शिक्षकों की भर्ती से संबंध में कहा कि प्रदेश सरकार की आरक्षण नीति के तहत आरोह स्कूलों के लिए भर्ती होने वाले शिक्षकों की भर्ती में अनुसूचित जाति, जनजाति, पिछड़ा वर्ग व अन्य जरूरमंद वर्गो को आरक्षण दिलाने का प्रयास किया जा रहा है। उन्होंने कहा कि शिक्षा का अधिकार अधिनियम के तहत स्कूलों की संख्या में इजाफा किया जाएगा। साथ ही जिन स्कूलों में विद्यार्थियों की संख्या कम है, वहां नए सत्र में ज्यादा से ज्यादा दाखिले कराने का प्रयास किया जाएगा और ड्रॉप आउट की संख्या में कमी लाने की कोशिश की जाएगी।शिक्षा मंत्री ने कहा कि विभाग में पदोन्नति का लंबे समय से इंतजार कर रहें कर्मचारियों, अधिकारियों व शिक्षकों को जल्द ही खुशखबरी मिलेगी। पदोन्नति से संबंधित फाइलें आगे बढ़ाई जा चुकी हैं।

प्रावधान किया गया। 2006 से पूर्व भी यह सुविधा तो थी लेकिन उस समय प्रावधान यह था कि कर्मचारी को भ्रमण करना ही होगा और इसके बाद ही भुगतान होगा। छठे वेतन आयोग की सिफारिश में संशोधन करते हुए यह प्रावधान किया गया कि उक्त कर्मचारी भ्रमण करे या न करे, उसे चार साल में एक माह के वेतन का भुगतान कर दिया जाए। छठे वेतन आयोग की सिफारिशों को लागू हुए चार साल (एक ब्लाक) पूरे हो चुके है और अभी तक शिक्षा विभाग के कर्मचारियों को एक माह के वेतन का भुगतान नहीं हो पाया है। इस बारे में हिसार की जिला मौलिक शिक्षा अधिकारी आशा ग्रोवर से बात की गई तो उन्होंने माना कि अभी इस राशि का भुगतान नहीं हो पाया है। उधर हरियाणा राजकीय अध्यापक संघ के प्रदेश प्रवक्ता जयवीर नाफरिया आर प्राथमिक शिक्षक संघ के प्रदेश संगठन सचिव देवेन्द्र सिंह दहिया ने कहा कि विभाग को एलटीसी राशि का जल्द से जल्द भुगतान करना चाहिए।
