Annual EU budgets shall comply with the multiannual financial framework laid down in a unanimously adopted Council Regulation with a consent of the European Parliament. The financial framework sets the maximum amount of commitment appropriations in the EU budget each year for broad policy areas ("headings") and fixes an overall annual ceiling on payment and commitment appropriations. L’UE mette sotto osservazione i siti Web di credito al consumo. L'UE ha svolto un'indagine per verificare se i consumatori, al momento della firma di un contratto di credito al consumo, abbiano ricevuto le informazioni cui hanno diritto in virtù delle norme UE a tutela dei consumatori. Pendulum swings firmly in favour of Eurozone financial transaction tax

The proposal of a European financial transaction tax is rapidly gaining popularity in the Parliament. Members started working on it yesterday, and some say it's necessary because "the financial sector has not learnt its lesson from the crisis". "About time" or "too much regulation"? A very broad agreement in favour of an EU financial transaction tax emerged on Monday, at the start of the Economic and Monetary Affairs Committee's work on the legislative proposal. Spokespersons for Parliament's various political groups all advocated such a tax, at least throughout the Eurozone, and many deplored France's weekend hint that it could go it alone.

Regional Governance of Sustainable Integrated Development of Deprived Urban Areas:

Integrated policies in the oldest European Union Member States have proven effective for the development of deprived urban areas. Yet, good practices and their development, implementation and funding are still rarely known at a wider European level. Crucial factors for success of such policies include cooperation and building a relationship of trust between cities and their Managing Authorities. For three years, the URBACT RegGov project enabled nine cities to put these ideas into practice to develop new integrated strategies for sustainable urban development at a neighbourhood level. RegGov received the Fast Track label and was supported by the European Commission.

The aim of the study was to examine the main barriers and opportunities today in the European Internal Market for assistive ICT and look at what could be gained from addressing these. The study has assessed the different models existing in nine Member States for the provision of assistive ICT to people with a disability, analysed the demand- and supply side of the market and conducted a number of case studies. The study puts forward a number of scenarios, conclusions and recommendations for the achievement of the European Internal Market for assistive ICT that supports the digital inclusion of people with a disability.

A single permit and a common set of rights for third-country nationals throughout the EU

The Council today paved the way for new rules creating a single permit for third-country nationals to reside and work in the EU (13036/2/11). The text aims to simplify the procedures for the admission of third-country nationals to reside and work in the EU and to facilitate the control of their status. It also lays down common rights for third-country nationals legally residing in a member state, based on equal treatment with nationals of that member state.

EU programme for integrated maritime policy - The Council today1 adopted a regulation establishing an EU programme to further promote the development and the implementation of the EU's integrated maritime policy (55/11 and 16614/11 ADD1). The Union's integrated maritime policy will foster coordinated decision making related to coastal, insular and outermost regions and maritime sectors in the EU.

A new online portal to help young entrepreneurs start and grow their own business was launched on 17 November 2011 by the Employers' Group of the European Economic and Social Committee (EESC). The website is a joint initiative of the EESC and the European Commission. It addresses policy failings in the promotion of entrepreneurship, especially among young people and women. The Global Entrepreneur Envoy online portal "Entrepreneur Envoy" will offer tools to foster culture change and promote entrepreneur-friendly policies. The launch took place on 17 November 2011 during the third edition of the "Young European Entrepreneurs' Seminar", hosted by the president of the Employers' Group of the EESC, Henri Malosse. The event featured contributions from 52 active young entrepreneurs from 18 European countries.

Mr Malosse said: "We want to develop a new vision of the entrepreneurial spirit, allowing Europeans to create wealth and build on a European identity. I truly believe in the power of water droplets accumulating to achieve great things. We can achieve anything if we pool our modest means."

The participants' recommendations listed the following priorities:

- A European Statute for SMEs (the Statute for a European private company), an EESC initiative

- A unified Europe with a real European government

- Facilitating vocational exchange for young people, in addition to school and university exchange schemes

- A European network of business incubators

- European financing facilities for new initiatives, especially microcredit

- Holding a "Young entrepreneurs' day" to celebrate success.
