CHICAGO, June 29, 2011 /PRNewswire-USNewswire/ -- The American Institute of Architects (AIA) today announced it would make available to potential investors a database of stalled building projects nationwide that make economic sense but which lack the financing to be completed.

The AIA is announcing this commitment here today as a participating member at CGI America, the first conference of the Clinton Global Initiative solely dedicated to economic issues impacting the United States. The database should be available in coming months.

"We are committing to developing this database not just with the fortunes of architects in mind," said AIA President Clark Manus, FAIA. "In large part the fortunes of the entire U.S. economy rest on the jobs-creating potential of the design and construction industry, which accounts for $1 in $9 of U.S. Gross Domestic Product, according to the U.S. Census Bureau."

"For months, our industry has continued to suffer solely because banks won't lend," Manus said. "With this innovative, unprecedented commitment, the AIA has decided to step up and do something about that."

The AIA commitment comes as the design and construction industry is plagued by a continuing dearth of credit for otherwise credit-worthy projects. Almost two-thirds of architects responding to a recent AIA survey reported at least one project that is stalled due to lack of financing, despite record low interest rates.

Of the 63% of firms surveyed with stalled projects, the average value of each stalled project was almost $50 million per firm. To make matters worse, the AIA's May Architecture Billing Index (ABI) report, which provides a nine-to-12-month glimpse into the future of nonresidential construction spending activity, shows a continued deterioration in business conditions. The May ABI score announced last week was 47.2, a decrease from a reading of 47.6 in April. One factor cited in the continued decline is the chronic lack of financing.

In order to build and analyze the database of stalled projects, the AIA will establish a new survey that will begin to identify and analyze stalled projects from around the country that could be moved forward on almost any front but for the lack of financing. The commitment by the AIA involves soliciting information about stalled projects around the country from its members and allied professionals.

The AIA will then analyze and categorize the identified projects by various factors, including building type location (including those locations with a strong, skilled workforce), new construction versus retrofit, and impact on sustainability and livability goals. The AIA will work to identify opportunities for collaboration and financing to help move projects forward.

The Clinton Global Initiative's Chicago conference is convening diverse stakeholders - including CEOs of American companies and international companies with U.S. operations, national and local government officials, and leaders from the nonprofit sector – to identify effective ways to strengthen U.S. industries, unlock capital for innovation and entrepreneurship, advance energy efficiency, build clean energy infrastructure, and train Americans for the 21st-century workforce.

Topics covered during the meeting will include education, green buildings, the healthcare workforce, manufacturing, rural development, service corps, small business growth, smart infrastructure and workforce training.

About the AIA Architecture Billings Index
The Architecture Billings Index (ABI), produced by the AIA Economics & Market Research Group, is a leading economic indicator that provides an approximately nine to twelve month glimpse into the future of nonresidential construction spending activity. The diffusion indexes contained in the full report are derived from a monthly "Work-on-the-Boards" survey that is sent to a panel of AIA member-owned firms. Participants are asked whether their billings increased, decreased, or stayed the same in the month that just ended as compared to the prior month, and the results are then compiled into the ABI. These monthly results are also seasonally adjusted to allow for comparison to prior months. The monthly ABI index scores are centered around 50, with scores above 50 indicating an aggregate increase in billings, and scores below 50 indicating a decline. The regional and sector data are formulated using a three-month moving average. More information on the ABI and the analysis of its relationship to construction activity can be found in the White PaperArchitecture Billings as a Leading Indicator of Construction: Analysis of the Relationship Between a Billings Index and Construction Spending on the AIA web site.

About The American Institute of Architects
Attorney General Eric Holder signed final regulations revising the Department of Justice’s ADA regulations, including its ADA Standards for Accessible Design. The official text was published in the Federal Register on September 15, 2010. These final rules took effect March 15, 2011. Compliance with the 2010 Standards for Accessible Design is permitted as of September 15, 2010, but not required until March 15, 2012. Given this update to the ADA regulations, a number of stakeholders should attend this upcoming training program, including: architects, building owners, municipal managers, ADA coordinators, code officials and finally, anyone charged with determining if the built environment complies with ADA accessibility requirements.

The 2010 Standards for Accessible Design update accessibility requirements for a wide range of facilities in the public and private sectors covered by the law. Are you familiar with these changes to the new design standards? If not, you should attend this program.
Specifically, this course will focus on: problem application areas in commercial facilities, accessibility requirements in existing facilities, accessibility requirements to and within special occupancies such as assembly areas, employee work areas, and press boxes. We will also focus on the new guidelines for toilet rooms and other aspects of the built environment. The major differences between the 1991 ADA Accessibility Guidelines (ADAAG) and the 2010 Standards for Accessible Design will be highlighted throughout the presentation.
This bill was cosponsored by Reps. Robert Hurt (VA-5), Robert Goodlatte (VA-6), and Morgan Griffith (VA-9) who represent our chapter's members in Congress.

This relevant message is important to note as it affects each member and our ability to practice what we love doing.

An Important Victory for Architects: Congress Eliminates Paperwork Burden!

As a member of AIA's leadership, I wanted you to know about an exciting legislative victory that occurred April 6, on Capitol Hill, the Senate has passed the House version of the 1099 repeal. In a bipartisan 87-12 vote, the Senate voted to send the House passed version to the President for his signature and we expect that he will quickly sign the bill into law.

As you may remember, the health care reform bill passed last year included a new paperwork requirement that had little to do with health care, but would have dramatically increased paperwork burdens on businesses. The provision stated that, starting in 2012, all business payments or purchases over $600 would need to be accompanied by a Form 1099 filing.

This past February, hundreds of AIA leaders went to Capitol Hill during our Grassroots Leadership and Legislative Conference calling for the elimination of this paperwork burden. Our members reminded Congress that its priority should be advancing policies that help our economy move forward.

Shortly thereafter, the House of Representatives passed H.R. 4, the Comprehensive 1099 Taxpayer Protection and Repayment of Exchange Subsidy Overpayments Act of 2011, and it was sent to the Senate, which voted to pass it today. Thousands of AIA members used the AIA advocacy alert center to send messages to their elected representatives in support of repeal, and Congress listened.

Thank you for your work in eliminating this paperwork burden. Let this be a reminder that our unified voice makes a difference!

Sincerely,

Paul T. As you no doubt know from news reports, Congressional leaders and President Obama have failed so far to agree on a budget in time to avert a shut-down of the federal government, scheduled to begin at midnight tonight. Congress has not sent any of its fiscal year 2011 appropriations bills to the President because of disagreements over spending levels. Unless an agreement between negotiators is reached - and that could happen at any time - the last continuing resolution on the 2011 budget expires at the end of the day today, and the government is officially closed for business beginning tomorrow, Saturday, April 9.
Anticipating questions about such an event, the AIA government relations team assembled a comprehensive list of answers to questions most on the minds of members. This set of FAQs contains as much information as we know at this time. We'll update them as more information becomes available from various federal authorities and agencies.
Check back with this page over the coming days as we provide additional information. Rest assured that while the federal government may be closed, we are not. The AIA is open, fully functioning and available to meet your needs.

Sincerely,
The competition challenges participants to design creative bus stop shelters that comply with all laws, city codes, and/or regulations while increasing awareness of public transit options in Danville, providing shelter to public transit riders, and providing an aesthetic alternative to traditional bus stop shelters.
Creative and aesthetically pleasing bus stop shelters not only offer a practical strategy for increasing ridership by improving the visibility and convenience of the city’s bus system, it also offers a creative and innovative design opportunity that creates bus stop shelters that become focal points in the city’s central business district. Constructing amenities such as bus shelters and incorporating art in their design often increases a transit system’s ridership.
An engaging transit system has the potential to attract a variety of riders including people who have cars but who choose public transportation instead. By attracting riders and decreasing vehicles on our highways, traffic congestion and carbon emissions are reduced, and as a result, the area’s quality of life is improved. Passengers, transit systems, artists and the city itself reap substantial and sustainable benefits.
The design competition is open to the public, students, design professionals, organizations, businesses and individuals. Designs must comply with all laws, city codes, and/or regulations while also meeting the stated goals above.
Two sites have been offered, but not required, by City of Danville officials for proposed bus stop shelters – one at the Crossing at the Dan and one at the Harris Financial Center on Memorial Drive. Determination of which two designs potentially will be constructed will be based on cost, aspects of reproduction, location, and other factors decided by committee.
The Young Professionals Committee has secured funding through the Danville Regional Foundation to assist in the construction of shelters in two locations. It is the hope of the Young Professionals that sponsors can be secured to fund additional shelters and to encourage future support for the design/construction of bus stop shelters. Additional sponsors, donations and material discounts are being solicited by local businesses and organizations to assist in the construction of two of the winning entries.
As part of the proposal, designers should submit cost estimates for their designs. Entrants are encouraged to find additional funding to supplement the construction budget to meet the costs associated with the submitted design.
Prizes will be awarded to the top three designs. First place will receive $1,000. Second place will receive $500 and third place will receive $250.
For complete rules of the design competition, please visit the Danville Pittsylvania County Chamber of Commerce’s website at www.dpchamber.org under “What’s New.” The bus stop shelter design competition was made possible due to the generous support of the Danville Regional Foundation through a “Make It Happen” grant.

AIA Blue Ridge March Chapter Meeting

As part of the Virginia Society AIA Disaster Assistance Initiative, two free online webinar training classes in damage assessment will be offered by the VA Dept. of Emergency Management on January 26 & January 27. This training is available to any staff member in architectural or engineering offices. In April 2010 in conjunction with the Virginia Society AIA, the Virginia Department of Emergency Management (VDEM), and the Virginia Department of Professional and Occupational Regulation (DPOR), a training program was established to train professionals to do volunteer damage assessment professionals under the oversight of VDEM during statewide disasters.

As a result, VDEM is conducting two free online Damage Assessment Training webinars that will qualify participants to serve in a volunteer capacity. Webinar attendees will obtain certification to assist VDEM during statewide emergencies. Typical volunteer duty might be one or two days with expenses and lodging covered by VDEM. Self-reporting for HSW credits is available.

7 Reasons to Attend the Two Webinars

You will find online training is easy and convenient.

You won't need to leave your office.

You won't have to spend money; it's free!
