Digital signatures were in the limelight at the recent Laserfiche Empower 2015 Conference held in Anaheim, California. A presentation delivered by Mauricio Pinto, Director for State and Local Government at CoSign by ARX, addressed the significant findings of a new AC&C survey about digital signatures and their use in local and federal government.
The study revealed some surprising data:
- 37% of all printed documents are printed for the sole purpose of adding signatures, and nearly 30% of the respondents said that they print more than half of all printed documents just to get them signed.
- 42% of survey respondents said that collecting traditional signatures using pen & paper delays each signature-dependent process by 2-7 days, and for some of them by more than a week.
- 32% of all respondents are either using digital signatures or are planning to do so, and nearly 50% more say they see the need to use them in their organization.
Presentation participants learned how easily electronic signatures can be incorporated into existing ECM and workflow applications. The session explored various technological options and selection considerations as well as common use-cases.

HR processes at the Hamra Enterprises management company generate endless paperwork: On an average, the company hires 300 new employees every month, and it plans to onboard 20,000 employees by 2025. The company was spending no less than $250,000 on paper processing costs for collecting, routing and storing HR documents alone. Hamra needed to find a way to quickly and efficiently automate its key processes.
To solve the problem, Hamra chose to integrate the CoSign digital signature solution into their existing SharePoint and Nintex systems using the relevant CoSign Connectors. This initial application was so successful that digital signing was introduced in additional areas.

ARX today announced the results of the recent American City & County benchmark study focused on the use of physical and digital signatures in local and state government agencies. The results will be showcased at the Laserfiche Empower 2015 event held January 13-16 in Anaheim, CA.
The study “Benchmark Survey on Digital Signatures” covers current usage of physical vs digital signatures at the local government level; the readiness of government organizations to implement digital signatures; the efficiency and savings benefits of moving to digital signatures; and the most important factors for government officials to consider when selecting a digital signature solution.

Following the enactment of the Homeland Security Presidential Directive 12 (HSPD 12), the US National Institute of Standards and Technology (NIST) instituted a program for improving the identification and authentication of federal employees and contractors for access to federal facilities and information systems.
Federal Information Processing Standard (FIPS) 201, entitled Personal Identity Verification (PIV) of Federal Employees and Contractors, defines the interface and data elements of the PIV card, the technical acquisition and formatting requirements for identity data on the card, and acceptable cryptographic algorithms and key sizes.
Despite the fact that close to five million PIV cards have been issued to federal employees and contractors to date, there has been a limited increase in card usage for access to government networks and minimal progress in cross-agency acceptance.

Digital signatures are being adopted increasingly worldwide due to the greater efficiency and validity that they offer when compared to wet signatures. Despite the obvious conveniences of digital signing, general perceptions about digital signatures appear to be somewhat ambivalent.
Eileen Chou of Virginia University recently published four studies which revealed that while people judge electronic signatures to be functionally equivalent to hand signatures, the former evoke different psychological reactions. Users want the signature to have a "personal touch."
