Enjoy an Evening at the Races with the ASA New Jersey Chapter on Friday, November 13, 2009 starting at 6:15 pm. Join us at the Pegasus East Dinner Buffet at The Meadowlands Racetrack, 50 New Jersey 120, East Rutherford, NJ 07072.

An Evening at the Races will cost $45 per person, including Admission Ticket, Program, and a Full Buffet Dinner. Not included: drinks or special coffees. Post time is 7:00 pm. October Event: West Point Tour

The ASA Northern New Jersey Chapter together with the ASA Hudson Valley Chapter will host a joint meeting and tour at the West Point Military Academy, starting at the Academy Library, 758 Cullum Rd, West Point, NY (view map) on Wednesday, October 14, 2009 at 3:30 pm.

Alan Conrad Aimone, ASA, the West Point Librarian, will conduct a tour of the historic buildings and statues on the Academy’s campus, culminating in dinner at the Thayer Hotel, the luxury landmark overlooking the Hudson River. The guest speaker will be Brian Christopher Cummings, AAA, an independent appraiser and historian of artistic properties of popular culture and celebrities, including Marilyn Monroe, Katherine Hepburn, and Marlon Brando.

April: PA Law Class & Chapter Meeting

The Northern New Jersey Chapter of the American Society of Appraisers will sponsor a two-hour PA Law Class on Wednesday, April 29, 2009 from 4:00–6:00 pm at Pal's Cabin in West Orange, NJ. The clsss, conducted by Robert Walker, qualifies for two hours of ASA Continuing Education Credit.

The ASA Board Meeting and networking will follow the class at 6:00 pm. The Chapter Meeting and dinner starts at 7:00 pm. The guest speaker will be Susan Smith, MAI of PricewaterhouseCoopers (PwC), an expert on real estate investment trends and fundamentals.

Susan Smith has worked for Peter Korpacz for over twenty years, and is currently Editor-in-Chief of the Korpacz Real Estate Investor Survey® published by PwC. The Investor Survey is a quarterly publication of rates, cash flow assumptions, and other criteria major investors use in analyzing institutional-grade real estate investment opportunities. It includes overall capitalization and discount rates for noninstitutional-grade property as well. She is also a Senior Adviser for Emerging Trends in Real Estate, published jointly by PwC and the Urban Land Institute. Emerging Trends is the real estate industry's most respected annual forecast, now in its 30th year.

March: Real Property Seminar

The Northern New Jersey Chapter of the American Society of Appraisers and the New Jersey North Chapter of the National Association of Independent Fee Appraisers will jointly sponsor a two-hour Real Property Seminar on The Home Valuation Code of Conduct and Fannie Mae Form 1004 MC. The seminar will be held on Monday, March 23, 2009 from 4:00-6:00 pm at the Wilshire Grand Hotel, 350 Pleasant Valley Way, West Orange, NJ 07052. Robert J. Luciani, ASA, IFA, a real property appraiser practicing in Philadelphia, will conduct the seminar, which will be followed by a Chapter Dinner Meeting.

The housing bubble and subsequent melt-down has led to two new requirements for appraisals submitted to the federal mortgage agencies.

The new Home Valuation Code of Conduct (HVCC), effective May 1, 2009, applies whenever the primary lender plans to sell the loan to Fannie Mae or Freddie Mac. It's designed to prevent conflicts of interest.
Beginning April 1, 2009, appraisal reports submitted to Fannie Mae will require Form 1004 MC, a Market Conditions Addendum. Its purpose is to illuminate neighborhood market trends and conditions.

Mr. Luciani will explore the HVCC and 1004 MC requirements and relate them to current USPAP obligations for appraisers.

USPAP Update Course

Multidisciplinary Appraisal Lecture and Tour

The Northern NJ ASA Chapter and the Royal Institute of Chartered Surveyors (RICS) will jointly sponsor a Multidisplinary Appraisal Lecture and Tour on Thursday, May 15, 2008 at the historic Grand Lodge building, Masonic Hall, 71 W 23rd St, New York, NY 10010-4149. RICS President David Tuffin, FRICS, and ASA International President John Willey, FASA, will be the guests of honor.

The evening will get underway with a tour of the 17-story Grand Lodge building. Built in 1910, it has over a dozen lavish rooms, each furnished in a different decor, including Gothic, Doric, Renaissance, and Colonial, to name a few, each with its own pipe organ! The tour and subsequent lectures culminate a year-long, multidisciplinary insurance appraisal of the interiors and real estate of one of the largest Masonic lodges in the world.

Ellen J. Epstein, ASA will discuss her valuation of the personal property and fine arts. Joseph P. Novelli, ASA will discuss the valuation of all the interior finishes. Paul D. Roberts, ASA will discuss the overall coordination of the project, and how the different disciplines worked in concert to supply the answers needed for insurance purposes. Charles Rosoff is the President of Appraisal Services Associates of New York and Connecticut, and is a former ASA NY State Director, and a past President of the NYC Chapter. ASA-accredited in Fine Arts, his practice focuses on forensic valuations for dispute resolution and litigation. Charles got his B.A. in Art History from the University of Michigan, did postgraduate work at Sotheby's London, NYU, and Cooper-Hewitt, and taught Research Methods for Appraisers at NYU. He currently teaches the ASA PP204, Personal Property Valuation - The Legal and Commercial Environment at Northwestern University, the University of Georgia and Pratt. A frequent contributor to the ASA Personal Property Journal on legal issues, and admitted for expert testimony in several states, he has participated in seminars at the Association of the Bar of the City of New York and created courses for ALI-ABA, the continuing education project of the American Law Institute & the American Bar Association. His insights and understanding will be helpful to every appraiser practicing in today's fast-changing legal environment.
