June Meeting: Candidates Night

The June Chapter meeting will be held on Thursday, June 11, 2008 at the L'Olivier Restaurant. ASA members are invited to attend the Board of Directors meeting at 5:30 pm and to share their ideas for future seminars and meetings. The Meeting will be a Candidates Night with Members and Candidates gathering to welcome the 2009-10 Chapter Officers and share tips and techniques about the ASA accreditation process.

Personal Property Seminar at Filoli: California Collectors

The Personal Property Committee of the San Francisco Chapter of the American Society of Appraisers (ASA) will offer a one day (10:30 am–3:30 pm) seminar, California Collectors, on Thursday, June 4, 2009 at Filoli, the former country estate of William Bower Bourn II, 30 miles south of San Francisco at 86 Canada Rd, Woodside, CA 94062 (650-364-8300 x507). The seminar, which qualifies for four hours of ASA Continuing Education Credit, will feature Tom Rogers, Curator of Collections at Filoli, Jim Evans of Evans and Gerst Antiques, Leila Lyons of Lyons Ltd. Antique Prints, and Diane Macleod Professor Emeritus of Art and Art History at the University of California Davis.

About Filoli
Filoli is one of the finest remaining country estates of the early 20th century. Built in 1915 by one of the last California Gold Barons, it is now open to the public as an historic site of the National Trust for Historic Preservation. The Filoli mansion is a modified Georgian manor designed by Willis Polk and furnished with 17th-19th century antiques. Its world-renowned gardens were planned by the artist and landscape designer, Bruce Porter.

About the Speakers
Tom Rogers is responsible for the preservation and placement of the furniture and decorative arts at Filoli, where the goal is to present the interior of the home — and the gardens — as they were when the Bourns lived there. Tom, who has been at Filoli since it was opened to the public in 1975, will talk about "The Importance of Donations."

Jim Evans, who worked at Hearst Castle and on the Queen Mary Project before opening an antique store with Tom Gerst, will talk about "Melvin Martin: Collector and Friend." Martin, who died in 1998, left his collection of 17th-19th century furniture, paintings and decorative arts to Filoli in his will.

Leila Lyons, a popular speaker and author, will share some "Tricks of the Trade: Determining Authenticity" from her latest book, Collecting Prints. Mrs. Lyons, who with her late husband built a substantial collection spanning over five centuries, is an active member in local and international appraisal and antique societies. Her "hands on" talk, using real and reproduction prints, is sure to be exciting..

Diane Macleod will lecture on "California Women Collectors" of the 19th and early 20th centuries, a topic drawn from her latest book, Enchanted Lives, Enchanted Objects: American Women Collectors and the Making of Culture, 1800-1940. She is also the author of Art and the Victorian Middle Class: Money and the Making of Cultural Identity.

Course Fees
Registration includes the complete speaker series, admission to the grounds and a box lunch served on Filoli's tennis courts. The Fee for members of ASA and members of cooperating associations registering on or before May 20 is $175. The Fee for non-members and for members after May 20 is $195.

The San Francisco Chapter of the American Society of Appraisers (ASA) with support from the California Chapter of the American Society of Farm Managers and Rural Appraisers (ASFMRA) and the Institution of Chartered Surveyors (RICS) will offer a one day (8:30 am–4:30 pm) Zoning & Site Analysis Seminar: A Different Perspective on Thursday, May 21, 2009 at the Sheraton Sonoma County Hotel at 745 Baywood Drive, Petaluma, CA 94954 (707-283-2888). The seminar, which qualifies for seven hours of ASA/OREA Continuing Education Credit, will be taught by David R. Lewis, ASA, MRICS, SR/WA.

About the Seminar
This seminar will be useful to real property appraisers, planners, lawyers, right of way specialists and government officials, particularly to those involved in vacant and underutilized properties, eminent domain and partial acquisitions. It will concentrate on determining the Highest and Best Use of property.

Participants will

Improve their skills in analyzing land/site and surrounding area;
Learn to develop sketch plans for vacant land to test Highest and Best Use options;
Develop a better understanding of what is physically possible and legally permissible;
Learn how compatibility between uses is employed in the appraisal process;
Improve understanding of zoning and other governmental controls;

Review important characteristics of easements.

About the Instructor
A leading easement and right-of-way analyst, David Lewis has appraised a variety of real properties including subdivisions, income properties, airports, and partial acquisitions. He is the Right-of-Way Section Manager of the Sonoma County Department of Transportation and Public Works Department, and was a practicing planner for three local government agencies in California. A member of ASA's Real Property Committee, he is also an adjunct instructor for real estate economics and appraisal courses at Santa Rosa Junior College. He is the author of ASA's Zoning and Site Analysis: A Useful Handbook for Real Property Appraisers as well as numerous articles in ASA, International Right of Way Association (IRWA), and International City/County Management Association (ICMA) journals.

April Meeting: Marine Survey Apprasing

Rodgers, ASA, CMS, of Rodgers & Associates Marine Appraisers in Santa Cruz, who will talk about Floating Assets: Concepts of Value in Marine Appraising.

Joseph Rodgers is a U.S. Coast Guard licensed ship captain who is an active sailor and adventurer. He recently sailed a small boat from San Francisco through the South Pacific to Australia, following the voyages of Captain Cook. When not adventuring, Captain Rodgers is an ASA Sacramento Branch M&TS appraiser, specializing in Marine Surveys, and a member and regional V.P. of the National Association of Marine Surveyors who often takes the stand as an expert witness. His firm offers valuation reports, trip surveys, damage appraisals, casualty reports, cargo inspections, maritime arbitration and specializes in non-destructive testing. Look for him to spice up his "Floating Assets" presentation with salty sea stories and spicy tales from maritime history.

An Illinois native, Richard Pearlman saved two months allowance to buy his first ancient coin at age 9. Mr. Pearlman says, "My overall interest is for coins with good eye appeal, whether inexpensive or not." A U.C. Berkeley graduate with a B.A. in history, the former public relations man is now an El Cerrito, CA rare coins dealer who travels globally in search of ancient coins and antiquities. He admits to "a good inventory of ancient Greek and Roman coins, most silver but with some gold and bronze as well." "Their beauty and history," he rhapsodizes, "is fascinating. There's tons to learn."

Getty Conservation Institute Tour

The Personal Property Committee of the Los Angeles ASA Chapter in cooperation with The Getty Center of Los Angeles is sponsoring a Private Tour of the Getty Conservation Institute on Thursday, February 26, 2009 from 1:30-3:00 pm at the Getty Center, 1200 Getty Center Dr, Los Angeles, CA 90049.

The Getty Conservation Institute conducts scientific research on art techniques, authentication, building materials, and structural damage, so the tour should be of special interest to Personal and Real Property appraisers.

The program qualifies for 1.5 hours of ASA Continuing Education Credit. Registration, which includes parking, is $30.

February Meeting: Regional Economic Outlook

The February chapter meeting will be held on Thursday, February 12, 2009 at the L'Olivier Restaurant. Zimmerman, a Senior Economist with the Federal Reserve Bank of San Francisco who will present his Regional Economic Outlook. At a time when the economy is in a tailspin, credit is tight, subprime mortgages are crippling housing, a credit card crisis is looming, and government intervention is unprecedented, Mr. Zimmerman's presentation is sure to be of interest to all appraisal disciplines.

Mr. Zimmerman took his B.A. at California State University, Hayward, and stayed on to earn a Masters in Economics. He joined the Federal Reserve Bank of San Francisco in 1973, where his work has focused on regional economic and banking topics, including Asian influences, and industry trends and cycles. A prolific writer, popular speaker, and respected teacher, he has lectured on banking and financial institutions at his alma mater, and recently at the Economics University of Vienna in Austria.

Appraisal Report Writing Seminar

The San Francisco Chapter of the American Society of Appraisers (ASA) will offer a one day (8:00 am -- 4:00 pm) Appraisal Report Writing Seminar on Thursday, February 19, 2009 at the L'Olivier Restaurant. January Meeting: Georg Jensen and 20th Century Silver

The Chapter meeting -- a hands-on workshop on Silver in the Modern Era: Georg Jensen to the Present Day -- will get underway at 4:30 p.m. around the corner at 472 Jackson St, San Francisco in the shared gallery of The Silver Fund, specializing in Georg Jensen sterling silver, and Argentum – The Leopard's Head, offering fine antique silver. The workshop will be followed by a reception with wine and hors d'ouevres.

Rachel Prater, the Silver Fund's San Francisco representative, will explore its collection of Georg Jensen silver, discussing market trends and highlighting rare pieces. Perry Foster, Argentum's owner, will exhibit antique Georgian silver as well as contemporary designs from Bay Area master silversmith, Ruth Rhoten. Participants will have the opportunity to examine pieces firsthand.

November Meeting: Economic Impact of the California Diesel Fleet Vehicle Regulations

ASA members are invited to attend the Board of Directors meeting at 5:30 p.m. The Chapter meeting will get underway with a networking mixer at 6:30 p.m. Dinner is at 7:00 p.m. when the guest speakers will be Erik White of the California Air Resources Board (CARB) and Mike Lewis of the Construction Industry Air Quality Coalition (CIAQC) who will bring their unique perspectives to a discussion of "CARB Diesel Regulations and Consequences."

Erik White, who is Chief of CARB's Heavy-Duty Diesel In-Use Strategies Branch, will look at the new air quality regulations from the "government" side. He will discuss the timing and enforcement of the rules passed last June, the types of equipment affected, and the projected economic impact. Mike Lewis, who is a CIAQC Senior Vice President, will discuss the projected effects of the regulations on construction fleet performance, assets, and collateral value, presenting "industry's" point of view.

Both speakers will talk about the impact of the new regulations on appraisal issues, particularly for Machinery and Technical Services valuations. As David Lewis, ASA says "...repowering or retrofitting most of the estimated 180,000 heavy duty diesel engines in California by 2010 or earlier is a big deal both from the standpoint of availability and economic impact on the buyer."

October -- Gems & Jewelry Workshop: Conquering Comps

The Northern California Chapter of The American Society of Appraisers will offer a one-day Gems & Jewelry Workshop -- Conquering Comps: Market Modeling -- on Saturday, October 25, 2008 from 8:00 am to 4:00 pm at the L'Olivier Restaurant. The workshop will explore selecting and modeling comparables, reaching an opinion of value, and writing the appraisal report. It will be taught by Nancy Stacy, ASA, Master Gemologist Appraiser®.

Nancy Stacy is the principle of Jewels by Stacy Appraisals, which serves the San Francisco Bay Area from its Walnut Creek offices. Specializing in the appraisal of jewelry, diamonds, gemstones and watches, she has written and taught valuation courses for the ASA and at universities across the country and in China. Her Conquering Comps workshop answers the question "What Is A Comp?" and, using actual data, shows how to fine-tune comparables, using market level, whole property, dollar and percentage adjustments to model the valuation market. It concludes by explaining how to analyze the results and prepare a professional narrative report.

San Francisco Chapter member David R. Lewis, ASA, SR/WA is offering two online real estate courses at Santa Rosa Junior College for the Spring 2007 semester. The courses, Residential Real Estate Appraisal and Real Estate Economics, are both 100% online. W. David Snook, who is the Director of Collateral Valuation for the Federal Agricultural Mortgage Corporation (Farmer Mac), serves on ASA's national Board of Governors, and has been elected to its College of Fellows. He will discuss the significant changes in USPAP Standards brought about by the deletion of the Departure Rule and the addition of a Scope of Work Rule. Having recently completed a six-year term on the Appraisal Standards Board (ASB) of The Appraisal Foundation, which develops USPAP, he has first-hand knowledge of the changes. Because they affect all appraisers, early reservations are encouraged.
