ASA members are invited to attend the Board of Directors meeting at 5:30 pm and to share their ideas for future seminars and meetings. The Meeting will be a Candidates Night with Members and Candidates gathering to welcome the 2009-10 Chapter Officers and share tips and techniques about the ASA accreditation process.&lt;/p&gt;

&lt;p&gt;The Chapter meeting will get underway at 6:30 pm and qualifies for &lt;b&gt;one hour of ASA Continuing Education Credit&lt;/b&gt;. Attendance certificates will be distributed during the program.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;About Filoli&lt;/b&gt;&lt;br&gt;&lt;img src="http://www.appraisers-norcal.com/images/filoli_spring.jpg" width="250" height="167" border="0" align="right" vspace="4" alt="Front view of Filoli manor in the Spring" hspace="8" style="padding: 4px; border: 1px solid #ddd;"&gt;Filoli is one of the finest remaining country estates of the early 20th century. Built in 1915 by one of the last California Gold Barons, it is now open to the public as an historic site of the &lt;a href="http://www.preservationnation.org/" target="_blank"&gt;National Trust for Historic Preservation&lt;/a&gt;. The Filoli mansion is a modified Georgian manor designed by Willis Polk and furnished with 17th-19th century antiques. Its world-renowned gardens were planned by the artist and landscape designer, Bruce Porter.&lt;/p&gt;

Tom, who has been at Filoli since it was opened to the public in 1975, will talk about "The Importance of Donations."&lt;br&gt;&lt;br&gt;

Martin, who died in 1998, left his collection of 17th-19th century furniture, paintings and decorative arts to Filoli in his will.&lt;br&gt;&lt;br&gt;

Mrs. Lyons, who with her late husband built a substantial collection spanning over five centuries, is an active member in local and international appraisal and antique societies. Her "hands on" talk, using real and reproduction prints, is sure to be exciting..&lt;br&gt;&lt;br&gt;

She is also the author of

This seminar will be useful to real property appraisers, planners, lawyers, right of way specialists and government officials, particularly to those involved in vacant and underutilized properties, eminent domain and partial acquisitions.  It will concentrate on determining the Highest and Best Use of property.&lt;/p&gt;

&lt;p&gt;Participants will&lt;/p&gt;

  &lt;li&gt;Improve their skills in analyzing land/site and surrounding area;&lt;/li&gt;
  &lt;li&gt;Learn to develop sketch plans for vacant land to test Highest and Best Use options;&lt;/li&gt;
  &lt;li&gt;Develop a better understanding of what is physically possible and legally permissible;&lt;/li&gt;
  &lt;li&gt;Learn how compatibility between uses is employed in the appraisal process;&lt;/li&gt;

  &lt;li&gt;Learn basic techniques to determine potential intensity of use(s) of vacant land/site;&lt;/li&gt;

&lt;p&gt;&lt;b&gt;About the Instructor&lt;/b&gt;&lt;br&gt;A leading easement and right-of-way analyst, David Lewis has appraised a variety of real properties including subdivisions, income properties, airports, and partial acquisitions. &lt;img src="http://www.appraisers-norcal.com/images/davidrlewis.jpg" width="100" height="127" border="0" align="right" vspace="4" alt="David R. Lewis, ASA, MRICS, SR/WA"hspace="8" style="padding: 4px; border: 1px solid #ddd;"&gt;He is the Right-of-Way Section Manager of the &lt;a href="http://www.sonomacountypublicworks.com/mission.htm" target="_blank"&gt;Sonoma County Department of Transportation and Public Works Department&lt;/a&gt;, and was a practicing planner for three local government agencies in California. A member of ASA's Real Property Committee, he is also an adjunct instructor for real estate economics and appraisal courses at &lt;a href="http://www.santarosa.edu/" target="_blank"&gt;Santa Rosa Junior College&lt;/a&gt;. He is the author of ASA's &lt;i&gt;Zoning and Site Analysis: A Useful Handbook for Real Property Appraisers&lt;/i&gt; as well as numerous articles in ASA, International Right of Way Association (IRWA), and International City/County Management Association (ICMA) journals.&lt;/p&gt;

ASA members are invited to attend the Board of Directors meeting at 5:30 p.m. The Chapter meeting will get underway with a networking mixer at 6:30 p.m. Dinner is at 7:00 p.m., when the guest speaker will be &lt;a href="http://old.appraisers.org/about/chapters/membersdetail.cfm?contactID=3926" target="_blank"&gt;Captain Joseph W. Rodgers, ASA, CMS&lt;/a&gt;, of &lt;a href="http://www.rodgersandassociates.com/" target="_blank"&gt;Rodgers &amp;amp; Associates Marine Appraisers&lt;/a&gt; in Santa Cruz, who will talk about &lt;i&gt;Floating Assets: Concepts of Value in Marine Appraising&lt;/i&gt;.&lt;/p&gt;

&lt;p&gt;Joseph Rodgers is a U.S. Coast Guard licensed ship captain who is an active sailor and adventurer.&lt;img src="http://www.appraisers-norcal.com/images/rodgers.jpg" width="200" height="206" border="0" align="right" vspace="4" alt="Captain Joseph Rodgers, licensed ship captain and marine survey appraiser" hspace="8" style="padding: 4px; border: 1px solid #ddd;"&gt; He recently sailed a small boat from San Francisco through the South Pacific to Australia, following the voyages of Captain Cook. When not adventuring, Captain Rodgers is an ASA Sacramento Branch M&amp;amp;TS appraiser, specializing in Marine Surveys, and a member and regional V.P. of the &lt;a href="http://namsglobal.org/" target="_blank"&gt;National Association of Marine Surveyors&lt;/a&gt; who often takes the stand as an expert witness. His firm offers valuation reports, trip surveys, damage appraisals, casualty reports, cargo inspections, maritime arbitration and specializes in non-destructive testing.  Look for him to spice up his &amp;quot;Floating Assets&amp;quot; presentation with salty sea stories and spicy tales from maritime history.&lt;/p&gt;

Mr. Pearlman says, "My overall interest is for coins with good eye appeal, whether inexpensive or not." A U.C. Berkeley graduate with a B.A. in history, the former public relations man is now an El Cerrito, CA rare coins dealer who travels globally in search of ancient coins and antiquities.  He admits to "a good inventory of ancient Greek and Roman coins, most silver but with some gold and bronze as well." "Their beauty and history," he rhapsodizes, "is fascinating. There's tons to learn."&lt;/p&gt;

At a time when the economy is in a tailspin, credit is tight, subprime mortgages are crippling housing, a credit card crisis is looming, and government intervention is unprecedented, Mr. Zimmerman's presentation is sure to be of interest to all appraisal disciplines.&lt;/p&gt;

&lt;p&gt;Erik White, who is Chief of CARB's Heavy-Duty Diesel In-Use Strategies Branch, will look at the new air quality regulations from the "government" side. He will discuss the timing and enforcement of the rules passed last June, the types of equipment affected, and the projected economic impact. Mike Lewis, who is a CIAQC Senior Vice President, will discuss the projected effects of the regulations on construction fleet performance, assets, and collateral value, presenting "industry's" point of view.&lt;/p&gt;

&lt;p&gt;Both speakers will talk about the impact of the new regulations on appraisal issues, particularly for Machinery and Technical Services valuations. As David Lewis, ASA says "...repowering or retrofitting most of the estimated 180,000 heavy duty diesel engines in California by 2010 or earlier is a big deal both from the standpoint of availability and economic impact on the buyer."&lt;/p&gt;

Lewis, ASA" hspace="8" style="padding: 4px; border: 1px solid #ddd;"&gt; is offering two online real estate courses at &lt;a href="http://www.santarosa.edu" target="_blank"&gt;Santa Rosa Junior College&lt;/a&gt; for the Spring 2007 semester. The courses, &lt;a href="http://tinyurl.com/32dpx5" target="_blank"&gt;Residential Real Estate Appraisal&lt;/a&gt; and &lt;a href="http://tinyurl.com/2rzqep" target="_blank"&gt;Real Estate Economics&lt;/a&gt;, are both 100% online.  The economics course will be useful to planners and to appraisers needing CE credit for license renewal. David Snook, FASA&lt;/a&gt;, who will talk about &lt;i&gt;2006 USPAP Changes&lt;/i&gt;. The program qualifies for &lt;b&gt;one hour of ASA Continuing Education Credit&lt;/b&gt;. David Snook, who is the Director of Collateral Valuation for the &lt;a href="http://www.farmermac.com/" target="_blank" rel="nofollow"&gt;Federal Agricultural Mortgage Corporation&lt;/a&gt; (Farmer Mac), serves on ASA's national Board of Governors, and has been elected to its College of Fellows. He will discuss the &lt;a href="http://commerce.appraisalfoundation.org/html/2006%20USPAP/revisions_to_uspap_and_advisiory_opinions.htm" target="_blank"&gt;significant changes in USPAP Standards&lt;/a&gt; brought about by the deletion of the Departure Rule and the addition of a Scope of Work Rule.  Having recently completed a six-year term on the Appraisal Standards Board (ASB) of &lt;a href="http://www.appraisalfoundation.org/" target="_blank" rel="nofollow"&gt;The Appraisal Foundation&lt;/a&gt;, which develops USPAP, he has first-hand knowledge of the changes.
