Tahun 1990 an kita sudah punya Pedoman Umum Gizi Seimbang (PUGS). Lebih dari 15 tahun lalu Pedoman Gizi Seimbang telah dikenalkan dan disosialisasikan kepada masyarakat, namun masih banyak masalah dan kendala dalam sosialisasi Gizi Seimbang sehingga harapan untuk merubah perilaku gizi masyarakat ke arah perilaku gizi seimbang belum sepenuhya tercapai. Konsumsi pangan belum seimbang baik kuantitas maupun kualitasnya, dan perilaku hidup bersih dan sehat belum memadai.
