Pekanbaru - The presence of nutrients in mangrove area is controlled by a variety of biogeochemical processes including tidal, decomposition of accumulated dirt and grime. Setiap tahun terjadi kebakaran hutan dan lahan. Kejadian ini sudah menjadi issu penting dan merupakan sebuah rutinitas yang menghabiskan APBN dan APBD yang cukup besar jumlahnya untuk pemadaman kebakaran. Belum lagi kalau dihitung dampak kesehatan terhadap jutaan masyarakat yang terkena dampak dari asap yang ditimbulkan.

Sampai Saat ini penanggulangan kebakaran hutan sebatas upaya pemadaman api pada saat kebakaran terjadi. Sedangkan perencanaan menyeluruh belum dilakukan bahkan dalam konfrensi pers yang dilakukan wakil gubernur riau yang juga menjabat sebagai ketua pusdalkarhutha (Pusat pengendalian kebakaran hutan dan lahan) baru baru ini tidak menggambarkan perencanaan yang utuh dalam penaggulangan kebakaran hutan dan lahan.

Munculnya bencana asap di riau setiap tahun (periode 2000-2008) diakibatkan oleh izin pemanfaatan ruang yang diberikan terhadap perusahaan besar yang ada di provinsi riau dengan kontribusi titik api berjumlah sekitar 34748 atau 60,88%.

Kebakaran Terjadi Akibat degradasi lingkungan sebagai akibat dari pemberian izin pemanfaatan ruang pada kawasan yang berkategori lindung menurut kepres 32 tahun 1990, PP 47 tahun 1997 dan PP 26 tahun 2008.

Jumlah Titik api yang menimbulkan asap berada pada kawasan bergambut pada periode 200-2008 dengan jumlah titik api 39.813 atau 69,76% dari total titik api.

Penyebab dari kebakaran pada kawasan bergambut terjadi karena pembuatan drainase skala besar, sehingga mengganggu keseimbangan hidrologi pada kawasan gambut pada musim kemarau.

Terjadinya kebakaran berulang setiap tahun mengindikasikan bahwa pengelolaan kawasan bergambut gagal dikelola sebagai kawasan budidaya.

HABITAT HARIMAU SUMATERA TERANCAM AKIBAT PERAMBAHAN DAN ALIH FUNGSI LAHAN

Perambahan dan alih fungsi hutan secara liar di kawasan 48 ribu hektar (ha) hutan lindung Bukit Betabuh di Kabupaten Kuantan Singingi, Riau, mengancam kelangsungan hidup harimau sumatra.

Celakanya, ribuan ha kawasan hutan lindung yang tersisa sebagai fungsi daerah resapan air itu kini berubah menjadi kebun kelapa sawit milik pribadi.

Hutan lindung yang memiliki karakteristik tekstur pegunungan itu kini sebagian telah beralih fungsi menjadi perkebunan kelapa sawit milik perorangan. Papan nama sebagai tanda kawasan hutan lindung pun kini sudah hilang.

Menurut warga papan nama itu sengaja dicabut oleh orang tidak dikenal. Sedangkan pengawasan terhadap daerah lindung sama sekali tidak dilakukan lagi oleh pemerintah setempat Kabupaten Kuantan Singingi. Akibatnya, sekitar 10 harimau sumatra yang hidup di hutan lindung itu habitatnya makin terancam.

"Kebun kelapa sawit ini milik Syamsir alias Akim warga asal Basrah yang sekarang menetap di Kota Pekanbaru. Kebun sawit ini dikelola oleh anaknya Susi," kata Sigit, pengawas kebun sawit seluas 200 ha di dalam hutan lindung Bukit Betabuh, Desa Logas, Kecamatan Muara Lembu, Kabupaten Kuantan Singingi.

Menurut leleki asal Jawa Tengah itu, perkebunan kelapa sawit milik pribadi itu telah dikelola lebih dari tiga tahun. Namun, Sigit mengaku tidak tahu jika perkebunan itu sudah melanggar karena berada di dalam kawasan hutan lindung Bukit Betabuh.

"Yang punya kebun sawit disini bukan hanya Pak Akim. Sebelah ujung sana juga ada warga yang punya. Di hutan bukit sebelah utara itu juga sudah ada yang jaga dan juga akan dijadikan kebun sawit," terangnya.
