The final valuation of each finished property is estimated by an independent real estate company to be $450,000 to $470,000 depending on level of fittings. Rental income is projected at $400 to $450 per week gross.

But what is Negative Gearing?
Put simply negative gearing is when the costs are greater than the returns i.e.; you spend more than you receive.

Why would anyone want to do this?
The answer is in the long-term benefit of capital appreciation. ie; the asset increases in value to compensate for the losses.

Such is the case with Negatively Geared Investment Property.  As the income generated by the Property (rent) is taxable, under Australian taxation law you are entitled to claim all expenses related to obtaining that income. If the expenses exceed the income then the losses can be claimed against other sources of income (wages).  Lowering the collective taxable income (rent + wages – expenses = income) and reducing tax liability.

The benefit to the individual investor is proportional to the amount of tax they currently pay, the higher the tax rate the greater the benefit.  However, negative gearing is predominately used as a means of reducing taxation.  The tax dollars are reinvested in the property along with the income produced (rent) and a small contribution from the investor.  The advantage is that dollars previously paid in taxation are now in the investor’s control and providing them with a financial benefit in the longer term. The main motivation behind Property Investment is capital growth. This is the change in the property’s value that occurs after purchase. In order for property investment to be successful the major element is capital growth.  This growth in value is the compensation for the losses occurred in the initial period of the investment.

The $7,000 first home owner grant was created to help you buy or build your first home. It is a federal initiative that is administered and funded by the state government.

Eligibility requirements for the first home owner grant, each person who owns a part of the home must be an applicant.

This includes anyone who is or will be on the title of the property with you. If you have a spouse who will not own any part of the home, you must include them on the application as a non-applicant spouse. All applicants must meet the eligibility criteria.

You may be eligible for the grant if …
You are:

at least 18 years of age
not a company or a person acting as a trustee
an Australian citizen or a permanent resident (or a joint applicant with someone who is an Australian citizen or permanent resident)
buying or building a home worth less than $1M (from 1 January 2010 to 30 March 2010)
buying or building a home worth less than $750,000 (on or after 31 March 2010).
You may be eligible for the grant if you are a trustee of a trust (other than a discretionary or unit trust) and all the beneficiaries are individuals under a legal disability who will live in the home as their principal place of residence.

You and your spouse have:

never been paid the first home owner grant
before 1 July 2000, not owned residential property in Australia
from 1 July 2000, not lived in residential property (in Australia) you have owned.
You will:

move into the home within one year of the property being registered in your name
live in the home for 6 months continuously as your principal place of residence.
Exceptions
We may approve the grant in special circumstances if you:

The cost of residential land continues to rise with a new report showing the median price of raw land increased by 2.2 per cent to a record $185,222 in the December 2009 quarter.

The HIA/rpdata.com Residential Land Report shows the weighted median land price for Australia growing at an annual rate of 14 per cent at the end of 2009, the fastest pace since mid 2004. Meanwhile the volume of land sales fell substantially in original terms in the December 2009 quarter.

Land sales were down by 4.6 per cent in the December 2009 quarter compared to the December 2008 quarter. In the September 2009 quarter sales were 26 per cent higher when compared to the same quarter in 2008.

HIA chief economist, Harley Dale, says that over the year to December 2009, new house prices (excluding land) grew by 2.8 per cent, building materials prices increased by 1 per cent, labour rates fell marginally, yet median land prices jumped by 14 per cent.

“Throughout the last housing up-cycle, land values consistently grew at a substantially faster pace than construction costs and the general rate of inflation. Only six months into a new home building recovery this situation is happening all over again. If this situation continues then the recovery will stall, the housing shortage will worsen and there will be upward pressure on rents and on existing home values that could have been avoided,” says Dale.

Sydney remains the most expensive residential land market in the nation with a median price of $275,000. Outside the capital cities, the Sunshine Coast in Queensland is the most expensive land market (median price of $249,000), followed by the Gold Coast ($241,000), and the Richmond Tweed ($235,000) and Illawarra ($197,500) regions in New South Wales.

There are still 13 markets across Australia where median land prices sit below the $100,000 mark. The most affordable market is the Northern region of SA ($59,165), followed by Mallee in VIC ($75,000), the Southern region in TAS ($76,000), Murray Lands in SA ($80,000) and Mersey Lyell in TAS ($85,000).

According to rpdata.com national research director Tim Lawless, the recent fall in land sales volumes is likely to set off a few alarm bells. “With Australia’s population growing at a rapid rate and housing undersupply worsening we should be seeing land releases and consequent sales volumes rising not falling,” he says.

“The shortfall in available land is already being seen in higher land prices. Without further construction of homes we are likely to see affordability worsen and more prospective buyers looking towards an already very tight rental market for their accommodation requirements.

“We believe that policy makers must act to provide additional residential land which is affordable as well as being close to necessary amenities.”

Sunshine Coast needs cheap rental accommodation
Housing affordability became the hot button Noosa topic this week.

It was a major talking point at public consultation for the new Sunshine Coast planning scheme at The J on Tuesday.

Member for Noosa Glen Elmes suggested a need to provide a bank of low-cost homes.

Mr Elmes said affordable housing was done differently in England, with councils rather than private developers building much of the stock.

Included among the more upmarket homes were similar but scaled-down buildings with less expensive fittings.

“You need to get councils, or in the case of Australia, private developers to come on board, so you are able to get people in there at a cheaper price,” he said.

The developer would retain an interest in the properties and keep the cost of housing down to stop the usual upwards price spiral.

Workshop chair councillor Russell Green said he was aware of a number of subsidised rental properties in his upmarket location of Sunshine Beach.

The true affordability of housing needed to include the overall cost for people living and getting to work, and services like shops, he said.

The council plans to come back to the community in May and July next year with a full planning draft.
