 The answer is that all of these projects are private initiatives that 
are using crowd funding, which is a method for individuals to 
collectively pool economic resources to support efforts of organizations
 or people. If crowd funding is used to develop goods, then why not use 
it to build properties or other urban constructions?&lt;br /&gt;
&lt;br /&gt;

Today, crowd funding is commonly used in urban settings for a variety
 of projects, such as the beautification of urban areas with a new 
installation, or as a way to repurpose a degraded space. Crowd funding 
isn’t a new idea for the United States or Latin America as there are 
examples from the end of the 1800s to the beginning of the 1900s of 
recreational installations, such as parks and museums, and other 
examples of constructions of essential and basic necessities, such as 
hospitals, which were financed with similar schemes. Unfortunately, this
 &lt;i&gt;community&lt;/i&gt; effort in urban development has been lost over time. 
Many of these new crowd sourcing initiatives not only revive a sense of 
community spirit, but they also can &lt;span style=&quot;text-decoration: underline;&quot;&gt;open new sources of innovation in urban development&lt;/span&gt;.&lt;br /&gt;

&lt;br /&gt;
Many supporters of crowd funding projects feel empowered to voice 
their opinion through a monetary donation. This accessibility and 
participation breaks the barriers of bureaucracy that are involved with 
planning at the local level. Despite these benefits, a skeptical city 
planner might point out that crowd funding might interrupt the 
established process of urban planning, which takes into consideration 
aspects related to the general well-being, and might be ignored with a 
community-only based project. For example, what would happen if a crowd 
funded project was in direct opposition to the long-term strategic 
vision of the city? It may be a risk, but I feel that the potential 
benefits outweigh the risks. The increase of public participation in the
 design of the city should be an objective for any municipality. I know 
that this type of financing can seem like a &lt;i&gt;radical extreme&lt;/i&gt; of 
public participation, but I like the idea. The challenge is not only to 
expand this method of financing and participation, but to possibly use

On Wednesday, March 3, 2012, the Jamaica National Building Society’s 
Financial Service Centre was officially opened at Catherine Hall.&lt;br /&gt;

The state-of-the-art centre, which will also accommodate JN’s 
subsidiaries, Jamaica National Fund Managers and NEM Insurance, is 
targetted to meet and serve the ever-growing financial needs of St. 
James and western Jamaica by extension.&lt;br /&gt;
&amp;nbsp; &lt;br /&gt;
As Jamaica National Building Society, the organization, which is the 
third largest deposit organization in the island, is in its 40th year of
 service in Jamaica. However, the building society is over 130 years 
old, having started as the Westmoreland Benefit Building Society in 
Savanna--la-Mar.&amp;nbsp; &lt;br /&gt;
&lt;br /&gt;
The Financial Services Centre has cutting edge features including 
touch screen ATM machines which instantly recognize varying &amp;nbsp;currencies.&lt;br /&gt;

Prime Minister Portia Simpson-Miller, who was guest speaker, said the
 new state of the art facility will be a welcome addition to the 
delivery of financial services for the people of Montego Bay and its

Mayor of Montego Bay, Charles Sinclair, &amp;nbsp;noted that the opening of

reasons as it confirmed that the western city was witnessing an 
expansion of its business, trade and commercial &amp;nbsp;centre beyond the 
boundaries of the original town centre.&lt;br /&gt;

Mayor Sinclair also said that most importantly, the fact that JN will
 be offering a wider range of services through the new 9000 square feet

As part of a strategic move to serve a larger segment of the 
growing micro and small business sector in St. Elizabeth and 
neighbouring parishes, JN Small Business Loans Limited (JNSBL) has added
 a branch to its network in the parish capital, Black River.&lt;br /&gt;
&lt;br /&gt;
The branch, which was officially opened on September 7, 
increases to three the number of (JNSBL)locations in St. Elizabeth where
 persons may make applications for loans.&lt;br /&gt;
Frank Whylie, General Manager, (JNSBL), explained that the expansion 
of the company’s network will allow clients to conduct business in a 
context that removes them from banking halls, which are sometimes 
crowded.&lt;br /&gt;
&lt;br /&gt;
“Manchester, St. Elizabeth, Clarendon and the Corporate Area are 
among the largest and busiest regions, where our loan portfolio 
continues to perform well,” Mr. Whylie affirmed, “our surveys also point
 to a growing number of entrepreneurs in these areas, who are in need of
 financing at favourable rates.”&lt;br /&gt;
&lt;br /&gt;
Last year JNSBL disbursed more than 24,630 loans valued at $2.1 
billion after it increased the loan amount under its BizGrow facility 
and reviewed its repayment terms to allow clients more flexibility when 
making payments. The company also added a loan product to cater to 
persons needs beyond their businesses, such as education financing, 
weddings, funerals and other personal activities.&lt;br /&gt;

&lt;b&gt;Some of 651 students of the Albert Town Primary and Infant 
school in South Trelawny, will soon be enjoying separated facilities 
which will permit the student body in each group to have an enhanced 
learning experience.&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
The &amp;nbsp;project is being implemented through a USD 12.085 
million loan to the Government of Jamaica by the Caribbean Development 
Bank, under the Jamaica Social Investment Fund (JSIF), implemented 
Community Investment Programme (CIP). JSIF has budgeted approximately 
$27,578,365.65 for this project, with an additional $4,060,000 expected 
in community contribution, in kind.&lt;br /&gt;
&lt;br /&gt;
The Community Investment Project focuses primarily on the provision 
of basic infrastructure in the education, health, and transportation 
sectors in rural Jamaica. The total cost is $31,638,365.65. Project 
completion is expected in four months.&lt;br /&gt;
&lt;br /&gt;
The school was selected by the JSIF as there is a heavy dependence on
 welfare in the community, evident as 40 per cent of the students are on
 the PATH programme.&lt;br /&gt;
&lt;br /&gt;
Works include the construction of an Infant facility complete with 
its own administrative and sanitary facilities, &amp;nbsp;and including four (4) 
classrooms; &amp;nbsp;kitchen; sick bay; &amp;nbsp;administrative area; sewer and 
drainage; sanitary facilities ; and &amp;nbsp;covered corridor. A play area with 
equipment (jungle gym, slides, swings) will also be constructed with 
perimeter fencing for the school 2.1m high.&lt;br /&gt;
&lt;br /&gt;
Rhonda Lumsden-Lue General Manager of Human Resources, 
Administration, MIS, and Communications at the JSIF stated &amp;nbsp;at the 
sponsor signing event on &amp;nbsp;Thursday, February 28, &amp;nbsp;that when completed, 
the expanded facilities will serve students from surrounding communities
 such as Stettin, Allsides, Boucher, Warsop, &amp;nbsp;Dutch Hill, Buttup Town, 
and Wilson Valley with some students coming &amp;nbsp;from communities as far as 
11 km away.&lt;br /&gt;
&lt;br /&gt;
She noted, “The facilities in the school are currently overwhelmingly
 overcrowded. &amp;nbsp;Additionally, the students of the Infant School do not 
have their own bathroom or playing facilities.”&lt;br /&gt;
Currently, the Infant Department is housed in the same building as 
the Primary Department, which is also not recommended by the ECC.&lt;br /&gt;
&lt;br /&gt;
The use of the same bathroom facilities by both the Primary and 
Infant departments is not recommended by the Early Childhood Commission 
(ECC), due to the variance in specification standards for different age 
groups, such as the height of the toilets.&lt;br /&gt;
&lt;br /&gt;
Additionally, the infant department is located the farthest from the 
bathrooms. &amp;nbsp;The teachers have reported that often times the children 
have `accidents` before they reach to the bathrooms, because they are 
not able to reach in time to `relieve` themselves. &amp;nbsp;The ECC has refused 
to grant certification to the school, due to their failure to meet the 
criteria regarding bathroom and other facilities.&lt;br /&gt;
&lt;br /&gt;
The infants have no designated play area, and instead they play in 
the same areas as the older students. &amp;nbsp;The areas in which these children
 play have huge stones, and are deemed unsafe for any child to play. 
&amp;nbsp;The older children also tend to be more aggressive, and this poses a 
threat to the younger children.&lt;br /&gt;
&lt;br /&gt;
It is to be noted that the absence of partitions and the overcrowded classrooms, also affects the learning process negatively.&lt;br /&gt;
&lt;br /&gt;
Mrs. Lumsden-Lue noted, “There is evidence that this school has 
maintained high enrolment and attendance rates. The school within itself
 has been quite efficient in managing limited resources well.&lt;br /&gt;
&lt;br /&gt;
They 
build the present toilets from their own efforts, and have done painting
 and other projects on their own.&lt;br /&gt;
&lt;br /&gt;
“We commend the sponsor body, the Albert Town Benevolent Society, 
which has pursued this project as a priority. &amp;nbsp;The Society is very 
active in the community, and this is encouraging when sustainability of 
the project is considered,” Lumsden-Lue stated.&lt;br /&gt;

        Jamaica has embarked on a ‘Below 240’ campaign, which
 is aimed at keeping the number of fatal motor vehicle accidents below 
the 240 mark for 2013. This campaign was revised from the Below 300 
target, which was successfully achieved at the end of 2012, for the 
first time since its 2008 launch. &amp;nbsp;But, with a number of accidents 
taking place in the island in recent weeks, this target could be missed.
 In that vein, the importance of road safety cannot be overstated.&lt;br /&gt;
&lt;br /&gt;

The most recent tragedy occurred Easter Monday, April 1, along the 
Falmouth bypass (near Martha Brae) in Trelawny, and saw a family of four
 being victims in what was a four-vehicle collision.&lt;br /&gt;

Police reports to the Western Mirror indicate that the driver of a 
Nissan motorcar, who himself was a victim, was overtaking a line of 
traffic and crashed into a Toyota Fortuner SUV. His common-law-wife, and
 their two young daughters also perished. Fortunately, the other 
passengers escaped unhurt. We extend our most sincere condolences to the
 grief-stricken relatives.&lt;br /&gt;
&lt;br /&gt;

Sadly, many Jamaican drivers continue to take dangerous risks on the 
roads, placing their lives, as well as those of others in danger. 
Speeding, in most cases, is at the heart of the many accidents on 
Jamaica’s roads. Far too many Jamaicans do not see road safety, as 
something that they ought to practice. This is a dangerous trend which 
must change.&lt;br /&gt;
&lt;br /&gt;

In 1999, Jamaica passed a law which requires drivers and passengers 
to wear seat-belts. To Jamaica’s detriment, it is not being enforced as 
vigorously as it ought to be. There is enough evidence to confirm, that 
wearing seat-belts do save lives. Many motorists, particularly public 
passenger vehicle operators, have been seen overtaking around corners. 
&amp;nbsp;These factors contribute to lives being lost on the Jamaican road.&lt;br /&gt;
&lt;br /&gt;

Road safety is everybody’s business. Let’s make the below 240 target a
 reality, while making sure that much lower figures are attained in the 
future.&lt;br /&gt;

the implementation of best practices in road safety data collection in

It said that a key component of the IDB&#39;s Road Safety Strategy for LAC 
is to support countries in the strengthening of their institutional and 
technical capacities in road safety via knowledge sharing.&lt;/div&gt;

The goal of this effort, referred to as twinning, is to help Jamaica 
align its road safety data collection to international standards.&lt;/div&gt;

&quot;This is an important step towards the development and implementation of

100,000 habitants compared to the rest of the region, which is on

Jamaica, and how they are then used to influence road safety strategies

Additionally, she said, statistics reveal that an estimated 900 children are diagnosed with autism each year in Jamaica.&lt;/div&gt;

celebration dedicated to those with autism.  As the principal of Genesis
 Academy, a school that caters to young persons with special needs, I 
was overjoyed to witness the growth and confidence in the children who 
put on such a great show.&lt;/div&gt;

Still, it would have been even more awesome if more members of the 
general public had been present to learn about autism, as it impacts so 
many persons and families in our society. There are parents who cannot 
identify autism in their children because they are not aware of the 
signs, which are numerous and wide-ranging.  The public must become 
involved in initiatives such as this that seek to promote awareness and 
create a healthy, uplifting environment for autistic children to grow 
and flourish.&lt;/div&gt;

We need to promote a greater understanding of what autism is about so

In celebration of World Autism Awareness Month, the Jamaica Autism 
Support Association will be hosting its first World Autism Awareness 
Concert at the Emancipation Park on Saturday, April 6 starting at 4 p.m.&lt;br /&gt;
The following day will be the annual church service at the Barbican Baptist Church in St Andrew at 8 a.m.&lt;br /&gt;
&lt;br /&gt;
The
 association is hoping to bring much-needed awareness to autism in 
Jamaica, as it continues its &#39;Light It Up Blue&#39; initiative, which was 
started last year. Persons are encouraged to light up their homes, 
offices and schools with blue.&lt;br /&gt;

The LIME Foundation yesterday launched a week-long 
Web-Design Training programme for teachers from Primary Schools in the

If Jamaica is to survive the surging temperatures and other severe 
weather patterns brought on by climate change, its building stock will 
also have to be revolutionised.&lt;/div&gt;

(ISD) at the University of the West Indies titled Develop Design 
Concepts for Climate Change Resilient Buildings, project coordinator

Acknowledging that Jamaica has relatively good building practices 
compared to some countries, the report indicated that the devastation 
experienced during flood events, as well as reports on areas vulnerable

It also pointed to gaps in the country&#39;s legislative framework, for 
while there are some laws that address environmental control and 
physical planning and provide the basics for the enactment of climate

change; and improving public awareness of the benefits of supporting

Noting that the Caribbean has begun some work in this area with the 
Caribbean Community Climate Change Centre (5Cs), guiding the adaptation 
process, Pinnock said that gaps exist in that programme including

various sectors including tourism, water, energy, and housing.&lt;/div&gt;

principal investigator, reiterated the devastating effect climate change
 is projected to have, especially on tropical and sub-tropical regions
