VoteCal Project: Special Project Report (SPR) Submitted

On June 23, 2009, the SOS submitted the VoteCal Project request document known as the Special Project Report (SPR) to the Office of the Chief Information Officer (OCIO). The OCIO will share review responsibility with the Department of Finance (DOF). The OCIO and DOF have 30 days to review the SPR. These control agencies (OCIO and DOF) can approve the project, approve the project with conditions, or deny approval of the project. If they approve the project (with or without conditions), they forward the SOS' SPR to the Legislature. The Legislature then has 30 days to review the SPR. The Legislature can approve or deny the request or hold a hearing on the request. Since there are triggers for both the control agencies and the Legislature to effectively 'stop the clock' we anticipate the review process taking at least 60 days.

Survey: Provisional Voting & HAVA Free Access System

As you are aware, the Help America Vote Act of 2002 (HAVA) Title III, Section 302(a) requires each state or local elections official to establish a "Free Access System," such as a toll-free telephone number for voters to call or an Internet website that voters can access free of charge, to ascertain if they voted a provisional ballot at the polls, whether or not their vote was counted, and, if it was not counted, the reason why it was not counted.

Political Party: American Centrist Party Attempts Qualification

Enclosed is a copy of the "American Centrist Party" notice to the Secretary of State of their attempt to qualify as a political party for the June 2010 Direct Primary Election. Attached is a list of the current qualified and non-qualified political parties and the codes to use when sending this information to the CalVoter Database.
