Now that Illinois has passeda law to collect sales taxes on items bought over the Internet,other states and big retailers are watching for the impact onother parts of the country.

DETROIT, March 17 (Reuters) - Now that Illinois has passed a law to collect sales taxes on items bought over the Internet, other states and big retailers are watching for the impact on other parts of the country.

"There seems to be a flurry of these bills all at once. One reason is there's a lot of changeover in legislatures around the country," said Rebecca Madigan, executive director of the Performance Marketing Association, a trade group representing online merchants and affiliates.

"The big-box guys are really putting a lot of money behind this and stirring things up through a lot of fear, uncertainty and doubt," she said.

"Big-box" refers to giant national chains that sell out of large stores and say sales tax laws give online retailers an unfair advantage.

The U.S. Supreme Court has ruled a company only has to collect sales taxes where it has a physical presence, saying that states' divergent tax systems are too complicated to require businesses to comply with them all.

That allows Amazon.com Inc and other on-line retailers to skirt collecting taxes in states where they do not have headquarters or a corporate presence. In turn, shoppers pay less on-line than at stores in many states.

For more than a decade, the Streamlined Sales Tax Governing Board has sought to change this by having all states agree to simplify their tax administration and make their tax codes uniform. According to the board, made up mostly of state legislators, 24 states have passed legislation conforming to the agreement and nine states are considering bills.

Now, though, some states are taking the more direct tack of requiring retailers to collect the taxes.

Last week, Illinois Governor Pat Quinn signed the "Mainstreet Fairness Act" to target those online retailers like Amazon that have affiliates in the state. He said the law will create fairer competition and help Illinois, a state hit hard by the 2007-2009 economic recession, build up revenue.

Illinois estimates it loses at least $153 million in sales tax revenue annually due to retailers not collecting the tax.

Texas is considering taxing online sales and California, which already passed legislation that was vetoed, is considering another bill.

"If Illinois and California and Texas move forward on this, then you will see a number of states take similar action," said Jason Brewer, a spokesman for the Retail Industry Leaders Association, which represents such large brick-and-mortar retailers as Home Depot Inc .

"You can't continue to operate with an unlevel playing field given the way online sales are growing," he said.

In 2010, total "e-commerce sales" were $165.4 billion, 14.8 percent higher than 2009, according to government data. Still, they only accounted for 4.2 percent of all retail sales.

The sales tax revenues likely will not make up for states' huge budget gaps caused by the housing market downturn, financial crisis and recession -- they are projecting shortfalls totaling more than $100 billion next fiscal year.

California, for example, says if its sales tax legislation were to pass, state and local revenue would increase $152 million this year and $317 million next year. The state's budget deficit through the middle of 2012 is projected at more than $25 billion, which means its Internet sales tax revenues would represent less than 2 percent of its yawning gap.

But Internet retailers say they could cause states real fiscal pain by hitting income tax revenues. Income taxes are second only to federal aid as a source of state revenue, according to the National Conference of State Legislatures. Amazon and Overstock.com Inc have threatened to cut off affiliates who work with them in states with Internet tax laws.

"For us, there's really no side effect, but for the states, they lose the income tax," Overstock President Jonathan Johnson told Reuters.

Wal-Mart Stores Inc last week invited Illinois online businesses to join its affiliate network.

California's Board of Equalization, which runs the state's tax program, said the state's bill "would have an adverse impact" on employment and its personal income tax. It could not forecast how much, though, the state stands to lose.

For Rob Babek, a partner at independent accounting and advisory firm Marcum LLP in Los Angeles, asking Amazon to collect taxes would create an administrative nightmare because the company has "thousands and thousands of transactions everyday all over the country."

"The only fair way to handle this would be to simply impose a federal sales tax on all Internet sales and then the federal government would distribute such taxes to each state," he said. Affiliate Marketing - The Basics For One Week. By Michael A Bryan

Many people today are turning to internet marketing to try their hand at making money online. The usual starting place for most of them is in affiliate marketing. Affiliate marketing is an arrangement between an online merchant and an affiliate (you), in which the affiliate earns a commission for generating sales, leads and/or clicks for the merchant's web site. If you are just starting in affiliate marketing, or if you've been at it for awhile with no success, I suggest that you should stick to the basics. You can create and build a campaign in one week this way. Before I get into the basics, let me tell you what affiliate marketing is not.

* It is not a plan to "get rich quick."
*It contains neither an "easy button" nor a "magic bullet."
* There are no secret "loopholes" or "underground tricks" to achieving success. (There are so called Black Hat tricks that can be employed, but using them could get you into serious trouble with the search engines. I refuse to use them, and you should too.)
* Mostly, it is not "Rocket Science!" It is a business that requires a lot of work, but you can learn it and be successful as long as you take action on what you learn.

So, what are the basics? Research, Creation, Driving Traffic, and Rinse & Repeat

1. Research. Find a need. What are people searching for when they go online? Are a lot of people searching for the same thing? What kind of keywords are they using? Will you have very much competition if you start marketing to that group? If the competition is too large, can you narrow the problem down to something more specific? For example: It you searched "dog training" you would find nearly 58 million searches by people looking primarily for free information. However, if you look up "how can I train my dog to stop peeing in the house" that number would drop to about 125,000 people with a serious problem. These people would be more than happy to pay you for the solution.

Once you have found a need, you need to find a product that has the solution for fixing the problem. You could try a site like ClickBank which carries thousands of downloadable ebooks and courses, or do a search for "your problem/forum." When you have found the right product, sign up for their affiliate program and get your affiliate tracking link. Now you can begin marketing.

2. Creation. Now, you will need to build a landing page. (If you are going to use PPC this won't be necessary, but I cannot recommend PPC to "Newbies" because you will be competing with very experienced marketers. It could be extremely expensive for you.) There is no need to panic over creating a landing page. You can do this easily using a blog or something like a Squidoo lens. There are plenty of free tutorials online that will show you how. The landing page is where you will send traffic. From there you will link to your product's sales page. One great advantage to a landing page is that it gives you a chance to build trust with your customers and to do a little preselling. There are many great products that do not have great sales pages. This is your opportunity to overcome that problem.

3. Driving Traffic. Without traffic you are dead in the water, regardless of how good your product and your landing page are. This is probably the most difficult part of internet marketing because it involves search engine optimization or SEO. SEO is the technical term for getting a webpage ranked highly in the search engines. This ranking is contingent on three factors: the quality of the content on the page, the number of quality or authority links to the site, and the amount of human activity on the site. When people are searching online, they are looking for information. You must provide valuable information that is well written, unique, and easily digested. Do not copy someone else's material.

You will use this knowledge on your landing page and also in several articles that you will submit to various article directories. I like to submit a primary article to EzineArticles.com and link it to my landing page. Then, I will write additional articles to send to several other directories. Towards the top of those articles I will place a link to the landing page, while at the bottom I will have a link to my ezine article. What I am accomplishing is getting more content online and creating backlinks for my site. Besides article directories, you will want to create backlinks through social bookmarking sites, RSS feeds, Web 2.0 properties, blog commenting and forum marketing. A word of caution concerning blogs and forums: provide good content! Merely posting, "Great post," is considered spam and will get you banned from the site.

Human activity on the site is a fairly recent piece to the SEO equation. This is the reason I like to use a blog for my landing page. I can add to the site on a regular basis to create new posts or update an older one. Websites that are left unattended for too long can start sliding down the search engine rankings. Of course, if you have provided enough good content and secured sufficient backlinks, you will be getting enough people clicking onto your site to satisfy the human activity factor.

4. Rinse and repeat. Find another need and a product to satisfy it, and do it all over. It really isn't that difficult, but it does take time and practice. The more you do it, the better you will get. Learn the basics, and then take action. One can easily set up one campaign per week, and by the end of one year, have fifty-two products that are supplying them with a good income. Imagine this: only one sale per week from 52 campaigns, with an average commission of $20, will earn you $1040.00 per week, or $54,080 per year.

What are these three tactics?

1. Using unique web pages to promote each separate product you are marketing. Do not lump all of it together just to save some money on web hosting. It is best to have a site focusing on each and every product and nothing more.

Also include testimonials from users who have already tried the product. Shopping on the Internet has become a viable, low-cost alternative to shopping locally. One advantage of cyber shopping is that you can do it from home, and it is much easier to compare products when you can type the name in the computer and get a screen of prices in response. Many websites are tailored to do exactly this: take a product name and return a list of vendors that offer it for sale, sorted in various ways, including lowest price first. Many sites also provide product reviews for a product, so you can read what others have to say about the product. These reviews come in two forms:

- Made by verified purchasers, and

- Made by anyone who claims to know something about your product.

There is a caveat here. Some product reviews are "planted" by the manufacturer of a product, or by companies hired by the manufacturer. Online businesses have sprung up that offer the service of surfing around on the Internet and inserting positive product reviews. For example, suppose that you manufacture and sell a particular hearing amplification device. You sell several hundred thousand per year. If you want, you can just let the consumers judge your product and enter their own reviews into the many product review sites on the Internet. If you receive good reviews, then excellent, your sales will go up because people will read them and see that you have a good product.

But one day, you are surfing around, reading the reviews of your product and you discover that there are many bad reviews of your product; in fact, many are outright lies about your product. After doing some research, you determine that just as there are Internet companies that you can hire to enter positive reviews for your product, there are also companies (often the same ones) that you can hire to enter negative reviews about your competitors, and you suspect that this is what has occurred in the case of the bad reviews of your product.

How can they do this? Isn't this type of thing illegal? Actually, no. Many just consider it a new (and rapidly evolving) form of advertising. So in order to stay competitive, you decide to hire a company that will place positive reviews about your own product and negative reviews about your competitor's product in strategic places throughout the Internet.

I am not saying that all reviews are bogus; rather, I am just trying to illustrate one of the pitfalls of shopping on the Internet. Yes, you can find tremendous deals, but it is a different way to shop. I tell you this story so that you will read these reviews with caution. Sometimes you can find the email address of a product reviewer and you can send them an email with questions about the product.

An advantage of Internet shopping is that you can easily buy products from vendors that would normally be inaccessible. Some vendors have highly unique products and before the Internet was available, you could not easily browse through their inventory. Some of them did print and mail catalogs, but shopping on the Internet is much more interactive and far cheaper than shopping via bulky printed catalogs. The individuals who are involved in Internet marketing or any Internet based business perform more than 90% of their work sitting in front of a computer on a daily basis. This work is usually very intense and could place a great deal of strain on the back, wrist, and eyes. The sedentary life style associated with this type of work and lack of appropriate diet could be a major contributor to chronic health problems. It is important that a minimum of 15 minutes break every couple of hours are taken to relax those overused muscles. It is equally important that there is an appropriate balance between work, a healthy diet, and recreation to stabilize the number of consumed calories and the calories that are used-up. How does one achieve this balance? The answer is in the basic steps outlined below:
