According to a notification issued by the university administration, all female students have been asked to wear white shalwar, qameez (colour of their own choice), white scarf/dupatta.

On the other hand, male students are advised to wear dress shirts and pants with formal shoes or kameez and shalwar with coats, waistcoats.

Meanwhile, the University of Peshawar has also instructed the students to start observing the dress code introduced by the university some eight years ago.

Two separate notifications were issued to this effect. The first notification is a mere repetition of a similar one issued in March 2013 wherein the female students had been asked to wear white shalwar and kameez of a colour of their choice as well as a white overall and a chest card.

Back in January, Hazara University administration had introduced a new dress-code policy for its student which according to provincial advisor on education intend to end the disparity between the rich and poor.

KARACHI: The Sindh police have decided to form a new unit within the police department under the supervision of an Additional Inspector General (AIG) ranked official in order to introduce accountability and transparent policing in the province,

The Internal Accountability Unit (IAU) in the police replaces an older and now quashed post of AIG Counter-Terrorism Department (CTD), and the senior cop Farhat Junejo will be heading the newly formed unit.

Higher echelons of Sindh Police have confirmed the development and said the inception of new post and scrapping of the old one have been approved by the provincial government.

A letter to this effect will soon be out by the Home Department of Sindh to notify the AIG to oversee IAU whose purpose is to address the complaints made against the coppers and to end the corruption in the department.

Earlier today, the Sindh Government reportedly put together a committee for the scrutiny of credentials as it launches a crackdown against bogus and counterfeit domiciles and permanent residency certificates (PRCs) across the province.

The additional chief secretary is put in Charge of the committee which will oversee the domicile and PRC applications and the applicants will have to establish their residence to get it made.

Afghan negotiators are resuming talks with the Taliban in a bid to end bloodshed and find a political roadmap for the country, after a spike in violence across the country threatened peace prospects, The News reported on Wednesday.

The stop-and-go talks come amid growing doubt over a US-Taliban peace deal brokered by outgoing President Donald Trump.

As ordered by Trump, an accelerated withdrawal of US troops means just 2,500 American soldiers will still be in Afghanistan when President-elect Joe Biden takes office this month.

Biden has advocated keeping a small intelligence-based presence in Afghanistan, but Taliban leaders have flatly rejected the presence of any foreign troops on Afghan soil. Officials familiar with the US-Taliban peace deal say there is no wiggle room that would allow even a small number of foreign troops to remain in Afghanistan.

Without giving specifics, a member of the government’s negotiation team, Nader Nadery said: "The initial opportunity is that several items of the agenda are similar and would be easy to make progress on.”

He, however, warned that spiraling violence will increase public pressure on government negotiators that could derail talks.

On the other hand, Taliban spokesperson Mohammad Naeem maintained the Taliban were ready for a resumption of the negotiations, stressing that a ceasefire is one of the items on the agenda, without elaborating much.

However, one of the trickiest items is a power-sharing agreement between the warring sides. There is little evidence that Kabul will be willing to share power or that the Taliban will be flexible on who would be acceptable in a transitional administration.

A former Afghan government adviser, Torek Farhadi, in this regard, said the government and the Taliban are “two warring minorities,” with the Afghan people caught in-between — “one says they represent the republic, the other says we want to end foreign occupation and corruption. But the war is (only) about power.”

ISLAMABAD: The federal government has to pay Rs5 billion for the 2,000 employees of the Pakistan International Airlines availing the Voluntary Separation Scheme.

But PIA says the scheme will save Rs2.5 billion annually since it is paying this amount to the retiring 2,000 employees for salaries and other perks and privileges.

What is PIA's proposed business plan?

PIA’s Board had sent a strategic business plan to the federal government recommending PIA reduce its workforce up to 7,500 employees, Adviser to the Prime Minister on Institutional Reforms and Austerity Dr Ishrat Hussain was quoted as saying by a report in The News.

Dr Ishrat said the ECC has already approved the VSS. The scheme was offered to PIA employees after the federal government’s approval.

"The PIA Board's plan said the national carrier has to reduce its employees up to 258 per aircraft. It also presented plans to exit from routes that are making losses,” Dr Ishrat said.

The aircraft to employees’ ratio of the national airline is far higher than any other airline, PIA spokesperson Abdullah Hafeez was quoted as saying by the publication.

Currently, PIA has around 500 employees per aircraft. The VSS will help PIA save a large amount of money annually because the airline is paying a hefty sum in salaries and other perks and privileges.

Outsourcing services is common among many top airline in the world, including passenger or cargo reservations systems, gate operations, ground handling and catering, etc.

PIA has been doing all this in-house.

The PIA spokesperson said the national carrier is under almost Rs480 billion debt and liabilities and the amount is increasing daily.

So the board has proposed two options: the PIA management will ensure operational profitability and federal government should pay off PIA's legacy loan or help in restructuring the balance-sheet because all the debts and liabilities are under a sovereign guarantee.

"The volume of the national flag carrier’s debt is so high that PIA itself cannot pay off the loan even if it starts earning profit from its operations”, the spokesperson said.

“The average revenue of PIA is around Rs150 billion out of which an amount of Rs6 billion is its operational profit.

Even if PIA starts paying its loan from its operational profits, it will take another 100 years to pay off its liabilities. This is why the board has proposed the federal government to play its role in paying off the national airlines debts,” said Hafeez.

Who made the business plan?

This business plan was made by the end of 2018. The PIA management had consulted Idris Jala - the man behind the transformation of Malaysian Airline.

Jala had recommended conducting route diagnostic labs and enhancing the ancillary revenues of the airline.

The PIA management enhanced the ancillary revenues whereas the routes in loss have also been identified.

Due to these steps, the PIA revenue was increased and operational cost decreased in 2019, the spokesperson said.

How does the VSS scheme work?

The national flag carrier has almost 14,000 employees. According to the business plan proposed by the PIA board, the number of employees was to be reduced to 7,500.

Currently 2,000 employees have applied for the VSS out of which around 1,000 employees have already been sent letters.

Similarly, almost 960 employees were dismissed on disciplinary grounds last year while 600 employees retire every year after completing their tenure.

The PIA will now have around 7,500 to 8,000 regular employees and almost 2,200 daily wagers. The reduction in employment size will help reduce the operational cost of the national airlines, the spokesperson said.

Even though Pakistan lost the second Twenty20 International by nine wickets as the Black Caps comfortably took the series 2-0 after victory in Hamilton, Mohammad Hafeez's unbeaten 99*-run performance uplifted the spirits of Pakistani fans across the globe.

Soon after the 40-year-old cricketer set a record for himself by scoring 99* runs off 57 balls, fans took to Twitter to praise the Professor's one-man show.

Aside from Hafeez's fans, many of his fellow cricketers and politicians also appreciated his contribution, including the president himself.

President Arif Alvi said it was "good batting" by Hafeez, who he said "deserved a century".

"Well played green shirts," he added.

"Sublime innings by [Muhammad Hafeez]. Seems to be in the T20 form of his life," wrote Minister for Planning Development and Special Initiatives, Asad Umar.

"Rest of the batting seemed to be struggling to time the ball. Looking rusty with lack of match practice," he added.

Actor and TV show host Fahad Mustafa wrote that Pakistan need not look for new players when it has cricketers like Mohammad Hafeez in the team.

Fellow cricketer Kamran Akmal called Hafeez "Maha Ustad" (grandmaster) for his wonderful innings.

Pakistani cricket presenter Zainab Abbas also bucked Hafeez up with an appreciative tweet.

The Pakistan Cricket Board also patted Hafeez on the back. "Well-played," wrote the board on Twitter.

Second win for Black Caps

After winning the toss, Pakistan decided to bat first but could only manage to score 164. New Zealand's Tim Southee ripped apart the Pakistani top-order and marked his return with brilliant figures of 4/21.

In response, Black Caps' poised batting line-up chased the target rather easily. Half-centuries by opener Tim Seifert and captain Kane Williamson ensured that their team not only win the match but also take the series.

Pakistan bowling seemed toothless as no bowler except for Faheem Ashraf could grab a wicket.

New Zealand had also defeated Pakistan by 5 wickets in the first T20I.

The two teams will play the last T20I on December 22 in Napier.
