Examples of Duties:

Interviews clients and/or collateral contacts to gather information, to secure medical, work history, and other income information, and to determine need and eligibility for human services. Verifies information and investigates discrepancies.

Assists clients in retaining public assistance benefits by updating information in client file and state eligibility systems. Follows policies and procedures related to eligibility determination and redetermination.

Uses information technology to determine eligibility, to record notes, and to manage records.

Conducts client assessment to identify barriers to employment, including work habits, lack of job search skills, lack of work skills and lack of supporting services, such as transportation or child care.

Develops employment and training plans for clients, which address their social, family and vocational needs, by making appropriate referrals for community and state agency services and by counseling the client to identify and address other barriers.

Documents eligibility decisions and retains copies of client information, financial, psychological, medical, vocational, and court records in order to provide accountability for the expenditure of state and federal funds by recording information in case logs and client files.

Provides clients with information about the availability of services and refers them to appropriate agencies or community programs. 


Knowledges, Skills, and Abilities:  Considerable knowledge of all agency and community programs and services which could affect the client/applicant.  Good mathematical reasoning and computational skills.  Ability to read, analyze, and interpret a variety of regulations, policies, and procedures of varying complexity.  Ability to work independently and prioritize work.  Ability to instruct and evaluate the work of lower-level employees.  Ability to train employees in new and existing rules, regulations, policies and procedures.  
 
Ability to understand the needs and problems of clients/applicants.  Ability to perform caseworker functions under and within structured time frames.

Salary will be based on the applicant's qualification status. 

Salary if qualifies as IMC I   $25,710.00 
Salary if qualifies as IMC II$28,075.00

General Statement of Duties 
Performs specialized appraisal of farms for county tax purposes. Collects pertinent data, enters the data into the CAMA system, proofs and performs final review to produce a tax listing and appraised tax value. Determines eligibility for the Present Use Valuation program, including processing applications, participating in the audit of 1/8 of properties in the program, and disqualifying ineligible properties. Provides service to the public related to farm tax appraisal. Reviews appeals of farm properties to make corrections and/or defend values. Work is performed under the general supervision of the tax administrator who may delegate supervision to a supervisor or manager. 

Essential Functions 
*Performs field visits to list, measure and assess the pertinent characteristics of farm land and improvements. Documents visit with a photograph. 
*Inputs listing information into the CAMA system, making all needed changes. Proofs work to ensure the quality of data entry. 
*Determines the tax value of farm property including dwellings, outbuildings, site improvements and land, utilizing the approved schedule of values, maintaining equalization with similar and/or neighboring properties, and recognizing a wide range of influences on value. 
*Determines eligibility for the Present Use Valuation program, receiving and reviewing applications, participating in audits of 1/8 of PUV properties, and disqualifying/billing parcels as needed. 
*Interacts with the public to provide information and answer citizen questions. Reviews farm listings and values with citizens upon request. Conducts themselves professionally with the public both in the office, in the field, on the phone and by e-mail. 
*Reviews appeals of farm property, including informal, Board of Equalization &amp;amp; Review, and Property Tax Commission cases. Visits property as needed, reviews pertinent sales and assessment data, reviews submitted information, communicates will appellant, tracks the case on approved form, makes notes regarding the case for future reference, produces material for submission to appeal boards, presents case before appeal board and answers board questions. 
*Performs related work as required. 

Essential Knowledge, Skills and Abilities

*Ability to perform light office &amp;amp; field work, including standing, walking, sitting, stair climbing, reaching, stooping, kneeling, twisting, driving, use of the phone, use of a measuring tape, occasionally lifting up to 25 lbs, and 4 hours daily exposure to temperatures from 30 to 90 degrees Fahrenheit. 



QUALIFICATIONS

Minimum Training and Experience

*One year of agriculture, horticulture or forestry related training and one year of experience in the agriculture, horticulture or forestry field; or an equivalent combination of training and experience. 

Special Requirements 
*Valid NC Driver's license with acceptable driving record.

Job Description:  This position's primary responsibility is working as an administrative assistant to Alamance County Public Libraries' Library Director, including typing, filing and preparation of information packets for Library Board members and County Commissioners. This position is responsible for preparing correspondence including business letters and memos. 
This position is responsible for the purchase of library supplies and equipment, including negotiation with vendors and maintenance of inventory. The Office Manager is responsible for preparing reports on a local, state and federal level, including State Library statistics reports, grant reporting, and budget reports.
The office manager prepares the monthly personnel attendance report, including employee and leave forms, in cooperation with the Alamance County Human Resources and Finance departments.
 This position closely monitors and reconciles all monies received by the library and prepares deposits following Alamance County Policies. This position is responsible for preparing invoices, budget transfers, and requisitions for Alamance County Public Libraries.
The office manager works closely with the library director, head of branches, and the branch managers, to serve as the contact point for equipment maintenance contracts and repair, distribution of supplies and other library needs. This position serves as the library representative on the Alamance County Safety Committee.
This position supervises the library couriers. The primary supervisory responsibilities include hiring, training, and evaluating couriers, preparing the couriers' schedules, and helping couriers prepare monthly timesheets. This position also oversees couriers' recycling duties for May Memorial Library.

Education and Experience:  The successful applicant will possess a proven dedication to providing excellent customer service. Candidates must be able to work within established policies and procedures and financial guidelines. Candidates must be flexible, detail-oriented and effective at time management.  A two-year degree and previous administrative experience is required. Previous purchasing and accounting experience is desired.

ESSENTIAL JOB DUTIES:  This position functions in the Breastfeeding Peer Counselor Program within the WIC Program (Supplemental Nutrition Program for Women, Infants and Children).  Job duties include:  counseling women on basic lactation management in a culturally appropriate way; being an advocate for breastfeeding women in the health care system, community and work places; evaluates and identifies breastfeeding issues that may require referral and continuous follow-up; refers WIC breastfeeding mothers to the Lactation Consultant and/or physician when the problems presented are beyond the Peer Counselor's scope of breastfeeding knowledge and skills; assists Lactation Consultant with the counseling of WIC clients by telephone or in-person visits to hospital, clinic or home; assisting a breastfeeding specialist in teaching classes on breastfeeding; visiting women in the hospital and at home within specified time frame; leading breastfeeding support group meetings; collect documentation records and data as appropriate; maintain updated files; routinely report on the program to supervisor; work with other peer counselor supervisors (if available) to assess for ongoing improvements to the program that may be needed; assist in the issuance of breast pumps and supplies for BFPC program participants.  Be enthusiastic about breastfeeding, possess effective listening, counseling and communication skills.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:  Working knowledge of sanitation and personal hygiene; basic knowledge of the social, economic, and environmental conditions of clients to be served; ability to establish rapport and relate to population served and a variety of multi-disciplinary services (nurses, doctors, social workers); ability to follow written and verbal instructions; ability to record basic data; ability to perform required physical tasks; ability to learn basic lab techniques such as urinalysis, hemoglobin, hematocrit.

ESSENTIAL PHYSICAL ABILITIES: Medium type work (exerting up to 50 lbs. of force) with physical abilities that include: climbing, kneeling, crouching, reaching, standing (for sustained periods of time), walking, pushing, pulling, lifting, fingering, grasping, feeling, talking and hearing.  Subject to repetitive motion of the wrist, hands, or fingers.  Require close visual acuity for job duties such as transcription, extensive reading, operating computer terminal and measurement devices; and ability to work outside and inside extreme environmental conditions.  May be exposed to blood or body fluids in performance of job duties.


QUALIFICATIONS

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:  Completion of high school or equivalent.  Demonstrated possession of knowledge, skills, and abilities as stated above through at least one year of experience in performing similar tasks in a hospital, clinic, nursing home, medical corps, or other medical treatment program.

NECESSARY SPECIAL QUALIFICATIONS:  Valid N.C. driver's license and have access to a personal vehicle. Has breastfed or is currently a breastfeeding mother.  Currently enrolled in the WIC program or have been enrolled in the past.

PREFERRED QUALIFICATIONS:  Ability to communicate (written and oral) fluently in English and Spanish.
