The purpose of our community is to support Albanians living in&lt;/span&gt;&lt;span class="apple-converted-space"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style="color:black;"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt;Ireland&lt;/span&gt;&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span class="apple-converted-space"&gt;&lt;span style="color:black;"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="color:black;"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt;&amp;amp; to ensure our culture and traditions stay alive. It is a voluntary, non-profit, locally-run, locally-founded community which is open and welcoming to all new members. &lt;br /&gt;We exist to promote all aspects of Albanian life in&lt;/span&gt;&lt;span class="apple-converted-space"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style="color:black;"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt;Ireland&lt;/span&gt;&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="color:black;"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt;, including recreational activities, cultural and traditional events. We also want to ensure our language stays alive and are very involved in local education opportunities.&lt;/span&gt;&lt;span class="apple-converted-space"&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span" style="font-size: medium;"&gt;

The raid resulted in the arrest of two Albanian men who were working in Britain without permission and were illegal immigrants.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The UKBA claimed the men, aged 20 and 23, and were arrested based on local intelligence. I fled the Albanian regime in 1993 for a better life," Enver said. "I arrived aboard a dinghy" with human smugglers.&lt;br /&gt;&lt;br /&gt;"At first it was really hard," he said. It's time for the UK government to end this practice.&lt;br /&gt;&lt;br /&gt;"These figures show nearly 200 children a year are being held for more than four weeks.&lt;br /&gt;&lt;br /&gt;"Regardless of what provision is made for children in these centres, that they are being held behind bars is unacceptable.&lt;br /&gt;&lt;br /&gt;"I will be pursuing this issue with the UK government. Children's welfare is not well served by the UK's actions and regardless of their parents' immigration status children should not have to pay this price."&lt;br /&gt;&lt;br /&gt;'Duty of care'&lt;br /&gt;&lt;br /&gt;He accused the government of "detaining the equivalent of a high school every year across the UK".&lt;br /&gt;&lt;br /&gt;Mr Wishart also claimed it was the first time statistics on the number of children held in such centres had been released.&lt;br /&gt;&lt;br /&gt;Mr Woolas said in his letter that "the welfare of children is an issue which I take very seriously".&lt;br /&gt;&lt;br /&gt;He added: "The UK Border Agency is introducing the duty of care to children through the Borders, Citizenship and Immigration Bill.&lt;br /&gt;&lt;br /&gt;"In addition a programme to improve statistics on people held in detention is under way. This will result in more statistics published, subject to data quality, in 2009. The programme of work will give a particular focus to detained children." Përjashtim tjetër nga ligji për heqjen e shtetësisë Britanike janë të gjithë ata persona që kanë mbushur 14 vjeç që nga dita që kanë ardhur në Britani. Edhe në këtë rast pavarësisht mashtrimit nuk u hiqet shtetësia. Dua të theksoj se pavaresisht se prindërve mund tu hiqet shtetësia, fëmijët e tyre nuk kane bërë asnjë lloj krimi dhe ngaqë kanë qenë nën moshën 18 vjeç në kohën kur i kanë marre ILR, asnjë vendim nuk do të merret për heqjen e shtetësisë. Nuk ka rëndësi nëse personi që ka m a s h t r u a r është beqar apo i martuar, ligji është i barabartë për të gjithë”. &lt;br /&gt;&lt;br /&gt;Sikurse “The Albania” njoftonte numrin e shkuar certifikatat familjare po i shërbejnë Home Office si provë në heqjen e nënshtetësisë pasi certifikata është një dokument zyrtar lëshuar nga autoritetet shqiptare” Rreth këtij fakti Hasani thotë se heqja e shtetësisë mund të aplikohet vetëm në ato raste kur Home Office ka siguruar prova të sigurta, se personi në fjalë ka mashtruar me nacionalitetin e tij, kur ka aplikuar për shtetësinë Britanike. P r o v ë bindëse është certifikata e lindjes që mund të jetë dorëzuar në Ambasadën Britanike në Tiranë. Përndryshe i takon Home Office për të vërtetuar se një person ka praktikuar mashtrim në marrjen e shtetësisë Britanike. &lt;br /&gt;&lt;br /&gt;“Si avokat është e vështirë për mua dhe jashtë etikës profesionale që t’i këshilloj se si të fshihen ata që kanë mashtruar kur kanë marrë shtetësinë Britanike. Ky është një vendim personal për ata persona që e kanë bërë një veprim të tillë. Unë nuk e di se kush ka mashtruar e kush nuk ka mashtruar për vendin e lindjes kur kanë marrë shtetësinë Britanike. Është detyre e Home Office për të provuar një gjë të tillë. Unë si avokat do të përdor çdo hapësirë që më lejon ligji për të mbrojtur personat që Home Office ka marrë vendim për t’ju hequr shtetësinë. Ky ishte rekomandimi qe dha pasditen e djeshme kryeministri Berisha, ne pergjigje te debateve per tekstin e se Shqiperise se klases se 12-te. Teksa eshte shprehur se per shkak te vizites ne SHBA, kryeministri deklaroi se Ministria e Arsimit do te rishikonte tekstin e shumedebatuar. Referuar debateve per kete ceshtje, Berisha theksoi se historia e nje vendi nuk mund te shkruhej bardh e zi dhe per kete arsye, ndonese problemeve qe pati qeverisja socialiste deri ne 2005, nuk duhej mohuar fakti se gjate kesaj qeverisja u bene shume hapa per integrimin.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;"Nuk e kam lexuar, por nga ato qe kam ndjekur nga mediat, ajo ka paraqitur regjimin kleptokratik qe ne e permbysem ne 2005, teresisht ne klishene e vjeter. Por eshte e papranueshme qe te mohohet fakti se negociatat per MSA-ne, u hapen ne vitin 2002, gjate qeverisjes socialiste. Nuk mund te mohosh Karten e Adriatikut 3, pasi ne histori nuk ecet bardh e z", deklaroi kryeministri. Sipas tij, ministria e Arsimit do ta shqyrtoje ceshtjen, pavaresisht nga notat politizuese qe jane shprehje edhe keto te nje primitivizmi. "Ministria e Arsimit do ta shqyrtoje ceshtjen, sepse nuk mund te them pavaresisht nga notat politizuese, qe jane shprehje edhe keto te nje primitivizmi, ose te nje stadi te prapambetur, nuk ka vend per ndryshime. Sepse, akoma sot pas 20 vitesh ne mendjet e ketyre njerezve funksionon mendja e Enver Hoxhes, pasi edhe diellin, edhe henen, edhe shiun e termetin edhe cdo gje e lidhin me 1-shin. Keta harrojne qe jane ne demokraci. &lt;br /&gt;&lt;br /&gt;Nuk jane cliruar akoma. Une do te punoj qe te clirohen , por ky eshte nje proces. Sidoqofte qendrimi im eshte i prere, qe historia do te rishqyrtohet dhe do te rishkruhet", deklaroi Berisha. Por per Berishes, ishte absurde qe historia e Shqiperise te korrigjohej nga "cunat e bllokut", duke nenkuptuar ketu kryetarin e Partise Socialiste, Edi Rama. "Ne kurre nuk mund t'i paraqesim shqiptareve nje histori tjeter, pervecse ate me te verteta. &lt;br /&gt;&lt;br /&gt;Te mendosh se cunat e bllokut, cuni i Kristaqit dhe Xhelilit do te mbrojne historine, mjere historia pastaj ku mbeti", ironizoi Berisha. Ne menyre te prere kryeministri theksoi se si nuk punonte per historine, por per nje te ardhme sa me te mire te vendit. Gjate konferences se tij per shtyp, kryeministri Berisha foli edhe viziten e tij ne Nju J ork, duke theksuar se ne qender te saj ishte lobimi per pavaresine e Kosoves, integrimi i Shqiperise dhe thithja e investimeve te huaja. The poll was sponsored by Albanian Minerals based in New York.  It was conducted for three weeks in September by our pollster, and 1000 students from each country participated.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;In the Balkans there is a saying that "after a bitter winter spring will come and beautiful flowers will bloom."  The flowers in this case are students from the Balkan region. Students are the news that the dark past of the Balkans is over and that peace and prosperity will begin. &lt;br /&gt; &lt;br /&gt;In Serbia 90% of students polled stated that "war shall never be the choice of the Serbian people with its neighbors and war should only be used as a last resource." 95% support Serbia to become a part of EU and they strongly believe that if all Balkan nations became part of the EU problems of ethnic division would disappear.  They also believe that the economy would flourish in the Balkans.&lt;br /&gt; &lt;br /&gt;In Albania 97% of students support a peaceful solution in the matters of Kosovo, Montenegro and Macedonia. 100% support Albania joining the EU. &lt;br /&gt; &lt;br /&gt;In Bosnia and Herzegovina, 85% support a peaceful solution with Serbians in any dispute over land and other problems.  93% support their country to become a member of the EU.&lt;br /&gt; &lt;br /&gt;In Kosovo, 95% of students are against the war with Serbia and prefer peace instead.  99% support Kosovo to become an EU member. 100% support Kosovo independence.&lt;br /&gt; &lt;br /&gt;In Macedonia, the poll showed 100% support peace among ethnic groups and 100% support their country to become a member of the EU.&lt;br /&gt; &lt;br /&gt;Overwhelmingly, the new generation is looking for better days for the whole region.The students greatest wish is peace in their countries, improvement of economy and opportunities and one day, for the whole Balkan region to be part of the EU family.  It's time for Europe to harvest this amazing will and act fast to have all the Balkan countries in the EU. Mund te hartojme projektligje qe tani u themi drafte e pastaj t’i miratojme dhe t’i quajme ligje, por perpara Brukselit do te jemi po ata problematike.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Pas nje bombardimi mediatik te pakten gjashtemujor nga ana e qeverise sone dhe pas nje ndjesie shprese te pergjithshme ne mes tone, se dita e bekuar me ne fund erdhi, Brukseli na e beri me hile. Europa nuk i liberalizoi vizat per shqiptaret, duke i bere sevap vetem Serbise, Malit te Zi dhe Maqedonise. Sigurisht, zhgenjimi yne merr me vete nje lloj ngushellimi qe e sjell bindja se se shpejti kjo dite do te vije; ne mos pas nje viti, pas dy vjetesh. Dhe kur vjen puna per te pritur per viza, e kemi treguar se kemi nje durim derri. Por zhgenjimi mbetet po ai, dhe keto dite frustrimi eshte projektuar ne dy drejtime: Zhgenjim ndaj garancise qe ka dhene vazhdimisht qeveria shqiptare, dhe nga ana tjeter ndaj “hiles” qe na beri Bashkimi Europian. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Duke u vene ne nje gare krahasimore me komshinjte fatlume, si ballkanas xheloze qe jemi, nuk eshte se nuk te krijohet pershtypja e padrejtesise. E kujt i dhane te drejten te levize pa vize neper Europe? Serbeve, ketyre shkaktareve te pergjakjes 10 vjecare te Ballkanit, ketij shteti qe edhe me paterica dhe i fashuar gjithkund, i bie gajdes se nacionalizmit te semure nderkohe qe plaget ekonomike dhe sociale i kullojne parreshtur. Malit te Zi, qe deri pak vite me pare ne vend te parajses se turizmit, media, politikane dhe prokurore europiane e portretizonin si parajsen e trafiqeve qe komandoheshin nga vete shtetaret kryesore; Maqedonise, ketij shteti qe mezi doli gjalle nga lufta e tete viteve te shkuar dhe qe sipas shume analisteve e politologeve, ende nuk i ka kaluar rreziku i shperberjes.&lt;br /&gt;&lt;br /&gt;Perballe tyre eshte Shqiperia qe ka bere nje mal me reforma, qe u anetaresua ne NATO, qe nese dikur “konsumonte siguri”, tani “eksporton stabilitet”, qe pati rritje aq te qendrueshme ekonomike saqe nxorri jashte loje edhe FMN-ne dhe qe pajisi shtetasit e vet me karta identiteti. Por ja qe edhe sipas arsyetimit zyrtar te BE-se, kjo puna jone nuk eshte edhe aq e koklavitur. Ju or zoterinj, thote Brukseli, keni mangesi ne luften kunder krimit te organizuar dhe korrupsionit, procedurat e leshimit te pasaportave i keni problematike, po ashtu dhe menaxhimin e kufijve dhe emigracionit. Pak me shqip, do te thote se pasaporta mund te jete biometrike dhe elektronike, por nje kriminel mund te marre dy a me shume te tilla; ne kufijte tane hyne e dalin derri e dosa (me perjashtim te virusit), dhe po t’ua liberalizojme vizat, kete paaftesi tuajen do ua beni peshqesh vendeve te BE-se.&lt;br /&gt;&lt;br /&gt;Dhe keshtu, ne jemi ne te njejten kategori dhe rradhe pritjeje me Bosnje-Hercegovinen. Vertet jemi kaq keq ne luften kunder krimit dhe trafiqeve? Vertet kushdo qe kerkohet nga ligji mund ta bleje nje pasaporte te paster dhe te shkoje kur t’i teket, pa i thene njeri plac? Ky lajmi i mos-liberalizimit qe erdhi kete mesjave, u parapri nga plot lajme te tjera, sigurisht te mbizoteruara nga zgjedhjet dhe politika. Mes tyre, ra ne sy nje vendim i Gjykates se Larte, i paarsyetuar, per lirimin e nje personi te akuzuar per trafikimin e sasise me te madhe te heroines se kapur ndonjehere ne vend, plot 40 kilograme. Prokurorise se Krimeve te Renda i mbeten ne dore filmimet, fotografite dhe provat e tjera, e shokuar nga ky vendim. Edhe ne shume raste te tjera, organit te akuzes i kane mbetur neper rafte muaj e vite te tera hetimesh pas vendimeve “heroike” te kesaj natyre.&lt;br /&gt;&lt;br /&gt;E pra, ne mund te ndertojme rruge, tec-e dhe hec-e sa te duam. Mund te hartojme projektligje qe tani u themi drafte e pastaj t’i miratojme dhe t’i quajme ligje, por perpara Brukselit do te jemi po ata problematike. Edhe atehere kur me nje vendim me shume politik sesa institucional, BE-ja te na i liberalizoje vizat, jam i bindur se pasaporta e shqiptarit do te keqyret me me skrupulozitet dhe mosbesim neper pikat kufitare, sesa ajo e malazezit, serbit dhe maqedonasit. Dhe per kete do te kontribuojne edhe raste si ky i fundit, kur Gjykata e Larte u kap me heroine. Sipas mediave italiane mësohet se ngjarja ka ndodhur në orët e para të mëngjesit të djeshëm, në një lokal natë në provincën e Padovas, në veri të Italisë dhe dy emigrantët shqiptarë që janë arrestuar si autorë të ngjarjes, kanë qenë të gjendje të dehur.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Ngjarja është denoncuar në polici nga banakierja e një lokali, e cila ka qenë e para që është dhunuar nga dy shqiptarët. Autorët e ngjarjes janë Viktor Kodraj, 22 vjeç dhe Rudolf Toma, 28 vjeç. Ata kanë qenë në gjendje të dehur, kur banakierja u ka kërkuar paratë e pijeve që kishin konsumuar dhe ata e kanë goditur me grushte. Më pas ajo ka mundur të lajmërojë policinë. Patrulla e parë që ka mbërritur në afërsi të lokalit është përballur me dhunën e dy emigrantëve shqiptarë. Dy policët janë rrahur keq dhe kanë kërkuar përforcime, duke përfunduar vetë në spital. Por edhe patrulla e dytë ka pasur të njëjtin fat, me ndryshimin e vetëm, se pavarësisht se janë rrahur nga dy shqiptarët, ata kanë arritur t’i prangosin. &lt;br /&gt;&lt;br /&gt;Në spitalin e Padovas janë shtruar tashmë 5 persona, 4 policët dhe banakierja. Sipas mediave italiane mësohet se dy policë dhe gruaja janë në gjendje të rëndë dhe mjekët u kanë rekomanduar që të qëndrojnë për 10 ditë në spital. Ndërsa dy karabinierët e tjerë kanë plagë më të lehta dhe mund ta lënë spitalin në ditët në vazhdim. Kjo u bë e ditur dje në Nju Jork gjatë një takimi mes zv.kryeministrit dhe Ministrit të Jashtëm, Ilir Meta, me homologun e tij italian, Franko Fratini. Meta, i cili ndodhet në Nju Jork për të marrë pjesë në punimet e Sesionit të 64-t të Asamblesë së Përgjithshme të Kombeve të Bashkuara, zhvilloi takime të veçanta me homologët e tij të Italisë, Holandës, Hungarisë, Australisë, Salvadorit, Ukrainës, Malit të Zi, Bahreinit, etj.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Në këto takime kreu i diplomacisë shqiptare vlerësoi marrëdhëniet me këto vende, teksa u kërkoi homologëve të tij mbështetje për aplikimin e Shqipërisë për statusin e kandidatit për anëtar të Bashkimit Evropian, si dhe për përfshirjen e Shqipërisë në procesin e liberalizimit të vizave të BE-së me vendet e rajonit. “Gjatë takimeve me ministrin italian, Franko Fratini, atë hungarez Peter Balazh dhe atë holandez Maxime Verhagen, u diskutuan çështje që lidhen me integrimin evropian të vendit, procesin e liberalizimit të vizave si dhe me intensifikimin e marrëdhënieve dypalëshe. &lt;br /&gt;&lt;br /&gt;Ministri italian Fratini u shpreh optimist për marrjen, brenda këtij viti, të vendimeve të rëndësishme e pozitive të BE-së, lidhur me Shqipërinë; Ministri i Jashtëm hungarez, Peter Balazh, ofroi ndihmën e vendit të tij në arritjen e kritereve të udhërrëfyesit për liberalizimin e vizave, duke ofruar asistencë në fushën e menaxhimit të kufirit, ku vendi i tij ka eksperiencë të pasur”, thuhet në njoftimin për shtyp të Ministrisë së Jashtme. &lt;br /&gt;&lt;br /&gt;Këshilli i Bashkimit Evropian pritet t’i rekomandojë Komisionit pas pak javësh të përgatisë opinionin për aplikimin e Shqipërisë, ndërkohë që një në fund të vitit mund të merret vendimi lidhur me heqjen e vizave edhe për vendin tonë dhe Bosnjën. Zv.kryeministri dhe Ministri i Jashtëm, Meta, u takua gjithashtu edhe me homologun e tij të Bahreinit, Ukrainës e Salvadorit, me të cilët bisedoi mbi zhvillimet në Kosovë dhe zgjerimin e marrëdhënieve dypalëshe. &lt;br /&gt;&lt;br /&gt;Meta e falenderoi ministrin e Bahreinit për njohjen nga vendi i tij të shtetit të Kosovës, si dhe për depozitimin e qëndrimit të tyre në favor të pavarësisë, pranë Gjykatës Ndërkombëtare të Drejtësisë. “Ndërsa në takimet me Ministrat e Jashtëm të Ukrainës e Salvadorit, Meta midis të tjerash kërkoi njohjen nga vendet e tyre të shtetit të ri të Kosovës, si një realitet të pakthyeshëm dhe si një kontribut në favor të paqes e stabilitetit në rajon e më gjerë”, thuhet më tej në njoftimin për shtyp. Ambasadorja e Britanisë së Madhe, Fiona Mcllwham, në një takim të zhvilluar në qytetin e Vlorës, duke u përgjigjur në lidhje me procesin e anëtarësimit të Shqipërisë në BE, kërkon plotësimin e kushteve për të përfituar edhe nga procesi i liberalizmit të vizave.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Në leksionin e saj përfaqësuesja britanike në Shqipëri ka prekur gjithashtu edhe zhvillimet politike në Shqipëri. Referuar qeverisë Berisha-Meta, diplomatja britanike tha se “deklarimet e tyre mbi liberalizimin e vizave e kushteve të tjera për anëtarësimin në BE janë pozitive, por e rëndësishme është rikthimi i tyre në veprime të vërteta dhe janë të gjitha gjasat që ata ta bëjnë një gjë të tillë. &lt;br /&gt;&lt;br /&gt;Të gjitha palët janë të angazhuar, por hedhja në veprim është shumë më e vështirë se fjalët”. Në lidhje me zgjedhjet, britanikja tha se BE priti raportin e OSBE dhe ODIHR, si do i shikonin ata këto zgjedhje. “Zgjedhjet u monitoruan dhe OSBE bëri një deklarim për këtë. Ato treguan se ka ende për t’u përmirësuar dhe nuk arritën të përmirësonin standardet, por ODIHR ka dhënë rekomandime, të cilave Shqipëria dhe unë e shikoj këtë gjë shumë pozitive”, tha ajo. Gjithsesi ambasadorja britanike nuk dha afate në lidhje me këtë anëtarësim, por kujtoi se do të shihet zbatimi i ligjit, ekonomia e elemente të tjera dhe kjo varet nga qëndrimi i Shqipërisë. &lt;br /&gt;&lt;br /&gt;Duke ju përgjigjur interesimit për mediat në lidhje me integrimin e Shqipërisë, përfaqësuesja britanike tha se ky është një proces që kërkon kohë dhe kërkon angazhimin jo vetëm të klasës politike. Ajo theksoi angazhimin e Mbretërisë së Bashkuar për zgjerimin e mëtejshëm të Bashkimit Evropian, bazuar në kushte të forta. “Kushtet ekzistojnë dhe janë themelore për besueshmërinë dhe ritmin e procesit të zgjerimit. Dhe në klimën aktuale ekonomike dhe politike, dëshira për t’i ulur këto standarde, pavarësisht sa të fortë janë argumentet gjeo-politike, është e vogël”, tha Mcllwham. &lt;br /&gt;&lt;br /&gt;Ambasadorja theksoi mbështetjen e Mbretërisë së Bashkuar, nëpërmjet investimeve në projekte, programe dhe njerëz në rajon, ndaj reformave që do t’i afrojnë vendet më shumë te standardet e BE-së. We get a 'so-so' rating for our mammography rates.&lt;br /&gt;&lt;br /&gt;Ireland also receives a poor score in terms of having a healthcare provider catalogue with quality rankings. We also score poorly in terms of e-health.&lt;br /&gt;&lt;br /&gt;The statistical report, compiled by the Health Consumer Powerhouse group, rates Ireland 10th of 33 countries in terms of healthcare spend per capita but only 24th in terms of the "bang for buck" from healthcare expenditure.&lt;br /&gt;&lt;br /&gt;It says the creation of the HSE in 2005 was "obviously a much-needed reform".&lt;br /&gt;&lt;br /&gt;Commenting on the results, HSE CEO Prof Brendan Drumm said this year's ranking for our health services shows that the HSE's modernisation plan is working. More than 400 guests are expected for this annual celebration fundraiser.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The night will begin with a drinks reception at 7.30pm. Dinner will follow and music for the night will be by the “Legends of Swing”. Ticket prices this year are reduced to €100.&lt;br /&gt;&lt;br /&gt;“We look forward to meeting many old and new friends at this event which is our most important fundraiser of the year,” says a spokesperson for Irish Friends of Albania. “Funds are raised to support the visit of surgical teams to Albania.”&lt;br /&gt;&lt;br /&gt;The organisation is sending two volunteer surgical teams to work in Albania on October 16. A team of seven under the direction of Mr Alan Hussey and Mr Padraic Regan will work with the staff of the plastic surgery unit to perform microsurgery. This is the first time that this type of surgery is to be performed in Albania.&lt;br /&gt;&lt;br /&gt;A team of eight led by Mr Paddy McCann and Mr Jack McCann will work with local staff in the maxillofacial surgery department. This team will operate on patients who need jaw reconstruction, bone grafting and cleft palate repair.&lt;br /&gt;&lt;br /&gt;“There are many patients in Albania who badly need these difficult operations. Their applications for a new permit are dealt with in accordance with new procedures that took effect on 1 July 2009, which include a requirement that the job has been advertised with FÁS for 8 weeks.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The changes announced today, agreed in consultation with the Tánaiste and Minister for Enterprise, Trade and Employment, Ms. Mary Coughlan TD, will increase the 3 month "breathing space" for any worker who has held an employment permit for less than 5 years to 6 months. Commenting on the background to these changes, Minister Ahern said "The Government is determined to do all in its power to tackle the rise in numbers of people finding themselves without work or with reduced working time as a result of the global recession. Our approach in tackling the issue is multi-layered and centres on protecting employment across the economy, re-training those without work and assisting job seekers who are looking for work."  &lt;br /&gt;&lt;br /&gt;Those who have held a permit for more than 5 years and have been working lawfully during that time will be given an immigration permission that permits them to reside in Ireland and to work without the need for an employment permit. This will apply both to those made redundant after 5 years working on a permit and to those still in employment. In either case the holder of the permit will be free to seek other employment without having to apply for a new employment permit. These permissions will run for one year initially and be capable of renewal. It is not an unconditional permit and the holders are expected to work and to support themselves and any dependents. If  made redundant they must seek new employment.&lt;br /&gt;&lt;br /&gt;Noting that among the groups who are particularly vulnerable as a result of short-time working and redundancy are foreign nationals, Minister Ahern continued: "Now that we are in more difficult economic times, we cannot simply discard law abiding migrant workers, who have been living and working legally in Ireland for several years, when they become redundant. They have made a contribution to Ireland's economy and society and we need to give them some breathing space to get back to work. The changes we are making today reflect this approach. At the same time this cannot be open-ended. People who were permitted to come to Ireland on the basis of their employment need to be working."&lt;br /&gt;&lt;br /&gt;The additional concession for those who have worked for 5 years is acknowledgement of the fact that persons in this category would be eligible to apply for long term residence or in some cases citizenship by naturalisation. Some may have pending applications and it is envisaged that the new arrangements would allow time for their applications to be considered, assuming that they remain law abiding and, if made redundant, are actively seeking to find new employment.    &lt;br /&gt;&lt;br /&gt;The Minister concluded: "The Tánaiste had written to me expressing particular concern for those redundant workers who had been working here long enough to be eligible for long term residence or citizenship and whose applications were still in the queue. Some transitional measures are set out for those already in the system. Examination of the current provisions regarding access of students to the labour market is to be the subject of a separate review.&lt;br /&gt;&lt;br /&gt;Announcing the Review, Minister Ahern said: "We need a take a fresh look at how we are dealing with non-EEA students. International education is a vital industry with significant growth potential and we will only achieve that potential by having a visibly strong regulatory environment. The vast majority of our service providers offer a quality product and it is everyone's interest to root out those who do not or who engage in abuses of the system. From an immigration perspective we also have to be satisfied that people coming to Ireland do so for a genuine purpose and comply with any conditions applicable to their stay."&lt;br /&gt;&lt;br /&gt;The student immigration review forms part of a comprehensive overhaul by Government of the international education system in Ireland, combining regulatory and organisational reform, a more co-ordinated approach to marketing and development and better alignment with Ireland’s approach to immigration generally. In this context, the Government recently approved a series of proposals from the Minister for Education and Science for the regulation, development and marketing of the international education sector.&lt;br /&gt;&lt;br /&gt;The new proposals envisage that students should, with limited exceptions, spend no more than 5 years in Ireland as a student overall with a limit of two years in further education or English language courses. It had become apparent that a significant number of language students in particular were enrolling year after year as a means of remaining in the State and working. Overall the review places an increased emphasis on progression through the system.&lt;br /&gt;&lt;br /&gt;Minister Ahern continued: "We have to look at students as more than consumers of an educational product. People coming to Ireland to do advanced degrees are potential entrepreneurs, high skills employees or scientific researchers and we should be looking at how they can progress within the immigration system after their graduation. I am open to proposals on this during the consultation period."&lt;br /&gt;&lt;br /&gt;The Department of Justice Equality and Law Reform is working closely with the Department of Education and Science in developing a whole of Government approach. Two new groups will be set up. An interdepartmental committee on student immigration will develop the student immigration regime and will review submissions received during the consultation phase. This would work in tandem with a new high level group to be established by the Minister for Education and Science to look at developing and marketing the industry and issues of quality assurance.&lt;br /&gt;&lt;br /&gt;In conclusion, the Minister stressed that the proposals outlined in the review will be the subject of further consultation and he invited all relevant stakeholders to take the opportunity to make submissions on the draft proposals and on student immigration issues more generally. These submissions will be considered further in the context of an Interdepartmental Group which will then bring forward final proposals to the Government on the issues outlined in the review.&lt;br /&gt;&lt;br /&gt;Submissions on the draft proposals, which are available on www.justice.ie, should be made via e-mail to studentpolicyproposals@justice.ie or by post to&lt;br /&gt;&lt;br /&gt;Student Immigration Review Group&lt;br /&gt;Immigration and Citizenship Policy&lt;br /&gt;Irish Naturalisation and Immigration Service (INIS)&lt;br /&gt;13/14 Burgh Quay&lt;br /&gt;Dublin 2&lt;br /&gt;&lt;br /&gt;The final date for receipt of submissions is Friday 9 October 2009.&lt;br /&gt;&lt;br /&gt;1 September 2009&lt;br /&gt;&lt;br /&gt;Note to Editors&lt;br /&gt;&lt;br /&gt;This review is limited to non-EEA students. Those coming from the EU (for example the summer language students), constituting the large majority of overseas students,  are not affected as they enjoy rights of free movement and essentially no immigration issues arise. Within the non EEA group, the concentration is on full-time students (generally those coming for more than 3 months) in Higher Education, Further Education and English Language courses.   &lt;br /&gt;&lt;br /&gt;Department of Education and Science&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The review should be seen in tandem with initiatives being taken by the Minister for Education and Science in the regulation, development and marketing of the international education sector and the two Departments will continue to work closely together.        &lt;br /&gt;&lt;br /&gt;Public Consultation Process&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The Minister is now opening the proposals in the document for a period of public consultation. This period will run until Friday 9 October 2009. Contributions are encouraged from any person or body with an interest in the issue. It is expected that representative bodies for educational institutions and student bodies, along with individual colleges and students, would make contributions. Special additional arrangements will be made for consultation with the Social Partners. &lt;br /&gt;&lt;br /&gt;Key Recommendations&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The review outlines 20 key proposals in this area of which the following are the most significant.    &lt;br /&gt;&lt;br /&gt;• Creation of a two tier system for students (Tier 1 reserved for degree level and above and the English language and further education sectors in Tier 2. &lt;br /&gt;• Capping the length of time a student can spend in Tier 2 to two years and the overall time present in the state as a student to 5 years overall (with exceptions for those at Masters and PHD level or on long term courses such as medicine).&lt;br /&gt;• A quality mark should be established with courses not achieving a quality standard no longer recognised for immigration purposes. (Development of the Quality Mark was announced in recent days by the Minister for Education and Science)&lt;br /&gt;• Increased focus on inspection&lt;br /&gt;• Consideration should be given to developing a licensing system for providers of education to overseas students.  &lt;br /&gt;• Further restrictions on the placement of non-EEA children in Irish Schools that are in receipt of State funding. The possibility of a levy that would recoup the full economic cost to be considered. &lt;br /&gt;• Continued restriction on family reunification for students with some exceptions&lt;br /&gt;• Provision for internship or work placement as part of an educational course&lt;br /&gt;• Consideration of a visa requirement for all students staying beyond 3 months with certain possible exceptions on the basis of traditional two-way migration patterns or proven low risk     &lt;br /&gt;• An interdepartmental group chaired by the Department of Justice Equality and Law Reform to co-ordinate policy development in relation to student immigration. (This group will work in tandem with a new high level group proposed by the Minister for Education and Science aimed at developing Ireland's International Education Sector).    &lt;br /&gt;&lt;br /&gt;In addition the review outlines some transitional measures for existing non - EEA students.     &lt;br /&gt;&lt;br /&gt;Student Work Concession&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Full time non-EEA students pursuing a course on the Internationalisation Register are permitted to work 20 hours per week during term time and 40 hours per week outside that. There are no immediate plans to change this. However, it is proposed that, in the interests of general consistency and in the context of the current economic climate,  the concession should be the subject of further analysis. Consideration of the work concession is a separate exercise from the review of the student immigration regime generally and will be carried out over a considerably longer timeframe. It will also have regard to the impact of the other measures proposed in the review document.     Examination of the work concession will be conducted by the Interdepartmental Group on Student Immigration that the Minister has established. Ultimately any decision on this issue would be a matter for Government. The Government's intention to introduce a scheme for this category of migrants had been signalled in the "Towards 2016, Review and Transitional Agreement 2008-2009".&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The full details of the Scheme will be announced shortly by the Department and it is expected that the Scheme will open for applications from 1st October 2009 up to the end of the year.  &lt;br /&gt;&lt;br /&gt;The main purpose of the Scheme, which is on an ex gratia basis, is to provide a facility whereby undocumented non-EEA nationals, who can show that their undocumented status is through no fault of their own, can obtain a temporary immigration permission of 4 months within which to seek legitimate employment, or if they are already employed, within which to obtain an employment permit from the Department of Enterprise Trade and Employment.&lt;br /&gt;&lt;br /&gt;The scheme is not in any sense a regularisation. Each case is assessed on its merits and the temporary permission (which has been referred to by some as a "bridging visa") is only given where the applicant can satisfy the authorities as to the merits of their application. The scheme does not apply to any other categories of undocumented migrant (e.g. those who entered the State illegally or overstayed their visa).     &lt;br /&gt;&lt;br /&gt;Announcing the Scheme, Minister Ahern said; "It is very important that foreign nationals who are in Ireland and working here do so legally at all times. However, I am aware that there will be a small minority of cases where it is clear from the evidence that the reason for the individual becoming undocumented is not the fault of the migrant but of the employer. Where migrant workers have not been treated fairly by their employer and this has been the cause of their undocumented status it is appropriate that we give them the chance to put things right".    &lt;br /&gt;&lt;br /&gt;The scheme will not be retrospective (i.e. it will not confer legitimacy on past periods of illegal presence or work). It will not apply to persons made redundant because of the economic downturn or whose contract of employment has otherwise come to a natural end. The Minister recently announced separate arrangements to deal with redundancy of migrant workers.&lt;br /&gt;&lt;br /&gt;14 September 2009&lt;br /&gt;&lt;br /&gt;Note for Editors&lt;br /&gt;&lt;br /&gt;Brief Outline of the Scheme&lt;br /&gt;&lt;br /&gt;Applications will be made on a special form that will be available from the website of the Irish Naturalisation and Immigration Service (www.inis.gov.ie). Each case will be considered on its own merits and applicants will be expected to demonstrate that they previously had permission both to reside and work in the State and that, on the balance of the evidence available, their subsequent illegal presence was not their fault but was due to the action or inaction of their employer. &lt;br /&gt;&lt;br /&gt;Among the factors that may be taken into account in arriving at a decision are:-&lt;br /&gt;&lt;br /&gt;· The circumstances in which the foreign national’s work permit was not renewed&lt;br /&gt;· The periods for which the foreign national has been in the State legally and illegally.&lt;br /&gt;· Whether the foreign national left the country during the period of illegality and subsequently returned.&lt;br /&gt;· The speed with which the foreign national reported his/her situation to the authorities either directly or through an intermediary.&lt;br /&gt;· Any criminal conduct by the foreign national while resident in Ireland.&lt;br /&gt;· The applicant's prospect of gaining suitable employment during their temporary period of permission to remain.&lt;br /&gt;· The extent to which the applicant is able to demonstrate that they have not been an unreasonable burden on the State's resources during their period of illegal residence.&lt;br /&gt;&lt;br /&gt;Successful applicants will be granted a temporary period of residence of four months within which to reapply for an employment permit. Ne kete enciklopedi shkruhet se "prejardhja e shqiptareve te Maqedonise eshte nga Veriu i Shqiperise, fisi i gegeve dhe vendosja e tyre fillimisht ishe neper qytetet si Tetove e Gostivar, te cilet me ndihmen e bandave te kacakeve terrorizuan popullsine maqedonase duke i detyruar te shperngulen, per rrjedhoje vatrat maqedonase dhe fshatrat e tyre u populluan me shqiptare. Derisa disa mohojne se kane gisht ne kete skenare te turpshem per shqiptaret, nje pjese e tyre pohon se ka marre pergjegjesi dhe honorare per punen e bere, raportoi dje agjencia maqedone e lajmeve INA. Bemat e akademikeve shqiptare kane dale ne shesh nga akademiku Bllazhe Ristevski, i cili ka theksuar emra te perfshire ne kete projekt si akademiket dhe shkencetaret shqiptare: Shukri Rahimi, Agim Poloska, Alajdin Abazi, Ali Aliu dhe Luan Starova. Disa prej tyre kane heshtur, ndersa pjesa tjeter ka folur, duke tentuar te shmange pergjegjesite. &lt;br /&gt;&lt;br /&gt;Ne mesin e ketyre emrave te akademikeve akoma nuk jane rrefyer Ali Aliu dhe Luan Starova, dy veteranet, qe koheve te fundit jane shmangur larg opinionit publik, pas gjithe atyre zhvillimeve diskriminuese shqiptare ne arsim, kulture dhe shkence. &lt;br /&gt;&lt;br /&gt;Anetari i kesaj akademie, Alajdin Abazi, qe njihet si rektori i UEJL-se ne Tetove ka theksuar se si anetare i ketij institucioni ka qene i anashkaluar edhe perkunder sugjerimeve te dhena. "Me kohe u bene perpjekje qe te paralajmerohet institucioni shkencor per konsekuencat komplekse qe mund t'i shkaktoje nje "dokumentim" me qasje e tij te paargumentuar, por nuk kishte as mirekuptim e as kujdes per kete", ka theksuar akademik Abazi, duke pohuar se distancohet me vonese nga ky projekt. &lt;br /&gt;&lt;br /&gt;Shukri Rahimi figuron si redaktor i enciklopedise ne pjesen e historise shqiptare, por ai edhe pse eshte potencuar nga kreret e ASHAM se ka marre honorare per punen e bere, ne anen tjeter mohon pjesemarrjen e tij ne shtremberimin e fakteve historike. &lt;br /&gt;&lt;br /&gt;Por nje nga akademiket Bllazhe Ristovski ka theksuar se Rahimi ka qene i perfshire dhe tere kohen ka marre honorare per pjesemarrje. "Enciklopedia Maqedonase" ishte nje goditje e radhes antishqiptare, e cila konteston historine dhe vlerat kombetare shqiptare ne kete troje dhe ajo u perpilua para syve te shkencetareve shqiptare, qe paguhen nga ASHAM me honorare te majme. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;REAGIMET&lt;br /&gt;&lt;br /&gt;SHBA-Britania e Madhe: Enciklopedia maqedonase eshte false&lt;br /&gt;&lt;br /&gt;Ambasada e SHBA-ve ne Shkup dhe ajo e Britanise i kane konsideruar dje si te paverteta shkrimet ne Enciklopedine e promovuar nga Akademia e Shkencave te Maqedonise, raportoi agjencia e lajmeve INA. Nga kjo ambasade thone se jane te zhgenjyer nga ky institucion, i cili e ka vene emrin e vete mbi nje pohim te pabaze. Nga ambasada e SHBA-ve vleresojne se ky institucion duhet te mendoje se cfare do te ndermarre per te permiresuar kredibilitetin e saj. "Pohimet se oficere amerikane kane trajnuar ish-ushtare te UCK-se jane te pabaza dhe 'te turpshme'. Do te jemi ne kontakt me Akademine per kete gje, dhe jemi te deshperuar nga fakti se ky institucion ka vendosur emrin e vet, mbi nje pohim te pabaze", thuhet ne reagimin e ambasades amerikane. Edhe nga Ambasada e Britanise se Madhe kane pohuar se "Britania nuk ka bere asnje trajnim te UCK-se, dhe se pohimet e tilla jane false.&lt;br /&gt;&lt;br /&gt;Levizja Qytetare "ZGJOHU!": Trushpelarje skandaloze&lt;br /&gt;&lt;br /&gt;Levizja Qytetare "ZGJOHU!" tha dje se ajo ashtu si dhe cdo qytetar shqiptar ne Maqedoni shprehen jashtezakonisht te fyer me permbajtjen skandaloze dhe trushperlarese te Enciklopedise se pare Maqedonase, te promovuar keto dite nga Akademia e Shkencave dhe Arteve te Maqedonise. Veprimet e vazhdueshme te Akademise se Shkencave dhe Arteve te Maqedonise krijojne pershtypjen qe detyra e vetme e ketij institucioni eshte qe te funksionoje si laborator per pervetesimin e figurave historike shqiptare, falsifikimin e historise, ne vecanti asaj te popullit shqiptar, si dhe te shperlaje trurin e popullit te vet. Dyshojme qe projektet e ASHAM perpilohen ne Beograd dhe kane qellime djallezore, pohon Levizja. ZGJOHU! konsideron qe ky institucion me agjende politike, qe propozoi ndarjen e Maqedonise ne vitin 2001, po nxit urrejtje ndernacionale dhe po rrezikon marredheniet nderetnike ne vend. ZGJOHU! kerkon nga Qeveria, si financuese e ketij projekti, te distancohet nga permbajtja e Enciklopedise ndersa Akademia urgjentisht t'i kerkoje falje popullit autokton shqiptar te ketyre trojeve si dhe te permiresoje Enciklopedine duke e terhequr nga tregu. Levizja Qytetare "ZGJOHU!" alarmon intelektualet shqiptar, akademiket shqiptar - pjese e ketij institucioni politik, si dhe kontribuesit shqiptar te Enciklopedise qe te ngrene zerin e protestes dhe te distancohen nga permbajtja skandaloze dhe tendencioze e ketij proekti makjavelist. Keshtu ka cilesuar raporti Boteror te Investimeve per vitin 2009 nga Kombet e Bashkuara.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Ne Evropen Juglindore, Shqiperia dhe Mali i Zi kane pasur nje zhvillim pozitiv sa i perket investimeve te huaja direkte vetem ne vitin 2008, perkundrejt vitit 2007. Rritja domethenese e investimeve te huaja direkte ne Shqiperi, sikurse ne vendet e tjera ne rajon, bazohet kryesisht ne "privatizimin e kompanive te medha qe me pare ishin ne pronesi te shtetit dhe permiresimin e mjedisit te biznesit" thote raporti, ne kapitullin e tij qe fokusohet ne rajonin e Evropes Juglindore. Sfida me e rendesishme per Shqiperine dhe vendet e rajonit eshte e ardhmja e ketyre privatizimeve ne rritjen e vendeve te punes dhe performances se vendit. "Reformat e fundit te qeverise si privatizimi i ndermarrjeve shteterore, synuan terheqjen e investimeve te huaja dhe kane ndihmuar Shqiperine te arrije nje nivel te larte te shifrave te IHD-se ne vitin 2008. Sfida perpara ka te beje me mbajtjen e nje niveli te qendrueshem rritjeje te IHD-se me ane te politikave te drejta dhe krijimit te nje mjedisi te pershtatshem. Kombet e Bashkuara do te vazhdojne te mbeshtesin qeverine ne perpjekjet e saj per te krijuar nje mjedis te pershtatshem per rritjen e qendrueshme te IHD-se ne vend", thote Gulden Turkoz-Cosslett, Koordinatorja e Perhershme e Kombeve te Bashkuara ne Shqiperi dhe Perfaqesuesja e Perhershme e UNDP-se. Raporti konstaton se rrjedha e investimeve te huaja direkte eshte prekur rende ne mbare boten nga kriza ekonomike. Rrjedha e IHD-se vazhdon te bjere pergjate gjithe rajoneve, nga niveli me i larte, 2 trilion dollare ne vitin 2007, ne 1,7 trilion ne vitin 2008, ne 1,2 trilion ne vitin 2009. Pritet nje rigjenerim i ngadalte ne vitin 2010 me nje arritje maksimale ne vitin 2011. Kriza ka ndryshuar tablone e IHD-se: ne vitin 2008, ekonomite ne zhvillim dhe ne tranzicion rriten aksionet e tyre ne rrjedhat boterore te IHD-se me 43%, nderkohe qe investimet ne vendet e zhvilluara dhe nga keto vende pesuan renie. &lt;br /&gt;&lt;br /&gt;2009, investimet e huaja rriten me 59%&lt;br /&gt;&lt;br /&gt;Investimet e Huaja Direkte (FDI) ne Shqiperi, ne 6 mujorin e pare te vitit 2009 arrijne shifren prej 436 milion euro, me nje rritje prej 59% kundrejt te njejtes periudhe te vitit te kaluar. Cka do te thote si jo vetem ne vitin 2008, por edhe ne kete vit krize per ekonomine boterore. Kjo rritje e ndjeshme ka ndodhur ne nje hark kohor ku ekonomia boterore shenoi nje tkurrje prej -1% te PBB (GDP), ku tregtia boterore shenoi nje tkurrje prej 9% dhe ku thuajse ne te gjitha vendet e BE ekonomia u tkurr ne shifra qe variojne nga -2% ne -20% te PBB. Nga ana tjeter, programi per Zhvillim i Kombeve te Bashkuara sapo ka prezantuar nje projekt mbi Tregtine dhe investimet Rajonale ne Shqiperi. Projekti synon te forcoje kapacitetet e agjencive kombetare ne Shqiperi ne lidhje me grumbullimin, analizen dhe shperndarjen e te dhenave te sakta mbi IHD-ne dhe aktivitetet e Korporatave Shumekombeshe. Permes informacionit te duhur mund te formulohen politika te sigurta, te favorshme per zhvillim te qendrueshem dhe pjesemarrjen e vendit ne ekonomine boterore. Lajmin e bene te ditur burimet zyrtare te INSTAT, te cilat njoftuan se, ne dispozicion te ketyre regjistrime jane vene 600 mije euro nga programi CRDS.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Sipas te njejtave burime, regjistrimi i njesive ekonomike duhet te rezultoje ne nje perditesim statistikor te biznesit sipas standardeve nderkombetare dhe rekomandimeve te EUROSTAT. Ai do te sherbeje per te prodhuar statistika ekonomike te besueshme, te sakta si dhe do te sherbeje si nje mjet per krijimin e njesive te regjistrimit vendor. Gjithashtu, regjistrimi i bujqesise do te lejojne qe Shqiperia dhe INSTAT, te kene nje dispozicion nje regjister te fermave ne menyre qe te prodhojne statistika te besueshme bujqesore ne perputhje me kerkesat e BE-se dhe te kontribuoje ne permiresimin e Sistemit te Llogarive Kombetare per bujqesine. &lt;br /&gt;&lt;br /&gt;Po kete vit do te perfshihen ne proces regjistrimi banesat dhe popullsia. Regjistrimi i Popullsise i fundit eshte realizuar ne prill te vitit 2001. Qe atehere, kushtet politike, ekonomike dhe sociale ne vend kane ndryshuar. Kerkesa per te dhena te besueshme dhe te qendrueshme si dhe struktura dhe shperndarja hapesinore e popullsise, sidomos ne nivel rajonal, jane vazhdueshmerisht ne rritje. &lt;br /&gt;&lt;br /&gt;Levizja e vazhdueshme emigrimit te popullsise nga zonat rurale ne zonat urbane, dhe te vendet e tjera gjithashtu, ka nje impakt te madh ne saktesine e te dhenave statistikore. Projekti do te mbeshtese INSTAT ne zbatimin decentralizimit ne nivel rajonal. Atyre do t’i ofrohet mundësia, të aplikojnë për azil ose të rikthehen në vendet e origjinës, por, nuk janë të detyruar.
