There are over 11,000 such locations and programs in the United States and a quick internet search will reveal one in the local area.&lt;/p&gt;&lt;p&gt;The variety and spectrum of &lt;b &gt;rehab&lt;/b&gt; programs matches the physical diversity of drug addiction. There are simple group counseling programs that are free of cost. There are the celebrity driven residential treatment programs which are often quoted in the media. The vast majority of programs focus on treatment of physical and psychological aspects of addiction. The typical &lt;b &gt;rehab&lt;/b&gt; center is in an urban area with outpatient facilities. Patients can get advice, medical referral and treatment as well as replacement opiates such as methadone in programs like methadone maintenance programs.&lt;/p&gt;&lt;p&gt;Insurance often covers many of these services but many are charitable organizations and depend on donations and sliding scale payment options. The &lt;b &gt;rehab&lt;/b&gt; center is sometimes a focal point for the social reintegration of the individual and has counseling, vocational training and above all a means for further rehabilitation after the acute medical detoxification process is completed.&lt;/p&gt;&lt;p&gt;Many programs have a dual diagnosis focus where depression, other mental health issues and medical issues such as HIV/AIDS are also addressed. Special populations such as the adolescent addict and prison populations need special approaches. Other programs inculcate particular religious philosophy such as Christian drug &lt;b &gt;rehab&lt;/b&gt; programs. Many treatment centers run outreach programs that are unique. For example there is one program that has a special van that goes around the city picking up homeless alcohol addicted persons who are intoxicated.&lt;/p&gt;&lt;p&gt;Other programs also involve continuity with 12 step approaches as an extension of an inpatient treatment for 3-6 weeks. There is more to it than what anybody will share in an interview, book or in a movie. The fact is that &lt;b &gt;drug&lt;/b&gt; abuse has become so prevalent in today's society that most of us are able to spot someone suffering from a &lt;b &gt;drug&lt;/b&gt; addiction and then shrug it off as if we hadn't seen anything at all. Perhaps this is why so many addicts suffer without seeking help. It's easy to think that your own community is insulated from things like &lt;b &gt;drug&lt;/b&gt; abuse. The truth is that even the most picture perfect town has people living within its borders who are addicted to &lt;b &gt;drugs&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;In Delray Beach, Florida, there are many &lt;b &gt;drug&lt;/b&gt; treatment centers that are available to those who are struggling with addictions to &lt;b &gt;drugs&lt;/b&gt; and &lt;b &gt;alcohol&lt;/b&gt;. It might surprise you then to read some of the following statistics that were provided to us by the White House's &lt;b &gt;drug&lt;/b&gt; policy website.&lt;/p&gt;&lt;p&gt;In 2001 almost thirty percent of kids between the ages of twelve and seventeen reported using &lt;b &gt;drugs&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;That same year more than half of respondents between the ages of eighteen and twenty five reported recent &lt;b &gt;drug&lt;/b&gt; use.&lt;/p&gt;&lt;p&gt;In a study done by the Substance Abuse and Mental Health Services Administration, the following &lt;b &gt;drug&lt;/b&gt; statistics were discovered:&lt;/p&gt;&lt;p&gt;In 2004 More than nineteen million Americans over the age of twelve were currently using &lt;b &gt;drugs&lt;/b&gt;-including harder and illicit &lt;b &gt;drugs&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;There were more than sixteen million adult Americans (over the age of eighteen) using illicit &lt;b &gt;drugs&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;In 2004, almost twenty three million Americans had dependency problems with &lt;b &gt;drugs&lt;/b&gt;. About an eighth of these abused &lt;b &gt;alcohol&lt;/b&gt; and &lt;b &gt;drugs&lt;/b&gt; and half of the total number of users abused &lt;b &gt;alcohol&lt;/b&gt; but did not have abuse problems with illicit &lt;b &gt;drugs&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;Finally, consider the following statistics from the 2007 National Survey on &lt;b &gt;Drug&lt;/b&gt; Use and Health done by the Office of Applied Studies at the United States Department of Health and Human Services.&lt;/p&gt;&lt;p&gt;In 2007 almost twenty percent of adults over eighteen that were polled admitted to using illicit &lt;b &gt;drugs&lt;/b&gt; within a month of the poll taking place. Marijuana was the second highest &lt;b &gt;drug&lt;/b&gt; used in this poll and came in at just over sixteen percent of users polled.&lt;/p&gt;&lt;p&gt;This same survey found that males were more likely to abuse illicit &lt;b &gt;drugs&lt;/b&gt; and marijuana while all other &lt;b &gt;drugs&lt;/b&gt; were about even with both genders.&lt;/p&gt;&lt;p&gt;Because &lt;b &gt;drug&lt;/b&gt; abuse is so common in our society the staff and experts many of the &lt;b &gt;drug&lt;/b&gt; rehabs will not be surprised or shocked when you place your first call to begin your &lt;b &gt;drug&lt;/b&gt; and/or &lt;b &gt;alcohol&lt;/b&gt; &lt;b &gt;rehabilitation&lt;/b&gt; treatments. Instead you will find an environment that welcomes clients who want to get sober and will be surrounded by people who are in the same boat as you are. The trained staff members in &lt;b &gt;drug&lt;/b&gt; rehabs understand that &lt;b &gt;drug&lt;/b&gt; use is not this shadowy "thing" that "other people" do. &lt;b &gt;Drug&lt;/b&gt; use can affect anybody, no matter what age he or she might be.&lt;/p&gt;&lt;p&gt;Statistically speaking, most adult Americans have tried some type of &lt;b &gt;drug&lt;/b&gt; at least once or twice in their lives. &lt;a href="http://feedads.g.doubleclick.net/~a/FTfyXw82gF2gtvkAyMH847BKnNM/1/da"&gt;&lt;img src="http://feedads.g.doubleclick.net/~a/FTfyXw82gF2gtvkAyMH847BKnNM/1/di" border="0" ismap="true"&gt;&lt;/img&gt;&lt;/a&gt;&lt;/p&gt;&lt;p&gt;&lt;b &gt;Alcohol&lt;/b&gt; or &lt;b &gt;drug&lt;/b&gt; abuse affects 25 million Americans; only four million get treatment&lt;/p&gt;&lt;p&gt;The need in this country for increased insurance coverage for &lt;b &gt;alcohol&lt;/b&gt; and &lt;b &gt;drug&lt;/b&gt; addiction treatment is indisputable. &lt;b &gt;Drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt; and &lt;b &gt;drug&lt;/b&gt; detox have little or no recognition among health insurers, yet &lt;b &gt;drug&lt;/b&gt; addiction is a major cause of ruined lives, family violence, emergency room visits, and death. According to the U.S. Bureau of Labor, &lt;b &gt;alcohol&lt;/b&gt; and &lt;b &gt;drug&lt;/b&gt; addiction also cost America $77 billion each year in lost productivity. Clearly something needs to be done to make it easier for addicts to get &lt;b &gt;alcohol&lt;/b&gt; and &lt;b &gt;drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;But the question that leaps out when one reads the Paul Wellstone Mental Health Equitable Treatment Act, H.R. 1402, is this: is substance abuse and addiction "mental illness"?&lt;/p&gt;&lt;p&gt;The proposed "Wellstone bill", H.R. 1402, would require insurance companies to treat "addiction and other mental health disorders" on an equal basis with other chronic diseases, such as diabetes or hypertension.&lt;/p&gt;&lt;p&gt;The Wellstone bill is being sponsored by U.S. Reps. Patrick Kennedy (D-RI) and Jim Ramstad (R-Minn). Kennedy has said that we should ". . . end the discrimination against those with mental health and substance abuse disorders." And Ramstad said Congress should ". . . end the discrimination against people with mental illness and chemical dependency."&lt;/p&gt;&lt;p&gt;Where is this idea coming from that people with schizophrenia or bipolar disorder are in the same category as &lt;b &gt;alcohol&lt;/b&gt; or &lt;b &gt;drug&lt;/b&gt; abuse, including those inadvertently got hooked on addictive prescription &lt;b &gt;drugs&lt;/b&gt;. Is it possible that they are not mentally ill - that they simply need &lt;b &gt;drug&lt;/b&gt; detox and &lt;b &gt;drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt;?&lt;/p&gt;&lt;p&gt;For example, was Justice William H. Rhenquist of the Supreme Court "mentally ill" because he was hooked on powerful painkillers for a decade before he entered &lt;b &gt;drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt;? You'd have a tough time convincing college law professors or anyone on the Supreme Court that we should go back and cancel 10 years of brilliant and insightful decisions and opinions - the ones that later got Rhenquist appointed Chief Justice - because he was "mentally ill."&lt;/p&gt;&lt;p&gt;Or what about one of America's most famous, prolific and successful writers who for decades was either drunk or wired on cocaine, Xanax, Valium, NyQuil, cough medicines, or marijuana? Was Stephen King "mentally ill" when he wrote several intricately plotted, best-seller blockbuster novels? We never heard anything about "mental illness" when King went into &lt;b &gt;drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt; in the 1980s. And he's been sober ever since.&lt;/p&gt;&lt;p&gt;And let's not forget that Sigmund Freud, the father of psychoanalysis, was a habitual cocaine abuser who sang the &lt;b &gt;drug&lt;/b&gt;'s praises for years to anyone who would listen. After a friend died of an overdose, he abruptly gave it up and quit promoting it - not the action one expects from someone who is "mentally ill".&lt;/p&gt;&lt;p&gt;The so-called "mental health parity" bills such as the Wellstone bill have always failed to pass - and there's been a lot of attempts over the decades. Aside from the huge lobbying efforts against it by the insurance industry, perhaps people also feel deep down that substance abuse and mental illness are not the same thing at all and do not belong together in a such a bill.&lt;/p&gt;&lt;p&gt;The "mental health industry", as it's known today, receives billions of tax dollars every year in grants and other forms of support. In comparison, appropriations for &lt;b &gt;alcohol&lt;/b&gt; and &lt;b &gt;drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt; are a drop in the bucket. Yet untreated dependency and addiction are costing us $77billion in lost productivity - more than heart disease, diabetes and cancer combined, and far more than "mental illness."&lt;/p&gt;&lt;p&gt;According to the Substance Abuse and Mental Health Services Administration, nearly 25 million Americans suffer from a substance abuse problem. And less than four million of these victims receive the &lt;b &gt;drug&lt;/b&gt; &lt;b &gt;rehab&lt;/b&gt; they need.&lt;/p&gt;&lt;p&gt;If we really want to do something about this situation, we need to separate these two issues and get each of them into their own proposed legislation. In fact, the alcoholic or drug addict generally will do anything to change the path that they are on. The reason the alcoholic does not ask for help sooner is because he or she believes that they can do it themselves.&lt;/p&gt;&lt;p&gt;This is not entirely a bad thing. After all we live in a culture were self-reliance is considered a much desired attribute. And alcoholics, as a group, tend to have a healthy sense of pride. The fact of the matter entering &lt;b &gt;rehab&lt;/b&gt; can be considered a person's greatest failure. It is them admitting that they can not succeed at life without help.&lt;/p&gt;&lt;p&gt;Or at least that is how it often is seen. Because the alcoholic, in addition to having a healthy ego also carries with them a strong feeling of shame. It is an embarrassment that they have messed up their life. They feel it and it wears on them. But, the fact of the matter, is the alcoholic has not failed. As anyone with any experience can attest, the alcoholic who has found sobriety sits on an entirely different perch than the individual who has yet to admit their drinking problem. An alcoholic with some sobriety or clean time under their belt views their condition as a disease that they were powerless to control. And they see their so-called bottom as an inevitability that allowed them to reach a healthier place in life. It was, indeed, a necessary evil.&lt;/p&gt;&lt;p&gt;So, the key to convincing an alcoholic to get help is to let them fail. If a person (usually a family member or girlfriend/boyfriend) is propping them up, what we call enabling) then it can take the addict that much longer to reach the place where they realize they can not achieve sobriety on their own. They must ask for help, and usually as a result of this, they find themselves in a drug and alcohol treatment center or &lt;b &gt;rehab&lt;/b&gt;.
