On Friday (January 21), the Indian government denied media claims that personal data of thousands of Indians held on the CoWIN platform had been released online.

The Ministry of Health and Family Welfare said in a statement, “Regarding data leak from CoWIN – We are investigating the problem.” However, it seems that the claimed breach is unrelated to Co-WIN since we do not gather any information on recipients’ addresses or #COVID19 status.”

Meanwhile, the Indian government said that no data has been leaked from the Co-WIN site and that all resident data is safe and secure on this digital platform.

“It is also stated that, although the Union Ministry of Health and Family Welfare will investigate the content of the news, the allegation is not true at first glance, since Co-WIN gathers neither the person’s address nor the RT-PCR test results for #COVID19 immunisation,” the ministry noted.

Earlier in the day, it was reported that leaked data was being sold on the Raid Forums website, where a cybercriminal claimed to have personal information on over 20,000 individuals.

Rajshekhar Rajaharia, a cyber security researcher, also tweeted that personally identifying information (PII) such as name and Covid-19 results are made public through a content delivery network (CDN).

Andhra Pradesh Cabinet has cleared the A.P. Disha Bill 2019 on Wednesday. The Disha Bill is an amendment to the Criminal Law 2019 that awarding the death penalty for the offenses of rape and gang rape and expediting the verdict in trails of such cases to 21 days. In the ongoing session of the Assembly, the legislation of Disha Bill is listed under the Criminal Law Amendment Bill 2019.

The cabinet of Assembly has agreed to the introduction of the A.P. court for specified evil doings against Women and Children Bill 2019. The particular offences against women and children included acid attacks, rape and gang-rape, sexual harassment, voyeurism, stalking, and other relevant cases under the Protection of Children from Sexual Offences (POCSO) Act.

The A.P. Criminal Amendment Bill 2019 predicts the completion of investigation and trial in seven and fourteen working days respectively if there is adequate conclusive evidence. By introducing the Disha Bill to the criminal law 2019, the total judgment time will be reduced to 21 days from the existing four months according to the reports from government officials.

The proposed laws allowing making the amendments to the relevant provisions in the Indian Penal Code 1860 and the Code of Criminal Procedure 1973. Additionally, the provisions need to be made for Sections 354-E and 354-F in the IPC to deal with the harassment of women through social media and sexual assault of children respectively.

Key Points

• Under the section of 354-E for harassment of women through social media, digital mode, or any other form, the law has been proposed to imprisonment for up to two years and four years on first conviction and subsequent convictions respectively.
• The imprisonment is required to be increased to a minimum of five years and to a maximum of seven years under the section of 354-F for molestation or sexual assault.
