ডিজিটাল বাংলাদেশ ও প্রতিবন্ধী মামুনের স্বপ্ন

জৈষ্ঠ্যের তাপদাহ। ঝিনাইদহের কালীগঞ্জে হাঙ্গার ফ্রি ওয়ার্ল্ডের পল্লীতথ্য কেন্দ্র। কম্পিউটার ল্যাবে প্রশিক্ষণ নিচ্ছে আট-দশজন যুবক। প্রায় সকলের গায়ে হালকা টি-শার্ট। একটা ছেলে প্রচণ্ড গরমেও কাঁধে তোয়ালে জড়িয়ে কম্পিউটারে কাজ করছে। উৎসুক হয়ে কম্পিউটার ল্যাবে ঢুকলাম। কেন্দ্রের ব্যবস'াপক শাহজান আলী বিপাশ আমার পিছু পিছু ঢুকলেন। বললেন ‘ভাই, ওর নাম মামুন। ও একজন প্রতিবন্ধী।’ ভাবলাম, যেহেতু কম্পিউটার প্রশিক্ষণ নিচ্ছে অন্য যে কোন প্রতিবন্ধীতা থাকতে পারে কিন' হাত দুটো তো আছে। ভাবনার শেষ না হতেই মুহূর্তে ভুল ভাঙলো যখন বিপাশ মামুনের কাঁধের তোয়ালেটি সরিয়ে ফেলল। অবাক হয়ে দেখলাম বাম হাত পুরোটাই নেই। ডান হাতের কনুই পর্যন- নেই। ‘তাহলে! ও আবার কম্পিউটার শিখছে কি করে?’ জামালপুর থেকে আসা রোজ এর জিজ্ঞাসা। বিপাশ কিছু কাজ করে দেখানোর জন্য মামুনকে ইশারা দেয়। সাথে সাথে মামুন ফটোশপে একটি ছবির ফাইল খুলে একটি ছবি কেটে নিয়ে অপর একটি ছবিতে আলতো করে বসিয়ে দিলো। সবাই হা করে একে অপরের দিকে তাকিয়ে রইলাম মিনিট খানেক। যেন মঞ্চ নাটকের শেষ দৃশ্যে স্থির হওয়ার অভিনয় করছি।
কি করে মামুন কম্পিউটার শেখা শুরু করল জানতে চাইলে বিপাশ জানান, ‘গত ফেব্রুয়ারী মাসে মামুন পল্লীতথ্য কেন্দ্রে এসে আমার কাছে কম্পিউটার প্রশিক্ষণের ভর্তি ফরম চায়। আমি তখনো জানতাম না মামুনের দুটি হাতই নেই। যখন তাকে একটি ভর্তি ফরম পূরণ করার জন্য দেই তখন মামুন জানায় তার হাত নেই কিন্তু খুব কম্পিউটার শেখার আগ্রহ রয়েছে। এক পর্যায়ে তাকে ল্যাবে নিয়ে গিয়ে কম্পিউটারের সামনে বসাই। যখন দেখলাম মামুন তার আধখান হাত দিয়ে মাউস ধরেছে এবং নাড়াচাড়া শুরু করে দিয়েছে তখনই বুঝতে পারলাম সে কম্পিউটার চালাতে পারবে। তাকে বললাম, তোমাকে বিনামুল্যে কম্পিউটার শিখানো হবে। এর পর থেকে মামুনের কম্পিউটার প্রশিক্ষণ শুরু।’
দু‘হাত নেই তবুও কম্পিউটার নিজের বশে এনেছে মামুন। গত দুই মাসে ফটোশপ ব্যবহার করে ছবি সম্পাদনা এবং এমএস ওয়ার্ড ব্যবহার করে শব্দ প্রক্রিয়াজাতকরণ করার কাজ শিখেছেন তিনি।
ফটোশপে ছবি সম্পাদনার সময় মামুনকে জিজ্ঞেস করি, যদি মাউসের পাশাপাশি কীবোর্ডের কোন চাবি চাপার প্রয়োজন হয় তাহলে কি করেন? মুখের কথা শেষ না হতেই মামুন তার থুতনি দিয়ে শিফট চাবি চেপে ধরে এবং মাউস টানা শুরু করে দেয়। পাশে দাঁড়ানো রোজ বলল, কম্পিউটারে তো “অন স্ক্রিন কীবোর্ড” রয়েছে। সেটা ব্যবহার করলেতো আর এত কষ্ট হবে না। তাৎক্ষণিকভাবেই মামুন জানতে চায়-‘কোথায়?’ আমাদের বলার সাথে সাথে মামুন মাউস চেপে চেপে অন স্ক্রিন কীবোর্ড বের করে ফেলে এবং ‘দারুন তো!’ বলে নিজে নিজেই আবিস্কার করে ফেলেন ‘হোবার বাটন সেটিং’ এর মাধ্যমে খুব সহজেই কীভাবে পর্দায় দৃশ্যমান কীবোর্ডের ছবির ওপর মাউস বুলিয়েই টাইপ করা যায়। বুঝতে পারলাম, দ্রুত শেখার ক্ষমতা মামুনের অসাধারণ।
মামুনের ইচ্ছে নিজের যদি একটি কম্পিউটার থাকতো তাহলে বাড়িতে বসেই অন্য প্রোগ্রামগুলো শিখতে পারতো এবং দু’হাতের বদলে দু’পা দিয়ে কীবোর্ড চালাতো। ক্লাশে বসে পা দিয়ে চর্চা করার মতো পরিবেশ মামুন পায় না।
মামুনের পুরো নাম মামুন হোসেন। তিনি কালীগঞ্জ উপজেলার বালিয়াডাঙ্গা গ্রামের আবুল হোসেনের ছোট ছেলে। দু’হাত নেই তবুও তার প্রবল ইচ্ছা কম্পিউটারের সকল প্রোগ্রাম তিনি শিখবেন। একটি দোকান দিয়ে সংসার চালাবেন।
মামুন জানান, ১৯৯২ সালে তার জন্ম। ৫ম শ্রেণীতে পড়ার সময় দুষ্টুমির ছলে বিদ্যুতের খুঁটিতে উঠতে গিয়ে বিদ্যুৎস্পৃষ্ট হন। এর পর দু হাত নষ্ট হয়ে যায়। গরীব বাবা ভিটে-বাড়ি বিক্রি করেও ছোট ছেলে মামুনের হাত দুটি ভালো করতে পারেননি। বরং শরীর থেকে হাত দুটি কেটে ফেলতে হয়েছে। এর পর থেকে মামুনের আর লেখা পড়া হয়নি। তবুও তিনি মুখ দিয়ে কলম ধরে লেখা শিখেছেন। তার মনে ভীষণ ইচ্ছা জাগে নিজের হাত নেই তার পরেও কম্পিউটার শিখবেন। ৪ ভাই ১ বোনের মধ্যে মামুন সবার ছোট। বাবা কম্পিউটার শিখতে আসার গাড়ি ভাড়া পর্যন্ত দিতে পারেন না।
গত মাসে ঝিনাইদহের কালীগঞ্জে এক প্রশিক্ষণ কর্মশালায় মামুনের সঙ্গে আমার পরিচয় হয়েছিল। প্রশিক্ষণের শেষ দিনে সনদ বিতরণী অনুষ্ঠানের প্রস্তুতি চলছে। সনদ বিতরণের পূর্ব পর্যন্ত কেউ জানেন না কার হাত থেকে সনদ নিতে যাচ্ছেন প্রশিক্ষণার্থীগণ। হঠাৎ করেই উপস্থিত সুধীজন দেখতে পান একজন প্রতিবন্ধী এবং একটি শিশু আমার পাশে বসে আছেন। অনেকেই ভাবছেন অনুষ্ঠান শুরু হতে আর কত বাকী? অতিথিগণ কখন আসবেন? আচমকা ঘোষণা করা হয় আজকের অনুষ্ঠানের প্রধান অতিথি মামুন এবং বিশেষ অতিথি ২য় শ্রেণীর ছাত্রী জারিনের কাছ থেকে সকলে সনদ নিতে যাচ্ছেন। একজন তথ্যকর্মী বলে ওঠলেন- ‘একটা নতুন জিনিস শিখলাম’। এমনি পরিবেশে খুবই আনন্দের সাথে মামুনের হাত থেকে সনদ গ্রহণ করলেন তথ্যকর্মীগণ।
খুব বেশি কথা বললেন না মামুন। শুধু এটুকুই বললেন, ‘সরকার ডিজিটাল বাংলাদেশের যে স্বপ্ন দেখছে তা বাস্তবায়নের জন্য একজন প্রতিবন্ধী হলেও আমি অবদান রাখতে চাই। আমি একটি কম্পিউটার পেলে সারাদিন চর্চা করব এবং আমার মতো অন্যান্য প্রতিবন্ধীদেরকে শেখাবো। প্রতিবন্ধীরাও ডিজিটাল বাংলাদেশ গড়ার স্বপ্ন দেখতে পারে।’ মামুনের স্বপ্ন পুরন হবে এ প্রত্যাশা নিয়ে ঢাকায় ফিরে আসি।

ডিজিটাল বাংলাদেশ গড়ায় এখনো অনেক পথ বাকি : গোলটেবিল বৈঠকে বক্তারা

২০২১ সালের মধ্যে বাংলাদেশে তথ্য-প্রযুক্তির ব্যবহার বৃদ্ধি করে একটি ডিজিটাল বাংলাদেশ গড়ার অঙ্গীকারাবদ্ধ সরকারের এক বছর পূর্ণ হয়েছে কিছুদিন আগে। সরকারের ডিজিটাল বাংলাদেশ গড়ার এই এক বছরের বিভিন্ন কার্যক্রম বিশ্লেষণ ও মূল্যায়ন এবং ২০১০-এ সরকারের কাছে চাওয়া নিয়ে এক গোলটেবিল বৈঠকের আয়োজন করেছে বাংলাদেশ আইসিটি জার্নালিস্ট ফোরাম (বিআইজেএফ)। শনিবার রাজধানীর জাতীয় প্রেসক্লাবে এই বৈঠক অনুষ্ঠিত হয়।

বৈঠকে বক্তারা গত এক বছরে ডিজিটাল বাংলাদেশ গড়ার অগ্রগতি এবং বিভিন্ন পদক্ষেপের আলোচনা-সমালোচনা করেন। বৈঠকে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন সংসদীয় স্থায়ী কমিটির সভাপতি হাসানুল হক ইনু। বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন সংসদ সদস্য ড. আকরাম চৌধুরী। এছাড়াও অন্যান্যের মধ্যে ছিলেন বাংলাদেশ কম্পিউটার সমিতির সভাপতি মোস্তফা জব্বার, সাধারণ সম্পাদক মুজিবুর রহমান স্বপন, আইএসপি অ্যাসোসিয়েশনের সভাপতি আখতারুজ্জামান মঞ্জু, বাংলাদেশ অ্যাসোসিয়েশন অব সফটওয়্যার ইনফরমেশন সার্ভিস-এর ওয়ার্কিং গ্রুপের চেয়ারম্যান হাবিবুল্লাহ করিম, বাংলাদেশ ওপেনসোর্স নেটওয়ার্কের পক্ষ থেকে কবির শিহাব, বাংলাদেশ কম্পিউটার কাউন্সিলের সিনিয়র সিস্টেম অ্যানালিস্ট তারেক বরকতুল্লাহসহ বিভিন্ন বেসরকারি সংস্থা এবং বিভিন্ন ব্যবসা ও শিক্ষা প্রতিষ্ঠানের প্রতিনিধিরা বৈঠকে বক্তব্য রাখেন।

উপস্থিত অধিকাংশ বক্তারা ‘দেশ ডিজিটালের দিকে এগোচ্ছে এবং গত বছরের তথ্য-প্রযুক্তি খাতের অগ্রগতি আশাব্যাঞ্জক’ বলে মত প্রকাশ করেছেন। নকিয়ার কমিউনিকেশন ম্যানেজার মৌটুসী কবির তার বক্তব্যে বলেন, ‘ডিজিটাল বাংলাদেশ গড়তে সবার আগে যেটা প্রয়োজন তা হলো সবার মধ্যে সচেতনতা তৈরি করা। আর গত এক বছরে সত্যিই প্রচুর সংখ্যক মানুষ ডিজিটাল বাংলাদেশের স্বপ্ন দেখতে শুরু করেছেন এবং তারা তথ্য-প্রযুক্তির ব্যবহার শিখতে আগ্রহী হয়ে উঠছেন।’ তবে বাংলাদেশে মোবাইল অ্যাপ্লিকেশন তৈরির উপর গুরুত্ব দেয়া উচিৎ বলে মত প্রকাশ করেন তিনি। কেননা, উন্নত বিশ্বে মোবাইল অ্যাপ্লিকেশনের একটি বিশাল মার্কেট রয়েছে যাতে বাংলাদেশি যুব সমাজ সুযোগের অভাবে অংশ নিতে পারছে না। তার কথার সঙ্গে একমত হন বৈঠকে উপস্থিত গ্রামীণফোনের কমিউনিটি ইনফরমেশন সেন্টার (সিআইসি)-এর ডেপুটি জেনারেল ম্যানেজার সুলতানুর রেজা। তার মতে, সকল স্তরের মানুষের হাতের নাগালে প্রযুক্তি তথা ইন্টারনেট পৌঁছে দিতে মোবাইল ফোন অত্যন্ত গুরুত্বপূর্ণ ভূমিকা পালন করে। এছাড়াও বাংলাদেশে মোবাইল ফোনের জন্য অ্যাপ্লিকেশন তৈরিরও একটি সম্ভাবনাময় ক্ষেত্র রয়েছে বলে তার অভিমত।

তবে বৈঠকে ডিজিটাল বাংলাদেশের এক বছরের মধ্যে সবচেয়ে সমালোচিত বিষয়টি হচ্ছে সমন্বয়হীনতা। বাংলাদেশ টেলিসেন্টার নেটওয়ার্কের সেক্রেটারি জেনারেল শহীদ উদ্দীন আকবর বলেছেন, বাংলাদেশের মানুষের মধ্যে তথ্য-প্রযুক্তি ব্যবহারের মন-মানসিকতা তৈরি হয়েছে ঠিকই, তবে ডিজিটাল বাংলাদেশ গড়ায় কোনো সমন্বিত প্রচেষ্টা নেই। তিনি জানান, সবকিছু প্রযুক্তিনির্ভর করার কার্যক্রম এগিয়ে চলছে ঠিকই, তবে এখন পর্যন্ত তৃণমূল পর্যায়ের মানুষের কাছে ইন্টারনেট পৌঁছেনি। তার সঙ্গে একমত হয়ে অনেক বক্তারাই বলেছেন, ডিজিটাল বাংলাদেশ গড়ায় প্রয়োজন সম্মিলিত কার্যক্রম। আলাদা আলাদাভাবে বিভিন্ন জেলায় টেলিসেন্টার বা সাইবার ক্যাফে গড়ে না তুলে উদ্যোক্তা প্রতিষ্ঠানগুলোর একসঙ্গে বসে আলোচনা করে তারপর সমন্বিতভাবে তৃণমূল পর্যায়ে ইন্টারনেট পৌঁছে দেয়ার কাজ করা উচিৎ বলে অভিমত অনেকেরই।

এছাড়াও বক্তারা সম্প্রতি ৬৪টি জেলার ওয়েবসাইট উদ্বোধন, পাঠ্যবই ইন্টারনেটে সহজলভ্য করে দেয়াসহ প্রভৃতি কার্যক্রমের প্রশংসা করেন।

তবে বাংলাদেশ কম্পিউটার সমিতির সভাপতি মোস্তফা জব্বারের মতে, গত এক বছরে দেশে ডিজিটাল খাতে যা যা উন্নতি হয়েছে বা দেশ এই ক্ষেত্রে যতদূর এগিয়েছে, ডিজিটাল বাংলাদেশ গড়ার কার্যক্রম হাতে না নিলেও তা এমনিতেই হতো। তিনি অভিযোগ করেন, এক বছর পার হয়ে যাওয়ার পরও সরকার কর্তৃক ‘ডিজিটাল বাংলাদেশ’-এর কোনো সংজ্ঞা দেয়া হয়নি। দেশের তৃণমূল পর্যায়ের মানুষকে বোঝানো হয়নি ডিজিটাল বাংলাদেশ কী ও কেন। তিনি বলেন, ‘এই এক বছরে সরকারের বিভিন্ন দাপ্তরিক কাজকর্মে কাজ করার পুরনো পদ্ধতি পরিবর্তন করার কোনো পরিকল্পনা আছে বলে আমি শুনিনি। জাতীয় সংসদের কোনো কার্যক্রম ডিজিটাল করার কথা শুনিনি। এমনকি এই এক বছরে ডিজিটাল বাংলাদেশ গড়া নিয়ে টাস্কফোর্সের কোনো বৈঠকও অনুষ্ঠিত হয়নি।’

মোস্তফা জব্বার তার বক্তব্যে আরো বলেন, ‘স্কুলে কম্পিউটার শিক্ষা বাধ্যতামূলক করার পরিকল্পনা রয়েছে সরকারের। অথচ দেশের ২৮ হাজার স্কুলের জন্য প্রয়োজন ২৮ হাজার শিক্ষক। তবে কম্পিউটার শিক্ষাদানের জন্য এখনো ট্রেনিং দেয়া হয়নি ২৮ হাজার শিক্ষককে।’ হঠাৎ করেই এই বিপুল সংখ্যক শিক্ষক কোত্থেকে আসবে, সরকারের প্রতি এমন প্রশ্ন রাখেন তিনি। বাংলাদেশে থ্রিজি নেটওয়ার্ক এবং আইপি টেলিফোন এখনো না আসারও সমালোচনা করেন তিনি। তার মতে, ডিজিটাল বাংলাদেশ গড়ায় বিভিন্ন খাতে আরো বেশি ফোকাস করা প্রয়োজন। অন্যথায় সাধারণ মানুষের হাস্যরসের বিষয় হবে ‘ডিজিটাল বাংলাদেশ’।

প্রধান অতিথির বক্তব্যে সংসদীয় স্থায়ী কমিটির সভাপতি হাসানুল হক ইনু বলেন, ডিজিটাল বাংলাদেশ গড়ার স্বপ্ন বাস্তবায়ন করতে হলে প্রয়োজন তথ্য-প্রযুক্তিকে সকল খাতে প্রয়োগ করা। তিনি বলেন, দারিদ্র বিমোচন বর্তমান সরকারের সামনে ডিজিটাল বাংলাদেশ গড়ার পথে প্রধান চ্যালেঞ্জ। দারিদ্র বিমোচনের লক্ষ্যে শিক্ষা ব্যবস্থাকে আধুনিকীকরণ বা ই-এডুকেশন চালু করা প্রয়োজন। এছাড়াও প্রতি বছর অধিক হারে আইসিটি গ্র্যাজুয়েট তৈরির কথাও বলেন তিনি। ডিজিটাল বাংলাদেশ গড়ার স্বপ্ন বাস্তবায়নে এ সংক্রান্ত আইন সংস্কার করা, কম্পিউটার কাউন্সিল ঢেলে সাজিয়ে বিশেষজ্ঞদের দ্বারা এটি পরিচালনার ব্যবস্থা করাসহ বেশকিছু ক্ষেত্রে মনোযোগ দেয়া প্রয়োজন বলেও মত প্রকাশ করেন তিনি।

অন্যান্য বক্তাদের মধ্যে সমালোচিত ‘সমন্বয়হীনতা’র কারণ হিসেবে সংশ্লিষ্ট ব্যক্তিদের ‘অজ্ঞতা’কে দায়ী করলেন হাসানুল হক ইনু। তার মতে, বিশেষজ্ঞদের দ্বারা পরিচালিত হলেই কেবল সবকিছুতে সমন্বয় সাধন সম্ভব। এছাড়াও মোবাইল ফোন প্রযুক্তি সর্বস্তরের মানুষের কাছে পৌঁছে দিতে হলে হ্যান্ডসেটের উপর ট্যাক্স কমানো এবং সিমকার্ডের উপর থেকে ট্যাক্স উঠিয়ে নেয়া প্রয়োজন বলে জানান তিনি।

২০১০ সালে জেলা-উপজেলা পর্যায়ে মোবাইল ব্যাংকিং চালু, ডাক বিভাগকে আধুনিকীকরণ ও পোস্টম্যানদের বিনামূল্যে মোবাইলের সিমকার্ড দেয়াসহ ডিজিটাল বাংলাদেশ গড়ার কার্যক্রমকে দৃঢ় করতে সরকারের বিভিন্ন পরিকল্পনা রয়েছে বলেও তিনি জানিয়েছেন।

আলোচনায় আরেকটি বিষয় উঠে আসে তা হলো বিপুল জনগোষ্ঠীকে শিক্ষিত করে তোলা। অনেকেরই অভিমত, মানুষকে শিক্ষিত করে তুলতে না পারলে যতই প্রযুক্তি তুলে ধরা হোক না কেন, সাধারণ মানুষ তার সঠিক ব্যবহার করে লাভবান হতে পারবেন না। তাই সাধারণ মানুষকে শিক্ষিত করে তোলা ডিজিটাল বাংলাদেশ গড়ার অন্যতম পূর্বশর্ত বলে দাবি করেন বৈঠকে উপস্থিত বক্তারা। শিক্ষিত হলে যে কেউই তথ্য-প্রযুক্তিকে দারিদ্র বিমোচনের কাজে লাগাতে পারবেন এবং দরিদ্রতা থেকে মুক্তি পাবেন। আর তখনই সফল হবে বাংলাদেশের কোটি কোটি মানুষের স্বপ্ন, “ডিজিটাল বাংলাদেশ”।

সেই পুরাতন চিঠি গুলো হয়তবা ইদুরে খেয়ে ফেলেছে। কারণ কতকাল এগুলো দেখিনা। আর চিঠিও লিখিনা। কারণ ডিজিটাল বাংলাদেশের খুড়িয়ে চলা ইন্টারনেট সংযোগের ঝিমিয়ে ডেলিভারী হওয়া ইয়াহু অথবা জিমেইলের সাথে যুক্ত।

আমি আসলে কোন দলের সমার্থক নই। বিগত সংসদ নির্বাচনে আওয়ামীলীগের ইশতেহারে দিন বদলের সনদ ও ডিজিটাল বাংলাদেশ শব্দ গুলো ভালো লেগেছিলো, ভেবেছিলাম এখানেই হয়ত আমাদের অর্থনৈতিক মুক্তি ও সমৃদ্ধি নিহিত। কিন্তু এক বছরে যে নমুনা দেখলামঃ

ডিজিটাল বাংলাদেশ এবং বাংলাদেশ পাসপোর্ট

রাজনীতিক রা স্বপ্ন দেখাতে ভালোবাসেন । নতুন স্বপ্ন ডিজিটাল বাংলাদেশ । স্বপ্ন দেখা ভাল , স্বপ্ন থাকা ভাল । না হয় জীবন অর্থহীন হয়ে যায় । ডিজিটাল বাংলাদেশ কেমন হবে জানি না , ভয় হয় ডিজিটাল বাংলাদেশে না ডিজিটাল সন্ত্রাস শুরু হয়। ব্যাপার টা পরিস্কার করি , তথ্য সংগ্রহ সংরক্ষন করার মত যোগ্যতা আমাদের আয়ত্তে আসলেও তথ্যের নিরাপত্তা দেওয়া যাবে কিনা সেটা এখনো অনিশ্চিত , গত মাসে প্রথম আলো তে একটা সংবাদ দেখেছিলাম কম্পিটার এ রক্ষিত বাংলাদেশ সরকারের অনেক তথ্য চীনা হ্যাকার দের হাতে চলে গেছে । এ বিষয়ে বাংলাদেশ সরকারের কোন মন্তব্য চোখে পড়েনি। তাই বলছিলাম যে জনগন এর যে তথ্য সংরক্ষন করা হবে তা হ্যাকার দের হাত ঘুরে চলে যাবে সন্ত্রাসীদের হাতে তারপর শুরু হবে ডিজিটাল সন্ত্রাস ।
তাই সর্বাগ্রে তথ্যের নিরাপত্তা নিশ্চিত করা হোক।

মেশিনে পড়ারযোগ্য পাসপোর্ট

আমাদের বাংলাদেশ পাসপোর্ট এ অনেক তথ্য আছে যার বেশীর ভাগ ই কোন কাজে আসে না । আমাদের পাসপোর্ট এ বাবার নাম , মায়ের নাম, …।। চুলের রঙ, চোখের রঙ,আরো অনেক ।চুলের রঙ নিয়ে বলি আমি যখন পাসপোর্ট করেছিলাম আমার চুলের রঙ ছিল কালো, এখন সাদা আর কালোর জটিল মিশ্রন , আর দশ বছর পর মাথায় চুল থাকবে কিনা জানি না , থাকলেও তার রঙ যে কালো থাকবে না সেটা নিশ্চিত ।কারণ আমাদের পাসপোর্টের মেয়াদ নবায়ন সহ ১০ বছর । সবচেয়ে দরকারি একটা তথ্য আমাদের পাসপোর্ট এ নাই সেটা হলো লিংগ । পাসপোর্টের কোথাও পাসপোর্টের বাহক পুরুষ কি মহিলা তা লিখা নেই । সত্যিই সেলুকাস !

আওয়ামী লীগের নির্বাচনী ইশতেহারে বলা হয়েছে, ২০২১ সালের মধ্যে আমাদের দেশকে ডিজিটাল বাংলাদেশে রূপান্তর করা হবে। ঢাকা শহরের কয়েকটি পরিচিত এলাকা ঘুরে জনগণের কাছে তিনটি বিষয় সম্পর্কে জানতে চাওয়া হয়েছে। এগুলো হচ্ছে-

–ডিজিটাল বাংলাদেশ বলতে আপনি কী বোঝেন?
–ডিজিটাল বাংলাদেশ হলে কী হবে?
–ডিজিটাল বাংলাদেশে আপনার প্রত্যাশা কী?

আগ্রহী-অনাগ্রহী অনেকেই নিজেদের মতামত দিয়েছে। সেই মতামতগুলোই ক্রমানুসারে তুলে ধরা হলো।

ডিজিটাল বাংলাদেশ আমার কাছে এমন হলে ভালো হতো যেন সবার চোখের দিকে তাকালেই বোঝা যায়, এ কেমন মানুষ, ভালো না খারাপ। আর দুর্নীতিবাজ কি না, তাহলে সবাই কোনো উল্টাপাল্টা কিছু করতে পারত না লজ্জায়।

‘কতক্ষণ ফ্যাল ফ্যাল করে তাকিয়ে ছিলেন।’ যখন দ্বিতীয় প্রশ্ন জিজ্ঞেস করলাম, তখন মাথা নামিয়ে খুব মনোযোগ দিয়ে পেঁয়াজ কাটছিলেন। তৃতীয় প্রশ্ন করতেই অসহিষ্ণুতার সুরে বললেন, ‘যান তো ভাই, কাম করতে দেন, যত্তোসব আজাইরা প্যাঁচাল।’ ধমক খেয়ে যখন চলে এলাম, তখন পেছন থেকে তিনি ডেকে বললেন, ‘ভাইজান, শুনেন, ‘আমরা আর কী চাই! দেশ ভালো চললেই তো হলো।’

–নেট সার্ভিসিং উন্নত করতে হবে। বাইরের দেশের তুলনায় আমাদের দেশে এখনো ইলেকট্রনিকসের দাম বেশি। এগুলো সুলভ করতে হবে। গ্রামের মধ্যেও ইন্টারনেট সুলভে চালু করতে হবে। কৃষিব্যবস্থা প্রযুক্তিনির্ভর করতে হবে। যেকোনো প্রযুক্তির সুবিধা আমরা খুব সহজে পেতে চাই। মধ্যস্থ কারবারি চাই না।

এ সরকার বাংলাদেশকে ‘ডিজিটাল বাংলাদেশ’ বানাতে চায়। বড়ই আনন্দের কথা। শুনলেই মনটা ফুরফুর করে ওঠে। আগামী ২০২০ সালের মধ্যে মানুষ পেট ভরে খেতে পারবে কিনা জানি না, তবে বাংলা নিশ্চিতভাবেই ডিজিটাল হবে। মুনির হাসান ভাই দেখি এখনই ফেইসবুকে গান গায়- ‘একটাই সুর, একটাই তাল; বাংলা হবে ডিজিটাল’।

সেদিন দেশে থাকা এক বন্ধুর স্ট্যাটাসে দেখলাম লেখা আছে - আমরা এমনই সৌভাগ্যবান যে ‘ডিজিটাল বাংলাদেশে’র জন্য আমাদের ২০২০ সাল পর্যন্ত অপেক্ষা করার কোন দরকারই নেই। বাংলাদেশ নাকি এখনই ডিজিটাল হয়ে গেছে!

দেশে বিদ্যুৎ-এর অবস্থা এখন চরম। পত্রিকা খুললেই দেখি বেরাছেড়া অবস্থা। বাসায় ফোন করলে কমপ্লেন- গরমে লোডশেডিং-এর যন্ত্রণায় রাতে কারো ঘুম হয় না। আমাদের বাসায় অবসরে যাওয়া লোকের সংখ্যা বেশি, তাদের না হয় এখন শুধু ঘুমটাই হারাম হয়েছে। কিন্তু যারা কাজকর্ম করে তাদের কী অবস্থা সেটা উপরওয়ালাই মালুম।

তো বন্ধুবর হিসাব করে দেখালো আর কিছু না হোক বাংলাদেশে ডিজিটাল যুগ এখনই উপস্থিত—

বিদ্যুৎ নাই => লজিক ০

দেশে ২৪ ঘন্টার অবস্থা এখন এইরকম-

What should do in the job interview?

Do take a practice run to the location where you are having the interview -- or be sure you know exactly where it is and how long it takes to get there.
Do your research and know the type of job interview you will be encountering. And do prepare and practice for the interview, but don't memorize or over-rehearse your answers.
Do dress the part for the job, the company, the industry.
Do plan to arrive about 10 minutes early. Late arrival for a job interview is never excusable. If you are running late, do phone the company.
Do greet the receptionist or assistant with courtesy and respect. This is where you make your first impression.
Do bring extra resumes to the interview. (Even better, if you have a job skills portfolio, do bring that with you to the interview.)
Do greet the interviewer(s) by title (Ms., Mr., and Dr.) and last name if you are sure of the pronunciation. (If you're not sure, do ask the receptionist about the pronunciation before going into the interview.
Do shake hands firmly. Don't have a limp or clammy handshake!
Do wait until you are offered a chair before sitting. And do remember body language and posture: sit upright and look alert and interested at all times. Don't fidget or slouch.
Do make good eye contact with your interviewer(s).
Do show enthusiasm in the position and the company.
Do avoid using poor language, slang, and pause words (such as "like," "uh," and "um").
Do have a high confidence and energy level, but don't be overly aggressive.

What should not do in the job interview?

Don't chew gum during the interview.
Don't rely on your application or resume to the selling for you. No matter how qualified you are for the position, you will need to sell yourself to the interviewer.
Don't tell jokes during the interview.
Don't smoke, even if the interviewer does and offers you a cigarette. And don't smoke beforehand so that you smell like smoke. And do brush your teeth, use mouthwash, or have a breath mint before the interview.
Don't be soft-spoken. A forceful voice projects confidence.
Don't act as though you would take any job or are desperate for employment.
Don't say anything negative about former colleagues, supervisors, or employers.
Don't ever lie. Answer questions truthfully, frankly and succinctly. And don't over-answer questions.
Don't answer questions with a simple "yes" or "no." Explain whenever possible. Describe those things about yourself that showcase your talents, skills, and determination. Give examples.
Don't bring up or discuss personal issues or family problems.
Don't respond to an unexpected question with an extended pause or by saying something like, "boy, that's a good question." And do repeat the question out loud or ask for the question to be repeated to give you a little more time to think about an answer. Also, a short pause before responding is okay.
Don't answer cell phone calls during the interview, and do turn off (or set to silent ring) your cell phone and/or pager.
Don't inquire about salary, vacations, bonuses, retirement, or other benefits until after you've received an offer. Be prepared for a question about your salary requirements, but do try and delay salary talk until you have an offer.

SMS Based Registration at SUST

Shahjalal University of Science & Technology has introduced "SMS Based Automated Registration of Admission Test" procedure for the first time in Bangladesh. Interested students can complete the registration process through mobile messages.

The registration process includes the following steps:

1. The applicant will send information like his/her Board, roll number of the HSC examination and year to a specific number from a Tele Talk prepaid mobile phone.

2. The applicant’s information will be verified from results collected from Education Boards and if he/she is eligible to participate in the admission test, a confirmation SMS will be sent to his/her mobile phone. The applicant will then have to send confirmation for admission registration.

3. Upon receiving confirmation, the application fees of the admission test will be deducted from candidate's mobile phone balance and he/she will be notified by an SMS after completion of the registration procedure.

Online Application Procedure for Admission Test of Public and Autonomous Universities

The Government has adviced all public and autonomous universities to initiate the systems for collection and submission of their admission forms through online. Among the 31 educational institutions of this country, 10 are going to make their admission forms available through online from this year. However, the applicants will have to physically come to the university to submit the forms:

Talking about a revolution: governance, web 2.0 and Digital Bangladesh

Around March 4, someone posted on YouTube a thirty to forty minute clip from a meeting between Prime Minister Sheikh Hasina and army officials. It showed the confrontation between angry army officials and the PM on her decision to negotiate with the mutineers rather than take military action.

Within hours, the clip had spread to the four corners of the world. Facebook users put the YouTube link in their status, bloggers wrote about the video, related articles were dug up, and TV stations around the world discussed the meeting and its implications on the newly elected PM and the army. (All of these applications are considered a part of Web 2.0, where Web 2.0 refers to a perceived second generation of web development and design that facilitates communication, secure information sharing, interoperability, and collaboration on the World Wide Web).

Taken by surprise by the intense media attention, the government blocked Youtube altogether on March 6, hoping that it would blow over.

This created an even bigger sensation, and the government was soon impelled to take down the block -several short clips with the meeting's audio are now online. The end result? For one, the government, the army and the rest of the administration were forced to acknowledge the power of social media as a force for increased transparency. A combination of a watchful citizenry and technology brought about increased transparency. Secondly, many realised the irony of talking about a "Digital Bangladesh" in the same breath as Youtube blocks.

Flashback to 1975. On August 15, 1975, a group of junior army officers invaded the president's residence and assassinated Sheikh Mujib and most of his family. As the events unfolded, citizens were left uninformed, and Dhaka became a city of rumors. Coups and counter-coups took place, and stability was established only in 1977.

If the state of technology had been then what it is now, blogs, Facebook, Twitter and other social media would have brought the news of Sheikh Mujib's assassination and the events that followed, to doorsteps of not just Bangladeshis but also the rest of the world's. This, unfortunately, did not happen. 1975 remained, for the most part, local and not global, which meant that it probably continued longer than it might have under Web 2.0.

There are two lessons we can take away from the 1975 and 2009 comparison. One is that information and communication technologies (ICT), especially Web 2.0, can be relevant even in developing countries by contributing to improved governance. It does so through increased transparency, accountability and collaboration. The other is that Digital Bangladesh is already happening, and those interested in the development of Bangladesh need to align Digital Bangladesh strategies with what is already happening in the country.

Bangladesh provides a good counterpoint to governments, international development agencies and others who argue that information technology projects are not relevant for developing countries, as there are more basic needs that should be fulfilled first. They argue that one is better off investing valuable resources on areas such as food, nutrition and education, rather than on information technology.

This point of view is pretty much de facto among the development community. This argument is based on the assumption that technology is an independent sector, and that resources can be diverted to one sector or the other. This is a flawed assumption and reveals a fundamental lack of understanding of technology. Technology is not just a sector of its own, but also an important driver of other sectors, and an enabler of development goals.

To ignore investment in information technology puts a developing country at risk of falling even further behind in the race for development. Every country, regardless of the level of economic growth, can benefit from thoughtful applications of ICT. In Bangladesh, which is a developing country, the two mutinies of 1975 and 2009 proved that ICTs, through increased transparency, can create pressure for improved governance, and thus contribute to development.

It was technology that really made the difference in 2009. Facebook, Twitter, Youtube etc., all of which played a key role in 2009, are Web 2.0 tools (also "social media"). Web 2.0 forced the government of Sheikh Hasina and the entire political apparatus to accept the fact that, from now on, transparency would be de facto. All government actions will have to be taken with the explicit understanding that their actions could be broadcasted to the whole world within minutes.

Digital Bangladesh is already happening, whether the powers that be like it or not. The best way to promote it is to support the direction that it is already taking, and not counter it through ineffectual means like banning Youtube. It is also proof that ICTs, when thoughtfully used to promote governance and economic development, can be of great benefit to all countries, especially developing countries. It is enormously shortsighted to take technology investment off the table of options, when considering ways of bringing about economic development.

Bangladesh is looking towards digital era (2009-2021)

IT WOULD be wonderful if Bangladesh could be transformed into a modern, technologically advanced and prosperous country by 2021, the 50th anniversary of our independence.

It is a long term and ambitious objective that is definitely attainable if we can provide modern and appropriate education and training to our young generation, make research and innovation the major focus of our higher education sector, and use science and technology as the major tool for meeting our development goals.

Without these, Vision 2021 and "Digital Bangladesh" will be no more than mere election slogans.

Emphasis on "Digital Bangladesh" is correct, as there is a strong correlation between economic and social development of a country and its proficiency in science and technology.

If the ultimate objective is the realization of Vision 2021 then there has to be sustained support of science and technology at all levels.

It is, therefore, mystifying that the Science and Technology portfolio has not even merited elevation to cabinet level.

For modernisation and attainment of self-sufficiency by 2021, the major challenges for Bangladesh are poverty reduction and sustainable development, but neither of these are possible without a very strong science and technology base underpinned by excellence in education at all levels and a well-trained work force.

What is our real economic and technological standing within the community of nations? Bangladesh is classified as a least developed country (LDC), and is only one of three LDCs among the OIC-member countries.

Dhaka University, which used to be referred to as the "Oxford of the East," does not even rank among the first 1000 universities in the world, or even among the first 30 in the Islamic world.

This is mainly because of the absence of a research culture, serious lack of research facilities and opportunities, politicisation of academia, and anachronistic rules for appointment and promotion.

If the government is serious about "Digital Bangladesh" and Vision 2021 then it needs to find ways to promote research and innovation so that Bangladesh can become internationally competitive.

Bangladesh has a very high population density and very few natural resources. So there is a need to become a "clever country" based on intellectual capital and to devise strategies that allow our youth to get involved in nation building activities.

Educating our youth is an investment in our future, but should this education be for the development of other countries at the expense of our own?

There is certainly something wrong with the obsession to export our youth to earn foreign exchange without first meeting our indigenous needs.

There is a lack of educated and trained manpower in essential sectors of our economy, yet a very high proportion of our newly trained doctors, scientists and engineers eventually emigrate and find employment in other countries.

In many ways, our education policies and curricula are geared to the R&D market in the US and Europe.

The major reasons for the brain-drain of our professionals are the outdated education system and the absence of conditions for utilising the talents and expertise of our scientifically educated youth. Every effort needs to be made to arrest and reverse the debilitating brain-drain by creating conditions that allow our best and brightest scientists to carry out internationally competitive and rewarding research in areas of national priority while living and working in Bangladesh.

This will help to retain our most productive people in the country and induce others to return home.

Bangladesh already has a small but very highly trained scientific manpower within the country and large numbers of talented scientists and technologists spread across developed countries all around the world.

Many expatriate scientists would be happy to contribute, in many different ways, to the development of Bangladesh if given the chance.

Developing conditions conducive to research and secure employment in Bangladesh will result in "brain-gain", which is a prerequisite for modernisation and sustained development. The government could choose, whenever possible, to obtain independent expert advice from scientists of Bangladeshi origin without wasting exorbitant consultancy fees on so-called foreign experts from the developed world.

I hope the government will review its decision on cabinet portfolios and allocations and consider the formation of a Ministry of Science, Higher Education and Innovation in line with its long-term objectives.

This would also allow the current Ministry of Education to concentrate and focus on overhauling the primary and secondary education sector, which, without any doubt, is the basic foundation for national development and must be set right.
