आपल्या संघटनेचे 46 वे द्विवर्षिक अधिवेशन दिंनांक 02 फेब्रुवरी 2020 रोजी मृगेंद्र मठ, अमरावती येथे थाटामाटात संपन्न झाले. अधिवेशनाच्या अध्यक्षस्थानी कॉम. ए. एस. गिरनाळे हजर होते. प्रमुख अतिथि म्हणून कॉम. शैलेश देशपांडे, सर्कल उपाध्यक्ष, महाराष्ट्र सर्कल. कॉम. संजय साठे, रिजनल सचिव, नागपुर तसेच पोस्टमन यूनियनचे कॉम. पाचपोर उपस्थित होते. सर्वच उपस्थितांनी सभागृहाला मोलाचे मार्गदर्शन केले.

अधिवेशनाचे शेवटी पुढील दोन वर्षासाठी खालील कार्यकारिणी अविरोध निवड करण्यात आली.

इंडिया पोस्ट पेमेंट बँक व आधार टार्गेट बाबत

सध्याच्या परिस्थितीत अमरावती विभागातील सर्वच कर्मचार्‍यांवर इंडिया पोस्ट पेमेंट बँक चे खाते उघडण्याकरिता, आधार व्यवहार करण्याकरिता तसेच पी. एल. आय. / आर. पी. एल. आय चे उद्धिष्ट साध्य करण्याकरिता वरिष्ठ अधिकार्‍यांकडून दबाव तंत्राचा वापर करण्यात येत आहे. भारतीय डाक विभागाचे निष्ठावान कर्मचारी म्हणून तसेच भारत देशाचा एक नागरिक म्हणून आपण नेहमीच आपली कर्तव्ये व जबाबदारी योग्य प्रकारे पार पाडलेली आहे व नजीकच्या भविष्यात निश्चितपणे आपण पार पाडू. याचे उत्तम उदाहरण म्हणजे Finacle व CSI, जे आपण सर्वांनी लवकरच आत्मसात केलेले आहे. त्याचप्रमाणे आपण आपले दैनंदिन कामकाज पार पाडून निश्चितच इंडिया पोस्ट पेमेंट बॅंकचे खाते देखील उघडत आहोत, आधार कार्ड अद्ययावत करणे, पी. एल. आय / आर. पी. एल. आय. उघडणे हे कार्य देखील करीत आहोत. तरीही कोणत्याही दबावाला बळी न पडता आपले कार्य सुरू राहू द्या, आपली बलाढ्य संघटना नेहमीप्रमाणे आपल्या पाठीशी निश्चितच आहे याची खात्री बाळगा.

आपल्या अमरावती विभागीय शाखेने, आपल्या सर्कल कार्यकारिणीला विनंती केलेली आहे की नवीन पेन्शन योजना बंद करण्याकरिता लवकरच वरिष्ठ स्तरावर मोठे आंदोलन करणे गरजेचे आहे, जेणेकरून आपल्या नवीन येणार्‍या बंधु/भगिनींना जुनी पेंशन योजना लागू करता येईल. तरीही मी आपणास आवाहन करतो की येणार्‍या भविष्यात नवीन पेन्शन योजना बंद करून जुनी पेन्शन लागू करण्याकरिता होणार्‍या आंदोलनात सर्व कर्मचार्‍यांनी मोठ्या प्रमाणावर एकत्रित होणे गरजेचे आहे. लक्षात असुदया सर्वांनी एकजूट होणे ही काळाची गरज आहे व एकजुटीचे फळ हे निश्चितच मिळते.

विशेष परिपत्रक क्रमांक २ (फक्त सभासदांसाठी) दिनांक – ११ एप्रिल २०१६.

आदरणीय कर्मचारी बंधु व भगिनींनो,

हे एकदिवसीय संपाचे विशेष परिपत्रक मी आपणापुढे सादर करीत आहे. आपल्या मनात कदाचित असा विचार येत असेल की आता हा संप कशासाठी? ७ व्या वेतन आयोगाच्या अंमलबजावणीसाठी या अगोदरच सचिव स्तरावरील कमिटी स्थापित करण्यात आलेली आहे व त्याचा निर्णय लवकरच आपणास कळणार आहे. मग हा संप कशासाठी ? मित्रांनो सध्या आपणास सर्वात मोठी समस्या भेडसावत आहे ती सी.बी.एस. Finacle आणि की पी.एल.आय. Maccamish ची.

आपल्या संघटनेने परिवर्तनाला कधीही विरोध केला नाही. आपल्या विभागामध्ये होणारे बदल आपण नेहमीच स्वीकार केलेले आहेत. या अगोदरही संचय पोस्ट सॉफ्टवेअर आपल्या खात्यामध्ये आले व आपण सर्वांनी अतिशय चांगल्या प्रकारे त्यामध्ये काम केले व आपल्या खात्याला बचत विभागात एका नव्या उंचीवर आणून ठेवलेले आहे. सरकारने भारतीय डाक विभागाचे संपूर्ण संगणकीकरण करण्याचा मोठा घाट घातला आहे व लवकरच पोस्ट बँक सुद्धा स्थापन करण्यात येत आहे. आपण या परिस्थितीला नक्कीच सकारात्मकपणे सामोरे जाणार आहोत. सद्यस्थितीत सी.बी.एस. Finacle व पी.एल.आय. Maccamish या वेबबेस्ड सॉफ्टवेअर चा उपयोग करण्यात येत आहे. परंतु सध्याची आपली स्थिति ही एक ना धड अन भाराभर चिंध्या अशी झाली आहे व या सर्व प्रकारचा त्रास फक्त आपल्यासारख्या साधारण कर्मचार्‍याला होत आहे. Finacle ची लिंक नेहमीच बंद असते. Maccamish हे कासवगतीने काम करीत आहे. आपल्या सर्व डाकघरांमध्ये नवीन खाते उघडण्यासाठी आलेल्या फॉर्मचा खच पडून आहे, परंतु लिंक नसल्यामुळे किंवा पुरेसा कर्मचारी वर्ग उपलब्ध नसल्यामुळे ते काम पूर्ण करता येत नाही व याकरिता जबाबदार त्या कर्मचार्‍याला किंवा उपडाकपालाला धरण्यात येवून बळीचा बकरा बनविल्या जाते. या सर्व बाबी जेव्हा अधिकार्‍यांच्या नजरेत आणून दिल्या जातात तेंव्हा हे अधिकारी म्हणतात लिंक नाही मी काय करू? तुम्हाला काम करावेच लागेल त्याकरिता तुम्ही एकतर सकाळी लवकर या म्हणजे लिंक असेल नाहीतर EOD झाल्यावर काम करा. आपल्या सॉफ्टवेअर ची लिंक ही सकाळीच किंवा रात्री १२ नंतरच का येते याचे उत्तर कोण देणार. एका वरिष्ठ अधिकार्‍याने तर कहरच केला त्यांनी तर असे आदेश दिले की कोणतेही कारण चालणार नाही तुम्हाला नवीन खाते हे ३१ मार्च पर्यन्त उघडावे लागतील.

आपण या सी.बी.एस. Finacle चे स्वागत घरात येणार्‍या एखाद्या नव-वधूसारखे रांगोळी काढून व केक कापून केले. परंतु घरात आलेला नवीन पाहुणा हा आपल्याच जिवावर उठेल असे कधी स्वप्नातही वाटले नव्हते. मागील गेल्या काही दिवसांपासून तर आपले कर्मचारी १० ते १२ तास सेवा प्रदान करीत आहेत, तेही कोणत्याही अतिरिक्त मोबदल्याची अपेक्षा न करता. महिला कर्मचार्‍यांना रात्री ९ वाजेपर्यंत कार्यालयात काम करावे लागते व आपले अधिकारी बरोबर ६ वाजता घराकडे निघतात. सी.बी.एस. Finacle च्या त्रासापासून अधिकारी मात्र मोकळे.

बंधु भगिनींनो, यामुळे आपल्या खात्याची प्रतिमा तर मलिन होतच आहे, परंतु सर्वसाधारण नागरिकांचा रोष हा आपल्यासारख्या कर्मचार्‍यांवर निघत आहे. याचे एक उदाहरण म्हणजे मुंबई येथील माटुंगा पोस्ट ऑफिस. या पोस्ट ऑफिस मध्ये नागरिकांदवारे संगणकाची तोडफोड करण्यात आली. यामुळे कर्मचार्‍यांची सुरक्षा हे विभाग कशी करणार?

नुकतेच आपल्या संघटनेचे प्रांतीय अधिवेशन दिनांक २६ ते २८ मार्च २०१६ रोजी सातारा येथे संपन्न झाले. यामध्ये सर्वच विभागीय सचिवांनी सी.बी.एस. Finacle व पी.एल.आय. Mccamish बद्दल आपला रोष व्यक्त केला. आपल्या महाराष्ट्र प्रांतीय संघटनेने व केंद्रीय संघटनेने या अगोदरच Finacle व Mccamish च्या स्पीड बद्दल वरिष्ठ अधिकार्‍यांना पत्र लिहिलेले आहे, परंतु आजपर्यंत यावर कोणताही तोडगा निघालेला नाही. अधिकारी नुसते आश्वासन देत आहेत. या सर्व बाबींचा विचार करून महाराष्ट्र प्रांतीय शाखेने दिनांक २१ एप्रिल २०१६ रोजी एक दिवसाच्या लाक्षणिक संपाची घोषणा केलेली आहे. संपाच्या प्रमुख मागण्या खालीलप्रमाणे आहेत. तरी मी आपणा सर्वांना कळकळीची विनंती करितो की आपण आपल्या अस्तित्वासाठी ही लढाई लढायची आहे. त्याग आणि लढल्याशिवाय काही मिळत नाही हा इतिहास आहे. तरी सर्वांनी या एक दिवसीय संपात सहभागी होऊन संघटन बळकट करून आपल्या एकजुटीची ताकद दाखवावी, ही विनंती.

प्रमुख मागण्या

1. Finacle चे मुख्य सर्वर योग्य प्रकारे मेंटेन करण्यात यावे. लिंक बंद झाल्यावर ती ताबडतोब पूर्ववत करण्यासाठी योग्य ती उपाययोजना करण्यात यावी.

2. Sify connectivity ची bandwidth ही Single व Double handed पोस्ट ऑफिस करिता कमीतकमी 512 KBPS, Tripple किंवा LSG करिता – 1 MBPS, 2 MBPS MDG करिता व 4 MBPS प्रधान डाक घराकरिता असावी.

3. सर्व पोस्ट ऑफिस ला यू.पी.एस. बॅटरी, जनरेटर, पासबूक प्रिंटर, लेसर प्रिंटर पुरविण्यात यावे.

4. जर कर्मचारी त्याच्या ड्यूटि तासापेक्षा जास्त वेळ काम करीत असेल तर त्याला १५०/- रुपये प्रती तास incentive देण्यात यावा.

5. Finacle व Mccamish ची संपूर्ण काम करण्याची पद्धत (Operating Procedure) सर्व कर्मचार्‍यांना देण्यात यावी.

6. सर्व कर्मचार्‍यांना Finacle व Mccamish चे योग्य प्रकारचे प्रशिक्षण देण्यात यावे.

7. सर्व पोस्ट ऑफिस मध्ये Internet Connectivity राहील याची खात्री करावी.

Know About Rural ICT For GDS In India PostLaunch of the Rural ICT project of the Department by handing over the solar powered, biometric hand-held devices with connectivity along with the application software to Gramin Dak Sewaks from three pilot Circles viz Bihar, UP and Rajasthan on 28th Dec 2015

Benefits of Hand-held device to the rural citizen

Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated
instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.
Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.
Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.
Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes
Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc

Lok Sabha passes Bonus Bill; benefits to accrue from April 2014

The Lok Sabha on Tuesday passed a bill allowing doubling of wage ceiling for calculating bonus to Rs 7,000 per month for factory workers with establishments with 20 or more workers, with the benefits being applicable retrospectively from April 2014.

The Payment of Bonus (Amendment) Bill, 2015, was passed by a voice vote, with some members objecting to the raising of eligibility limit for payment of bonus from a salary of Rs 10,000 per month to Rs 21,000.

Replying to a debate on the legislation, Labour Minister Bandaru Dattatreya said the Government has ensured that the interest of workers are protected and there is no infringement on their rights.

"Because of Bihar Elections this bill got delayed... The Prime Minister spoke to me and asked why should the benefits of this Act should accrue to workers from 2015. It should be made available from the April 2014," he said while moving an official amendment to the Bill.

The official amendment provides that the benefits of the Act would be deemed to have come into force on April 1, 2014, instead of April 1, 2015. Dattatreya said the Ministry has held 21 tripartite meetings with all central trade unions while arriving at a decision.

The Bill provides for enhancing monthly bonus calculation ceiling to Rs 7,000 per month from the existing Rs 3,500. It also seeks to enhance the eligibility limit for payment of bonus from Rs 10,000 per month to Rs 21,000 per month.

"The Government's paramount intention is to safeguard the interest of workers... There is no infringement of workers' rights and whatever the government does will be in the interest of workers," Dattatreya said.

After the bill was passed, Deputy Speaker M Thambidurai, who was in the Chair, said the government should be congratulated for bringing the measure as also for effecting the benefits retrospectively.

Terming the legislation as historic, Dattatreya said the outgo from government coffers would be about Rs 6,203 crore.

The Minister said the Bill would benefit crores of organised sector worker. He said unorganised sector constitute 93 per cent of the workforce or about 40 crore people.

Participating in the discussion, Mumtaz Sanghamita (TMC) said "it will benefit vast majority of poor workers. Bonus is the thing which is extra and over regular pay". She, however, wanted to know whether the increase in ceiling was commensurate to the inflation rate.

M Srinivas Rao (TDP) observed that labour laws in India were very weak and government should ensure safety and security for workers.

K Visheweshwar Reddy (TRS) said the sharp cut off of Rs 21,000 per month was flawed and added that contractual workers in factories are overworked and underpaid.

Sankar Prasad Datta (CPI-M) too echoed similar views saying that Rs 21,000 per month ceiling should not be there. Jaiprakash Narayan Yadav (SP) said there should be a special provision for women workers while providing bonus.

Prahlad Singh Patel (BJP) asked the government to fix a minimum ceiling and not the maximum one. "We can also think of linking it with the Pay Commission, so that we do not have to come again and again to Parliament to make changes". He said bonus should not be linked to profit or losses.

The Payment of Bonus Act, 1965, is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year. The last amendment to the eligibility limit and the calculation ceiling was carried out in 2007 and made effective from April 1, 2006.

This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of the assurances given by the Centre after 10 day central trade unions went on one-day strike on September 2.

7. IP/ASP/SP SCALE UPGRADED

Commission has noted that the VI CPC had placed Inspector (Posts) at par with Inspector of CBDT/CBED. Subsequently the Inspector of CBDT/CBE were elevated to GP 4600. The Commission has further noted that the Inspector of Posts and Inspector of CBDT/CBED are recruited through the same combined graduate level examination. Therefore the commission recommended 4600 GP for IP and 4800 GP and 5400 GP for SPOs.

Sovereign Gold Bond Scheme 2015

1. What is Sovereign Gold Bond (SGB)? Who is the issuer?

SGBs are government securities denominated in grams of gold. They are substitutes for holding physical gold. Investors have to pay the issue price in cash and the bonds will be redeemed in cash on maturity. The Bond is issued by Reserve Bank on behalf of Government of India.

2. Why should I buy SGB rather than physical gold? What are the benefits?

The quantity of gold for which the investor pays is protected, since he receives the ongoing market price at the time of redemption/ premature redemption. The SGB offers a superior alternative to holding gold in physical form. The risks and costs of storage are eliminated. Investors are assured of the market value of gold at the time of maturity and periodical interest. SGB is free from issues like making charges and purity in the case of gold in jewellery form. The bonds are held in the books of the RBI or in demat form eliminating risk of loss of scrip etc.

3. Are there any risks in investing in SGBs?

There may be a risk of capital loss if the market price of gold declines. However, the investor does not lose in terms of the units of gold which he has paid for.

4. Who is eligible to invest in the SGBs?

Persons resident in India as defined under Foreign Exchange Management Act, 1999 are eligible to invest in SGB. Eligible investors include individuals, HUFs, trusts, universities, charitable institutions, etc.

5. Whether joint holding will be allowed?

Yes, joint holding is allowed.

6. Can a Minor invest in SGB?

Yes. The application on behalf of the minor has to be made by his / her guardian.

7. Where can investors get the application form?

The application form will be provided by the issuing banks/designated Post Offices/agents. It can also be downloaded from the RBI’s website. Banks may also provide online application facility.

8. What are the Know-Your-Customer (KYC) norms?

Know-Your-Customer (KYC) norms will be the same as that for purchase of physical form of gold. Identification documents such as Aadhaar card/PAN or TAN /Passport / Voter ID card will be required. KYC will be done by the issuing banks/Post Offices/agents.

9. What is the minimum and maximum limit for investment?

The Bonds are issued in denominations of one gram of gold and in multiples thereof. Minimum investment in the Bond shall be two grams with a maximum buying limit of 500 grams per person per fiscal year (April – March). In case of joint holding, the limit applies to the first applicant.

10. Can I buy 500 grams in the name of each of my family members?

Yes, each family member can hold the bond if they satisfy the eligibility criteria as defined at Q No.4.

11. Can I buy 500 grams worth of SGB every v year?

Yes. One can buy 500 grams worth of gold every year as the ceiling has been fixed on a fiscal year (April-March) basis.

12. Is the limit of 500 grams of gold applicable if I buy on the Exchanges?

The limit of 500 grams per financial year is applicable even if the bond is bought on the exchanges.

13 What is the rate of interest and how will the interest be paid?

The Bonds bear interest at the rate of 2.75 per cent (fixed rate) per annum on the amount of initial investment. Interest will be credited semiannually to the bank account of the investor and the last interest will be payable on maturity along with the principal.

14. Who are the authorized agencies selling the SGBs?

Bonds are sold through scheduled commercial banks and designated Post Offices either directly or through their agents like NBFCs, NSC agents, etc.

15 Is it necessary for me to apply through my bank?

It is not necessary for the customer to apply through the bank where he/she has his/ her account. A customer can apply through another bank or Post Office.

16. If I apply, am I assured of allotment?

If the customer meets the eligibility criteria, produces a valid identification document and remits the application money on time, he/she will receive the allotment.

17. When will the customers be issued Holding Certificate?

The customers will be issued Certificate of Holding on the date of issuance of the SGB. Certificate of Holding can be collected from the issuing banks/Post Offices/agents or obtained directly from RBI on email, if email address is provided in the application form.

18. Can I apply online?

Yes. A customer can apply online through the website of the listed scheduled commercial banks.

19. At what price the bonds are sold?

Price of bond will be fixed in Indian Rupees on the basis of the previous week’s (Monday – Friday) simple average price for gold of 999 purity published by the India Bullion and Jewellers Association Ltd. (IBJA). The issue price will be disseminated by the Reserve Bank of India

20. Will RBI publish the rate of gold applicable every day?

The price of gold for the relevant tranche will be published on RBI website two days before the issue opens.

21. What will I get on redemption?

On maturity, the redemption proceeds will be equivalent to the prevailing market value of grams of gold originally invested in Indian Rupees. The redemption price will be based on simple average of previous week’s (Monday-Friday) price of closing gold price for 999 purity published by the IBJA.

22. How will I get the redemption amount?

Both interest and redemption proceeds will be credited to the bank account furnished by the customer at the time of buying the bond.

23. What are the procedures involved during redemption?

The investor will be advised one month before maturity regarding the ensuing maturity of the bond.

On the date of maturity, the maturity proceeds will be credited to the bank account as per the details on record.

In case there are changes in any details, such as, account number, email ids, then the investor must intimate the bank/PO promptly.

24. Can I encash the bond anytime I want? Is premature redemption allowed?

Though the tenor of the bond is 8 years, early encashment/redemption of the bond is allowed after fifth year from the date of issue on coupon payment dates. The bond will be tradable on Exchanges, if held in demat form. It can also be transferred to any other eligible investor.

25. What do I have to do if I want to exit my investment?

In case of premature redemption, investors can approach the concerned bank/Post Office/agent thirty days before the coupon payment date. Request for premature redemption can only be entertained if the investor approaches the concerned bank/post office at least one day before the coupon payment date. The proceeds will be credited to the customer’s bank account provided at the time of applying for the bond.

26. Can I gift the bonds to a relative or friend on some occasion?

The bond can be gifted/transferable to a relative/friend/anybody who fulfills the eligibility criteria (as mentioned at Q. no. 4). The Bonds shall be transferable in accordance with the provisions of the Government Securities Act 2006 and the Government Securities Regulations 2007 before maturity by execution of an instrument of transfer which is available with the issuing agents.

27. Can I use these securities as collateral for loans?

Yes, these securities are eligible to be used as collateral for loans from banks, financial Institutions and Non-Banking Financial Companies (NBFC). The Loan to Value ratio will be same as applicable to ordinary gold loan mandated by the RBI from time to time.

28. What are the tax implications on i) interest and ii) capital gain?

Interest on the Bonds will be taxable as per the provisions of the Income-tax Act, 1961(43 of 1961). Capital gains tax treatment will be the same as that for physical gold.

29. Is tax deducted at source (TDS) applicable on the bond?

TDS is not applicable on the bond. However, it is the responsibility of the bond holder to comply with the tax laws.

30. Who will provide other customer services to the investors after issuance of the bonds?

The issuing banks/Post Offices/agents through which these securities have been purchased will provide other customer services such as change of address, early redemption, nomination, etc.

31. What are the payment options for investing in the Sovereign Gold Bonds?

Payment can be made through cash/cheques/demand draft/electronic fund transfer.

32. Whether nomination facility is available for these investments?

Yes, nomination facility is available as per the provisions of the Government Securities Act 2006 and Government Securities Regulations, 2007. A nomination form is available along with Application form.

33. Is the maximum limit of 500 gms applicable in case of joint holding?

The maximum limit will be applicable for the first applicant in case of a joint holding for the specific application.

34. Are institutions like banks allowed to invest in Sovereign Gold Bonds?

There is no bar on investment by banks in Sovereign Gold Bonds. These will qualify for SLR.

35. Can I get the bonds in demat form?

The bonds can be held in demat account.

36. Can I trade these bonds?

The bonds are tradable on stock exchanges from the date to be notified by RBI. The bonds can also be sold and transferred as per provisions of Government Securities Act.

37. Can I get part repayment of these bonds at the time of exercising put option?

Yes, part holdings can be redeemed in multiples of one gm.

बोनस देणगी

संघटनेची आर्थिक स्थिति सुदृढ बनविण्यासाठी संघटनेजवळ पर्याप्त निधि असणे गरजेचे आहे. कारण मासीक वर्गणीतला मोठा वाटा हा केंद्रीय व सर्कल यूनियनला पाठवावा लागतो तसेच फेडरेशनला पण कोटा पाठवावा लागतो. त्यामुळे उर्वरित निधिमध्ये विभागीय संघटनेचे कार्य सुरळीत चालू शकत नाही. म्हणून प्रत्येक सभासदाने बोनस वाटपावर रुपये ३००/- तीनशे वर्गणी आपल्या प्रतिनिधीकडे जमा करावी ही विनंती.

आंदोलन कार्यक्रम.

१ व २ डिसेंबर २०१५ रोजी दोन दिवसांचा संप आयोजित केलेला आहे. संपाच्या मागण्या खालील प्रकारे आहेत.

१. ७ व्या वेतन आयोगामध्ये सर्व जी. डी. एस. कर्मचार्‍यांचा समावेश करावा.

२. सर्व प्रकारच्या कर्मचार्‍यांच्या नवीन भरती करणे. (पी. ए., पोस्टमन, इत्यादि. )

३. Cadre restructuring ची सर्व cadre मध्ये अमलबजावणी करण्यात यावी.

४. विविध प्रकारच्या नवीन स्कीम अमलात आणण्यासाठी कर्मचार्‍याचा होणारा छळ थांबविण्यात यावा.

तरी वरील होणार्‍या संपामध्ये सामील होऊन आपण आपल्या एकजुटीचे प्रदर्शन करावे.

कोअर बँकिंग प्रणाली व आपली भूमिका

आपणास ज्ञात आहे की आपल्या विभागामध्ये सध्या सर्व डाकघरे हे कोअर बँकिंग प्रणाली मध्ये आणण्यात येत आहे. त्यामध्ये आपल्याकडील संचय पोस्ट मधील डाटा हा नवीन वेबबेस प्रणाली (Finacle) मध्ये स्थलांतरित करण्यात येत आहे. हे सर्व आपल्या सर्वांसाठी नवीन आहे. त्यामुळे हे नवीन तंत्रज्ञान शिकण्यासाठी आपल्याला थोडा वेळ लागेल पण ते शिकण कठीण नक्कीच नाही कारण जेंव्हा संचय पोस्ट आले होते ते आपण थोड्या वेळाने का होईना पण निश्चितच आत्मसात केले होते.

तरी पण माझी आपणा सर्वांना विनंती आहे की, आलेल्या बदलाला आपण सकारात्मकपणे सामोरे जाऊ या. नवीन आलेला प्रोग्राम (Finacle) हा अतिशय सोपा व आपणा सर्वांसाठी सुरक्षित आहे. विशेषतः माझी सर्व वरिष्ठ बंधु व भगिनींना विनंती आहे की याला घाबरून आपण सेवानिवृत्ती किंवा सुटीचा विचारही मनात आणू नका. आपण Finacle मध्ये सहजतेनी काम करू शकता किंबहुना आपले काही बांधव काम करीत आहेत. आपणाला योग्य ते तांत्रिक सहकार्य निश्चितच प्रशासनाकडून तसेच आपल्या संघटनेतील Finacle प्रशिक्षित सभासदांकडून भेटेल याची खात्री मी आपल्याला देतो.

48 HOURS STRIKE ON 1^st & 2^nd DECEMBER-2015

7^th Central Pay Commission has completed its task. The Report is ready and it was to be submitted by 30^th September, 2015. Pay Commission requested to grant extension for two months to bind up the office but Government is very generous to grant extension for four months i.e. up to 31^st December, 2015. National Joint Council of Action of National Council JCM constituent organizations took decision to defer the Indefinite Strike to be held from 23rd November-2015 as Pay Commission has not submitted its report. NFPE has taken decision earlier to go on indefinite strike from 23^rd November-2015. But due to some technical reasons and in the wake of decision of NJCA, NFPE Federal Secretariat meeting held at Hyderabad on 11.10.2015 had reviewed the entire situation and came to the conclusion that 48 hours strike on 1^st & 2^nd December-2015 will be organized in the Department of Post on 4 Points Charter of demands which include , Inclusion of GDS in 7^th CPC , Implement cadre Restructuring proposals in all sections, filling up of all vacant posts in all cadres as per actual sanctioned strength and stopping up of all types of harassments in the name of implementation of various new services and schemes and Trade Union Victimization.

Neither Government of India nor Department of Post appears to be sincere towards the genuine demands of Postal Employees including GDS. Our demand of inclusion of GDS in 7^th CPC which was assured by the Secretary (P) and Minister Communication is still unsettled. They are not at all serious to settle the genuine demand of poor GDS employees who are still deprived from all the basic rights and facilities extended to the regular Government employees. We cannot tolerate this state of affairs of exploitation of GDS employees and can go to any extent until and unless the GDS employees are treated as regular Government employees and given all the due rights and facilities extended to regular Government employees.

The Cadre restructuring proposals in all Cadres including Postal Accounts and MMS were finalized about 2 years ago but still these are not implemented. If this could not be implemented before the implementation of report of 7^th CPC , it will be of no use.

Postal staff in each cadre is facing lot of hardship due to acute shortage of staff, because the recruitment is not being done on the basis of actual sanctioned strength. If staff shortage is met out more than 50% problems will be solved automatically.

One of the most burning problems is the harassment of staff in all cadres in the name of implementation of various schemes and services and trade union victimization. CBS and CSI has become a very serious problem. Without developing proper infrastructure these schemes are being implemented and staff is facing more difficulties and harassment from administration as well as public. More and more staff is being made victim under contributory negligence factor. If any union representative raises his voice against all these excesses he is victimized.

This state of affairs on the part of administration cannot be tolerated more.

Therefore the Federal Secretariat of NFPE has decided unanimously to go on 48 hours Strike on 1^st and 2^nd December-2015.

NFPE call upon the entirety of Postal, RMS and GDS employees to make all efforts to make the 48 hours strike a historic success and make the department and Government of India to understand that Postal Employees will not leave their genuine demands and will always remain on the path of struggle.

Unitedly we fight we will win. We have won on so many occasions and this time also we will win.
