Renovation Handover Tips

Most people will be very thrilled and look forward to the day the Contractor or the Interior Designer handovers the keys to their home, which signifies the end of the renovation process.

However, it is important to keep the following things in mind before the handover is complete.

Check and Review

Check that the Contractor or Interior Designer has completed all the defects and works stipulated in the contract.

Review the workmanship delivered. If the Contractor or Interior Designer has not done a satisfactory work, consider either withholding last 10% of the payment until they have rectified the works, or negotiate for a wavier of the last 5-10% of the final payment.

Ensure that the entire place has been properly cleaned and vacated. Usually, Contractor or Interior Designer will chemical wash the entire place prior handover.

Make sure that you have changed the keys and the lock which was previously used by the Contractor or Interior Designer.

Touch ups and Future works

Do ask the Contractor or Interior Designer for at least a can of leftover paint so that you or your hired contractor can perform touch-ups in future. If no leftover paint is available, do take down the brand and color code of the paint.

Do ask for the names and contacts of the individual carpentry/electrical sub-contractors so that you can contact them directly if you need to do similar carpentry/electrical works in future.

Do keep a constant look out for any defects which were not discovered prior the handover. Remember that you are entitled for free rectification works as long as your warranty is still in force.

Home Renovation Checklist

Before you begin your home renovation, it's important to do some pre-renovation groundwork (i.e. 1st Stage of Renovation - Initiate ) and plan (i.e. 2nd Stage of Renovation - Plan ) ahead. However once you have started, there are many important things that you should take note of when you are managing the renovation.

Hence, here is a simple checklist to get you started. I will update and add on to this checklist whenever the need arises, so do remember to bookmark this post! :)

1) Existing Defects

(For HDB home owners) Have the HDB Technical Officers to rectified the list of defects prior the start of renovation?


2) Research
Have you talked to your friends, neighbors etc about their home renovation experience? Have you dispelled the popular renovation myths? Have you found answers to the common renovation questions? Have you found out the 7 common renovation mistakes and how to avoid them? Have you found out the renovation guidelines for HDB / DBSS or private residential properties?
Have you sourced for renovation design ideas in magazines, catalogs, or open houses?

Have you ensured that all verbal clarifications and additional requirements (if any) have been written down before you sign the contract? 7) Renovation Plan Have you drafted the renovation plan? Have you and the contractor or interior designer agreed upon the renovation duration and the worked out the contingency actions to take when there are delays? Have you gathered the detailed scope of the renovation? Have you estimated all the costs involved, the budget to be set aside and contingency actions to take when there are cost overruns? Have you and the contractor or interior designer agreed upon the acceptable quality of renovation and how these standards are going to be determined? Have you and the contractor or interior designer discussed on the risks that will impact the renovation project and how to handle these risks by developing the contingency plans? "From how to identify a registered property agent to how such agents should handle transaction monies, such tips have been handily summed up in a brochure rolled out yesterday by the Council for Estate Agencies (CEA).

The brochure is part of the CEA’s outreach efforts to equip consumers with essential knowledge for a smooth property transaction.

For instance, it highlighted that dual representation — where a property agent represents both the buyer and the seller, and collects commission from both parties — is an offence. It is also an offence for a property agent — also referred to as salespersons — or agency to introduce or refer a buyer to any moneylender.

Property agents and agencies are also prohibited from handling money on behalf of any party in the sale or purchase of any property here.

The brochure also advised consumers to not respond to publicity flyers where a salesperson has not provided a registration or licence number. All licensed agencies and property agents can be found on the CEA’s website.

A list of the responsibilities of a salesperson is also provided, such as how a property agent should explain to consumers all relevant forms and documents in a binding agreement.

Guidelines For Renovation Work

Private residential properties would generally include landed houses, apartment buildings, condominium, cluster housing and residential units in a mixed development.

Renovation works in private homes would constitute one of the following:

-	additions and alterations to existing landed dwelling houses
-	additions and alterations to existing apartments or existing residential units of strata-subdivided buildings
-	reconstruction of existing landed dwelling houses

Not all renovation works would require approval of plans from the Building and Construction Authority (BCA). There are some building works, which are minor in nature, that are exempted from approval. A list of the exempted works is given in 'The Schedule' of the Building Control Act, and is reflected herewith.

-	Exemption From Approval For Minor Building Works And Alterations To Residential Buildings

Where the proposed building works are not exempted, building plans will have to be submitted by a Qualified Person to the Commissioner of Building Control for approval. The following are some information on the requirements for approval of building plans. The normal submission system applies to all sorts of renovation works for private homes, while the simplified submission system applies only to additions and alterations to landed houses.

The grant of this permit can only be considered after the structural plans are approved. Upon completion of the renovation works, a Temporary Occupation Permit (TOP) or a Certificate of Statutory Completion (CSC) will have to be obtained for the occupation of the completed building. The issuance of CSC by the Commissioner of Building Control would legally conclude the completion of the renovation project. The following are the requirements to procure a TOP and a CSC.

Some people might be still keen in Design, Build and Sell Scheme (DBSS) projects even though it might soon be phased out. Nonetheless, here is some info (gathered from Singapore National Library) which consoliated all the DBSS related news releases.

"The Design, Build and Sell Scheme was introduced in March 2005 to allow private developers to build public housing to create more choices for flat seekers and inject innovation in the building and design of multi-storey flats, while preserving the major characteristics of public housing, such as maintaining open access to common properties. Under this scheme, private developers are involved in not only the construction of the flats but are also responsible for bidding for the land, designing the flats and their surrounding landscape and selling the flats directly to eligible flat buyers. They are granted the freedom to decide on the design, finish, size and unit configuration of the flat and can sell the flats at a price comparable to those listed on the open market. When the development is completed, HDB then assumes administrative functions of the DBSS flats and the Town Councils will manage the common areas and carparks.

CPF Contribution & Allocation Rates changes (from 1 Sep 2011)

From 1 September 2011, the employers’ CPF contribution rate is increased by 0.5 percentage point. For employees who are above 35 years old and earning monthly wages of up to $1,500, the higher employer CPF contribution rate will continue to be phased in from 0% at the wage of $50 to the new full rate at the wage of $1,500. The increased contribution will be credited to the employees’ Special Account (including those above 55 years of age).

However, the additional 0.5 percentage point does not apply to graduated employer and employee rates for first or second year Singapore Permanent Residents (SPR) and their employers.

The new CPF contribution amount can be computed using the CPF Contribution Calculator or determined using the CPF contribution rate booklets.

** This is the table meant for:

   (1) Private Sector Employees
       (2) Non-Pensionable Employees (Statutory Bodies & Aided Schools)
       (3) Non-Pensionable Employees (Ministries)

       Note: For (1), (2) and (3), the Ordinary Wage Ceiling is $5,000.

I have actually done up an excel sheet showing how the CPF contribution of an ordinary Singapore couple, with a combined gross income of $4500, will look like. I have made an assumption that there is a wage increase of $100 per year for this couple, and there is no income ceiling for them.

You can use this CPF template** to forecast how your housing loan matches up with the CPF contribution as you age. This is pretty useful for you to predict when cash is needed when the CPF contribution is lower than your monthly housing loan deduction. Just beware not to mess-up the formula used in the excel sheet. :)

A gentle reminder that the Ordinary Wage Ceiling is $5,000, which means the CPF contribution rate will still be based on $5,000 even if your income exceeds $5000.

How to Protect Your Parquet Floor?

What is Parquet Flooring?

Parquet was once used exclusively in royal houses and French nobles. However, this ornamental flooring has become a common feature in many modern homes of today. Parquetry is essentially a collection of wood pieces that are fused together to create a decorative mosaic effect.

They are usually made of wood such as walnut, oak, pine, maple, bamboo and even cherry, and are placed in angular, geometric formations which lined the floor. However, rare wood material like mahogany, ebony, and rosewood were sometimes used too. In order to enhance the contrasting colors and patterns of the different woods and geometric patterns, stains and varnish finishes are used.

Protection from Scratches from Furniture & Cleaning Equipment

Felt protector Pads

You can use the felt protector pads (sold at local hardware, DIY stores in pre-cut rounds or large squares which you can cut to the sizes you need) as a buffer between the furniture legs and the flooring. This can also prevent dents formed from heavy furniture such as bed frames and sofas. These protector pads are sometimes known as parquet gliders.

Parquet Gliders

You can also use casters for the furnite legs. Casters allow for smooth chair sliding but you may want to consider using them with a carpet which will buffer the casters from excessive sliding. The carpet will act as a protective layer to mitigate the wear and tear on the floor. Aside from carpet, rugs can be used underneath furniture sets for protection and an additional decorative touch.

Use parquet friendly vacuum cleaners which has laminate and parquet floor nozzle. Do not use a vacuum or attachment with a rotating brush as the moving bristles will scratch the floor.

If your wooden flooring already has some scratches, look for parquet touch-up kits from the hardware or DIY stores. Choose the touch-up kit closest to your wooden flooring finish, fill in deeper gouges. Employ a stain marker close to the stain finish of your floors to blend in visible scratches that can't be buffed out. Leave it to dry overnight. The scratches should appear less obvious.

Maintenance and Treatment of Parquet Flooring

Maintaining the finish and shine of parquet floors is as important as protecting your floors from scratches and dents. Older parquet floors typically have finishes of varnish, shellac or lacquer, whereas newer floors are finished with polyurethane. You should use a nonabrasive liquid cleaner for polyurethane coated flooring. Parquet flooring finished in lacquer, varnish or shellac requires the use of a paste wax to maintain the finish and shine.

Mop parquet floors with a damp mop soaked in a gentle hardwood cleaner. Avoid using water to mop the floor as stagnant water will cause water stains and warp wood.

Its important to keep indoor humidity levels to 40 - 60 percent; its recommended to use a dehumidifier during summer months and a humidifier during cold months to reduce the expansion and contraction of the parquet floors as these will cause uneven floors and bumps.

Invest in curtains or blinds for rooms installed with parquet flooring as direct sunlight will causes aging or discoloring of the wood. Therefore, installing window blinds will protect the floors against ultraviolet rays and rearranging carpets and rugs will help to mitigate the damage from the sunlight.

5 stages of Renovation

The 5 stages of Renovation

The concept of 5 renovation stages was introduced in my previous post. So what are they? Before you start your renovation project, you need to understand that there are 5 stages involved any Renovation project.

1) Initiate

This is the very first stage in any renovation project. So, what does this stage actually entail?

In order to start the project, you need to identify all the future inhabitants of your renovated home and the scope of the renovation work. These people could be your spouse, your parents, parents-in-law, children and even your pet! However, you might wonder why is this important? This is because by identifying your loved-ones, their requirements and concerns can be taken into consideration while you are doing up your place. This ensures that the needs of all parties are taken care of and you do not run into those dreaded conflicts after the renovation works are complete.

As for scope of work, you have to decide on the extent of renovation you require for your new place. As an example, you have to decide whether if you are looking at a major over-haul or only minor reworks if you are renovating a resale flat.

After the future inhabitants are identified and the extent of renovation is decided, you can proceed with the next renovation stage – which is planning for your renovation project.

2) Plan

The importance of renovation plan was covered in my previous post. In fact this is where the renovation plan is being formulated. So, what are the areas that need to be included inside the renovation plan?

The key areas which you need to cover are briefly summarized as follows:

Scope - how to gather the requirements and the detailed scope for the renovation;

Time - how to develop the renovation schedule and contingency actions to take when there are delays;

Cost - how to estimate the costs involved, the budget to be set aside and contingency actions to take when there are cost overruns;

Quality - the acceptable quality of renovation and how these standards are determined;

Risk - whether there are any risks that will impact the renovation project and how to handle these risks by developing the contingency plans;

Procurement - how to source, select and engage the people for the renovation and;

Communication - how communication is done and the frequency of communication with the people you have engaged.

3) Executing

This is the most exciting stage of the renovation process. During this process, the renovation plan which you have painstakingly developed is put into action. You get to talk and discuss with your loved ones to find out their requirements, sit down and define the actual extent of your renovation. With this information, you can estimate the cost involved and also budget the actual amount you need for the renovation. You get to interview and then decide on the Contractor or ID who will work on your renovation project and so on.

4) Review and Monitor

After your renovation plan is set in motion, you need constantly monitor and review your renovation works to ensure that things are going according to your plan. If there are any deviations, such as any delays in renovation works or cost over runs, you can execute the contingency plans which you have developed in your renovation plan.

5) Closing

This is the final stage in the renovation project. During this stage, you appraise the works completed and ensure that your renovation contractor or ID has met your requirements and completed the entire work of scope laid out in the contract. When the work was verified to be complete and final payment made, the renovation contractor or ID hands over the place and the renovation project is complete.
