Myanmar yet to give green light to Malaysian aid flotilla for Rohingya

An aid flotilla organized to deliver food and emergency supplies from Muslim majority Malaysia to Rohingya Muslims is yet to receive permission to enter Myanmar, raising fears of confrontation and deterioration of already-tense ties between the countries.

The flotilla will sail from Malaysia for Myanmar's crisis-hit Rakhine State on January 10, the Malaysian organizer said on Friday. It would be carrying 1,000 tonnes of rice, medical aid and other essentials for the Rohingya population.

Malaysia has been highly critical of the violent crackdown by Myanmar's government in Rakhine, which has killed scores of people and displaced 30,0000 Rohingya, amid allegations of abuses by security forces.

The organizers of the flotilla had applied for permission through Myanmar’s embassy in Kula Lumpur to cross into the Buddhist-dominant country, but have yet to receive a reply, according to the Malaysian Consultative Council of Islamic Organizations secretary general Zulhanis Zainol.

“Even if we do not receive a response, we will continue to sail as we believe this is an important humanitarian mission," he said.

Myanmar's presidential office, however, said it had obtained no such request, adding that it would “not receive” the flotilla without permission.

“If they are looking for trouble, we will not accept that," Zaw Htay, the spokesman for the presidential office.

“No non-Myanmar citizens can enter our body of water without our permission. If they do, we will respond - we will not attack them, but we will not receive them."

Earlier this month, Malaysia urged the Association of South East Asian Nations (ASEAN) to coordinate humanitarian aid and investigate alleged atrocities committed against Rohingya Muslims.

An estimated 150,000 to 200,000 Rohingyas, displaced by violence, live in Malaysia.

In an open letter on Thursday to the United Nations Security Council, a group of 23 human rights activists, including Nobel laureates and current and former business and political leaders, criticized Myanmar’s leader Aung San Suu Kyi for failing to ensure human rights for the minority Rohingya Muslims facing persecution in the Buddhist-dominant country.

Rakhine has been the scene of communal violence at the hands of Buddhist extremists since 2012. Hundreds of people have been killed and tens of thousands have been forced from homes to live in squalid camps in dire conditions in Myanmar, Thailand, Malaysia and Indonesia.

The government in Myanmar denies full citizenship to the 1.1 million Rohingya population, branding them illegal immigrants from Bangladesh. However, the Rohingyas are believed to be a community of ancient lineage in Myanmar.

According to the UN, the Rohingyas are one of the most persecuted minorities in the world.

The global community has warned Myanmar that the ongoing human rights violations in Rakhine could amount to “crimes against humanity.”

Letter says Myanmar’s leader and peace prize winner has failed to act as ‘grossly disproportionate’ crackdown on minority Muslim group kills hundreds

More than a dozen fellow Nobel laureates have criticised Aung San Suu Kyi, Myanmar’s de facto leader, for a bloody military crackdown on minority Rohingya people, warning of a tragedy “amounting to ethnic cleansing and crimes against humanity”.

The open letter to the UN security council from a group of 23 activists, including Archbishop Desmond Tutu and Malala Yousafzai, warned that the army offensive had killed of hundreds of people, including children, and left women raped, houses burned and many civilians arbitrarily arrested.

It was delivered as Bangladesh announced around 50,000 Rohingya Muslims have fled the violence across its border.

“Access for humanitarian aid organisations has been almost completely denied, creating an appalling humanitarian crisis in an area already extremely poor,” reads the letter, whose signatories include current and former political and business leaders and campaigners such as Yousafzai, the youngest winner of the Nobel peace prize.

“Some international experts have warned of the potential for genocide. It has all the hallmarks of recent past tragedies – Rwanda, Darfur, Bosnia, Kosovo,” the letter reads.

“If we fail to take action, people may starve to death if they are not killed with bullets.”

The government of predominantly Buddhist Myanmar says it is responding to several attacks carried out by Rohingya militants that killed nine police officers on 9 October.

But the signatories to the letter said the army’s response had been “grossly disproportionate”.

“It would be one thing to round up suspects, interrogate them and put them on trial,” the letter said. “It is quite another to unleash helicopter gunships on thousands of ordinary civilians and to rape women and throw babies into a fire.”

The Rohingya are a minority of about a million people who, despite living in the country for generations, are treated as illegal immigrants and denied citizenship. They have been persecuted for years by the government and nationalist Buddhists.

The recent bloodshed is the most deadly since hundreds were killed in clashes in 2012 and more than 100,000 were forced into squalid camps.

An Amnesty International report this month, based on extensive interviews with Rohingya as well as analysis of satellite imagery, claimed that actions by Myanmar’s military may constitute crimes against humanity.

Aung San Suu Kyi, who spent much of the past two decades under house arrest and was awarded the 1991 Nobel peace prize, won elections last November, ending decades of junta rule.

But the Myanmar armed forces, or Tatmadaw, retain significant power in Myanmar. Under the army-drafted constitution, the military controls the three most powerful government ministries: home, defence and border affairs.

Aung San Suu Kyi is foreign minister and state counsellor, as the law bars her from the presidency, which is held by her close aide Htin Kyaw. However, she is widely considered the country’s de facto leader.

The open letter said that “despite repeated appeals to Daw Aung San Suu Kyi we are frustrated that she has not taken any initiative to ensure full and equal citizenship rights of the Rohingyas. Daw Suu Kyi is the leader and is the one with the primary responsibility to lead, and lead with courage, humanity and compassion.”

Nobel peace laureates who signed the letter include Jose Ramos-Horta, former president of East Timor, and Yemeni opposition activist Tawakul Karman. It was also signed by former prime minister of Italy Romano Prodi and British business leader Sir Richard Branson.

Bangladesh has stepped up patrols to try to stop refugees crossing the borderduring the last three months, and its foreign ministry had summoned Myanmar’s ambassador to express “deep concern at the continued influx”.

“Around 50,000 Myanmar citizens took shelter into Bangladesh since 9 October 2016,” the foreign ministry said in a statement on Thursday.

A spokesman for the United Nations high commissioner for refugees told AFP that at least 43,000 Rohingya have taken shelter in Bangladesh since October.

Little more than a week before national elections in Myanmar, a new report documents what it says was the country’s military-controlled government’s collaboration to exterminate the country’s Rohingya, a minority Muslim group that has been persecuted for decades.

The 78-page legal analysis, prepared by Yale Law School and released Thursday, concludes that the government of Myanmar, previously known as Burma, worked with extremist Buddhist groups in 2012 to attack and drive Rohingya out of the country. It calls on the U.N. Human Rights Council to immediately launch a commission of inquiry into whether the government and its allies are engaged in genocide.

“This paper finds persuasive evidence that the crime of genocide has been committed against Rohingya Muslims,” the report says. “The legal analysis highlights the urgent need for a full and independent investigation and heightened protection for Rohingya Muslims.”

More than 1 million Rohingya live in Rakhine state on Myanmar’s western coast. Myanmar’s Buddhist-dominated government has denied them citizenship since 1982, taking the position is that Rohingya are illegal immigrants who came from Bengal to Burma during British rule. Many scholars dispute that, saying Muslims have lived in what is now western Myanmar for centuries.

In recent years, thousands of Rohingya have fled to Bangladesh and other countries. Many have died at sea trying to emigrate. More than 100,000 live in makeshift camps outside of Sittwe, the capital of Rakhine, with armed guards preventing them from leaving.

In its legal analysis, Yale Law School details evidence that officials in the Myanmar government, in league with Buddhist extremist groups, worked to terrorize and kill Rohingya with the intent to destroy the ethnic group “in whole or in part.”

“These actors have perpetrated violence against Rohingya, claiming thousands of lives,” the analysis says. “Hundreds more Rohingya have been the victims of torture, arbitrary detention, rape, and other forms of serious physical and mental harm.”

Thursday’s report was commissioned by Fortify Rights, a group that has spent the last three years documenting Myanmar’s treatment of the Rohingya. It hired the Allard K. Lowenstein International Human Rights Clinic at Yale Law School to examine the treatment of the Rohingya situation under international law aimed at preventing genocide.

Under international law, a tribunal must make three findings to conclude that genocide is taking place: Those being attacked must be part of a distinct group, defined by nationality, race or religion; there must be is widespread killing of that group; and those carrying out the violence intend to destroy the group, as the Nazis attempted during World War II against European Jews.

Thursday’s report concludes there is sufficient evidence of all three conditions for the U.N. Human Rights Council to launch a formal inquiry.

Composed of 47 member states, the Human Rights Council is rife with political divisions, many of them involving support or opposition to Israel and its treatment of Palestinians. Even so, advocates for the Rohingya think there is a chance the council might launch a formal inquiry.

“Based on conversations with certain U.N. officials, the likelihood of seeing a (commission of inquiry) for the Rohingya is not as improbable as it maybe once was,” Matthew Smith, director of Fortify Rights, said in an email.

Attempts to get comment from Myanmar officials Thursday was unsuccessful. Recently, government spokesman have refused to even acknowledge there is an ethnic group called Rohingya and have castigated groups advocated on their behalf.

On Nov. 8, Myanmar will hold its first general election since 2010, when former commander Thein Sein was elected president after decades of military rule. Unlike in 2010, Rohingya will not be allowed to vote. Human rights groups have pressed Aung San Suu Kyi – leader of the opposition party – to speak up on their behalf, but so far the Nobel Peace Prize winner has declined to do so.

Even so, Myanmar’s treatment of Muslims continues to receive international attention. This week, the International State Crime Initiative, a unit of Queen Mary University of London, released a report concluding that Rohingya were in the “final stages of genocide.”

On Monday, Al Jazeera, the satellite news channel, released a documentary, “Genocide Agenda,” that graphically depicts treatment of Rohingya.

Aung San Suu Kyi is pressed to rein in military amid emergence of armed Rohingya resistance

TEKNAF, Bangladesh—Thousands of refugees are pouring from Myanmar into Bangladesh with stories of atrocities, fleeing what is emerging as the world’s newest guerrilla war.

Myanmar soldiers in uniform are killing, raping and torturing members of the Rohingya Muslim minority, according to rights groups and families arriving at camps near this border town across a river from Myanmar’s Rakhine State.

The army crackdown followed attacks on border posts in October claimed by the first Rohingya militant resistance group to emerge in decades. Nine policemen were killed by the group, Harakah al-Yaqin, or Faith Movement, whose arrival marked a significant escalation of a long-simmering conflict.

United Nations officials have condemned what they say is a disproportionate response by Myanmar authorities. Satellite images released by Amnesty International and Human Rights Watch show what the groups say is the systematic torching of villages to punish the Rohingya.

Myanmar leader Aung San Suu Kyi ’s government has denied allegations of atrocities committed by the army. A spokesman for President Htin Kyaw said the army was carrying out “clearance operations according to the law.” The spokesman said Rohingyas were setting fire to their own houses to get international attention.

Thousands of men, women and children from Myanmar’s Rohingya minority have fled the country over what the army is calling a crackdown on insurgents.

A Wall Street Journal article examines the intensification of a long-simmering conflict between Yangon and the Rohingya Muslims, who are denied citizenship in the predominantly Buddhist Southeast Asian state.

Here is a short history of the Rohingya people.

8th Century: The Rohingya, a people of South Asian origin, dwelled in an independent kingdom in Arakan, now known as Rakhine state in modern-day Myanmar.

9th to 14th Century: The Rohingya came into contact with Islam through Arab traders. Close ties were forged between Arakan and Bengal.

1784: The Burman King Bodawpaya conquered Arakan and hundreds of thousands of refugees fled to Bengal.

1790: Hiram Cox, a British diplomat sent to assist refugees, established the town of Cox’s Bazar in Bangladesh, where many Rohingya still live today.

1824 to 1942: Britain captured Burma—now known as Myanmar—and made it a province of British India. Workers were migrated to Burma from other parts of British India for infrastructure projects.

1942: Japan invaded Burma, pushing out the British. As the British retreated, Burmese nationalists attacked Muslim communities who they thought had benefited from British colonial rule.

1945: Britain liberated Burma from Japanese occupation with help of Burmese nationalists led by Aung San and Rohingya fighters. Rohingyas felt betrayed as the British didn’t fulfill a promise of autonomy for Arakan.

1948: Tensions increased between the government of newly independent Burma and the Rohingya, many of whom wanted Arakan to join Muslim-majority Pakistan. The government retaliated by ostracizing the Rohingya, including removing Rohingya civil servants.

1950: Some Rohingya resisted the government, led by armed groups called Mujahids. The insurgency gradually died down.

1962: General Ne Win and his Burma Socialist Programme Party seized power and took a hard line against the Rohingya.

1977: The junta began Operation Nagamin, or Dragon King, which they said was aimed at screening the population for foreigners. More than 200,000 Rohingya fled to Bangladesh, amid allegations of army abuses. The army denied any wrongdoing.

1978: Bangladesh struck a U.N.-brokered deal with Burma for the repatriation of refugees, under which most Rohingya returned.

1982: A new immigration law redefined people who migrated during British rule as illegal immigrants. The government applied this to all Rohingya.

1989: The army changed the name of Burma to Myanmar.

1991: More than 250,000 Rohingya refugees fled what they said was forced labor, rape and religious persecution at the hands of the Myanmar army. The army said it was trying to bring order to Rakhine.

1992 to 1997: Around 230,000 Rohingya returned to Arakan, now known as Rakhine, under another repatriation agreement.

2012: Rioting between Rohingya and Rakhine Buddhists killed more than 100 people, mostly Rohingya. Tens of thousands of people were driven into Bangladesh. Nearly 150,000 were forced into camps in Rakhine.

2016: Rohingya militant group Harakah al-Yaqin attacked border guard posts, killing nine soldiers. The army retaliated. More than 25,000 people fled Rakhine to Bangladesh, bringing accounts of killing, rape and arson. Aung San Suu Kyi’s government denied the atrocities.

Bangladesh’s foreign ministry on Thursday summoned Myanmar’s ambassador for the second time in five weeks to complain about Rohingya Muslims fleeing into Bangladesh, saying some 50,000 refugees had arrived since Oct. 9.

Bilateral and Consular Secretary Kamrul Ahsan also protested a Burmese trawler’s “unprovoked attack and firing” on a Bangladeshi fishing boat two days ago that “seriously injured” four Bangladeshi fishermen, a foreign ministry statement said.

In his meeting with Ambassador U Myo Myint Than, Ahsan “expressed deep concern at the continued influx of Muslims from the Rakhine State of Myanmar” and said that “around 50,000 Myanmar citizens took shelter into Bangladesh since Oct. 9, 2016.”

“The Secretary (Bilateral & Consular) demanded early repatriation of [the] entire Myanmar population staying in Bangladesh,” the statement said, referring to hundreds of thousands of Rohingya who have sheltered in southeastern Cox’s Bazar district for years.

“He also requested the Myanmar government to urgently address the ‘root cause’ of the problem in the Rakhine State so that Rakhine Muslims are not required to desperately seek shelter across the border.”

The Rohingya are a stateless minority largely concentrated in western Myanmar’s Rakhine state. According to Bangladeshi government estimates, some 300,000 to 500,000 Rohingya refugees live in and around Cox’s Bazar.

Most have fled persecution at the hands of Myanmar’s Buddhist majority. Since early October, tens of thousands of Rohingya have crossed over from Rakhine amid deadly violence and a military crackdown that followed the killing of nine Burmese border guards in Muangdaw township.

When Ahsan first summoned the Burmese envoy on Nov. 23, he handed him a diplomatic letter conveying Bangladesh’s concerns over the influx. The local border police have tried to repel it by turning away hundreds of boats carrying Rohingya across the Naaf River that separates the neighboring countries.

‘Unprovoked’

The ministry also lodged a diplomatic protest over an alleged shooting incident in Bangladesh waters near Myanmar’s western coastline on Tuesday.

The statement alleged that the crew of a Burmese trawler fired on the F.V. Janiva Khaleda, then took the boat and the fishermen aboard it to a Myanmar navy ship patrolling nearby.

“Myanmar navy personnel seized the belongings of the fishermen and released them after 4 (four) hours. [The Secretary] demanded [an] appropriate investigation into the matter,” the ministry said, noting that four Bangladeshi fishermen “were seriously injured.”

The ambassador from Myanmar did not talk to reporters after Thursday’s meeting. It was not immediately clear whether officials in Naypyidaw, the capital of Myanmar, had responded to the incident or the summoning of their diplomat.

According to a high-ranking Bangladesh Navy officer stationed in the Chittagong region in the southeast, the shooting arose from competition over fishing grounds in Bay of Bengal waters around St. Martin’s Island, which belongs to Bangladesh.

“The incident happened over fishing; the Myanmar fishermen also go there for fishing. After we came to know about the incident, our Navy and Coast Guard went there for patrolling,” the officer told BenarNews, an RFA-affiliated online news service, on condition of anonymity.

Abdul Malek, a local fisherman, told BenarNews over the phone that many fishermen from Myanmar enter Bangladeshi waters to catch fish.

BANGKOK (AP) — The actions of Myanmar's military may constitute crimes against humanity, human rights group Amnesty International has warned, based on accounts of violence against the country's Muslim Rohingya minority.

Myanmar has come under heavy criticism for its army's forceful treatment of the Rohingya, and international human rights groups such as Amnesty have accused the military of mass murder, looting and rape.

"The Myanmar military has targeted Rohingya civilians in a callous and systematic campaign of violence," said Rafendi Djamin, Southeast Asia director for Amnesty International. "The deplorable actions of the military could be part of a widespread and systematic attack on a civilian population and may amount to crimes against humanity."

Amnesty released a report Monday outlining its accusations. The report comes as Myanmar leader Aung San Suu Kyi is set to meet fellow members of the Association of Southeast Asians Nations at a Monday meeting in Yangon.

The military sweeps were sparked by an Oct. 9 attack on police outposts in Rakhine state that killed nine officers.

Rakhine, located in Myanmar's west, has long been home to simmering tensions between the Rohingya and the country's Buddhist majority population. The last major outbreak of violence in 2012 left hundreds dead and drove 140,000 people into internal displacement camps.

Amnesty cautioned that the scale and extent of the violence is unclear, as the military has closed Rakhine to outside observers, including aid workers. But eyewitness accounts detail specific cases of murder, looting and rape.

In one incident on Nov. 12, following an alleged skirmish between the army and villagers armed mostly with swords and other simple weapons, helicopter gunships descended on a village and sprayed bullets indiscriminately, killing civilians fleeing in a panic, Amnesty said. This was corroborated to an extent by Myanmar army officials, who said helicopters opening fire that day and killed six people, who officials said were insurgents.

Refugees told Amnesty that the military is torching villages. Satellite images Amnesty obtained show 1,200 burned structures, which they say is in line with images released by Human Rights Watch in November that showed 1,500 burned homes.

Amnesty's report follows concerns voiced in an International Crisis Group report released last week that repressive government policies are radicalizing the Rohingya, and sharp criticism from the U.N.'s High Commissioner for Human Rights, Zeid Ra'ad al-Hussein.

"Myanmar's handling of northern Rakhine is a lesson in how to make a bad situation worse," al-Hussein said in Geneva on Friday. "The results have been catastrophic, with mass displacement, the nurturing of violent extremism, and everybody ultimately losing."

The border attacks were coordinated by a new insurgent group calling itself Harakah al-Yaqin, or the Faith Movement, according to the Belgium-based International Crisis Group. Organized by a network of Rohingya in Saudi Arabia and bankrolled by wealthy donors, the militant group is being called a "game changer" for drawing Muslims disillusioned and desperate from years of disenfranchisement by the Myanmar government.

Amnesty is urging the government to immediately cease hostilities, open Rakhine for humanitarian aid groups, and allow independent investigations.

Some 50,000 Rohingya Muslims have fled to Bangladesh from Myanmar, the foreign ministry in Dhaka said Thursday, seeking shelter from a bloody crackdown by the army.

Bangladesh has stepped up patrols to try to stem the tide of refugees crossing the border since an eruption of unrest in Myanmar's western state of Rakhine in early October.

The foreign ministry summoned Myanmar's ambassador to express "deep concern at the continued influx" of tens of thousands of members of the stateless ethnic minority into its territory.

"(We) mentioned that around 50,000 Myanmar citizens took shelter into Bangladesh since 09 October 2016," the ministry said in a statement.

Rakhine borders Bangladesh and is home to the Rohingya -- a Muslim minority group loathed by many of Myanmar's Buddhist majority.

Dhaka also demanded early repatriation of all Burmese citizens who have been living in the Muslim-majority nation for years, including some 300,000 Rohingya -- most of them illegally.

A spokesman for the United Nations High Commissioner for Refugees (UNHCR) told AFP that at least 43,000 Rohingya have taken shelter in Bangladesh since October.

The vast majority of those who arrived took refuge in makeshift settlements, official refugee camps and villages in Bangladesh's resort district of Cox's Bazar.

Many of those interviewed by AFP told horrific stories of gang-rape, torture and murder at the hands of Myanmar security forces.

Myanmar has denied allegations of abuse but has banned foreign journalists and independent investigators from accessing the area.

Bangladesh's government has been under pressure to open its border to the fleeing refugees, in a crisis which has been described as a campaign of ethnic cleansing against the Rohingya.

But it has reinforced its border posts and deployed coastguard ships to prevent fresh arrivals.

In the past three months, its border guards have prevented hundreds of boats packed with thousands of Rohingya women and children from entering the country.

Jokowi Hopes for Peace for Rohingya Rakhine State, Sends Humanitarian Aid to Myanmar

Jakarta. President Joko "Jokowi" Widodo officially sent humanitarian aid for Rohingya in Myanmar's Rakhine State from Tanjung Priok Port in North Jakarta on Thursday (29/12).

"We have dispatched 10 containers to help our brothers, especially the Rohingya Muslim community, in Rakhine State. They contain instant noodles, baby food, wheat, cereals, and sarungs. These items were requested," Jokowi said.

Jokowi, who was accompanied by Foreign Minister Retno Marsudi and State Secretary Pratikno, highlighted the importance of diplomacy in solving humanitarian crises.

"Indonesia's diplomacy has achieved the task without unnecessary uproar. Our compassion and care have been conveyed," Jokowi said.
On Dec. 6, Retno met with Myanmar's Aung San Suu Kyi to express concerns over violence against Rohingya Muslims in Rakhine State and requested that humanitarian aid from Indonesia be accepted.
After Retno's visit to Myanmar, on Dec. 8 Jokowi met with former United Nations secretary general Kofi Annan, who leads the Advisory Commission on Rakhine State, to discuss next steps in resolving the crisis.
“I hope Indonesian aid and compassion will be received, and I hope soon we will see peace and stability," the president said.

The headless body of a Rohingya Muslim man has been discovered days after he spoke with reporters about unrest in Myanmar's Rakhine state, officials say.

The body of the 41-year-old was found floating in a river on Friday.

His family raised concerns on Wednesday after he spoke to Burmese journalists about attacks on security forces.

Police said they were still investigating. The area has been under lockdown for more than two months since militants attacked border posts.

During a rare media tour of the area, the man spoke to reporters about army repression and said local villagers had been involved in attacks, the BBC has learned.

Rakhine state is home to Myanmar's Muslim Rohingya minority, one of the world's most persecuted minority groups.

Amnesty International has accused Burmese security forces of rape, murder, and torture.

Myanmar's military has denied accounts of atrocities and says it is conducting anti-terrorist raids in Rakhine.

Troops took control of the dangerous and remote region bordering Bangladesh after armed men raided police posts, killing nine officers, in October.

The government of Myanmar, also known as Burma, says it is conducting counter-terrorism operations in the region but has denied reports of atrocities.

Most of the displaced Rohingya have fled across the border into Bangladesh.

Who are the Rohingya?

The estimated one million Muslim Rohingya are seen by many in mainly Buddhist Myanmar as illegal migrants from Bangladesh. They are denied citizenship by the government despite many having lived there for generations.

Communal violence in Rakhine state in 2012 left scores dead and displaced more than 100,000 people, with many Rohingya still remaining in decrepit camps.

They face widespread discrimination and mistreatment.

Hundreds of thousands of undocumented Rohingya are estimated to live in Bangladesh, having left Myanmar over decades.

How India responds to the crisis will give a clue to its aspirations as a South Asian power

As a response to protests in East and South Asia and beyond over the deteriorating Rohingya situation in Rakhine, Myanmar called for a special meeting with Foreign Ministers of ASEAN last Monday in Yangon. The crisis has already killed 130 Rohingya Muslims, and has left dozens of buildings in their villages torched. Around 30,000 Rohingyas have been displaced internally and thousands have tried to flee to neighbouring countries, especially Bangladesh, through perilous routes. While leaders of the European Union have proactively debated and responded quite positively to finding a humane solution to the European migration crisis, emerging leaders in Asia such as China and India have remained mostly passive on the long-standing Rohingya refugee crisis, one that has direct geopolitical implications for both countries. China and India share a border with Myanmar and have vested economic interests in the country owing to trade and investment ties. And yet, the response of India, the most mature democracy in Asia with much-touted pluralistic and secular ideologies, is rather disappointing.

Selective help

The plight of the Hindu minorities in neighbouring Bangladesh is always taken seriously by India. In June, when a priest from Bangladesh’s Ramakrishna Mission received a death threat, allegedly from the Islamic State, India swung into action, and the issue was given high priority by the Ministry of External Affairs. The Ministry of Foreign Affairs in Bangladesh was immediately contacted by the Indian High Commission in Dhaka. Similarly, in the last five years, around 1,200 Hindus facing persecution in Pakistan have been provided shelter in Delhi. However, the Rohingya issue, which is also the persecution of minorities in a neighbouring state and on a much larger scale, has garnered little attention from Indian policymakers. The inevitable question then is, do the Rohingyas or any other minority group have to belong to a particular religion to get the attention and importance they deserve from India?

In spite of them living in Myanmar for decades, the Rohingyas have no legal standing and are seen as illegal settlers from Bangladesh. There are restrictions on them in areas such as land ownership, marriage, employment, education, and movement. In the 2014 census, the first in three decades, Myanmar officials said they would not accept those who registered themselves as Rohingyas. Buddhist nationalists threatened to boycott the tally over fears that it could lead to official recognition for the Rohingyas. The temporary ID cards which were given to the minority community were also revoked in 2015 as result of protests from Buddhist majority groups.

India has a robust civil society, media, and human rights groups, but there are hardly any voices on the pathetic plight of Rohingya Muslims. The only exception was in 2012 when civil society groups urged the then Indian Prime Minister to end violence against the Rohingyas by engaging with Aung San Suu Kyi’s pro-democratic National League for Democracy party. According to the United Nations High Commissioner for Refugees, there are around 9,000 Rohingyas registered in Delhi and thousands more unregistered living in other parts of the country.

If India wants to project itself as a regional leader, it has to rise above narrow economic and geopolitical interests and take a stance consistent with the moral and spiritual values with which it identifies. The crisis not only holds humanitarian significance, but also bears security implications for India and the region. The persecuted Rohingya Muslims are likely to provide fertile recruiting grounds for extremist groups. There have already been reports of Saudi Arabia and Pakistan funding terrorist outfits in Myanmar. In 1971, India provided shelter to millions of East Pakistani refugees. The end of the war also saw one of the most orderly and peaceful return of refugees to their land from India.

The cost of turning a blind eye

This shows that India has a good track record of providing humanitarian assistance and facilitating smooth repatriation of refugees from the neighbourhood. However, that spirit seems to be missing today in the case of the Rohingyas. The legal conundrum faced by the Rohingyas in their native land and their lack of access to bare minimum human rights goes against the principles of the universal declaration of human rights. The UN has declared the group as one of the most persecuted minorities in the world. The international community only speaks out when the refugee crisis reaches its worst stage — when villages are torched, or people are stranded at sea in search of land to take refuge. The crisis, if left at its current precarious stage, risks spiralling out of control and will have security and economic implications for its neighbours. Oversight and nonchalance may prove to be costly in the long run.

OIC Special Envoy to Myanmar Syed Hamid Albar says this results in more children being born, boosting the 50,000 population in Malaysia

SELAYANG: The government needs to create a “special system” to manage the growing number of Rohingyas in Malaysia, said Syed Hamid Akbar, OIC Special Envoy to Myanmar.

He said there are 50,000 Rohingyas in Malaysia and the number is growing as many of them start having children at an early age.

“They marry early and have a lot of children. We don’t want the children to be exploited by any criminal groups for their purpose,” he said after giving food aid to about 200 Rohingyas.

The event was held at a Rohingya education centre for the community in Selayang.

He said a new approach was needed to manage the Rohingya community.

“So far, I am glad to hear the home ministry is looking into it. I hope they have a policy on refugees.”

He said a proper registration system would make it easier for the Rohingya community to get jobs.

The former foreign minister said cards issued by the United Nations High Commissioner for Refugees only indicated they are refugees.

He said Malaysia had allowed them to come into the country on humanitarian grounds.

“But if we’re allowing them, we need to structure ourselves properly so that they can get healthcare, go to school and have other rights.”

On health matters, he said the government needed to have a system so that it would be easier for them to register in public hospitals.

As for education, Syed Hamid added most of the children were given classes on Islam and followed the Bangladesh school syllabus.

The mood of goodwill evident in early talks between Aung San Suu Kyi and Myanmar's military over the country's transition to democratic government has soured, as tensions rise over how to divide up power and deal with the legacy of junta rule.

The apparent stalemate has forced Suu Kyi's National League for Democracy (NLD) to push back the election by parliament of a new president to March 17, cutting close to the April 1 deadline when the new government is supposed to start its term.

While negotiations have been conducted amid tight secrecy, lawmakers say divisions emerged after the military put forward its list of demands to the incoming government last month.

The appointment of ex-general Shwe Mann, now a key Suu Kyi ally, to a powerful advisory panel has also stoked mistrust, some say, because his insider knowledge could enable Myanmar's new rulers to delve into the actions of the outgoing government.

"It seems like all of the members of the previous government are now panicking, so they try to use the military's weight to protect themselves," said a former senior lawmaker from the army-linked Union Solidarity and Development Party (USDP).

Suu Kyi's NLD won a landslide in Myanmar's first democratic election in a quarter of a century in November, kicking off a lengthy transition from the semi-civilian government that in 2011 replaced a junta that had run the country for 49 years.

That transition began with mutual handshakes and speeches about "national reconciliation", but as the talks drag on the tone of public debate - and that of legislators speaking privately - has changed.

In recent days, the NLD and the military have bickered via the media over whether Myanmar's junta-drafted constitution, which bars Suu Kyi from becoming president, should be amended to let her take the highest office.

Ye Htut, the outgoing Minister of Information and presidential spokesman, said Suu Kyi should respect the military as, essentially, the country's second biggest party, and urged her administration not to dwell on the issue of the presidency, instead focusing on economic reform.

LOOKING FORWARD, OR BACK?

Last week the NLD appointed Shwe Mann, a former speaker of the lower house who was purged from the USDP last year, as the head of the Legal Affairs and Examination of Special Matters Commission, a powerful panel that advises on legislation.

This choice, some MPs say, could be problematic for former members of outgoing President Thein Sein's government if the NLD decided to use the commission's expertise to try to amend laws or revisit contracts approved by his administration.

The issue of not raking over the past has been crucial in efforts to establish a working relationship between Suu Kyi and her former foes in the military, which under the constitution retains a bloc of seats in parliament and control of key parts of the state apparatus.

When Suu Kyi met former junta leader Than Shwe in December she gave him assurances that the NLD would not focus on the past. In return, Than Shwe endorsed her as the future "leader" of the country.

Days before disbanding at the end of January, the parliament dominated by Thein Sein's USDP passed a bill granting life-long immunity from prosecution to the president for actions taken in office, sparking protests from human rights organizations.

"That law only protects the president, but not his ministers," said the former USDP lawmaker, who is also a member of Shwe Mann's panel. He said the commission would look into recent budgets.

MILITARY DEMANDS

The military is demanding the positions of chief minister in Rakhine, Shan and Kachin states and, crucially, Yangon, where the bulk of foreign investment is likely to concentrate as Myanmar's economy grows at a rapid pace, two people briefed on the details of the talks said.

Both Shan and Kachin states are home to powerful ethnic armed groups involved in illicit activities ranging from drug production and smuggling to illegal jade mining.

Control over these states, which also include Special Regions - semi-autonomous fiefdoms with their own administrations and armies - is key for Suu Kyi, who has made a ceasefire with ethnic armed groups her top priority.

China, which has important economic and strategic interests in Myanmar, is also anxious to protect its influence, Win Htein, one of the top NLD leaders involved in transition talks said.

"Chinese government representatives and business associations are coming to us all the damn time to talk about the president and business deals," said Win Htein.

Student films documentary about Rohingya in Gunma Prefecture

University student Shiori Suzuki visited Myanmar in 2013 as a tourist. What she did not notice there was the plight of the Muslim minority Rohingya — and only learned about them and their situation from a newspaper article upon her return.

Keio University student Shiori Suzuki learned about the plight of Rohingya only after visiting Myanmar as a tourist.

“What did I see in Myanmar?” the 22-year-old Keio University student recalls asking herself after reading the news piece about the persecution of Rohingya and the human trafficking they undergo to seek better conditions in other countries.

Suzuki decided to do something. She bought a secondhand video camera and began chronicling the lives of members of the ethnic group who have sought refuge in Japan.

She and her friends started making frequent visits to a community of Rohingya refugees in Tatebayashi, Gunma Prefecture. Over the course of about 18 months they followed the lives of 50 out of some 200 residents there.

Suzuki made a 20-minute film, titled “Hikari” (Light), which focuses on everyday life for the migrants in Japan rather than what they have left behind.

She filmed children playing together as their fathers look on smiling.

“We want the audience to know the true face of those labeled ‘refugees’ in Japan,” she said. Typical scenes include activity in a kitchen at the home of a refugee family and at a school athletic field.

Suzuki made the film as part of her activities with S.A.L. (Send Out, Aid, Learn), a student group that aims to deepen understanding and raise public awareness about international issues.

The film was completed in fall 2014. It began attracting attention and has been screened at a youth event hosted by the Office of the U.N. High Commissioner for Refugees. Suzuki said she is willing to screen the film at other events upon request.

One of the Rohingya she documented said he had been tortured and showed her his scars. He has failed to obtain a work visa in Japan and remains unemployed.

Suzuki expresses frustration at being unable to do anything to help the Rohingya migrants.

They keep smiling and supporting each other,” despite the reality facing them, she said. “I was impressed.”

The student hopes her film will help viewers in Japan feel close to the Rohingya living in the country.

BANGKOK: There were fewer boat people taking to the sea from Myanmar's Rakhine state last winter compared to the previous year - but it is difficult to be certain about the coming weeks.

Mr Mohiuddin Mohamad-Yusof, president of the New York-based World Rohingya Organisation, warned in an e-mail that "200,000 Rohingyas may leave Rakhine state in 2016". So far, however, the estimates by key agencies are more conservative, according toa report by straitstimes.com "It's hard to predict the number of people who could take to boats in the Bay of Bengal in the coming months," Ms Vivian Tan, spokesman for the UN Refugee Agency (UNHCR), wrote in an e-mail to The Straits Times. "An estimated 1,000 people have done so since September 2015, far fewer than over the same period last year," she added. "There are reports that smuggling networks and potential travellers are taking a wait-and-see approach in view of recent government crackdowns in the region and the elections in Myanmar. But unless the root causes of the movements are addressed, these boats are unlikely to stop," she said. Solving the problem at its root is a dim prospect when minority Muslim Rohingya continue to be discriminated against in Myanmar. Insistence that they are historically illegal Bengali immigrants from Bangladesh and that "Rohingya" is a term invented for political leverage leaves limited, if any, scope for improvement in the community's situation, even after the National League for Democracy (NLD) forms the next government on Feb 1. Until the Nov 8 general election, the chief minister of Rakhine was an army major-general and a Burman who steered a firm middle path between extremists on both sides - Buddhist Rakhines and Muslim Rohingya. In Rakhine, the state assembly election was won by the Rakhine Nationalities Party (RNP), which wants one of its own installed as chief minister, which would tilt the political equation against the Rohingya. Democratically elected parliament dominated by Suu Kyi party does not include a single Muslim legislator.

Myanmar's first democratically elected parliament in decades is being called historic. But it's also the first parliament that does not include a single Muslim legislator.

More than a million Muslim Rohingya, who do not have citizenship, were prevented from voting in November's election.

They are among the most persecuted people on earth. Hundreds were killed during violence between Muslim and Buddhist communities in 2012. Muslim-owned businesses and homes were burned.

Since then, 140,000 Rohingya have been forced into refugee camps. Tens of thousands more have fled from the country on overcrowded boats.

So, what will Myanmar's new mainly civilian government mean for the Rohingya?

သုိ႔ရာတြင္ ၁/၂၀၁၆ ထုတ္ျပန္ခဲ့ရျခင္း၏ ေနာက္ကြယ္တြင္ သည္မွ် ႐ုိးရွင္းခဲ့ျခင္း မရွိ။ ရခုိင္ျပည္နယ္ အစုိးရအဖြဲ႔ကုိ ဦးေဆာင္လုိျခင္းထက္ ပါတီတြင္း ရခိုင္ဒီမုိကေရစီအဖြဲ႔ခ်ဴပ္၏ အာဏာပါ၀ါမ်ားကုိ ေလွ်ာ့ခ်လုိျခင္းေၾကာင့္ ျဖစ္သည္ ဟု ယူဆရမည္ျဖစ္သည္။ ဥကၠဌ ဦးေအးေမာင္ ဦးေဆာင္ေသာ ရခုိင္တုိင္းရင္းသားမ်ား တုိးတက္ေရးပါတီ RNDP ၏ အင္အားစုမ်ားသည္ ျပည္နယ္လႊတ္ေတာ္တြင္ ၀န္ႀကီးခ်ဴပ္ေသာ္ လည္းေကာင္း ၊ အစုိးရအဖြဲ႔ကုိ ဦးေဆာင္ခြင့္ မရခဲ့လွ်င္ေသာ္လည္းေကာင္း ANP ၏ အာဏာကုိ ALD အင္အားစုမ်ားသုိ႔ လႊဲေျပာင္းေပးရမည္ ျဖစ္သည္။

အဘယ္ေၾကာင့္ဆုိေသာ္ မည္သည့္အစုိးရအဖြဲ႔တြင္မဆုိ ပူးေပါင္းပါ၀င္ျခင္းမျပဳဘဲ အတုိက္အခံအေနႏွင့္သာ ရပ္တည္မည္ျဖစ္ေၾကာင္းႏွင့္ ေၾကညာခ်က္ကုိ လုိက္နာရန္ ဒုဥကၠဌ ဦးဖုိးမင္း၏ ညႊန္ၾကားစြာ ထြက္ေပၚလာျခင္းတုိ႔ျခင္းေၾကာင့္ျဖစ္သည္။

RNDP အင္အားစုမ်ားအေနႏွင့္ ျပည္နယ္၏ အျမင့္ဆုံးအာဏာကုိ မရယူႏုိင္ခဲ့လွ်င္ ျပည္နယ္လႊတ္ေတာ္တြင္ သာမက ျပည္သူ႔လႊတ္ေတာ္ႏွင့္ အမ်ဳိးသားလႊတ္ေတာ္မ်ားတြင္ NLD မဟာမိတ္မ်ားျဖစ္သည့္ ALD အင္အားစုကုိ ရင္ဆုိင္ျခင္းမွ ကာကြယ္ႏုိင္ရန္ ျပင္ဆင္ခဲ့ျခင္းလည္း ျဖစ္သည္။

သုိ႔ျဖစ္၍ ယင္းထုတ္ျပန္ခ်က္မ်ားႏွင့္ ပတ္သက္၍ ရခုိင္ဒီမုိကေရစီအဖြဲ႔ခ်ဴပ္၏ အျမင့္ဆုံး ဆုံးျဖတ္ပုိင္ခြင့္ရွိသူ ဦးေအးသာေအာင္အပါအ၀င္ ALD ၏ စီအီးစီမ်ား မသိရွိခဲ့ၾကျခင္းပင္။

ပါတီညီလာခံကပင္ ဦးေအးသာေအာင္၏ အေတြးအေခၚ ႏုိင္ငံေရးခံယူခ်က္မ်ားကုိ ျမတ္ႏုိးေသာ ANP အဖြဲ႔၀င္ (ယခင္ ALD ) မ်ားကုိ ၾသဇာျမင့္မားလာမႈ မရွိေစေရး ဦးေအးေမာင္ ဦးေဆာင္သည့္ RNDP အင္အားစုမ်ားက သံတြဲညီလာခံတြင္ တစ္ႀကိမ္ သ႐ုပ္ပ်က္စြာ က်ဴးလြန္ခဲ့ၾကၿပီျဖစ္သည္။ ထပ္မံ၍ ႏုိ၀င္ဘာ ၈ ေရြးေကာက္ပြဲတြင္ ပါ၀င္ယွဥ္ၿပဳိင္ခြင့္ မရရွိေရး ANP ၿမဳိ႕နယ္ပါတီတြင္း ကုိယ္စားလွယ္ေလာင္းမ်ား ေရြးခ်ယ္ေရး အခ်ိန္မ်ားက မဲခုိးျခင္း၊ မဲလိမ္ျခင္း၊ မဲဆင္ျခင္းႏွင့္အတူ အရည္အေသြးရွိ ALD ကုိယ္စားလွယ္မ်ားကုိ ဖယ္ရွားခဲ့ေၾကာင္း ၿမဳိ႕နယ္တြင္း ကုိယ္စားလွယ္ေရြးခ်ယ္ေရးတြင္ မတရားသျဖင့္ ရႈံးနိမ့္ခဲ့သူ ANP ကုိယ္စားလွယ္ေလာင္းတစ္ဦးကုိ သက္ေသ အခုိင္အမာျဖင့္ ေျပာၾကားခဲ့သည္။

ရခုိင္အမ်ဳိးသားပါတီတြင္း ေသြးစည္းညီညြတ္မႈကား လုံး၀ ပ်က္စီးေနသည္။ RNDP အင္အားစုတြင္ ALD ကုိ အျမစ္ျဖဳတ္ေခ်မႈန္းေရး အုပ္စုႏွင့္ ALD ႏွင့္ အာဏာခြဲေ၀ ပါတီတည္ေဆာက္ေရး အင္အားစု ၂ စုအျဖစ္ ဥကၠဌ ဦးေအးေမာင္ကုိ ေထာက္ခံေသာ၊ မလုိမလားေသာ စသျဖင့္ ေတြ႔ရသည္။ RNDP ၏ ပါတီတြင္း တုိက္ပြဲကား ဥကၠဌ ဦးေအးေမာင္ကုိ ဖယ္ရွားရန္ ဗ်ဴဟာ ေဖာ္ေဆာင္သူ တခ်ဳိ႕၊ ALD ကုိ ေခ်မႈန္းရန္ ဗ်ဴဟာ ေဖာ္ေဆာင္သူတခ်ဳိ႕၊ ေရလုိက္ငါးလုိက္ ဆက္ဆံေရးႏွင့္ အခြင့္သာလွ်င္ ဦးေအးေမာင္ႏွင့္ ALD အင္အားစုကုိဘက္ ေခ်မႈန္းရန္ ဗ်ဴဟာ ေဖာ္ေဆာင္သူ စသျဖင့္ အေျခအေနမ်ားက ရႈတ္ေထြးေနသည္။

ဦးေအးေမာင္ ႏုိ၀င္ဘာ ၈ အလြန္ ရႈံးနိမ့္ခဲ့ၿပီး ပါတီတြင္း စီအီးစီ ၃၈ ဦးကုိ တရားစြဲဆုိမည္ဟု အသံထြက္ေပၚလာခဲ့သလုိ ဦးေအးေမာင္ကုိ ဖယ္ရွားရန္ အေျခအေနေကာင္းမ်ားကုိ ဆုပ္ကုိင္ထားၿပီး ျဖစ္ေၾကာင္း အသံလည္း ထြက္ေပၚခဲ့ၾကသည္။

ဥကၠဌ ဦးေအးေမာင္သည္ ႏုိင္ငံေရးသမားဘ၀ကုိ အႏွိမ္ခံဘ၀ျဖင့္ အစျပဳခဲ့ရသည္။ ၎ႏွင့္အတူ ၎ထက္ နိမ့္သာ ပါတီအာဏာကုိ ရယူထားသူမ်ားက သူ႔အေပၚ ၾသဇာ အာဏာ ေက်ာ္လြန္ေနမႈမ်ားကုိ သူ႔အေနႏွင့္ အဆုံးသတ္ေစခ်င္ခဲ့သည္။

ေခတ္သစ္ ရခုိင့္ႏုိင္ငံေရး၏ အျမင့္ဆုံး ၀န္ႀကီးခ်ဴပ္ရာထူးကုိ သူရယူလုိေဇာျဖင့္ အရာအားလုံးကုိ ဖယ္ရွားဖုိ႔ ၀န္မေလးခဲ့။ သူ၏ မဟာဗ်ဴဟာမ်ားကုိ အခြင့္လမ္းေမွ်ာ္ကုိးေသာ အင္အားစုတခ်ဳိ႕က ၀န္းရံေပးခဲ့ၾကသည္။ ရခုိင္ျပည္နယ္ ၀န္ႀကီးခ်ဴပ္ ဟူေသာ RNDP ၏ အျမင့္ဆုံး ရည္မွန္းခ်က္ကုိ ေဖာ္ေဆာင္ရန္ သူရ ဦးေရႊမန္းကုိ ခ်ဥ္းကပ္ခဲ့သည္။ ျမန္မာ့ႏုိင္ငံေရး၏ အေကာင္းမြန္ဆုံး ဆက္ဆံေရး ျဖစ္ေသာ တရုတ္ႏုိင္ငံႏွင့္ ခ်စ္ၾကည္ေရးကုိ သူ႔၏ အမည္ႏွင့္ပင္ ခ်ဥ္းကပ္ခဲ့ျပန္သည္။ ပါတီ၏ သေဘာထားမ်ား၊ ဗဟုိအလုပ္အမႈေဆာင္မ်ား၏ ဆုံးျဖတ္ခ်က္မ်ားႏွင့္ ၅ ႏွစ္တာပတ္လုံး ေသြဖီခဲ့သည္။

သူ႔ရည္မွန္းခ်က္ကုိ ေဖာ္ေဆာင္မႈတြင္ တခ်ဳိ႕ေသာ RNDP အင္အားစုမ်ား က်ရႈံးခဲ့ရသည္။ သည္အေျခအေနသည္အခင္းက်င္းတြင္ ဥကၠဌ ဦးေအးေမာင္ကုိ ဦးဦးလွေစာ အမွဴးျပဳေသာ RNDP ပဲ့ကုိင္မ်ားက ဖြင့္၍ တုိက္ခဲ့ၾကသည္။

Myanmar must scrap or amend new immunity law - Amnesty

Myanmar should immediately repeal or amend a new law which could grant former presidents blanket immunity for human rights violations and crimes under international law, Amnesty International said in a statement on 28 January.

Myanmar’s outgoing parliament yesterday voted to pass the Former Presidents Security Law. The original draft had rung alarm bells as it granted former presidents immunity from prosecutions for undefined “actions” committed during their time in office.

However, it now appears that the proviso “in accordance with the laws” has been added to the final version passed today. While an improvement, the law could still be interpreted as granting immunity to former presidents; including for crimes against humanity, war crimes and other crimes under international law.

“This law has been rushed through parliament with minimal debate before the new government takes office, raising concerns that the outgoing government is determined to protect its ranks from any form of prosecution.” said Champa Patel, Amnesty International Interim Director South East Asia and Pacific Office.

“This piece of legislation is a threat to families’ rights to justice, truth and reparations and could violate Myanmar’s obligation to prosecute crimes under international law.”

“Myanmar is a country where state officials and members of the security forces can – and do – commit human rights violations without having to worry about the consequences. Instead of further cementing this impunity, the authorities should take steps to ensure that victims and family members get the truth and justice they deserve.”

The law was first tabled shortly after the opposition National League for Democracy’s (NLD) landslide victory in the November 8, 2015 general elections. The new NLD government is set to take power in early April.

In recent years, Myanmar authorities have faced accusations of war crimes and crimes against humanity committed in the context of internal armed conflicts, and have continued the state-sponsored persecution of the Rohingya Muslim minority.

Amnesty International has also documented a range of human rights violations, including torture and other ill-treatment, extra-judicial executions, and arbitrary detentions, several of which constitute crimes under international law.

In Myanmar, state officials, including members of the security forces, are already protected from prosecution for human rights violations committed while the country was under military rule by Article 445 of the 2008 Constitution. The exclusive powers of the military justice system over members of the military also means that military personal are rarely, if ever, held to account for crimes they have committed.

Amnesty International is calling on Myanmar to immediately revoke or amend the Former Presidents Security Law to ensure it does not provide immunity for perpetrators of crimes under international law. The organization is also urging the new government that is about to take office to take concrete steps to improve accountability for human rights violations in the country.

စစ္အာဏာရွင္ ဗိုလ္ခ်ဳပ္ႀကီးေတြ လူဝတ္လဲၿပီး ဦးေဆာင္ေနတဲ့ လႊတ္ေတာ္ႀကီးထဲမွာ ရွမ္းျပည္နယ္ ေျမာက္ပိုင္း ေတာင္တန္း ေတြေပၚက ဘိန္းရာဇာေတြလို႔ နာမည္ႀကီးေနတဲ့ လႊတ္ေတာ္အမတ္ ၂ ဦး ပါဝင္ေနတဲ့ အေၾကာင္း ေဒသခံ တိုင္းရင္းသား ေတြနဲ႔ ေဒသတြင္း ဘိန္းနဲ႔ မူးယစ္ေဆးဝါး ထုတ္လုပ္ ေရာင္းခ်မႈေတြကို ေစာင့္ၾကည့္သူေတြက ထုတ္ေဖာ္ေျပာဆိုၾကပါတယ္။

ဦးတီခြန္ျမတ္က ကြတ္ခိုင္ၿမိဳ႕နယ္ အေျခစိုက္ “အထူးျပည္သူ႔စစ္အဖြဲ႔” ေခါင္းေဆာင္ တဦးျဖစ္ၿပီး ဦးေက်ာ္ျမင့္ကေတာ့ နမ့္ခမ္း ၿမိဳ႕နယ္အေျခစိုက္ “ပန္းေဆး ျပည္သူ႔စစ္ အဖြဲ႔” ေခါင္းေဆာင္ျဖစ္ပါတယ္။ သူတို႔ ႏွစ္ဦးစလံုးဟာ ၂၀၁၀ ေရြးေကာက္ပြဲမွာ ျပည္ေထာင္စု ႀကံ့ခိုင္ေရးနဲ႔ ဖြံ႔ၿဖိဳးေရးပါတီ (ႀကံ့ခိုင္ေရးပါတီ) ကေန ဝင္ေရာက္ အေရြးခ်ယ္ ခံခဲ့သူေတြလည္း ျဖစ္ပါတယ္။

သူတို႔ ထိန္းခ်ဳပ္ခြင့္ ရထားတဲ့ နယ္ေျမအတြင္းက ေတာင္တန္းေတြေပၚမွာ ကိုယ္တိုင္ ဘိန္းစိုက္ပ်ဳိး ထုတ္လုပ္ ျဖန္႔ျဖဴးမႈ၊ အခြန္အခ ေကာက္ယူၿပီး ဘိန္းစိုက္ပ်ဳိးခြင့္ ျပဳမႈ၊ ဘိန္းျဖဴ၊ ဘိန္းမဲ အပါအဝင္ တျခား မူးယစ္ေဆးဝါး ေတြကို လက္သိပ္ထိုး ေရာင္းခ်ခြင့္ ျပဳမႈ ေတြမွာ အဓိက ပါဝင္ပတ္သက္သူေတြျဖစ္တဲ့ အတြက္ ေခတ္သစ္ ဘိန္းရာဇာေတြလို႔ ေဒသခံ တခ်ဳိ႕က အမည္တပ္ ေခၚဆိုၾကတာပါ။

ဒါ့အျပင္ ေဒသတြင္း ေျမေပၚေျမေအာက္ သယံဇာတေတြကို ထုတ္ယူေရာင္းခ်မႈနဲ႔ ခ်မ္းသာ ႂကြယ္ဝသူေတြ အျဖစ္လည္း သတင္းေမႊးေနသူေတြ ျဖစ္ပါတယ္။

TNLA က သူတို႔ ထိန္းခ်ဳပ္နယ္ေျမအတြင္းမွာ ဘိန္းနဲ႔ မူးယစ္ေဆးဝါးေတြကို စိုက္ပ်ဳိးျခင္း၊ ထုတ္လုပ္ေရာင္းခ်ျခင္းႏွင့္ သံုးစြဲျခင္း မျပဳဖို႔ ဥပေဒထုတ္ျပန္ၿပီး ေက်းရြာေတြနဲ႔ ေတာင္တန္းေတြေပၚက လူျမင္သာတဲ့ ေနရာေတြမွာ ဆိုင္းဘုတ္ေတြစိုက္ထူထားၿပီး ကြင္းဆင္း ပညာေပး လႈံ႔ေဆာ္မႈေတြ ရွိသလို ေရာင္းဝယ္ျဖန္႔ျဖဴးသူေတြနဲ႔ သံုးစြဲသူေတြကို အေရးယူ ေဆာင္ရြက္တာေတြလည္း ရွိပါတယ္။

TNLA က ၿပီးခဲ့တဲ့ ၂၀၁၂-၂၁၀၃ ဘိန္းစိုက္ပ်ဳိး ရာသီေတြမွာ ပန္းေဆး ဦးေက်ာ္ျမင့္နဲ႔ ဦးတီခြန္ျမတ္တို႔ရဲ႕ ျပည္သူ႔စစ္တပ္ဖြဲ႔ေတြ အခြန္ေကာက္ယူ စိုက္ပ်ဳိးခြင့္ျပဳထားတဲ့ နမ့္ခမ္းနဲ႔ ကြတ္ခိုင္ ၿမိဳ႕နယ္ေတြထဲက ဘိန္းခင္းေတြကို ဝင္ေရာက္ဖ်က္ဆီးခဲ့သလို ၂၀၁၃ ခုႏွစ္ ဘိန္းစိုက္ရာသီမွာ စုစုေပါင္းဧက ၃၀၀၀ ေက်ာ္ ဖ်က္ဆီးခဲ့ၿပီး ဒီႏွစ္ ဧၿပီလထဲမွာပဲ ပန္းေဆး ဦးေက်ာ္ျမင့္ရဲ႕ ျပည္သူ႔ စစ္တပ္ဖြဲ႔တခု အေျခခ်ေနတဲ့ ဘိန္းခ်က္စခန္း တခုကိုလည္း တိုက္ခိုက္သိမ္းယူခဲ့တယ္လို႔ TNLA စစ္ဦးစီးခ်ဳပ္ ဒုဗိုလ္မႉးႀကီး တာဟိုပလန္က ေျပာပါတယ္။

ဒီေဒသတြင္းက ေက်းရြာေတြမွာ တအာင္းလူမ်ဳိးေတြလည္း အမ်ားစု ေနထိုင္ေနၾကတာျဖစ္ၿပီး ေဒသခံ တအာင္းလူမ်ဳိး လူငယ္ ၇၀ ရာခိုင္ႏႈန္းမွာ ဘိန္းနဲ႔ တျခား မူးယစ္ေဆးဝါး သံုးစြဲေနၾကတဲ့ အတြက္ TNLA အေနနဲ႔ မူးယစ္ေဆးဝါးကို ပထမ ဦးစားေပး အျဖစ္ သတ္မွတ္၊ တိုက္ဖ်က္မႈေတြ ျပဳလုပ္ေနရတာျဖစ္ၿပီး ဒီလိုလုပ္ေဆာင္မႈေတြေၾကာင့္ ျပည္သူ႔စစ္ အဖြဲ႔ေတြနဲ႔ ရန္စ ပိုမိုႀကီးမားလာေၾကာင္း၊ TNLA အေနနဲ႔ လာမယ့္ ၂၀၁၄ ခုႏွစ္မွာ ဘိန္းတိုက္ဖ်က္ေရးေတြ တိုးျမႇင့္ လုပ္ေဆာင္ဖို႔ အစီအစဥ္ေတြ ေရးဆြဲထားသလို၊ တခ်ိန္တည္း မွာပဲ ျပည္သူ႔စစ္တပ္ဖြဲ႔ေတြနဲ႔ ဘိန္းစစ္ပြဲေတြ ဆင္ႏႊဲရဖို႔ ရွိေၾကာင္း စစ္ဦးစီးခ်ဳပ္က ေျပာပါတယ္။

ရွမ္းျပည္နယ္ ေျမာက္ပိုင္းမွာ ဘိန္းစိုက္ပ်ဳိး ထုတ္လုပ္မႈေတြနဲ႔ နာမည္ေက်ာ္ေနတဲ့ လႊတ္ေတာ္အမတ္နဲ႔ ျပည္သူ႔စစ္ ေခါင္းေဆာင္ေတြ ျဖစ္တဲ့ ဦးတီခြန္ျမတ္နဲ႔ ပန္းေဆး ဦးေက်ာ္ျမင့္ တို႔ဟာ ၂၀၁၀ ေရြးေကာက္ပြဲ ကာလမတိုင္ခင္ ကတည္းက ဘိန္းစိုက္ပ်ဳိးမႈနဲ႔ ေမွာင္ခိုလုပ္ငန္းေတြမွာ ေျခလွမ္းက်ဲခဲ့ သူေတြလည္း ျဖစ္ပါတယ္။

သူတို႔ ၂ ဦး လႊတ္ေတာ္အမတ္ ျဖစ္လာၿပီးေနာက္ပိုင္း ရွမ္းျပည္ေျမာက္ပိုင္း ေဒသေတြမွာ ဘိန္းစိုက္ပ်ဳိးမႈေတြ ပိုၿပီးတိုးပြား လာခဲ့ တယ္လို႔ ထိုင္းႏိုင္ငံ အေျခစိုက္ ပေလာင္အမ်ဳိးသမီးအစည္းအရုံး (PWO) က ၂၀၁၁ မွာ အစီရင္ခံစာ ထုတ္ျပန္ခဲ့ ပါေသးတယ္။
ကမၻာ့ကုလသမဂၢ မူးယစ္ေဆး၀ါးနဲ႔ ရာဇ၀တ္မႈ ႏွိမ္နင္းေရး႐ုံး (UNODC) ရဲ႕ ၂၀၁၃ ဇြန္လ ၂၆ ရက္ေန႔ ထုတ္ျပန္ခ်က္အရ ကမၻာေပၚက ဘိန္းထုတ္လုပ္မႈ အမ်ားဆံုး ႏိုင္ငံေတြ စာရင္းထဲမွာ အာဖဂန္နစၥတန္ၿပီးရင္ ျမန္မာႏိုင္ငံက ဒုတိယေနရာမွာ ရပ္တည္ေနဆဲျဖစ္ေၾကာင္း ေဖာ္ျပထားၿပီး တကမၻာလံုးမွာ ဘိန္းသံုးစြဲမႈေၾကာင့္ ႏွစ္စဥ္ တႏွစ္ကို ၂ သိန္းႏႈန္း ေသဆံုး ေနတယ္လို႔ ထုတ္ျပန္ထားပါတယ္။

အေရွ႕ေတာင္အာရွမွာ မူးယစ္ေဆးဝါး အသံုးျပဳမႈနဲ႔ ထုတ္လုပ္မႈ ျမင့္တက္ရာမွာ ျမန္ဆန္လာတဲ့အတြက္ ေဒသတြင္း ဖြံ႔ၿဖိဳး တိုးတက္မႈကို ၿခိမ္းေျခာက္ လာတာေၾကာင့္ မဟာမဲေခါင္ ေဒသ ကိုယ္စားျပဳႏိုင္ငံေတြ ျဖစ္တဲ့ ကေမၻာဒီးယား၊ တ႐ုတ္၊ လာအို၊ ျမန္မာ၊ ထိုင္း၊ ဗီယက္နမ္ ႏိုင္ငံေတြနဲ႔ ကုလသမဂၢ မူးယစ္ေဆး၀ါးနဲ႔ ရာဇ၀တ္မႈ တိုက္ဖ်က္ေရးအဖြဲ႕ (UNODC) တို႔ တရားမဝင္ မူးယစ္ေဆးဝါး ထုတ္လုပ္မႈ၊ ျဖန္႔ျဖဴး ေရာင္းခ်မႈနဲ႔ အသံုးျပဳမႈ အႏၱရာယ္ကို တိုက္ဖ်က္ဖို႔အတြက္ ပူးေပါင္းေဆာင္ရြက္ ၾကဖို႔ ဒီႏွစ္ေမလ ၉ ရက္ေန႔က သေဘာတူ လက္မွတ္ေရး ထိုးခဲ့ၾကပါတယ္။

ႏိုင္ငံေတာ္သမၼတ ဦးသိန္းစိန္ကေတာ့ ၂၀၁၄ ခုႏွစ္မွာ ႏိုင္ငံအတြင္း မူးယစ္ေဆးဝါး တိုက္ဖ်က္ေရး ေအာင္ျမင္ရမယ္လို႔ ေျပာဆို ထားပါတယ္၊ ဒါေပမယ့္ ၁၉၉၉ ခုႏွစ္တုန္းကလည္း ၁၅ ႏွစ္ စီမံကိန္းခ် က်ဳိးပမ္းခဲ့ေပမယ့္ မေအာင္ျမင္ခဲ့တဲ့အျပင္ ၂၀၁၀ ေရြးေကာက္ပြဲ ေနာက္ပိုင္းမွာ ဘိန္းစိုက္ပ်ဳိးမႈေတြက ပိုမိုမ်ားျပားလာခဲ့ပါတယ္။

ဒါ့အျပင္ လက္ရွိအေျခအေနမွာ ျမန္မာအစိုးရ အေနနဲ႔ မူးယစ္ေဆးဝါး တိုက္ဖ်က္ေရးေတြ လုပ္ေဆာင္ေနတယ္လို႔ အေပၚယံ ေျပာဆိုမႈေတြ ရွိေနေပမယ့္ ရွမ္းျပည္နယ္ ေျမာက္ပိုင္းမွာေတာ့ စိုက္ပ်ဳိးထုတ္လုပ္မႈ၊ ျဖန္႔ျဖဴးေရာင္းခ်မႈ၊ သံုးစြဲမႈေတြဟာ ေလ်ာ့က် မသြားဘဲ ပိုမိုျမင့္တက္လာေနတယ္လို႔ ျပည္တြင္း၊ ျပည္ပ မူးယစ္ေဆးဝါး ေစာင့္ၾကည့္ေလ့လာသူ ေတြကလည္း ေျပာပါတယ္။

အစိုးရ အဖြဲ႔ေပါင္းစံုနဲ႔ ျပည္သူ႔စစ္အဖြဲ႔ေတြ ရွိတဲ့ နမ့္ခမ္း၊ မူဆယ္၊ မန္တံု အပါအဝင္ တျခား ရွမ္းျပည္နယ္ေျမာက္ပိုင္းက ၿမိဳ႕ေတြေပၚမွာ မူးယစ္ေဆးဝါးကို တရားဝင္ ခြင့္ျပဳခ်က္ရလို႔ ေရာင္းေနသလိုကို ေပၚေပၚတင္တင္ ေရာင္းခ်ေနတာကို ေတြ႔ျမင္ခဲ့ရသလို အထူးသျဖင့္ နမ့္ခမ္းၿမိဳ႕ေပၚက နမ့္ခမ္း ေခ်ာင္းနံေဘးမွာ ဆိုရင္ မူးယစ္ေဆးဝါးကို ေစ်းတန္းလိုဖြင့္ေရာင္းေနတာကို ေတြ႔ျမင္ခဲ့ရပါတယ္။ နမ့္ခမ္းၿမိဳ႕ဟာ ပန္းေဆး ဦးေက်ာ္ျမင့္ ေရြးေကာက္ပြဲဝင္ခဲ့တဲ့ေနရာျဖစ္ၿပီး သူ႔ရဲ႕ ျပည္သူ႔စစ္တပ္ဖြဲ႔ေတြလည္း လႈပ္ရွားေနပါတယ္။

အရင္တုန္းက ျမန္မာႏိုင္ငံရဲ႕ ဘိန္းစိုက္ပ်ဳိးမႈမွာ ဘိန္းဘုရင္လို႔ေခၚတဲ့ ဦးခြန္ဆာနဲ႔ ဝ ျပည္ ေသြးစည္းညီညြတ္ေရး တပ္မေတာ္ (UWSA) တို႔သာ နာမည္ ထင္ရွားခဲ့ေပမယ့္ အခုအခ်ိန္မွာေတာ့ လႊတ္ေတာ္ အမတ္ေတြလည္းျဖစ္၊ ျပည္သူ႔စစ္ ေခါင္းေဆာင္ ေတြလည္း ျဖစ္တဲ့ ပန္းေဆး ဦးေက်ာ္ျမင့္နဲ႔ ဦးတီခြန္ျမတ္တို႔တေတြက ဘိန္းထုတ္လုပ္မႈေတြကို လက္ဆင့္ကမ္းခဲ့ၿပီး ေခတ္သစ္ ဘိန္းရာဇာေတြအျဖစ္ နာမည္ႀကီးလာခဲ့တာပါ။

မၾကာေသးခင္ကဆုိရင္ လူသတ္မႈနဲ႔ မူဆယ္ တရားရံုး အခ်ဳပ္မွာ တရားရင္ဆုိင္ဖုိ႔ ရံုးထုတ္လာတုန္း ရဲေတြကို တြန္းတုိက္ ထြက္ေျပးသြားတဲ့ တရားခံ ေတြထဲမွာ ပန္းေဆး ဦးေက်ာ္ျမင့္ရဲ႕တူ လီဖန္ဆိုသူ ပါဝင္ခဲ့တာပါ။ ထြက္ေျပးတရားခံေတြထဲက တေယာက္ကိုပဲ ျပန္ဖမ္းမိၿပီး ပန္းေဆးဦးေက်ာ္ျမင့္ရဲ႕ တူကေတာ့ အခုထိ လြတ္ေျမာက္ေနဆဲ ျဖစ္ပါတယ္။

ဘိန္းရာဇာေတြနဲ႔ သူတို႔ရဲ႕ အဆြယ္အပြားေတြ အေနနဲ႔ ဒီလို ရာဇဝတ္မႈေတြကို ေပၚေပၚတင္တင္ က်ဴးလြန္ေပမယ့္ ဥပေဒနဲ႔ လက္တလံုးျခား လြတ္ေျမာက္ႏုိင္တဲ့ အျဖစ္အပ်က္ေတြ အျပင္၊ မေန႔တေန႔ကပဲ နမ့္ခမ္းမွာ မူးယစ္ႏွိမ္နင္းေရးအဖြဲ႕ တဖြဲ႕ ဗံုးခြဲတုိက္ခိုက္ ခံရတယ္ဆုိတဲ့သတင္း ၾကားလိုက္ရပါေသးတယ္။ ဘယ္သူ က်ဴးလြန္တယ္ ဆုိတဲ့ တရားခံကုိ မသိပါဘူး။ ရွမ္းျပည္ေျမာက္ပိုင္းမွာ မူးယစ္ေဆးဝါးကို တရားဝင္ နီးပါး ေရာင္းဝယ္ ေဖာက္ကားေနၾကတာ ေဒသခံေတြ အားလံုးအသိ ျဖစ္ပါတယ္။ ေရာင္းဝယ္ေဖာက္ကား စိုက္ပ်ဳိးထုတ္လုပ္မႈ အတြက္ အစြန္အဖ်ားေလာက္ပဲ တာဝန္ရွိသူေတြသာ ဖမ္းမိၾက ေပမယ့္၊ မူးယစ္ေဆးဝါး တုိက္ဖ်က္ မႈေတြ လုပ္ေနၾကေပမယ့္ မူးယစ္ ဂိုဏ္းခ်ဳပ္ေတြကိုေတာ့ ဘယ္ေတာ့မွ ဖမ္းမမိဘူးလုိလည္း ေဒသခံေတြဆီက သိရပါတယ္။

မူးယစ္ရာဇာေတြဟာ ဘယ္သူဆိုတာ ေဒသခံေတြေကာ၊ ေဒသအာဏာပိုင္ေတြ အားလံုးပါ သိေနၾကေပမယ့္ ဒီ မူးယစ္ ရာဇာေတြကို ဘာေၾကာင့္ ဖမ္းဆီး အေရးမယူ တာလဲ ဆုိတဲ့ ေမးခြန္းရဲ႕ အေျဖကိုေတာ့ ဘယ္သူမွ မသိႏုိင္သလို အားလံုးသိခ်င္ေနတဲ့ အေျဖလည္း ျဖစ္ပါတယ္။

အစိုးရသစ္ႏွင့္ ပူးေပါင္းေဆာက္ရြက္ရန္ကိုလည္း “ပကတိအရိွတရားအရ မည္သည့္ပါတီက တာ၀န္ယူသည္ ျဖစ္ေစ တိုင္းျပည္ တည္ၿငိမ္ေအးခ်မ္းေရးနဲ႔ ဖြံ႕ၿဖိဳးတိုးတက္ေရးကို ဆက္လက္ အေကာင္ အထည္ေဖာ္ ေဆာင္႐ြက္ရမွာပဲ ျဖစ္ပါတယ္။ အဲဒီတာ၀န္ကို အေကာင္အထည္ ေဖာ္ႏိုင္ဖို႔ အတြက္ ကၽြန္ေတာ္နဲ႔ အစိုးရ အဖြဲ႕၀င္အားလံုးက ေနာက္အစိုးရနဲ႔ ပူးေပါင္းေဆာင္႐ြက္ သြားမွာျဖစ္ပါတယ္” ဟု ေျပာဆုိသြားသည္။

အခု ငါးႏွစ္ၾကာလာတဲ့အခ်ိန္မွာ အေရွ႕ အလယ္ပိုင္းေဒသက ဒီမိုကေရစီ အသြင္ကူးေျပာင္းစ ႏိုင္ငံမ်ားမွာ အၾကမ္းဖက္ တိုက္ခိုက္မႈမ်ားေၾကာင့္ ႏိုင္ငံမ်ား ၿပိဳကြဲ ပ်က္စီးေနတာ၊ သန္းနဲ႔ခ်ီတဲ့ ျပည္သူေတြ ဒုကၡသည္အျဖစ္ ထြက္ေျပးတိမ္းေရွာင္ေနရတာ၊ မင္းမဲ့စ႐ိုက္နဲ႔ အစြန္းေရာက္၀ါဒေတြ ထြန္းကားလာတာေတြေၾကာင့္ မူလရည္မွန္းခ်က္ ျဖစ္တဲ့ ဒီမုိကေရ စီပန္းတိုင္နဲ႔ အလွမ္းေ၀း သထက္ ေ၀းလာတာကို ေတြ႕ရမွာျဖစ္ပါတယ္။

ဒါေပမယ့္ ကၽြန္ေတာ္တို႔ ျမန္မာႏိုင္ငံမွာေတာ့ အခက္အခဲအခ်ိဳ႕နဲ႔ စိန္ေခၚမႈအခ်ိဳ႕ ရိွေနေသးေပမယ့္ ဒီမိုကေရစီ အသြင္ကူးေျပာင္းေရး လုပ္ငန္းမ်ားကို တည္ၿငိမ္ေအးခ်မ္းစြာနဲ႔ တစ္ဆင့္ၿပီးတစ္ဆင့္ အေကာင္အထည္ ေဖာ္ႏိုင္ခဲ့တာကို ေတြ႕ရမွာျဖစ္ပါတယ္။ ဒီအေျခအေနဟာ ျမန္မာ့ဒီမိုကေရစီ အသြင္ကူးေျပာင္းေရး လုပ္ငန္းစဥ္ရဲ႕ အထူးျခားဆံုး ေအာင္ျမင္မႈျဖစ္ၿပီး ႏိုင္ငံတကာက စံနမူနာျပဳ ေလ့လာရတဲ့ ျဖစ္စဥ္လည္းျဖစ္ပါတယ္။ ဒါဟာ ျမန္မာႏိုင္ငံနဲ႔ ျပည္သူမ်ားရဲ႕ ေအာင္ပြဲလည္း ျဖစ္ပါတယ္။

ႏိုင္ငံေရး ျပဳျပင္ေျပာင္းလဲမႈနဲ႔ပတ္သက္ရင္ အေရးႀကီးဆံုးက ႏိုင္ငံေရးတည္ၿငိမ္မႈ ရရိွေရးပဲ ျဖစ္ပါတယ္။ ဒါ့ေၾကာင့္ ကၽြန္ေတာ့္ မိန္႔ခြန္းမွာ မူ၀ါဒလမ္းစဥ္ (၇) ရပ္နဲ႔ ဖြဲ႕စည္းပံု အေျခခံဥပေဒကို လက္မခံလိုၾက ေသးတဲ့ ျပည္တြင္း၊ ျပည္ပရိွ လူပုဂၢိဳလ္အဖြဲ႕အစည္းမ်ား အေနနဲ႔ မတူညီေသာ သေဘာထားအျမင္မ်ား ရိွၾကမွာျဖစ္ေသာ္လည္း တိုင္းျပည္ရဲ႕ အက်ိဳးစီးပြားအတြက္ တူညီတဲ့ ကိစၥရပ္မ်ားမွာ ပူးေပါင္းေဆာင္႐ြက္ၾကဖို႔၊ ဒီမိုကေရစီ က်င့္စဥ္နဲ႔အညီ ေ႐ြးေကာက္ပြဲမွာ ပါ၀င္ယွဥ္ၿပိဳင္ၿပီး လုပ္ပိုင္ခြင့္အာဏာကို တရား နည္းလမ္းက်စြာ ရယူဖို႔ တိုက္တြန္းခဲ့သလို ကၽြန္ေတာ္တို႔ အစိုးရ အဖြဲ႕အေနနဲ႔လည္း ၿငိမ္းခ်မ္းေရးတံခါးကို ဖြင့္ထားၿပီး လက္ကမ္းႀကိဳဆို ေနေၾကာင္း အသိေပးေျပာၾကားခဲ့ ပါတယ္။

ဒါ့ေၾကာင့္လည္း ကၽြန္ေတာ္တို႔ အစိုးရသစ္အေနနဲ႔ ႏိုင္ငံသားအားလံုး ႏိုင္ငံေရး ျဖစ္စဥ္မွာ ပါ၀င္ႏိုင္ခြင့္ ရရိွေစရန္အတြက္ ယံုၾကည္ခ်က္ေၾကာင့္၊ ႏိုင္ငံေရးသေဘာထား ကြဲလြဲမႈမ်ားေၾကာင့္ ထိန္းသိမ္းထားခဲ့ရတဲ့ အက်ဥ္းသားမ်ားကို ျပန္လည္ေစလႊတ္ေပး ခဲ့ပါတယ္။

အဲဒီလိုပဲ ၂၀၁၀ ျပည့္ႏွစ္ ပါတီစံုဒီမိုကေရစီ အေထြေထြ ေ႐ြးေကာက္ပြဲမွာ ပါ၀င္ ယွဥ္ၿပိဳင္ျခင္း မျပဳခဲ့တဲ့ ႏိုင္ငံေရး ပါတီမ်ားအေနနဲ႔ လႊတ္ေတာ္ႏိုင္ငံေရးမွာ ပါ၀င္ႏိုင္ေစရန္ အတြက္ လိုအပ္တဲ့ ဥပေဒ ျပင္ဆင္မႈမ်ားကိုျပဳလုပ္ၿပီး ၂၀၁၂ ၾကားျဖတ္ေ႐ြးေကာက္ပြဲကို က်င္းပျပဳလုပ္ ေပးခဲ့ပါတယ္။ အဲဒီ ေဆာင္႐ြက္ခ်က္မ်ားေၾကာင့္ပဲ ၂၀၁၀ ျပည့္ႏွစ္ ေ႐ြးေကာက္ပြဲမွာ ပါ၀င္ယွဥ္ၿပိဳင္ျခင္း မရိွခဲ့ေသာ၊ ယွဥ္ၿပိဳင္ခြင့္မရခဲ့ေသာ ပုဂၢိဳလ္၊ အဖြဲ႕အစည္းမ်ားဟာ ၂၀၁၂ ခုႏွစ္ ၾကားျဖတ္ ေ႐ြးေကာက္ပြဲနဲ႔ ၂၀၁၅ ခုႏွစ္ ေရြးေကာက္ပြဲမ်ားမွာ ပါ၀င္ယွဥ္ၿပိဳင္ခဲ့ၿပီး ဖြဲ႕စည္းပံု အေျခခံဥပေဒနဲ႔အညီ အုပ္ခ်ဳပ္ေရး၊ ဥပေဒျပဳေရး တာ၀န္မ်ားကို ရယူေဆာင္ရြက္ ႏိုင္ခဲ့တာကို ေတြ႕ရမွာျဖစ္ပါတယ္။

ၿငိမ္းခ်မ္းေရးနဲ႔ ပတ္သက္ရင္လည္း ကၽြန္ေတာ္ ကတိျပဳခဲ့တဲ့အတိုင္း ၂၀၁၁ ခုႏွစ္၊ ၾသဂုတ္လမွာ ၿငိမ္းခ်မ္းေရးအတြက္ တရား၀င္ ဖိတ္ေခၚကမ္းလွမ္းမႈမ်ားကို လုပ္ေဆာင္ခဲ့ ပါတယ္။ ႀကိဳတင္ ကန္႔သတ္ခ်က္ေတြမပါဘဲ လြတ္လပ္မႈရိွရိွ၊ တန္းတူမႈရိွရိွနဲ႔ ျပည္နယ္ အဆင့္၊ ျပည္ေထာင္စုအဆင့္ အစည္းအေ၀းမ်ားကို က်င္းပခဲ့ပါတယ္။

အဲဒီလို ေတြ႕ဆံု ေဆြးေႏြးမႈမ်ားေၾကာင့္ အျပန္အလွန္ယံုၾကည္မႈကို တည္ေဆာက္ႏိုင္ခဲ့ၿပီး တိုင္းရင္းသား လက္နက္ကုိင္အဖြဲ႕ (၁၅) ဖြဲ႕နဲ႔ ျပည္နယ္အဆင့္၊ ျပည္ေထာင္စုအဆင့္ သေဘာတူ စာခ်ဳပ္ေပါင္း (၃၉ ) ခုကို သီးျခားလက္မွတ္ေရးထိုးႏိုင္ခဲ့ၿပီး လက္နက္ကိုင္ ပဋိပကၡမ်ားကို အတိုင္းအတာ တစ္ခုအထိ ေလွ်ာ့ခ်ႏိုင္ခဲ့ပါတယ္။ ေနာက္တစ္ဆင့္ျဖစ္တဲ့ အစိုးရ၊ လႊတ္ေတာ္၊ တပ္မေတာ္နဲ႔ တိုင္းရင္းသားလက္နက္ကိုင္ အဖြဲ႕အစည္းမ်ားပါ၀င္တဲ့ ႏိုင္ငံေရး ေဆြးေႏြးပြဲမ်ား က်င္းပႏိုင္ဖို႔အတြက္ တစ္ႏိုင္ငံလံုး ပစ္ခတ္တိုက္ခုိက္မႈရပ္စဲေရး သေဘာတူစာခ်ဳပ္ ရရိွေရးကို တစ္ႏွစ္ေက်ာ္ အျပန္အလွန္ေဆြးေႏြးခဲ့ၿပီးတဲ့ေနာက္ ၂၀၁၅ ခုႏွစ္ ေအာက္တိုဘာလ (၁၅) ရက္ေန႔မွာ လက္မွတ္ေရးထိုးႏိုင္ခဲ့ပါတယ္။ ဒီစာခ်ဳပ္မွာ ပါ၀င္လက္မွတ္ေရးထိုးျခင္း မရိွေသးတဲ့ အဖြဲ႕အစည္းမ်ားအတြက္လည္း အစဥ္ တံခါးဖြင့္ ထားၿပီးျဖစ္ပါတယ္။

တစ္ႏိုင္ငံလံုး ပစ္ခတ္တိုက္ခုိက္မႈ ရပ္စဲေရး သေဘာတူစာခ်ဳပ္ကို အေျခခံၿပီး စာခ်ဳပ္ ပါ အခ်ိန္ဇယားအတိုင္း ႏိုင္ငံေရးေဆြးေႏြးမႈ ျဖစ္စဥ္ကို အစျပဳ အေကာင္အထည္ေဖာ္တဲ့ ျပည္ေထာင္စု ၿငိမ္းခ်မ္းေရး ညီလာခံကိုလည္း ၂၀၁၆ ခုႏွစ္ ဇန္န၀ါရီလ (၁၂ ) ရက္ေန႔မွာ က်င္းပခဲ့ၿပီးျဖစ္ပါတယ္။ ၿငိမ္းခ်မ္းေရး ညီလာခံက်င္းပျခင္းဟာ ကၽြန္ေတာ္တို႔ အစိုးရ အေနနဲ႔ ၂၀၁၅ ခုႏွစ္ ေ႐ြးေကာက္ပြဲရလဒ္အရ ေပၚထြက္လာမယ့္ အစိုးရထံသို႔ တာ၀န္ လႊဲေျပာင္းေပးရာမွာ အေရးႀကီးဆံုး လုပ္ငန္းစဥ္တစ္ခုလည္း ျဖစ္ပါတယ္။ ဒီၿငိမ္းခ်မ္းေရး ညီလာခံက ေပၚထြက္လာတဲ့ ေဆြးေႏြးခ်က္မ်ားဟာ ေနာက္အစိုးရ လက္ထက္မွာ ဆက္လက္က်င္းပမယ့္ ၿငိမ္းခ်မ္းေရး ညီလာခံအတြက္ အေျခခံအုတ္ျမစ္ ေကာင္းမ်ားပဲျဖစ္ပါတယ္။

လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

၂၀၁၁ ခုႏွစ္က ေစ်းကြက္စီးပြားေရးစနစ္ ပီျပင္စြာ ေပၚထြက္လာေအာင္ ေဆာင္ရြက္မယ္၊ ဘ႑ာေရးနဲ႔ ေငြေၾကးဆိုင္ရာ၊ အခြန္အေကာက္ ဆိုင္ရာ မူ၀ါဒမ်ားကိုလည္း လိုအပ္ သလို ျပင္ဆင္ခ်မွတ္ က်င့္သံုး ေဆာင္ရြက္သြားမယ္၊ ဆင္းရဲခ်မ္းသာကြာဟမႈ၊ ၿမိဳ႕ျပ ေက်းလက္ လူေနမႈ အဆင့္ ကြာျခားမႈမ်ားကို ေလွ်ာ့ခ်မယ္လို႔ ကၽြန္ေတာ္ ကတိျပဳ ေျပာၾကားခဲ့ပါတယ္။

ဒါ့ေၾကာင့္ ၂၀၁၁-၂၀၁၂ ဘ႑ာႏွစ္က စတင္ၿပီး ျပည္သူဗဟိုျပဳ ဖြံ႕ၿဖိဳးမႈ စီမံကိန္းကို ေရးဆြဲ အေကာင္အထည္ေဖာ္ခဲ့ပါတယ္။ လူမႈစီးပြားဘ၀ ဖြံ႕ၿဖိဳးတိုးတက္ေရးအတြက္ ဦးစားေပး လုပ္ငန္းစဥ္ (၇) ရပ္ျဖစ္တဲ့ လွ်ပ္စစ္မီး၊ ေသာက္သံုးေရ၊ စိုက္ပ်ိဳးေရး၊ ေမြးျမဴေရး၊ အလုပ္အကိုင္ ရရိွေရး၊ ခရီးသြားလုပ္ငန္း ဖြံ႕ၿဖိဳးတိုးတက္ေရး၊ ေငြေၾကး လုပ္ငန္း၊ ကုန္သြယ္မႈႏွင့္ ရင္းႏွီးျမႇဳပ္ႏွံမႈ ဖြံ႕ၿဖိဳးတိုးတက္ေရးမ်ားကို ခ်မွတ္ေဆာင္႐ြက္ခဲ့ ပါတယ္။

ေရရွည္တည္တံ့တဲ့ ဖြံ႕ၿဖိဳးတိုးတက္မႈကို ေဖာ္ေဆာင္ႏိုင္ဖို႔အတြက္ ကာလရွည္ အႏွစ္ (၂၀) အမ်ိဳးသား ဘက္စံု ဖြံ႕ၿဖိဳးတိုးတက္ေရးစီမံကိန္း၊ ၂၀၁၁-၂၀၃၁ ခုႏွစ္၊ ျမန္မာ့ဘက္စံု ဖြံ႕ၿဖိဳးတိုးတက္မႈ ေမွ်ာ္မွန္းခ်က္၊ ၂၀၁၀-၂၀၃၅ ခုႏွစ္ ျမန္မာ့စက္မႈလုပ္ငန္း တိုးတက္ေရး ေမွ်ာ္မွန္းခ်က္နဲ႔ အျခား မူသေဘာဆိုင္ရာစီမံကိန္း (Conceptual Plan)၊ ပင္မစီမံကိန္း ( Master Plan)၊ ေျမယာအသံုးခ်မူ၀ါဒ ( Land Use Policy ) မ်ားကို ႏိုင္ငံတကာ အဖြဲ႕အစည္းမ်ား အကူအညီနဲ႔ ေရးဆြဲၿပီး လႊတ္ေတာ္သို႔တင္ျပျခင္း၊ ျပည္သူလူထုသို႔ အသိေပးျခင္းမ်ားကို ေဆာင္ရြက္ခဲ့ပါတယ္။

အဲဒီလို စီမံကိန္းမ်ား ေရးဆြဲ အေကာင္အထည္ေဖာ္ရာမွာ အဓိကက်တဲ့ စာရင္းဇယားမ်ား၊ ကိန္းဂဏန္းမ်ား တိက် မွန္ကန္ေစရန္အတြက္ ႏွစ္ေပါင္း သံုးဆယ္ေက်ာ္ ေကာက္ယူႏိုင္ျခင္း မရိွခဲ့တဲ့ လူဦးေရႏွင့္ အိမ္ေထာင္စုစာရင္း၊ စီးပြားေရး စစ္တမ္းမ်ားပါ၀င္တဲ့ သန္းေခါင္စာရင္း ေကာက္ယူျခင္း လုပ္ငန္းစဥ္ကိုလည္း ေဆာင္ရြက္ခဲ့ပါတယ္။ ဒီသန္းေခါင္စာရင္း ေကာက္ယူမႈဟာ ကၽြန္ေတာ္တို႔ အစိုးရအတြက္သာမက ေနာင္တာ၀န္ယူမယ့္ အစိုးရ အဆက္ဆက္ အတြက္လည္း စီးပြားေရး စီမံကိန္းမ်ားေရးဆြဲရာမွာ မ်ားစြာ အေထာက္ အကူျဖစ္ေစတဲ့ အေရးႀကီးတဲ့ ေအာင္ျမင္မႈျဖစ္ပါတယ္။

ႏိုင္ငံရဲ႕ စီးပြားေရးဖြံ႕ၿဖိဳးတိုးတက္မႈမ်ား အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္ရာမွာ အဓိက အခက္အခဲကေတာ့ ႏွစ္ေပါင္းႏွစ္ဆယ္ေလာက္ ကၽြန္ေတာ္တို႔ ႏိုင္ငံအေပၚ ခ်မွတ္ ထားခဲ့တဲ့ စီးပြားေရး ပိတ္ဆို႔အေရးယူမႈမ်ားပဲ ျဖစ္ပါတယ္။ အဲဒီလိုပိတ္ဆို႔အေရးယူ မႈေတြကို ဖယ္ရွား ႏိုင္ဖို႔အတြက္ ျမန္မာႏိုင္ငံရဲ႕ ဒီမိုကေရစီ အသြင္ကူးေျပာင္းေရး လုပ္ငန္းစဥ္မ်ား အေပၚ အျပဳသေဘာ မျမင္ႏိုင္ေသးတဲ့ ႏိုင္ငံမ်ားကို ကၽြန္ေတာ္တို႔အေနနဲ႔ ဒီမိုကေရစီစနစ္ ကို မွန္မွန္ကန္ကန္၊ အႏွစ္သာရရိွရိွ က်င့္သံုးႏိုင္ေအာင္ ႀကိဳးပမ္းေဆာင္ရြက္ေနတယ္ ဆိုတာကို သက္ေသျပခဲ့ရပါတယ္။

ျမန္မာႏိုင္ငံရဲ႕ အျပဳသေဘာ ျဖစ္ေပၚတိုးတက္မႈမ်ားကို အသိအမွတ္ျပဳ လက္ခံၿပီး ပူးေပါင္း ေဆာင္႐ြက္ဖို႔ တိုက္တြန္းခဲ့ရပါတယ္။ ကၽြန္ေတာ္ ကိုယ္တိုင္ အေမရိကန္ျပည္ေထာင္စုနဲ႔ ဥေရာပ သမဂၢ အဖြဲ႕၀င္ႏိုင္ငံမ်ား၊ အျခားမိတ္ဘက္ ႏိုင္ငံမ်ားကို သြားေရာက္ၿပီး ႏိုင္ငံ့ေခါင္းေဆာင္မ်ား၊ လႊတ္ေတာ္ ေခါင္းေဆာင္မ်ားကို ေတြ႕ဆံု ရွင္းလင္း ေျပာၾကားခဲ့ရပါတယ္။ ဒ့ါေၾကာင့္လည္း ကၽြန္ေတာ္တို႔ အစိုးရသစ္ အေပၚမွာ ႏိုင္ငံတကာ အသိုင္းအ၀န္းရဲ႕ ယံုၾကည္မႈကို အခ်ိန္တိုအတြင္း ရရိွခဲ့ၿပီး ႏိုင္ငံတကာ ဆက္ဆံေရးမ်ား ပံုမွန္ျပန္ျဖစ္လာခဲ့ပါတယ္။

ၾသစေတးလ်၊ ေနာ္ေ၀ႏိုင္ငံတို႔က စီးပြားေရး ပိတ္ဆို႔မႈမ်ားကို ဦးစြာ ႐ုတ္သိမ္းေပးခဲ့ၿပီးေနာက္ ဥေရာပသမဂၢနဲ႔ အျခား ႏိုင္ငံမ်ားကလည္း ႐ုတ္သိမ္းေပးခဲ့ပါတယ္။ ကုန္သြယ္မႈဆုိင္ရာ (G.S.P) အက်ဳိးခံစားခြင့္လည္း ရ႐ွိေနၿပီျဖစ္ပါတယ္။ အေမရိကန္ ျပည္ေထာင္စုကလည္း ဒဏ္ခတ္ အေရးယူမႈ အမ်ားစုကို ႐ုတ္သိမ္းျခင္း၊ ဆိုင္းငံ့ျခင္းမ်ား ျပဳလုပ္ေပးခဲ့ၿပီး ျဖစ္ပါတယ္။

ဒီလိုစီးပြားေရး ပိတ္ဆို႔မႈမ်ား ႐ုတ္သိမ္းေပးခဲ့တဲ့အတြက္ ျမန္မာ့စီးပြားေရး ဖြံ႕ၿဖိဳးတိုး တက္ရန္အတြက္ အေျခအေနေကာင္းမ်ား ရရိွလာခဲ့ပါတယ္။ စီးပြားေရး ပိတ္ဆို႔မႈမ်ား ႐ုတ္သိမ္းျခင္းနဲ႔ လက္ရိွအေျခအေနနဲ႔ ကိုက္ညီတဲ့ ႏိုင္ငံျခား ရင္းႏီွးျမႇဳပ္ႏွံမႈ ဥပေဒမ်ားကို ျပ႒ာန္းႏိုင္ျခင္း၊ အထူးစီးပြားေရးဇုန္မ်ား စတင္အေကာင္အထည္ေဖာ္ႏိုင္ျခင္းတို႔ေၾကာင့္ ၿပီးခဲ့တဲ့ ငါးႏွစ္တာ ကာလအတြင္းမွာ ျပည္တြင္း ရင္းႏီွးျမႇဳပ္ႏွံမႈဟာ ၂၀၁၁ ခုႏွစ္မွာ ေငြက်ပ္ ( ၂၄၁.၅၇ ) ဘီလီယံရိွရာကေန ၂၀၁၅ ခုႏွစ္မွာ ေငြက်ပ္ ( ၅၁၇၉.၉၁) ဘီလီယံအထိ တိုးတက္ လာခဲ့ပါတယ္။ ျပည္ပ ရင္းႏွီးျမႇဳပ္ႏွံမႈအေနနဲ႔ ၂၀၁၁ ခုႏွစ္မွာ အေမရိကန္ေဒၚလာ ( ၄.၆၄ ) ဘီလီယံကေန ၂၀၁၅ ခုႏွစ္မွာ အေမရိကန္ေဒၚလာ ( ၂၂.၁၂ ) ဘီလီယံ အထိ တိုးတက္လာခဲ့ပါတယ္။

လူတစ္ဦးခ်င္း ၀င္ေငြဟာလည္း ႏိုင္ငံတကာေငြေၾကး ရန္ပံုေငြ အဖြဲ႕ ( IMF ) ရဲ႕ အစီရင္ခံစာအရ ၂၀၁၁ ခုႏွစ္မွာ အေမရိကန္ေဒၚလာ ၈၀၀ ေက်ာ္ ရိွရာကေန ၂၀၁၅ ခုႏွစ္မွာ အေမရိကန္ေဒၚလာ ၁၂၇၀ အထိ တိုးတက္လာတာကို ေတြ႕ရမွာ ျဖစ္ပါတယ္။

လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

စီးပြားေရး ျပဳျပင္ေျပာင္းလဲမႈ လုပ္ငန္းစဥ္မွာ အေရးႀကီးတဲ့ ေအာင္ျမင္မႈ အခ်ိဳ႕ကိုလည္း ေဖာ္ျပလိုပါတယ္။ ကၽြန္ေတာ္တို႔ အစိုးရအေနနဲ႔ ႏိုင္ငံျခားကုန္သြယ္မႈနဲ႔ ရင္းႏွီးျမႇဳပ္ႏွံမႈမ်ား ေဆာင္ရြက္ရာမွာ အတားအဆီး တစ္ခုျဖစ္ေနတဲ့ ႏိုင္ငံျခားေငြ လဲလွယ္ႏႈန္း အမိ်ဳးမ်ိဳး ျဖစ္ေနတာကို ဖ်က္သိမ္းၿပီး ေစ်းကြက္ကိုအေျခခံတဲ့ တစ္ခုတည္းေသာ ေငြေၾကး လဲလွယ္ႏႈန္း တစ္မ်ိဳးတည္းျဖစ္ေအာင္ ေဆာင္႐ြက္ခဲ့ပါတယ္။

ဒီလိုေဆာင္ရြက္ခ်က္အေပၚ စိုးရိမ္မႈေတြရိွေနေပမယ့္ ကၽြန္ေတာ္တို႔ အစိုးရအေနနဲ႔ ႏိုင္ငံတကာ ေငြေၾကးရန္ပံုုေငြ အဖြဲ႕ရဲ႕အကူအညီနဲ႔ ေအာင္ျမင္ေအာင္ ေဆာင္ရြက္ႏိုင္ခဲ့ပါတယ္။ ဒါ့အျပင္ ေငြေၾကးက႑ ျပဳျပင္ေျပာင္းလဲေရးမွာ အေရးႀကီးတဲ့ ဗဟိုဘဏ္ကို သီးျခားအဖြဲ႕အစည္း တစ္ရပ္အျဖစ္ ရပ္တည္ႏိုင္ရန္အတြက္ ဥပေဒျပ႒ာန္း ေဆာင္႐ြက္ႏိုင္ခဲ့ပါတယ္။ ယခင္အစိုးရ အဆက္ဆက္က တင္ရိွေနတဲ့ ေႂကြးၿမီမ်ားအနက္မွ ေဒၚလာ (၆) ဘီလီယံခန္႔ကို ပဲရစ္ကလပ္အဖြဲ႕၀င္ ႏိုင္ငံမ်ားနဲ႔ ညိႇႏိႈင္းေလ်ာ္ပစ္ႏိုင္ခဲ့သလို အေႂကြးေဟာင္း အေႂကြးေသ ေတြကိုလည္း ေပါင္းကူးေခ်းေငြရယူၿပီး သက္သာေသာႏႈန္းျဖင့္ ေျဖရွင္းေဆာင္႐ြက္ခဲ့ ပါတယ္။

ဒီလ ုိေဆာင္ရြက္ႏိုင္ခဲ့တဲ့အတြက္ ႏုိင္ငံဖြံ႕ၿဖိဳးတုိးတက္ေရးမွာ အေထာက္အကူ ျဖစ္ေစမယ့္ ကမၻာ့ဘဏ္ အပါအဝင္္ IMF, ADB, ODA တုိ႔မွ ေငြေၾကးနဲ႔ နည္းပညာ အကူအညီ အေထာက္အပံ့ မ်ားလည္း ရရွိခဲ့ပါတယ္။ ဒါ့အျပင္ EITI အဖြဲ႕ဝင္ ျဖစ္ေရးနဲ႔ ဖြံ႕ၿဖိဳးမႈ အနည္းဆုံး (LDC) ႏိုင္ငံ အျဖစ္က လြတ္ေျမာက္ေအာင္လည္း အစပ်ဳိး ေဆာင္ရြက္ထားႏိုင္ခဲ့ၿပီ ျဖစ္ပါတယ္။

ဘ႑ာေရး စနစ္နဲ႔ ပတ္သက္ရင္လည္း ျပည္သူဗဟိုျပဳ အုပ္ခ်ဳပ္ေရးစနစ္နဲ႔ လိုက္ေလ်ာညီေထြ ျဖစ္တဲ့ ျပည္သူ႔ဘ႑ာစီမံခန္႔ခြဲမႈစနစ္ ( Public Financial Management, PFM ) စနစ္ ေပၚေပါက္ေအာင္ ကမာၻ႕ဘဏ္၊ ႏိုင္ငံတကာ ေငြေၾကးရန္ပံုေငြ အဖြဲ႕တို႔နဲ႔ ပူးေပါင္း ေဆာင္ရြက္ခဲ့ပါတယ္။ ေငြေၾကးက႑ ဖြံ႕ၿဖိဳးတိုးတက္ဖို႔နဲ႔ ျပည္တြင္း ဘဏ္မ်ား အရည္အေသြး ျမင့္မားေစဖို႔အတြက္ အရည္အေသြးျမင့္မားတဲ့ ႏိုင္ငံတကာဘဏ္ ( ၉ ) ဘဏ္ကို ဘဏ္ဖြင့္လွစ္ခြင့္ ေပးခဲ့ၿပီး ျဖစ္ပါတယ္။ ဒါ့အျပင္ ႏိုင္ငံတကာနည္းတူ ေငြေၾကးေစ်းကြက္ ေပၚေပါက္ဖို႔အတြက္ ရန္ကုန္ စေတာ့အိပ္ခ်ိန္းကိုလည္း တည္ေထာင္ ဖြင့္လွစ္ႏိုင္ခဲ့ၿပီး ျဖစ္ပါတယ္။

အလားတူပဲ အခြန္စနစ္ ျပဳျပင္ေျပာင္းလဲေရး အေနနဲ႔ ျပည္သူမ်ားအေနနဲ႔ ေပးသင့္ ေပးထိုက္ေသာ အခြန္မ်ားကို စနစ္တက် ေပးေဆာင္ႏိုင္ဖို႔ ရွင္းလင္းသည့္ အခြန္စနစ္ သတ္မွတ္၍ အႀကီးစား အခြန္ထမ္း ႐ံုးကို ထူေထာင္ျခင္း၊ အခြန္ထမ္းေဆာင္သူမ်ားကို ကၽြန္ေတာ္ကိုယ္တိုင္ အသိအမွတ္ ျပဳျခင္းမ်ား ေဆာင္႐ြက္ခဲ့ပါတယ္။

အဲဒီလိုေဆာင္႐ြက္ ခဲ့တဲ့အတြက္ ၂၀၀၉ - ၂၀၁၀ ဘ႑ာေရးႏွစ္ အမွန္စာရင္းအရ ျပည္ေထာင္စု၏ အခြန္ရေငြဟာ ၁.၀၇၇ ထရီလီယံက်ပ္ရိွၿပီး ျပည္ေထာင္စု၏အခြန္ရေငြႏွင့္ ဂ်ီဒီပီ အခ်ိဳးဟာ ၃.၂ % ပဲရိွရာကေန ၂၀၁၅-၁၆ ဘ႑ာေရးႏွစ္ ျပဳျပင္ၿပီး ခန္႔မွန္းေျခစာရင္းအရ အခြန္ ရေငြဟာ ၆.၃၈၇ ထရီလီယံအထိ တိုးတက္ရရိွခဲ့ၿပီး ျပည္ေထာင္စု၏အခြန္ရေငြနဲ႔ ဂ်ီဒီပီအခ်ိဳးဟာ ၈.၇ % အထိ ျမင့္တက္လာခဲ့ပါတယ္။

လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

စီးပြားေရး ျပဳျပင္ေျပာင္းလဲမႈမ်ား ေဆာင္ရြက္ရာမွာ လူ႕စြမ္းအား အရင္းအျမစ္ ဖြံ႕ၿဖိဳး တိုးတက္ေရးဟာလည္း အေရးႀကီးပါတယ္။ ဒါ့ေၾကာင့္ ကၽြန္ေတာ္ စတင္တာ၀န္ထမ္း ေဆာင္ခ်ိန္မွာ လူ႕စြမ္းအား အရင္းအျမစ္ဖြံ႕ၿဖိဳး တိုးတက္ေရးအတြက္ ပညာေရးနဲ႔ က်န္းမာေရးက႑ ျမႇင့္တင္ေရးအတြက္ ေဆာင္ရြက္သြားမွာ ျဖစ္တဲ့အေၾကာင္း ကတိေပး ေျပာၾကားခဲ့ပါတယ္။ ကၽြန္ေတာ္တို႔ရဲ႕ စီးပြားေရး ျပဳျပင္ေျပာင္းလဲမႈမ်ားရဲ႕ ရလဒ္ေၾကာင့္ စီးပြားေရး ဖြံ႕ၿဖိဳး တိုးတက္ လာတာနဲ႔အမွ် ပညာေရးနဲ႔ က်န္းမာေရးက႑ ဖြံ႕ၿဖိဳးတိုးတက္ဖို႔အတြက္ ပိုမိုလုပ္ေဆာင္ေပး ႏိုင္ခဲ့ပါတယ္။

ပညာေရးက႑မွာ ၂၀၁၁ ခုႏွစ္က အသံုးစရိတ္က်ပ္ (၃၁၀) ဘီလီယံရိွရာကေန ၂၀၁၅ ခုႏွစ္မွာ (၁၆၉၂) ဘီလီယံအထိ တိုးတက္ သံုးစြဲခဲ့ပါတယ္။ ယခင္က မူလတန္း အခမဲ့ ပညာေရးသာ ေဆာင္ရြက္ရာကေန အထက္တန္း အခမဲ့ပညာေရးအထိ တိုးခ်ဲ႕ ေဆာင္႐ြက္ႏိုင္ခဲ့ပါတယ္။ ေက်ာင္းသား၊ ေက်ာင္းသူမ်ားအတြက္ ပညာသင္ ေထာက္ပံ့ေၾကး အစီအစဥ္မ်ား၊ ဘက္စံုပညာ ထူးခၽြန္လူငယ္ အစီအစဥ္မ်ား၊ ပညာသင္ဆု ခ်ီးျမႇင့္ေရး အစီအစဥ္မ်ားကို အေကာင္အထည္ေဖာ္ ခဲ့သလို ႏိုင္ငံေတာ္သမၼတ ပညာသင္ဆုအစီအစဥ္နဲ႔ ႏိုင္ငံတကာတကၠသိုလ္မ်ားသို႔ ပညာေတာ္သင္မ်ား ေစလႊတ္ ေပးႏိုင္ခဲ့ပါတယ္။ ပညာေရး က႑အသံုးစရိတ္မ်ား တိုးျမႇင့္ အသံုးျပဳလာတာနဲ႔အမွ် လိုအပ္သည့္ ေက်ာင္းအေဆာက္အအံု၊ ပရိေဘာဂ၊ သင္ေထာက္ကူပစၥည္း၊ ေက်ာင္းမ်ားအတြက္ လိုအပ္သည့္အသံုးစရိတ္မ်ားကို တိုးျမႇင့္သံုးစြဲခဲ့ပါတယ္။

အဲဒီလို ေဆာင္ရြက္ခဲ့တဲ့အတြက္ အေျခခံပညာေရး အပိုင္းမွာ ၂၀၁၁ ခုႏွစ္မွာ ေက်ာင္းေပါင္း ေလးေသာင္း တစ္ေထာင္ေက်ာ္ ရိွရာကေန ၂၀၁၅ ခုႏွစ္မွာ ေက်ာင္းေပါင္း ေလးေသာင္းငါးေထာင္ေက်ာ္ အထိ တိုးတက္လာခဲ့ပါတယ္။ ေက်ာင္းသား ဦးေရဟာလည္း ရွစ္သန္း ခုႏွစ္ေသာင္းေက်ာ္ကေန ရွစ္သန္းရွစ္သိန္းေက်ာ္အထိ တိုးတက္လာခဲ့ပါတယ္။ ဆရာ၊ ဆရာမ ဦးေရဟာလည္း ႏွစ္သိန္းခုႏွစ္ေသာင္းေက်ာ္ကေန သံုးသိန္းသံုးေသာင္း ေက်ာ္အထိ တိုးတက္လာခဲ့ပါတယ္။ ေက်ာင္းအေဆာက္အဦသစ္ တစ္ေသာင္း တစ္ေထာင္ေက်ာ္ကို ေဆာက္လုပ္ ေပးခဲ့ၿပီး အေဆာက္အဦေပါင္း တစ္ေသာင္း တစ္ေထာင့္ တစ္ရာေက်ာ္ကိုလည္း ျပင္ဆင္ေပးႏိုင္ခဲ့ပါတယ္။

ဒါ့အျပင္ မ်ိဳးဆက္သစ္ လူငယ္ေခါင္းေဆာင္မ်ား ေပၚေပါက္လာေစေရးအတြက္ ကင္းေထာက္ လူငယ္မ်ား၊ ထူးခၽြန္ေက်ာင္းသားေက်ာင္းသူမ်ား၊ ၾကက္ေျခနီ ေမာင္မယ္မ်ားစတဲ့ လူငယ္ဆိုင္ရာ လူမႈေရး အဖြဲ႕အစည္းမ်ားကိုလည္း ျပန္လည္ ေဖာ္ထုတ္အားေပးခဲ့ပါတယ္။

တစ္ဘက္ကလည္း ဗုဒၶဘာသာ တရားေတာ္ရဲ႕ အဆံုးအမေတြ၊ ဓမၼစကူးလ္ေတြ၊ ေဆာင္ရြက္မႈေတြ ရွိလာတာကို ႀကိဳဆိုရမွာလည္း ျဖစ္ပါတယ္။ အျခားဘာသာမ်ားရဲ႕ လူသားေကာင္းက်ိဳးျပဳ ေဟာေျပာမႈ ေတြကိုလည္း ႀကိဳဆိုပါတယ္။ ေက်ာင္းပညာေရးနဲ႔ ဆက္ႏြယ္ၿပီး ျပည္သူ႕နီတိေတြ၊ လူ႔ေဘာင္ အဖြဲ႕အစည္းကို ေကာင္းက်ိဳးျဖစ္ေစမယ့္ အေလ့အထ၊ အမူအက်င့္၊ စိတ္ထား ေကာင္းေတြလည္း သင္ၾကားေပးဖို႔ စီမံလ်က္ ရွိပါတယ္။ ဒါမွ ၿငိမ္းခ်မ္းတဲ့၊ ေအးခ်မ္းတဲ့၊ သာယာတဲ့ စိတ္ထားေကာင္းတဲ့ လူေတြေနတဲ့ ေမတၱာ၊ က႐ုဏာ၊ မုဒိတာ ပြားႏိုင္တဲ့လူေတြ ေနထိုင္ၾကတဲ့ ႏိုင္ငံႀကီး ျဖစ္ရမယ္လို႔ ေမွ်ာ္မွန္း ႀကိဳးပမ္းခဲ့ပါတယ္။

က်န္းမာေရးက႑ အသံုးစရိတ္ကလည္း ၂၀၁၁ ခုႏွစ္မွာ က်ပ္ ၈၆.၅၈ ဘီလီယံ ရိွရာကေန ၂၀၁၅ ခုႏွစ္မွာ က်ပ္ ၈၁၄.၁၇ ဘီလီယံ ရိွလာခဲ့ပါတယ္။ ျပည္သူေတြ က်န္းမာေရး ေစာင့္ေရွာက္မႈကို လက္လွမ္း မီေစဖို႔အတြက္ ၿပီးခဲ့တဲ့ ငါးႏွစ္တာကာလ အတြင္းမွာ ေဆး႐ံု (၂၂၅) ႐ံု တိုးခ်ဲ႕ ဖြင့္လွစ္ခဲ့ၿပီး ေဆး႐ံု (၁၀၀) ကို အဆင့္ျမႇင့္တင္ေပးခဲ့ ပါတယ္။ အလားတူပဲ ခ႐ိုင္၊ ၿမိဳ႕နယ္ ကုသေရး႐ံုး (၄၂၁) ႐ံုးကို အသစ္ တည္ေဆာက္ ဖြင့္လွစ္ေပးခဲ့သလို ေက်းလက္က်န္းမာေရးဌာန၊ မိခင္ ကေလး က်န္းမာေရးဌာန၊ ေဒသႏၲရ က်န္းမာေရးဌာန (၂၂၅) ခု၊ တိုင္းရင္းေဆး႐ံု (၄၄) ႐ံု၊ သူနာျပဳနဲ႔ သားဖြားေက်ာင္း (၉ ) ေက်ာင္းကို အသစ္ဖြင့္လွစ္ေပးႏိုင္ခဲ့ပါတယ္။

ဒါ့အျပင္ ျပည္သူမ်ားအေနနဲ႔ မိမိတို႔ေနထိုင္ရာ ေဒသမွာပဲ အဆင့္ျမင့္ က်န္းမာေရး ေစာင့္ေရွာက္မႈ မ်ားကို ရယူႏိုင္ဖို႔အတြက္ တိုင္းေဒသႀကီး/ျပည္နယ္ၿမိဳ႕ႀကီးမ်ားက ေဆး႐ံု (၁၅) ႐ံုကို ခုတင္ (၅၀၀) ေဆး႐ံုႀကီးမ်ားအျဖစ္ အဆင့္ျမႇင့္တင္ ေပးခဲ့ပါတယ္။ ရန္ကုန္ျပည္သူ႔ေဆး႐ံုႀကီးကိုလည္း ခုတင္ (၂၀၀၀) ေဆး႐ံုႀကီးအျဖစ္ အဆင့္ျမႇင့္တင္ ေဆာင္ရြက္ေပးခဲ့ပါတယ္။ တစ္ဖက္ကလည္း ေဆး႐ံုမ်ားကို အဆင့္ျမႇင့္တင္ေပးသလို လူနာမ်ားအေနနဲ႔ က်န္းမာေရးအတြက္ ကုုန္က်စရိတ္ကို ေလွ်ာ့ခ်ႏိုင္ရန္ အခမဲ့ကုသမႈ အစီအစဥ္မ်ားကို တိုးခ်ဲ႕ေဆာင္ရြက္ေပးခဲ့ပါတယ္။

လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

ႏိုင္ငံစီးပြားေရး ဖြံ႕ၿဖိဳးတိုးတက္ေအာင္ ေဆာင္ရြက္တဲ့ေနရာမွာ ဆက္သြယ္ေရး က႑ဟာလည္း အေရးႀကီးပါတယ္။ ဒါ့ေၾကာင့္ ကၽြန္ေတာ္တို႔ အစိုးရသစ္ လက္ထက္မွာ မိုဘိုင္းဖုန္းနဲ႔ အင္တာနက္ သံုးစြဲမႈကို တိုးခ်ဲ႕ဖို႔ အေလးထား ေဆာင္ရြက္ခဲ့ပါတယ္။ ဒီလို တိုးခ်ဲ႕ျခင္းဟာ သာမန္ဆက္သြယ္ ေျပာဆို႐ံု အတြက္သာမဟုတ္ပဲ ျပည္သူမ်ားရဲ႕ သတင္း အခ်က္အလက္ သိပိုင္ခြင့္၊ အသိပညာ ရွာေဖြဆည္းပူး ႏိုင္ခြင့္ကိုလည္း တိုးခ်ဲ႕ေပးလိုက္တာ ျဖစ္ပါတယ္။

ေက်းလက္ေန ျပည္သူမ်ားအေနနဲ႔ မိုဘုိင္းဖုန္း၊ အင္တာနက္တို႔ကေန ေစ်းကြက္သတင္း၊ ရာသီဥတု သတင္းမ်ားကို ရယူႏိုင္တဲ့အတြက္ ေက်းလက္နဲ႔ ၿမိဳ႕ျပၾကား အသိပညာ ကြာဟခ်က္ကို က်ဥ္းေျမာင္းေစၿပီး ေက်းလက္ေဒသ စီးပြားေရး ဖြံ႕ၿဖိဳး တိုးတက္မႈကိုလည္း အေထာက္အကူ ျဖစ္ေစပါတယ္။ ဒါ့ေၾကာင့္ ကၽြန္ေတာ္တို႔အေနနဲ႔ ဆက္သြယ္ေရး က႑မွာ ႏိုင္ငံတကာ ကုမၸဏီမ်ား ပါ၀င္ေဆာင္ရြက္ခြင့္ ျပဳခဲ့တဲ့အတြက္ ယခုအခါ ႏိုင္ငံတြင္း မိုဘုိင္းဖုန္း သံုးစြဲႏိုင္မႈဟာ ၂၀၁၁ ခုႏွစ္က ၄%၊ ၅% ခန္႔သာ ရိွခဲ့ရာ ကေန အခုအခါမွာ ၈၀% ေက်ာ္အထိ တိုးတက္လာခဲ့ၿပီ ျဖစ္ပါတယ္။

ဆင္းကဒ္ေစ်းႏႈန္း မ်ားဟာ ၁၅ သိန္း၊ သိန္း ၂၀ ကေန ၁၅၀၀ က်ပ္အထိ ေလွ်ာ့ခ်ေပးခဲ့တဲ့အတြက္ လူတိုင္း လက္လွမ္းမီတဲ့ ေစ်းႏႈန္းျဖစ္လာပါၿပီ။ မၾကာခင္မွာ Mobile Banking ကိုပါ တိုးခ်ဲ႕ ေဆာင္ရြက္မွာ ျဖစ္တ့ဲအတြက္ ေက်းလက္ေဒသေန ျပည္သူမ်ားရဲ႕ စီးပြားေရး အခြင့္အလမ္း မ်ားက ပိုမိုျမင့္မား လာေတာ့မွာျဖစ္ပါတယ္။

ကၽြန္ေတာ္တို႔ႏိုင္ငံရဲ႕ စီးပြားေရး ဖြံ႕ၿဖိဳးတိုးတက္မႈမွာ အားနည္းခ်က္ တစ္ခုကေတာ့ လွ်ပ္စစ္မီး ရရိွသံုးစြဲ ႏိုင္ေရးပဲျဖစ္ပါတယ္။ ဒါ့ေၾကာင့္ ကၽြန္ေတာ္တို႔ အစိုးရလက္ထက္မွာ အမ်ိဳးသား စြမ္းအင္မူ၀ါဒကို ေရးဆြဲအတည္ျပဳခဲ့ၿပီး ကာလရွည္ စြမ္းအင္ဆိုင္ရာ ပင္မစီမံ ခ်က္ကိုလည္း ေရးဆြဲခဲ့ၿပီး ျဖစ္ပါတယ္။ ဒါ့အျပင္ အမ်ိဳးသား လွ်ပ္စစ္ဓာတ္အား ပင္မစီမံခ်က္ကို ဂ်ပန္ႏိုင္ငံတကာ ပူးေပါင္းေဆာင္ရြက္ေရး ေအဂ်င္စီနဲ႔ ပူးေပါင္းၿပီးလည္းေကာင္း၊ အမ်ိဳးသား လွ်ပ္စစ္ဓာတ္အား ျဖန္႔ျဖဴးေရးစီမံခ်က္အား ကမာၻ႕ဘဏ္ႏွင့္ ပူးေပါင္းၿပီး လည္းေကာင္း ေရးဆြဲခဲ့ၿပီး ျဖစ္ပါတယ္။

ၿပီးခဲ့တဲ့ ငါးႏွစ္အတြင္းမွာ ကၽြန္ေတာ္တို႔အေနနဲ႔ လွ်ပ္စစ္ဓာတ္အား (၁၈၂၂) မဂၢါ၀ပ္ တိုးတက္ ထုတ္လုပ္ ခဲ့တဲ့အတြက္ ယခုဆိုရင္ ၿမိဳ႕ေပါင္း (၄၂၂) ၿမိဳ႕၊ ေက်း႐ြာေပါင္း (၂၉၁၀၉ ) ႐ြာမွာ လွ်ပ္စစ္မီး အသံုးျပဳ ႏိုင္ေနၿပီျဖစ္ပါတယ္။ အဲဒီလို တိုးခ်ဲ႕ေဆာင္႐ြက္ခဲ့တဲ့ အတြက္ ၁၉၄၈ ခုႏွစ္ လြတ္လပ္ေရး ရရိွခိ်န္ကစၿပီး မဟာဓာတ္အားလိုင္း စနစ္ကေန လွ်ပ္စစ္ဓာတ္အား မရရိွခဲ့တဲ့ ခ်င္းျပည္နယ္နဲ႔ ရခုိင္ျပည္နယ္မ်ားမွာ လွ်ပ္စစ္ဓာတ္အား စတင္ရရိွေနၿပီ ျဖစ္ပါတယ္။

ဒါ့အျပင္ ေက်းလက္မီးလင္းေရးကေန ငါးႏွစ္အတြင္း ေက်း႐ြာ ေပါင္း (၁၀၄၂၁ ) ရြာကို မီးလင္းေအာင္ ေဆာင္ရြက္ေပး ႏိုင္ခဲ့ပါတယ္။ အမ်ိဳးသား လွ်ပ္စစ္ဓာတ္အား ပင္မစီမံခ်က္အရ ၂၀၁၅ ခုႏွစ္မွ ၂၀၁၉ ခုႏွစ္ အတြင္း ငါးႏွစ္ စီမံကိန္းနဲ႔ အိမ္ေထာင္စုေပါင္း ၁.၇ သန္းကို လွ်ပ္စစ္ဓာတ္အား ဆက္သြယ္ေပးႏိုင္ေရး စီမံထားၿပီးလည္း ျဖစ္ပါတယ္။

ယခင္က အထက္မွ ေအာက္ကိုဆင္းသက္တဲ့ Top Down စနစ္အား ေအာက္ေျခမွ ဗဟိုကို တင္ျပတဲ့ Bottom Up ျပည္သူဗဟိုျပဳ အုပ္ခ်ဳပ္ေရး စနစ္ကို ေျပာင္းလဲက်င့္သံုး ခဲ့ပါတယ္။ ျပည္သူေတြ ကိုယ္တိုင္ ေရြးခ်ယ္ ဖြဲ႕စည္းထားတဲ့ ရပ္ကြက္၊ ေက်းရြာ၊ ၿမိဳ႕နယ္ ဖြံ႕ၿဖိဳးတိုးတက္မႈ အေထာက္အကူျပဳအဖြဲ႕မ်ား၊ စည္ပင္သာယာေရး ေကာ္မတီမ်ားဟာ လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ား၊ စီမံခန္႔ခြဲေရး ေကာ္မတီမ်ားနဲ႔ေပါင္းစပ္ၿပီး မိမိေဒသ ဖြံ႕ၿဖိဳးတိုးတက္ေရးမ်ားကို ေဆာင္ရြက္ေစခဲ့ပါတယ္။

ျပည္ေထာင္စု အစိုးရနဲ႔ တိုင္းေဒသႀကီး၊ ျပည္နယ္အစိုးရမ်ားအၾကား ပိုမို ေပါင္းစပ္ ေဆာင္ရြက္ ႏိုင္ဖို႔အတြက္ ဒုတိယ ၀န္ႀကီးမ်ား ဦးစီးတဲ့ Delivery Unit မ်ားကို ဖြဲ႕စည္းကာ ေပါင္းစပ္ ညိႇႏိႈင္း ေဆာင္႐ြက္ေစခဲ့သလို အုပ္ခ်ဳပ္ေရး လုပ္ငန္းမ်ားမွာ ပြင့္လင္းျမင္သာမႈ ရိွေစဖို႔နဲ႔ လြယ္ကူေခ်ာေမြ႕ ေစဖို႔အတြက္ တိုင္းေဒသႀကီး၊ ျပည္နယ္မ်ားမွာ One Stop Shop ႐ံုးေပါင္း (၂၆၇) ႐ံုးကို ဖြင့္လွစ္ခဲ့ၿပီး ဆက္လက္ တိုးခ်ဲ႕ဖြင့္လွစ္လ်က္လည္း ရိွပါတယ္။

အုုပ္ခ်ဳပ္ေရးက႑ ျပဳျပင္ေျပာင္းလဲေရးမွာ အဓိကက်တာကေတာ့ ႏိုင္ငံ၀န္ထမ္းမ်ားပဲ ျဖစ္ပါတယ္။ ဒါ့ေၾကာင့္ ကၽြန္ေတာ္တို႔ အစိုးရလက္ထက္မွာ ၀န္ထမ္းမ်ား အရည္အေသြး ျမင့္မားေရးနဲ႔ သက္သာေခ်ာင္ခ်ိေရးအတြက္ သင္တန္းမ်ားေပးျခင္း၊ ပညာေတာ္သင္ ေစလႊတ္ျခင္း မ်ားအျပင္ လစာမ်ားတုိးျမႇင့္ေပးျခင္း၊ အၿငိမ္းစားလစာမ်ား တုိးျမႇင့္ေပးျခင္း တုိ႔ကို ဦးစားေပး လုပ္ေဆာင္ခဲ့ပါတယ္။

အျခားဒီမိုကေရစီ ႏိုင္ငံမ်ားနည္းတူ အစိုးရ အဆက္ဆက္ ေျပာင္းလဲေပမယ့္ ဌာနတာ၀န္မ်ားကို တည္ၿငိမ္စြာ လက္ဆင့္ကမ္း ထမ္းေဆာင္ သြားႏိုင္ဖို႔အတြက္ အၿမဲတမ္း အတြင္း၀န္မ်ားကို ျပန္လည္ ခန္႔ထားခဲ့ၿပီး လိုအပ္တဲ့ ဖြဲ႕စည္းပံုဆိုင္ရာ ျပဳျပင္ေျပာင္းလဲမႈ မ်ားကိုလည္း ေဆာင္ရြက္ခဲ့ပါတယ္။ ၿပီးခဲ့တဲ့ ငါးႏွစ္ကာလအတြင္းမွာ အဆင့္ဆင့္ေသာ ရာထူးတာ၀န္မ်ားကို ထမ္းေဆာင္ ေနတဲ့ ႏိုင္ငံ့၀န္ထမ္း တစ္သန္းခြဲေက်ာ္ဟာ ယခင္အုပ္ခ်ဳပ္ေရး စနစ္နဲ႔ လံုး၀ ကြဲျပား ျခားနားတဲ့ အုပ္ခ်ဳပ္ေရး စနစ္တစ္ခု ေပၚေပါက္လာေအာင္ အစြမ္းကုန္ ႀကိဳးပမ္း ေဆာင္ရြက္ ခဲ့ၾကတာကို ေတြ႕ရမွာျဖစ္ပါတယ္။ ဒီအတြက္လည္း ဝန္ထမ္းမ်ားရဲ႕ ႀကိဳးပမ္း ေဆာင္ရြက္မႈမ်ားကို အသိအမွတ္ျပဳေၾကာင္း ဒီေနရာကေန ေျပာၾကားလိုပါတယ္။

လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

အုပ္ခ်ဳပ္ေရးက႑ ျပဳျပင္ေျပာင္းလဲေရး အပါအ၀င္ အသြင္ကူးေျပာင္းေရး လုပ္ငန္း စဥ္မ်ားမွာ အေရးႀကီးတဲ့ လုပ္ငန္းစဥ္တစ္ခုကေတာ့ သတင္းမီဒီယာက႑ ဖြံ႕ၿဖိဳးတိုးတက္ ေရးပဲျဖစ္ပါတယ္။ ကၽြန္ေတာ္တို႔ အစိုးရလက္ထက္မွာ ေခတ္စနစ္နဲ႔ မကိုက္ညီတဲ့ စာနယ္ဇင္းဆိုင္ရာ ဥပေဒမ်ားကို ပယ္ဖ်က္ေပးခဲ့ၿပီး လိုအပ္တဲ့ ဥပေဒသစ္မ်ားကိုလည္း ျပ႒ာန္းေပးခဲ့ပါတယ္။ သတင္းမီဒီယာမ်ားရဲ႕ က်င့္၀တ္နဲ႔ စာနယ္ဇင္းအတတ္ပညာဆိုင္ရာ အဆင့္အတန္းမ်ား ျမင့္မားေစဖို႔အတြက္ ႏိုင္ငံတကာ မီဒီယာ အဖြဲ႕အစည္းမ်ားကို သတင္း မီဒီယာဆိုင္ရာ စြမ္းေဆာင္ရည္ျမႇင့္တင္ေရးလုပ္ငန္းမ်ား ေဆာင္ရြက္ခြင့္ျပဳျခင္း၊ ႏိုင္ငံတကာ သတင္းမီဒီယာ အဖြဲ႕အစည္းမ်ားကို လြတ္လပ္စြာ သတင္းရယူခြင့္ ျပဳျခင္း မ်ားကို ေဆာင္႐ြက္ခဲ့ပါတယ္။

လက္ရိွအခ်ိ္န္မွာ သတင္းမီဒီယာက႑ ဖြံ႕ၿဖိဳးတိုးတက္ေရးအတြက္ လြတ္လပ္တဲ့ သတင္း မီဒီယာေကာင္စီကို ဖြဲ႕စည္းခဲ့ၿပီးျဖစ္သလို လြတ္လပ္တဲ့ ႐ုပ္ျမင္သံၾကားႏွင့္ အသံလႊင့္ ေကာင္စီကိုလည္း ဆက္လက္ဖြဲ႕စည္းရမွာျဖစ္ပါတယ္။ ဒါ့အျပင္ သတင္းမီဒီယာ သမားမ်ား လြတ္လပ္စြာ သတင္းရယူခြင့္ကို အေထာက္အကူျဖစ္ေစမယ့္ သတင္းအခ်က္ အလက္ဆိုင္ရာ အခြင့္အေရး ဥပေဒၾကမ္း ( Right to Information Law ) ကိုလည္း ေရးဆြဲျပဳစုထားၿပီး ျဖစ္တဲ့အတြက္ ေနာက္အစိုးရအဖြဲ႕ကို လႊဲေျပာင္းေပးသြားမွာ ျဖစ္ပါတယ္။ ဒီအဖြဲ႕အစည္းေတြ၊ ဥပေဒေတြ အသက္၀င္လာတာနဲ႔အမွ် ဒီကေန႔ သတင္း မီဒီယာသမားမ်ား ႀကံဳေတြ႕ေနရတဲ့ က်င့္၀တ္ဆိုင္ရာ ျပႆနာမ်ား၊ ဥပေဒေၾကာင္းဆိုင္ရာ အခက္အခဲမ်ား ေလ်ာ့နည္း ပေပ်ာက္ သြားမွာ ျဖစ္ပါတယ္။

အလားတူ လူ႔အခြင့္အေရး ေကာ္မရွင္ဟာလည္း သက္ဝင္လႈပ္ရွားေနၿပီ ျဖစ္ပါတယ္။ အစိုးရအဖြဲ႕မွာလည္း လာဘ္ေပးလာဘ္ယူမႈ တိုက္ဖ်က္ေရးေကာ္မတီကို ဖြဲ႕စည္းထားသလို တစ္ဘက္ကလည္း လြတ္လပ္တဲ့ အဂတိလိုက္စားမႈ တိုက္ဖ်က္ေရး ေကာ္မရွင္ကို ဖြဲ႕စည္း ေဆာင္ရြက္ေနတာ ေတြ႕ႏိုင္ပါတယ္။ International Transparancy Initiative အရ ၂၀၁၀ ခုႏွစ္မွာ Anti Corruption Index ၁၈၃ ကေန ယခု ၂၀၁၅ ခုႏွစ္မွာ ၁၄၆ ျဖစ္ခဲ့တာကို ၾကည့္ျခင္းအားျဖင့္ ပိုမို ေကာင္းမြန္တဲ့ဘက္ကို ေရြ႕လာတာ ေတြ႔ႏိုင္ပါတယ္။ ကာလၾကာရွည္ သံေခ်းတက္ေနတဲ့ အေလ့အက်င့္ေတြကို ျပဳျပင္တဲ့ေနရာမွာ ခ်က္ခ်င္းေတာ့ ကၽြန္ေတာ္ ျဖစ္ခ်င္သလို မျဖစ္ႏိုင္ခဲ့တာ ေတြ႕ရပါတယ္။

ပုဂၢလိကက႑ ဖြံ႕ၿဖိဳးတိုးတက္ေရးနဲ႔ ပတ္သက္ၿပီး သကၠရာဇ္ ၂၀၂၀ မွာ ျမန္မာ ႏိုင္ငံကို အလယ္အလတ္ အဆင့္၀င္ေငြရရိွေသာ ႏိုင္ငံျဖစ္ရန္အတြက္ ရည္မွန္းခ်က္ထား ေဆာင္ရြက္ရာမွာ ႏိုင္ငံ့ စီးပြားေရးရဲ႕ အဓိက ေမာင္းႏွင္အားျဖစ္တဲ့ ပုဂၢလိကက႑ ဖြံ႕ၿဖိဳး တိုးတက္ဖို႔ လိုအပ္တဲ့ အတြက္ ပုဂၢလိက က႑ရဲ႕ ထုတ္လုပ္မႈ၊ ကုန္သြယ္မႈနဲ႔ ရင္းႏွီးျမႇဳပ္ႏွံမႈ တိုးတက္ေရးမ်ားကို ေဆာင္ရြက္ခဲ့ပါတယ္။ အဲဒီလို လုပ္ေဆာင္ခဲ့တဲ့အတြက္ ပုဂၢလိက က႑ပါ၀င္မႈဟာ ကုန္ထုတ္လုပ္မႈက႑မွာ ၇၂.၈%၊ လယ္ယာ စိုက္ပ်ိဳးေရးက႑မွာ ၉၇.၂% နဲ႔ ၀န္ေဆာင္မႈ က႑မွာ ၈၃% အထိ ျမင့္မားလာခဲ့ၿပီျဖစ္ပါတယ္။ ဒါ့အျပင္ အျပည္ျပည္ဆိုင္ရာ ကုန္သြယ္မႈ က႑မွာလည္း ပုဂၢလိက ပါ၀င္မႈဟာ ၂၀၁၀-၂၀၁၁ မွာ ၅၃.၁၆ % သာရိွရာကေန ၂၀၁၄-၂၀၁၅ မွာ ၆၅.၈၁ % အထိ ျမင့္မားလာခဲ့ၿပီ ျဖစ္ပါတယ္။

လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

၂၀၁၀ ျပည့္ႏွစ္ ေရြးေကာက္ပြဲဟာ ျမန္မာႏိုင္ငံမွာ ဒီမိုကေရစီ အသြင္ ကူးေျပာင္းေရး လုပ္ငန္းစဥ္ စတင္ဖို႔အတြက္ ပထမေျခလွမ္းပဲ ျဖစ္ပါတယ္။ အဲဒီေရြးေကာက္ပြဲကေန ေပၚေပါက္လာတဲ့ လႊတ္ေတာ္ အသီးသီးနဲ႔ ကၽြန္ေတာ္တို႔ အစိုးရအဖြဲ႕ဟာ တာ၀န္သိမႈနဲ႔ လြတ္လပ္မႈကို ဟန္ခ်က္ညီညီ က်င့္သံုးတဲ့ ဒီမိုကေရစီ စနစ္တစ္ရပ္ကို ေဖာ္ေဆာင္ႏိုင္ဖို႔ အတြက္ လက္တြဲညီညီ ႀကိဳးပမ္းခဲ့ၾကပါတယ္။

ကၽြန္ေတာ္တို႔ အစိုးရအဖြဲ႕အေနနဲ႔ ျပဳျပင္ ေျပာင္းလဲေရး လုပ္ငန္းစဥ္မ်ားကို ေဆာင္ရြက္ေနတဲ့ တစ္ခ်ိန္တည္းမွာပဲ ၂၀၁၅ ခုႏွစ္ ေရြးေကာက္ပြဲဟာ ျမန္မာႏိုင္ငံရဲ႕ ဒီမိုကေရစီ အသြင္ကူးေျပာင္း ေရးကို ေနာက္တစ္ဆင့္ တက္လွမ္းႏိုင္မယ့္ အခြင့္အေရးျဖစ္တယ္ ဆိုတာကိုလည္း သတိျပဳ ေဆာင္ရြက္ခဲ့ပါတယ္။

ဒါ့ေၾကာင့္ ကၽြန္ေတာ္တို႔ အစိုးရအဖြဲ႕ရဲ႕ ၿပီးခဲ့တဲ့ ငါးႏွစ္သက္တမ္း လုပ္ေဆာင္ခ်က္ မ်ားဟာ ၂၀၁၅ ခုႏွစ္ မတိုင္မီ ၿငိမ္းခ်မ္းေရးရရိွဖို႔၊ ႏိုင္ငံေရးတည္ၿငိမ္ဖို႔၊ အားလံုးပါ၀င္ႏိုင္ တဲ့ ႏိုင္ငံေရး ျဖစ္စဥ္ ေပၚေပါက္လာဖို႔၊ ျပည္သူေတြရဲ႕ လူမႈစီးပြားဘ၀ ဖြံ႕ၿဖိဳးတိုးတက္ၿပီး အသိပညာ ဗဟုသုတ ျပည့္စံုလာေစဖို႔ ရည္ရြယ္လုပ္ေဆာင္ခဲ့တာ ျဖစ္ပါတယ္။

တနည္းအားျဖင့္ေျပာရရင္ ၂၀၁၅ ေ႐ြးေကာက္ပြဲကေန ဘယ္ပါတီပဲႏိုင္ႏိုင္ ဒီမိုကေရစီ အစ ခရီးျဖစ္တဲ့ ၂၀၁၀ ျပည့္ႏွစ္မွာရိွေနတဲ့ ႏိုင္ငံေရး၊ စီးပြားေရး၊ လူမႈေရးအေျခအေနမ်ားထက္ ပိုမိုေကာင္းမြန္တဲ့ အေျခအေနတစ္ရပ္ကို ရရိွေစဖို႔အတြက္ အေျခခံေကာင္းမ်ား တည္ေဆာက္ ေပးခဲ့ျခင္းပဲျဖစ္ပါတယ္။ ဒါဟာ ကၽြန္ေတာ့္အေနနဲ႔ သမၼတအျဖစ္ ဒုတိယအႀကိမ္ ျပန္လည္ တာ၀န္ထမ္းေဆာင္ခြင့္ ရရွိေရး၊ ျပည္ေထာင္စု ႀကံ့ခုိင္ေရးနဲ႔ ဖြံ႕ၿဖိဳးေရးပါတီ ထပ္မံ အႏိုင္ရရိွေရးထက္ ပိုၿပီး က်ယ္ျပန္႔ျမင့္မားတဲ့ ရည္မွန္းခ်က္လည္း ျဖစ္ပါတယ္။ ဒါဟာ ပုဂၢိဳလ္ တစ္ဦးတစ္ေယာက္၊ အဖြဲ႕အစည္းတစ္ခု အက်ိဳးစီးပြားထက္ ပိုၿပီးျမင့္မားတဲ့ အမိ်ဳးသားႏိုင္ငံေရး ရည္မွန္းခ်က္လည္း ျဖစ္ပါတယ္။ ဒါဟာ ျမန္မာႏိုင္ငံမွာ ဒီမိုကေရစီစနစ္ ခုိင္မာဖို႔အတြက္ အဓိကက်တဲ့ ရည္မွန္းခ်က္လည္းျဖစ္ပါတယ္။

ဒီရည္မွန္းခ်က္ကို အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္ရာမွာ အထက္မွာ အစီရင္ခံ တင္ျပခဲ့တဲ့ ေအာင္ျမင္မႈေတြ ရရိွခဲ့သလို အခက္အခဲေတြ၊ အားနည္းခ်က္ေတြ၊ စိန္ေခၚမႈေတြ အမ်ားႀကီး ရိွခဲ့ပါတယ္။ ထိပ္တိုက္ရင္ဆိုင္မႈေတြ၊ ၀ိေရာဓိေတြလည္း ရိွခဲ့ပါတယ္။ ဒါေပမယ့္ ကၽြန္ေတာ့္အေနနဲ႔ ျမန္မာ့ဒီမိုကေရစီ အသြင္ကူးေျပာင္းေရး လုပ္ငန္းစဥ္ ရပ္တန္႔ မသြားေစဖို႔၊ ေနာက္ေၾကာင္းျပန္ မသြားေစဖို႔အတြက္ ပကတိအရိွတရားနဲ႔ လက္ေတြ႕ ႏိုင္ငံေရး အေျခအေနက ခြင့္ျပဳထားတဲ့ အတိုင္းအတာအတြင္းကေန ျဖစ္သင့္တာနဲ႔ ျဖစ္ႏိုင္တာကို သဟဇာတျဖစ္ေအာင္ ကိုင္တြယ္ေျဖရွင္းခဲ့ပါတယ္။

ပုဂၢိဳလ္ေရးအရ ထိခုိက္နာက်င္မႈေတြကို ေမ့ေပ်ာက္ၿပီး ႏိုင္ငံနဲ႔ ျပည္သူမ်ားရဲ႕ ေရရွည္ အက်ိဳးစီးပြား အတြက္ စိတ္ရွည္သည္းခံ ေဆာင္႐ြက္ခဲ့ပါတယ္။ အမိန္႔အာဏာနဲ႔ လုပ္ေဆာင္ျခင္းထက္ ပါ၀င္ ပတ္သက္တဲ့ Stake Holder မ်ားအၾကားမွာ စိတ္တူသေဘာတူ ပူးေပါင္း ေဆာင္ရြက္မႈရေအာင္ ႀကိဳးစားလုပ္ေဆာင္ခဲ့ပါတယ္။

ဒါ့ေၾကာင့္လည္း ဒီကေန႔ ေရာက္ရိွေနတဲ့ ျမန္မာ့ႏိုင္ငံေရး ျဖစ္စဥ္ဟာ မတူညီတဲ့ ႏိုင္ငံေရး အင္အားစုေတြ ပိုမိုပါ၀င္လာၿပီး မတူကြဲျပားတဲ့ သေဘာထားမ်ားကို ေစ့စပ္ ေဆြးေႏြး အေျဖရွာျခင္းဆိုတဲ့ ႏိုင္ငံေရးယဥ္ေက်းမႈတစ္ရပ္ ေပၚေပါက္လာၿပီ၊ ျပည္သူေတြ အတြင္းမွာ ဒီမိုကေရစီ က်င့္စဥ္ေတြ ပိုမိုထြန္းကားလာၿပီ၊ ႏိုင္ငံေရးနယ္ပယ္မွာ ဒီမိုကေရစီ စနစ္နဲ႔ကိုက္ညီတဲ့ ႏိုင္ငံေရးအေဆာက္အဦ ( Political Institution ) ေတြ ပိုမို ခုိင္မာလာၿပီဆိုတာ ဘယ္လိုမွ ျငင္းလို႔မရတဲ့ အမွန္တရားပဲျဖစ္ပါတယ္။

ဒါ့ေၾကာင့္လည္း ျမန္မာ့ဒီမိုကေရစီ အသြင္ကူးေျပာင္းေရး လုပ္ငန္းစဥ္အေပၚမွာ ျပည္တြင္း၊ ျပည္ပက ယံုၾကည္မႈေတြ ပိုမိုရရိွလာတာပဲ ျဖစ္ပါတယ္။ ဒီလိုယံုၾကည္လုိ႔ ျမန္မာႏိုင္ငံနဲ႔ ျမန္မာလူမ်ိဳး တို႔ရဲ႕ ႏိုင္ငံေရး ဂုဏ္သိကၡာ ျမင့္မားလာၿပီး တစ္ခ်ိန္က ျမန္မာႏိုင္ငံကို အထီးက်န္ ပိတ္ဆို႔ ထားခဲ့တဲ့ႏိုင္ငံမ်ားနဲ႔ ခ်စ္ၾကည္ရင္းႏွီးတဲ့ ဆက္ဆံေရးကို ျပန္လည္ တည္ေဆာက္ႏိုင္ျခင္း၊ အာဆီယံ အလွည့္က်ဥကၠ႒ ရာထူးတာ၀န္ကို ထမ္းေဆာင္ႏိုင္ျခင္း၊ အေရွ႕ေတာင္အာရွ အားကစား ၿပိဳင္ပြဲ လက္ခံက်င္းပႏုိင္ျခင္း၊ အာရွေဒသတြင္းနဲ႔ ႏိုင္ငံတကာေရးရာမ်ားမွာ ပိုမိုတက္ႂကြစြာ ပါ၀င္ ေဆာင္႐ြက္လာႏိုင္ျခင္း ဆိုတဲ့ ႏိုင္ငံျခားေရး မူ၀ါဒဆိုင္ရာ ေအာင္ျမင္မႈမ်ားကိုလည္း ရရိွခဲ့တာ ျဖစ္ပါတယ္။

ၿပီးခဲ့တဲ့ ငါးႏွစ္တာကာလအတြင္း ကၽြန္ေတာ္တို႔ အားလံုးရဲ႕ ႀကိဳးပမ္း လုပ္ေဆာင္မႈမ်ားနဲ႔ ျပဳျပင္ ေျပာင္းလဲေရးလုပ္ငန္းစဥ္မ်ားကေန ဒီမိုကေရစီ အသြင္ကူးေျပာင္းေရးအတြက္ အေရးႀကီးတဲ့ အေထြေထြ ေရြးေကာက္ပြဲႀကီးကို တည္ၿငိမ္ေအးခ်မ္းစြာ၊ လြတ္လပ္စြာ က်င္းပေပးႏိုင္ခဲ့ၿပီ ျဖစ္ပါတယ္။ ဒီေ႐ြးေကာက္ပြဲႀကီးကေန ေပၚေပါက္လာတဲ့ ရလဒ္မ်ားအရ အမ်ိဳးသား ဒီမိုကေရစီ အဖြဲ႕ခ်ဳပ္က ဦးေဆာင္ၿပီး ဥပေဒျပဳေရးနဲ႔ အုပ္ခ်ဳပ္ေရးတာ၀န္မ်ားကို ထမ္းေဆာင္ေတာ့မွာ ျဖစ္ပါတယ္။

ကၽြန္ေတာ္တို႔ အစိုးရ အဖြဲ႕အေနနဲ႔ ေရြးေကာက္ပြဲ မတိုင္မီက ကတိျပဳထားတဲ့အတိုင္း ေရြးေကာက္ပြဲကေန ေပၚေပါက္လာတဲ့ အစိုးရအဖြဲ႕ကို စနစ္တက် တာ၀န္လႊဲေျပာင္းႏိုင္ေရးအတြက္ တည္ဆဲ ဥပေဒမ်ား၊ နည္းဥပေဒမ်ား၊ လုပ္ထံုးလုပ္နည္းမ်ား၊ ျပ႒ာန္းခ်က္ မ်ားနဲ႔အညီ ေဆာင္ရြက္သြားမွာ ျဖစ္ပါတယ္။ ဒီတာ၀န္ လႊဲေျပာင္းမႈဟာ ျမန္မာႏိုင္ငံ လြတ္လပ္ေရး ရရိွတဲ့အခ်ိန္ကစၿပီး ပါတီစံုဒီမိုကေရစီ အေထြေထြ ေရြးေကာက္ပြဲကေန ေပၚေပါက္လာတဲ့ အစိုးရနဲ႔ ႏိုင္ငံေတာ္အႀကီးအကဲက ေနာက္ အေထြေထြ ေရြးေကာက္ပြဲကေန ေပၚေပါက္လာတဲ့ အစိုုးရနဲ႔ ႏိုင္ငံေတာ္ အႀကီးအကဲကို တည္ၿငိမ္ေအးခ်မ္းစြာ တာ၀န္လႊဲေျပာင္းေပးတဲ့ ပထမဆံုုး ျဖစ္စဥ္လည္း ျဖစ္ပါတယ္။ ဒီလို ႏိုင္ငံေရး အႏွစ္သာရျပည့္၀ၿပီး အေရးႀကီးတဲ့ တာ၀န္ လႊဲေျပာင္းမႈကို စနစ္တက် ေအာင္ျမင္ေအာင္ ေဆာင္ရြက္သြားမွာျဖစ္ေၾကာင္း ဒီေနရာကေန ထပ္မံ ကတိျပဳ ေျပာၾကားလိုပါတယ္။

လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားခင္ဗ်ား -

သက္တမ္းအလိုက္ ပံုမွန္က်င္းပတဲ့ ေ႐ြးေကာက္ပြဲမ်ားဟာ ဒီမိုကေရစီစနစ္ရဲ႕ အဂၤါရပ္ တစ္ခုပဲ ျဖစ္ပါတယ္။ ဒီေ႐ြးေကာက္ပြဲမ်ားကေန ျပည္သူမ်ားရဲ႕ အဆံုးအျဖတ္ အတိုင္း ႏိုင္ငံေရးပါတီမ်ားရဲ႕ အႏိုုင္၊ အ႐ႈံးဆိုတာလည္း ေပၚေပါက္ေနမွာျဖစ္ပါတယ္။ အမ်ားစု အႏိုင္ရတဲ့ပါတီမ်ားက ႏိုင္ငံနဲ႔ ျပည္သူ အက်ိဳးစီးပြားအတြက္ အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္သလို အနည္းစု ပါတီမ်ားကလည္း အမ်ိဳးသား အက်ိဳးစီးပြား အေျခခံေပၚကေန ပူးေပါင္း ေဆာင္႐ြက္ျခင္း၊ လိုအပ္ရင္ အျပဳသေဘာေဆာင္ ေ၀ဖန္ေထာက္ျပျခင္းမ်ား ေဆာင္႐ြက္ရမွာျဖစ္ပါတယ္။

အဲဒီလိုပဲ ေနာင္အဆက္ဆက္ေသာ ေရြးေကာက္ပြဲမ်ားမွာ မိမိတို႔ပါတီရဲ႕ မူ၀ါဒမ်ားကို ျပည္သူေတြ လက္ခံ ယံုၾကည္လာေအာင္ ဒီမိုကေရစီနည္းလမ္း တက် ႀကိဳးပမ္း ေဆာင္ရြက္ၾကရမွာ ျဖစ္ပါတယ္။ ဒီကေန႔ ျမန္မာႏိုင္ငံရဲ႕ ပကတိအရိွတရားအရ မည္သည့္ပါတီက တာ၀န္ယူသည္ ျဖစ္ေစ တိုင္းျပည္ တည္ၿငိမ္ေအးခ်မ္းေရးနဲ႔ ဖြံ႕ၿဖိဳးတိုးတက္ေရးကို ဆက္လက္ အေကာင္ အထည္ေဖာ္ ေဆာင္႐ြက္ရမွာပဲျဖစ္ပါတယ္။ အဲဒီတာ၀န္ကို အေကာင္အထည္ ေဖာ္ႏိုင္ဖို႔ အတြက္ ကၽြန္ေတာ္နဲ႔ အစိုးရ အဖြဲ႕၀င္အားလံုးက ေနာက္အစိုးရနဲ႔ ပူးေပါင္းေဆာင္႐ြက္ သြားမွာျဖစ္ပါတယ္။ လႊတ္ေတာ္ ကိုယ္စားလွယ္မ်ားအေနနဲ႔လည္း ေနာင္လႊတ္ေတာ္မ်ားမွာ မပါ၀င္ေတာ့ဘူး ဆိုရင္ေတာင္ လႊတ္ေတာ္ျပင္ပကေန ႏိုင္ငံတည္ၿငိမ္ေအးခ်မ္းေရးနဲ႔ ဖြံ႕ၿဖိဳးတိုးတက္ေရးအတြက္ ပူးေပါင္း ပါ၀င္ေဆာင္ရြက္ၾကဖို႔ တိုက္တြန္းလိုပါတယ္။

လာမယ့္ မတ္လ ၃၀ ရက္ေန႔မွာ ကၽြန္ေတာ္တို႔ အစိုးရသက္တမ္း ကုန္ဆံုးေတာ့မွာ ျဖစ္ပါတယ္။ ကၽြန္ေတာ္တို႔ အစိုးရအဖြဲ႕အေနနဲ႔ ၿပီးခဲ့တဲ့ ငါးႏွစ္သက္တမ္း အတြင္းမွာ ႏိုင္ငံ တည္ၿငိမ္ ေအးခ်မ္းေရး၊ ဖြံ႕ၿဖိဳးတိုးတက္ေရးနဲ႔ အသြင္ ကူးေျပာင္းေရး လုပ္ငန္းစဥ္မ်ားကို တည္ၿငိမ္ ေအးခ်မ္းစြာ အေကာင္အထည္ ေဖာ္ႏိုင္ေရးအတြက္ ကိုယ္စြမ္းဥာဏ္စြမ္း ရိွသမွ် ႀကိဳးပမ္း ေဆာင္႐ြက္ခဲ့ၿပီးျဖစ္ပါတယ္။ ကၽြန္ေတာ္တို႔ တာ၀န္ယူစဥ္ ကာလအတြင္းမွာ ျပဳျပင္ ေျပာင္းလဲေရး လုပ္ငန္းစဥ္မ်ား ေအာင္ျမင္စြာ အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္ ႏိုင္ေရးအတြက္ ပူးေပါင္း ေဆာင္႐ြက္ခဲ့တဲ့ မ႑ိဳင္အသီးသီးမွာ တာ၀န္ရိွသူမ်ား၊ အရပ္ဘက္ လူမႈအဖြဲ႕အစည္းမ်ား၊ ႏိုင္ငံ့၀န္ထမ္းမ်ား၊ ႏိုင္ငံတကာ အစိုးရမ်ား၊ ႏိုင္ငံတကာ အဖဲြ႕အစည္းမ်ားနဲ႔ အသိပညာရွင္၊ အတတ္ ပညာရွင္မ်ား၊ သတင္းမီဒီယာမ်ားႏွင့္ ျပည္သူမ်ားအားလံုးကို ေက်းဇူးတင္ေၾကာင္း ဒီေနရာကေန ေျပာၾကားလိုပါတယ္။

ေနာက္ ေပၚေပါက္လာမယ့္ အစိုးရနဲ႔ လႊတ္ေတာ္မ်ားအေနျဖင့္ ျပည္ေထာင္စု သမၼတ ျမန္မာ ႏိုင္ငံေတာ္ႀကီးကို ပိုုမိုေအးခ်မ္းသာယာၿပီး ဖြံ႕ၿဖိဳးတိုးတက္ေအာင္ ေဆာင္႐ြက္ႏိုင္ပါေစ၊ မိဘ ျပည္သူအားလံုး ကိုယ္စိတ္ႏွစ္ျဖာ က်န္းမာ ခ်မ္းသာၾကပါေစ၊ တိုင္းရင္းသား ညီအစ္ကုိ ေမာင္ႏွမအားလံုး ခ်စ္ခ်စ္ခင္ခင္ စည္းစည္းလံုးလံုးနဲ႔ ဥမကြဲ သိုက္မပ်က္ ေအးအတူပူအမွ် ျပည္ေထာင္စုႀကီးကို တည္ေဆာက္ႏိုင္ပါေစေၾကာင္း ဆုမြန္ေကာင္း ေတာင္းရင္း အားလံုးကုိ ႏႈတ္ဆက္ခဲ့ပါတယ္။
