<p><strong>The Way Forward for a Multi-use Sports, Entertainment and Culture Complex with Liberal Federal Government Support</strong></p>
<p>In a recent visit to St. Catharines, Federal Liberal Leader Michael Ignatieff stated that a Liberal Federal government would favour support for a multi-use facility that would house sports, entertainment and cultural events.</p>
<p>He was very clear in stating that he did not support subsidies for professional sports teams. But where communities can greatly benefit and are in need of a multi-use facility that would enhance quality of life and deliver economic opportunities, those locations should be targeted for support. While touring St. Catharines with Liberal Candidate Andrew Gill, and conducting interviews with local media, Mr. Ignatieff stated that St. Catharines would qualify for support.</p>
<p>“Many residents expressed concern following Conservative MP Rick Dykstra s suggestion that we use Gas-Tax infrastructure funds for a facility.”  said Mr. Gill.  “These funds would not be touched under the Liberal program for a multi-use facility. The current facility is costing $1.5 million per year and St. Catharines would see many positive results across our entire community with a facility that would host, sports, entertainment and cultural activities. The choice seems clear &#8211; do we want to invest our tax dollars in needless mega-prisons or a multi-use community facility.”</p>

Liberal Party of Canada opposes CRTC decision on usage based billing<br />

St. Catharines Federal Liberal Candidate Andrew Gill is applauding the stance taken by Michael Ignatieff and the Liberal party of Canada on the issue of the Canadian Radio and Telecommunications Commission (CRTC) decision on usage-based billing (UBB). Today the Liberal Party has clearly indicated they are opposed to the decision by the CRTC on usage-based billing and are calling on the government to overturn the decision.<br />
 <br />
 “Canadian’s made it very clear to us there were huge ramifications to this decision and that changes needed to be made,” said Gill “and I am proud to be part of a team that listened to, and is standing up for Canadians.”<br />
 <br />
Gill goes on to say,&#8221;I recognize the efforts within St. Catharines-Niagara to build a strong digital media and digital service industry which is delivered through the Internet, &#8220;said Gill, &#8220;and we need to ensure Internet service and broadband rates remain competive in order to protect consumers and business.&#8221;<br />
 <br />
The decision by the CRTC limits competition and choices for consumers. It allows large internet service providers to raise rates and reduce download limits for consumers. Places like Ontario will now face a 25-gigabyte (GB) download caps, compared to the US which enjoys caps of 250 GB. It will limit Canadians’ ability to use services like Netflix or watch the news streamed over the internet.<br />

			<content:encoded><![CDATA[<p>Today St. Catharines Federal Liberal Candidate Andrew Gill is calling on MP Rick Dykstra to reverse his support of using Federal Gas Tax money to fund a new arena in the City of St. Catharines as it does not respect the tough decisions St. Catharines families are forced to face each and every day.</p>
<p>“Having just ended my term on St. Catharines City Council I understand the financial pressure St. Catharines families are facing with rising water rates and taxes,” said Gill, “and to expend large amounts of Federal Gas Tax Funding, which is used to fund essential infrastructure, over many years will increase the burden they face.”</p>
<p>“The Federal Gas Tax is a program that allows Canadian Municipalities to upgrade essential infrastructure such as roads, sewers, and watermains” said Gill “and for the MP to suggest changing the rules of the program to allow funding over many years for a new arena is irresponsible and will increase the infrastructure deficit the City of St. Catharines faces for years to come.”</p>
<p>Gill is also calling on MP Dykstra to open access to all Canadian Municipalities instead of just funding one municipality over another. Gill says, “I certainly hope that if the Harper Conservatives go down the road of funding an arena for Quebec City they will give equal consideration to the City of St. Catharines.”</p>

<p>While Conservative Environment Minister Peter Kent threatens Canadian jobs by refusing to act on carbon emissions, a future Liberal government will implement a carbon cap-and-trade system in order to build a cleaner, more prosperous Canadian economy, Liberal Environment Critic Gerard Kennedy said today.</p>
<p>“The government’s own panel on the environment and the economy is urging Peter Kent to stop stalling and introduce a cap-and-trade system to move Canada’s economy forward,” said Mr. Kennedy.</p>
<p>The report released by the Harper government-appointed National Roundtable on the Environment and the Economy warns that delays to reduce climate emissions will cost the Canadian economy and consumers billions in higher energy costs.</p>
<p>“Canadians can see right through the Conservatives’ flimsy tactic of hiding behind the United States Congress for their failure to reduce emissions,” said Mr. Kennedy. “Canada must act to protect its own interests.”</p>
<p>A Liberal government will establish a cap-and-trade system. The Roundtable report calls for a national cap-and-trade system that would set a price on carbon by auctioning permits for greenhouse gas emissions, and allow industry to buy and sell those permits and other credits.</p>
<p>“The Harper government stands exposed by its own panel,” said Liberal Critic for Water Francis Scarpaleggia. “Under the Conservatives, Canada will not even come close to reaching its modest emission targets.”</p>
<p>A future Liberal government will create a cap-and-trade system that is both verifiable and binding, with hard caps that lead to absolute reductions. A Canadian cap-and-trade system must respect certain broad principles. It must:</p>
<ul>
<li>be equitable to all regions;</li>
<li>emissions targets must not punish early-adopters who have already taken action to reduce emissions;</li>
<li>cover all industries with no exceptions;</li>
<li>be compatible with a U.S. cap-and-trade and other systems in the world; and</li>
<li>put a price on carbon by permitting credits to be auctioned and traded in international markets.</li>
</ul>
<p>“Even Canadian business is now offside with the Harper government on climate change. The Liberal Party believes now is the time to pull all sectors together to to reconcile our economy and our environment and build the jobs and competitive economy we need for tomorrow,” said Mr. Kennedy.</p>

			<content:encoded><![CDATA[<p><strong><a rel="attachment wp-att-18013" href="http://andrewgillstcatharines.ca/?attachment_id=18013"></a><a rel="attachment wp-att-18013" href="http://andrewgillstcatharines.ca/?attachment_id=18013"></a> </strong>In 2010, the Liberal Party of Canada demonstrated that we are the progressive, compassionate, responsible alternative to the Harper Conservatives.</p>
<p>While the Conservatives “recalibrated” during an extended and undemocratic prorogation, Liberals went back to work. Our party addressed the challenges facing Canada in the future at the <em>Canada at 150: Rising to the Challenge </em>conference in Montreal. Michael Ignatieff went on the road all summer long on the <em>Liberal Express </em>and welcomed Canadians into “the Big Red Tent.”  We kept the conversation going with Canadians online and in-person across Canada through <em>Open mike</em> town halls that contrast starkly with Stephen Harper’s secretive style of politics.</p>
<p>All year long Liberals focussed on the need to ease the pressure on middle-class Canadian families, whether it’s the rising cost of <strong>post-secondary education</strong>, keeping <strong>public health care</strong> strong and sustainable, <strong>caring</strong> for sick or aging loved ones, securing their <strong>retirement</strong>, and finding high-quality, full-time <strong>jobs</strong>.</p>
<p> In Parliament, we contrasted the very real economic choices of Canadian families with the Conservative government’s out-of-touch fixation on untendered stealth fighters, super-prisons and corporate tax breaks.  We took strong stands on protecting the environment, fighting to protect disability benefits for Nortel pensioners, and helping our veterans get the benefits they deserve.  We saved the life-saving gun registry and took a stand against divisive politics by banning the Conservatives’ taxpayer-funded “ten-percenter” attack mail outs.</p>
<p>Here are some of the Liberal Party’s 2010 highlights:    </p>
<p><strong><a rel="attachment wp-att-18013" href="http://andrewgillstcatharines.ca/?attachment_id=18013"><img src="http://cdn3.liberal.ca/files/2010/06/liberals-are-working.jpg" alt="" width="120" height="80" /></a>Liberals are Working</strong> – While Stephen Harper took an extended vacation and shutdown Parliament, Liberals held over 50 town halls and public hearings.  These included 24 meetings in Ottawa involving some of the country’s most notable advocates on a wide range of issues, and a successful 11-campus, national university and college town hall tour. </p>
<p><strong> </strong><strong>Canada at 150 – </strong>For three days at the end of March, leading thinkers and doers from across Canada and around the world came together to share their ideas about Canada’s future leading up to our 150th birthday as a country, in 2017. Over 30,000 Canadians participated online and through 72 satellite events across Canada. These discussions generated important ideas that will ultimately become part of the Liberal Party’s policy platform. Mr. Ignatieff continued the discussion into the spring through regional policy forums.</p>
<p><strong><em>Liberal Express</em></strong><strong>:</strong> Michael Ignatieff and the Liberal team brought old-fashioned politics back to the people of Canada. Aboard the <em>Liberal Express</em> they spent the summer listening to Canadians in every province and territory, visited 102 cities and towns, held 166 public events and travelled 57,000 kilometres.   </p>
<p><strong><em><a href="http://www.liberal.ca/?attachment_id=31669"><img src="http://cdn.liberal.ca/files/2010/10/openmike600x600.jpg" alt="" width="200" height="200" /></a>Open mike</em></strong> –<em> </em>Following the successful <em>Liberal Express</em> summer tour, Michael Ignatieff launched his weekly <em>Open mike</em> town halls across the country to keep the discussion from the summer going through the fall. The town halls, which had a live, online component, were unscripted opportunities for every Canadian to share their views and ask questions about the issues that matter to them.</p>
<p><strong>Michael Ignatieff’s ‘One Canada Tour’ – </strong>Michael Ignatieff discussed issues of diversity and inclusiveness on a cross country tour of meetings, roundtables and local events with a broad spectrum of ethno-cultural communities.  Discussions included economic development, education and specific settlement and integration challenges affecting our communities.</p>
<p><strong>Focusing on the priorities of Canadian families – </strong>Drawing on Canada at 150’s discussions, Mr. Ignatieff pledged to move Canada forward with investments in: </p>
<ul>
<li><strong>Learning </strong>through a pan-Canadian learning approach spanning early childhood development and care, aboriginal education, workforce literacy, language training for New Canadians, and access to higher education and training;</li>
<li><strong>Care</strong> through pension reform to look after our aging population and support for families caring for loved ones; and</li>
<li><strong>Canadian global leadership</strong> through clean energy innovation and constructively engaging global partners.</li>
</ul>
<p><strong>Reducing the deficit and restoring fiscal prudence – </strong>At the close of the Montreal conference, Michael Ignatieff presented a balanced and fiscally responsible economic approach that includes: </p>
<ul>
<li><strong>Freezing corporate income tax rates</strong> to their current level until Canada can afford to lower them further, unlike Conservative plans to further cut corporate taxes by $6 billion annually;</li>
</ul>
<ul>
<li><strong>Deficit reduction</strong> by committing to a deficit to GDP target of 1% within the first two years of a Liberal government and further decline every year thereafter until the budget is balanced and <strong>fiscal prude</strong><strong>nce</strong> by restoring a reserve as a buffer to achieve targets; and</li>
<li><strong>Spending restraint</strong> by finding targeted, sustainable savings in partnership with the public service and proposing new programs in the Liberal platform only if they can be financed without adding to the deficit.</li>

<p><strong><a href="http://www.liberal.ca/?attachment_id=30934"><img src="http://cdn3.liberal.ca/files/2010/10/lpc-family-care-en-screenshot-175.jpg" alt="" width="175" height="224" /></a>Liberal Family Care Plan</strong> – Michael Ignatieff announced the Liberal Party’s plan to stand with Canadian families by helping family caregivers with the cost of caring for sick or aging loved ones at home.</p>
<p>The Liberal Family Care Plan will help defray the costs associated with providing home care with a new six-month <strong>Family Care Employment Insurance Benefit</strong>, similar to the EI parental leave benefit, as well as a new <strong>Family Care Tax Benefit</strong>, which will provide hundreds of thousands of families with a tax-free payment worth up to $1,350 per year to help defray the costs of providing family care.</p>
<p><strong> </strong></p>
<p><strong>Rural Canada Matters </strong>– Liberals introduced a policy platform for rural Canada that ensures access to essential services like healthcare, internet, education, and mail service and emergency services.  The initiatives include:<strong> </strong></p>
<ul>
<li><strong>Canada’s first ever National Food Policy</strong> – Michael Ignatieff committed to helping Canadians eat healthier, home-grown food through a new National Food Policy based  on healthy eating, safe food, sustainable farm incomes, environmental farmland stewardship and international leadership.</li>
<li><strong>Rural health</strong> – A future Liberal government will attract more doctors, nurses and nurse practitioners to underserved rural communities by forgiving up to $20,000 of their student debt. <a rel="attachment wp-att-18493" href="http://andrewgillstcatharines.ca/?attachment_id=18493"><img src="http://cdn3.liberal.ca/files/2010/06/ruralcanadamatters.jpg" alt="" width="120" height="80" /></a></li>
<li><strong>Recognizing the vital service of volunteer firefighters – </strong>Liberals committed to a $3,000 refundable tax credit to recognize the costs Canada’s volunteer firefighters incur for their emergency public service.</li>
<li><strong>High-speed internet for all rural communities – </strong>A future Liberal government will achieve the goal of 100% high-speed internet connectivity within three years of being elected, and expand mobile phone coverage for rural and remote Canada.</li>
</ul>
<p><strong>Environment, climate change and clean energy jobs</strong><strong> – </strong>Michael Ignatieff announced that a future Liberal government will set ambitious targets to reduce carbon pollution and make an historic <strong>investment in clean energy and energy efficiency</strong>, quadrupling Canada’s production of <strong>renewable energy</strong>, and creating a <strong>cap and trade system</strong> with hard caps leading to absolute reductions in greenhouse gas emissions. This strategy, combined with a commitment to <strong>protect our air, oceans, waterways, forests and Arctic</strong>, will restore Canada’s place as an environmental leader.</p>
<p>Following the devastation of the oil spill in the Gulf of Mexico, Michael Ignatieff and the Liberal Party also announced policy to protect<strong> Canada’s Oceans and Coastal Communities</strong>. </p>
<p>A Liberal government will:</p>
<ul>
<li><strong>Formalize the existing B.C. crude oil tanker moratorium</strong> off the Pacific North coast;</li>
<li><strong>Expand Canada’s marine protected areas network</strong> and establish timelines and targets to <strong>implement integrated ocean management and ocean zoning</strong> to support conservation and our ocean economy;</li>
<li><strong>Create a world-leading oil spill contingency plan</strong> in partnership with the provinces by launching an independent review of Canada’s offshore oil spill prevention and response capabilities, as well as the liability limits for companies in the event of a spill; and</li>
<li><strong>Halt all new leasing and current oil exploration activities in Canada’s Arctic</strong> pending an independent examination of the risks related to oil drilling under Arctic ice.</li>
</ul>
<p><strong>Pension reform: </strong>Liberals called on the Harper government to help the three-quarters of Canadians working in the private sector who do not have registered retirement plans by allowing them to save more through a Supplementary Canada Pension Plan, which would allow Canadians to voluntarily invest extra funds in our trusted national pension.</p>
<p><strong>A Global Networks Strategy – </strong>Michael Ignatieff announced the Liberal plan to restore Canadian leadership in the world through a Global Networks Strategy.</p>
<p>In order to secure Canada’s economic prosperity and make the world a safer place, Liberals will apply a ‘whole of Canada’ approach to relationships with other countries that will harness Canada’s unique advantages: our global diasporas, our linguistic and ethnic diversity, our geography, our resources, our technology.</p>
<p>To fund a Global Networks Strategy, after the end of the combat mission in Afghanistan, a Liberal government will reallocate the $1.7 billion annual cost of the Afghanistan mission to deliver the right balance between defense, development and diplomacy.</p>
<p><strong>Saving the Gun Registry – </strong>This fall, the Liberals stood up for victims of violence by working to save the life-saving gun registry in a vote in the House of Commons. The Liberal ‘Save lives, save the gun registry’ tour pressured the Harper government and the NDP to side with police officers and victims of gun violence.</p>
<p><strong>Mandatory long-form census</strong><strong> – </strong>After the Conservatives scrapped the mandatory long-form census, Liberals passed a motion in the House of Commons to reinstate the mandatory long-form census. To maintain pressure on the government, Liberal Democratic Renewal Critic Carolyn Bennett introduced a Private Member’s Bill aimed at amending the <em>Statistics Act</em> to enshrine the mandatory long-form census in law and remove the threat of prison as a penalty for not filling out the form.</p>
<p><strong>Agreement to view Afghan detainee documents</strong><strong> – </strong>Following the Speaker’s precedent-setting ruling on the supremacy of Parliament, Liberal MPs negotiated an historic agreement with the government to access previously classified documents regarding the transfer of Afghan detainees.</p>
<p><strong>Weekly Waste Wednesday</strong><strong> – </strong>Through weekly Waste Wednesday press conferences, Liberals highlighted the Harper government’s waste and mismanagement of billions of tax dollars, including:</p>
<ul>
<li>Over $130 million each year on advertising;</li>
<li>$2 billion in additional annual spending on Professional and Special Services put in place since taking office;</li>
<li>An additional $3.2 billion spent by not holding a competitive bidding process to find replacements for the CF-18s; and</li>
<li>An extra $8.3 million that PMO and Cabinet Ministers have spent on their office budgets since the last fiscal year.</li>
</ul>
<p><strong>Liberal Open Government Initiative</strong><strong> – </strong>Liberals announced that a future Liberal government will launch the single largest effort of government openness and transparency in Canadian history through the <a href="http://liberal.us1.list-manage.com/track/click?u=b71b47a81da6e7d67dc2f2074&amp;id=6a65031286&amp;e=3f7e1636bb" target="_blank">Liberal Open Government Initiative</a> that will:</p>
<ul>
<li>Immediately restore the long-form census;</li>
<li>Make as many government datasets as possible available to the public online free of charge at <strong>opendata.gc.ca</strong> in an open and searchable format, starting with Statistics Canada data, including data from the long-form census;</li>
<li>Post all Access to Information requests, responses, and response times online at <strong>accesstoinformation.gc.ca</strong>; and</li>
<li>Make information on government grants, contributions and contracts available through a searchable, online database at <strong>accountablespending.gc.ca</strong>.</li>
</ul>
<p><strong>Culture – </strong>A future Liberal government will make culture a priority. This year, Michael Ignatieff and the Liberal Party reaffirmed our commitment to restore the role of the Government of Canada in promoting culture, by ensuring the following:</p>

<li>Stable and predictable funding for CBC/Radio-Canada;</li>
<li>Cancelling Conservative cuts to the international promotion of Canadian culture and the moratorium on international co-productions, making them attractive again; and</li>

<p>Three members of the Liberal Party’s health care team today presented Canadians with a choice between the current Conservative governments’ refusal to take responsibility for Canada’s health and health care system and a future Liberal government that will defend the <em>Canada Health Act</em> and work to improve public health care.</p>
<p>“Since Stephen Harper came to office, health care has been cut from the federal agenda,” said Liberal Health Critic Ujjal Dosanjh. “The Conservatives refuse to defend Canada’s public health care system – and Canadians are rightly worried that it won’t be there for them or their families. Only the Liberal Party can be trusted to safeguard and enhance public health care.”</p>
<p>In speeches delivered in <a href="http://liberal.us1.list-manage1.com/track/click?u=b71b47a81da6e7d67dc2f2074&amp;id=00984113b8&amp;e=50febc9ffa" target="_blank">Ottawa</a>, <a href="http://liberal.us1.list-manage.com/track/click?u=b71b47a81da6e7d67dc2f2074&amp;id=c523fa6a19&amp;e=50febc9ffa" target="_blank">Toronto</a> and <a href="http://liberal.us1.list-manage.com/track/click?u=b71b47a81da6e7d67dc2f2074&amp;id=e1b2be7ed1&amp;e=50febc9ffa" target="_blank">Vancouver</a> today, Mr. Dosanjh, and Liberal MPs Dr. Carolyn Bennett and Dr. Hedy Fry warned that the Conservatives want to weaken public health care by replacing the cash portion of the Canada Health and Social Transfer with tax points – which would make it impossible to uphold the <em>Canada Health Act</em>, resulting in the end of Medicare.</p>
<p>“Unlike this Conservative government, Liberals believe that public health care can be improved by innovative public solutions, such as increased supports for family caregivers,” said Mr. Dosanjh. “In the long term, we need to bring pharmaceuticals and the entire continuum of care – including home care and chronic care – into the <em>Canada Health Act</em>.”</p>
<p>“We have a Prime Minister who once said ‘It’s past time the feds scrapped the <em>Canada Health Act</em>,’” said Dr. Bennett. “In 2005, just before he took power, he said he thought two-tier health care ‘would be a good idea.’ We must oppose this loudly and strongly.</p>
<p>“The 2004 health accord expires in 2014. The next federal government will be responsible for shaping what comes after. The work must begin right now. We cannot afford to delay,” Dr. Bennett said.</p>
<p>Liberals argued that public solutions can help alleviate pressures on the health care systems. For instance, the <a href="http://liberal.us1.list-manage.com/track/click?u=b71b47a81da6e7d67dc2f2074&amp;id=1f7c0a7b99&amp;e=50febc9ffa" target="_blank">Liberal Family Care Plan</a> will help alleviate the bottleneck of patients who could be discharged from hospital and cared for by a family member in the comfort of their own homes, through two measures:</p>
<ul>
<li>A new six-month Family Care Employment Insurance Benefit, similar to the EI parental leave benefit; and</li>
<li>A new Family Care Tax Benefit, which will provide hundreds of thousands of families with a tax-free payment worth up to $1,350 per year to help defray the costs of providing family care.</li>
</ul>
<p>In addition, the Liberal Party will:</p>
<ul>
<li>Promote healthy eating through Canada’s first-ever National Food Policy;</li>
<li>Implement a national brain strategy, to help more Canadian families face Alzheimer’s and other dementias;</li>
<li>Forgive up to $20,000 in federal student loans for doctors, nurses and nurse practitioners who choose to practice in a designated, underserved rural community, and apply an equitable share of fund towards regional health needs in Quebec;</li>
<li>Achieve full high-speed internet access to bring 21st-century health innovation to rural and remote areas; and</li>
<li>Make sure that all Canadians benefit from electronic health records, through the Canada Health Infoway.</li>
</ul>
<p>“The Harper government thinks it’s good enough for someone who has to take care of a sick loved one to ‘use their vacation time,’ and it is Stephen Harper who also said investing in homecare is ‘reckless,’ ” said Liberal MP Dr. Hedy Fry. “What’s truly reckless is ignoring the economic pressures on middle-class families while instead spending $16 billion on untendered stealth fighters and $13 billion on super-prisons.”</p>

<div>“The Conservatives’ legislation isn’t tough enough on smugglers and instead targets their victims,” said Liberal Leader Michael Ignatieff. “We must crack down on human smugglers and those with terrorist or criminal links, but this bill doesn’t get the job done. This bill would harm refugees who are legitimately fleeing persecution – people who we have a responsibility to help.</div>
<p>“We cannot let the politics of fear undermine the Canadian commitment to protect the rights and freedoms of those fleeing persecution who come to our shores,” added Mr. Ignatieff.</p>
<p>Instead of focusing on catching or punishing human smugglers, Bill C-49 gives the Immigration Minister broad new discretionary powers to designate arrivals of two or more refugees, by boat or otherwise, as <em>irregular arrivals</em>.  These <em>irregular arrivals</em> – including women and children – would be subject to mandatory detention for a year without review, and denied procedural guarantees at the Immigration and Refugee Board (IRB), as well as restrictions on permanent residence, travel and family reunification even after they have been granted refugee status.  </p>
<p>“This legislation breaches the <em>Canadian Charter of Rights and Freedoms</em> and our obligations under the Refugee Convention and related international instruments,” said Irwin Cotler, Liberal Human Rights Critic. “The legislation does not so much sanction smuggling as it victimizes the very asylum seekers the law should be protecting.”</p>
<p>“The Conservatives took advantage of the arrival of two boats carrying refugee applicants to divide Canadians and are now referring to immigrants and refugees interchangeably to mislead Canadians about two distinct processes,” said Liberal Citizenship and Immigration Critic Justin Trudeau.  </p>
<p>“Less than six months after all parties agreed to streamline our refugee system, they are now using human smuggling as a cover for punitive measures that allow the Minister to create two classes of refugees on a whim and subsequently deny refugee applicants procedural protections and impose draconian restrictions on legitimate refugees.”</p>
<p>The Liberal Party supports effective measures that would catch and punish human smugglers and prevent boats from transporting desperate people in an unsafe way. The Liberal Party also believes that economic migrants who are not actual refugees fleeing persecution must not be permitted to jump the queue, but instead must follow existing immigration procedures and wait to be processed in turn.</p>
<p>“Missing from this bill are effective measures that target those who profit from human suffering,” said Liberal Public Safety Critic Mark Holland. “We’re looking for stronger provisions for the crews of these smuggling boats, stronger seizure provisions for the smugglers’ assets, and greater resources for law enforcement efforts to pursue these criminals abroad – none of which are in Bill C-49.”</p>

<p>All parties in Parliament supported legislation that streamlined the refugee determination process, after amendment, last June.  </p>

<p>The weight of expert opinion has argued the mandatory detention provisions in Bill C-49 violate sections 9 and 10 of the <em>Charter of Rights and Freedoms</em> and Article 31 of the <em>Convention Relating to the Status of Refugees (the “Convention”)</em>.  Furthermore, the five-year refugee probationary period, denial of family reunification and of travel documents to refugees after their determination also likely violates both the Convention and the <em>International Covenant on Civil and Political Rights</em>.</p>
