यह सवाल सिर्फ अंगिका भाषा का नहीं है

अंग्रेजी के तथाकथित मुट्ठी भर हिन्दुस्तानी भक्त भले ही इस बात को नहीं समझे, लेकिन अंग्रेज भाषाविद् इस बात को भलीभांति समझते हैं कि किसी एक भाषा के साम्राज्य को स्थापित करने का षड़यंत्र और अन्य भाषाओं या लोकभाषाओं को दवाना कितना बड़ा अमानवीय और सामाजिक अपराध है, और इसी बात को ध्यान में रख कर अंग्रेजी भाषा के निर्बाध फैलाव पर चिन्ता प्रकट करते हुए डेविड क्रिस्टल ने लिखा कि जिस तरह अंग्रेजी का निरन्तर दबाव बनता जा रहा है, और इसके कारण अगर दुनिया की एक भाषा अंग्रेजी ही रह गई, तो वह दिन धरती के कल्पनातीत और भयावह बौद्धिक सर्वनाश का दिन होगा ।

इस बात को बिना समझे हिन्दुस्तानी अंग्रेज लोकभाषाओं को लीलने का जो तांडव कर रहे हैं, इससे कोई आश्चर्य नहीं कि हिन्दुस्तान की कई लोकभाषाएँ एक साथ सर्वनाश का शिकार हो जाए। वैसे भी लोकभाषाओं पर आज चौतरफा प्रहार किया जा रहा है। भोजपुरी की बात अलग है। अपनी मातृभाषा के प्रति लगाव जो भोजपुरीभाषियों में हैं, वह शायद किसी लोकभाषा के बोलनेवाले में नहीं। मैं दूसरी भाषाओं की बात नहीं करना चाहता हूँ। बात यहाँ पर चार करोड़ के आस-पास के अंगिकाभाषियों की है, जिनमें शायद दो करोड़ ही अंगिका का प्रयोग कर रहे होंगे। ये बोलने वाले वे हैं, जो खेतिहर मजदूर हैं, छोटे किसान हैं, ग्रामीण मजदूर हैं, या फिर ग्रामीण महिलाएँ। गरीब परिवार के बच्चे भले ही अंगिका भाषा में बोलते, कहते हों, लेकिन सभ्य होने का अभिनय करते ग्रामीण परिवार भी अब अपनी मातृभाषा अंगिका बोलने से कतराते हैं और अपने स्कूल जाते बच्चों से इतनी भद्दी हिन्दी बोलते हैं कि कानों में गला शीशा डाल देने की इच्छा हो। सवाल है कि यह हो रहा है क्यों ?

यह इसलिए हो रहा है कि लोग अपने बच्चों को तरह-तरह की अकादमियों और तरह-तरह के निकेतनों में डाल रहे हैं, ताकि अंग्रेजी और हिन्दी के साँचे में ढल कर वे बच्चे निकले। लेकिन ऐसा हो भी रहा है क्या ? यह तो बाद में विचारने की बात है। हाँ इससे इतना अवश्य हो रहा है कि बच्चे अपनी माँटी, अपनी माँ की भाषा को भूल रहे हैं, इसमें उनके माता-पिता भी मदद कर रहे हैं-इस्कूल में तो खैर उनकी मातृभाषा पर प्रतिवन्ध होता ही है। यह उन अकादमियों और निकेतनों के लिए इसलिए भी जरूरी है कि उन्हें अपना व्यापार चलाना है, इसीसे उन्हें सबसे पहले बच्चों की मातृभाषा को हेय ठहराना ही है। जब

तक वे ऐसा नहीं करेंगे, तब तक उन्हें अपने माल को वाजार में चलाने में दिक्कत होगी। आज अंगप्रदेश में अंगिका भाषा को ही नहीं, पूरे देश में लोकभाषाओं को दबाने की, उन्हें मिटाने की जो बड़े पैमाने पर राजनीति चल रही है, उसके पीछे यही बाजारवाद है। जिससे अंगप्रदेश में ही नहीं, पूरे देश के प्रदेशों में एक अजीब सांस्कृतिक संकट पैदा हो गया है। कोई शक नहीं कि इस तरह के सांस्कृतिक संकट को पैदा करने के पीछे शासक वर्ग की एक खास मंसा होती है। चूँकि भाषा एक ऐसी चीज है जिससे बंध कर एक प्रदेश के लोग एकत्व का अनुभव करते हैं, इसीसे उनकी एकता को तोड़ने के लिए और उन पर उपनिवेश कायम करने के लिए आक्रान्ता सबसे पहले उस प्रदेश की भाषा को ही आक्रान्त करना शुरू करता है । दुर्भाग्य है कि अंगिका आजादी के बाद से इस षड़यंत्र का सबसे ज्यादा शिकार हो गई है।

निर्विवाद रूप से, अंगिका भाषा के दुर्बल होते जाने के कई कारणों में एक प्रवल कारण यह भी है कि इस प्रदेश के लोगों का रोजी-रोटी के चक्कर में लगातार नगरों-महानगरां में पलायन, जहाँ जाकर वे एक लम्बी अवधि के बाद अपनी मातृभाषा को ही भूल जाते हैं, और घर लौटते हैं तो एक नई भाषा के साथ। यह नई भाषा गाँव के अन्य लोगों को भी प्रभावित करते हैं। नतीजा हो रहा है कि अंगिका का रूप धीरे-धीरे गडमड होता जा रहा है, जैसा कि अन्य भाषाओं का भी । शायद अंगिका की यह स्थिति नहीं होती, अगर आजादी के बाद से ही अंग प्रदेश की आर्थिक ओर राजनीतिक स्थिति को सुदृढ़ करने की प्रति सामाजिक दृष्टि यहाँ के सांसदों, मंत्रियों और विधायकों में होती। जो नहीं है। अंगिका को संरक्षण देने के नाम पर यहाँ के राजनीतिज्ञों ने अंगिकाभाषियों को कितना उला है, इसका इतिहास सबके सामने खुला है। यह नहीं होता तो क्या देश की छोटी-छोटी बोलियाँ भारतीय संविधान की अष्टम अनुसूचि में प्रवेश पा जातीं और अंगिका, जो कभी एक देश, एक महाजनपद की भाषा रही है, अब अंगप्रदेश की, जिसके आदिकवि सरहपाद को खड़ी बोली हिन्दी अपना आदि कवि कहकर गौरवान्वित होती है, वह अंगिका इस स्थिति में होती ?

ज्ञातव्य हो कि अंगिका कुछ अन्य भाषाओं के साथ उस सूची में शामिल है, जिन्हें संविधान की अष्टम सूची में प्रवेश मिलना है, लेकिन जिस तरह अंगिका को उसके विश्वविद्यालय से बाहर ढकेलने की कोशिश हो रही है, वैसा ही प्रयास केन्द्र सरकार की ओर से भी। पूर्व केन्द्रीय गृह राज्यमंत्री ओमप्रकाश जायसवाल का कहना था कि अब और लोकभाषाओं को अनुसूची में शामिल करना मुश्किल है, फिर, नहीं शामिल करने का तर्क भी दिया था। केन्द्रीय गृह राज्यमंत्री को मालूम ही नहीं किं भाषा केआधार पर अंग्रजों न कभी सन १७७३ ई. में किया या और आजादी के बाद भारत की सरकार ने भी, जब देश में भाषावार प्रान्त की मांग प्रवल थी ।

मैं किसी राजनेता का नाम नहीं लेना चाहूँगा, जिन्होंने मुझसे कहा था कि अंगिका को पाठ्यक्रम में या संविधान की अनुसूची में शामिल करके क्या होगा, हिन्दी देश की अभी राष्ट्रभाषा भी नहीं बन पाई है, हिन्दी के लिए काम करिए । मुझे हँसी आ गई थी ।

पता नहीं, ये राजनीतिज्ञ जब यह भी नहीं समझते कि लोकतंत्र लोक को जीवित रहने और रखने की चिन्ता से जुड़ा हुआ तंत्र है, तब वे देश के लोकतंत्र को कैसे चला पायेंगे। और क्या हिन्दी को जीवन तभी मिल सकता है, जब लोकभाषाओं की बलि दी जाए? राजनेताओं की ऐसी ही हठधर्मिता के कारण हिन्दी दक्षिण भारत में नहीं फैल पा रही है और लोकभाषाएँ उत्तर में। क्या हमारे राजनेता और शिक्षाविद बताएँगे कि दक्षिण भारत के लोग हिन्दी से क्यों भयभीत होते हैं ।

आज अंगिका का मूल हिन्दी को बताकर अंगिका को भी हिन्दी से भयभीत किया जा रहे है। सभी जानते हैं कि खड़ी बोली हिन्दी के जन्म की कथा हजार वर्षों से अधिक की नहीं है और अंगिका उम्र में हिन्दी की पूर्वज है। अंगप्रदेश ऋग्वेद काल के पूर्व का प्रदेश है, और तब भी इसकी भाषा यही अंगिका कुछ भिन्न रूप में रही होगी। एक विद्वान ने, जानकारी में अभाव में, लिखा है कि अंगिका को अपनी कोई लिपि नहीं है, उन्हें बौद्धग्रंथ ललितविस्तर की लिपि शाखा देखना चाहिए कि अंगिका लिपि वहाँ किस तरह चौथे स्थान पर है ।

सिर्फ लिपि का ही सवाल उठाकर नहीं, बल्कि अनेक अनैतिहासिक झूठों का सहारा लेकर अंगिका को आजादी के बाद से जिस तरह प्रभुत्वशाली वर्ग द्वारा आक्रान्त किया गया है, भाषा के इतिहास में बर्बरता का ऐसा अध्याय ज्यादा नहीं मिलेगा। अंगिका जो कभी अंगदेश की भाषा रही है, उसे आजादी के बाद बोली सिद्ध करने का षड़यंत्र बहुत सुनियोजित ढंग से हुआ, जो अब तक जारी है। इस बात को न तो देश का लोकतंत्र समझ पा रहा है, न अंगप्रदेश के अंगिकाभाषी । कौन बोली है, कौन भाषा-यह तो इतिहास के तटस्थ अध्ययन से अब स्वतः स्पष्ट है। ऐसा नहीं होता है कि कोई संविधान की अष्टम अनुसूची में चला जाए तो वह भाषा बन जाती है और कोई बाहर है तो वह बोली है ।

हमें भूलना नहीं चाहिए कि देश की किसी भी भाषा की अवहेलना, उस प्रदेश की ज्ञान सम्पदा की अवहेलना है, जिसको उस प्रदेश ने हजारों-लाखों वर्षों के अनुभवों से अर्जित-संचित किया है। हाल ही में मैं २० मार्च २००७ कां समाचार पत्र हिन्दुस्तान पढ़ रहा था, जिसमें एक समाचार प्रकाशित था "भाषा, बोलियों में छुपी है जैवविविधता ।" इसमें भाषावैज्ञानिक डेविड हैरिसन का वक्तव्य प्रकाशित है कि स्थानीय पर्यावरण की रक्षा स्थानीय लोगों के ज्ञान से ही संभव है, और उनका यह ज्ञान उनकी भाषा में निहित होता है। कभी अंगिका भाषा विकास पर बोलते हुए आचार्य शिवबालक राय ने कहा था कि अंगिका भाषा को बनाए रखना है, तो हमें गाँव के सबसे बूढ़े व्यक्ति के पास जाना होगा, जिसके पास आज भी अंगिका के शब्द और मुहावरे सुरक्षित हैं ।

आज तो हम ऐसा कर भी सकते हैं, लेकिन कल हमारे पास हमारी कोई पीढ़ी नहीं आयेगी, क्योंकि हमारे पास उन्हें देने के लिए पूर्वजों द्वारा थमाया गया कुछ भी ज्ञान हमारे पास नहीं होगा। क्योंकि तब हम आक्रान्ता भाषाओं से अभिभूत होते-होते अपनी मातृभाषा ही भूल चुके होंगे। इसे भुलाया नहीं जा सकता कि हमारा ज्ञान सिर्फ हमारी देशज भाषा से ही अभिव्यक्त हो सकता है। 'धौनों पिछाड़ी देवी' जैसे मुहावरे और 'खरयैन्नी' उकुस-पुकुस, भांगटों जैसे शब्दों के अर्थ को अंग्रेजी या हिन्दी में कभी व्यक्त नहीं कर सकते। मुझे मालूम है कि भाषाविद निर्मल कुमार वर्मा ने साहिबगंज के कुछ आदिवासियों की मदद से ही सिन्धु लिपियों को पढ़ने में सफलता पाई थी, और फिर वर्मा ने सिन्धु सभ्यता की समाप्ति का नया इतिहास भी उसी नये ज्ञान के आधार पर लिखा। अगर हम भाषाओं को हिंस्र पशुओं की तरह मारने का अभ्यस्त बन गये, तो एक दिन पृथ्वी को बचाना ही कठिन हो जायेगा । भाषाएँ तो नहीं ही बचेंगी ।

हमें यह किसी तरह नहीं भूलना चाहिए कि अपनी-अपनी भाषाओं के प्रति लोगों में कितनी आसक्ति होती है, जिसके कारण वे धर्म और जाति की भी अवहेलना कर देते हैं। पाकिस्तान से बंग्लादेश का अलग होना भाषा पर ही मुख्य रूप से आध शारित था। अंगिका को बोली कहकर इसे दबाने की कोशिश में कहीं ऐसा न हो कि भाषाई सौहार्द्र और सहिष्णुता ही विचलित हो जाए। भाषा और बोली तो राजनीतिक दाँव-पेंच का खेल है। अपनी पुस्तक 'लिंग्विस्टिक इम्पीरियलिज्म' में रावर्ट फिसिपसन ने ठीक ही फ्रांसिसी भाषाशास्त्री कात्वेल के कथन को याद करते लिखा है और जिसका उल्लेख रमेश उपाध्याय ने भी किया है कि, बोली और कुछ नहीं, केवल एक हरायी गई भाषा है और भाषा एक बोली है जो राजनीतिक रूप से जीत गई है।

This question is not just about the Angika language

Even if the handful of so-called Indian devotees of English may not understand this, English linguists fully grasp that the conspiracy to establish the dominance of one language and to suppress other languages or folk languages is a major inhuman and social crime. It is with this in mind that David Crystal, expressing concern over the unrestrained spread of the English language, wrote that if, due to the continuous pressure of English, it remains the only language in the world, that day will be one of unimaginable and terrible intellectual apocalypse for the earth.

Without understanding this, the rampage of the Indian Anglophiles to devour folk languages makes it unsurprising that many folk languages of India face simultaneous annihilation. In any case, folk languages are under attack from all sides today. Bhojpuri is a different matter. The attachment that Bhojpuri speakers have for their mother tongue is perhaps unmatched among speakers of any other folk language. I do not wish to talk about other languages. The focus here is on the Angika speakers, numbering around four crore, of whom perhaps only two crore are actively using Angika. These speakers are the agricultural labourers, small farmers, rural labourers, or rural women. Children from poor families may speak and converse in Angika, but even rural families who pretend to be 'civilized' now hesitate to speak their mother tongue Angika and speak such terrible Hindi to their school-going children that one feels the urge to pour molten glass in one's ears. The question is: why is this happening?

This is happening because people are sending their children to various academies and institutions so that they emerge moulded in the template of English and Hindi. But is this even happening? That is a matter for later consideration. However, it is certainly causing children to forget their soil, the language of their mother, and their parents are also aiding this—in schools, of course, their mother tongue is already restricted. This is also necessary for those academies and institutions to run their business; thus, they must first belittle the children's mother tongue. Until they do so, they will have difficulty marketing their product. The market-driven politics being played out on a large scale today—to suppress and eliminate not just the Angika language in the Anga region but folk languages across the entire country—is the reason behind the strange cultural crisis that has emerged not only in the Anga region but in all provinces of the country. There is no doubt that there is a specific intent of the ruling class behind creating such a cultural crisis. Since language is something that binds the people of a region and gives them a sense of unity, the aggressor first starts attacking the language of that region to break their unity and establish a colony over them. Unfortunately, Angika has been the greatest victim of this conspiracy since independence.

Undeniably, one strong reason for the weakening of the Angika language is the continuous migration of the people of this region to cities and metropolises in search of livelihood, where, after a long period, they forget their mother tongue and return home with a new language. This new language also affects other people in the village. The result is that the form of Angika is gradually becoming confused and muddled, as is happening with other languages. Perhaps Angika would not be in this situation if the local MPs, ministers, and MLAs had had the social foresight to strengthen the economic and political situation of the Anga region right after independence. Which they do not have. The history of how the politicians here have mocked Angika speakers in the name of protecting Angika is open for all to see. If this had not happened, would the country's smaller dialects have gained entry into the Eighth Schedule of the Indian Constitution, while Angika—which was once the language of a country, a Mahajanapada, and whose first poet, Sarahapad, is proudly claimed as its first poet by Khari Boli Hindi—be in this state in the Anga region today?

It should be noted that Angika is included in the list, along with some other languages, which is due to gain entry into the Eighth Schedule of the Constitution, but the same efforts that are attempting to push Angika out of its university are also coming from the central government. Former Union Minister of State for Home Affairs, Omprakash Jaiswal, had said that it is now difficult to include any more folk languages in the Schedule, and then he also provided a rationale for not including them. The Union Minister of State for Home Affairs does not even know that the British had once done so on the basis of language in 1773 AD, and the Government of India also did so after independence when the demand for linguistic provinces was strong in the country.

I would not like to name any politician who told me, "What will be achieved by including Angika in the curriculum or the Constitution's Schedule? Hindi has not yet become the national language of the country; work for Hindi." I was amused.

I wonder how these politicians, who do not even understand that democracy is a system concerned with the life and survival of the 'folk' (people), will be able to run the country's democracy. And can Hindi only be given life by sacrificing folk languages? It is due to such intransigence of the politicians that Hindi is not spreading in South India, and folk languages are not spreading in the North. Will our politicians and academics explain why the people of South India fear Hindi?

Today, Angika is also being made to fear Hindi by citing Hindi as its origin. Everyone knows that the history of the birth of Khari Boli Hindi is not more than a thousand years old, and Angika is the ancestor of Hindi in terms of age. The Anga region predates the Rigvedic period, and even then, its language must have been this Angika in a slightly different form. One scholar, in a lack of knowledge, wrote that Angika does not have its own script; they should refer to the Lipi Shakha of the Buddhist text Lalitavistara to see how the Angika script is listed there in the fourth place.

By resorting not just to the question of script, but to many unhistorical falsehoods, the dominant class has attacked Angika since independence. Such a barbaric chapter is rarely found in the history of language. The conspiracy to prove Angika, which was once the language of Angadesh, as merely a 'dialect' after independence has been well-planned and continues till now. Neither the country's democracy nor the Angika speakers of the Anga region are able to understand this. Which is a dialect and which is a language is now automatically clear from an impartial study of history. It is not the case that a language becomes one if it enters the Eighth Schedule of the Constitution and remains a dialect if it is outside.

We must not forget that the neglect of any language in the country is the neglect of the knowledge wealth of that region, which that region has acquired and accumulated through thousands and lakhs of years of experience. Recently, I was reading the newspaper Hindustan on March 20, 2007, which published a news report: "Biodiversity is hidden in languages and dialects." This featured a statement by the linguist David Harrison that the protection of the local environment is only possible through the knowledge of the local people, and this knowledge is contained within their language. Speaking on the development of the Angika language, Acharya Shivbalak Rai once said that if the Angika language is to be preserved, we must go to the oldest person in the village, who still has Angika words and idioms safely preserved.

We can do this today, but tomorrow, no generation of ours will come to us, because we will have no knowledge handed down by our ancestors to give them. Because by then, overwhelmed by the aggressor languages, we would have forgotten our mother tongue. It cannot be forgotten that our knowledge can only be expressed through our indigenous language. The meanings of idioms like 'Dhaunau Pichhari Devi' and words like 'kharayaini', 'ukus-pukus', 'bhangtau' can never be fully expressed in English or Hindi. I know that the linguist Nirmal Kumar Verma succeeded in reading the Indus scripts only with the help of some tribal people from Sahibganj, and Verma then wrote a new history of the end of the Indus civilization based on that new knowledge. If we become accustomed to killing languages like savage animals, one day it will be difficult even to save the earth. The languages certainly won't survive.

We must not forget how much attachment people have for their own languages, which leads them to disregard even religion and caste. The separation of Bangladesh from Pakistan was primarily based on language. In the attempt to suppress Angika by calling it a dialect, let us hope that linguistic harmony and tolerance are not disturbed. Language and dialect are merely a game of political maneuvering. In his book 'Linguistic Imperialism', Robert Phillipson rightly recalls the statement of the French linguist Catvel (mentioned by Ramesh Upadhyay as well) that, "A dialect is nothing more than a defeated language, and a language is a dialect that has been politically victorious."

पूरा नै करलौ गेलो वादा: 8मो अनुसूची आरू सरकारी उपेक्षा

अंगिका समुदाय केरो सबसँ महत्वपूर्ण आरू लम्बा समय सँ चललो आबै वाला माँग रहलौ छै एकरा भारतीय संविधान के आठमो अनुसूची मँ शामिल करलो जाय। ई समावेश भाषा क आधिकारिक मान्यता दै देतै, जेकरा सँ एकरा प्रशासन, शिक्षा, प्रतियोगी परीक्षा, आरू एकरा विकास लेली संस्थानो के स्थापना मँ उपयोग के रास्ता खुलतै।अंततः अंग प्रदेश के लोगो लेली रोजगार केरो एगो नया आयाम खुलतै ।

सीताकांत महापात्रा समिति के सिफारिश: ई मुद्दा उठैला के दशकों बाद, सरकार द्वारा आठमो अनुसूची मँ भाषा क शामिल करै लेली वस्तुनिष्ठ मानदंड (objective criteria) विकसित करै लेली 2003 मँ सीताकांत महापात्रा समिति के गठन करलो गेलो छेलै। अंगिका वू भाषा सब मँ सँ एगो छै जेकरा समिति नँ आठमो अनुसूची मँ समावेश के सिफारिश करने रहै। कार्यकर्ता ई बात पर जोर दै छै कि 2004 मँ समिति के रिपोर्ट जमा करै के बावजूद, आरू अंगिका के 38 भाषा मँ सँ एगो होय के बावजूद जेकरा लेली माँग मौजूद छै, सरकार पिछला दू दशको सँ, जेकरा मँ वर्तमान शासन के पिछला 11 साल भी शामिल छै, एकरा सिफारिशो पर कार्रवाई करै मँ या समावेश खातिर एगो समान मानदंड (uniform criterion) क अंतिम रूप दै मँ विफल रहलौ छै।
लगातार वकालत (एडवोकेसी): समर्पित भाषा-कार्यकर्ता सिनी, लगातार ई मामला लेली संघर्ष करलै छै, जेकरा मँ जंतर-मंतर पर अनेकों विरोध आरू सोशल मीडिया पर अपील शामिल छै। हुनको वकालत अनसुना करलो गेलो छै, आरू सरकार अंगिका के मान्यता लेली जरूरी संरचनात्मक बदलावो के साथ जुड़ै मँ स्पष्ट अनिच्छा देखैलै छै।

जनगणना कोड विवाद: पहचान पर एगो चोट

कार्यकर्ता सिनी के शिकायत मँ ई भी शामिल छै कि सरकार प्रस्तावित जनगणना 2021 (जेकरा मँ देरी होय गेलो छै आरू अबअ शायद 2027 मँ होय के उम्मीद छै) खातिर आंगिका लेली एगो अलग भाषा कोड निर्धारित करै मँ विफल रहलौ छै।

एगो अलग कोड के बिना, आंगिका बोलै वाला लोगो के अक्सर आधिकारिक जनगणना डेटा मँ 'हिंदी' या अन्य असंबंधित भाषा के छत्र (umbrella) के नीचे राखलो जाय छै।

ई चूक महज एगो नौकरशाही चूक नै छेकै; ई मौलिक रूप सँ आंगिका बोलै वाला के सही संख्या क कम आंकै के कथित साजिश के तहत करलो जाय वाला एगो आपराधिक करतूत छेकै छै जेकरा सँ संवैधानिक मान्यता लेली अंगिका भाषाई समुदाय के मामला क कमजोर करलो जाबअ पारअ।

कार्यकर्ता सिनी के तर्क छै कि एगो देरी सँ होय वला जनगणना खातिर भी अंगिका क भाषाई कोड नै सौंपै सँ सक्रिय उदासीनता या मिटाय दै के एगो सूक्ष्म नीति के संकेत मिलै छै, जेकरा सँ एक्स पर सार्वजनिक आंगिका शुभकामना आरू भी ज्यादा निंदक (cynical) लगै छै।

Critics argue that while the gesture is a nod to the linguistic identity of a significant voter base—especially around the festival of Chhath, which holds immense cultural weight—it is merely a form of tokenism.

For the vast Angika-speaking population, this small, public recognition pales in comparison to the long-pending, crucial demands for the language's survival and growth. The timing, critics argue, leverages cultural sentiment for political gain without addressing decades of neglect.

Unkept Promises: The 8th Schedule and Official Neglect

The most significant and long-standing demand of the Angika community has been its inclusion in the Eighth Schedule of the Indian Constitution. This inclusion would grant the language official recognition, paving the way for its use in administration, education, competitive exams, and the establishment of institutions for its development.

Sitakant Mohapatra Committee Recommendation: Decades after the issue was raised, the government formed the Sitakant Mohapatra Committee in 2003 to evolve objective criteria for the inclusion of languages in the Eighth Schedule. Angika was one of the languages for which there was a demand for inclusion. Activists highlight that despite the committee submitting its report in 2004, and Angika being among the 38 languages for which demands exist, the government has failed to act on its recommendations or finalise a uniform criterion for inclusion over the past two decades, including the last 11 years of the current regime.
Persistent Advocacy: Dedicated language activists, notably Kundan Amitabh, have consistently agitated for the cause, including numerous protests at Jantar Mantar and appeals on social media. Their advocacy has fallen on deaf ears, with the government showing a marked reluctance to engage with the structural changes necessary for Angika's recognition.

The Census Code Controversy: A Blow to Identity

Adding to the activists' grievance is the government's failure to assign a separate language code for Angika for the proposed Census 2021 (which has been delayed and is now expected to be conducted later, possibly in 2027).

Without a distinct code, Angika speakers are often lumped under the umbrella of 'Hindi' or other related languages in official census data.
This omission is not just a bureaucratic oversight; it fundamentally underestimates the true number of Angika speakers and weakens the linguistic community's case for its constitutional recognition.
Activists argue that this non-assignment of a code, even for a delayed Census, suggests an active indifference or subtle policy of erasure, making the public Angika greeting on X appear even more cynical.

A Linguistic Litmus Test

The Prime Minister's Angika Chhath greeting, while a positive step in acknowledging the language, has inadvertently served as a litmus test for the government's commitment to linguistic diversity. By highlighting a cultural moment in the local dialect without taking concrete steps on the long-pending demands—such as Eighth Schedule inclusion and a separate Census code—critics contend that the gesture is a textbook example of political expediency over genuine policy reform.

For the millions of Angika speakers, the message remains clear: a celebratory tweet cannot replace the constitutional dignity and administrative recognition that their language has been denied for decades.

ईसीआई ने उम्मीदवारों के लिए ऑनलाइन उपकरण और सख्त अनुपालन आदेश पेश किए हैं:

ऑनलाइन नामांकन: उम्मीदवार नामांकन फॉर्म भरने, सुरक्षा राशि जमा करने और समय स्लॉट की उपलब्धता की जांच के लिए सुविधा पोर्टल का उपयोग कर सकते हैं।
अनिवार्य हलफनामा कॉलम: उम्मीदवारों को अपने चुनाव हलफनामों में ई-मेल पते सहित सभी कॉलम भरने होंगे। रिटर्निंग ऑफिसर के नोटिस के बाद हलफनामा पूरा न करने पर नामांकन पत्र रद्द कर दिया जाएगा।
आपराधिक रिकॉर्ड का खुलासा: उम्मीदवारों और उनके राजनीतिक दलों दोनों को अभियान अवधि के दौरान तीन अलग-अलग अवसरों पर समाचार पत्रों/टीवी और अपनी वेबसाइटों/सोशल मीडिया प्लेटफार्मों पर लंबित आपराधिक मामलों का विवरण प्रकाशित करना होगा।
चयन के कारण: राजनीतिक दलों को अपनी वेबसाइट पर आपराधिक रिकॉर्ड वाले उम्मीदवारों के चयन के लिए विशिष्ट कारण अपलोड करने होंगे, जिसमें उम्मीदवार की केवल "जीतने की क्षमता" के बजाय योग्यता, उपलब्धियों और मेरिट पर ध्यान केंद्रित किया जाएगा।

Assembly Profile and Electorate Data

The current term of the Bihar Legislative Assembly is due to expire on November 22, 2025.
Total Constituencies: The state has 243 Assembly Constituencies (ACs).
Reserved Seats: Out of the total seats, 38 are reserved for Scheduled Castes (SCs), and 2 are reserved for Scheduled Tribes (STs).
Total Electors: As per the final published electoral roll dated September 30, 2025, Bihar has a total of 7,43,55,976 electors.
Young Voters: There are 14,01,150 electors in the 18-19 years age bracket.
Senior/PwD Voters: The state accounts for 7,20,709 Persons with Disabilities (PwD) electors and 4,03,985 senior citizens (85+).

Key Measures for Accessible and Transparent Voting

The ECI has announced several preparedness and facilitation measures aimed at maximizing participation and ensuring transparency:
Increased Polling Stations: The number of polling stations has been substantially increased from 77,462 (during the 2024 Lok Sabha elections) to 90,712 for the 2025 Assembly Election, with a maximum of 1,200 electors per station.
Enhanced Accessibility (AMF): The Commission mandated Assured Minimum Facilities (AMF) at all polling stations, including permanent ramps and accessible infrastructure for PwD and senior citizens.
Optional Postal Ballot: An optional postal ballot facility has been extended to Absentee Voters, which includes senior citizens above 85 years, Persons with Disabilities, and electors employed in essential services.
Women and PwD Managed Booths: At least one polling station in every Assembly Constituency will be managed exclusively by women staff, and one by Persons with Disabilities polling teams.
Webcasting and EVMs: All polling stations in Bihar will feature webcasting for constant monitoring. Voter Verifiable Paper Audit Trail (VVPAT) machines will be deployed along with Electronic Voting Machines (EVMs) at every station to ensure transparency.

Nomination and Financial Disclosure Guidelines

The ECI has introduced online tools and stringent compliance mandates for candidates:
Online Nomination: Candidates can utilize the Suvidha portal to fill out nomination forms, deposit security money, and check for time slot availability.
Mandatory Affidavit Columns: Candidates are required to fill all columns in their election affidavits, including E-mail addresses. Failure to complete the affidavit after a notice from the Returning Officer will lead to the rejection of the nomination paper.
Criminal Antecedents Disclosure: Both candidates and their political parties must publish details of any pending criminal cases in newspapers/TV and on their websites/social media platforms on three separate occasions during the campaign period.
Reasons for Selection: Political parties must upload specific reasons for selecting candidates with criminal records on their website, focusing on the candidate's qualifications, achievements, and merit, rather than mere "winnability".
