I’m happy not to lose any of it,” While Wadala is depicted by a vada pav, a tipped over bowl of curry depicts Currey Road while Bhayander shows a bhai behind bars. “I’m attracted to word break-ups,” he says explaining, how he usually has a clear idea in his head, then sketches it out before working on the graphics. બે વસ્તુઓ ક્યારેય કાનૂન દ્વારા રોકી શકાશે નહીં: દારૂ અને વેશ્યા



બક્ષી સદાબહાર - ચંદ્રકાંત બક્ષી

હિંદુસ્તાનમાં રાજકારણ અને સમાજકારણ વચ્ચેની વિભાજનરેખા ભૂંસાઈ રહી છે, અને નવી નવી વ્યાખ્યાઓ ઊભરી રહી છે. સંસદની અંદર અને સંસદની બહાર નવા શબ્દપ્રયોગો ઊછળતા રહે છે. ક્ધસેસ એટલે? મતૈક્ય. એકસૂત્રતા. એકવાક્યતા. પણ સંસદની અંદર સત્તાપક્ષ માટે ક્ધસેન્સસ એટલે ગરજે ગધેડાને પણ બાપ કહેવો પડે! સંયુક્ત મોરચો ચોવીસે કલાક એક જ મંત્ર રટ્યા કરતો હતો અને એ મંત્ર હતો: કોમન મીનીમમ પ્રોગ્રામ! સામાન્ય લઘુતમ કાર્યક્રમ એટલે? કદાચ પાંચ પાંડવો જ્યારે એક દ્રૌપદીને પરણ્યા હતા ત્યારે કોમન મીનીમમ પ્રોગ્રામનો જન્મ થયો હતો! રાજકારણમાં બહારથી સમર્થન અથવા સપોર્ટ ફ્રોમ આઉટસાઈડ એટલે? બીજાની પત્નીને આપણે હંમેશાં બહારથી જ ટેકો આપીએ છીએ! સામાન્ય પુરુષને સંતાનો પોતાનાં અને પત્ની બીજાની ગમતાં હોય છે. આવી વિચિત્ર સ્થિતિમાં બહારથી સમર્થન એ જ કૂટનીતિ છે! ગુજરાતી વિચારજગત સ્પષ્ટ, સાફ, ઈમાનદાર વિચારો પ્રકટ કરવા માટે બહુ મશહૂર નથી. પત્રકારત્વજગતના ઘણા બંદાઓ મગનું નામ મરી ન પાડવાની થિયરીના પુરસ્કર્તાઓ છે. પણ એ વર્તન ઝિંદાદિલ કલમકારોને બહુ માફક આવતું નથી. નિર્વાચન પૂર્વે દરેક પક્ષના ચપાચપ અંગ્રેજી બોલતા નેતાઓ આખો દિવસ દોડીદોડીને ટીવીની ચર્ચાઓમાં ઘૂસી જતા હતા, એમને અનુલક્ષીને આઉટલૂકના તંત્રી વિનોદ મહેતાએ માર્ચ ૧૬, ૧૯૯૮ના અંકમાં લખ્યું હતું: મને શંકા છે કે તમે જો બે હિંદુસ્તાની રાજનીતિજ્ઞોને કહો કે નાગા થઈને બાથટબમાં બેસી જાઓ, મારે તમારો (ટીવી) ઈન્ટરવ્યૂ લેવો છે, તો એમને કોઈ વિરોધ નહીં હોય! રાજકારણીઓ સર્વત્ર કાળા કાગડાઓ નથી હોતા, રાજકારણના કાગડાઓ લાલ, પીળા, વાદળી ઉપરાંત ડઝનબંધ રંગોમાં મળે છે. ચીનમાં પૂર્વ પ્રધાનમંત્રી લિપાંગે કહ્યું કે માનસિક વિકલાંગ કે ઈડીઅટ બીજા ઈડીઅટો પૈદા કરતા રહે એ રોકવું પડશે. ચીને એવો કાયદો પણ પસાર કર્યો છે. ઈડીઅટ્સ બ્રીડ ઈડીઅટ્સ, એવું લિપાંગે કહ્યું હતું. ઉઝબેકિસ્તાનના તાશ્કંદમાં ઐૈતિહાસિક શિલ્પ-સ્થાપત્ય એટલું બધું છે કે વિશ્ર્વભરના પ્રવાસીઓ આવી શકે પણ ત્યાં પ્રવાસનમંત્રી કટ્ટરવિચારવાળા છે. એટલે એક પશ્ર્ચિમી રાજનીતિજ્ઞે અભિપ્રાય આપ્યો કે આ પ્રવાસનમંત્રી પ્રવાસીઓને આવતા રોકવા માટેના મંત્રી છે! મરાઠીના સાહિત્યકાર હાસ્યકાર પુ. લ. દેશપાંડેએ મરાઠી વ્યાપારીની મનોવૃત્તિ વિશે એક વાર રમૂજ કરતાં કહ્યું હતું કે મરાઠી દુકાનદાર સંરક્ષણાત્મક ભૂમિકામાં ઊભો હોય છે અને જોતો રહે છે કે એની દુકાનનો માલ બહાર ન જાય! ગુજરાતમાં કેટલીક સમસ્યાઓ એવી છે કે આવાં ગૃહિતો લાગુ પડી શકે. ગુજરાતમાં દારૂબંધી મંત્ર્યાલય કદાચ એટલા માટે જ છે કે સજ્જનો છુપાઈ છુપાઈને વધારેમાં વધારે દારૂ પીતા રહે! એક રશિયન કહેવત છે: સમજદારી અનુભવમાંથી આવે છે, અને અનુભવ સમજદારી ન હોવાથી આવે છે! ગુજરાતની બદનામ થઈ ગયેલી દારૂબંધીનીતિને આ કહેવત બરાબર લાગુ પડે છે... પત્રકાર ખુશવંત સિંઘે લખ્યું હતું કે બે વસ્તુઓ ક્યારેય કાનૂન દ્વારા રોકી શકાશે નહીં. દારૂ અને વેશ્યા, અને હું એ વિધાન સાથે શતાંશ: સહમત છું. દારૂ સંતુલિત માત્રામાં ખરાબ નથી, અને બેફામ માત્રામાં આત્મહત્યા છે. વેશ્યાગમન ખરાબ છે, એક પત્નીવ્રત ઉત્તમ છે. પણ દારૂનું અમનચમન અને વેશ્યાને ત્યાં આવાગમન બંને ખરાબ તો છે જ, એ વિશે વિવાદ ન હોવો જોઈએ. પણ સૃષ્ટિના જન્મથી, જ્યારે સમાજો ઊભર્યા, અને મનુષ્યો પૃથ્વીના પટ પર સામાજિક જીવન જીવવા લાગ્યા ત્યારથી દારૂ અને વેશ્યા છે, અને એમના ઉન્મૂલનના પ્રયાસો વિશ્ર્વભરમાં આજ સુધી નિષ્ફળ ગયા છે. જેને દારૂ પીવો છે અને પરસ્ત્રી સહવાસ કરવો છે, એને જબરજસ્તી કાનૂન દ્વારા રોકી શકાતો નથી કારણ કે એ અશક્ય છે. શરાબ અને સ્ત્રી પરિવારોને તારાજ કરી નાખે છે (સ્ત્રી એટલે આપણી સ્ત્રી સિવાયની. જેને આપણી વ્યાખ્યામાં દુશ્ર્ચરિત્ર કહીએ છીએ એવી). કાનૂની જબરજસ્તીની પણ એક મર્યાદારેખા છે. વિધાનસભામાં બહુમતી છે માટે કોઈ પક્ષ કાયદો પસાર કરી નાખે કે ગુજરાતના જન્મદિવસ મે ૧, ૧૯૯૮ના વર્ષથી કોઈ મર્દે મૂછો રાખવી નહીં અથવા મૂછો રાખવી હોય તો સાથે દાઢી રાખવી પડશે, અને એ કાનૂનના અંતર્ગત આ દાઢીનો વાળ અઢી ઇંચથી લાંબો નહીં રાખી શકાય, તો શું થાય? મૂછકર્તન પુલિસફોર્સની પલટનો આખા ગુજરામાં છોડી મૂકવી પડે. કાયદો વિધાનસભાએ પસાર કરી દીધો છે. એટલે એનું ઉલ્લંઘન કરનારને સજા થવી જ જોઈએ. પણ જનતાના સહયોગ વિના કોઈ કાયદો કાર્યાન્વિત થઈ શકતો નથી. દારૂબંધીના કાયદામાંથી મને મૂછબંધી જેવા કાયદાની બૂ આવી રહી છે... એક જ પત્ની હોવી જોઈએ એવું ઘણાખરા જવાબદાર ગૃહસ્થો માને છે, કારણ કે ભગવાન રામચંદ્રને એક જ પત્ની સીતા હતી. પણ રામ સિવાય એક જ પત્ની હોય એવાં ધર્મનામો કેમ જલદી યાદ આવતાં નથી? કૃષ્ણને આઠ મુખ્ય પટ્ટરાણીઓ અને ૧૬,૦૦૦ પત્નીઓ હતો. અર્જુનથી સૂર્ય સુધી સેંકડો હિંદુ દેવપુરુષોને એકથી વધારે પત્નીઓ હતી. અર્જુનની ૪ પત્નીઓનાં નામો મળે છે: દ્રૌપદી, ઉલૂપી, ચિત્રાંગદા અને સુભદ્રા! ભગવાન સૂર્ય ને કુન્તી દ્વારા કર્ણનો જન્મ થયો હતો. સૂર્યની બે પત્નીઓ હતી: સંજ્ઞા અને છાયા! સૂર્યની પત્ની સંજ્ઞા જ્યારે પતિને કહ્યા વિના પિતાને ઘેર ચાલી ગઈ ત્યારે છાયાથી સૂર્યને ૩ સંતાનો થયાં હતાં: સાવર્ણિ અને શનિ નામના બે પુત્રો, અને તપની નામની પુત્રી. આ જ રીતે સુરાપાન કરતા દેવતાઓનો અંત નથી. ગુજરાતમાં સંપૂર્ણ દારૂબંધી શિવધામ, સોમનાથ, કે કૃષ્ણધામ દ્વારકા, કે અંબિકાધામ અંબાજી જેવાં ધર્મસ્થાનો પર હોવી જ જોઈએ. પણ દરેકના બેડરૂમ સુધી દારૂબંધીનો પડછાયો લઈ જવો એ ર૧મી સદીની પૂર્વપ્રભાતે ઉચિત નથી. જગતભરમાં દારૂબંધી આજ સુધી નિષ્ફળ ગઈ છે. આખી વયસ્ક પ્રજાને ક્રિમિનલ સમજવી એ બુદ્ધિનું લક્ષણ નથી. કાનૂનનો સરકાર જ્યારે અમલ કરી શકતી નથી ત્યારે એ સરકારની ઓથોરિટી ધોવાઈ જાય છે, ભ્રષ્ટતા અને ગુન્હેગારી વધે છે. ગુજરાતની સરકારે સૈદ્ધાંતિક દારૂબંધી રાખવી જ જોઈએ, પણ ૪૦ વર્ષ ઉપરનાં દરેક સ્ત્રીપુરુષ માટે શરાબની ખરીદી ફ્રી કરી દેવી જોઈએ, ડોક્ટરના સર્ટિફિકેટ વિના ૪૦ વર્ષના ઉપરનાં સ્ત્રીપુરુષ વાઈન સ્ટોરમાંથી ખરીદી શકે એ ન્યાયી હોવું જોઈએ. ૪૦ વર્ષ ઉપરનો માણસ પોતાની ચિંતા કરી શકે છે એટલો સરકારે વિશ્ર્વાસ રાખવો જોઈએ, અને એ તબાહ થવા જ માગતો હોય તો કોઈ એને રોકી શકવાનું નથી. બીજો સુધારો એ થવો જોઈએ કે ૧૧ ટકા નીચે આલ્કોહોલવાળાં પીણાં ફ્રી કરી દેવાં જોઈએ. તો વાઈન, લિક્યોર, બિયર આદિ મુક્ત થઈ જશે. એમ પણ આયુર્વેદિક શક્તિવર્ધક ઔષધિઓમાં ૧૧ ટકા આલ્કોહોલ આવતું જ હોય છે! આ સિવાય નીરા કે તાડી જેવાં વનસ્પતિજન્ય પીણાં સંપૂર્ણ ફ્રી હોવાં જોઈએ. જે પ્રજા નીરો ઘરે લઈ જઈને બગડવા માંગે છે એને સરકારે બગડવા દેવી જોઈએ!... જે દિવસે મારા જેવા ૬૬ વર્ષના વરિષ્ઠ નાગરિકને રર વર્ષનો હવાલદાર નીરાના ગ્લાસ માટે કોલર પકડીને સુધારવાની કોશિશ કરશે એ દિવસે હું ગુજરાત બીજી વાર છોડી દઈશ...
