Two students were feared killed yesterday when students of the Federal Polytechnic Nekede, Owerri, Imo State yesterday embarked on a violent protest over alleged hike in tuition fees and student union election.

The students in their hundreds gathered outside the premises with others suspected to be cultists armed with AK 47, shortguns and other dangerous weapons and stormed the school premises.
The protesting students alleged that the school had increased their tuition fee from N30,000 to N40,000 while the acceptance fee was hiked from N10,000 to N15, 000 per session three weeks ago.
But in a swift reaction, the management denied any increment. The Public Relations Officer (PRO) , Nze Obinna Okafor, told newsmen that the management has not increased any fee.
He said that the polytechnic community woke-up yesterday to discover that the students took to the streets, destroying property belonging   to the school and individuals.
Student Union election was expected to be conducted tomorrow as the committee released names of qualified and disqualified   aspirants.

It was gathered that the electoral panel has screened six presidential aspirants namely, Bekee Igbojionu, Peter Ahuana, Kingsley Nwosu, Collins Nlembe, Nnamdi Maduagwu and Emeka   Nzeh, while two of the aspirants scaled the hurdle.

One of the presidential candidates, Igbojionu was dissatisfied with his disqualification but allegedly had a link with the office of the wife of Imo State governor. One of the aides to the first lady allegedly indicated interest to influence the inclusion of the failed aspirant among the cleared presidential candidates.

But Senior Special Assistant to the governor (Media) Mr. Chinedu Offor, described the allegation of government involvement in student unionlism as the handwork of mischief-makers. He said what interest did the state government has in a federal institution.
It was alleged that the State Security Service (SSS), Owerri invited   the Dean of Students Affairs over the disqualification of Igbojionu, which the dean turned down because it was an oral invitation.
A member of the electoral committee who pleaded anonymity told Daily Sun that Igbojionu was disqualified because, he held no elective position in the past .

The protesting students destroyed the main gate, set ablaze student union office, vandalized over 20 vehicles belonging to the school and individuals. Also destroyed include the office of the Rector and lecturers offices.
The management informed the police of the riot on time but their late arrival created room for students to wreak havoc.
The quick intervention of soldiers from the 34 Artillery Brigade, Obinze, few hours later, saved the situation from    degenerating into further disaster.
Police spokesman, DSP Linus Nwaiwu, said that he has not received details of the riot.
Meanwhile, the management yesterday closed down the institution directing all students to vacate the school’s premises immediately.

In a two–paragraph statement by the Registrar, Mr. Matthew Alegbe, he said, “The management of the Federal Polytechnic, Nekede, Owerri has directed all students of the institution to proceed on break with immediate effect.

“In the light of the above, the students should vacate the campus immediately”
The protest disrupted a vehicular movement in both Owerri the state capital and its environs as many workers and commuters were stranded..

FULL PROFESSIONAL POST HIGHER DIPLOMA IN URBAN AND REGIONAL PLANNING - 2 YEARS

ESTABLISHMENT

The Federal Polytechnic Nekede, Owerri was initially established as the College of Technology, Owerri by Edict No. 16 dated 1^st April 1978. In 1987, it was renamed, The Polytechnic by Imo State Government. The Institution was taken over by the Federal Government in April 1993 and is now governed by Federal Polytechnics Act to perform the following functions:

(a) To provide fulltime or part-time courses of Instruction and training.

(i) In technology, applied science, commerce and management and

(ii) In such other fields or applied learning relevant to development of Nigeria in the areas of Industrial and Agricultural production and distribution and for research in the development and adaptation of techniques as the council may from time to time determine.

(b) To arrange conferences, seminars and study groups relative to the fields of Learning specified in paragraph (a) of this section (I)

LOCATION

The institution is located in Nekede about five kilometres from the metropolitan capital of Imo State, Owerri. The campus comprises some 13.8 hectares of land.

MODE OF ADMISSION

Admission of students into the Polytechnic for Post Higher National Diploma (Post-HND) in Urban and Regional planning, the Higher National Diploma (Morning/Evening/Weekend), the National Diploma (Evening/Weekend), and Certificate programmes will be by direct entry base mainly on merit by ranking the entry qualification of candidates.

Candidates for admission are required to posses the minimum entry requirement as stipulated. The Polytechnic Prospective candidates are therefore advised to ensure that they meet both the general and departmental requirements before applying for admission.

DURATION OF PROGRAMME

Post Higher National Diploma (Post HND) in Urban and Regional Planning

(Morning) -2 years (24 Calendar Month)

Higher National Diploma (Morning/Evening/Weekend) -2 years

National Diploma (Evening) -2 years

National diploma (Weekend) -2 years

Certificate Programme (Continuing Education Centre) -1year or as indicated

Students who successfully complete the National Diploma Programme will be required to have gained at least one year relevant post ND working experience in a recognised industry / establishment before they can apply for admission into the Higher National Diploma programme.

A. FULL PROFESSIONAL POST HIGHER NATIONAL DIPLOMA POST HND IN URBAN AND REGIONAL PLANING

MINIMUM REQUIREMENT:

Candidates who desire to be admitted into the Programme should posses:

i) A minimum of Lower Credit Level in Higher National Diploma in Urban and Regional Planning (or related discipline) of the Federal Polytechnic Nekede, Owerri or from other Polytechnic whose programme has being accredited by the NBTE and TOPREC, or B.Sc. with a minimum of Second Class Lower in Urban and Regional planning (or related discipline) from any recognised University OR A pass in HND/BSC with a minimum of 10 years working experience in a physical planning establishment

ii) NYSC Discharge Certificate or Certificate of exemption is compulsory.

iii) The programme is of a two-year full time duration, covering 24 calendar months of four semesters.

iv) Applicant must be ICT compliant.

v) There must be evidence employment in a planning establishment for those with a pass certificate.

B. HIGHER NATIONAL DIPLOMA (HND) (MORNING/EVENING/WEEKEND)-2/2/2YEARS

1. NEW MINIMUM ENTRY REQUIREMENTS

(i) Candidates must hold the minimum entry requirement for ND programme in the specific field.

(ii) They must possess the National Diploma of the Federal Polytechnic Nekede, Owerri or the equivalent from recognised institutions in the appropriate discipline with minimum of Lower Credit (CGPA 2.50) Candidates with Pre-ND and National Diploma in AC, BAM, SA, EE, ME, FT, STA from other institution must have a minimum CGPA of 2.75 at ND level

(iii) They must have, by the expected date of admission, completed a minimum of twelve (12) Calendar months Post National Diploma Industrial Work Experience to the field of study.

(iv) For candidates with pass level from the FEDERAL POLYTECHNIC, NEKEDE (ONLY), with CGPA not below 2.00 points, a minimum of two years post-ND cognate working experience is required

The Academic Staff Union of the Federal Polytechnic, Nekede, Owerri yesterday called on the management of the institution to set up a panel of inquiry to unravel the cause of Wednesday’s students violent protest that allegedly cost two lives and massive destruction of property.

The panel, if set up, the union observed, would also investigate the alleged external influences and determine the extent of damage, to restore peace and stability in the institution.
The union, which condemned the Wednesday violent protest by the students of the institution over alleged increase in tuition fees by the management of the college, said the wanton destruction of property and disruption of stable academic calendar was unwarranted.

It dismissed the rumours of increase in tuition fees, arguing that increase in fees was done at the commencement of new session, adding that the school was in the middle of the semester of the 2010/2011 sessions.
In a press release by signed by Chairman of the union, Anderson Ezeibe alleged that the riot was induced by external forces and cult groups as shown by the brazen display of guns and other dangerous weapons by the rioters.

He further alleged that persistent attempts by politicians to influence the students union election scheduled to hold on July 29, 2011 masterminded the rampage.
The union chairman also condemned the late arrival of police from the state command on the scene of the crisis.

He said: “The late arrival of the police of the scene paved way for unhindered vandalization and looting of academic staff offices, vehicles, the medical centres and even the students union secretariat which was torched.”

The union, therefore, commended the management of the institution for the closure of the school as the environment was unfit for any academic activities.
Ezeibe noted that the reported loss of two lives during the rampage was unfortunate and regrettable.
