STRASBOURG: Malala Yousafzai, the teenage activist nominated for this year’s Nobel Peace Prize, won the EU’s prestigious Sakharov human rights prize Thursday.To thunderous applause announcing the European Parliament prize, the assembly’s president, Martin Schulz said “Malala bravely stands for the right of all children to be granted a fair education. This right for girls is far too commonly neglected.” The parliament’s vote for Malala from a shortlist of three nominees “acknowledges the incredible strength of this young woman,” Schulz added. The 16-year-old was shot in the head by the Pakistani Taliban on October 9 last year for speaking out against them and has gone on to become a global ambassador for the right of all children to go to school.The Tehreek-e-Taliban Pakistan (TTP) immediately vowed a fresh attempt on her life “even in America or the UK.” “She has done nothing,” TTP spokesman Shahidullah Shahid told AFP. “She is getting awards because she is working against Islam.” She was taken to Britain for treatment in the wake of last year’s attack and now goes to school in the central city of Birmingham. LAHORE: Prime Minister Mian Nawaz Sharif, while chairing an important session on national security in Lahore, ordered to block all the unregistered SIMs on immediate basis, Geo News reported on Saturday.According to a statement issued during the session, the Prime Minister said that amendments should be made in the anti terrorism law following the guidelines provided by the higher judiciary.Director General Sindh Rangers briefed the Prime Minister about the law and order situation in Karachi after which PM Nawaz issued directives to block all the unregistered SIMs throughout the country with immediate effect.Prime Minister Nawaz Sharif had summoned the meeting to deliberate over the preparations and agenda ahead of the All Parties Conference along with the anti-terrorism policy.The Prime Minister will also be briefed upon other issues including dialogue with the Taliban, policy against drone attacks, law and order situation in Karachi, Balochistan and other areas along with the situation at the Line of Control (LoC).The leaders are also considering responses on the possible concerns that could be raised by the political parties’ leaders during the National security meeting or the coming APC on Monday.The session, held at Nawas Sharif’s residence in Raiwind, is attended by Army chief General Ashfaq Parvez Kayani, Chief Minister Punjab Shahbaz Sharif, Federal Interior Minister Chaudhry Nisar, Federal Minister for Information and Broadcasting Senator Pervaiz Rasheed, Federal Minister for Science and Technology Zahid Hamid, Special Assistant to PM Khawaja Zaheer Ahmad, Interior Secretary and other higher officials.Also, Director General Inter Services Intelligence (ISI) and Director General Intelligence Bureau were also among the attendees.

Telecom regulator: Supreme Court directs govt to appoint PTA chief within 15 days

ISLAMABAD: On Monday, Chief Justice Iftikhar Muhammad Chaudhry directed the government to appoint the chairman and other members of the Pakistan Telecommunication Authority (PTA) in the next 15 days, The Express Tribune has learnt.
“The appointments should be made before proceeding with the 3G licence auction,” said the chief justice.
The chief justice said that there is no existence of an organisation that can control grey traffic worth billions.
During the hearing, Justice Jawwad S Khawaja also questioned the government’s intention of having a regulatory authority for cellular companies in Pakistan.
Pakistan’s cash-strapped government had promised to sell 3G mobile telephone licences to raise revenue, match regional rivals and drive prosperity. However, the process has been beset by delays since the cabinet has to first appoint members to constitute the PTA.
Even Afghanistan, Pakistan’s far less developed western neighbour with a weaker economy and more fragile state, has the technology.
But Pakistani consumers struggle to transfer data by phone, video streaming is often interrupted – although technically YouTube is banned – and video calls problematic.
A growth in broadband penetration is expected to lead 1.3% growth in the gross domestic product (GDP) of Pakistan.

NORFOLK, VA. — During the glory days of the U.S. space program in the 1960s and ‘70s, astronauts returning to Earth splashed down at sea in their capsules and were picked up by the Navy in a triumphant moment that made for stirring TV. Now, NASA and the Navy are training again for the first such recovery in a generation.
On Thursday, they completed several days of tests, practicing the retrieval of an unmanned mock-up of the Orion capsule that the U.S. hopes to send someday to an asteroid and Mars.
Navy divers and the crew of the USS Arlington carried out the exercise in the calm waters of the Elizabeth River at a Naval Station Norfolk pier.
In a statement, Adm. Bill Gortney, commander of Navy’s U.S. Fleet Forces Command, welcomed the chance to take part again in recovering NASA astronauts “just as we did nearly a half-century ago in support of America’s quest to put a man on the moon.”
From 1961 to 1975, teams of Navy ships tracked and recovered Mercury, Gemini and Apollo spacecraft after they re-entered Earth’s atmosphere and splashed down.
Typically, frogmen would swim up to the pitching, bobbing spacecraft and help the astronauts out. Then helicopters would hoist the men and their capsule and fly them to a waiting aircraft carrier. In a few instances, the astronauts would remain inside the capsule while a crane lifted it aboard a ship.
After Apollo ended, U.S. astronauts began flying the space shuttle, which returns to Earth on a landing strip like an airplane. With the end of that program in 2011, astronauts began hitching rides aboard Russia’s Soyuz capsule, which parachutes to a landing on the steppes of Kazakhstan.
Now, with Orion still under development, the Defense Department and NASA have to dust off their old recovery playbook and update it to achieve something they haven’t done since 1975.
“The test we’re seeing today is really the first time that we’ve worked together with DOD to recover a capsule, really since that mission. So it’s a pretty historic start to this program that we’re doing,” said Scott Wilson, NASA’s manager of production operations for the Orion program.

A five-hour stand-off in Pakistan's capital, Islamabad, has ended with a gunman being arrested.

The gunman was shot in the leg by police after a politician had tried to disarm him and was himself shot.
The life of the politician, Zamurd Khan, does not appear to be in danger.
The gunman was in a car with a woman and two children when stopped for a traffic violation. He began firing two weapons indiscriminately and refused to leave the car or give up the arms.
The man was named simply as Sikandar.
The others in the car were said to be his wife and children. She has been arrested and the children were reported to be in "safe custody".
Media reports quoted the police as saying they wanted at all costs to prevent any death, on instructions of the interior ministry.
The stand-off closed a part of central Islamabad. It was screened live on at least two Pakistani television stations.
The BBC's Charles Haviland in Islamabad says that police originally stopped the man for driving on the wrong side of the street.
The man then got out of his car and - using his wife as an intermediary to pass on notes to police - began swinging his weapons around and demanding to see senior officers.
Onlookers "I am against vulgarity and immorality. My associates have taken up positions in the whole of Pakistan," he told a local TV channel while making various other incoherent demands.
Our correspondent says there was strong criticism on Twitter of some TV channels for giving him so much publicity and for interviewing him live.
Hundreds of onlookers gathered in the central Jinnah Avenue and occasional gunshots resounded in the air.
A neighbour told TV that the gunman's house had been packed up and that he had hired the car at the centre of the stand-off.
Correspondents say that security has been tight in Islamabad after police were warned about possible attacks by militants based in tribal areas on the border with Afghanistan.
Checkpoints manned by armed police are located at most major access points into the city, which is home to most government buildings and diplomatic missions.

3G license must not be delayed: Supreme Court

In a case, Supreme Court has issued notices to secretaries of cabinet and finance to update court on the alleged delay in awarding 3G license in Pakistan.

Supreme Court shown disappointment over the progress of 3G auction in Pakistan and observed that 3G licensing will bring huge investment in the country and no delay will be allowed in this regard.

Petitioner of the case also updated court that Pakistan Telecommunication Authority (PTA), the body that is empowered to carry out 3G auction in Pakistan, is incomplete in the absence of Chairman and the members of the body.

Mobile phone services to be snapped in various cities today

LAHORE: The government has instructed the mobile phone companies to suspend their services in various cities of the country as part of security arrangements for Youm-e-Ali (RA) on Wednesday.
The services would remain suspended in Karachi between 6:00 am and 8:00 pm Lahore 4:00am and 8:00 pm, Rawalpindi 4:00 am and 6:00 pm , Gujranwala 3:00 am and 1:00 am Thursday, Sargodha 2:00 pm and 4:00 pm.
The cellular services would also be shut in Jhnag, Sialkot and others cites.

KARACHI (Hassan Jawwad) – The 3G technology can enable citizens to communicate each other with fast, easy and more clarity, said Intel Pakistan Country Manager Naveed Siraj.
In an exclusive interview to The Nation, he said the introduction of 3G will benefit masses with better access to information, faster data interchange and multimedia services through mobile phones. Although 3G is no longer a new technology, Pakistan lags behind in terms of availability of high-performance mobile broadband services. The mobile market is reaching saturation point, and operators are keen to launch 3G in order to increase service revenues. Therefore, it’s a massive step forward for mobile phones in Pakistan, he added. The auction has been pending for a long time but with all good things. The new 3G spectrum will enable companies to tap more revenue from fast-growing data services and reduce regulatory costs under a new licencing regime.
Pakistan faces significant economic, governance and security challenges to achieve durable development outcomes. It is an emerging market and challenges we face, offer a wealth of opportunities to us. We have huge untapped potential and we are determined to support sustainable growth in the IT sector. For example, there is still a large segment of the Pakistani population that doesn’t have access to technology. Keeping in mind this, I feel there is immense potential for Pakistan’s progress in these areas. There are also challenges in the education sector as do all other developing countries. Although, as a nation, potential human resources are available in abundance, Pakistan has not been able to prepare its workforce fully to face today’s knowledge about economy. These are areas where effective strategies are needed to integrate technology.
The government, towards promoting IT and application in business, has definitely invested in the sector. The government with its agencies such as PTA and USF has been supporting the company wholeheartedly in the promotion of computer literacy and technology application in under-served and un-served areas. They have created favourable IT policies to encourage the industry to adopt the IT in a faster fashion. As far as infrastructure and policy is concerned; more needs to be done which could ensure that IT is affordable for the man on the street. We are trying to build awareness of ICT and the need for infrastructure investment by both public and private sector. There is tremendous scope for growth in the IT industry in Pakistan, together with connectivity and content especially for our rural population, it will greatly enhance the quality of peoples’ lives, he said. SMEs are the backbone of our economy and at Intel, we are proud to be facilitating their digital environment, which would not only boost their productivity and efficiency but also impact the economy on a macro level.
Improving digital literacy in Pakistan is also critical to developing local commerce, enabling it to keep pace with the world’s ever evolving economy. Pakistan’s 3G consultants have initiated a legal action against PTA 2013

Pakistan’s 3G technology seems a great dream with never-ending journey.The 3G technology has yet taken another step backwards after consultants hired by the Pakistan Telecommunications Authority (PTA) for the future auctioning of 3G licences are initiating legal action against the PTA which is telecom regulator in the country.The legal action is focused over the non-payment of their fees.The 3G auctioning process may also suffer and be entirely put on hold till a settlement of current issue and until any settlement is reached on the payment.There are reports that the consultants are looking forward for legal action in British courts too.
The legal action against PTA means that it is liable not only to pay unpaid fees to 3G consultants which amounts to approximately Rs 50 million or $0.5 million but has to bear the legal costs associated with the payment case.
The lawsuit is a fresh obstacle in way to 3G in Pakistan and raised further problems for PTA and the federal body that has failed to launch and drive the much-awaited technology on almost 3 occasions last year.PTA has already wasting Rs 20 million in public funds for hiring the experts and 3G consultants.

It is pertinent to mention that the bold PTA Member Finance Nasrul Karim Ghaznavi and Technical Khawar Siddiq Khokhar both had initially opposed the abovementioned three appointments of consultants. Khokhar and Ghaznavi were of the view that the former PTA chief Farooq Awan had hired these consultants against the PTA law, and said that advice of these two members was not requested at any stage of the process.
This opposition of two members led to an internal turmoil within Pakistan Telecommunications Authority (PTA) with Farooq Awan,Khokhar and Ghaznavi at loggerheads.
National Accountability Bureau (NAB) also focused on 3G auction on December 21 and raised questions on 3G auctioning licences process in the country.
NAB spokesman Zafar Iqbal had said that the NAB finds that the hiring of three consultants for 3G / 4G Spectrum (that is based on modern cellular phone technology) licences and its auction is not in line with the Pakistan Procurement Regulatory Authority(PPRA) rules.
PTA had to eventually terminate the concerned contracts in December, 2012.
The 3G consultants hired for auction purpose didn’t reacted to this breach of contract at initial point as they wanted to just complete the auction instead.The tried to contact high up officials of PTA but no one talked to them, different reports suggests.
Finally the 3G consultants have engaged three Pakistani lawyers named Waqqas Mir, Aiyan Bhutta and Umar Khan to take up legal action against PTA,so that their money can be recovered from them. The lawyers have worked out on the case and already served a legal notice to PTA, the source reported.
The source also reported that the lawyers are also looking at other options including initiating a legal action against PTA in the UK based on the cheque fraud which in UK is a criminal offence.
The civil recovery option is also on the cards of these consultants. The consultants’ lawyers may take up the case to hold the 3G auction till the time their issue of payment is settled, the source said.The consultants are of the view that before their contracts were cancelled by PTA,they had completed almost half of the work at their own expense.This includes lengthy stay at Pakistan of four weeks.
All the consultants says that they were not paid even a penny for their hard work they had done. They were issued with individual cheques by PTA for 10 percent of the agreed fee, but those cheques could not be cashed as Pakistan telecommunication Authority PTA had already cancelled them.
3G consultant Martin Sims said that The cheque is fraud which is pure simple and punishable by a jail sentence under the current Pakistani law.
Other 3G Consultant Rob Nicholls also said that they would go for every option available until they are paid.
Dennis Ward said that the contract cancellation letter that was issued by the PTA was ridiculous,contract was void ab initio, which is a legal term meaning invalid at the outset.
Rob Nicholls said that the PTA is being cavalier with the public money and is adopting head in the sand approach.He said that PTA should make an arrangement to settle its payment issue and bring the consultants back after the election to complete the auction.
