<p><span style="font-family:Times New Roman;font-size:12pt;">NEW YORK, Feb. 10, 2012 /PRNewswire-USNewswire/ &#8212; In an effort to avert a large-scale loss of life due to malnutrition and disease, UNICEF is ramping up its operations in eight countries in the Sahel region of West and Central Africa. An initial $67 million is urgently needed for UNICEF&#8217;s relief operations to save children&#8217;s lives and prevent a humanitarian disaster from unfolding.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">It is estimated that across the region more than one million children will suffer in 2012 from severe acute malnutrition, a life-threatening condition that requires immediate treatment. The period between harvests, also known as the &#8220;lean season,&#8221; is expected to arrive earlier this year than is typical. Throughout the Sahel, poor rainfall has exacerbated food insecurity and loss of livestock, increasing malnutrition. The rise in food prices is also affecting the ability of households to buy food and other necessities and increasing the strain on their livelihoods, jeopardizing children&#8217;s lives.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">&#8220;When humanitarian agencies and the international community are able to act in time to prevent disaster, they can save a tremendous number of lives,&#8221; said Caryl Stern, President and CEO of the U.S. Fund for UNICEF. &#8220;The lessons of the emergency in Somalia and across the Horn of Africa are crystal clear: when the warning signs of a crisis are there, as they are now in the Sahel, we need the resources to respond immediately to prevent death and human suffering. We are determined to avoid a catastrophe for children and their families.&#8221;<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">The Sahel nutrition crisis and UNICEF&#8217;s emergency response cover the entire countries of Niger, Burkina Faso, Chad, Mali, Mauritania and the northern regions of Cameroon, Nigeria and Senegal. Niger, where an estimated 331,000 children will face severe acute malnutrition this year, is the hardest-hit. UNICEF&#8217;s response will focus on the treatment of children with severe acute malnutrition, together with emergency efforts in health, water, sanitation and hygiene, HIV, education, and child protection.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Under-nutrition poses the greatest risk factor for mortality and morbidity among young children, accounting for at least 35 percent of all child deaths per year in the region. While it is crucial to combat malnutrition across the Sahel in order to save lives, an effective response also needs to tackle the underlying and structural causes of malnutrition. Malnourished children are more likely to fall pretty to infectious disease compared to non-malnourished children, as they have weaker immune functions. In turn, infectious disease lowers a child&#8217;s nutritional status, thus spurring a vicious cycle of malnutrition and disease.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Past experience in the region shows that in times of emergency, women and children face multiple protection risks. As population movements increase during the lean season, so does exposure to violence, abuse and neglect. In addition, as part of their survival strategies, children from vulnerable households may be forced to drop out of school in order to work in agriculture, mining and other economic activities. Boys may be sent to beg in the streets of towns and cities, and girls may get involved in petty trading or domestic work to support their families.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Working in the Sahel for decades, UNICEF increased its delivery of life-saving interventions to more than 700,000 children suffering from severe acute malnutrition across the region last year and mounted a massive response to save lives during the food crises in 2005 and 2010.<br />

J&#8217;exhorte la communauté internationale à se pencher sérieusement sur l&#8217;extrême pauvreté de ces populations dont les conditions de vie se détériorent. Je désire aussi encourager et soutenir les efforts des organismes ecclésiaux qui œuvrent dans ce domaine». Puis il a dit à ses hôtes à propos de l&#8217;existence de l&#8217;islam dans les pays qu&#8217;ils représentent: «Je sais que vous entretenez de bons rapports avec les musulmans et je m&#8217;en réjouis. <p><span style="font-family:Times New Roman;font-size:12pt;">&#8220;Comme vous le savez, la situation dans le Nord du pays est grave et préoccupante. Des actes de violence inacceptables, que nous avons fermement condamnés, sont commis. Ils ont entrainé des victimes dans la population et la fuite de plusieurs milliers de Maliens.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Je suis venu m&#8217;entretenir avec le président de la République de cette situation, et principalement de la situation au nord du pays. J&#8217;ai rappelé nos positions.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">J&#8217;ai aussi abordé cette question avec les principaux candidats à la présidentielle.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">J&#8217;ai rappelé que la France est attachée à la stabilité, à l&#8217;unité et à l&#8217;intégrité territoriale du Mali.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Il ne peut y avoir de solution militaire : nous appelons à un cessez-le-feu immédiat et condamnerons, chaque fois que nécessaire, le recours à la force.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Le Mali a une tradition démocratique. C&#8217;est dans ce cadre que les revendications doivent s&#8217;exprimer.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">Nous appelons à l&#8217;ouverture d&#8217;un dialogue pour trouver une solution politique, concertée, et durable aux problèmes économiques, sociaux et sécuritaires qui se posent au Nord du pays.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">La France est disposée à apporter son aide si et seulement si nos interlocuteurs le demandent.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">La France est attachée au respect des institutions du Mali et soutient le processus électoral en cours. Je suis confiant dans la capacité du peuple malien à préserver son modèle démocratique, et notamment à respecter son calendrier électoral./.&#8221;<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">ARUSHA, Tanzania, February 10, 2012/African Press Organization (APO)/ &#8212; EAC experts and ministers from a cross section of sectors are scheduled to meet next week in Nairobi to discuss a crucial bill which when enacted, will reduce incidences of overloading on the region&#8217;s road network. The 13-17 February meeting takes place at the Panafric Hotel in Nairobi, Kenya.<br />
</span></p>

<p><span style="font-family:Times New Roman;font-size:12pt;">The Bill, titled the EAC Vehicle Load Control Bill, 2012, is the culmination of a year long process during which Partner States discussed technical details on vehicle loading. A study funded by JICA recommended that the region adopts harmonized load limits, decriminalizes overloading and develops state of the art weighbridge stations.<br />
</span></p>

 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">The study was discussed at several experts and stakeholders&#8217; workshops and eventually was adopted by a committee of Permanent Secretaries in August 2011. The highlight among the items discussed and agreed was the adoption of a 56-tonne gross vehicle weight limit within the region. This also conforms to the COMESA and SADC limits, thus bringing the whole Eastern and Southern Africa (ESA) region into a harmonized vehicle load regime.<br />
</span></p>
<p>
 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">The proposed bill now aims to put the technically agreed parameters into legal context and the emerging regional law will supersede national laws on vehicle load control. It is expected that the implementation of the law will greatly reduce congestion at weighbridge stations and eliminate bribery since all transactions will be ICT based and all weighing stations will be linked electronically to a central data processing station.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">The bill proposes that payments of overloading fees be done administratively through prepaid coupons or electronic transfers and discourages the payment of cash at source. Also, payment through the court systems will be eliminated.<br />
</span></p>

<p><span style="font-family:Times New Roman;font-size:12pt;">Once agreed upon, the proposed bill will be forwarded to the EAC&#8217;s policy making organ—the Council of Ministers, for consideration and ultimately to the East African Legislative Assembly for debate and enactment into Community law.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">• The application of different procedures on axle load control had been raised as a major challenge at past Council meetings hence the former mandating the EAC Secretariat to undertake a study on harmonisation of axle load control laws and regulations.<br />
</span></p>
<p>
 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">• Cross-border transport is 3-5 times more expensive in Africa than in Asia and Latin America. For example, truck transport from Mombasa to Kampala over a distance of 1,100 km takes 5 days, of which 19 hours is spent crossing borders and weighbridges.<br />
</span></p>

 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">• A conservative estimate is that each one-hour reduction in such crossing time would bring USD 7 million per year in benefits to the EAC region.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">• The disparity in axle load and gross vehicle mass (weight) limits among the Partner States is one of the major factors impeding efficient transport within the region.<br />
</span></p>
<p>

<p><span style="font-family:Times New Roman;font-size:12pt;">• Against this background the EAC approached JICA to assist in developing a harmonised framework for axle load and gross vehicle mass limits in the region. A study was subsequently launched in December 2010.<br />
</span></p>
<p>
 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">• An agreement on a uniform gross vehicle mass of 56 tonnes for the region was consequently reached in August 2011.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">Une équipe de Médecins Sans Frontières (MSF) s&#8217;est rendue sur place afin d&#8217;évaluer les besoins immédiats dans la ville de Tchinagodar. La vulnérabilité des réfugiés et la précarité des conditions de vie de la population résidente est inquiétante.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">« Les réfugiés n&#8217;ont actuellement pas d&#8217;accès à l&#8217;eau potable, la nourriture, les latrines, aux abris et pas d&#8217;accès aux soins de santé de base », déclare Benoît Kayembé, chef de mission pour MSF au Niger. « Nous intervenons en urgence, car la région de Tillabéry fait déjà face à une précarité alimentaire qui est exacerbée depuis l&#8217;arrivée de milliers de réfugiés. »<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">En collaboration avec les autorités locales et le Ministère de la Santé, MSF a déployé sur place du personnel médical d&#8217;urgence pour répondre d&#8217;abord aux besoins médicaux de la population (santé primaire et référence, dépistage et traitement de la malnutrition, prise en charge des femmes enceintes et vaccination des enfants. »<br />
</span></p>

<p><span style="font-family:Times New Roman;font-size:12pt;">« Notre appui sur les besoins d&#8217;urgence s&#8217;adaptera en fonction de l&#8217;implication des acteurs humanitaires présents sur la région », conclut Benoît Kayembé.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">La semaine prochaine, une évaluation aura lieu auprès de la population déplacée dans le nord du Mali, estimée à 30 000 personnes et une autre équipe partira pour la Mauritanie afin d&#8217;évaluer la situation des réfugiés maliens.<br />

Dr. Mohamed Ibn Chambas, a présenté une liste des priorités essentielles de l&#8217;organisation, donnant le ton avant le sommet des chefs d&#8217;État de l&#8217;ACP, qui aura lieu en Guinée Équatoriale au mois de décembre.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">S&#8217;adressant aux journalistes aujourd&#8217;hui, le Dr. Chambas a déclaré que 2012 sera une « année de restauration », soulignant les plans d&#8217;amélioration de l&#8217;ACP en tant que « organisation internationale tournée vers l&#8217;avenir. »<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">En 2012, le Groupe se concentrera sur le renforcement de la collaboration et de la solidarité Sud-Sud, en fixant son attention sur les Objectifs du Millénaire pour le Développement, en favorisant des programmes de développement durables au sein des communautés de l&#8217;ACP et en donnant de l&#8217;ampleur à la voix commune de l&#8217;ACP, ainsi qu&#8217;à son rôle en tant que groupe dans l&#8217;arène mondiale.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">« À la fin de l&#8217;année dernière, le Conseil des Ministres de l&#8217;ACP a pris la décision d&#8217;organiser le 7ème Sommet des Chefs d&#8217;État de l&#8217;ACP en 2012. Le thème n&#8217;a pas encore été défini, bien qu&#8217;un groupe de travail ait été désigné pour préparer cette rencontre. Étant donné qu&#8217;aucun sommet des chefs d&#8217;État de l&#8217;ACP n&#8217;a eu lieu depuis 2008, nous aurons certainement beaucoup de sujets à aborder », a fait remarquer le Secrétaire Général.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">En 2011, les principales réussites du Groupe regroupent le premier symposium sur les relations Sud-Sud entre l&#8217;ACP et l&#8217;alliance IBSA (Inde, Brésil et Afrique du Sud) qui a conduit à la signature d&#8217;un Protocole d&#8217;Entente en décembre dernier entre le Secrétaire de l&#8217;ACP et le Brésil en vue de promouvoir un dialogue et une coopération techniques.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">« Tout en restant un véritable partenaire de l&#8217;Europe, nous souhaitons vraiment approfondir les relations entre les États de l&#8217;ACP, ainsi qu&#8217;avec d&#8217;autres pays en voie de développement qui partagent nos objectifs de réduction de la pauvreté, et promouvoir une intégration efficace, équitable et progressive de nos nations dans le système d&#8217;échanges international. »<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">Au début de l&#8217;année dernière, un Groupe de Travail des Ambassadeurs de l&#8217;ACP sur les Perspectives Futures du Groupe ACP a entamé ses travaux pour asseoir l&#8217;orientation à long terme du Groupe. Grâce à l&#8217;appui du PNUD, un rapport est en cours de préparation, qui définit des scénarios alternatifs et futurs pour la famille des nations de l&#8217;ACP.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">L&#8217;ACP compte 79 États membres, représentant une population globale d&#8217;environ 980 millions de personnes. Quarante comptent parmi les pays les moins avancés (sur 48 à l&#8217;échelle mondiale) et 36 sont des petits États insulaires en développement. Ils ont tous signé l&#8217;Accord de Cotonou (Accord de partenariat ACP-CE) avec l&#8217;Union Européenne, à l&#8217;exception d&#8217;un seul pays.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">ARUSHA, Tanzania, February 10, 2012/African Press Organization (APO)/ &#8212; The East African Community Secretariat will next week hold a high level workshop to discuss the interaction between the World Trade Organization (WTO) and Economic Partnership Agreement (EPA) negotiations.<br />
</span></p>

 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">H.E. Benjamin Mkapa Chairman of the South Centre and former President of the United Republic of Tanzania will give a keynote address on the Role of Multilateral and Bilateral Trade Agreements in Fostering Trade and Development in Africa at the 13-16 February workshop to be held at the Ngurudoto Mountain Lodge in Arusha, Tanzania.<br />
</span></p>

<p><span style="font-family:Times New Roman;font-size:12pt;">The overall objective of the workshop is to ensure that the engagement of the EAC Partner States in trade negotiations both at the WTO level and in the EPAs is coordinated in order to ensure that maximum benefits accrue to the EAC region from both processes.<br />
</span></p>

 </p>
<p><span style="font-family:Times New Roman;font-size:12pt;">The workshop will also include a status update on the EAC-EU EPA negotiations, while providing incisive analysis and information in order to help deepen the understanding of the link between the EPA and the WTO negotiations processes, including highlighting issues that have hindered progress towards concluding negotiations.<br />
</span></p>

<p><span style="font-family:Times New Roman;font-size:12pt;">EAC Director for Trade Dr Flora Musonda points out that the expected outputs of the workshop are enhanced coordination and participation in both WTO and EPA negotiating processes and improved analytical skills and decision making by the region&#8217;s policymakers.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">Next week&#8217;s workshop comes on the heels of an experts&#8217; meeting held in Dar es Salaam, Tanzania this week where EAC Partner States are harmonizing their positions on the EPAs before the resumption of negotiations in March.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">EAC Secretary General Amb. Dr. Richard Sezibera is expected to open the workshop, which will be attended by among others Permanent Secretaries responsible for Trade matters and EAC affairs; representatives from the African, Caribbean, Pacific Group of States Secretariat; Partner States&#8217; envoys accredited to Brussels and Geneva, Members of national parliaments, Members of the East African Legislative Assembly&#8217;s Committee on Trade and Investment; as well as delegates from the private sector and the civil society.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">BERLIN, Germany,  February 10, 2012/African Press Organization (APO)/ &#8212; Cornelia Pieper, Minister of State at the Federal Foreign Office, will open the photography installation &#8220;Egypt reloaded&#8221; at 10.30 a.m tomorrow (Friday), together with MP Klaus Brandner, the Chair of the German-Egyptian Parliamentary Friendship Group. Two activists involved in the Egyptian revolution will also participate in the opening ceremony.<br />
</span></p>
<p><span style="font-family:Times New Roman;font-size:12pt;">&#8220;Egypt reloaded&#8221; documents the history and future of the Egyptian revolution in large-format photographs. It is an open-air exhibition which has been installed in front of the Paul-Löbe-Haus of the German Bundestag. The Federal Foreign Office has contributed 10,000 euro to help realize this project.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">With a few days to go before the finals of the 28thedition of the Africa Cup of Nations, the Chairperson of the Commission of the African Union (AU), Dr. Jean Ping, today paid a courtesy call on the President of the Confederation of African Football (CAF), Issa Hayatou in Libreville, Gabon.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">&#8220;Of the many challenges facing Africa, the quest for peace and security is undoubtedly the most pressing,&#8221; said Dr. Ping during the meeting. &#8220;However, our renewed commitment to uniting communities across the continent, through football, will go a long way towards achieving our mutual goal of a peaceful and prosperous Africa,&#8221; he added. He thanked CAF for faithfully keeping alive the partnership initiated between the two organisations in 2010, within the framework of the Make Peace Happen Campaign, with the implementation of a number of initiatives to promote peace on the continent through football.<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">The President of CAF on his part pledged his organization&#8217;s continued support to the AU&#8217;s peace advocacy campaign, adding that &#8220;it is the duty of everyone in Africa&#8217;s large football family to use their respective platforms to advocate for peace across the continent.&#8221;<br />

<p><span style="font-family:Times New Roman;font-size:12pt;">The Chairperson was accompanied by the AU Peace Ambassador, Rabah Madjer, an African football icon, endorsing the Make Peace Happen campaign.<br />
