      <title>Appointment of OSU administrative team</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;Posted 2/25/11 by Carol Diedrichs, Ohio State Univ.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;ARL colleagues&lt;br /&gt;&amp;#160;&lt;br /&gt;Many of you have asked about the status of the appointment of our new leadership team.&amp;#160; I am pleased to announce the appointment of those five senior leaders.&amp;#160; These leaders will implement our strategic plan alongside the Libraries&amp;#8217; talented faculty and staff, and also help me implement our new organizational model. &lt;br /&gt;&amp;#160;&lt;br /&gt;The appointees are:&lt;br /&gt;&amp;#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Karla Strieb, Associate Director for Collections, Technical Services and Scholarly Communications:&amp;#160; Karla will manage the collection development process; acquisition and description of content, including special collections materials; preservation services; and collection access and storage, including circulation, e-reserves and interlibrary services.&amp;#160; Karla has served as Assistant Executive Director for the Transforming Research Libraries program at the Association of Research Libraries (ARL) since 2009, after leading ARL&amp;#8217;s Scholarly Communication program beginning in 2005.&amp;#160; Karla previously served at the University of Maryland Libraries and the Welch Medical Library at Johns Hopkins University.&lt;br /&gt;&amp;#160;&lt;br /&gt;&amp;#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Craig Gibson, Associate Director for Research and Education: Craig will provide leadership, vision and strategic direction for the teaching, research, outreach and subject liaison services of the Libraries. Craig has been Associate University Librarian for Research, Instructional, and Outreach Services at the George Mason University Libraries since 2005.&amp;#160; Prior to his time at George Mason, Gibson worked at Washington State University, Lewis-Clark State College, University of Texas at Arlington, and the Colorado State Library.&lt;br /&gt;&amp;#160;&lt;br /&gt;&amp;#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Lisa Carter, Associate Director for Special Collections and Area Studies:&amp;#160; Lisa will lead special collections operations, services and resources, and enhance and promote the unique research opportunities that these collections provide.&amp;#160; Lisa is from the North Carolina State University (NCSU) Libraries, where she was Head of the Special Collections Research Center (SCRC), a position she has held since September 2007.&amp;#160; Prior to her work at North Carolina, Lisa was Director of Archives for the University of Kentucky Special Collections and Digital Programs. &lt;br /&gt;&amp;#160;&lt;br /&gt;&amp;#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Beth Warner, Associate Director for Information Technology:&amp;#160; Beth&amp;#8217;s responsibilities include a wide range of digital systems and services, including the integrated library system; federated search software; search and discovery services; library web development, digital publishing and repository tools, and desktop support.&amp;#160; Beth was the Officer for Grants, Research Support and Library Assessment at the University of Kansas.&amp;#160; Her previous jobs include Assistant Vice Provost for Information Services;&amp;#160; and Director, Digital Library Initiatives, at KU; Head of the Library Systems Office and Associate Director for Technical, Access, and Systems Services at the University of Michigan Libraries; and NOTIS Systems, Inc., as a project analyst.&lt;br /&gt;&amp;#160;&lt;br /&gt;&amp;#183;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; Lisa Patton-Glinski, Assistant Director for Planning and Administration:&amp;#160; Lisa is responsible for financial management, human resources, facilities, security, communications and graphic design, mail services and event coordination for the Libraries, as well as project management, strategic planning and assessment, and executive support to the Libraries&amp;#8217; Administration.&amp;#160; Lisa comes to the Libraries after a 17-year career with Luvata, Inc., a world leader in metal fabrication, component manufacturing and related engineering and design services.&amp;#160; Her experience includes 10 years in human resources leadership, and working in lead positions responsible for overseeing finance, facilities, maintenance, sales and marketing, IT and procurement activities. She served in a number of positions at Luvata in several cities across the United States.&lt;br /&gt;&amp;#160;&lt;br /&gt;We have an ambitious agenda to fulfill in our mission of delivering high quality content and responsive services in support of research, teaching and learning at Ohio State, within Ohio, and to a wider scholarly community.&amp;#160; These new colleagues will join a talented group of OSUL faculty and staff as we seek to meet the needs of the Ohio State community.&amp;#160; Lisa Patton-Glinski and Beth Warner are already onboard.&amp;#160; Karla, Craig and Lisa Carter will join us on April 1.&lt;br /&gt;&amp;#160;&lt;br /&gt;With our colleagues across the Ohio State campus, we will contribute to the realization of OSU President Gordon Gee&amp;#8217;s vision of taking the university &amp;#8220;from excellence to eminence.&amp;#8221;&lt;br /&gt;&amp;#160;&lt;br /&gt;cpd&lt;br /&gt;&amp;#160;&lt;br /&gt;************************************************************&lt;br /&gt;&amp;#160;&lt;br /&gt;Carol Pitts Diedrichs&lt;br /&gt;Director of University Libraries&lt;br /&gt;The Ohio State University&lt;br mce_bogus="1" /&gt;&lt;/p&gt;&lt;/div&gt;&lt;br class="no-line-height" clear="both" /&gt;

      <title>Data Management Template</title>

      <title>House Amendment to Restore Reader Privacy</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;February 22, 2011&lt;br /&gt;&lt;br /&gt;TO:&amp;#160;&amp;#160;&amp;#160; &amp;#160;&amp;#160;&amp;#160; Directors of ARL Libraries&lt;br /&gt;FROM:&amp;#160;&amp;#160;&amp;#160; Brandon Butler&lt;br /&gt;RE:&amp;#160;&amp;#160;&amp;#160; &amp;#160;&amp;#160;&amp;#160; Thank your Representative for Supporting House Amendment to Restore Reader Privacy&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Good afternoon,&lt;br /&gt;&lt;br /&gt;As you may already know, last week the House of Representatives debated a host of amendments to the Continuing Resolution that will fund the federal government pending the passage of a proper federal budget later this year. One of the amendments would have effectively barred searches of libraries under the PATRIOT Act &amp;#8220;library records&amp;#8221; provision (Section 215). The amendment was offered by Jerrold Nadler (D-NY) with support from John Conyers (D-MI), Ron Paul (R-TX), and Walter Jones (R-NC). ARL, along with the American Library Association and several bookseller groups, supported this amendment. Although it did not pass, a substantial number of representatives (196) voted in favor of the measure.&lt;br /&gt;&lt;br /&gt;The vote count is available here:&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.govtrack.us/congress/vote.xpd?vote=h2011-95"&gt;http://www.govtrack.us/congress/vote.xpd?vote=h2011-95&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;If your Representative voted in favor of the amendment, please consider writing to thank him or her. It can be very difficult to persuade legislators to defend privacy in discussions of national security; it is very helpful to give positive reinforcement when a member of Congress shows courage in this area.&lt;br /&gt;&lt;br /&gt;A sample thank you letter follows:&lt;br /&gt;&lt;br /&gt;Dear Representative,&lt;br /&gt;&lt;br /&gt;Thank you for your support of H. Amdt. 97, which would have restored reader privacy by barring searches of library and bookseller records under Section 215 of the PATRIOT Act.&lt;br /&gt;&lt;br /&gt;Prior to the PATRIOT Act, it was well established in all 50 states that library records deserve protection against unwarranted and unreasonable searches and seizures.       <title>ARL Balanced Scorecard Initiative - Recruiting a new cohort of ARL libraries for 2011-2012</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;Posted 2/21/11 by Martha Kyrillidou, ARL&lt;br /&gt;&lt;/p&gt;&lt;p&gt;To: Director of ARL Libraries&lt;br /&gt;&lt;br /&gt;From: Martha Kyrillidou, Association of Research Libraries&lt;br /&gt;&lt;br /&gt;To serve the interests of the ARL libraries that want to explore and&lt;br /&gt;engage the Balanced Scorecard Framework, ARL is recruiting a second&lt;br /&gt;cohort of ARL libraries initiating engagement with the Balanced&lt;br /&gt;Scorecard Framework during 2011-2012.&amp;#160; As you may know ARL has worked&lt;br /&gt;with four member libraries (Johns Hopkins, McMaster, University of&lt;br /&gt;Virginia and University of Washington) over the last two years in&lt;br /&gt;utilizing the Balanced Scorecard framework as a way of engaging&lt;br /&gt;libraries in developing and implementing strategy, measuring and&lt;br /&gt;communicating strategy, and moving forward the library organizations&lt;br /&gt;during transformative times.&amp;#160; The experiences of these libraries have&lt;br /&gt;been captured through a Forum presentation during the October membership&lt;br /&gt;meeting, a paper presentation at the Library Assessment Conference, and&lt;br /&gt;more recently a Webcast:&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.youtube.com/user/arladmin#p"&gt;http://www.youtube.com/user/arladmin#p&lt;/a&gt;/f/0/IixRNcNYSKU&lt;br /&gt;&lt;br /&gt;Given the success of the Balanced Scorecard framework case studies we&lt;br /&gt;are engaged in recruiting a second cohort of new libraries with an&lt;br /&gt;interest in implementing the Balanced Scorecard.       <title>Duke Library Party 2011: Mad Men and Mad Women</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;Posted 2/21/11 by Deborah Jakubs, Duke Univ.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Dear friends,&lt;br /&gt;I thought you would enjoy seeing the website for the upcoming (February 25) fourth annual Library party we are hosting.&amp;#160; The idea was proposed by the Duke Marketing Club and their faculty sponsor, and they have done an unbelievable job of planning for this event, which is likely to draw 2000.&amp;#160; The party is always planned for a Friday when the Trustees are on campus and many of them come by.&amp;#160; It is open to the Duke community widely -- staff, faculty, students, alumni -- and festive dress is encouraged.&amp;#160; As you will see from the site, there are also &amp;#34;learning opportunities&amp;#34; around the period of the 1960s -- lectures and exhibits, music from the era, etc.&amp;#160; We have a very strong advertising/marketing collection (and digitized TV commercials from the 1950s - 1980s, AdViews).&amp;#160; Hope you find it interesting! -- Deborah&lt;br /&gt;&lt;br /&gt;&lt;a href="http://library.duke.edu/news/main/2011/article18.html"&gt;http://library.duke.edu/news/main/2011/article18.html&lt;/a&gt; &lt;br mce_bogus="1" /&gt;&lt;/p&gt;&lt;/div&gt;&lt;br class="no-line-height" clear="both" /&gt;

      <title>Message from ARL President Carol Mandel</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;Posted 2/18/11 by Sue Baughman, ARL&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Dear ARL Colleagues,&lt;br /&gt;&lt;br /&gt;This email brings you updates on recent Board and Executive Committee actions and key activities.&amp;#160; I&amp;#8217;m pleased to report some highly focused and effective work in progress.&lt;br /&gt;&lt;br /&gt;The Task Force to Identify Actions for ARL in the Licensing Environment, co-chaired by Brinley Franklin and Mike Ridley, presented a thoughtful and carefully reasoned report to the Board at its February meeting.&amp;#160; They have identified e-book licensing (including university press and foreign language content) as the most promising and timely arena for ARL-wide contract development, as new terms, principles, and issues are only just emerging.&amp;#160; The Board approved the task force recommendation to establish a working group that will select a consultant who will craft an RFP for an agent to negotiate and manage e-book contracts on behalf of ARL libraries that wish to participate.&amp;#160; The RFP will follow principles recommended by the task force.&amp;#160; We are aiming to act as quickly as possible and intend to report on progress at ARL in Montreal. The Report is available at: &lt;a href="http://directors.arl.org/wiki/white-paper-on-arl-licensing-options"&gt;http://directors.arl.org/wiki/white-paper-on-arl-licensing-options&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;The Board also endorsed the recommendations of the Task Force to Assess the International Engagement of ARL and ARL Libraries, chaired by Winston Tabb. Task force recommendations encourage integration of international dimensions in meetings and strategic agendas, as well as processes to encourage more, and more effective, international engagement. You have already seen their first recommendation at work in the call for IFLA nominations.&amp;#160; As more good ideas for outreach and awareness continue to emerge, the task force will extend their explorations for another round.&amp;#160; The report is available at: &lt;a href="http://directors.arl.org/wiki/international-engagement-report"&gt;http://directors.arl.org/wiki/international-engagement-report&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Responding to an urgent issue, in January we formed a Task Force on International Interlibrary Loan and Document Delivery Practices to help us evaluate practice in the context of the concerns expressed by STM publishers to some of our members regarding international loan of their materials. The task force is determined to get at the heart of the question we so often ask: what ARL data elements are still useful?&amp;#160; Please help them think through this question as they seek your input.&lt;br /&gt;&lt;br /&gt;There are a few other highlights worth noting.&amp;#160; ARL and AAUP have formed a joint working group, the AAUP/ARL Working Group on University Press/Research Library Collaboration,&amp;#160; and have already begun to act on their charge to explore, among other things, a new library/press workflow for electronic publishing.&amp;#160;&amp;#160; The E-Science Working Group has rolled up its sleeves to (re)design the workshop on data curation in response to the enthusiastic reception for such a workshop from the membership.&amp;#160; Clearly there is a need for them to fill.&amp;#160; We are fortunate to have McKenzie Smith working with us as a consultant to this project. &lt;br /&gt;&lt;br /&gt;Finally, I want to mention two actions that stemmed from the conversations at our October Business Meeting.&amp;#160; The first is a small task force, chaired by Deb Carver joined by Rick Luce, Sarah Pritchard, and Charles Lowry, considering how best to clarify and appropriately reveal potential conflicts of interest in our interactions at ARL.&amp;#160; The second is a process for bringing items to the Business meeting &amp;#8211;a process that we hope will encourage discussion of topics that are important to us.&amp;#160; To that end, we are also allowing a longer time slot (two hours instead of ninety minutes) for the Business Meeting in May.&amp;#160; The process is described in the attached memo.&amp;#160; Please always feel free to suggest items that merit Membership discussion; this is a unique forum for us.&lt;br /&gt;&lt;br /&gt;My thanks to those who are serving on these short-term task forces in response to such important issues.       <title>Organization charts at ARL libraries</title>

      <title>Status of the Library of Congress' Overseas Office in Cairo</title>

      <title>Card or credentials required for building access</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;Posted 2/2/11 by Susan Brynteson, Univ. of Delaware&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Colleagues--&lt;br /&gt;&lt;br /&gt;The University of Delaware has recently had a rash of laptop and cell phone thefts, and crime is increasing. Libary staff are working on the problem with University Public Safety.&lt;br /&gt;&lt;br /&gt;Until now, the University of Delaware Library has not required showing&lt;br /&gt;or swiping a card for building access nor required any user (neither&lt;br /&gt;University nor non-University) to show credentials to enter the main&lt;br /&gt;Morris Library.&amp;#160; All users are able to enter, and the Library is heavily&lt;br /&gt;used by the residents of the state, especially the K-12 teacher&lt;br /&gt;community.&amp;#160;&amp;#160; In addition, since Newark, Delaware, is so close to the&lt;br /&gt;state lines of both Maryland and Pennsylvania, persons from those states&lt;br /&gt;also regularly enter the Library.&amp;#160; In the suburban small town residential environment which is the home of the University of Delaware Library, there has been/is little criminal activity but it seems possible that this is now changing.&lt;br /&gt;&lt;br /&gt;Requiring some type of credentialing or showing of ID to enter the&lt;br /&gt;building is now being considered.&lt;br /&gt;&lt;br /&gt;I wish to inquire if and what type of credentialing is now&lt;br /&gt;in place in your institution, particularly for your main or largest&lt;br /&gt;libraries, and particularly for those institutions which are publicly&lt;br /&gt;supported.&amp;#160; Here are specific questions:&lt;br /&gt;&lt;br /&gt;Is showing or swiping an ID card or some form of credentials required&lt;br /&gt;for everyone to enter your main or largest libraries to enter?&lt;br /&gt;&lt;br /&gt;If not everyone, then who?&lt;br /&gt;&lt;br /&gt;All the time or only late night?&lt;br /&gt;&lt;br /&gt;If you require identification, has this been required for some time or has it been implemented relatively recently?&lt;br /&gt;&lt;br /&gt;Do University users show ID cards to a live person, or swipe cards&lt;br /&gt;themselves without human intervention?&lt;br /&gt;&lt;br /&gt;If University users swipe the cards themselves, how are non-University users handled?&lt;br /&gt;&lt;br /&gt;Some of you have already provided information about requiring University&lt;br /&gt;users to show or swipe cards for late night access as part of the&lt;br /&gt;answers to the question about 24/7 and I appreciate that.&lt;br /&gt;&lt;br /&gt;This and any other information you could share would help the University&lt;br /&gt;of Delaware Library work effectively with University Public Safety to come to a good decision about this.&lt;br /&gt;&lt;br /&gt;If you prefer to respond to me personally (&lt;a href="&amp;#109;&amp;#97;&amp;#105;&amp;#108;&amp;#116;&amp;#111;&amp;#58;%73%75%73%61%6e%62@%75%64%65%6c.%65%64%75" class="mailto"&gt;susanb@udel.edu&lt;/a&gt;) or would&lt;br /&gt;like a compilation of the responses, I would be glad to comply.&lt;br /&gt;&lt;br /&gt;Thank you.&lt;br /&gt;&lt;br /&gt;&amp;#160;&amp;#160;&amp;#160; Susan&lt;br /&gt;&lt;br mce_bogus="1" /&gt;&lt;/p&gt;&lt;/div&gt;&lt;br class="no-line-height" clear="both" /&gt;

      <title>Access to FY2010 ACRL Academic Library Statistics Survey</title>

      <description>&lt;div class="mceContentBody"&gt;&lt;p&gt;Posted 2/2/11 by Charles Lowry, ARL&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Colleagues,&lt;br /&gt;&lt;br /&gt;This year ACRL has moved the collection of its library statistics to Counting Opinions and this has given rise to some confusion and questions to Martha Kyrillidou.&amp;#160; You should have received a general email from Mary Ellen Davis, ACRL Executive Director, asking you to participate in their survey.&amp;#160; The ACRL Statistics survey, as you may know, replicates the ARL Statistics and the ARL Supplementary Statistics surveys and they are distributed to non-ARL member libraries by ACRL with permission from ARL.&amp;#160; &lt;br /&gt;&lt;br /&gt;The communication from ACRL unfortunately did not mention that the process of participation in the ACRL survey is different if an ARL member library would like to see their data included in the ACRL effort.&amp;#160; As an ARL member once you login into the online system with your unique user name and password you will be asked whether you consent or decline having ARL provide the data you submit to us to ACRL. If you consent, ARL will release the data for the year.
