Context:

Prime Minister Shri Narendra Modi announced the extension of Pradhan Mantri Garib Kalyan Ann Yojana till the end of November 2020.

Theory:

During these five months, more than 80 crore people will be benefitted.
The beneficiary would be provided 5 kg free wheat/rice per month along with 1 kg free whole chana to each family per month.
Under the National Food Security Act, (NFSA) 2013, the expenditure towards intra-state transportation and handling charges for movement from FCI depots to Fair Price Shops (FPSs) as also dealer’s margin, etc. are shared between Govt. of India and States/UTs as per the sharing pattern and norms for expenditure on this account as per rules framed under NFSA.

Pradhan Mantri Garib Kalyan Yojana:

Pradhan Mantri Garib Kalyan Yojana, 2016 (PMGKY) is a scheme launched by the Government of India on the lines of the Income declaration scheme, 2016 (IDS) launched earlier in the year.
As a part of the Taxation Laws (Second Amendment) Act, 2016, the PMGKY scheme provides an opportunity to declare unaccounted wealth and black money confidentially and avoid prosecution after paying a fi ne of 50% on the undisclosed income.
An additional 25% of the undisclosed income is invested in the scheme which can be refunded after four years, without any interest.
To overcome the economic impact of coronavirus-induced lockdown on the poor, Prime Minister Narendra Modi, soon after the imposition of lockdown on March 24, announced a relief of Rs 1.70 lakh crore under the Pradhan Mantri Garib Kalyan Yojana.

The Harappan Civilization

Introduction:

The earliest excavations in the Indus valley were done at Harappa in the West Punjab and Mohenjodaro in Sind. Both places are now in Pakistan. It was first called the ‘The Indus Valley Civilization’. But this civilization was later named as the ‘Indus Civilization’ due to the discovery of more and more sites far away from the Indus valley. Also, it has come to be called the ‘Harappan Civilization’ after the name of its first discovered site.

Important Sites:

The most important are Kot Diji in Sind, Kalibangan in Rajasthan, Rupar in the Punjab,Banawali in Haryana, Lothal, Surkotada and Dholavira, all the three in Gujarat. Mohenjodara is the largest of all the Indus cities and it is estimated to have spread over an area of 200 hectares.

Origin and Evolution

The archaeological findings excavated for the last eight decades reveal the gradual development of the Harappan culture. There are four important stages or phases of evolution and they are named as pre-Harappan, early-Harappan, mature-Harappan and late Harappan.

Pre-Harrapan

The pre-Harappan stage is located in eastern Baluchistan. The excavations at Mehrgarh 150 miles to the northwest of Mohenjodaro reveal the existence of pre-Harappan culture. In this stage, the nomadic people began to lead a settled agricultural life.

Early-Harappan

In the early-Harappan stage, the people lived in large villages in the plains. There was a gradual growth of towns in the Indus valley. The sites of Amri and Kot Diji remain the evidence for early-Harappan stage.

Mature-Harappan

In the mature-Harappan stage, great cities emerged. The excavations at Kalibangan with its elaborate town planning and urban features prove this phase of evolution.

Late-Harappan

In the late-Harappan stage, the decline of the Indus culture started. The excavations at Lothal reveal this stage of evolution. Lothal with its port was founded much later.

Salient Features of the Harappan Culture

Town Planning

The Harappan culture was distinguished by its system of townplanning on the lines of the grid system – that is streets and lanes cutting across one another almost at right angles thus dividing the city into several rectangular blocks. Harappa, Mohenjodaro and Kalibangan each had its own citadel built on a high podium of mud brick. Below the citadel in each city lay a lower town containing brick houses, which were inhabited by the common people. The large-scale use of burnt bricks in almost all kinds of constructions and the absence of stone buildings are the important characteristics of the Harappan culture. Another remarkable feature was the underground drainage system connecting all houses to the street drains which were covered by stone slabs or bricks.

The Great Bath:

The most important public place of Mohenjodaro is the Great Bath measuring 39 feet length, 23 feet breadth and 8 feet depth. Flights of steps at either end lead to the surface. There are side rooms for changing clothes. The floor of the Bath was made of burnt bricks. Water was drawn from a large well in an adjacent room, and an outlet from one corner of the Bath led to a drain. It must have served as a ritual bathing site.

Economic life:

There was a great progress in all spheres of economic activity such as agriculture, industry and crafts and trade. Wheat and barley were the main crops grown besides sesame, mustard and cotton. Surplus grain is stored in granaries. Animals like sheep, goats and buffalo were domesticated. The use of horse is not yet firmly established. A number of other animals were hunted for food including deer.

Specialized groups of artisans include goldsmiths, brick makers, stone cutters, weavers, boat-builders and terracotta manufacturers. Bronze and copper vessels are the outstanding examples of the Harappan metal craft. Gold and silver ornaments are found in many places. Pottery remains plain and in some places red and black painted pottery is found. Beads were manufactured from a wide variety of semi-precious stones. There is much evidence to prove the trade links between the Indus and Sumerian people. Many seals of Indus valley have been found in Mesopotamia. Trade was of the barter type. The seals and the terracotta models of the Indus valley reveal the use of bullock carts and oxen for land transport and boats and ships for river and sea transport.

Social Life

Much evidence is available to understand the social life of the Harappans. The dress of both men and women consisted of two pieces of cloth, one upper garment and the other lower garment. Beads were worn by men and women. Jewelries such as bangles, bracelets, fillets, girdles, anklets, ear-rings and fingerings were worn by women. These ornaments were made of gold, silver, copper, bronze and semi precious stones. The use of cosmetics was common. There were numerous specimens of weapons of war such as axes, spearheads, daggers, bows, arrows made of copper and bronze.

Arts

The Harappan sculpture revealed a high degree of workmanship. Figures of men and women, animals and birds made of terracotta and the carvings on the seals show the degree of proficiency attained by the sculptor. The figure of a dancing girl from Mohenjodaro made of bronze is remarkable for its workmanship. Its right hand rests on the hip, while the left arm, covered with bangles, hangs loosely in a relaxed posture. Two stone statues from Harappa, one representing the back view of a man and the other of a dancer are also specimens of their sculpture. The pottery from Harappa is another specimen of the fine arts of the Indus people. The pots and jars were painted with various designs and colors.

Script

The Harappan script has still to be fully deciphered. The number of signs is between 400 and 600 of which 40 or 60 are basic and the rest are their variants. The script was mostly written from right to left.

Parpola and his Scandinavian colleagues came to the conclusion that the language of the Harappans was Dravidian. A group of Soviet scholars accepts this view. Other scholars provide different view connecting the Harappan script with that of Brahmi. The mystery of the Harappan script still exists.

Religion

From the seals, terracotta figurines and copper tablets we get an idea on the religious life of the Harappans. The chief male deity was Pasupati, (proto-Siva) represented in seals as sitting in a yogic posture with three faces and two horns. He is surrounded by four animals (elephant, tiger, rhino, and buffalo each facing a different direction). Two deer appear on his feet. The chief female deity was the Mother Goddess represented in terracotta figurines. In latter times, Linga worship was prevalent. Trees and animals were also worshipped by the Harappans.

Decline of the Harappan Culture

There is no unanimous view pertaining to the cause for the decline of the Harappan culture. Various theories have been postulated. Natural calamities like recurring floods, drying up of rivers, decreasing fertility of the soil due to excessive exploitation and occasional earthquakes might have caused the decline of the Harappan cities. According to some scholars the final blow was delivered by the invasion of Aryans. The destruction of forts is mentioned in the Rig Veda. Also, the discovery of human skeletons huddled together at Mohenjodaro indicates that the city was invaded by foreigners.

राष्ट्रभाषा क्या है?

राष्ट्रभाषा का अर्थ है- समस्त राष्ट्र में प्रयुक्त भाषा अर्थात् आम जन की भाषा। जो समस्त राष्ट्र में जन-जन के विचार विनिमय का माध्यम हो।
राष्ट्रभाषा सामाजिक- सांस्कृतिक मान्यताओं परंपराओं के द्वारा सामाजिक सांस्कृतिक स्तर पर देश को जोङने का काम करती है।
राष्ट्रभाषा का रूप लचीला होता है और इसे जनता के अनुरूप किसी भी रूप में ढाला जा सकता है।
राष्ट्रभाषा का प्रयोग क्षेत्र विस्तृत और देशव्यापी होता है। राष्ट्रभाषा सारे देश की संपर्क भाषा होती है।
हमारे देश भारत की कोई भी राष्ट्रभाषा नहीं हैं। हिन्दी हमारे देश की राज भाषा है।
हमारे देश की संपर्क भाषा और राजभाषा दोनों हिन्दी ही है।

राजभाषा क्या है?

राजभाषा का शाब्दिक अर्थ है- राजकाज की भाषा। जो भाषा देश के राजकीय कार्यों के लिए प्रयुक्त होती है, वह ’राजभाषा’ कहलाती है।
राजभाषा एक संवैधानिक शब्द है। हिन्दी को 14 सिंतबर 1949 को संवैधानिक रूप से राजभाषा घोषित किया गया, इसीलिए प्रत्येक वर्ष 14 सितंबर को ’हिन्दी दिवस’ के रूप में मनाया जाता है।
वर्तमान समय में भारत सरकार के कार्यालयों एवं हिन्दी-भाषी राज्यों में राजकाज हिन्दी में होता है। अन्य राज्य सरकारें अपनी-अपनी भाषाओं में कार्य करती है। यथा-महाराष्ट्र मराठी में, गुजरात गुजराती में, पंजाब पंजाबी में आदि।
राजभाषा का एक निश्चित मानक स्वरूप होता है, जिसके साथ छेङछाङ या प्रयोग नहीं किया जा सकता।

राष्ट्रपिता महात्मा गांधी द्वारा 1917 में भरुच (गुजरात) में सर्वप्रथम राष्ट्रभाषा के रूप में हिन्दी को मान्यता प्रदान की गई थी। तत्पश्चात 14 सितंबर 1949 को संविधान सभा ने एकमत से हिन्दी को राजभाषा का दर्जा दिए जाने का निर्णय लिया तथा 1950 में संविधान के अनुच्छेद 343 (1) के द्वारा हिन्दी को देवनागरी लिपि में राजभाषा का दर्जा दिया गया।

राष्ट्रभाषा प्रचार समिति, वर्धा के अनुरोध पर 1953 से 14 सितंबर को 'हिन्दी-दिवस के रूप में मनाया जाता है।

भारतीय संविधान के अनुच्छेद 343 से लेकर अनुच्छेद 351 तक राजभाषा संबंधी संवैधानिक प्रावधान किए गए। भारत सरकार के गृह मंत्रालय के अधीन राजभाषा विभाग का गठन किया गया। भारत सरकार के गृह मंत्रालय के अधीन राजभाषा विभाग का गठन किया गया। राष्ट्रपति के आदेश द्वारा 1960 में आयोग की स्थापना के बाद 1963 में राजभाषा अधिनियम पारित हुआ, तत्पश्चात 1968 में राजभाषा संबंधी प्रस्ताव पारित किया गया।

हिंदी क्यों नहीं बनी राष्ट्रभाषा?

हिन्दी को राष्ट्रभाषा बनाये जाने की कल्पना महात्मा गांधी ने की थी, क्योंकि महात्मा गांधी गुजराती भाषी थे. अंग्रेजी भाषा में उन्होंने शिक्षा प्राप्त की थी, परन्तु वे राष्ट्र के विकास में राष्ट्रीय एकता में राष्ट्रभाषा के महत्व को समझते थे और उन्होंने हिन्दी को राष्ट्रभाषा बनाने के पीछे जो तर्क दिये थे उसमें सबसे मजबूत तर्क देश में हिन्दी का व्यापक आधार होना था. गांधी जी का कहना था कि जो भाषा देश में सर्वाधिक बोली या समझी जा सकती है वह हिन्दी है, और हिन्दी के राष्ट्रभाषा बनने से हिन्दी भारत सरकार की भाषा भी बनेगी तथा आम आदमी की सहभागिता भी राज्य व्यवस्था में हो सकेगी.

महात्मा गांधी ने जब राष्ट्रभाषा के प्रचार का काम शुरु किया था तो उसकी शुरुआत भी दक्षिण और तमिलनाडू से की थी. परन्तु अब तमिलनाडू के शासक अपने निहित स्वार्थो के लिये हिन्दी के प्रयोग के विरोध में है हालंाकि दूसरा पक्ष यह भी है कि तमिलनाडू की जनता हिन्दी विरोधी मानस की नहीं है. यह मैं अपने अनुभव के आधार पर भी कह सकता हूं और कतिपय तथ्यों के आधार पर भी.

अब प्रश्न यह है कि हिन्दी राष्ट्रभाषा क्यों नही बन पा रही है, इसके कारणों पर विचार किया जाना चाहिये? हमारा देश कुछ मामलो में बढ़ा स्वपन दर्शी और बड़ा भावुक भी है. अगर हमारा कोई शासक संयुक्त राष्ट्र संघ में हिन्दी बोल दे तो हम इसे शासक का दायित्व नहीं बल्कि एक ऐसी महान घटना के रुप में देखते है जैसे शासक ने भारत के ऊपर कोई कृपा कर दी हो.

इतने ही मात्र से हम उसकी तारीफ के कसीदे पढ़ना शुरु कर देते है, और यह प्रश्न पूछना भूल जाते है कि अगर वे मानते है कि हिन्दी का प्रयोग करना शासक और शासन का गुण है तो फिर अपने देश में हिन्दी को राष्ट्रभाषा क्यों नहीं बनाते. दरअसल हमारे देश के शासकों में संकल्प शक्ति का बड़ा अभाव रहा है. पिछले एक वर्ष की 2-3 घटनाओं का उल्लेख जरुरी है.

वर्ष 2013 में यूपीए की सरकार के कार्य काल में एक सरकारी आदेश जारी हुआ था, जिसमें यह लिखा गया था कि केन्द्र राज्य सरकारों से हिन्दी में पत्र व्यवहार करेगा तथा राज्य अपनी भाषा में केन्द्र से पत्र व्यवहार कर सकते है. शासन के स्तर पर यह कोई कठिन कार्य नही है, क्योंकि केन्द्र तमिलनाडू के तमिल भाषा को समझने के लिये तमिल हिन्दी अनुवादक और तमिलनाडू केन्द्र के हिन्दी पत्राचार को समझने के लिये उसी प्रकार के अनुवादक रख सकते है परन्तु तमिल सरकार के विरोध के आधार पर भाजपा की केन्द्र सरकार ने न केवल इस आदेश को वापिस ले लिया.

केन्द्रीय लोक सेवा आयोग के चयन प्रक्रिया में ’’सी सेट’’ को लागू करने के सबन्ध में हुई. इस सी सेट परम्परा को भी पिछली यूपीए सरकार के कार्यकाल में लागू किया गया था और वह भी प्रधानमंत्री डा.मनमोहन सिंह के ब्रिटेन के दौरे के बाद. इस सी सेट में अंग्रेजी का एक और पर्चा शुरु किया गया था, तथा जो प्रश्न उम्मीदवारो से पूॅछे जाते थे वे अंग्रेजी के हास्यापद अनुवाद के रुप में थे. जैसे स्टील प्लांट को इस्पात का पौधा लिखा जाना-स्टील प्लाट का मतलब इस्पात सयंत्र होता है.

परन्तु जिन अंग्रेजीदार लोगो ने उसका अनुवाद कर पर्चे में छापा उनकी मानसिकता और समझ इससे जाहिर होती है हजारों छात्रां ने जो हिन्दी भाषी क्षेत्र के थे और प्रान्तीय भाषाओं के थे ने इसका विरोध किया.

राज्य और केन्द्र सरकारों की संकल्प शक्ति के अलावा दूसरी बड़ी बाधा मैं हिन्दी भाषी लोगो के व्यवहार में भी देखता हूं. दक्षिण भारत में और विषेषतः तमिलनाडू में योजनाबद्ध तरीके से यह प्रचार चलाया जाता है कि हिन्दी साम्राज्यवादी भाषा बनाई है यहां तक कि कुछ हिन्दी के मान्य विद्धान भी गाहे वेगाहे हिन्दी को साम्राज्यवादी भाषा घोषित करते है. इसलिये हिन्दी प्रेमियों को अपने और हिन्दी के ऊपर लगने वाले इस आरोप का उत्तर प्रेम व कर्म से देना होगा. हिन्दी भाषियों को अनिवार्य रुप से कम से कम कोई एक अन्य भारतीय भाषा और प्राथमिक तौर पर दक्षिण की किसी राज्य की भाषा अवश्य सीखना चाहिये. जब हम तमिल,तेलगू, कन्नड़ या मलयाली आदि किसी भाषा को सीखेगे तब हमें हिन्दी के राष्ट्रभाषा के समर्थन का ज्यादा नैतिक अधिकार होगा.

हिन्दी भाषियों को सच्चे भारतीय बनना होगा. सच्चा भारतीय से मेरा तात्पर्य बहुभाषी याने (हिन्दी के अलावा अन्य भारतीय भाषा का ज्ञान) तथा दक्षिण भारतीयों से मित्रता और अपनत्व का नाता जोड़ना होगा. अगर हम यह पहल शुरु करें, कि प्रतिवर्ष केरल तमिलनाडू आदि किसी राज्य के कम से कम दो परिवारांे को साल में एक बार अपने घर पर बुलाकर मेहमान बनाये तो राष्ट्रीय एकता भी मजबूत होगी, साथ ही हिन्दी साम्राज्यवाद का आरोप भी समाप्त होगा और हिन्दी की स्वीकारिता भी बढ़ेगी.

अंग्रेजी समर्थक तबका बहुत चतुराई से हिन्दी के बहुमत को अल्पमत में बदलने का षडयंत्र कर रहा है कुछ विद्वजन फौरी लोकप्रियता के लिये अपनी बोलियो को भाषा के रुप में दर्ज करने और संविधान के 8 वीं अनुसूची में षामिल कराने के लिये सक्रिय है इन बोली के बोलने वालो में धीरे-धीरे एक कट्टरता का भाव भी पैदा हो रहा है और वे अपनी मातृभाषा के रुप में बोली लिखने लगे है.

हिन्दी को सरल भाषा बनने का सबसे बड़ा तर्क हिन्दी का बहुसंख्यक (बहुसंख्या भाषिक)होना है परन्तु अगर भोजपुरी, मैंथिल, मगधी, बुन्देली, छत्तीसगढ़ी आदि सब बोलियो वाले बोलियो केा मातृभाषा के रुप में जनगणना के दस्तावेजों में दिखाना व लिखना शुरु करेंगे तो हिन्दी का अधिकार और अस्तित्व समाप्त होने में ज्यादा समय नहीं लगेगा. यह परिस्थिति अंग्रेजी के लिये लाभप्रद होगी. क्योंकि ऐसी दुर्घटना घटित होने पर अंग्रेजी भाषियों की संख्या हिन्दी भाषा का दर्जा मानने वालों से ज्यादा हो जायेगी.

भाषा का उद्देश्य, संवाद और संपर्क करना होता है, हिन्दी भाषियों को आमजन में प्रचलित शब्दों को चाहे वे किसी भी भाषा के क्यों न हो, हिन्दी शब्दावली में षामिल कर लेना चाहिये. प्लेटफार्म, रेल सिंगनल जैसे जन प्रचलित शब्दों को भी हिन्दी शब्दकोष में षामिल करना चाहिये ऐसे सम्मिलन से हिन्दी की स्वीकारिता बढे़गी और हिन्दी सरल भी होगी.

भाषा की शुद्धता के नाम पर भाषा को कठिन या अबोधगम्य बनाना वैसी ही भूल होगी जैसा सी-सेट का अनुवाद. हिन्दी भाषियों के सामने हिन्दी को राष्ट्रभाषा बनाने की इच्छा रखने वाले लोगो को सिर्फ संकल्प, शक्ति, भाषाई गाहृता, व्यापकता, उदारता के तरीकों को अंगीकृत करना होगा और उन सभी उपरोक्त वर्णित बाधाओं को दूर करना होगा जो हिन्दी के राष्ट्रभाषा बनने में बाधक हों.
