<h4>Texas Homeowners Insurance Rates Higher For Those With Poor Credit</h4>

<p>A recent report in the Dallas Morning News showed that homeowners with poor credit can expect to pay more than double the Texas homeowners insurance rates of their neighbors with excellent credit. The report showed that homeowners with credit problems paid an average of 50 percent more for their Texas homeowners insurance rates than those with good credit, despite owning similar homes in the same neighborhood. In one instance, a provider quoted the prospect with poor credit a rate 2.5 times higher than a similar customer with good credit.</p>
<div class="story-body ">
<p>Credit ratings are figuring more prominently in how much Texans pay for insurance. As a result, many policyholders with unfavorable ratings — particularly those with lower incomes — are being hit with premiums that can be more than twice as high as those paid by people with good credit scores.</p>
<p>The gap is particularly pronounced in homeowners insurance. Some of the largest companies are charging people with poor credit scores far more than customers with strong credit ratings.</p>
<p>A rate analysis by <em>The Dallas Morning News </em>shows, for example, that in several Dallas-area ZIP codes, Safeco Insurance premiums for homeowners with poor credit scores are nearly 2.5 times as high as those for customers with favorable scores. The average gap among the 34 largest companies is nearly 50 percent.</p>
<p>For auto insurance, the differences aren’t as dramatic, averaging 39 percent — although State Farm typically charges drivers with poor credit scores 51 percent more in premiums.</p>
<p>Minority and lower-income residents are more likely to have low credit ratings.</p>
<p>It’s legal for insurance companies to use credit scores in setting rates, and insurers maintain that the scores are a vital tool in accurately pricing auto and home policies. The objective, they say, is to make sure those who pose bigger risks pay higher premiums.</p>
<p>But consumer groups and civil rights advocates contend that the practice creates financial hardships for poor families and that credit ratings have little to do with the factors that drive the cost of auto and homeowners insurance.</p>
<p>“Credit scoring is designed to help insurance companies not provide coverage to people they don’t want to sell to, plain and simple,” said Alex Winslow of Texas Watch, a consumer group that tracks insurance issues.</p>
<p>“If you miss a credit card payment one or two times and your credit score suffers, that doesn’t mean your house is more likely to suffer from catastrophic hail damage,” he said.</p>
<p>Winslow said a report from the Texas Department of Insurance found a disproportionate effect on minorities. It said black and Hispanic drivers are “over-represented in the worst credit score categories and under-represented in the better credit score categories.”</p>
<p>Black consumers, according to the report, make up 2 percent of the policyholders in the best credit score range, and about 33 percent in the worst range. Hispanics account for 5 percent of the policyholders with the best credit scores, and 28 percent in the worst range.</p>
<p>Ninety percent of the policyholders with the best credit scores are white.</p>
<p>Mark Hanna of the Insurance Council of Texas, which represents the industry, said multiple studies show that credit scores are a reliable predictor of risks for insurers.</p>
<p>“It’s amazing how closely credit scores provide a true picture of how people maintain their homes and their cars,” Hanna said. “Nearly every insurance company uses credit scores to some degree to determine its rates, and they do so because the scoring methodology is consistent, reliable and highly predictive of future losses.”</p>
<p>He added, however, that companies use credit scores differently. “Some rely on them heavily, while others use them as just another tool for determining rates,” he said.</p>
<p>Hanna pointed to consumer protection safeguards in Texas intended to prevent the abuse of credit scores — for example, when a score has been adversely affected by high medical bills. Also, consumers are encouraged to shop around if they think a company’s premiums are too high, possibly because of credit ratings.</p>
<p>Credit scores, also used by banks and credit card firms, consolidate a consumer’s credit information into a single number. A score is based on such factors as the number and type of accounts a consumer has, late payments, collection actions, outstanding debt and the age of accounts.</p>
<p>But insurance companies and lenders rely on the scores for fundamentally different purposes. Banks and credit card companies use the numbers to evaluate creditworthiness; insurers use them to predict risk.</p>
<p>A review of rates in Dallas County indicates that credit scores have far more impact on homeowners’ premiums than the filing of a claim for fire damage in the previous three years. But in auto insurance, a driver with one at-fault accident in the previous three years is likely to pay almost as much extra as a driver with poor credit — except at State Farm, which charges more for a bad credit score.</p>
<p>Public Insurance Counsel Deeia Beck, who represents consumers on insurance matters, said the key for people with low credit scores is to avoid companies that assign a greater weight to the scores.</p>
<p>“You certainly don’t want to be with a company if it dings you on credit even though you have a good driving record,” she said.</p>
<p>“People can overpay on insurance for a long period of time if they don’t find out what factors companies are using to set their prices.”</p>
<p>In almost every legislative session, bills are filed to ban or sharply restrict the use of credit scores by insurance companies, but industry opposition has kept the measures from passing. Only a handful of states, California among them, prohibit insurers from using credit scores in setting rates.</p>

<p><strong>HOW CREDIT SCORES AFFECT HOME INSURANCE RATES IN NORTH TEXAS</strong></p>
<p>These figures from the Texas Department of Insurance represent annual rates for homeowners coverage for the six largest insurers selling policies in North Texas. Premium is for a 10-year-old brick veneer home valued at $200,000 that had no claims for five years. Different premiums reflect whether homeowner has good or bad credit rating.</p>

										<content:encoded><![CDATA[<input class="fooboxshare_post_id" type="hidden" value="2562"/><p>There are a lot of things to be grateful for the last few days; I was honored to receive a grandchild , she was delivered healthy via surgery; so very grateful for the medical staff that took care of my step-daughter especially after there was some complications this last weekend. Grateful that both Mom &amp; Baby are healthy.</p>
<p>I am grateful for our military that gave the ultimate sacrifice of their lives to protect our freedoms. It is because of their sacrifice that we can choose what we want to do with our lives. The BBQ&#8217;s may have been dampened &amp; shadowed over the remembrance long-weekend, however their sacrifices should always be remembered.</p>
<p>I am grateful that my home only received minor damage during the weekend storms and floods. I am grateful for the first responders/emergency services that risked their lives to save folks from the terrible flooding and storm damage last weekend; many have lost their homes and all their belongings .  There are families still missing and my heart goes out to those who lost loved ones. I am grateful that we as a community are rapidly responding coming together to help, each giving what gift or talent that we may have; it is in these traumatic times that we become stronger bringing out the best in each of one of us.</p>
<p>If you have a talent or gift that may be able to help the flood victims there are many ways to help, many will be grateful to you all!</p>

<h5 align="center"><strong>Austin-area home prices reach all-time high, home sales set record for March 2015</strong></h5>
<p>AUSTIN, Texas – <strong>April 21, 2015 </strong>– Austin-area single-family home prices hit an all-time high, while single-family home sales volume set a record for the month of March according to the March 2015 Multiple Listing Service (MLS) report released today by the Austin Board of REALTORS®.</p>
<p><strong>Barb Cooper</strong>, 2015 President of the Austin Board of REALTORS¬®, explained, “The Austin-area housing market is the least affordable it has ever been. Solving Austin’s affordability issues is not only dependent upon generating new, affordably-priced housing stock, but also preserving and maintaining Austin’s existing housing stock. The recent Zucker Report is yet another indicator that Austin’s city leadership needs to take significant steps to ensure that all of Austin’s residents live in safe, code-compliant homes and are able to quickly and easily make improvements to those homes.”</p>
<p>According to the report, the median price for Austin-area single-family homes increased 10 percent year-over-year to $255,000 in March 2015, while average price increased 13 percent to $334,758 during the same time frame. This is the highest Austin-area home prices have ever been. Only three in ten single-family homes sold in the Austin area in March 2015 were priced less than $200,000.</p>
<p>Single-family home sales increased 13 percent year-over-year to 2,440 home sales in March 2015, a new record for March single-family home sales volume. In March, more than half of the homes sold in the Austin area were outside of Austin’s city limits, with a majority of sales occurring in Round Rock, Pflugerville, Georgetown, the Cedar Park/Leander area and the Kyle/Buda area.</p>
<p>Austin-area monthly housing inventory was statistically unchanged from March 2014 at 2.2 months, a figure still well below the 6.5 month level the Real Estate Center at Texas A&amp;M University estimates as a balanced housing market. Homes continued to spend more time on the market in March 2015, increasing four days year-over-year to an average of 55 days.</p>
<p>New and active listings for single-family homes both increased six percent year-over-year to 3,402 new listings and 5,274 active listings in March 2015. Pending sales also rose during the same time frame, increasing five percent year-over-year to 2,812 pending sales in March 2015.</p>
<p>Cooper concluded, “It’s encouraging to see how seriously Austin’s City Council is taking the findings of the Zucker Report. Now that Mayor Adler and Austin’s new City Council members are past their first 100 days in office, the Austin Board of REALTORS® expects quick and decisive action on policies that will put a stop to Austin’s growing housing affordability issues. We’re looking forward to working with city leaders on finding these solutions.”</p>

<h3>Townhouses &amp; Condominiums</h3>
<p>The volume of townhouses and condominiums (condos) purchased in the Austin area in March 2015 was 263, a three percent decrease from March 2014. The median price for condos was $226,500, which is one percent more than the same month of the prior year. When compared to March 2014, these properties spent 10 fewer days on the market, or an average of 43 days.</p>
<h3>Leasing</h3>
<p>In March 2015, a total of 1,348 properties were leased in Austin, which is 12 percent more than March 2014. The median price for Austin-area home leases was $1,500, which is three percent more than the same month of the prior year.</p>

<p>AUSTIN, Texas – February 20, 2015 – The Austin-area housing market started the year strong in January 2015, with single-family home prices reaching all-time highs for the month of January and home sales posting double-digit increases according to the Multiple Listing Service (MLS) report released today by the Austin Board of REALTORS®. This marks the fifth-straight month of annual home sales increases and the fourth-straight month of double-digit gains in home prices, as housing affordability continues to be a challenge in the Austin market.</p>
<p>Barb Cooper, 2015 President of the Austin Board of REALTORS¬®, explained, “With housing affordability already a challenge for many Austin residents, this increasing pace of home price growth is concerning. More than half of the homes sold in the Austin-area are now priced out of an affordable range for much of Austin’s workforce.”</p>
<p>In January 2015, the median price for Austin-area homes increased 13 percent year-over-year to $240,000 and the average price jumped 14 percent to $310,187 during the same time frame. January 2015 marks the highest year-over-year home price increase since September 2013 and all-time high for home prices in the month of January.</p>
<p>According to the report, 1,547 single-family homes were sold in the Austin area in January 2015, an 11 percent increase compared to January 2014. However, 54 percent of the homes sold during this time frame were in the $200,000-$500,000 price range, whereas only 35 percent sold for less than $200,000 – the typical price range for first-time and low-income home-buyers.</p>
<p>“Housing inventory is rising, but the current pace is not enough to alleviate Austin’s affordability challenges,” added Cooper. “Furthermore, more homes on the market will not increase housing affordability if those homes are all priced for move-up home-buyers. Austin needs a regulatory environment that will ensure development of all housing types, priced in an affordable range for all Austin residents.”</p>
<p>Austin-area monthly housing inventory was 2.2 months in January 2015, 0.2 months higher than January 2014 but still well below the 6.5-month inventory level the Real Estate Center at Texas A&amp;M University cites as a balanced housing market.</p>
<p>Active listings in January 2015 rose nine percent year-over-year to 5,005 listings, while new listings increased one percent to 2,360 listings from January 2014. Austin-area homes spent the same time on the market as January 2014, or an average of 63 days, and pending sales increased four percent to 2,026 sales during the same time frame.</p>
<p>Cooper concluded, “While single-family homes will always be a part of Austin’s fabric, Austin’s city leaders should consider housing types that cost less to develop and can allow for a greater range of affordable infill options, such duplexes and small apartment buildings, in neighborhoods where they are needed most. The Austin Board of REALTORS® is hopeful that the Austin City Council will embrace changes to the land development code and permitting process to allow for an abundance of housing in all neighborhoods.”</p>
<p><strong><span style="text-decoration: underline;">January 2015 Statistics</span></strong><br />

<p>The following sections describe trends in other sectors of the Austin real estate market.</p>
<p><strong><span style="text-decoration: underline;">Townhouses &amp; Condominiums</span></strong><br />
The volume of townhouses and condominiums (condos) purchased in the Austin area in January 2015 was 135, which is 30 percent less than January 2014. In the same time period, the median price for condos was $218,250, which is four percent more than the same month of the prior year. When compared to January 2014, these properties spent five fewer days on the market, or an average of 48 days.</p>
<p><span style="text-decoration: underline;"><strong>Leasing</strong></span><br />
In January 2015, a total of 1,279 properties were leased in Austin, which is two percent more than January 2014. The median price for Austin-area home leases was $1,430, which is four percent more than the same month of the prior year.</p>

<p><strong>Is Austin in a Bubble ?</strong> Online real estate site Trulia recently issued a report saying that the Austin metro areas has the most overvalued home prices in the country.<br />
That has drawn the ire of local housing market experts and real estate agents, who say Trulia just has it plumb wrong.<br />
In Trulia’s latest “Bubble Watch” blog, chief economist Jed Kolko ranks Austin at nearly 20 percent overpriced. That’s worse than Los Angeles, Orange County, San Francisco and Riverside-San Bernardino in California — four California metro areas that were significantly overvalued during the most recent real estate bubble.<br />
By contrast, Austin and Houston are the only metros out of the 100 largest that look more overvalued today than in 2006, Kolko says, noting recent double-digit increases in asking prices in both markets.<br />
Trulia comes up with its Bubble Watch rankings by comparing current prices with historical prices, incomes and rents.<br />
But ranking Austin the No. 1 overvalued market left some local real estate observers wondering what kind of algorithm Kolko was using.<br />
“This does not sound like an economist that works for Trulia,” Byron “Buddy” Schilling, president of JB Goodwin Realtors in Austin, wrote in an email to his agents and reiterated in an interview with me. “It sounds like an economist that works for the state of California and is tired of seeing people leave the state for Austin.”<br />
Local real estate broker Eric Bramlett chimed in with this: “It’s important to remember that Trulia is, first and foremost, an advertising company. They sell page views to real estate agents. The more page views they get, the more advertising revenue they get. Their bubble blog seems to be nothing more than clickbait.”<br />
After seeing an article about the Trulia report headlined: “SoCal housing markets among most overvalued, but at least we’re not Austin,” local broker David Schneider added his 2 cents worth:<br />
“I think they have a motive for dissing Austin because I think they’re losing a lot of people to a city that is more affordable and maybe a little bit more friendly, said Schneider, with Better Homes &amp; Gardens Real Estate Bradfield Properties. “A bubble is when it’s not built on a foundation, and our foundation is solid.”<br />
Ouch. Don’t mess with Texas.<br />
Trulia, Schilling and others say, just got it wrong.<br />
“A bubble is foam — froth based on something not real,” as in the easy loan money and speculation that precipitated the financial and housing market woes of 2008.<br />
The Central Texas’ housing market, Schilling said, is based on something real — as in the 30,000-plus jobs created during the past three years and the 110 people a day who are moving into the region, per U.S. Census data. Those and other factors, including stricter mortgage lending rules, aren’t the stuff of which bubbles are made but rather “are a solid foundation based on supply-and-demand economics,” Schilling says.<br />
“Austin is a ‘Steady Eddie’ when it comes to median price,” Schilling said, with experts noting it has increased 4.85 percent per year for the past 20 years.<br />
Last summer, when talk of a local bubble also was surfacing, a number of Central Texas experts said strong demand for housing, coupled with a low supply of newly built and resale homes, was pushing prices higher, but nowhere near into bubble territory.<br />
“A housing bubble is created when home prices rise sharply over several years, far outpacing the increase in income levels for the local workforce,” and that was not the case in the local market, housing expert Eldon Rude told me then.<br />
And that continues to hold true now, Rude said last week.<br />
“The recent strong price increases for housing in Austin were the product of a classic imbalance in supply and demand. We had stronger than anticipated population growth during the last recession, and at the same time builders and developers were forced to slow the pace of construction because they could not get access to the capital needed to finance construction,” said Rude, principal of 360 Real Estate Analytics, a research and consulting firm.<br />
With so much local skepticism about Kolko’s ranking, I asked him to explain further.<br />
Here’s what he told me via email:<br />
“To be sure, local demand is strong and getting a boost from fast job and population growth. But Austin prices have recently been outpacing both income gains and rent increases. While in many markets across the country home price increases have run ahead of income gains and rent increases, in many markets recent price increases have been, in part, a bounce-back after big price declines during the housing bust.<br />
“In contrast, Austin and other Texas markets like Houston have seen home price gains outpacing incomes and rents without having had a big price crash in the late 2000s. While Austin has among the strongest employment growth in the country, wage growth has been slower. Furthermore, Austin’s price gains aren’t about a lack of housing: building permits in 2014 (through August) are running 19 percent ahead of Austin’s historical normal level, which is high to begin with relative to other markets.”<br />
Regardless, some local experts still aren’t buying Trulia’s logic.<br />
Schilling says he remains mystified by Kolko’s methods. “But it does remind me of the Mark Twain quote that he and others attribute to (19th-century British Prime Minister) Benjamin Disraeli: ‘There are lies, damned lies and statistics.’”</p>

<p>Bill Evans, 2014 President of the Austin Board of REALTORS®,  also stated, “Recent reports from a national real estate advertising company have claimed that the Austin-area housing market is overvalued, but local economic experts continue to point to our region’s strong economic and population growth as foundations of a healthy market and indicators that those claims are not true. The 110 people who the City of Austin says move to Austin every day need homes to live in, and the real issue at hand is whether those people can afford those homes.”</p>

<p>In September 2014, a total of 1,444 properties were leased in Austin, which is eight percent more than September 2013. The median price for Austin-area leases was $1,480, which is 10 percent more than the same month last year.</p>
