Careless fireworks starts fire at St. Ben's

According to a report in the Cincinnati Enquirer, fireworks are to blame for the July 5 fire at St. Benedict Church. Fortunately, the fire department was able to contain the fire and limit much of the damage to the bell tower. However, this is a perfect example of how carelessness has resulted in unnecessary and 100 percent preventable damage. Please keep this in mind when you see your neighbors setting off illegal fireworks displays.

Great American Cleanup on April 24

The Great American Cleanup is a great way to meet your neighbors and make an immediate difference in the neighborhood. Our efforts in Austinburg will begin at the Gateway Garden and extend throughout the neighborhood. We will gather on at 9 a.m. on Saturday, April 24 at 15th and Maryland for crew assignments.

At the Garden, we will focus on clearing away weeds and debris in preparation for spring planting. From there, we will move south, cleaning up the neighborhood planters and picking up litter.

The city will provide a limited number of trash bags, gloves, water and T-shirts for the event. You are welcome to bring along your own gloves and other supplies. Every little bit helps! After the cleanup, please join us at the thank you celebration, starting at noon in Goebel Park (MainStrasse Village).

Stewart Ironworks Update

Providence Pavilion Open House

A ribbon cutting and open house for the new Providence Pavilion is scheduled for Wednesday, Jan. 27 at 5:30 p.m. The new owners of the former St. Elizabeth North Unit have converted space within the building into a long-term care facility.

"This is the beginning of an amazing project," said George Hagan, one of the principal investors in the building and the owner and operator of Providence Pavilion. "We want to turn this campus into a senior environment where there is a continuum of care." The new owners have already invested $500,000 in renovations, including new medical facilities and dining rooms. The owners are also planning additional community services within the building, including additional senior services.

The Diocese of Covington will maintain its offices in the building, and the historic chapel remains open for Mass and other services for residents of Provident Pavilion and the community. St. Elizabeth Healthcare also keeps a presence at the site, operating its finance division out of the building. An additional 75,000 square feet of office space remains available for lease.

New location for monthly meetings
Effective with the January 11 meeting, the Austinburg Neighborhood Association’s monthly meetings will now be held at Oakland Avenue Baptist Church, 603 E. 17th Street. Regular meetings are held on the second Monday of every month at 6:30 p.m. and generally last one hour.

The ANA would like to thank First United Pentecostal Church and Fred Turner, pastor, for all of their support in hosting Austinburg Neighborhood Association meetings. Our members wish the church the best of luck as it transitions to its new location at 18th and Scott.

City manager to discuss Stewart Iron Works proposal at January ANA meeting
Covington city manager Larry Klein is scheduled to update the Austinburg Neighborhood Association at the Jan. 11 meeting on the status of a proposal to convert the property that once housed the Stewart Iron Works at 18th and Madison into a central hub for social service agencies. The first two phases of environmental assessments have been completed and identified several issues that need to be addressed. Klein says none of the issues would result in the project being dropped, but a remediation plan must be submitted to the state and money budgeted toward the issues.

The project has been called a “prosperity center,” with various groups using the facility including social services, job training, mental health services, daycare, family sheltering and wellness/dental services. The center has been described to the ANA previously as a concept that would not be a homeless shelter, but a multiservice center with a housing component. To date, no specific agencies have agreed to lease space at the facility but several have expressed interested in the project, according to Klein.

Klein said the city is very receptive to community input on the proposal and the mix of services to ensure that they would be beneficial to the neighborhood and the city as a whole. “I think there has to be some sort of benefit to everyone,” Klein said.

City officials have said some of the costs for the facility would be shared with Kenton County and there is the potential for federal and private money to fund some of the operations. The city has said the center should not disrupt plans for new development of retail and housing along the Madison corridor.

12th Street Widening Project Update

Here are a few quick updates regarding 12th Street construction.

· The State has awarded the construction contract, and construction should begin any day now.

· As you may have seen in the City’s E-News, the Kentucky Transportation Cabinet's plan to widen 12th Street has been split into two separate projects. The section between the Interstate and Russell Street will begin any day now. The section between Russell Street and Scott Street (including Madison Avenue between 11th and 12th Streets near the Cathedral) will likely begin in the next 6-8 weeks.

· All overhead utilities will be relocated underground – this will really enhance the appearance of the completed project!

· The Kentucky Transportation Cabinet has confirmed that the new 12th Street bridge will be constructed just south of the existing bridge (you may recall that the bridge had to go through several phases of design to conform with CSX and other requirements). The really good news is that the new bridge will be OPEN before there is a need to close the existing bridge! This will aid through-traffic immensely!

· The Kentucky Transportation Cabinet and the City will try to provide as much notice as possible for any temporary lane or road closures that are needed to complete construction.

St. Elizabeth North building sold

The Cincinnati Enquirer reports that St. Elizabeth Healthcare has sold the century-old North Unit on 20th St. to a nursing home developer. The report indicates the new owner plans to add beds, maintain service in the cafeteria and offer space to community agencies.

The paper previously reported that the North unit's emergency department will close on Aug. 27, and that outpatient services would close the following day, along with the offices of Summit Medical Group.

Fire Department Testing All Fire Hydrants in the City

A message from Covington Fire Chief Mark Young:

The Covington Fire Department will test approximately 1,000 fire hydrants citywide throughout the summer. The Covington Fire Department fire hydrant testing program was designed to ensure that all hydrants are ready when needed.

Why do we test fire hydrants?
Testing ensures that hydrants are in full working order and verifies their flow capacity. In addition, testing fire hydrants is a function the fire department performs in order to receive a lower Insurance Service Organization rating (ISO). The ISO is the organization that sets the insurance classifications for municipalities. The hydrant testing also helps keep the hydrants flushed from any foreign debris, but, more importantly, the test provides information concerning pressure and the amount of water available at each hydrant.

How is the hydrant tested?
In order to determine that a hydrant is capable of meeting fire flow requirements, fire department crews must open the hydrants and discharge water from the hydrant at a high flow rate. Firefighters testing the hydrants will record specific information related to flow and pressure.

How does this affect the neighborhoods where the hydrants are being tested?
Fire hydrant testing is a routine maintenance procedure, but it may result in a few temporary inconveniences. The street near the hydrant being tested may become temporarily flooded. High flow rate discharge during testing disturbs sediments in the water distribution system. This often results in brown or rust-colored water. Hydrant testing may also reduce regular water pressure. Reduced water pressure should only be intermittent as the hydrants are being tested. Your regular water pressure will return to normal once the flow testing is complete. Fire hydrant flushing and water main flushing or repairs can disturb sediments in the water mains resulting in red or brown colored tap water. This colored water is not a health concern and can usually be eliminated by turning on household faucets for a few minutes to flush any sediment out of the system.

What should you do while hydrants are being tested in your neighborhood?
It is recommended that residents turn off their taps for 10 to 20 minutes while crews are testing the fire hydrants in the neighborhood, and it is recommended not to do laundry during that time. This should allow work crews enough time to complete the test. When work crews have left the area, turn on one of the COLD-water taps in the home for a few minutes to flush out the system. If brown or rust-colored water is detected, do not drink the water or wash laundry. While discolored water is not harmful to your health, it can stain laundry.

When will we test the fire hydrants in your neighborhood?
Every day, through the end of September firefighters will be testing hydrants throughout the city during daylight hours. Because the time it takes to test and/or repair hydrants is somewhat unpredictable. An exact timetable or schedule is not possible. The firefighters are subject to responding to emergency calls and will be testing hydrants during the time in-between emergency responses. We ask that you be aware of the crews working in your neighborhood and slow down and drive past them carefully while they are testing hydrants.

Stewart Irons Works Project

At our regular Austinburg Neighborhood Association meeting on May 11, Jay Fossett, Covington city manager, and Aaron Wolfe-Bertling, Covington housing director, are scheduled to give a presentation on the proposed Stewart Iron Works Project.

The building would be constructed off Madison Avenue near 18th and Shaler Streets on the western edge of Austinburg. It would be developed into a job training and social service complex, according to Fossett. The city is in discussions with various social service agencies to locate their services at the building.
