The Kingdom of Bahrain is emerging as a regional leader in digital transformation. The Kingdom has well-recognized the importance of technology to reinforce its economic growth, jobs creation, and human development to provide a better life for all. Bahrain has been an early adopter of implementing reforms to support technology-driven businesses and empower them to drive the economy while the government takes a regulatory role and governance. Bahrain was the first country in the Arab Gulf region to liberalize its telecom sector. Today, Bahrain is leading the region with its well-established information and communications technology (ICT) infrastructure. Bahrain ranks 1st in the Arab region in information and communications technology (ICT) Development Index (IDI) as per International Telecommunication Union (ITU) report and ranks 4th globally in Telecommunication Infrastructure Index (TII) as per United Nation eGovernment Development Index (iGA), Economic Development Board by United Nation eGovernment Report. The country is ready for adopting new and emerging technologies as the percentage of individuals using the internet in Bahrain has reached 98%.

All of this information and communications technology (ICT) achievements have made Bahrain be in the lead in information and communications technology (ICT) development and a fresh-ground for innovations and technologies. The National Digital Strategy of the Kingdom of Bahrain, which will be released soon, will set the directions on how to take advantage of the emerging technologies to streamline service delivery in Bahrain and take the Kingdom towards a better life for all.

What rules apply to the Internet? Who governs it? Internet governance is no longer just for technical experts, as it deals with political questions about the future of the Internet – matters that affect everyone.

Internet governance refers to the right to have a say and play a role in shaping the rules that govern the Internet – and not only technical rules. As the Internet becomes more fundamental in society, the associated political, economic and cultural changes become more evident.

Rules of play for a new phenomenon

Initially, Internet governance mainly referred to how the underlying engines of the Internet were meant to be regulated. For data to flow, a number of basic functions need to be inputted; among them the Domain Name System (DNS), the mechanism which enables a web address to be interpreted. One classic topic in Internet governance is the question of which country codes and generic top-level domains for Internet addresses are to be established for web addresses, and who coordinates the assignment of these.

In the early days of the Internet, it was usually individual engineers or research institutions who would handle such technical administrative tasks. However, as the Internet became ubiquitous, it became apparent that there was a need for detailed rules and organisations to oversee and govern the various segments. Today, institutions such as ICANN (Internet Corporation for Assigned Names and Numbers) coordinate the assignment of addresses, while the establishment of technical protocols and standards is handled by committees such as the IETF (Internet Engineering Task Force).

New Internet governance-related topics

The way in which these institutions evolve over time is a matter of many discussions of Internet governance today. Other political topics have also become increasingly relevant, for example: Internet access in emerging and newly industrializing countries, electronic commerce across borders, and intellectual property rights are all topics which have been increasingly discussed in the context of Internet governance, since the turn of the millennium.

Many current discussions are less focused on the underlying technical layers and more concerned with the rules governing applications and content on the “surface” of the Internet. Issues in this respect include challenges relating to data protection and freedom of opinion, aspects which illustrate the conflict between the ability of sovereign nations to impose general rules, and the transnational nature of the Internet.

Many current issues relating to Internet governance – ranging from the role of algorithms, to cybersecurity, to artificial intelligence – are also discussed under other umbrella terms such as digital policy or Internet policy, demonstrating that the need for an international perspective on rules, principles and procedures on the Internet continues to grow.

More than just laws – rules for the Internet

Internet governance is not just about having rules implemented in the form of laws. Technical standards are frequently established by means of consensus among all involved. The frequently-cited principle, “code is law” expresses how technology can shape opportunities and development as much as law can.

International treaties, such as those formed to fight cybercrime, are another means of Internet governance. Resolutions and voluntary commitments also aim to establish reliable standards. The tools and resources are as diverse as the players involved.

As such, Internet governance also includes negotiating which rules should apply to which activities, as well as who is responsible for establishing these rules and under what circumstances. There is an agreed consensus that no individual party has the capacity to shape the Internet entirely according to their designs. In light of this, Internet governance primarily exists to bring all stakeholders – including representatives from government, business, academia and civil society – to the table in order to discuss and establish the rules that govern the Internet.

There is no single site or tool that brings together the multiple measures required to understand the Internet’s evolution and health. This project addresses the need to have a single, easily identifiable place to go to find up-to-date data about trends that are shaping the Internet’s infrastructure and the health of the Internet way of networking itself.

The project will be based on consuming and processing third-party measurement data, and will use that data to generate and present easy-to-find and -understand information. A Web-based dashboard will present these trends and contextualize indicators within an overall narrative of Internet evolution and promotion of the Internet way of networking.

Internet shutdowns is another initial use case for this project. To establish the Internet Society as a key source for information about the impact of Internet shutdowns and disruptions through data, information, and insight, we plan to deliver a dashboard that will identify, track, and analyze such events.

The global Internet continues to grow around the world, but unevenly.

Our efforts are aimed at not only increasing the reach and reliability of the Internet in the short term, but also ensuring the foundations for continued growth are solidly in place.

The global Internet is made up of a vast network of independent and interconnected computers and measuring any aspect of it on a global scale seems almost impossible. People and organizations from around the world have strived to collect data on the various facets of the Internet but there is no single site or tool that encompasses the whole essence of this amazing technology. In order to help everyone to better understand the Internet, we are building a tool that consolidates trusted third party Internet measurement data from various sources into a single platform. The platform would focus on the following key items:
Internet Shutdowns
The data that will be used here will assist in establishing a framework for measuring the frequency, duration and network reach of Internet shutdowns, along with in-depth analysis and reporting. It will also be supported by first-hand accounts and insights from local communities to explain how the shutdown is affecting them.
Enabling Technologies
New development on technologies are important to allow the Internet to keep growing in order to meet the great expectations of its users. We have taken it upon ourselves to identify these technologies to improve Internet scalability, security, trust and availability.
Internet Resilience
It is very important to have a resilient Internet connection to maintain an acceptable level of service in the face of faults and challenges to normal operation. We’ll study, analyze and track resiliency metrics to improve Internet resilience at the local, regional and global level.

STRENGTHENING THE INTERNET (https://www.internetsociety.org/issues/strong-internet/)

Security and trustworthiness are preconditions to the Internet’s use and growth.

Internet Speed Rises –(https://www.newsofbahrain.com/bahrain/56398.html)

After implementing thorough feasibility studies, the Kingdom of Bahrain has taken serious steps to adopt Cloud technology in the public sector in Bahrain to increase efficiency and effectiveness, and dramatically reduce operational cost at the same time especially in the light of the government directions towards fiscal-balance and IT expenditure optimization.

The Kingdom of Bahrain has launched its unique policy “Cloud-First” that gives a clear road map and guidance for adopting cloud technology at the public sector levels to maintain all measures, including information security. Under the policy, government and public agencies will be obliged to consider and study the adoption of Cloud Computing solutions as an integral part of their IT plans and processes.

All government entities in Bahrain need to evaluate cloud solutions first when undertaking ICT procurements takes all measures such as the appropriate ICT delivery model, information security, fitment of purpose, cost-benefit analysis and achieving value for money over the life of the investment.

The Kingdom of Bahrain has partnered with Amazon Web Services (AWS) in 2017 to be the official Cloud infrastructure provider for the public sector in Bahrain. To date, more than 40 government systems and services have been successfully migrated to the cloud on, AWS data centres.

In regards to equipping the workforce with the skills and knowledge needed during the transformation to cloud, iGA and Tamkeen have put together a full capacity building and AWS certification program fully funded by Tamkeen to bridge the gaps and support building cloud-ready workforce.

About Amazon Web Services (AWS)

In 2017, the Economic Development Board (EDB) succeeded in attracting Amazon Web Services (AWS), which in turn announced plans to open an “infrastructure area” in the Middle East. Cloud computing is the next major direction in IT operations for all.

Amazon Web Services (AWS) estimates that 10,000 data solution architects will be needed across the region in the next five years, with over 2,300 young Bahrainis signing up for Amazon Web Services (AWS) Educate program.

Women don’t wait for the future. The 2018 Inaugural Top 50 Women In Technology lists identify three generations of forward-thinking technologists leading more than a dozen tech sectors across the globe. In November, we introduced America’s top 50 women working in STEM. The Forbes Europe list, which began this multipart series, launched on the eve of Ada Lovelace Day in October, honoring the first computer programmer. We close out the year with the Top 50 tech Moguls, Founders, Engineers, Innovators and Warriors in the world.

The Top 50 Women In Tech is an unranked assessment of technologists in five categories: Moguls, Founders, Innovators, Engineers and Warriors. The list showcases the breadth and depth of entrepreneurial women who are changing the world. We combed through top tech companies, academic institutions, government agencies, professional associations, nonprofits and startups to identify contenders. Only women who are actively participating in tech-focused businesses or fields were considered. A science, tech, engineering or math background was also required, obtained either through formal education or personal study and experience. C-suite executives were eligible only if their work demonstrated hands-on tech experience.
