Campaigning for light Rail in Gladstone Park

30 years ago, in the olden days, life was quite different. Technology was not as advanced as it is today, and people relied more on traditional methods of communication and entertainment. There were no smartphones, social media, or streaming services. Instead, people listened to music on cassette tapes or vinyl records, watched movies on VHS tapes, and communicated with each other through landline telephones or in-person meetings. Personal computers were becoming more common, but they were not as prevalent as they are today. Life moved at a slower pace, and people tended to be more patient and relaxed.

London Tube, DLR and TFL Run rail services and Bus Fares - has incrfeased

Good afternoon

The Mayor of London has today outlined the rise in fares for Transport for London (TfL) services from 1 March 2022. This follows the further short-term extension of TfL’s Government funding agreement.

The details of the new fares show they will rise by an average of RPI+1 (4.8 per cent) which means most will increase by either 10p or 20p.

These changes to fares will help ensure that TfL can reach financial sustainability by April 2023. This is in line with the long-term objective of the funding agreements, while also ensuring the increase in fares is as affordable as possible for Londoners.

While single pay as you go fares on Tube, DLR and most TfL-run rail services will increase by RPI+1, bus and tram single fares will be increasing by 10p to £1.65, and the daily cap increasing by 30p to £4.95, the same price as three single journeys.

• Around 1 in 5 households in Brent experience fuel poverty

• Residents experiencing fuel poverty generally can’t afford to keep their homes warm, well lit, or are

sacrificing other living costs to do so – such as buying food and clothes

• The three main drivers for fuel poverty are:

• Low income

• High energy bills

• Energy inefficient homes

• A cold home is linked with poor health and wellbeing, including increased risk of heart attacks and strokes, asthma, and developing other respiratory infections

Brent Resident Support Fund

Overview:

The Brent Resident Support fund is available to Brent residents who are having difficulty due to unforeseen financial circumstances this winter. Brent residents can apply for support with energy bills and other household expenditure, including grants, loans, and digital inclusion package.

Eligibility Criteria:

 Brent Resident aged 18 or over

 have less than £6,000 in savings

 need support in meeting your day to day living expenses including food and utility

bills

 are not seeking support to pay for an excluded item

 are willing to meet any reasonable conditions concerning the payment award, for

example, support from advice agencies

Brent Hubs can assist residents who may require additional support in completing an online application

Brent Hubs

Overview:

Brent hubs can provide support and advice to Brent residents who are struggling to pay their utility bills this winter. Support includes:

• Assistance with completing funding applications for support from local and national schemes, including the Brent Resident Support Fund

• Referral routes to other advisory agencies who specialise in energy support such as Green Doctors and SHINE

• Urgent support with topping up pre-payment gas and electricity meters Eligibility Criteria:

Winter Fuel Payment

Overview:

A tax-free payment between £100-£300 to help pay with heating bills. It’s not means tested and you can get it if you’re still working or claiming a benefit.

How much you get will depend on your circumstances. You should get the payment automatically if you get the State Pension or another social security benefit. If you don’t get it automatically, you will need to make a claim.

Eligibility Criteria:

 Born on or before 26 September 1955

Warm Home Discount Scheme

Overview:

You could get £140 off your energy bills or a voucher for households with a prepayment meter.

Eligibility Criteria:

 you get the Guarantee Credit element of Pension Credit

 you’re on a low income and meet your energy supplier’s criteria for the scheme

How to apply:

If you’re in receipt of Guarantee Credit element of Pension Credit you will get a letter telling you how to apply for the discount.

If you’re on low income, you should check with your energy supplier to see if you’re eligible and how to apply.

Cold Weather Payment

Overview:

You may be eligible for a payment of £25 for each seven-day period of very cold weather between 1 November and 31 March

Eligibility Criteria:

If you get any of the following benefits:

 Pension Credit

 Income Support

 income-based Jobseeker’s Allowance

 income-related Employment and Support Allowance  Universal Credit

These payments are made automatically and you do not have to do anything in order to get them.

Support paying off existing energy

debt

If you are in debt to your energy supplier, you might be able to get a grant from a charitable trust to help you pay it off.

British Gas Energy Trust provides grants to households that are currently receiving advise from a money advise agency and are able to meet the costs of their energy bills in the future.

There are also companies who offer grants specifically for their own customers. Most companies have a requirement for you to seek advise from a money advise agency before contacting them for support.

Overview:

 in receipt of certain benefits or living with a child under 5, someone with a disability,

or an adult over 62.

Priority Services Register

Overview:

Offers extra services to some residents free of charge, including priority support in emergencies and regular meter readings

Eligibility Criteria:

To qualify you must meet one of the following:  Pensionable age

 Disabled or chronically sick

 Long term medical condition

 Hearing or visual impairment  Families with children below 5

Contact your energy supplier to be added to their Priority Services Register

Green Homes Grant

Overview:

This scheme gives homeowners living in cold and less efficient homes a £10,000 grant to pay for energy efficient improvements such as low carbon heating systems, insulation and smart heating controls. Private and social landlords may also apply to the scheme on behalf of eligible tenants, receiving a grant of up to £5,000 to help cover two thirds of the works.

Eligibility Criteria:

 If you are living in an home with an energy rating of D, E, F, or G, you may be eligible for the scheme. You can visit the Find an Energy Certificate to check your Energy Performance Certificate (EPC) rating and efficiency recommendations.

 To participate in the scheme, you must have a total annual household income of £30,000 or less.

Green Doctors

Overview:

Green Doctors are expert energy advisors who provide advice and support for Londoners; helping them to stay warm and save money on your home energy bills. Support includes, switching energy tariffs, applying for national financial support schemes, advise on energy saving measures, and priority services register.

They offer an initial phone consultation to eligible residents.

Eligibility Criteria:

This service is available for all households in Brent if they meet one or more of the following criteria:

 On a low income (£15,900 or less p/a) or in receipt of any means-tested benefits;

 With a health condition

 People with a disability

 Older people (65 and over)

 Households with children under 5  Pregnant and on low income

National Energy Action (NEA) – warm welcome project

Overview:

Free support service, providing advise to households on their energy bills and keeping warm and safe in their home. It also offers training to frontline staff that work with expectant parents. The NEA also provides online training to professionals

Spot the signs that someone may be struggling to keep their home warm

It can be difficult to identify if someone is living in fuel poverty, but here are some signs you can look out for:

• Wearing lots of clothes indoors

• Staying in bed to keep warm

• Complaining that home feels cold, damp or draughty

• Respiratory problems such as asthma or a persistent cough

• Complaining that energy bills are too high or owing money

• Not understanding energy bills

• Feeling isolated and unable to go out and socialise

If you suspect that someone is struggling, reassure them that help is available and encourage them to access all of the support that is available to them.

How to check who your energy provider is

Contact details for your current energy supplier will be on a recent energy bill. Log in to your online account if you don’t get paper bills.

Top tips to reduce your energy usage and stay warm

Heating your home

•When at home in colder weather your main living space should be kept at 21°C and all other spaces, including bedrooms, at 18°C for health and comfort. Some older people, young children, disabled people or those with a long-term illness may need higher temperatures.

•If you’re too warm turn your room thermostat down to a comfortable temperature for you (but be mindful of recommended temperatures for colder weather).

•Use a timer on your heating controls. Set the heating to come on half an hour before you get up in the morning and half an hour before you will arrive home.

In the home

•Turn off appliances when not in use and avoid using stand-by buttons

•Turn off lighting when not in use and use energy saving bulbs

•Close curtains at night and tuck them behind radiators

In the kitchen

•Only boil enough water in your kettle for your needs

•A microwave is more cost effective for cooking small items than an electric oven

•Use pan lids to reduce steam and the energy needed for cooking

•Use economy settings (such as 30°C) on washing machines and dry clothing outdoors or in a well-ventilated room

In the bathroom:

•Save energy and water by having a quick shower rather than a bath

•Don’t leave hot water taps running when washing

Electric vehicle charging points coming to a street near you

The power to charge up your Electric Vehicle (EV) has arrived in Brent with 242 convenient lamp column charging points being rolled out across the borough.

This has been made possible through the use of the new Ubitricity ‘smart socket’ technology system which embeds the charging point into streetlights.

The council declared a climate emergency in 2019, and since this time has been working towards reducing carbon emissions and encouraging the use of alternative methods of travel.

Road transport is the third biggest contributor to carbon emissions in Brent, representing 22% of the total so making the switch to EVs will be a crucial part of decarbonization across the borough

Dear Friends,

I wish you a happy Merry Christmas and new year.

No doubt more than ever, this coming year is not only important 'but also needs careful monitoring. After the Coronavirus and now Omicron working becomes impossible to perform for everybody. Also, we remain avoiding face to face meetings, what a miserable time we all have. Though it is not clear enough after getting "booster" it seems time is not far when we all must spend time to relax and get rid of the stress and mental strains of the last two and half years, so those whom we love and care about very much.

I am proud to report of the work despite impossible conditions more or less, we could manage and continue to carry on in spite of hurdle after hurdle. are managing to able to carry out important communities works in general but especially in Barn Hill and Chalk hill Particular.

Thank you for all supporting during the 12 years and hope this support will continue for the future as I intend to continue in the cut down size ward Barnhill.

Merry Christmas and Happy new year

Brent Council Christmas tree recycling service is available again this year for residents who purchase a real Christmas tree and want to recycle it in an easy way. There are a number of options available for residents.

Christmas trees can be taken to one of Brent many drop off locations in Brent parks from the 26^thDecember until the 9^th January. All locations are available to view on a map, by visiting www.brent.gov.uk/christmastree

Residents can also still take their real Christmas trees to the Reuse and Recycling Centre at Abbey Road, cut up their tree and recycle using their garden waste service (if they subscribe), or book a bulky waste collection by visiting www.brent.gov.uk/specialcollections

Cleaning Report by John Parker

BHCG were working yesterday near the main car on conservation work and litter picking. Last Sunday we were working in an area near the lay-by on conservation work and litter picked the area.

From our records we have collected 351 blue bags of rubbish and large items tyres, mattresses gas meters exhaust pipes and builders rubble this year. In ten years 3976 bags of litter.

Most rubbish will be found on the outskirts of the park behind houses that back onto the park. Broad view park Enterance is an area where there is a lot of fly tipping currently there is a mattress in the field by the park enterance that needs collecting.

A number of BHCG volunteers may be able to attend today, however if you had given more advanced notice more would have been able to attend and give valuable information.

Fryent Park, Barn Hill held a film shooting session yesterday at top of the hill . The shooting for Lloyd's Bank and the famous horses taking part were from their own horse stables. ( think.) But they were magnificent and heart taker.

A number of countries have also been added to the red list. Please check the Government website for up-to-date guidance and restrictions before you travel.

Where to get a test in Brent

There are lots of ways to get tested in Brent, and the test you take depends on whether or not you have COVID-19 symptoms.

If you have symptoms, you will need a PCR test. If you do not have symptoms, you should regularly take LFT tests.

Ways to get tested include visiting a testing centre, visiting a pharmacy, or taking a test at home. One in three people who have COVID-19 do not show symptoms, so regular testing lessens the chance of spreading the virus without realising it.

New self-isolation rules mean that anyone in contact with people who have tested positive for Covid-19 will now be required to take daily tests. Only those who test positive will then be required to isolate. The new measures mean that anyone who is a close contact with a positive Covid case can take daily lateral flow tests, instead of being subjected to the ten-day self-isolation period that was previously required.

On Wednesday, the Government announced that it is introducing new rules to try and slow the spread of Omicron, a variant of concern which spreads much more quickly than other strains we have seen. Here are the four big things you need to know.

Full vaccination offers the best protection we have against the virus, including Omicron. With these rule changes, the government is trying to give people more time to get the protection of booster vaccinations, or first and second vaccines for those who haven’t got theirs yet. The COVID-19 vaccine is safe, effective and free, so I urge you to get yours. Anyone aged over 40 who had their second jab more than three months ago can book a booster now. The booster helps give you longer-term protection against getting seriously ill from COVID-19.

From today Friday (10 Dec), wear a face covering in most indoor public venues. The government is making this compulsory again, except for those under 11 years or with an exemption, extending it from just public transport and shops to almost all indoor spaces including theatres and cinemas. According to the latest research, masks can block up to 80% of the virus spreading into the air from infected people, and also protect wearers from breathing in up to 50% of particles.
The NHS Covid Pass on the NHS App is set to become mandatory for entry into nightclubs and other places where large crowds gather from Wednesday 15 December.

About half of the world’s fossil fuel assets will be worthless by 2036 under a net zero transition, according to research.

Countries that are slow to decarbonise will suffer but early movers will profit; the study finds that renewables and freed-up investment will more than make up for the losses to the global economy.

It highlights the risk of producing far more oil and gas than required for future demand, which is estimated to leave $11tn-$14tn (£8.1tn-£10.3tn) in so-called stranded assets – infrastructure, property and investments where the value has fallen so steeply they must be written off.

The lead author, Jean-Francois Mercure of the University of Exeter, said the shift to clean energy would benefit the world economy overall, but it would need to be handled carefully to prevent regional pockets of misery and possible global instability.

“In a worst-case scenario, people will keep investing in fossil fuels until suddenly the demand they expected does not materialise and they realise that what they own is worthless. Then we could see a financial crisis on the scale of 2008,” he said, warning oil capitals such as Houston could suffer the same fate as Detroit after the decline of the US car industry unless the transition is carefully managed.

The challenge is evident at the ongoing Cop26 climate conference, where some of the nations most at risk of being left with stranded assets – such as the oil and gas exporters Russia and Brazil – are likely to try to slow down the transition as they have done at previous climate meetings, while those most likely to gain – such as the fuel-importing EU – are pushing for faster action.

The new paper, published in Nature Energy, illustrates how a drop in demand for oil and gas before 2036 will reshape the geopolitical landscape. Current investment flows and government commitments to reach net zero emissions by 2050 will make renewable energy more efficient, cheaper and stable, while fossil fuels will be hit by more price volatility. Many carbon assets, such as oil or coal reserves, will be left unburned, while machinery will also be stranded and no longer produce value for its owners.

The most vulnerable assets are those in remote regions or technically challenging environments. Most exposed are Canadian tar sands, US shale and the Russian Arctic followed by deep offshore wells in Brazil and elsewhere. North Sea oil is also relatively expensive to extract and likely to be hit when demand falls.

By contrast, current oil, gas and coal importers such as the EU, Japan, India and South Korea, will reap hefty economic dividends from the transition because they will be able to use the money they save on overseas fuel purchases to invest in their own countries, including money for renewables that will modernise infrastructure, create jobs and improve energy independence.

The situation for the world’s two biggest emitters – the US and China – is more complex as they have more diversified economies with both substantial fossil fuel assets and powerful renewable sectors. The UK is in a similar situation, but as a net energy importer, stands to benefit overall.

Much depends on the speed and spread of decarbonisation, along with the tactics used by fossil fuel exporters to sell off their assets before they lose value. To assess the impacts, the study explored several different scenarios.

Introductions
Background and challenges
- Duncan Weir gave a summary of why the residents in the area are experiencing significant noise disturbance when Jubilee line trains travel along the track in the Kingsbury area. He explained that a combination of a number of factors is presenting the track engineering team with an ongoing challenge.
- The noise in the area at the moment is much higher than TfL would like and we are working to bring this down. We apologise for the impact this is having on residents in the meantime.
- There is a significant curve that trains have to navigate around. The noise is generated by the wheels of the trains as they interface with the rails.
- There is also a minor instability on the embankment in the area.
- Engineering’s first attempt to reduce the noise was through a trial application of lubricant onto the rails, which the trains would pick up and carry through the curve. Unfortunately this did not bring about the improvement we were hoping for (this relates to the train-borne frication modifier).
- The northbound track is in good condition so we don’t believe there is anything causing the train the vibrate. The issue is that it is curved on the slight incline. The level of the cant (tilt of rails) is set by the engineering team based on the speed that the trains will operate at. TfL have put a higher cant on the track due to the expectation that the trains would run at a higher frequency and therefore a higher speed. Currently, due to a number of reasons including Covid, trains are not running at the speed anticipated. This is causing the wheels to slip on the rails causing squeal. People often think higher line speed means more kinetic energy so more noise but not the case here, as explained above.
- The overall quality of the southbound track is not at the level TfL would ideally like. It requires more ballast and re-tampering as it is not as smooth and linear as it should be. Related to this is the fact that, at some point, bank stabilisation works will be required in the area. Civil Engineering are currently looking at this and Emily Fisher will keep residents and councillors updated.

Next steps
- We are continuing our investigations into the application of a train based lubricant. This should mean that only the exact amount of lubricant needed is applied.
- Any new trials or modifications take a lot of time as engineering must consider safety impacts. For example, if you don’t get the adhesion correct and reduce the friction too much that can affect the braking of trains. We expect we will be in a position to apply the applicators and commence a trial after 6 weeks lead time. Emily Fisher will keep residents updated.
- To address the issue of the over-cant on the northbound track, there are two options. Firstly, TfL could increase the speed along the curve (localised higher speed), to stop the wheels slipping and causing the squeal. The second option would be for the engineering team to de-cant the track. The preference is to run trains at originally planned line speed. De-canting the track is far more difficult and would take a long time.
- We have a number of interventions to continue with and after each trial we will then take measurements to see if there has been any improvement. We don’t plan to leave the situation unaddressed.
- Emily Fisher will update residents on a fortnightly basis in addition to before and during any trials or works.

Questions
- Krupesh Hirani AM: The noise from the trains is horrendous. Can trains to go at the right speed or a lower speed to keep the screech lower? Duncan Weir will investigate internally why the higher train speeds have not been introduced just yet despite many reassurances that it is coming. If categoric assurance is given that speeds won’t be increased then Duncan’s team will decant the track but given the significant amount of work that this will require, this is not something TfL would prefer to do if the speeds will be increased.
- Krupesh Hirani AM: Given what has been experienced over past two years, why has TfL been so slow to address the issue even on a temporary basis? TfL can only apologise for the continued disturbance. This section of track is proving to be a challenge and the failure of the on-track lubrication trial was disappointing. Claude Snowdon has now been appointed as overall head of noise complaints and his addition to the team will be beneficial to addressing the continued situation.
- Cllr Shafique Choudhary: The noise has been an issue for over three and a half years causing many problems for residents. Is there a problem with the levelling of the track especially on the bend? Because the track is on a curve, it needs to be on a cant. The speed of the train and the cant of the track need to be aligned. The current design is for travel at 35mph but trains are currently limited to 30mph which is causing the wheels to slip and a squeal sound to be heard.
- Cllr Shafique Choudhary: Can some trees or protection be added to the bank to protect the area from noise? There was never such an issue until trees were removed from the bank. Trees will deflect some noise but there is a balance between this and their impact on the track infrastructure. In some cases, trees can help the bank stability but this may not be the case here. Action: Duncan and Anthony to speak to vegetation team to ascertain whether trees are an option here or impossible due to the instability of the bank.
- Cllr Gaynor Lloyd: Will councillors and residents be informed in advance of any pilots and afterwards once new noise monitoring has been undertaken? Yes Emily Fisher will ensure stakeholders are aware in advance of any upcoming works or trials and will keep regular fortnightly communication ongoing in addition to this.
- Yuri - Beverly Gardens resident: The thumping noise is a real issue. Would increasing the speed increase this? The track is fairly joint free in the area but if there are joints then they can be removed fairly quickly. If the thumping is being caused by points and crossings then there is little that can be done. Action: Duncan and Anthony to look into this individually.
- Elaine and Spencer – residents: After nearly 40 years it is now impossible to spend time in the garden. The trees that previously shut out the noise have been removed. Windows and the back door has to remain closed. What has changed in the past three years to make this happen, any why were the trees removed? TfL need to undertake some Civil Engineering works on the embankment due to lack of stabilisation and root impregnation. This will help determine whether it is possible for trees to be on the bank. The embankment compounding can decrease track quality which then increases noise, so it is important the embankment issue is looked into. If trees are not suitable, TfL will look into the suitability a sound barrier but will need to consult with residents as barriers can sometimes have a negative impact on gardens and sunlight.
- Praful Soni – Uxendon Hill resident: The noise is having a significant impact on the ability to sell property. TfL can only apologise and reiterate our commitment to resolve the issues causing the noise. There are however a number of contributing factors and it is difficult to find a solution quickly. It should not have gone on this long but this is not something that is easily resolved. We will continue to work until there is an improvement.
- Harshal Padhye – resident: Can you give a timeline for when you expect the problems to be resolved and can a barrier be used instead of trees in the meantime? TfL does not remove trees unless there is a genuine safety need to. In this case it was due to the instability of the embankment. We will look at whether a barrier is an option although this will only mask the real issue which we will continue to work to address.
- Karen and Mel – residents: Why can northbound trains be heard long before they turn up? The noise comes from the track. This is possibly due to the location of the property meaning the trains traverse the curve for some time before they pass the property itself.
- Belinda – resident: Workmen at night are extremely loud (shouting, laughing, beeping horns, transporting, bashing and throwing materials) and reports to TfL seem to have no effect. This is unacceptable and we are extremely sorry to hear the report. Action: Claude/Emily to raise this with contractors.
- Anne – resident: With reference to a World Health Organisation report and a study published last week in Denmark, expressed concern that the noise experienced by residents along the Kingsbury Curve is well above the noise limit and this could lead to higher instances of dementia in residents. TfL appreciate the significant concern caused and will continue to explore every avenue to address the cause of the excess noise.
- Sue - resident: Workers and contractors park their cars and vans haphazardly on the grass verges which, particularly when wet, leave the verges in a terrible state. Action: Claude/Emily to raise this with contractors.
- Sue – resident: Would it be possible to install a solid screen in front of the site near the S2 bridge? Previously a thin plastic sheeting partially covering the wire fencing ended up detached and blowing around before being removed. TfL will look into this. Whilst this barrier will have no impact on the noise from trains it will help mitigate work from any works taking place immediately behind the fence.
