Union Pacific crosses through Oklahoma in several places, so many towns are eligible. Chickasha and El Reno are already listed.

Rural Community Development Initiative grants focus on housing, community facilities, or community and economic development, but they require two organizations to work together to benefit the community. One applies for the grant and is the "intermediary." The other organization receives training or assistance from the grantee and is the "recipient." The recipient uses what they learn at this training or assistance to better serve the people of the community. Make sense?

It's a ‘‘train the trainer’’ type grant. But... at the end, I'll tell you how you can use it to get some engineering work done, too.

For example, the County economic development group might apply for funds to help train local entrepreneurs. They cooperate with the local City (or Town) governments to train the City economic developers to better support entrepreneurs.

Use these grants to train your people
to better serve the community.

USDA also provided some examples:

The intermediary hires a staff person to provide technical assistance to the recipient. (In our example above, the County hires a person to train the City economic development staff.)

Or the recipient hires a staff person, under the supervision of the intermediary, to carry out the technical assistance provided by the intermediary. (So, this would be the City hiring a trainer, under the County's supervision, and then training the City staff people.)

Complicated enough for you? The simple goal is just to make your city better able to serve your people, whether it's in housing, community facilities, or economic development.

The USDA says grants may be used for but are not limited to:

training recipients how to conduct a program on home-ownership education;

training
recipients how to conduct a program for entrepreneurs or programs that support micro-enterprise and sustainable development;

providing technical assistance to
recipients on how to effectively prepare a strategic plan;

provide technical assistance to
recipients on how to access alternative funding sources;

building organizational capacity through board training on developing strategic plans, board operations, management, financial systems, and information technology;

developing training tools, such as videos, workbooks, and reference guides to be used by the sub-grantee;

providing technical assistance and training on how to develop successful child care facilities; and

providing training on effective fundraising techniques.

Digging a little further, I found this bit:

Assist recipients in completing pre-development requirements for housing, community facilities, or community and economic development projects by providing resources for professional services, e.g., architectural, engineering, or legal.

Purchase of computers, software, and printers, limited to $10,000 per award, at the recipient level when directly related to the technical assistance program being undertaken by the intermediary.

Provide funds to recipients for training-related travel costs and training expenses related to RCDI.

There are bonus points for working regionally, for smaller communities under 5,000 in population, for lower income and for addressing renewable energy and energy efficiency.

The participants will receive lots of training as the main benefit of the project. You can see an overview of the training here (PDF).

Regions must contain at least 3 contiguous counties and can cross state lines. Regional groups can be brand new or existing. All participants have to commit to attending the bulk of the training. Groups with a wide variety of members (private sector, public sector, etc.) will score more points in the application process.

SET has been done is many other states, and is now expanding into Oklahoma as a partnership of
the Oklahoma Cooperative Extension Service and the USDA-RD State Office.

This is a competitive program, so applications must be submitted by May 4 and up to 2 regions may be selected (depending on available funding).
The problem is that your small town can't do it all.

Get all the right people involved in planning
before you seek funding.

Starting with the list of grant opportunities is starting at the wrong end. Where should you start? Planning.

Build a strategic plan for your town. Involve the entire leadership of the town, especially the council or board. Include your goals, your main projects, and the new items you'd like to undertake, funding permitting.

Get the engineering or drawings done for your projects.

Figure out the basic budget. Know what it will cost, and whether it can be done in stages.

Know how much matching funds you can reasonably provide.

Now you're ready to consider what funding sources might fit.

We can help you with the preparation process. That will put you in a much better, more competitive, position when you find the right opportunities to seek.

Oklahoma Brownfields Conference focuses on redeveloping old properties

Oklahoma will host a Brownfields Conference May 22-23, 2012, in Oklahoma City.

This property was the subject of a Phase 1
environmental review through EPA funds.

Brownfields are properties that have lost value
due to real or perceived environmental contamination. Brownfields funds are available to evaluate and clean up those properties so they can be put back into use in the community.

Properties that once housed gas stations or dry cleaners are especially popular for Brownfields funding in small towns. Since almost every property could contain asbestos, it makes sense for many different projects. Every small town government should know about the Brownfields funding for redeveloping old properties.

From the website:

This opportunity will support customized solutions targeted to address the gaps and opportunities specific for individual regions by strengthening linkages to self-identified, high-potential industry clusters in competitively selected rural regions across the nation and across all sectors.

Funds awarded to the winning applicants can be used to support and accelerate a range of projects including improving rural communities’ capacity and ability to undertake projects related to housing, community facilities, or economic and community development along with creation of regional linkages that connect communities with innovation clusters and regional opportunities leading to job creation, expanded markets, and economic growth.

An informational webinar will be on March 20, 2012, and will be recorded and be available after that.
The Obama Administration today announced a $15 million multi-agency Rural Jobs and Innovation Accelerator challenge to spur job creation and economic growth in distressed rural communities. This competition, which is being funded by the U.S. Department of Commerce's Economic Development Administration (EDA), the U.S. Department of Agriculture (USDA), the Delta Regional Authority (DRA), and the Appalachian Regional Commission (ARC), was designed by the Taskforce for the Advancement of Regional Innovation Clusters and the White House Rural Council.

The Rural Jobs Accelerator Challenge is expected to give out approximately 20 awards, depending on the number of eligible applications. To be eligible for an award, projects must benefit rural communities, but the applicant is not required to be located in a rural area. Nonprofits, higher education institutions, tribes and state and local governments can collaborate to apply for funding. Although businesses are not eligible to apply directly, applicants can also partner with the private sector on implementation.

In addition to the four funding partners the initiative is supported by nine other Federal agencies: Commerce's U.S. Patent and Trademark Office and National Institute of Standards and Technology Manufacturing Extension Partnership; Denali Commission; U.S. Department of Education; U.S. Department of Labor's Employment and Training Administration; U.S. Department of Energy; Environmental Protection Agency; U.S. Department of Housing and Urban Development; and the Small Business Administration.

The deadline for applications is May 9, 2012 and guidelines for submissions are accessible here.

Infrastructure projects that will create more
jobs are a good fit for REDLG.

Eligible recipients are USDA rural utilities program borrowers. Those recipients pass the funds to local organizations. That means you may need to partner with a rural electric cooperative to handle the funds.

The funding is leveraged to create projects that retain or create jobs and upgrade public infrastructure. The maximum amount of funding for any one project is $1 million for loans and $300,000 for grants.

For example, the Utilities District of Western Indiana received a REDLG loan and grant in 2011 to construct an elevated water storage tank and supply lines. The project will serve a technology park and two communities, creating nearly 400 jobs.

Tony Hawk grants are probably the best known skatepark funding source, and that means lots of competition. if you want to seek one, get all your details in order. Applications open June 15, 2012, and are due July 2, 2012.

Grants support public parks in low-income areas. Preference goes to professionally designed and constructed parks.

Many small town governments may have historic collections records that actually qualify as humanities materials. Libraries, museums and even town records offices are eligible. The types of materials may include:

books and journals

archives and manuscripts

prints and photos

architectural and cartographic records

decorative and fine art objects

digital materials

The cost of professional conservators can be covered with this grant. Other covered costs include general assessment of collections, purchase of preservation supplies, and specialized training.

Small governments that have never applied to NEH before are "especially encouraged" to apply.

TIGER grants for transportation

Much like the previous TIGER Discretionary Grants, the FY 2012 grants provide funding for capital investments in surface transportation infrastructure.

Arts tourism is big business.

This grant is targeted at small and mid-sized organizations for projects that extend the reach of the arts to underserved populations -- those whose opportunities to experience the arts are limited by geography, ethnicity, economics, or disability. (Most cities and towns in Northwest Oklahoma could claim geography and probably economics.) City governments and nonprofits are eligible.

The involvement of professionally trained, experienced artists and arts professionals is essential.

Fast-Track grants are available only for specific types of projects in these two categories.

1. Engagement of the public with art:

events that feature one or more guest artists

unified promotion of community-wide arts activities and cultural tourism

development of professionally-directed public art projects

2. Livability, or strengthening communities through the arts:

design and planning for new or existing cultural facilities and civic spaces (including streetscapes and signage)

Due to the short time between the application deadline (March 2, 2012) and deadline for spending funds (June 30, 2012), there may be little competition for these grants. If your town has one of these programs already in place, this is an opportunity to quickly inject funds with no matching requirement.
