destination for overseas Filipino Workers (OFWs) because they seem to be cooperative when it comes to concerns of Filipino workers.&lt;br /&gt;&lt;br /&gt;In the POEA resolution, POEA identified 76 OFW-friendly countries. Of the 76 countries, the majority comes from Europe with 32 countries, followed by 21 countries in Americas. Meanwhile, there are 17 countries from the Asia Pacific region, 4 countries in Africa and only two countries are from the Middle East.&lt;br /&gt; &lt;br /&gt;The countries were identified on the basis that they meet at least one of three requirements provided for in the revised Migrant Workers Act or the Republic Act 10022.&lt;br /&gt;&lt;br /&gt;The new Migrant Workers Acts states that the Philippines will only allow deployment if the host country fulfills the following:&lt;br /&gt;Has existing labor and social laws protecting the rights of workers;&lt;br /&gt;Is a signatory to and/or a ratifier of multilateral conventions, declarations or resolutions relating to the protection of workers; A panel of judges then decided who among the six most popular would be the winner.&lt;br /&gt;&lt;br /&gt;“Nagulat ako (I was surprised). Wow it’s a bang for me,” said 25-year-old Ronnievinn in an interview with Inquirer.&lt;br /&gt;&lt;br /&gt;Ronnievinn’s winning tweet was: “I’m a nurse, I’m an educator, a son, a friend, and I want to inspire nurses and nursing students.”&lt;br /&gt;&lt;br /&gt;“I never expected to win,” said Ronnivinn, still sounding quite overwhelmed—what with the sudden requests for interviews from the big TV networks and other media.&lt;br /&gt;&lt;br /&gt;“I feel so proud that I was able to represent the country … When I started I didn’t know it was that serious, that it could be a chance for us Filipinos to be heard, for the world to realize that Filipinos are world class,” he added.&lt;br /&gt;&lt;br /&gt;He was invited to go to the United States to personally accept his award, but unfortunately his visa had expired.&lt;br /&gt;&lt;br /&gt;But he sent his acceptance speech within the required 140-characters-or-less tweet limit: “ThankYou shorties for this honor.Lets celebrate Nursing around the world.The caring, compassion, love &amp;nurturing. We all deserve this! Mabuhay”&lt;br /&gt;&lt;br /&gt;Born and raised in Taguig, Ronnivinn said he was no stranger to the hard life and strove to be self supporting and independent.&lt;br /&gt;&lt;br /&gt;He initially wanted to be a doctor but eventually opted to be a nurse. “Graduates of medical degress can’t earn money right away; not even get a part-time job,” he explained.&lt;br /&gt;&lt;br /&gt;Another outlook&lt;br /&gt;&lt;br /&gt;According to Ronnievinn, he wants to change the way the people perceive nursing nowadays. He aims to remove the impression that nursing is all about going abroad and earning tons of money.&lt;br /&gt;&lt;br /&gt;“Hindi yan tungkol sa pera (Nursing isn’t about money), it should be your passion, your advocacy,” he said in a mixture of English and Filipino.&lt;br /&gt;&lt;br /&gt;He said he wanted to teach, to help propagate “the true essence of the profession.”&lt;br /&gt;&lt;br /&gt;“As a nurse, you’ll feel that it’s truly rewarding to care for people. That’s my outlook, and I just want to share my profession and enlighten people in one way or another, he said, explaining why he went into teaching and is active in social media.&lt;br /&gt;&lt;br /&gt;Ronnivinn teaches at the Mapua and CEU and is also a reviewer for nursing board takers. He said he uses these opportunities to not just educate future nurses academically, but to impart to them the importance of nursing.&lt;br /&gt;&lt;br /&gt;“The feeling of giving attention and tending to the needs of the sick is a rewarding experience,” he said.&lt;br /&gt;&lt;br /&gt;He still plans to go back to the United States to practice nursing, but right now, he’s enjoying his career as a teacher.&lt;br /&gt;&lt;br /&gt;“Na enjoy ko...naging passion ko na siya [teaching].” Twitting is part of it as well.&lt;br /&gt;&lt;br /&gt;He seems to enjoy almost everything he does. He is also a coauthor of a nursing textbook. “Diba, ang ganda lang pakinggan. Ano ka? Author (Doesn’t that sound great, to say you are an ‘author’).”&lt;br /&gt;&lt;br /&gt;He’s very funny and a happy-go-lucky person, and seems to have a knack for making serious discussion seem like a chat session.&lt;br /&gt;&lt;br /&gt;Handling discrimination&lt;br /&gt;&lt;br /&gt;Filipinos, he said, should never be ashamed of being who they are. He said he never felt discriminated against in the US because of race. But when students ask him to comment about those who have experienced it, he says, “I believe you just have to present yourself as someone respectable, yung hindi ka kabastos bastos (you are serious and not a pushover); present yourself properly and do your work well. Hindi maiwasan yung mga judgmental, di naman sila nagpapatakbo ng buhay mo (There are judgmental people in the world, but they don’t run your life).”&lt;br /&gt;&lt;br /&gt;Race shouldn’t be a barrier to any of your dreams. It is your determination, motivation and passion to do what you want that should drive you toward your goals. One should turn barriers into terms of empowerment and not hindrances to success.&lt;br /&gt;&lt;br /&gt;He began twitting several years ago and has over a thousand followers. Why should people follow him? In a Twitter interview he said: “Because I’m interesting and speak from my heart.”&lt;br /&gt;His favorite tweet: “Keep your dreams alive. According to Foreign Undersecretary, Esteban Conejos, the selfless act of these overseas Filipino workers (OFWs) are appreciated by local Libyan nationals. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Amidst the growing violence and civil unrest that Libya is experiencing, hundreds of Filipino nurses and other medical workers still choose to remain in the Middle Eastern country. According to Foreign Undersecretary, Esteban Conejos, the selfless act of these overseas Filipino workers (OFWs) are appreciated by local Libyan nationals. The fact that the Filipino nurses earned the admiration and respect in Libya, the reputation of the Philippines is also improving in the Middle East.&lt;br /&gt;.&lt;br /&gt;Conejos who had a brief two-week visit to Libya and Tunisia said, “That's why our nurses deserve our admiration and also, I guess it's the reason Libyan people love Filipinos there." &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;The Undersecretary informed that there are about 1,300 Filipino nurses employed in the largest hospital in Libya, the Tripoli Medical Center. There are also 600 Filipino nurses working in the Benghazi Medical Center. Most of these nurses decided to stay in Libya despite the risky situation because of their professional commitment.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;There are also at least 70 nurses from the two Libyan hospitals mentioned who had returned to Manila for fear that they would be left behind when the conflict grows worse.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;According to Conejos, those who chose to remain said, “'Sir, we cannot go, we are medical personnel. We should be the last ones to leave hospitals. There are people dying here."&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Conejos said that the Libyans are grateful that the Filipino nurses are still in their country and for continuing to serve the interest of the Libyan people in the middle of the political conflict.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;He added, “Wherever we go, in Libya, in Tunisia, people would wave at us, 'Philippine, Philippine.' Our reputation is good in that part of the world."&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;However Conejos also said that monetary reasons is part of the reasons why many Filipino nurses chose to stay as nurses in Libya get excellent perks and privileges.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;He said, “They'd tell me also, it would be a pity, the privileges of our nurses in Libya are so good. The highest paid there would be paid ranging from about a minimum of USD800 to even as high as USD2,000."&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;Recently, the Libyan government increased the salary of the nurses not just twice but three-fold."&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;Conejos added, “The benefits are even bigger for those who have been there for 15 years. The project will deploy nurses in rural and underserved communities for a period of one year. Nurses under this project will undergo learning and development in accordance with the roles and functions required by this project. A certificate of competency and employment will be given to those who have satisfactorily completed their engagement with the project. While on deployment, nurses will be given an allowance to cover for their meals, transportation and other incidental expenses.&lt;br /&gt; &lt;br /&gt;Competencies gained by the nurses upon completion of the training cum deployment project shall cover both clinical and public health.&lt;br /&gt; &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;TARGET AREAS&lt;/span&gt;&lt;br /&gt; &lt;br /&gt;Community based volunteer nurses will be deployed in all regions and provinces nationwide where DSWS’s Pantawid Pamilyang Pilipino Program (4Ps) or Conditional Cash Transfer (CCT) is being implemented as well as DOH Basic Emergency Maternal Obstetric and Neonatal Care (BEMONC) facilities are being upgraded/strengthened.&lt;br /&gt; &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;BENEFICIARIES&lt;/span&gt;&lt;br /&gt; &lt;br /&gt;Ten thousand registered nurses will undergo learning and development during their deployment;&lt;br /&gt; &lt;br /&gt;2.3 million household will benefit from delivery of health services.&lt;br /&gt; &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;GAIN&lt;/span&gt;&lt;br /&gt; &lt;br /&gt;The project will provide the registered nurses with an allowance of Php8, 000.00 per month;&lt;br /&gt; &lt;br /&gt;A total of 10,000 nurses shall undergo learning and development during the deployment period to enhance their community and clinical health competencies to increase their employability;&lt;br /&gt; &lt;br /&gt;The project will address the shortage of skilled and experienced nurses, both domestic and international through a structured competency development program.&lt;br /&gt; &lt;br /&gt;CCT and BEMONC areas will benefit from improved health care services.&lt;br /&gt; &lt;br /&gt;The project will also augment the nursing workforce of health facilities from identified CCT and BEMONC areas of needed clinical and public health nurses.&lt;br /&gt; &lt;br /&gt;PROJECT IMPLEMENTERS&lt;br /&gt; &lt;br /&gt;The community bases nurses deployment shall be a joint project of the Department of Social Welfare and Development (DSWD), the Department of Labor and Employment (DOLE), Department of Health (DOH), and the Professional Regulation Commission – Board of Nursing (PRC-BON). NCLEX EXAM"/><category scheme="http://www.blogger.com/atom/ns#" term="US Nursing Exam"/><title type="text">Filipino nurses taking US licensure exam down by 30%</title><content type="html">The number of Filipino nurses seeking to practice their profession in the United States plunged by one-third during the first half of 2010 compared to the same period last year.&lt;br /&gt;&lt;br /&gt;Based on a mid-year report by the US’ National Council of State Boards of Nursing, only 5,533 Filipino nurses took the National Council Licensure Examination (NCLEX) as of June 2010, or more than 30 percent lower from the 8,272 examinees during the same period last year.&lt;br /&gt;&lt;br /&gt;The NCLEX is the licensure examination for nurses in the US, administered to registered nurses and licensed practical or vocational nurses. &lt;br /&gt;&lt;br /&gt;The Philippines, however, remains the top country where most of the examinees come from this year, followed by India, South Korea, Canada and Puerto Rico. Last year, the Philippines was also the top country with over 15,000 examinees. &lt;br /&gt;&lt;br /&gt;"The number of Filipino nurses taking the NCLEX for the first time is a reliable indicator as to how many of them are trying to enter the profession in the US," said Trade Union Congress of the Philippines (TUCP) secretary general Ernesto Herrera in a statement. &lt;br /&gt;&lt;br /&gt;He said Manila-based labor recruitment agencies previously reported that more Filipino nurses are now leaving for the United Kingdom than for the US.&lt;br /&gt;&lt;br /&gt;"Filipino nurses and other highly skilled professionals will go to foreign labor markets where it is easier for them to enter and work, and where they will get the best reward in terms of pay and other benefits," Herrera said.&lt;br /&gt;&lt;br /&gt;He however said more Filipino nurses are still seeking employment in the US than elsewhere owing to a "strong cultural attachment" to the former colonizer. &lt;br /&gt;&lt;br /&gt;"The two biggest suppliers of foreign nurses in the UK are actually India and Australia, which is not surprising since both are former British territories. The POEA figures show a yearly average of 13,000 nurses deployed to various countries including the United States, Geslani said.&lt;br /&gt;Unemployed nurses&lt;br /&gt;“The opening of study programs that include on-the-job training (OJT) for Filipino nurses has been a blessing for the more than 300,000 unemployed licensed nurses in our country, with the glut increasing each year with more than 100,000 graduates each year,” said Geslani, a former vice president of the Federated Association of Manpower Exporters and a recruiter for the past three decades.&lt;br /&gt;The huge number of unemployed licensed nurses in the country has led to a sharp drop in enrollment at nursing schools.&lt;br /&gt;The study-and-work program allows Filipino nursing undergraduates to improve their academic background by studying in a British university for nine months to two years while being deployed to an appropriate work place.&lt;br /&gt;While studying, Filipino nurses are given an opportunity of 15.5 hours OJT with pay. Nursing graduates from overseas are required to work 20 hours a week while taking units to upgrade their skills to British standards.&lt;br /&gt;One international consultancy firm with an office in Manila has a work-and-study program that could send Filipino nurses to the United Kingdom within six months, Geslani said.&lt;br /&gt;Other health workers&lt;br /&gt;The firm offers two-year courses in the United Kingdom for Filipino physical therapists, medical technologists, public health workers and even social workers who would like to enter the British healthcare industry.&lt;br /&gt;A new program allows Filipino nursing graduates an opportunity to study in Britain for an additional year. They will then get a work experience of up to two years and be issued work permits.&lt;br /&gt;Most Filipino nurses in the United Kingdom end up becoming caregivers, as the country is also suffering from a shortage of health workers, according to Geslani.&lt;br /&gt;In demand&lt;br /&gt;Filipino caregivers are in demand in Britain because they are better English speakers than their counterparts from European Union countries such as Poland and Romania, he said.&lt;br /&gt;Many Filipino nurses also try to apply to become registered nurses in Britain and get permanent residence status immediately although the entry requirements are much tougher, he added.&lt;br /&gt;Typically, overseas workers in Britain can apply for permanent residence after working there for five years.&lt;br /&gt;Security issue&lt;br /&gt;Geslani said that while going to the United States was “not entirely hopeless” for aspiring Filipino nurses, getting there was becoming more difficult.&lt;br /&gt;“The US Citizenship and Immigration Service treats the migration of foreign nurses as a border-and-security issue and despite legislation to increase the number of foreign nurses government bureaucratic red tape has failed to find solutions to the lack of nurses in the US healthcare system,” he said.&lt;br /&gt;US hospitals and health institutions are also suffering from funding problems due to the global financial crisis.&lt;br /&gt;US President Barack Obama’s healthcare program augurs well for Filipino nurses because more hospitals and health facilities are to be set up in the following years as the US government implements universal health care, Geslani said.&lt;br /&gt;Call center agents&lt;br /&gt;“The problem is that the implementation just takes too long. Our students and graduates couldn’t wait to work abroad and deployment to the UK seems more promising. We already have many nursing graduates here who are working as call center agents while applying for work in the US,” he told the Inquirer.&lt;br /&gt;Filipino nurses’ interest in going to the US may be actually waning because of the weak demand there. Reaction times were measured using the 5-minute Palm Psychomotor Vigilance Test.&lt;br /&gt;&lt;br /&gt;The study found the average total sleep time between 12-hours shifts was 5.5 hours, with night-shift nurses getting about 5.2 hours -- fragmented -- of sleep.&lt;br /&gt;&lt;br /&gt;"We were surprised at the short duration of sleep that nurses achieve between 12-hour shifts," Geiger-Brown said in a statement. "Over 50 percent of shifts were longer than 12.5 hours, and with long commutes and family responsibilities, nurses have very little opportunity to sleep."&lt;br /&gt;&lt;br /&gt;The researchers said lapses of attention among nurses working successive 12-hour shifts ranged from zero to 48 lapses per vigilance test.&lt;br /&gt;&lt;br /&gt;"There are a small percentage of nurses that appear to have impaired ability to maintain vigilance during a neurobehavioral test," Geiger-Brown said in a statement. "The primary role of the nurse is to maintain a vigilant presence and detect subtle changes in patients' conditions in order to head off complications. Only 37,527 or less than 40 percent of the 94,462 nursing graduates that took the licensure test passed—the poorest performance since 2000.&lt;br /&gt;&lt;br /&gt;To build up the competitiveness of Filipino nurses in foreign labor markets, Herrera pushed for:&lt;br /&gt;&lt;br /&gt;* The immediate shutdown of 152 nursing schools previously classified as "substandard" by the Commission on Higher Education;&lt;br /&gt;&lt;br /&gt;* The annual rating of the remaining 308 nursing colleges (net of the 152 to be closed down), based on the performance of their graduates in the local licensure examinations over the last five years, and the yearly publication of the rating of every college so that buyers of nursing education may be guided accordingly;&lt;br /&gt;&lt;br /&gt;* The provision of free intensive second foreign language training, via the Technical Education and Skills Development Authority, to nursing graduates seeking employment in non-English speaking countries such as Japan and the Middle East; and&lt;br /&gt;&lt;br /&gt;* The strengthening of the capabilities of all state-owned hospitals, whether run by the Department of Health or by local governments, to provide superior clinical training to junior and senior nursing students.&lt;br /&gt;&lt;br /&gt;On account of the overwhelming number of Filipino nursing students, Herrera lamented that many of them are not getting adequate clinical training or "related learning experience" in hospitals.&lt;br /&gt;&lt;br /&gt;"Hospitals can no longer accommodate all our nursing students in emergency rooms, operating rooms, intensive care units, and delivery rooms. A medical diagnosis, on the other hand, is the identification of a disease based on its signs and symptoms.&lt;br /&gt;&lt;br /&gt;The professional practice of nursing is the diagnosing and treatment of these basic human responses. Nurses need a common language to describe the human responses of individuals, families, and communities to health threats. NANDA strives to classify in a scientific manner these basic human responses.&lt;br /&gt;&lt;br /&gt;Nursing diagnoses are classified under the concepts of ingestion, digestion, absorption, metabolism, urinary/gastrointestinal elimination, sleep/rest, activity/exercises, energy balance, sexuality, post trauma responses, comfort, and growth and development.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;dentification of human responses to health problems and life processes is the basis for the nurses' decisions on how to best intervene to help people heal or improve their quality of life. With nursing diagnoses, emphasis is placed upon achievement of the client's maximum health potential. The nurse gathers the assessment data and from this data, identifies high-priority nursing diagnoses. The nursing diagnoses then provide the basis for selection of nursing interventions to achieve outcomes for which the nurse is accountable.&lt;br /&gt;&lt;br /&gt;The PATIENT (not the nurse) is central to the nursing process. The nursing process involves looking at the whole patient at all times. It personalizes the patient. Nursing care needs to be directed at all times for improving outcomes for the PATIENT.&lt;br /&gt;&lt;br /&gt;In order to tailor the nursing process to the patient, you need to identify the patient's problems related to the objective and subjective assessment data. Then you need to formulate a nursing diagnosis for each of these problems. You will also prioritize the problems in formulating your plan and goals (according to the ABC's and Maslow's Hierarchy of Needs).&lt;br /&gt;&lt;br /&gt;Nursing diagnoses are written in "PES" format:&lt;br /&gt;&lt;br /&gt;    * "P" stands for PROBLEM&lt;br /&gt;    * "E "stands for ETIOLOGY or cause of problem&lt;br /&gt;    * "S "stands SIGNS and SYMPTOMS of problem&lt;br /&gt;&lt;br /&gt;However, if you identify a high-priority "RISK FOR" nursing diagnosis, then you do not put the signs and symptoms (in other words, no "AEB"). How can you have evidence (signs and symptoms) for something that is only a risk?&lt;br /&gt;&lt;br /&gt;Nursing goals are simply the antithesis of the nursing diagnostic statement with a reasonable time frame. In other words, diagnostic statements are "problems" (negative). Goals are "positive" (turn the nursing diagnostic statement around). If the nursing diagnosis is "Risk for Infection r/t..." for instance, then the goal statement might be "Client will not experience infection throughout hospital stay AEB clear lung sounds, afebrile, WBC count between 5,000 and 11,000, wound site well approximated with no purulent drainage." Goal statements always begin with "The patient/ client will..." and have a specified time element.&lt;br /&gt;&lt;br /&gt;Nursing interventions are the "meat and gravy" of the nursing process and flow from the "etiology" part of the nursing diagnostic statement. Nursing interventions are either independent (such as teaching/learning or safety) or collaborative/ dependent (require a physician's order, such as administration of medications). The nurse must use his or her critical thinking skills to plan, coordinate, and implement nursing interventions, and then EVALUATE the effect of these interventions in achieving the desired patient goal. Remember, everything in nursing must be EVIDENCED-BASED. Provide a citation for your scientific rationale, in APA format, from a peer-reviewed source: professional journal, textbook, lecture.&lt;br /&gt;&lt;br /&gt;When evaluating your goals, need to state specifically: GOAL MET, GOAL NOT MET, GOAL PARTIALLY MET, or UNABLE TO EVALUATE GOAL due to time constraints. If the latter is the case (Unable to evaluate goal due to time constraints), then you need to state what outcome criteria would be needed in order to state GOAL MET. In other words, if I were present (at specified time element), I would look for the following outcome criteria in order to state, "GOAL MET." Then you list the desired outcome criteria. Remember, you are evaluating the goals, not the interventions.&lt;br /&gt;&lt;br /&gt;So you see, it is an orderly, evidenced-based process and not that difficult with practice.
