Federal and state tax credits help defray&amp;#0160;your purchase costs (&lt;a href="http://www.bb.ustc.edu.cn/ocw/OcwWeb/Economics/14-471Public-Economics-IFall2003/CourseHome/index.htm"&gt;image source)&lt;/a&gt;. Here&amp;#39;s how:&amp;#0160;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Federal Energy Efficiency Tax Credits&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Home Renovations&lt;/em&gt;: You can earn up to&amp;#0160;&lt;strong&gt;30%&lt;/strong&gt; in federal tax credits on the first&amp;#0160;&lt;strong&gt;$1,500 &lt;/strong&gt;you spend on improving the energy efficiency of your home.&amp;#0160; These credits apply only to existing home renovations and not to new construction. Remember: a tax credit is better than a deduction because it actually reduces the amount of money you pay tax on at the end of the year.&lt;/p&gt;
&lt;p&gt;Qualifying products include energy-efficient:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;windows and doors&lt;/li&gt;
&lt;li&gt;insulation&lt;/li&gt;
&lt;li&gt;roofs&lt;/li&gt;
&lt;li&gt;central air conditioners, furnaces, and boilers&lt;/li&gt;
&lt;li&gt;water heaters&lt;/li&gt;
&lt;li&gt;biomass stoves (like those that burn wood, wood pellets, dried corn, etc.)&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;This credit expires at the &lt;strong&gt;end of 2010, &lt;/strong&gt;so act sometime in the next eleven months to take advantage of&amp;#0160;this benefit.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Alternative Energy Substitutions:&lt;/em&gt;&amp;#0160;If you&amp;#39;ve been thinking of&amp;#0160;transitioning to a renewable home energy system,&amp;#0160;you have&amp;#0160;until the &lt;strong&gt;end of 2016 to use tax credits to help defray the expense&lt;/strong&gt;.&amp;#0160; These credits&amp;#0160;are also being offered at &lt;strong&gt;30%&lt;/strong&gt; of cost, but with &lt;strong&gt;no upper limit (in other words, if you spend $20,000 putting solar panels on your roof, the credits could generate as much&amp;#0160;as a&amp;#0160;$6,000 tax credit). &lt;/strong&gt;Qualifying systems include:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;geothermal heat pumps&lt;/li&gt;
&lt;li&gt;solar panels&lt;/li&gt;
&lt;li&gt;solar water heaters&lt;/li&gt;
&lt;li&gt;small wind energy systems&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The &lt;a href="http://www.energystar.gov/index.cfm?c=tax_credits.tx_index"&gt;EnergyStar website&lt;/a&gt; offers more details on what systems qualify and which ones&amp;#0160;don&amp;#39;t.&lt;/p&gt;
&lt;br /&gt;
&lt;p&gt;&lt;strong&gt;Federal Hybrid Vehicle Tax Credits&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;When I bought my hybrid Prius in 2002 for around $20,000, I received $4,000 in tax credits: $2,000 from the IRS, and $2,000 from my state government. Today, &lt;a href="http://auto.howstuffworks.com/fuel-efficiency/hybrid-technology/hybrid-tax-credit1.htm" title="tax credits for hybrid vehicles,"&gt;the rules for hybrid vechicle credits&lt;/a&gt; are a little more complicated.&amp;#0160; Hybrids purchased after December 31, 2005 are eligible for a credit up to &lt;strong&gt;$3,400&lt;/strong&gt;, but that number declines once the car manufacturer sells over 60,000 units of a particular hybrid model.&amp;#0160; &lt;a href="http://www.fueleconomy.gov/Feg/tax_hybrid.shtml"&gt;GM and Chrysler are still offering full credits; Ford is offering reduced credits until the end of March 2010&lt;/a&gt;.&amp;#0160;&amp;#0160;The credits are subject to change, so check back frequently. &lt;/p&gt;
&lt;br /&gt;
&lt;p&gt;&lt;strong&gt;State Credits&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;a href="http://www.greenpeace.org/usa/news/green-guide-14"&gt;Greenpeace recently released its analysis of electronics manufacturers&lt;/a&gt;: Nokia and Sony Ericsson came out way ahead of the pack;&amp;#0160;Apple didn&amp;#39;t fare nearly as well. &lt;a href="http://www.inhabitat.com/2009/02/19/is-it-green-the-new-macbooks/" title="iPad, recycling at Apple, "&gt;This excellent review from Inhabitat details the plusses and minuses of Apple&amp;#39;s overall approach to sustainability&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;As for the iPad, we like that it&amp;#0160;&amp;#0160;&lt;a href="http://www.greenbiz.com/blog/2010/01/27/apples-new-ipad-green-planet-saver"&gt;contains no arsenic, mercury, PVC,&amp;#0160;or BFR&lt;/a&gt; (brominated flame retardant), nasty toxic chemicals linked to cancer and other human health problems.&amp;#0160; Jobs also&amp;#0160;claims the iPad is&amp;#0160;&amp;quot;highly recyclable&amp;quot; and features an energy-saving battery that can&amp;#0160;run for 10 hours on a single&amp;#0160;charge. That&amp;#39;s all good.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;On the other hand&lt;/strong&gt;,&amp;#0160;the gadget plays into a larger environmental problem: &lt;strong&gt;planned obsolescence, one that is not unique to Apple but perhaps best typified by it.&lt;/strong&gt;&amp;#0160; In order to rake in the highest profits possible, electronics companies usually&amp;#0160;design their products with a lifespan in mind. That&amp;#39;s&amp;#0160;the amount of time the product will function before it breaks or ceases to be compatible with current systems.&amp;#0160; It&amp;#39;s also&amp;#0160;the amount of time before a new-and-improved incarnation (or &amp;quot;generation&amp;quot; in Apple-speak) is released.&amp;#0160;&amp;#0160;&amp;#0160;There&amp;#39;s a reason the&lt;a href="http://www.crunchgear.com/2007/06/14/the-futurist-why-the-iphone-reeks-of-planned-obsolescence/"&gt; iPhone has been&amp;#0160;dubbed &amp;quot;a slam dunk of planned obsolescence&amp;quot; by CrunchGear&amp;#39;s Seth Porges&lt;/a&gt;.&amp;#0160; Did you purchase one only to have a cheaper, better-equipped version be released not long after you bought the original?&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;We can already see the iPad&amp;#39;s trajectory&lt;/strong&gt;. Within a year or two (if not sooner),&amp;#0160;the&amp;#0160;components on this geeky darling will&amp;#0160;no doubt&amp;#0160;start to wear out. Functionality will suffer. And&amp;#0160;not long after, Apple will unveil a newer,&amp;#0160;sleeker,&amp;#0160;shinier version that will be so irresistible, you&amp;#39;ll feel you just HAVE to have it. &lt;/p&gt;
&lt;p&gt;Then what do you do with the &amp;quot;old&amp;quot; iPad? Many people will simply trash theirs. No wonder&amp;#0160;&lt;a href="http://www.prlog.org/10453267-global-ewaste-market-is-forecast-to-reach-53-million-tonnes-by-2012-says-new-report.html"&gt;global e-waste (which also includes televisions, fax machines, computers and copiers)&amp;#0160;is forecast to reach 53 million metric tonnes by 2012. &lt;/a&gt;&lt;/p&gt;
&lt;p&gt;Yes, the iPad is cool. It is hip.&amp;#0160;And for all the &amp;quot;early adopters&amp;quot; out there who are driving&amp;#0160;Apple&amp;#39;s markets,&amp;#0160;it&amp;#39;s probably nigh on irresistible.&lt;/p&gt;
&lt;p&gt;But that sure doesn&amp;#39;t make it green.&amp;#0160;&amp;#0160;&lt;/p&gt;

&lt;p&gt;Does the President actually believe offshore oil drilling makes sense&amp;#0160;and that coal and nuclear can be&amp;#0160;safe, healthy and non-polluting? Or, as the country&amp;#39;s uber politician, is he trying to&amp;#0160;maintain a balancing act in order to avoid alienating &lt;strong&gt;members of Congress who are beholden to the&amp;#0160;fossil fuel and nuclear industries for their campaign contributions&lt;/strong&gt;?&lt;/p&gt;
&lt;p&gt;If it&amp;#39;s the latter, we should all remind the President of his campaign promise to rid the nation of &amp;quot;politics as usual.&amp;quot; If it&amp;#39;s the former, President Obama&amp;#39;s science, environmental and health advisors need to make a beeline to the Oval Office so they can&amp;#0160;brief their boss on the industries he&amp;#39;s touting. Why?&lt;/p&gt;
&lt;p&gt;*&amp;#0160; &lt;a href="http://greenwoman.typepad.com/biggreenpurse/2009/01/clean-coal-not-really.html"&gt;Clean coal&lt;/a&gt; and&amp;#0160;nuclear are myths, the products of aggressive industry public relations far more&amp;#0160;than reality.&amp;#0160; &lt;a href="http://e360.yale.edu/content/feature.msp?id=2014" title="clean coal, clean energy, renewable energy,"&gt;Says analyst Richard Coniff&lt;/a&gt;, &lt;em&gt;“Clean” is not a word that normally leaps to mind for a commodity some spoilsports associate with&amp;#0160;... acid rain, black lung, lung cancer, asthma, mercury contamination, and, of course, global warming. Even if the carbon is captured and sequestered or impurities are &amp;quot;scrubbed&amp;quot; away, the pollutants that result from burning coal never truly disappear.&amp;quot;&lt;/em&gt;&amp;#0160; &lt;/p&gt;
&lt;p&gt;* The very act of mining coal destroys&amp;#0160;the environment.&amp;#0160; &lt;a href="http://www.smithsonianmag.com/science-nature/Mining-the-Mountain.html"&gt;Mountaintop removal mining&lt;/a&gt; is decimating both the natural and human landscape of Appalachia, for example. &lt;/p&gt;
&lt;p&gt;* &lt;a href="http://www1.american.edu/TED/projects/tedcross/xoilpr15.htm" title="offshore oil drilling,"&gt;Offshore oil drilling pollutes&lt;/a&gt; the oceans, threatens marine animals and plants, and trashes beaches and coastlines. &lt;/p&gt;
&lt;p&gt;As for nuclear energy, I have a hard time imagining any scenario that can lump &amp;quot;radioactive waste&amp;quot; and &amp;quot;clean&amp;quot; in the same sentence.&amp;#0160;There&amp;#39;s a reason no state wants to become a repository for the waste from nuclear power plants: they can&amp;#39;t guarantee it won&amp;#39;t&amp;#0160;eventually make its way into our air, water, and soil -- or be stolen by terrorists and converted into a bomb.&lt;/p&gt;
&lt;p&gt;Now, to be fair, &lt;strong&gt;the president did strongly endorse renewable energy:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&amp;quot;We know the country that harnesses the power of clean, renewable energy will lead the 21st century,&amp;quot; he said, noting that &amp;quot;Thanks to our recovery plan, we will double this nation&amp;#39;s supply of renewable energy in the next three years.&amp;quot;&lt;/p&gt;
&lt;p&gt;I applaud the Administration&amp;#39;s commitment to&amp;#0160;&amp;quot;put Americans to work making our homes and buildings more efficient so that we can save billions of dollars on our energy bill.&amp;quot; Likewise, I support his decision to &amp;quot;invest fifteen billion dollars a year to develop technologies like wind power and solar power... and more fuel-efficient cars and trucks built right here in America.&amp;quot; &lt;/p&gt;
&lt;p&gt;But rather than link these winning strategies to losers like coal, oil and nuclear, why not expand&amp;#0160;his vision for our future to include cost-effective and non-polluting options like mass transit, telecommuting,&amp;#0160;and stricter building standards to reduce energy demand from space heating and lighting?&amp;#0160;&lt;/p&gt;
&lt;p&gt;If we want an energy future we can believe in, that future cannot continue to depend on&amp;#0160;fossil fuels and nuclear energy. &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;em&gt;President Obama said it best: &lt;/em&gt;&lt;/strong&gt;&amp;quot;If we confront without fear the challenges of our time and summon that enduring spirit of an America that does not quit, then someday years from now our children can tell their children that this was the time when we performed, in the words that are carved into this very chamber, &amp;quot;something worthy to be remembered.&amp;quot;&lt;/p&gt;

Extracting and transporting the raw materials that go into components like seats&amp;#0160;and the steering wheel generates &lt;strong&gt;twenty-nine tons of solid waste and 1,207 million cubic yards of air emissions&lt;/strong&gt;. In fact, while the majority of pollution is generated by driving, a third is incurred in car manufacture. &lt;p&gt;Manufacturers are taking notice by increasing the amount of recycled materials they weave into new-car production:&lt;/p&gt;
&lt;p&gt;*&amp;#0160;Ford Motor Company integrated recycled material into the cloth seating of the 2008 Escape. If it expanded the program, InterfaceFABRIC, the materials supplier, estimates that Ford could save at least sixty thousand gallons of water, 1.8 million pounds of carbon dioxide equivalents, and the equivalent of more than 7 million kilowatt hours of electricity annually.&lt;/p&gt;
&lt;p&gt;* Mazda and Toyota recycled used bumpers to make components for new ones. &lt;/p&gt;
&lt;p&gt;* Cadillac&amp;#39;s SRX uses 50 percent recycled tire rubber for its radiator side baffles, a process that in 2004 kept two thousand scrap tires out of landfills.&lt;/p&gt;
&lt;p&gt;*&amp;#0160;Both Honda and Toyota recycle the battery packs in their hybrids to capture everything from the precious metals to the plastics and the wiring. Edmunds.com reports that Toyota even puts a phone number (for recycling information) on each battery and pays dealers two hundred dollars for each battery pack. &lt;/p&gt;
&lt;p&gt;* Ten percent of the plastic in a new Mini Cooper consists of recycled material. &lt;/p&gt;
&lt;p&gt;According to Ward&amp;#39;s Motor Vehicle Facts and Figures, at least 84 percent of an average car&amp;#39;s material content gets recycled; automotive recycling ranks as the sixteenth-largest industry in the United States. Recycling those vehicles provides enough steel to make nearly thirteen million cars, while also providing jobs for 46,000 people.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;You can keep the cycle going:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Make sure to recycle your own motor oil&lt;/strong&gt;. If you change the oil yourself, take it and the oil filter to a recycling center. If you have it changed, double-check that the service center recycles all used oil.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Have&lt;/strong&gt;&lt;strong&gt; your tires changed at a shop that recycles them&lt;/strong&gt;. Recycled rubber may become asphalt, playground material, athletic track, furniture, or apparel (like purses and jewelry).&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Donate your car to a local non-profit.&lt;/strong&gt; In my suburban Washington, D.C. community,&amp;#0160;organizations like&amp;#0160; Good Will and the local&amp;#0160;public radio affiliate will pick up your car for free and repair it or recycle the parts, giving you a tax benefit when you do. &lt;a href="http://search.earth911.com/program/3RQBjNmZ/?what=cars&amp;amp;where=20912&amp;amp;max_distance=25&amp;amp;country=US&amp;amp;province=MD&amp;amp;city=Takoma+Park&amp;amp;region=Montgomery&amp;amp;latitude=38.9830170567&amp;amp;longitude=-77.001516961&amp;amp;list_filter=all" title="car recycling,"&gt;Habitat for Humanity&lt;/a&gt;&amp;#0160;does the same.&lt;/p&gt;

The campaign doesn’t ask people to spend MORE money. Instead, it encourages consumers to &lt;strong&gt;throw their marketplace clout&lt;/strong&gt; behind non-toxic, eco-friendly alternatives that often end up saving people more money in the long run.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Who is Fran?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Fran, who is married, 67, and the mother of grown children, has lived in Butler, PA for the past 43 years. Her husband trains and breeds Labrador retrievers; “We have two,” she says.&amp;#0160;Fran is retired, but works part-time conducting food demonstrations where “I really push the organic products whether it is my demo of the day or not.”&lt;/p&gt;
&lt;p&gt;&amp;quot;At home I am an avid cook - everything from scratch,” says the One in a Million devotee.&amp;#0160; “After the Women for a Healthy Environment conference last year, and after reading Omnivore&amp;#39;s Dilemma, I extended my organic garden and got two hens so I could have organic eggs.&amp;#0160; I erected a hoop house in October to have a winter garden which proved to be quite successful.&amp;#0160; The only red meat we eat is venison, and I can and freeze everything possible.”&lt;/p&gt;
&lt;p&gt;“I also made homemade mouthwash and fabric softner,” she said.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;How did she shift $1,000?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Here are the actual eco budget shifts Fran&amp;#0160;made between October 2008 and December 2009:&lt;/p&gt;
&lt;p&gt;Organic Grains, Beans - $40&lt;br /&gt;Organic Coffee - $208&lt;br /&gt;Organic Dairy - $155&lt;br /&gt;Organic Nuts –&amp;#0160; $52&lt;br /&gt;Organic Pasta - $21&lt;br /&gt;Household Products (like eco-safe laundry detergent, dish soap, and cleaning soap) - $115&lt;br /&gt;Nontoxic Health/Beauty Products - $66&lt;br /&gt;Organic Chicken Feed - $26&lt;br /&gt;Beverages - $23&lt;br /&gt;Soymilk (2 cases) - $25&lt;br /&gt;Meats/Fish - $123&lt;br /&gt;Snacks - $8&lt;br /&gt;Veg/Fruit - $90&lt;br /&gt;Organic garden fertilizer and soil amendments: $75&lt;br /&gt;Stopped using clothes dryer almost completely: undetermined energy savings&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Total: at least $1,025&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Why?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;When I asked Fran&amp;#0160;why&lt;/strong&gt; she made the shifts, here&amp;#39;s what she said:&amp;#0160;&amp;#0160;&lt;br /&gt;&amp;#0160;&lt;br /&gt;&lt;em&gt;* What inspired you to join the One in a Million campaign?&lt;/em&gt; I attended the &lt;a href="http://www.womenshealthconference.net/" title="environmentally friendly products, eco-living, green living,"&gt;Women’s Health and the Environment Conference in Pittsburg&lt;/a&gt; and heard you describe the difference we can make based on how we spend our money. I thought, “I can do that.”&lt;br /&gt;&amp;#0160;&lt;br /&gt;&lt;em&gt;* What change was unexpectedly easy to make?&lt;/em&gt; Keeping track of my purchases!&lt;br /&gt;&amp;#0160;&lt;br /&gt;&lt;em&gt;* What proved to be most challenging?&lt;/em&gt; Finding the best prices (ed. Note: This is true for many people, but a little bargain shopping can make organic food and recycled products very affordable)’&lt;br /&gt;&amp;#0160;&lt;br /&gt;&lt;em&gt;* What&amp;#39;s your next step&lt;/em&gt;?
