<h3 class="wp-block-heading"><span style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif; font-size: 14px;">As we enter the new fiscal year here in San Diego, we would like to thank all of the advocates that continue to demand safer streets, cleaner air, and a more livable San Diego. </span></h3>



<p>As Barack Obama said, “A budget is more than just a series of numbers on a page; it is an embodiment of our values.” </p>



<p>The City’s adopted FY2024 budget of over $5 billion, unfortunately, shows that our elected officials do not truly value saving lives, combating the climate crisis, or pioneering transformative change. To illustrate this point, consider that the police department will receive $617.1 million, 30% more than the combined amount allocated to Parks ($207 million), Climate Action ($141.6 million), Homelessness ($81.7 million), and Vision Zero ($6.1 million). </p>



<p>The City did not listen to our demands. </p>



<p>Amidst this disheartening outcome, it is crucial to recognize the wins that deserve celebration. Out of our ambitious list of demands, the following initiatives will indeed receive funding in FY2024:</p>



<ol class="wp-block-list">
<li>$33 million towards Strategy 3 of the Climate Action Plan, which is looking to improve bicycling, walking, and transit as viable transportation options</li>



<li>$2.25 million for the Interstate 5 Underpass bikeway connector (Linking two existing bike paths, the SR-56 and the Sorrento Valley Road multi-use bike path)</li>



<li>$1.5 million to fix the City&#8217;s most dangerous intersections</li>



<li>$1.2 million to implement a traffic calming truck route in Barrio Logan</li>



<li>$1.2 million to start work on the Normal Street Promenade</li>



<li>$1.1 million to the Safe &amp; Sustainable Transportation All Ages &amp; Abilities Team (STAAT)</li>



<li>$50,000 has been granted for the installation of bike racks citywide</li>



<li>The implementation of the Downtown Mobility Plan will persist, progressing through Phase 3A1 by the conclusion of 2023</li>
</ol>



<p>This list falls short of what is required to achieve our Vision Zero goal of eradicating traffic-related fatalities by 2025, as well as our Climate Action Plan objective of increasing bicycle mode share to 7%. It does, however, represent a modest beginning. We will continue to exert pressure upon decision makers at the City and County levels, ensuring that safeguarding lives and building a resilient community receive the attention they deserve.</p>



<p>There is a lot of work to be done; stay tuned to get involved with the FY2025 budget and all the other campaigns we are working on to make San Diego a more bikeable and livable city.</p>

<h3 class="wp-block-heading"> </h3>



<p>We are disappointed with the unanimous decision of the San Diego City Council to widen freeway SR-56. This decision contradicts the climate goals outlined in the Climate Action Plan, which calls for a reduction in vehicle miles traveled, and an increased mode shift to alternative forms of transportation.</p>



<p>Transportation is one of the largest sources of greenhouse gas emissions in the San Diego region, and widening freeways encourages more driving, which in turn leads to more emissions. The City Council chose to prioritize short-term convenience over long-term sustainability.</p>



<p>This decision, which was made despite Council President Elo-Rivera’s acknowledgement that “this is not a win from a climate perspective,” shows a lack of commitment to both climate action and vehicle mile reduction. </p>



<p>This is not the visionary leadership that San Diego needs to be at the forefront of our climate crisis.</p>

<h4>The final budget for the Fiscal Year 2024 is approaching, and BikeSD is organizing a campaign to ask the City of San Diego to allocate money to both general and district-specific projects that will improve the safety of active transportation users in San Diego.</h4>
<h4>Many of the asks included below are ones that councilmembers have asked for in their budget memos already.</h4>
<h4>The first version of the final budget will be released on April 14th. Other important upcoming dates are below:</h4>

href="mailto:MayorToddGloria@sandiego.gov?cc=RWilde@sandiego.gov&bcc=campaigns@bikesd.org&subject=Include%20Active%20Transportation%20Priorities%20in%20Final%20FY24%20Budget&body=Honorable%20Mayor%20Gloria%2C%C2%A0%0A%0AWith%20the%20Fiscal%20Year%202024%20final%20budget%20quickly%20approaching%2C%20we%20would%20like%20to%20request%20that%20several%20items%20from%20Council%20District%20budget%20priority%20memos%20be%20included%20in%20this%20budget.%20These%20priorities%20were%20chosen%20by%20members%20of%20the%20community%20for%20the%20ways%20they%20will%20improve%20active%20transportation%20safety%20for%20users%2C%20increase%20ridership%2C%20and%20meet%20Climate%20Action%20Plan%20goals.%C2%A0%0A%0AVital%20priorities%20that%20are%20highlighted%20across%20multiple%20councilmembers%E2%80%99%20memos%20include%20the%20need%20for%20maintenance%20of%20our%20existing%20bikeways%20and%20greater%20physical%20protection%20for%20future%20class%20IV%20bikeways.%C2%A0%0A%0AIncrease%20Bikeway%20Maintenance%20(%24150%2C000)%3A%C2%A0%0A%0APotholes%2C%20poor%20pavement%2C%20and%20road%20debris%20pose%20a%20much%20greater%20threat%20to%20bicyclists%20than%20drivers.%20These%20hazards%20can%20seriously%20injure%20or%20kill%20bicyclists%2C%20while%20posing%20minimal%20risks%20to%20drivers.%20Transportation%20should%20dedicate%20a%20specific%20team%20of%20three%20staff%20members%20or%20contractors%20to%20conduct%20routine%20bikeway%20maintenance%20and%20respond%20to%20requests%20for%20service%20on%20bikeways.%20These%20staff%20members%20could%20be%20reassigned%20from%20existing%20staff%2C%20hired%20as%20contractors%2C%20or%20hired%20as%20new%20employees%2C%20depending%20on%20the%20city%E2%80%99s%20needs.%0A%0AInstall%20Physical%20Protection%20for%20All%20New%20Full-build%20Class%20IV%20Bikeways%20(%24300%2C000%20-%20%241.2%20Million)%3A%C2%A0%0A%0AAlmost%20all%20recent%20Class%20IV%20bikeway%20projects%20in%20San%20Diego%20have%20used%20flexible%20bollards%20to%20separate%20bikeways%20from%20travel%20lanes.%20While%20flexible%20bollards%20are%20useful%20for%20demarcating%20space%20for%20bicyclists%2C%20they%20do%20not%20have%20any%20stopping%20power%20to%20prevent%20drivers%20from%20hitting%20bicyclists.%20All%20new%20full-build%20Class%20IV%20bikeways%20should%20use%20physical%20protection%20such%20as%20concrete%20curbs%20or%20inflexible%20bollards%20to%20separate%20bikeways%20from%20traffic%20lanes.%20This%20item%20would%20require%20increasing%20the%20Transportation%20Department%E2%80%99s%20budget%20for%20each%20new%20Class%20IV%20bikeway.%0A%0AAs%20the%20city%20currently%20spends%20approximately%20%24200%2C000%20per%20mile%20when%20implementing%20Class%20IV%20bikeways%20during%20resurfacing%2C%20this%20budget%20request%20would%20require%20%2450%2C000%20to%20%24200%2C000%20in%20additional%20funding%20per%20mile%2C%20depending%20on%20the%20type%20of%20physical%20protection%20implemented.%20The%20funding%20needed%20for%20this%20request%20would%20depend%20on%20the%20miles%20of%20Class%20IV%20bikeway%20planned%20for%20FY%202024.%20Based%20on%20the%205.6%20miles%20of%20Class%20IV%20bikeway%20that%20Transportation%20has%20planned%20for%20FY%202023%2C%20total%20cost%20would%20be%20approximately%20%24300%2C000%20-%20%241.2%20Million.%0A%0AAlong%20with%20these%20items%2C%20we%20ask%20that%20you%20also%20strongly%20consider%20the%20following%20district%20specific%20items%20that%20were%20mentioned%20in%20the%20budget%20memo.%C2%A0%0A%0ADistrict%201%0A%0AComplete%20Pacific%20Beach%20Pathways%20Phase%203%C2%A0%0A%0AIncluding%20the%20connection%20at%20Olney%20Street%20to%20the%20Campland%20entrance%2C%20the%20Cass%20Street%20component%20between%20Tourmaline%20Street%20and%20Pacific%20Beach%20Drive%2C%20and%20connection%20at%20Diamond%2C%20Fanuel%20and%20Reed%20Streets.%0A%0ADistrict%202%0A%0AConstruction%20of%20Morena%20Blvd%20Class%20IV%20Bikeways%C2%A0%0A%0AThe%20Transportation%20Department%20is%20scheduled%20to%20construct%20bikeways%20on%20Morena%20Boulevard%20in%20conjunction%20with%20a%20pipeline%20replacement%20within%20the%20next%20several%20years.%20This%20is%20the%20most%20direct%20connection%20between%20neighborhoods%20South%20of%20Interstate%208%20and%20the%20Pacific%20Beach%2C%20La%20Jolla%2C%20and%20University%20City%20communities%2C%20and%20as%20such%2C%20is%20an%20extremely%20popular%20route%20for%20cyclists%20despite%20the%20total%20lack%20of%20safe%20bicycle%20facilities.%20I%20urge%20the%20city%20to%20expedite%20this%20project%20as%20much%20as%20possible%2C%20as%20it%20has%20already%20been%20approved%20for%20Class%20IV%20cycle%20tracks%20within%20the%20Balboa%20Station%20Area%20Specific%20Plan%20and%20the%20Morena%20Corridor%20Specific%20Plan.%0A%0ADistrict%203%0A%0AComplete%20Remaining%20Segments%20of%20Downtown%20Mobility%20Plan%20Bikeway%20Network%C2%A0%0A%0ASix%20years%20after%20the%20completion%20of%20San%20Diego%E2%80%99s%202016%20Downtown%20Mobility%20Plan%2C%20significant%20sections%20of%20the%20proposed%20bikeway <p><span style="font-weight: 400;">Honorable Mayor Gloria, </span></p>
<p><span style="font-weight: 400;">With the Fiscal Year 2024 final budget quickly approaching, we would like to request that several items from Council District budget priority memos be included in this budget. These priorities were chosen by members of the community for the ways they will improve active transportation safety for users, increase ridership, and meet Climate Action Plan goals. </span></p>
<p><span style="font-weight: 400;">Vital priorities that are highlighted across multiple councilmembers’ memos include the need for maintenance of our existing bikeways and greater physical protection for future class IV bikeways. </span></p>
<p><b>Increase Bikeway Maintenance ($150,000): </b></p>
<p><span style="font-weight: 400;">Potholes, poor pavement, and road debris pose a much greater threat to bicyclists than drivers. These hazards can seriously injure or kill bicyclists, while posing minimal risks to drivers. Transportation should dedicate a specific team of three staff members or contractors to conduct routine bikeway maintenance and respond to requests for service on bikeways. These staff members could be reassigned from existing staff, hired as contractors, or hired as new employees, depending on the city’s needs.</span></p>
<p><b>Install Physical Protection for All New Full-build Class IV Bikeways ($300,000 &#8211; $1.2 Million): </b></p>
<p><span style="font-weight: 400;">Almost all recent Class IV bikeway projects in San Diego have used flexible bollards to separate bikeways from travel lanes. While flexible bollards are useful for demarcating space for bicyclists, they do not have any stopping power to prevent drivers from hitting bicyclists. All new full-build Class IV bikeways should use physical protection such as concrete curbs or inflexible bollards to separate bikeways from traffic lanes. This item would require increasing the Transportation Department’s budget for each new Class IV bikeway.</span></p>
<p><span style="font-weight: 400;">As the city currently spends approximately $200,000 per mile when implementing Class IV bikeways during resurfacing, this budget request would require $50,000 to $200,000 in additional funding per mile, depending on the type of physical protection implemented. The funding needed for this request would depend on the miles of Class IV bikeway planned for FY 2024. Based on the 5.6 miles of Class IV bikeway that Transportation has planned for FY 2023, total cost would be approximately $300,000 &#8211; $1.2 Million.</span></p>
<p><span style="font-weight: 400;">Along with these items, we ask that you also strongly consider the following district specific items that were mentioned in the budget memo. </span></p>
<p><span style="text-decoration: underline;"><strong>District 1</strong></span></p>
<p><b>Complete Pacific Beach Pathways Phase 3 </b></p>
<p><span style="font-weight: 400;">Including the connection at Olney Street to the Campland entrance, the Cass Street component between Tourmaline Street and Pacific Beach Drive, and connection at Diamond, Fanuel and Reed Streets.</span></p>
<p><span style="text-decoration: underline;"><strong>District 2</strong></span></p>
<p><b>Construction of Morena Blvd Class IV Bikeways</b><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">The Transportation Department is scheduled to construct bikeways on Morena Boulevard in conjunction with a pipeline replacement within the next several years. This is the most direct connection between neighborhoods South of Interstate 8 and the Pacific Beach, La Jolla, and University City communities, and as such, is an extremely popular route for cyclists despite the total lack of safe bicycle facilities. I urge the city to expedite this project as much as possible, as it has already been approved for Class IV cycle tracks within the Balboa Station Area Specific Plan and the Morena Corridor Specific Plan.</span></p>
<p><strong><span style="text-decoration: underline;">District 3</span></strong></p>
<p><b>Complete Remaining Segments of Downtown Mobility Plan Bikeway Network</b><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">Six years after the completion of San Diego’s 2016 Downtown Mobility Plan, significant sections of the proposed bikeway network remain incomplete. To unlock the enormous bicycle transportation potential of Downtown San Diego, the city should expedite the remaining uncompleted bike network segments, including Grape Street, Hawthorne Street, State Street, Park Boulevard, C Street, (between 6th Ave and Park Blvd), and Broadway. Filling these remaining gaps in the Downtown network would fulfill the vision of the Downtown Mobility Plan and allow cyclists to access most major destinations in Downtown San Diego in a separated bikeway facility.</span></p>
<p><b>Camino Del Rio South, from Mission Center Rd. to Montezuma Rd Bikes Facilities</b></p>
<p><span style="font-weight: 400;">This is a key connection that cyclists traveling through Mission Valley use to connect to neighborhoods South of Interstate 8. Crucially, it is the only Mission Valley access point to the SR-15 Commuter Bikeway, which is currently the only fully separated bike path connecting Mission Valley and Normal/City Heights. It is also a very dangerous road; on September 14, 2021, Matt Keenan was killed on this stretch of road while riding his bike. The city should consider implementing a Class IV bikeway or rapidly developing an alternative East/West route through Mission Valley. </span></p>
<p><span style="text-decoration: underline;"><strong>District 4</strong></span></p>
<p><b>Euclid Ave/54th St. Complete Streets Improvements, from East Division St. to 54th St.</b><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">National City recently installed a buffered and parking-protected bike lane on the section of Euclid Avenue within its city limits. The City should continue this separated bikeway on the remainder of Euclid Avenue and its continuation onto 54th Street to provide a safe and continuous bike facility along the full length of this corridor. </span></p>
<p><span style="text-decoration: underline;"><strong>District 5</strong></span></p>
<p><b>Add physical protection to Camino del Norte</b></p>
<p><span style="font-weight: 400;">This 50 mile per hour road stretches three lanes across on each side, and currently only a line of paint separates bicycle users from this fast-moving traffic. Schools, residences, restaurants, and places of employment are connected by this road, and bike users would benefit greatly from the physical protection that class IV lanes would provide.</span></p>
<p><span style="text-decoration: underline;"><strong>District 6</strong></span></p>
<p><b>Nobel Drive</b></p>
<p><span class="font-555555" style="font-weight: 400;">Nobel Drive serves as the major thoroughfare that cuts through University City. </span><span class="font-555555" style="font-weight: 400;">From west to east, it is lined by shops, homes, hotels, parks, and businesses. In </span><span class="font-555555" style="font-weight: 400;">the future, class IV protected bike lanes can connect to a protected bikeway on </span><span class="font-555555" style="font-weight: 400;">Genesee Avenue, providing a safe and comfortable path between University City </span><span class="font-555555" style="font-weight: 400;">and Clairemont. There are already plans to add protected bike lanes on Nobel </span><span class="font-555555" style="font-weight: 400;">Drive between Lebon and Genesee &#8211; this would complete the corridor throughout.</span></p>
<p><span style="text-decoration: underline;"><strong>District 7</strong></span></p>
<p><span style="font-weight: 400;">Build ten miles of critically needed safe bikeways during resurfacing, based on collision history and where potential ridership is the largest, including along </span><b>Mission Gorge Rd, between Friars Rd and Alvarado Canyon Road.</b></p>
<p><span style="text-decoration: underline;"><strong>District 8</strong></span></p>
<p><b>Palm Avenue Revitalization Plan</b></p>
<p><span style="font-weight: 400;">The Palm Avenue Revitalization Plan includes strategies to promote economic development and improve vehicle, transit, pedestrian, and bicycle mobility along Palm Avenue between 13th Street and Hollister Street. </span></p>
<p><span style="text-decoration: underline;"><strong>District 9</strong></span></p>
<p><b>Add Physical Protection on Montezuma Road Bike Lanes, from the Fairmount Bike</b></p>
<p><b>Path to College Avenue </b></p>
<p><span style="font-weight: 400;">This is a key connection from the popular Fairmount Bike Path to SDSU that is used by many students. Particularly in the uphill (Eastbound) direction, physical protection should be added to separate the bike lane from the traffic lanes, where vehicular speeds regularly reach up to 60 mph.</span></p>

<p class="has-black-color has-text-color">In early September, after months of extensive outreach, the City announced plans for protected bike lanes and separated bus lanes throughout most of Park Boulevard within Balboa Park. This is a massive win for active transportation within the City&#8217;s Crown Jewel; thank you so much to everyone who called into the planning meetings to voice your support for bikes <em>and</em> buses within the park! The new bike lanes will connect to the lanes along Park Boulevard north of Balboa Park and to the protected lanes south of the park, and the 7 and 215 bus lines will have a dedicated bus lane; the city chose to preserve parking in front of cultural institutions that needed the parking, in lieu of completely dedicated bus lanes. The repaving and restriping should be complete in early 2023; the City&#8217;s plans originally stated that they would be complete by December 2022.</p>

Parking, an amenity so overly subsidized, is seen as a natural right to many Americans. And because most people expect to easily find parking in most destinations, they opt to drive. This preference is then perpetuated by the large amounts of vacant land required to accommodate a parking lot &#8211; if a restaurant’s parking lot is 3x the size of the dining area, then all of a sudden it’s not very feasible to walk or bike to it. Take this design and scale it across a city, and you find yourself in a sea of parking lots (which is the very reality we live in today). All of a sudden, the only convenient way to get anywhere is with a car.&nbsp;</span></p>
<p><span style="font-weight: 400;">AB 2097 blocks city and county governments from imposing minimum parking requirements on housing developments within half-mile of public transit. Maximizing land use density allows for more homes, businesses, and amenities to be co-located at a human-centric scale. This makes it easier for people to walk and bike and easier for cities to provide reliable public transportation. I want to be clear that this is not a silver bullet &#8211; for true mode shift to occur, cities across the state need to truly allow for other modes of transportation. That means providing safe, all ages and abilities, protected bike lanes, that means increasing transit frequency and service hours, that means allowing for greater mixed use development, that means slowing down cars and ensuring that all road users feel safe in getting to where they need to go. Those steps, in tandem with this law, would really incentivize Californians to get around using mass transit and active transportation.&nbsp;</span></p>
<p><span style="font-weight: 400;">San Diego was one of the first cities in California to eliminate parking requirements for housing near transit, back in 2019. Research has shown that the city has subsequently seen an increase in affordable housing production (and higher housing production overall). In fact, one year after the reform was implemented, San Diego saw a fivefold increase in the total number of homes permitted through the </span><a href="https://www.sandiego.gov/planning/work/housing/toolkit/100-percent-affordable-density-bonus"><span style="font-weight: 400;">density bonus program.</span></a></p>
<p><span style="font-weight: 400;">Of course there will always be people unhappy with change. A lot of pundits argue that this law will disincentivize developers from including any parking in their developments. </span><a href="https://www.lincolninst.edu/publications/articles/2022-10-shifting-gears-eliminating-off-street-parking-requirements"><span style="font-weight: 400;">Studies in Buffalo and Seattle</span></a><span style="font-weight: 400;">, cities that struck down street parking in the 2010s, showed that a number of developments kept the same number of parking spots that they would’ve had before the reform. The key takeaway here is that AB 2097 gives developers and tenants options. Because developers aren’t required to build parking, their development expenses can be kept lower, incentivizing affordable housing. And tenants that do not own a car could move in and not have to pay more for an unused parking space.&nbsp;</span></p>
<p><span style="font-weight: 400;">These reforms are especially necessary given our current climate crisis. We know now that the post-war suburban (and exurban) experiment was a failure &#8211; ignoring all other problems, there is just not enough space to provide every single person a single family home with a front lawn, two car garage, driveway, and backyard swimming pool. Our sprawling cities require more resources to build, more money to maintain, and more miles to be driven. Not only is this ecologically unsustainable, but also economically irresponsible. As cities grapple with the looming climate crisis and work to reduce carbon emissions, they need to deploy every possible strategy &#8211; from reducing vehicle miles traveled to preserving ecological biodiversity. AB 2097 is one of these strategies.</span></p>
