			<content:encoded><![CDATA[<p> At least 30 other militants were injured, a government official saidThe Mohmand district is one of 7 along the Afghan borderIt&#8217;s believed to be a hideout for militants<P><B>Islamabad, Pakistan (CNN)</B> &#8212; Pakistani security forces shelled Taliban strongholds in northwest Pakistan on Monday, killing 21 alleged militants and injuring at least 30 others, a top government official in the region told CNN.</P><P>Ground troops and helicopter gunships attacked alleged militant hideouts in Mohmand, one of seven districts in Pakistan&#8217;s tribal region along the border with Afghanistan, said Maqsood Amin.</P><P>CNN could not independently verify the account or the death toll because access to Mohmand and the rest of the tribal region is severely restricted.</P><P>Mohmand is believed to be a hideout for Taliban fighters and al Qaeda-linked militants fleeing last year&#8217;s military operation in the district of South Waziristan and ongoing U.S. drone strikes in North Waziristan.</P><P>The Pakistani army has carried out numerous ground and air operations in Mohmand, but hasn&#8217;t been able to stamp out the militants.</P><P>In December, 11 Pakistani soldiers were killed when about 150 militants ambushed six security checkpoints in Mohmand, officials told CNN.</P>Earlier in December, a twin suicide attack targeting a government building in Mohmand killed at least 40 people.</P><br />

			<content:encoded><![CDATA[<p>KARACHI: Pakistan Peoples Party (PPP) MNA Fauzia Wahab has fallen “seriously ill” and is currently undergoing treatment in an intensive care unit of a private hospital in Karachi, Express News reported Sunday.<br />
Wahab, who had earlier undergone a gall bladder surgery, was admitted to Orthopaedic and Medical Institute (OMI) on Saturday night.<br />
According to the PPP’s media cell the doctors have put her on a ventilator.<br />
The PPP leadership has appealed to everyone to pray for her health.<br />
Muttahida Qaumi Movement’s leader Babar Ghori and PPP’s Saeed Ghani, who were present at the hospital, told the media that her condition was serious.<br />
Ghani said that Wahab is an important asset for the PPP.</p>

<p>Three persons were killed and seven others were injured Sunday when a blast took place near a police van in the area of Suryab Road.</p>
<p>According to initial reports a bomb planted near a police mobile van blew off Sunday evening. Three passerbys were killed and seven others including policemen were  injured in the incident.</p>
<p>Police and rescue teams rushed to the cite of occurrence. </p>

<p><em>* UN estimates say 49 percent of all international migrants are women or girls</em></p>
<p>RAWALPINDI: A seminar on the topic of “Gender and Migration,” organised by Department of Gender Studies in collaboration with Migration Research Group (MRG), was held at Fatima Jinnah Women University (FJWU).</p>
<p>Warda Zakir, a lecturer in Department of Gender Studies, welcomed the audience and thanked the guests, including MRG Director Dr Sabiha Syed, Co-Director Dr Nosheen Mehmood and Senior Research Fellow of MRG Ayesha Sheraz.</p>
<p>Addressing the participants, Dr Sabiha, who has been working as an MRG director and also the chairperson of All Pakistan Women Association, said that migration was an old phenomenon. “During the last decade, the women migration went up, but unfortunately very little research work in this particular field has been done so far.”</p>
<p>She briefly explained the objectives and parameters under which MRG was working. She said there was an immediate need for creating awareness at the grassroots level to address this issue.</p>
<p>Dr Nosheen Mehmood discussed the various reasons for women to migrate. “By glancing the scholarly research of the 1960s and 70s, it can be observed that gender was not the primary focus of attention. In fact, the literature on migration has pointed out that both migration and research on migration have been gendered processes.”</p>
<p>Ayesha Sheraz said that in the year 2000, the United Nations Population Division estimated that 49 percent of all international migrants were women or girls, despite the common misconception that men are the migrants.</p>
<p>FJWU Vice Chancellor Dr Samina Amin Qadir stressed on the need for thinking positive and to be proactive. She hoped that a memorandum of understanding will be signed with Migration Research Group.</p>
<p>The seminar was followed by an interactive question-answer session. The participants raised question related to gender and migration of the women. Dr Rukhsana Hassan thanked the guest speakers for sharing their valuable thoughts with the faculty and students. app</p>

<p>The inauguration session will be held on May 29.</p>
<p>On May 30, the opening session will be presided over by senior and renowned columnist Atta-ul-Haq Kasmi, second session by Raza Ali Hadi and the third one by Mehmood Sham. Ubaid Sidiqui, Jaweed Naqvi, and Dr Shafa from India, Prof Tahir Massod, Ather Hashmi and Masood Asher from University of Karachi, KPC President Tahir Hassan Khan and others will deliver speeches.</p>

			<content:encoded><![CDATA[<p>LAHORE With the objective of creating awareness among the masses about renewable energy sources which in turn would organise them for a movement aimed at reliance on alternative energy sources at a national level, FACES Pakistan, a non-profit organisation, introduced solar caps in the city on Saturday.</p>
<p>The newly introduced solar cap has a fan fitted at the top, which works on solar energy. A solar cell is fitted on the front that converts solar energy into electric power, which turns on the fan whenever the cap is exposed to sunlight. The fan’s speed changes automatically, depending on availability of sunlight.</p>
<p>The team of FACES Pakistan introduced these solar caps as part of its Green Energy Campaign, under which members of the organisation took to the road, distributing solar caps among the public and briefing them about its concept.</p>
<p>The caps would help protect the wearer from scorching heat, sunburn and excess exposure to sunlight, said Ali Imran Raja, project in-charge of the campaign. Also, these caps symbolise the significance of solar energy, which can be utilised to create an environment-friendly and peaceful atmosphere, he added.</p>
<p>FACES Pakistan President Javaid William said that the organisation had taken the initiative of launching a Green Energy Campaign, keeping in view the current energy crisis in Pakistan. “The aim of the campaign is to create awareness and build a mass movement of people to demand strong action from the authorities to develop renewable energy sources and other conservation measures in Pakistan so as to reduce our reliance on furnace oil,” he said.</p>
<p>“This would not only help in tackling climate changes, protecting the environment and reducing vulnerability to energy shocks, but would also help lift us out of the current recession by creating tens of thousands of jobs by aiding development of new ‘green-tech’ industries,” William added.</p>
<p>FACES Pakistan intends to carry on the Green Energy campaign, which also includes a tree plantation activity on a monthly basis in different areas. “Our aim through the campaign is to plant a large number of trees at different places, including schools, colleges and universities, so that we can highlight the importance of trees and vegetation amongst the youth,” said Elaine Alam, National Coordinator Programmes at FACES Pakistan.</p>

<p>KARACHI: The University of Karachi announced on Saturday that the date for forms submission of annual examination of MA, MA double I and II (private) had been fixed as May 31. Students can submit their forms till May 31 at Silver Jubilee Gate of the university with Rs2,450 fees. It is worth mentioning here that students who enrolled themselves in 2005 and before can also submit their forms with Rs5,000 extra fee, while it is the last chance for them. KU also announced that students, who want registration in BA, BCom and BOL (private) could also submit their registration forms till June 4 with Rs 2,500 fee. staff report</p>

			<content:encoded><![CDATA[<p><strong>MANSEHRA, May 26: Minister of state Sardar Shahjahan Yousuf has said that the federal government would soon regularise the services of employees of Earthquake Reconstruction and Rehabilitation Authority (Erra) and Utility Stores Corporation (USC).</strong></p>
<p>“The government is in the process of regularising the services of Erra and USC employees and legal formalities in this regard are being finalised,” said Mr Yousuf while speaking at a public gathering in Balakot on Saturday.</p>
<p>Earlier, the minister inaugurated Mitikot electricity supply scheme. He said that the government was working to provide employment opportunities to the youth and more and more jobs were being created in government departments.</p>
<p>He claimed that time was not far when health, education and other facilities would be provided to the people. Most of the health and education infrastructure of Balakot was flattened by October 2005 earthquake.</p>
<p>“The government has provided electricity to over 450 villages of Mansehra, most of them in Balakot, and it would ensure that all villages get power supply,” said the minister.</p>
<p><strong>NO POLIO REFUSAL CASE:</strong> Polio refusal cases have been brought down to zero from 108 cases about a month ago in Torghar district, claimed local EPI coordinator Dr Diar Khan talking to reporters here Saturday.</p>
<p>“There were 108 cases of parents or family members refusing to allow polio vaccination of their children before polio vaccination campaign of April 23, but officials of health department and local ulema with the support of local  jirga went door to door to clear misconceptions of parents and they covered all refusing cases,” said Dr Khan.</p>

			<content:encoded><![CDATA[<p><strong>PESHAWAR, May 26: The doctors working on ad hoc basis in different teaching hospitals and periphery units in Khyber Pakhtunkhwa and Fata have demanded of the government to regularise their services without any further delay.</strong></p>
<p>Addressing a press conference here on Saturday, Dr Salman, the president of the action committee of ad hoc doctors, said that government had appointed more than 450 doctors on ad hoc basis in different parts of the province and Federally Administered Tribal Areas (Fata).</p>
<p>He said that it was a commendable act of the government. However, he said, health department had always failed to fill all the vacant posts of medical staff in the far-flung districts despite availability of infrastructure to deliver medical services through qualified doctors.</p>
<p>Dr Salman said that after appointment of doctors on ad hoc basis, the deficiency had been addressed at different medical facilities of remote areas of the province and Fata. The health facilities were strengthened after provision of required staff in Chitral, Tank, Lakki Marwat and adjacent areas, he added.</p>
<p>Accompanied by Dr Zarin and other colleagues, he said that more than 2,000 posts of doctors were lying vacant while need for medical staff at different teaching hospitals and periphery units didn’t permit to decrease the existing strength.</p>
<p>If government, he said, would take such step, then the qualified doctors and poor people would be directly affected.</p>
<p>Dr Salman also expressed concern over the appointment of doctors through public service commission examination, saying they were worried about their future.</p>
<p>He said that ad hoc doctors had extended their services in all the remote areas with the conditions that they would not take part in academic activities and trainings and would not request of their transfer.</p>

			<content:encoded><![CDATA[<p><strong>PESHAWAR, May 26: The government would take every possible step to improve the standard of all universities in the province, said Khyber Pakhtunkhwa Minister for Information Mian Iftikhar Hussain here on Saturday.</strong></p>
<p>Talking to a delegation of Agricultural University Teachers Association, led by Prof Mohammad Shafi, the minister said that after passage of 18th Amendment, the universities became a provincial subject.</p>
<p>“Despite repeated instructions, Agricultural University of Peshawar has failed to introduce the Tenure Track System that is a clear proof of the inefficiency of its administration,” he said.</p>
<p>Mr Hussain said that it was an important issue, which would be brought into the notice of Chief Minister Ameer Haider Khan Hoti and Minister for Agriculture Arbab Mohammad Ayub Jan.</p>
<p>The members of the delegation informed the minister about their difficulties and the role of the university in development of agriculture. They appreciated the provincial government for its decisions of allocating four per cent of its GDP to education, establishment of eight universities and eight campuses during the last four years.</p>
<p>Lauding the promulgation of the University Act, members of the delegation said that it would prove to be an important milestone in development of the province.</p>
<p>The minister said that one-step fall of the university in the national ranking despite having 160 PhD teachers was a matter of grave concern. He said that technical universities played an important role in development of the country, therefore, it would be the effort of the government to establish more such universities.</p>
<p>He said that Higher Education Commission would remain with the centre till the next NFC award and later it would be shifted to the provinces. The provincial government, he maintained, had already done homework in that respect.</p>
<p>About establishment of veterinary university in the province, the minister said that it played an important role in the agriculture sector and youth were seeking admissions in Veterinary Institute of Punjab. He said that veterinary faculty would<br />
be strengthened so that a university could be established for the purpose.</p>

			<content:encoded><![CDATA[<p><strong>KOHAT, May 26: District and sessions judge, Kohat, has ordered suspension of station house officer of Bilitang police for keeping two people in illegal custody and subjecting them to torture.</strong></p>
<p>Officials said that Bilitang police station SHO Khanullah raided the houses of Shah Fahad and Shah Khalid and locked them up in the police station without framing any case against them.</p>
<p>The victims later approached the court of district and sessions judge Inamullah Khan who served notice on the SHO and asked him to appear before the court and explain the situation. However, the SHO arrested the bailiff, Mohammad Lateef, for serving the notice on him and sent his subordinate, ASI Zulfat Hussain, in his place to explain the case in the court.</p>
<p>The judge after hearing both the sides ordered that the SHO should be suspended and the regional police officer and district police officer should initiate departmental inquiry against him. It also ordered that the police authorities should ensure implementation of police rules and end to violence in police stations.</p>
<p>The court also asked the police officers to regularly monitor police stations and ensure that no fake cases were constituted against innocent people.</p>
<p><strong>KIDNAPPED:</strong> Unknown armed men kidnapped a driver of a passenger pickup from Pehlwan Banda here on Saturday.</p>
<p>Police said that unknown men tied up the pickup driver Gul Nazeer and whisked him away to unknown place. They left behind the vehicle.</p>
<p>The city police registered the case and have launched investigations.</p>
<p>Meanwhile, Jarma police recovered a body of an unidentified young man packed in a bag at Orakzai Chowk on Indus Highway here on Saturday.</p>
<p>Officials said that residents of Jarma informed the police that a body packed in a bag was lying in their locality. Later, the police shifted the body to KDA hospital for identification.</p>
<p>The officials said that unknown people had shot the man dead and cut off his hands and legs. Jarma police registered the case and started investigations for identification of the victim.</p>

			<content:encoded><![CDATA[<p><strong>KARACHI, May 26: A court issued on Saturday warrants for the arrest of two leaders of the banned People’s Aman Committee and an alleged member of the proscribed Balochistan Liberation Army in illicit weapons cases.</strong></p>
<p>The court directed the police to apprehend Uzair Baloch, Noor Mohammad alias Baba Ladla and Rehmatullah and produce them in court by May 28.</p>
<p>The CID police filed charge-sheets in court against Saifullah Bugti, Shamsuddin Bugti and Abdul Ghaffar Bugti, said to be BLA militants, and named the banned PAC leaders as absconders.</p>
<p>The police claimed to have detained the three suspects in the Shershah area on May 7 and alleged that the explosive stuff and illicit weapons were found in their possessions and they were involved in supplying arms and ammunition to criminals associated with the Lyari gang warfare.</p>
<p>The charge-sheets said that Saifullah and Abdul Ghaffar had recorded their confessional statements under Section 164 of the criminal procedure code before a judicial magistrate on May 16 and confessed that Rehmatullah had been supplying arms and ammunition to them from Balochistan for long and they delivered the same to Noor Mohammad and Uzair Baloch.</p>
<p>A judicial magistrate (west) accepted the charge-sheets for hearing and issued non-bailalbe warrants for the arrest of the absconders with a direction to police to arrest and produce them in court by May 28 Two case were registered against the suspects under Section 4/5 of the Explosive Substance Act as well as under Section 13-D of the Pakistan Arms Ordinance, 1965.</p>
<p><strong>Suspect charged in Saudi consulate attack case</strong></p>
<p>An anti-terrorism court indicted on Saturday a man in a case pertaining to a grenade attack on the Saudi consulate.</p>
<p>The man, Zaki Kazmi, has been booked for allegedly carrying out the attack in May last year while his accomplice Asif Manu, said to have mastermind the attack, was killed after an armed encounter in Gulistan-i-Jauhar in November.</p>
<p>Judge Ghulam Mustafa Memon of the ATC-III, who is conducting the trial, read out charges against the accused. However, he pleaded not guilty and opted to contest the case.</p>
<p>The court put off the hearing till July 2 for the evidence of prosecution witnesses since the defence counsel requested the court for a long adjournment because of his engagements abroad.</p>
<p>According to the prosecution, two grenades were hurled at the Saudi consulate in the Defence Housing Authority on May 11, 2011, which did not cause any causality, but damaged some windowpanes of a mosque inside the consulate. A police team raided a residential complex, Rabia City, in Gulistan-i-Jauhar to arrest the alleged mastermind, but he opened fire on the police and tried to escape and during an exchange of fire, suffered bullet wounds and died, it added.</p>

			<content:encoded><![CDATA[<p><strong>KARACHI, May 26: While schoolchildren on Friday went on their weekly holidays without any clear answers from their school managements about the start of summer vacation, government officials also failed to clear the confusion over the issue.</strong></p>
<p>Private and government schools had nothing to say categorically to their students and teachers about the commencement of summer vacation.</p>
<p>Many parents also kept telephoning newspaper offices to know about the government’s latest stance.</p>
<p>In the meantime, 20 or so more private schools in the city approached the private school directorate of the Sindh education department for permission to observe summer vacation in June and July as usual and not in July and August.</p>
<p>However, the schools have been told to wait till an approval on the subject is received from the chief minister through the education secretary, an official of the private school directorate told Dawn that any action on applications being received at the directorate would be taken only after a formal directive was issued by the higher authorities.</p>
<p>It is learnt that about 25 schools offering both O/A Levels with some Matric systems have so far submitted applications for vacation in June and July instead of July and August, which were declared suddenly or belatedly as new vacation months for all government and private schools across the province by the Sindh education department.</p>
<p>Following reports that the government had softened its stance on the July-August summer vacation notification, private schools in the city started approaching the private school directorate of the Sindh education department.</p>
<p>Only a few academic days are left in the commencement of the much-desired summer vacation (June and July).</p>
<p>The secretary of the education department, Siddiq Memon, had told Dawn last Wednesday that his department had decided to forward a summary to Sindh Chief Minister Syed Qaim Ali Shah for approval in view of the demand to observe the vacation in June and July.</p>
<p>The education secretary had further said that after meeting the representatives of various school managements opposing the July-August summer vacation directive, the education department had in principle decided to receive applications from all those educational institutions willing to observe summer vacation in June-July this year. According to the secretary, if the CM approved certain amendments to the previously-made decision, every private school would be in a position to observe summer vacation in June and July, if they so desired.</p>
<p>A source in the CM’s House said on Saturday that a fresh summary related to the government’s summer vacation notification of May 18 had been received and it was likely that the chief minister would examine the new recommendations forwarded by the Sindh education department for further orders in a day or so.</p>

			<content:encoded><![CDATA[<p><strong>KARACHI, May 26: While viewing the works of more than a dozen masters, it becomes very difficult what to praise and what to go past without paying attention. It nonetheless gives a great high to art buffs when they find an opportunity to witness 30 odd artworks of distinguished artists under one roof. This was felt at the opening of an exhibition titled Fusion of Contemporary Art at the Citi Art Gallery on Saturday.</strong></p>
<p>Tasadduq Sohail, Mansoor Rahi, Mansoor Aye and Mashkoor Raza are revered names in Pakistani art. Their presence in any exhibition means quality stuff on display. This exhibition is no different. Tasadduq Sohail’s oil-on-canvas work vindicates his status as a master artist. His exhibits hint at the evolutionary process of society that many talk about but seldom realise its importance.</p>
<p>Mashkoor Raza is there with his typical equestrian theme. One of his pieces enhances the equestrian foreground with a red sun (or is it something else?) in the background. It’s a special creative effort.</p>
<p>Mansoor Aye’s ability to pleasantly surprise the viewer separates him from the rest of the lot. Imagine a painting of a woman with hair which is nothing but the blue colour cascading down her body. It is worth watching over and over.</p>
<p>But the most striking exhibit on display is Mansoor Saleem’s thought-provoking, sensitive work done in oil. The girl standing on a dangerous-looking creature (which appears to be either dead or dormant) with the vastness of the reddish sky is a study of dreams that can turn into nightmares. It may not be a dream. It could be a figment of the artist’s fecund imagination. Whatever it is, no one can take their eyes off it in haste.</p>
<p>If Mansoor Saleem impresses with his sensitive work, then a young artist Sara Baloch takes the viewer on a conceptual journey.</p>
<p>Her dyes-on-canvas pieces symbolise the muddled state of affairs in the life of an ordinary individual as well as in society.</p>
<p>The exhibition will run till May 31.<strong>—Peerzada Salman</strong></p>

			<content:encoded><![CDATA[<p><strong>A white Toyota attempts to zoom amongst rocks that boulder a curving road in the mountainous valley between Upper Dir and Chitral. There is a rush of water from a peak above creating a sort of fast moving river before it splashes down into icy streams below, making it arduous for cars to speed by.</strong></p>
<p>Buses and trucks queue behind, waiting impatiently for the Toyota to somehow paddle this river, before they can attempt the crossing. While road networks, connecting Khyber Pakhtunkhwa to its hinterlands in the north have significantly improved, frequent land-sliding remains one of many dangers for tourists, truckers and Toyotas.</p>
<p>The Kalash valley, home to Pakistan’s smallest minority community, has been threatened by an adverse security environment, which has seized many parts of the country since a surge in extremism post-9/11 and even seeped in subtle undertones in the<br />
enduring Kalash festival, Chilum Joshi.</p>
<p>Braving the threat of potential violence, the festival carried on amidst heavy security.</p>
<p>Despite Kalash’s relative isolation, a few mountain ranges away from war-torn Afghanistan, the Chilum Joshi festival in May attracts plenty from all over. Foreign tourists from afar, a few locals from further south eager to escape the sticky summer heat, mountain climbers, hippies in search of spirits and shamans, photographers and day-time bankers turned travelers, all come together.</p>
<p>Much of what is know about Kalash people is heresy even though there are several anthropological studies documenting their fire rituals and nature-worshipping beliefs. The mystery of their gods has been compounded by the fact that they cannot be consolidated into neat categories in line with monotheistic belief.</p>
<p>Unfortunately, like the rest of the country, here too there have been forced conversions to Islam – indicative of aggression against their polytheistic traditions in the current environment of decreased tolerance to religious diversity.</p>
<p>While explaining the nature of their deities, Alam Zeb, a local teacher in Bumburat, says “Like you worship Allah, we believe in higher spirit who we call Dezau.”</p>
<p>He glosses over questions of theology, uncertain whether outsiders will understand or accept their ‘Kafir’ ways, and goes on to explain the many festivals of Kalash, who in their dance and song pray for seasonal blessings and spring’s warmth through winter harshness.</p>
<p>Kalash women wear long flowing black robes, embroidered in rich spring colors. The men sport feathers in their mountain fedoras; there is a beat and rhythm of drum. Men and women freely dance, love is in the air during the Joshi festival and many marriages are consummated. Kalash marriages cannot be polygamous but women are allowed their husband if a new suitor is better endowed for survival and protection in the cold. The celebrations continue, as they have for thousands of years in Kalash despite recent extremism threats and fears.</p>
<p>The up north to Kalash in a way traces history to this lesser touched area. Following Alexander’s route from Islamabad past the Buddhist stupas in Taxila, the coasters move towards Attock fort, constructed under supervision of the wine-drinking<br />
poet-philosopher Jalaluddin Mohammad Akbar, the Grand Mughal himself before it was captured by Maratha warriors.</p>
<p>Following the Kabul River, the journey takes one into Nowshera cantonment where the School of Armour and Artillery are a testament to unchanging power of guns and barrels, crossing Mardan district into Malakand before reaching Dir and then the Lowari Tunnel. There is a reminder on every turn of Pakistan’s historically religious diverse landscape, which until recently has absorbed so many belief systems.</p>
<p>Trucks, adorned in shrines and lascivious Lollywood actresses, honk at the coaster. Their is banter about hipster art and a stop for rice and koftas in Batkhela, a colorful town in Malakand, which had the misfortunate of being named after a ‘Butt’ Sahib.</p>
<p>The former princely state of Dir rolls on for kilometres: there begins a swirl of mountain and valley, fields upon fields of wheat play in the breeze, golden and crisp colors burn in sunshine. The production and cultivation of wheat is the primary source of sustenance in the Malakand valley, where several military operations have struggled to keep activities of Taliban groups at bay.</p>
<p>In Lower Dir, the security – army, FC and police – checkpoints start to become more frequent: identity cards are passed around; we are scrutinised and questioned in detail. One patrolling station flashes a billboard, ‘Wanted Absconders’ inked in bold red<br />
above faces of terrorists and criminals.</p>
<p>“Times have never been good,” says Shiraz ‘Sher’ Nasir, Director Operations of Adventure Travel Pakistan. Nasir attempts to promote internal tourism through his company, organising tours for those who seek adventure in Pakistan’s stunning and isolated topographies. The threat of security keeps these majestic wonders unknown to tourists and travelers inside and outside of Pakistan, and while in many instances the fear is not completely unfounded, the beauty is almost overwhelming.</p>
<p>The valley curves and spirals, one of the mountain ranges is still white in snow. Apollo, the Sun-God, illuminates it with light and truth. There is an endless flow of streams; the sound of water gushing sings a lullaby through out the night and among the trees that speckle the valley, the Taliban seem to ominously lurk, their presence whispered in loud voices.</p>
<p>This landscape is so rich and complex that simplifying it into narrow structures can only create more fissures and conflicts.</p>
<p>Since the partition, questions of faith have lingered so closely with state identity that many in Pakistani society forget the historical intricacies that inform the crevices of modern Pakistan. Imaging a singular public space is not possible, simply because it does not exist.</p>

			<content:encoded><![CDATA[<p><strong>RAWALPINDI, May 26: Former chairman Army Welfare Trust (AWT) on Saturday died of gunshot wound and according to police he allegedly committed suicide by shooting himself at his residence the limits of Morgah police station.</strong></p>
<p>According to police, Lt-General (retired) Imtiaz Hussain 70, a resident of the DHA, Sector-D was found shot dead in his room in the afternoon. After hearing the bullet shot, the family members rushed to his room and found him critically injured.</p>
<p>They immediately shifted him to Fauji Foundation hospital where doctors declared him dead. The dead body was later shifted to District Headquarters (DHQ) hospital for autopsy.</p>
<p>DHQ Medical Superintendent Dr Sher Ali Khan said the deceased received bullet in the head from right side that escaped from left, damaging the skull. He said the detailed report would be finalised on Monday.</p>
<p>Morgah police station’s SHO Sadiq Khan told Dawn that apparently it looked like a suicide case as brother of the deceased, Tariq Mehmood, informed police that he was a patient of depression and went to his room in a depressed mood and was later found dead.” He further said the police have also found a pistol 9mm from the site.</p>

			<content:encoded><![CDATA[<p><strong>ISLAMABAD, May 26: The Islamabad Electric Supply Company is facing the governance issue, which is impeding its transition to a business-like electric utility, according to a report submitted to the Planning Commission by USAID.</strong></p>
<p>The report has been prepared by the International Resource Group for the three-year project of Power Distribution Improvement Programme (PDIP) financed by USAID.</p>
<p>“The company remains subject to political interference, and the Board of Directors has not been empowered to oversee a true corporate entity,” points out the report.</p>
<p>The replacement of the board by the government has left Iesco in a state of some uncertainty and it is hoped that the new appointments will be a positive step towards greater professionalism and operational autonomy, it says.</p>
<p>Additional changes will, however, be required to enable the board to exert the strategic influence the utility will need to succeed in the restructured power sector in Pakistan, and to improve the company’s operational and financial performance to more acceptable levels.</p>
<p>Iesco has reported that the loss level for 2009-10 was 9.8 per cent whereas the preliminary loss analysis on five sample feeders including one underground feeder was around 13.7 per cent which is paradoxically higher than the total reported loss. This is because Iesco has a mix of very high and extremely low loss feeders, the report says.</p>
<p>Iesco’s revenue meter installations require immediate attention to improve installation quality, and to address significant vulnerabilities in exposed transmission lines. A new service standard is ultimately needed to better protect the meter and the service from being tampered with.</p>
<p>Iesco faces a significant financial challenge due to an ongoing dispute over power supply to the AJK government.</p>
<p>The utility is acting as the power supplier for this territory even though the tariff for AJK sales is well below the cost of power to Iesco.</p>
<p>Statistics indicate that Iesco is functioning reasonably well commercially. However, commercial activities need improvement and transparency.</p>
<p>The meter reading practices currently employed are subject to influence by operations management.</p>
<p>The entire revenue cycle, from the setup of a new customer account to meter reading to receipt of customer payments and ultimate revenue recognition, remains a highly fragmented and manual process. The current system of automated processing is typical of the late 1970s.</p>
<p>Although Iesco is piloting advanced metering technologies, inadequate monitoring of all steps in the revenue cycle leaves it vulnerable to negative cash flow impacts, low customer satisfaction, and delays in completing even the simplest jobs, it says.</p>
<p>The report recommended that the board of directors should be trained to prepare for the challenge of governance in the changing utility environment in Pakistan.  It should be enabled to become Iesco’s corporate governing body empowered with ultimate decision-making authority.</p>
<p>A thorough review of organisational structure should be undertaken to evaluate changes required to improve Iesco’s technical, commercial and overall operational performance, suggests the report.</p>
<p>The report was of the view that Iesco’s greatest financial vulnerability centres on its relationship with government clients.</p>

<p>ATTOCK, May 26: The district police released Rs1.638 million to provide benevolent fund to 37 retired policemen and to award scholarships to eight position holder students, the children of police officials, from the district police welfare fund.</p>
<p>The district headquarters said here on Saturday that six months pending benevolent fund of Rs884,000 had been issued to 37 police officials retired on medical ground  and families of martyred policemen at the ratio of Rs24,000 each.</p>
<p>Similarly, scholarship of Rs754,760 was also given to the eight children of policemen to assist them in their education.</p>
