El Partido Socialista y Ciudadanos firmaron el martes un acuerdo para la investidura del líder socialista como nuevo presidente de gobierno de España, y dicen también de gobierno. El líder del PSOE, Pedro Sánchez, aceptó la propuesta de Ciudadanos de iniciar unas reformas urgentes de la constitución para una regeneración democrática que podría encajar en las pretensiones de otros partidos y que no entra en el pantanoso tema de las soberanías básicamente se deja de lado otra vez a Catalunya.

Las medidas solicitadas por Ciudadanos y aceptadas expresamente por Sánchez buscan la supresión de los aforamientos, reducir a la mitad el número de firmas para las iniciativas populares, avanzar en la despolitización de la justicia, suprimir las diputaciones y limitar los mandatos al frente del Gobierno a ocho años. Lástima que los 90 escaños del PSOE y los 40 de Ciudadanos no son suficientes para avalar la investidura de Sánchez, que presentará su propuesta a los 350 diputados que componen la Cámara el próximo uno de marzo.

Son precisamente los detalles no desvelados del acuerdo en materia económica o social o la negativa férrea del PSOE a iniciar los trámites para un referéndum en Cataluña las que podrían alejar a otros partidos e impedir la investidura. Las propuestas de este principio de acuerdo son incompatibles con las exigencias de “Podemos" que es de lo que se trata. José Manuel Villegas. diputado de Ciudadanos también reconoció que, tras un encuentro con el Partido Popular, el partido que gobierna en funciones se limitó a reiterar su oferta de un gran gobierno de coalición liderado por el actual presidente Mariano Rajoy con Ciudadanos y el PSOE es decir ya está más que preparada la estrategia para las próximas elecciones.

Sánchez anunció la convocatoria para mañana mismo de la ejecutiva del Comité Federal del PSOE para someter a la consideración de las bases el acuerdo con Ciudadanos. "Mañana será un día importante", dijo. "Hay un hecho que me permite ser optimista. Solo hay una posibilidad de que Pedro Sánchez sea presidente del gobierno y es como presidente de un gobierno de coalición", dijo.

Pero se equivoca el gobierno de coalición se hará como he dicho anteriormente, en junio cuando todo apunta que los resultados electorales serán más o menos los mismos, pero con la salvedad que para entonces el PP habrá tenido tiempo de cambiar a Rajoy y hacer olvidar los escándalos judiciales y sus imputados.

El PSOE, que negocia de forma paralela con Podemos (65 diputados con sus confluencias), Compromis (4) e Izquierda Unida y Unidad Popular (2), estaría abocado a fracasar en la investidura si estos grupos votasen en contra, aunque el PNV, que ha manifestado la posibilidad de apoyar una investidura, apoyase con sus seis escaños. “Me parece un anuncio muy voluntarioso, pero por este camino creo que no hay posibilidades", dijo el portavoz de Democracia y Libertad, Francesc Homs, tras dejar claro que su grupo, al igual que ERC - ambos exigen un referéndum para la independencia de Cataluña - votarán en contra de la investidura.

El PP, con sus 123 diputados, insiste en su propuesta de gran coalición liderada por Rajoy e incluso no descarta someterse a la investidura si Sánchez fracasa después de que el PSOE haya rechazado tajantemente cualquier posibilidad de acercamiento. La eventualidad de un cambio de opinión que llevase al PP a abstenerse y permitir la coalición en un gobierno controlado por Sánchez ya tiene nombre para algunas fuerzas de izquierda, como Podemos, que se refieren a esta hipótesis como un "acuerdo de coalición en diferido".

Este es el camino como he expuesto Albert Ribera ha preparado una coalición ahora de dos para esperar al tercero y curiosamente el que posiblemente gobernara porque España es así y los españoles olvidan pronto los recortes y los delitos de corrupción y el abuso ejercido desde algunos estamentos judiciales, en fin, que España es de derechas y esperara a que el PP se arregle, esta situación esperpéntica solo la pueden cambiar los votos de los españoles en junio pero no soy optimista para entonces ustedes verán como el PP y Ciudadanos tendrán mayoría absoluta y al PSOE que dios lo recoja en su gloria.

El secretario general del PSOE y el presidente de Ciudadanos exhibieron hoy miércoles un acuerdo entre ambos partidos con aspiraciones a ser de investidura y de legislatura, pero que tendrá dificultades para sumar los apoyos suficientes para ser el programa del próximo Gobierno de España, una porque ambos juntos no suman la mayoría necesaria y dos porque un partido es de izquierdas y el otro de derechas. Lo curioso es que por otro lado los líderes de los otros dos partidos con mayoría de votos, el PP y Podemos, también se han puesto de acuerdo en decir que lo aprobado por PSOE y CIUDADFANOS es inviable y como en el caso anterior son una pareja de distinto y opuesto signo político… esto solo pasa en España.

El propio presidente del Gobierno español en funciones, Mariano Rajoy, dijo esta mañana que este pacto no serviría para sacar adelante un Ejecutivo, por lo que consideró probable que vuelvan a repetirse elecciones en España. Por otro lado, naturalmente el socialista Pedro Sánchez que se adjudica la autoría de la iniciativa, calificó el pacto de histórico, aunque reconoció que no era el necesario para que haya un nuevo Ejecutivo liderado por él a partir de la próxima semana, cuando se celebrará el pleno y las votaciones de investidura.

Por ello, tras desgranar numerosos puntos de un texto que reúne 200 medidas y que no fue cerrado hasta esta madrugada, instó en varias ocasiones a otras fuerzas a sumarse para salir del bloqueo político en el que está sumido el país y evitar una repetición este verano de las elecciones del pasado diciembre.

"Este es un acuerdo abierto, que no excluye a nadie, que tiende la mano a izquierda y derecha para que podamos lograr un nuevo tiempo y tengamos un Gobierno la próxima semana", dijo Sánchez en una comparecencia en solitario en el Congreso tras escenificar con el líder de C's, Albert Rivera, el acto de firma del documento. Así que ya tenemos un NO rotundo de un partido de derechas como es el Partido Popular de Rajoy, lo curioso es que al igual que la propuesta del PSOE la acuerdan con Ciudadanos el otro partido hermano del PP y casi de más derecha todavía, la negativa de aprobar esta propuesta está apoyada también además del PP por Podemos, el otro partido de izquierdas, algo suena mal verdad, o son tontos los del PSOE y Ciudadanos, cosa que doy por hecho, o el PSOE se ha metido en un terreno de arenas movedizas del que nunca más saldrá.

El líder socialista trató de atraer a Podemos al acuerdo apelando indirectamente al partido de Pablo Iglesias al proclamar que el texto incluye la derogación de leyes del Partido Popular como la llamada ley mordaza, la limitación de las puertas giratorias y un plan de emergencia social dotado con 7.000 millones de euros. "Que me digan dónde no es de izquierdas este programa ", dijo. Sánchez que lo amplio anunciando que incluía la derogación de la reforma laboral del PP como uno de los puntos del acuerdo, aunque en realidad en el texto sólo se habla de un cambio en el marco de las relaciones laborales.

Rivera de Ciudadanos, dijo por su parte en su comparecencia ante los medios que el documento reúne prácticamente el 80 por ciento de las propuestas electorales de Ciudadanos, y aunque reconoció que no iba a ser fácil poner de acuerdo a otras formaciones, apeló directamente al PP a que se sumara al pacto, (y les juro que no estoy explicando ningún chiste). "Este documento que hoy hemos aprobado es perfectamente válido para la extensa mayoría de españoles (...) Ahora falta que otros hagan su trabajo, muestren su voluntad y expliquen por qué no están de acuerdo con un texto de esta naturaleza", dijo.

El Gobierno griego busca a la desesperada incrementar los ingresos públicos del país. En los últimos años las empresas se han convertido en la diana de los gobernantes, lo que está obligando a muchos negocios a echar el cierre o incluso a marcharse a países como Bulgaria, Chipre o Albania.

Tal y como publica The Economist, el aumento de los impuestos y la recesión económica han podido ser la causa del cierre o la marcha de unas 200.000 empresas. Entre 2009 y 2014 los beneficios de las compañías griegas se han desplomado. No sólo por la caída de los beneficios, sobre todo por el cierre de empresas y la huida de unas 60,000 firmas buscando otros países con un marco fiscal menos desesperado y con una economía más estable.

Algunas empresas multinacionales también han decido abandonar Atenas. Este es el caso de Fage International, una firma de productos lácteos que en 2012 se marchó de Grecia cuando se aprobaron nuevas subidas de impuestos a negocios. Coca-Cola también ha abandonado el país, trasladó su sede desde Atenas hasta la ciudad Suiza de Zug. Viohalco, una empresa que procesa metales, también decidió dejar Grecia y establecer su sede en Bruselas a finales de 2013.

Los países que se encuentran cerca geográficamente de Grecia parecen estar encantados con esta política. Panagiotis Pantelis, un contable griego, asegura que está muy ocupado reuniéndose con funcionarios de países vecinos para ayudar a empresas griegas en los trámites para establecerse esos países.

Como muestran los datos de KPMG, en 2010 el Impuesto de Sociedades en Grecia era del 20%. En 2015 el Gobierno de Syriza incremento este impuesto hasta el 29% desde el 26% en el que lo había dejado en el anterior Gobierno. El Impuesto de Sociedades en Grecia es a día de hoy uno de los más altos de Europa, sobre todo si se compara el tipo del 10% vigente en la vecina Bulgaria. Es evidente que ninguna empresa internacional va a ir a instalarse en Grecia no solo por el impuesto de sociedades sino porque ve un país auténticamente zombi sin negocio sin consumo y sin posibilidad alguna de afrontar su deuda

La recaudación del Impuesto de Sociedades se ha desplomado en los últimos años. A pesar de que el PIB de Grecia ha menguado considerablemente durante la crisis económica, los ingresos por Sociedades respecto al PIB también se han desplomado, lo que deja entrever que la recaudación de este impuesto (1,3% del PIB griego) se queda en algo testimonial.

Por ello no parece raro que Kyriakos Mitsotakis, nuevo líder conservador en Grecia, esté centrando su discurso en el efecto contraproducente de las subidas de impuestos sobre la economía del país. Sin embargo, la respuesta de la coalición de izquierdas ha sido proponer un nuevo incremento el Impuesto de Sociedades que vaya a parar a las pensiones.

En el caso de Dakota del Norte, su economía se contrajo un 10,4% en el primer trimestre del año pasado y un 1,2% entre abril y junio. West Virginia registró un crecimiento negativo del 7,7% y el 2% respectivamente mientras Wyoming se contrajo un 6,1% y un 2,3%. Sin embargo, Alaska registró una expansión del 5,2% entre enero y marzo del año pasado y del 0,4% en el segundo trimestre.

"Los indicadores de la actividad económica y financiera siguen presentando una debilidad a corto plazo de la producción", señalaba Joseph LaVorgna, economista de Deutsche Bank, en un informe a sus clientes. "La tasa de crecimiento en la producción industrial y en las ventas minoristas se sitúa en estos momentos a un nivel histórico consistente con el de una recesión", avisaba. Entre los principales bancos estadounidenses se descuenta en estos momentos un 20% de probabilidades de que la economía sufra una recesión en 2016 aunque entre los inversores este porcentaje asciende hasta el 50%.

La verdad es que escribo poco al respecto de la situación política de España y no lo hago no porque no la siga sino porque creo que es mas en entretenimiento digno de los mejores autores de comedia antigua española que no unos planteamientos serios de políticos que dicen aspirar a gobernar el país, claro que estos últimos días parece que ya no van a por el gobierno de la nación sino simplemente a lograr una investidura que permita camuflar la imposibilidad ética de ofrecer el gobierno a la derecha tradicional española, la idea que están negociando Pedro Sánchez y Albert Rivera, es una opción contra natura es imposible formar un gobierno estable por dos circunstancias ineludibles. Una: las matemáticas, no tienen suficientes escaños para obtener una mayoría simple y Dos: el PSOE es socialista de izquierdas y Ciudadanos es de derechas ambas políticas son opuestas entre sí.

Y una cosa es decir que se está de acuerdo para hacer un acto de investidura que solo será posible, en segunda votación y que se abstenga todo el PP lo que daría una cuenta e ciudadanos y PSOE 130 SI. Los escaños del PP que podrían abstenerse son 123 y los escaños restantes que son mayoría de izquierdas que pueden votar NO son 97 por lo que esta combinación daría la investidura a Pedro Sánchez, pero ojo no le darían el gobierno de España, sino que se lo quitarían en la primera sesión del congreso impidiendo aprobar cualquier propuesta o iniciativa de propuesta de gobierno.

Yo no creo que Pedro Sanchez sea tan tonto como para no haber hecho estas cuentas ni para suponer que Ciudadanos es un apéndice de la derecha española es decir del Partido Popular por lo tanto una vez investido Sánchez, Ciudadanos solo tiene que unirse en el congreso con los escaños del PP y entre los dos suman 163 votos contra los 90 del PSOE, está claro que no se puede gobernar en minoría porque es evidente que si el PSOE acepta la coalición de Ciudadanos pierde todos los apoyos de los partidos de izquierdas por lo tanto la jugada maestra de la derecha española estriba en apartar ahora al PP hasta que ciudadanos ayude a investir a Pedro Sánchez consiguiendo con ello la enemistad de los partidos de izquierda respecto al PSOE y luego apartarlo de la posibilidad de gobernar.

El secretario general de Podemos, Pablo Iglesias, ha avisado de que si este martes se anuncia un "acuerdo de gobierno" con Ciudadanos "habrá elegido emprender un viaje con el PP", porque no tendrá votos suficientes para la investidura y tendrá que negociar con los 'populares', (para que se abstengan en segunda vuelta) que es lo que siempre han querido el PP y los de Ciudadanos, esto o que Sanchez se dé cuenta de la trampa y no resulte investido presidente con lo que vamos a otras elecciones en junio.

El líder de la formación “Podemos” ha acudido al programa de la cadena Ser, Hoy por Hoy, y ha afirmado que toda posibilidad de acuerdo con el partido Socialista de Sánchez se rompería si Ciudadanos está en el Gobierno: "Una cosa es estar de acuerdo con Ciudadanos en cosas puntuales y otra cosa es formar Gobierno". Pablo Iglesias señala que: “Si PSOE y Ciudadanos anuncian un acuerdo de Gobierno, habrán elegido", o unas nuevas elecciones o un gobierno de derechas en la práctica dominado por el PP y Ciudadanos.

Por eso, “Podemos” ha deseado más bien que el PSOE trabaje en conseguir la abstención de Ciudadanos para que salga adelante un Gobierno de PSOE, Podemos, IU y Compromís. "Si consiguen que se abstengan, buen trabajo, pero si el PSOE se plantea que puede haber gobierno negociando simultáneamente con Ciudadanos y con Podemos nosotros decimos que no es posible", ha zanjado. Los negociadores de Podemos se reunirán este martes con los del PSOE.

De todas formas, aunque rechace entrar en un Gobierno con la formación de Albert Rivera, (Ciudadanos) Podemos ha rebajado sus exigencias a Pedro Sánchez en su relación con Ciudadanos, la semana pasado el partido de Pablo Iglesias afirmó que no era posible una negociación a tres bandas, sin embargo, ya acepta que la formación socialista este en la mesa de negociaciones con Ciudadanos. El partido de Pablo Iglesias sigue defendiendo un Gobierno de coalición de izquierdas y entiende que su programa es incompatible con el de ciudadanos, pero se han apartado estratégicamente los vetos.

Gran Bretaña está ya totalmente confundida ya no sabe exactamente que es, que o mejor dicho que son sus habitantes cada vez que los servicios de inteligencia anuncian que han neutralizado a una célula Yihadista que se disponía a cometer una masacre en Londres, Manchester o Glasgow, el primer ministro David Cameron y la Inglaterra “cristiana” se quejan de que la comunidad musulmana o mejor dicho, “la Inglaterra musulmana” no hace lo suficiente para favorecer la integración de sus jóvenes, asumir los “valores culturales de la mayoría” y combatir la radicalización en nombre del islam.

Muchos británicos dudan de que la Inglaterra que tenían como patria ya no saben dónde ha ido a parar, sobre todo, la grandeza de la Gran Bretaña “cristiana” muchos creen que ya la han perdido para siempre que se la han dejado conquistar por su ceguera inicial creyendo que la admisión de inmigración musulmana era un negocio por la obtención de mano de obra barata pero esta creencia egoísta se ha vuelto en su contra ahora esta inmigración ha hecho que toda la mano de obra de Gran Bretaña sea barata incluso la de los ingleses.

Por otro lado, cada vez que la Inglaterra cristiana habla de este asunto desde los escaños de la Cámara de los Comunes o desde la BBC, la Inglaterra musulmana lamenta la visión simplista de su cultura y de su religión, la manera en que es demonizada, el creciente racismo, discriminación e islamofobia, la percepción de que sus integrantes son en el mejor de los casos unos bárbaros ignorantes e irracionales que viven anclados en el pasado y toleran el terrorismo o no lo denuncian con suficiente fuerza, lleva a que los ingleses de Inglaterra crean en el peor de los casos que los musulmanes pretenden la destrucción del país en el que viven. ¿Quién está más cerca de la verdad?

La verdad, aunque a algunos les gustaría que no fuera así, no es casi nunca blanca o negra, sino que depende del color del cristal con que se mira y se encuentra casi siempre en los muchos matices del gris. Entre los millones de musulmanes residentes en Gran Bretaña hay de todo, y ejercen también de todo: policías, magistrados, diputados, corredores de bolsa, peluqueros, amas de casa, millonarios, hombres de negocios, granjeros orgánicos, cómicos, banqueros, cantantes de rock, y un largo etcétera. Un viaje a Bradford, una de las ciudades más islámicas del país, sirve sobre todo para confirmar que cualquier simplificación es errónea, y que no se puede generalizar sobre la Inglaterra musulmana.

Bradford, en el condado de Yorkshire, es una ciudad de medio millón de habitantes, de los cuales una cuarta parte son musulmanes, de ellos la gran mayoría de origen pakistaní. Por cuestiones demográficas barrios que hace tan sólo una década eran casi exclusivamente blancos son ahora mixtos, y barrios que eran mixtos ahora son de mayoría asiática, una fuente segura de tensiones.

Organizaciones neofascistas, como el Frente Nacional y la Liga para la Defensa de Inglaterra, tienen una gran presencia como demuestran las pintadas en edificios y las pegatinas en las farolas, azuzando la percepción (totalmente infundada de acuerdo a las propias estadísticas del gobierno) de que los “extranjeros” –un concepto amplio que va más allá del pasaporte– no pagan impuestos, colapsan los servicios sociales, disminuyen la calidad de la educación, atestan los hospitales, viven del paro y ocupan los pisos de protección oficial que deberían ser para los “nativos”.

El barrio de Little Horton, al sudoeste del centro, es un buen ejemplo de cómo ha cambiado Bradford desde los graves disturbios raciales registrados en el 2001. Sólo queda un pub, La vaca marrón, porque la inmensa mayoría de musulmanes no bebe, y menos aún en público. Su clientela es cien por cien blancos por y con la nostálgica de un pasado que siempre fue mejor.

Bradford era una comunidad vibrante, dinámica, solidaria y llena de energía, de gente humilde de clase trabajadora que se deslomaba para dar de comer a sus familias, había un claro sentido de identidad y patriotismo. Sus ciudadanos sabían lo que éramos y lo que queríamos. Pero ahora miran a su alrededor. Y pueden ver a un grupo de colegiales de entre ocho y doce años que, con un profesor al frente, van camino de la madraza, la escuela islámica donde cambiarán los uniformes azules del colegio público por unas batas, para rezar sus oraciones y estudiar el Corán antes de regresar a casa.

En los años setenta, todos los niños que jugaban al fútbol entre las modestas casitas adosadas de ladrillo rojo de Little Horton eran blancos; hoy, prácticamente no queda ninguno. El paisaje urbano también ha cambiado y las chimeneas han cedido paso a las cúpulas de las mezquitas (cuarenta repartidas por toda la ciudad). El ritmo es distinto, los sonidos son distintos. En vez de campanas o silbatos convocando a los trabajadores a las fábricas textiles o metalúrgicas, grabaciones electrónicas del muecín llaman a la oración.

Es muy fácil teorizar sobre las ventajas del multiculturalismo desde algunos barrios intelectuales del norte de Londres, pero la verdad ya está en muchos barrios y ciudades de Inglaterra como Bradford, oliendo todo el día a curry, con la rutina cotidiana alterada porque si es Ramadán o si no lo es, con recreos artificiales en el colegio público para que los niños musulmanes puedan rezar, cruzándose con barbudos que salen de la mezquita y preguntándose si serán de los que hacen la vista gorda al terrorismo.

Hace poco, tres hermanas fueron de peregrinaje a La Meca, y en vez de regresar se fueron a Siria con sus nueve hijos para luchar del lado del Estado Islámico. ¿Qué hemos de pensar? “Nos han cambiado a nuestro país” exclaman los habitantes de muchos lugares de Gran Bretaña. Lo que resulta evidente en Bradford –y en otras ciudades con amplias comunidades islámicas como Blackburn, Preston, Burnley o Birmingham– es la existencia de tres mundos paralelos: uno sólo musulmán, uno sólo cristiano, y otro mixto. La mayoría del tiempo coexisten en un equilibrio más o menos precario, pero cualquier chispa puede hacer que entren en conflicto.

El primero pertenece a los residentes británicos de origen paquistaní aferrados a su religión y su cultura, encerrados en su burbuja, que no sólo rechazan el alcohol, el cerdo y las minifaldas, sino que los consideran pecaminosos; saludan a los vecinos blancos, pero prefieren no mezclarse con ellos; van de casa al trabajo, del trabajo a la mezquita y de la mezquita a casa; hablan preferiblemente en urdu, aceptan la poligamia, repudian a sus mujeres diciendo tres veces “yo te divorcio”, obligan a sus hijas a casarse con quienes ellos deciden, y resuelven sus disputas a la manera tradicional, ignorando si es necesario la ley inglesa.

Entre ellos, una minoría infinitesimal (tal vez unos cuantos centenares) son considerados por los servicios de inteligencia posibles terroristas, una pequeñísima minoría aprueba el recurso al terrorismo, un número considerable “entiende” de dónde y por qué han surgido Al Qaeda y el Estado Islámico, una amplísima mayoría denuncia el colonialismo occidental (británico, francés, norteamericano…), el apoyo a Israel, el trato al pueblo palestino, el uso de drones, las matanzas injustificadas de civiles, las guerras no autorizadas y la intromisión en los asuntos de Iraq, Siria o Libia, como siempre los que te cambian el país y tu vida encima te dan la culpa de ello.

El segundo universo paralelo es el de la Inglaterra blanca acomodada, culturalmente cristiana con un importante componente religioso judío, que se lleva a las manos a la cabeza cuando se entera de esas cosas por los periódicos o la televisión, no tiene vecinos musulmanes –excepto tal vez algún jeque acaudalado del Golfo-.

El tercer mundo es aquel donde las culturas y las religiones entran en contacto diario, y los valores son menos absolutos. El de las funcionarias de inmigración que reciben a los visitantes en el aeropuerto de Heathrow con un velo en la cabeza. El de Yasmina Akhter, maestra de una escuela primaria de Bradford, que es musulmana, pero opta por vestir a la occidental. El del policía urbano Nazir Raf, que en sus rondas encuentra tiempo para orar cinco veces al día. El del chef Omar Ager, que tiene un espacio junto a la cocina de su restaurante para rezar entre la preparación de un plato y otro.

Y así numerosos ejemplos, es el universo más abierto, el de la Gran Bretaña que no pertenece ni a los de aquí ni a los de allá, sino que es de todos. El del multiculturalismo. Eso que yo creo que no es verdad porque no puede existir porque cuando una cultura pretende multiculturizarse automáticamente está invadiendo y siendo invadida por los derechos de las otras culturas, de verdad creemos que estamos preparados para este cambio.

Los prestamistas han hablado públicamente de otorgar un alivio de deuda si las reformas se completan. Creo sinceramente que con solo absorber la deuda griega por parte del BCE mediante algún instrumento financiero acorde solucionaríamos dos problemas uno el de la deuda y otro el de cómo ayudar a que Grecia sea la plataforma de llegada y distribución de los refugiados procedentes de las guerras de Siria y del norte de África porque este es el próximo “acuerdo” que tendrá que afrontar la UE.

Estamos leyendo estos días que Rusia está tratando de poner orden en los precios del petróleo concretamente necesita frenar su caída, así parece que Arabia Saudí va a aceptar estancar la producción a niveles actuales al igual que Rusia para intentar que los precios suban a lo que parece podría ser una base cómoda que se situaría entre los 40 y los 50 dólares el barril.

El panorama de precios bajos del petróleo está ahogando las finanzas rusas, lo que obliga a realizar recortes a todos los niveles. Este viernes se ha conocido que el Kremlin recortará en torno a un 5% el gasto en defensa dentro de un plan anticrisis que el Gobierno presentará la próxima semana, informó hoy el diario Védomosti. Según informaron fuentes oficiales, los recortes ascenderán a unos 2.000 millones de euros, de un presupuesto de defensa para este año de 36.500 millones de euros.

Los recortes afectarán principalmente a los contratos de suministro de armamento y otros equipos militares firmados por el Ministerio de Defensa, a los planes de modernización de las Fuerzas Armadas y a los programas de investigación. Esos pedidos y programas, que representan un 68% del gasto total, se reducirán en un 7% (1.700 millones de euros).

El experto militar Ruslán Pújov precisó que ese recorte no afectará en ninguna medida a la capacidad de defensa nacional de Rusia, aunque matizó que eso sí se convertiría en un problema si el Gobierno decidiera seguir recortando el gasto militar. A mí me gustaría saber de quién tiene que defenderse Rusia no veo que nadie la amenace digamos bélicamente otra cosa es las sanciones económicas precisamente debidas a su agresividad así que o mucho me equivoco o Rusia lo que tienen que hacer es defenderse de sí misma y quizás esta reducción sea una buena manera de empezar a defenderse gastando menos en un enemigo fantasma y gastando más para la mejora social de los rusos.

Como buen país no democrático avisa que estos recortes no afectaran en los salarios de los militares, un apartado que el presidente ruso, Vladímir Putin, considera intocable, más aún en un año electoral, ya que en septiembre hay comicios legislativos. Tampoco deberían verse afectados los programas de rearme estratégico, es decir, los misiles intercontinentales (Tópol y Bulavá), submarinos atómicos y los bombarderos (Tu-160). La fuente oficial también destacó que los recortes previstos no influirán en la actual operación aérea en Siria, que comenzó hace casi seis meses.

Hasta ahora, Putin se había negado a reducir los gastos militares, aduciendo que el programa de rearme hasta 2020 es crucial para la defensa de los intereses nacionales.El ala liberal del Gobierno ha abogado en numerosas ocasiones por disminuir los gastos en defensa, al considerar que es la única forma de mantener intactos los programas sociales. En diciembre pasado Putin aprobó una nueva estrategia de seguridad nacional hasta 2020 que permite, en caso de que la diplomacia no surta efecto, el uso de la fuerza para la defensa de los intereses nacionales. Curioso verdad si uno lee entre líneas se da cuenta que Putin es tan inseguro, que como decía yo antes, ve el enemigo en casa sino como se explica una estrategia de seguridad nacional.

Sería interesante como siempre digo que ahora que la UE se ha bajado los pantalones ante la Gran Bretaña y se han abierto las puertas a un cambio de estructura europea pasando de Union Europea tomada desde el punto de vista de que la unión de las naciones que la componen, pase a ser una unión realmente de intereses comerciales de libre circulación de mercancías y sin tanta intervención en los esquemas políticos y económicos de las naciones es decir que vamos directos al Mercado Común Europeo, (del que nunca debimos salir) bien en estas condiciones insisto en mi criterio de que habría que entablar negociaciones respecto a que Rusia pudiese entrar como miembro en este nuevo esquema en pocas palabras como una Gran Bretaña más.

Si esto es asi la UE debería reconsiderarse a sí misma lo vengo diciendo ya muchas veces yo creo que la estructura de unión de naciones es imposible por ineficaz porque cada nación no quiere renunciar a su identidad nacional económica y fiscal por mucho que la CE marque normas y tratados de unidad y es por eso que siempre que escribo sobre este particular vuelvo a pedir que la UE se recomponga en lo que fue el Mercado Comun Europeo.
