Guvernantii Romaniei sunt consecventi si nu vor deloc sa renunte la taxa auto si o tot modifica, schimbandu-i sistematic si numele de fiecare data cand cineva obtine o decizie favorabila la actiunile impotriva acesteia in justitie.

Noua taxa auto se va aplica tutoror masinilor care vor fi inmatriculate in Romania pentru prima oara (fie ca sunt noi, fie ca vor fi aduse din alte tari) si masinilor care au fost inamtriculate in Romania inainte de 1 Ianuarie 2007 (la prima vanzare, cumparatorul va fi obligat sa plateasca aceasta taxa cand va incerca sa inmatriculeze pe numele sau).

Nu a trecut nici macar un an de zile de cand a fost modificata ultima oara taxa de poluare / inmatriculare si Guvernul Romaniei a venit deja cu o alta formula de calcul a acesteia. Conform declaratiilor oficiale, taxa va scadea cu aproximativ 25% pentru masinile care se inmatriculeaza pentru prima oara in Romania, fie ele noi sau second hand. Mai dureros este ca taxa se va plati si la prima vanzare a masinilor cumparate inainte de 1 Ianuarie 2007.&lt;br /&gt;

LOL</title><content type="html">Daca ar fi sa ne luam dupa conducatorii tarii (i.e. oamenii din Guvern), in anul 2020 in Romania vor exista 1094 km de autostrada. Practic noua taxa ar fi un nou impozit care va face viata grea celor cu masini vechi care oricum nu-si permit sa-si cumpere o masina mai noua.&lt;br /&gt;&lt;br /&gt;Ideea acestei noi taxe a fost enuntata de catre Ministrul Mediului, Lazslo Borbely, care a tinut sa precizeze ca nu-i apartine aceasta intiativa. mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;A conduce masina in Romania poate fi o experienta greu de suportat: cu putin peste 300 de kilometri de autostrada, cu blocaje in traficul din Bucuresti, cu drumuri secundare ciuruite de gropi, cele 21 de milioane de locuitori ai Romaniei se chinuiesc atunci cand trebuie sa ajunga undeva repede, scrie Financial Times in editia de joi.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Cu toate acestea, criza financiara si necesitatea unei consolidari fiscale ulterioare au limitat posibilitatea guvernelor de a plati pentru aceste proiecte. In aceste conditii, factorii de decizie, bancile si societatile de constructii reevalueaza cum va fi finantata infrastructura secolului al XXI-lea.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Fondurile Uniunii Europene structurale si de coeziune - o suma de 170 de miliarde de euro destinata pentru ca tarile est-europene sa ajunga din urma statele occidentale mai bogate - vor continua sa fie o sursa esentiala de finantare a infrastructurii pentru regiune.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Polonia s-a dovedit extrem de competenta in a absorbi aceste fonduri. Azi, tara seamana cu un imens santier, pe masura ce isi modernizeaza infrastructura sa imbatranita de drumuri, in cadrul pregatirilor pentru Campionatul european de fotbal din 2012.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Cu toate acestea, fondurile UE nu se vor dovedi suficiente pentru a umple intregul gol, dat fiind faptul ca ele nu sunt potrivite pentru toate proiectele si nu sunt disponibile pentru statele nemembre ale UE, in cazul carora Banca Europeana de Investitii (BEI) si Banca Europeana pentru Reconstructie si Dezvoltare joaca un rol crucial.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Pe de alta parte, scrie FT, parteneriatele public-privat /PPP/, prin care guvernele si sectorul privat impart riscul de a plati, construi si opera infrastructura, pot deveni din ce in ce mai obisnuite, in conditiile in care ele ajuta la minimalizarea pierderilor din bilant.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;In pofida unor exceptii, cum ar fi Polonia si Ungaria, PPP devin doar acum larg raspandite in Europa Centrala si de Est.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Desi aceasta situatie se explica partial prin efectul de evictiune /crowding out effect/ al finantarii 'libere' exercitat de UE, expertii sustin ca reflecta si o lipsa de intelegere institutionala a acestor proiecte complexe in unele tari, pe care acestea se grabesc acum sa o imbunatateasca.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-fareast-font-family:&amp;quot;Times New Roman&amp;quot;; mso-bidi-font-family:Calibri;mso-bidi-theme-font:minor-latin"&gt;Criza a facut insa finantarea mai costisitoare si totodata mai dificila demararea unor proiecte foarte mari. 'Anterior, un proiect PPP normal putea fi finantat - sa zicem - de cinci banci diferite', explica Diana Neumueller-Klein de la grupul austriac de constructii Strabag . 'In timpul crizei, institutiile financiare au inceput sa-si diversifice riscurile si anume prin finantarea unor parti mai mici de proiect. Transformat in euro, profitul Petromului este de aproximativ 521 milioane euro.&lt;/li&gt;&lt;li&gt;Cateva ore mai tarziu Petrom anunta ca vor creste preturile carburantilor pe fondul conflictelor din Libia iar un oficial al companiei declara ca Petrom urmareste tendintele pietei europene si nu "varfurile".&lt;/li&gt;&lt;/ol&gt;Privind putin la cele doua anunturi ale Petromului, va intreb cat de credibila mai este cea de-a doua stire cand anunti anterior ca profitul tau a crescut mai mult de 1,5 ori? Oare oamenii astia chiar ne iau de fraieri? El va obtine un tichet in  valoare de 3.800 lei si un certificat de distrugere a masinii.&lt;/p&gt; &lt;p&gt;Ca sa fiti sigur ca nu veti face mai multe drumuri, este bine sa  aveti toate documente care dovedesc proprietatea automobilului si care  ar putea fi solicitate de operator. &lt;strong&gt;Nu uitati sa recuperati placutele cu numerele de inmatriculare, intrucat acestea va vor fi necesare in etapele urmatoare.&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt;PASUL 2: Notariat &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;De la colector, beneficiarul trebuie sa mearga la un notar, pentru a  obtine copii legalizate ale certificatelor de inmatriculare si de  distrugere a autovehiculului uzat.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;PASUL 3: Radierea masinii &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Prezentarea proprietarului/mostenitorului cu certificatul de  distrugere si adeverinta de primire - eliberate de societatea colectoare  la Circa Financiara (Impozite si Taxe Locale) si la Politia Rutiera  pentru stergerea rolului privind plata impozitului si scoaterea din  circulatie (radierea) a autoturismului.&lt;/p&gt; &lt;p&gt;Certificatul de radiere a masinii se obtine de la politie, serviciul  de permise de conducere si inmatriculare a vehiculelor, in baza predarii  certificatului de inmatriculare si a certificatului de distrugere a  autovehiculului uzat, ambele in original. De asemenea, proprietarul  trebuie sa mearga la Circa Financiara (Impozite si Taxe Locale) pentru  stergerea rolului privind plata impozitului.&lt;/p&gt; &lt;p&gt;Certificatul de radiere din evidenta circulatiei trebuie sa  mentioneze ca autovehiculul uzat a fost casat/predat in vederea  dezmembrarii.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Documentele necesare pentru obtinerea certificatului de radiere: &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;- Cerere de radiere tipizata&lt;br /&gt;- Cartea de identitate a vehiculului&lt;br /&gt;- Fisa de inmatriculare&lt;br /&gt;- Certificatul de distrugere al autoturismului uzat, in original&lt;br /&gt;- Certificatului de radiere&lt;br /&gt;- Actul de identitate al proprietarului in original si copie xerox&lt;br /&gt;- Certificatul de inmatriculare in original&lt;br /&gt;- Placutele cu numerele de inmatriculare.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;PASUL 4 : Dealer &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Ultimul drum pentru achizitia masinii este la dealerul autorizat, insa nici aici nu scapati de documente si verificari:&lt;/p&gt; &lt;p&gt;- Actul de identitate al proprietarului in copie si original&lt;br /&gt;- Tichetul valoric/tichetele valorice in original&lt;br /&gt;- Certificatul de inmatriculare al autoturismului uzat, in copie legalizata&lt;br /&gt;- Certificatul de distrugere al autoturismului uzat, in copie legalizata&lt;br /&gt;- Certificatul de radiere al autoturismului uzat, in copie legalizata&lt;br /&gt;- Declaratia pe propria raspundere, in forma autentificata de notarul  public prin care isi exprima optiunea de a achizitiona autovehiculul nou  la sfarsitul perioadei de leasing, daca finantarea se face in baza unui  contract de leasing financiar.&lt;/p&gt; &lt;p&gt;In cazul in care doriti sa folositi 3 tichete valorice pentru  cumpararea unei masini noi, puteti achizitiona vouchere de pe piata,  insa numai impreuna cu certificatul de inmatriculare a autovehiculului  uzat, certificatul de distrugere a autovehiculului uzat si certificatul  de radiere din evidenta circulatiei a autovehiculului uzat, toate in  copie legalizata.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;228 de milioane pentru masini noi in 2011&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Potrivit ministrului Mediului si Padurilor, Laszlo Borbely,  solicitantii voucherelor oferite prin program vor putea merge cu masina  la casat in jurul datei de 18 - 20 martie.&lt;/p&gt; &lt;p&gt;Suma alocata Programului de stimulare a innoirii Parcului auto national pentru anul 2011 este de 228.000.000 lei.&lt;/p&gt; &lt;p&gt;Anul trecut, prin Rabla au fost casate aproape 190.000 de masini  vechi si au fost cumparate 63.000 de masini noi, dintre care 23.000 de  productie autohtona.&lt;/p&gt; &lt;p&gt;Programul a fost lansat in 2007, cand a beneficiat de 49.332.000 lei si au fost scoase din uz 16.444 autoturisme.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;Firmele colectoare, precum si producatorii auto din program  vor fi anuntati dupa incheierea sesiunii de inscriere, din intervalul 15  - 24 februarie.&lt;br /&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="font-weight: normal;"&gt;Sursa: www.green-report.ro&lt;/span&gt;&lt;br /&gt;&lt;/strong&gt;&lt;/p&gt;&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/4888140074184308980-9027648188155271340?l=autosecondhand.blogspot.com' alt='' /&gt;&lt;/div&gt;

Am o veste proasta pentru acestia. Au fost complete de judecata care au cerut si parerea Uniunii Europene. Ce a spus UE? Ca ceea ce se intampla in Romania cu taxa auto este in spiritul a ceea ce face Uniunea. Avocatii sustin ca taxa auto este discriminatorie, ca odata inmatriculate intr-o tara masinile nu trebuie sa mai fie inca o data in alta tara, ceea ce nu este adevarat. Fiecare tara are propriul sistem de taxare", a afirmat Borbely.&lt;br /&gt;&lt;br /&gt;Acesta a precizat ca in toate procesele privind taxa auto, ministerul de resort a facut recurs.&lt;br /&gt;&lt;br /&gt;Potrivit datelor MMP, in 2010 au existat 12.000 de procese pe taxa auto si tot atatea contestatii din partea statului, in timp ce din 3.500 de procese finalizate numai 50 au fost castigate de catre stat.&lt;br /&gt;&lt;br /&gt;In ceea ce priveste dosarele de contestare a taxei auto, instantele de judecata au formulat cereri de pronuntare a unei hotarari preliminare catre Curtea de Justitie a Uniunii Europene, iar forul european a desemnat un avocat general, in persoana lui Eleanor Sharpston.&lt;br /&gt;&lt;br /&gt;Taxa de poluare auto a crescut, de la 1 ianuarie 2011, in medie, cu 45-50%, in functie de vechime si puterea masinii.&lt;br /&gt;&lt;br /&gt;Modificarile taxei auto prevad aplicarea acesteia de la 1 ianuarie 2011 si pentru masinile Euro 5, cuantumul taxei fiind intre 40 de euro, pentru o masina cu motor de 1.100 cmc si o vechime de doi ani, si 1.867 euro, in cazul unei masini noi de 4.200 cmc.&lt;br /&gt;&lt;br /&gt;Pentru motorizarile mici, de 1.100 cmc, taxa se situeaza intre 40 si 50 de euro (mai mare pentru masinile noi), pentru cele cu motoare de 1.150 cmc - intre 57 si 73 de euro, iar pentru cele de 1.200 cmc - intre 54 si 76 de euro, in functie de vechimea masinii.&lt;br /&gt;&lt;br /&gt;La motorizarile de 1.400 cmc, taxa variaza intre 108 si 130 de euro, la 1.461 cmc - intre 174 si 220 de euro, iar la 1.598 de cmc taxa va fi de 329 de euro. Pentru versiunea Dacia Duster cu motor de 1,6 litri si un pret de 10.950 euro, taxa auto va fi de 329 de euro.&lt;br /&gt;&lt;br /&gt;Pentru autoturismele cu motorizari de 2.000 cmc, taxa va varia intre 342 si 413 euro, in functie de vechime, pentru 2.200 cmc - intre 604 si 765 euro, pentru 3.000 de euro - intre 895 de euro si 1.133 euro, iar pentru 3.200 cmc taxa se va situa intre 953 si 1.152 euro.&lt;br /&gt;&lt;br /&gt;Totodata, cumparatorii de masini uzate fara dotari suplimentare, de exemplu aer conditionat si airbag, vor plati o taxa mai mare incepand din 2011, potrivit normelor metodologice de aplicare a ordonantei privind taxei auto.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/4888140074184308980-6994538341818270920?l=autosecondhand.blogspot.com' alt='' /&gt;&lt;/div&gt;

E bine de stiut ca un calcul simplu al taxei de poluare pentru acest model este de peste 15.000 de euro.&lt;br /&gt;&lt;br /&gt;Pe locul al doilea in topul celor mai puternice masini de pe autovit.ro este un Lamborgini Murcielago din 2008, al carei preț este de 236.840 de euro. Are un motor de 6.496 cm cubi si o putere de 640 de cai.&lt;br /&gt;&lt;br /&gt;Tot peste 600 de cai putere are si Maybach-ul 62 al omului de afaceri Cornel Penescu, despre care Capital.ro a scris de curand ca sta de mai bine de un an pe taraba si nu-l cumpara nimeni.&lt;br /&gt;&lt;br /&gt;La un preț de 225.00 de euro gasim un Mercedes-Benz SLR, Coupe, din 2006, care are un motor de 5.439 de cm cubi si o putere de 626 de cai. Masina nu a fost rulata decat 15.300 de km.&lt;br /&gt;&lt;br /&gt;Cea mai scumpa masina de pe autovit.ro este un Rolls Royce Phantom din 2009, care are si cea mai mare capacitate a motorului: 6,7 litri.&lt;br /&gt;&lt;br /&gt;Prețul acesteia este de 310.000 de euro, iar puterea motorului este de 460 de cai. De remarcat ca nu a fost rulata decat 1.223 de km.  &lt;p class="MsoNormal"&gt;Cumpararea unei masini second-hand este o provocare pe care putini o depasesc cu succes. Pentru a evita capcanele pe care le intind vanzatorii mai putin onesti, gandul va furnizeaza un mic ghid al lucrurilor mai putin uzuale pe care un eventual cumparator ar trebui sa le faca inainte de a bate palma cu vanzatorul unei masini la mana a doua.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Atentie la actele masinii!&lt;/p&gt;  &lt;p class="MsoNormal"&gt;• Nu uitati nicodata sa solicitati carnetul de service al autovehicului. In acest fel, veti afla de la reprezentanta producatorului auto ce interventii a suferit in timp masina pe care va ganditi sa o achizitionati. Daca va ganditi sa cumparati o masina second-hand de peste granita, nu faceti acest lucru pe fuga. Verificati in prealabil autovehiculul la Registrul Auto Roman(RAR). "Spre exemplu, o masina apartinand unei firme de leasing din Romania este vanduta, pe baza unor acte false, in Germania. Nu de putine ori firma din Germania o revinde chiar unei persoane din Romania. Cumparatorul, de buna credinta, merge la RAR si abia acolo afla ca masina este deja inmatriculata pe numele societatii de leasing", spune pentru gandul Cristian Muntean, directorul Asociatiei Societatilor de Service Auto din Romania (ASSAI), o organizatie profesionala care reprezinta interesele a peste 400 de service-uri auto independente.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;• In plus, reprezentantul ASSAI, va sfatuieste sa cereti vanzatorului ultimele politie de asigurare ale masinii. Cu un mic efort de detectiv, veti putea afla de la societatea de asigurare "cazierul" autovehicului pe care doriti sa il cumparati.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Caroseria si motorul dau indicii importante despre varsta si uzura masinii&lt;/p&gt;  &lt;p class="MsoNormal"&gt;•Vizita la un tinichigiu va poate scuti de costurile unei investitii auto neinspirate. O masina second-hand al carui kilometraj arata cifre derizorii, dar are zgarieturi sau vopsea lipsa la imbinari, usi sau suruburile de prindere, ridica semne de intrebare in ochii cumparatorului avizat. O alta metoda de a verificare a vechimii reale este o analiza atenta a datelor de pe anvelope (marca, an de fabricatie). "Daca masina are pe bord 25.000 de kilometri si are alte anvelope decat cea de la roata de rezerva, probabil masina are in realitate mai multi kilometri", explica Muntean.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;• Verificati elementele din aluminiu din jurul motorului. "Daca acestea sunt mate sau de culoare gri, inseamna ca materialele sunt imbatranite si masina are multi ani", spun specialistii. Similar, daca exista diferente mari de culoare intre furtunuri, cum ar fi cele de racire, este un semn ca autovehiculul a avut interventii in acea zona.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Masina de 2.500 de euro, cea mai cautata&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Iar pretentiile vanzatorilor de masini second-hand scad constant. Statisitc, ele s-au diminuat cu peste 11% fata de anul 2009. Numarul mare de oferte, dar si puterea scazuta de cumparare a romanilor au facut ca cele mai cautate autovehicule sa fie cele ieftine, de pana la 2.500 de euro, dupa cum declara recent Bogdan Vulpe, program manager al sitului de profil auto.ro.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Chiar si in aceste conditii, 2010 a fost insa un an de exceptie pentru comercinatii de masini rulate. Daca in primele cinci luni, numarul autovehiculelor second nou inmatriculate s-a situat in marja de 10.000-13.500 de unitati, finalul anului a adus tranzactii record. Punctul maxim a fost atins in chiar ultima luna a lui 2010, cand peste 41.000 de romani au inmatriculat o masina la mana a doua. Insa aceasta crestere conjuncturala este pusa pe seama iminentei majorari a taxei auto.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;In medie, un autovehicul al constructorului german Volkswagen se tranzactiona, la nivelul lunii noiembrie 2010, pentru 7.461 de euro. Opelurile second-hand aveau, o medie la vanzare de circa 5.000 de euro. Un caz aparte il reprezinta masinile marca Audi. Ele fac nota discordanta in piata si sunt cotate chiar mai bine decat in 2009. Pretul lor a crescut cu 1,4%, pana la nivelul de 13.451 de euro. Vehiclele Dacia au o valoare de revanzare de aproximativ 2.370 de euro, potrivit datelor auto.ro.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Taxa de poluare, frana pentru piata second&lt;/p&gt;  &lt;p class="MsoNormal"&gt;De anul acesta, taxa pentru poluare a fost majorata consistent. Guvernul a decis o crestere medie de circa 45% fata de nivelul anterior. Astfel, inmatricularea unei masini cu o motorizare Euro 4, de 1.400 de centimetri cubi, veche de un an, este taxata cu 787 euro, fata de 380 de euro cat era in 2010. Aceeasi motorizare, dar pentru o masina veche de trei ani implica plata unei taxe de 651 de euro, fata de 315 la nivelul anului trecut.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Pentru o masina noua cu motor Euro 5, de 3.000 de centimetri cubi, se va plati o taxa de 1.133 de euro. Valoarea unui tichet/voucher va fi tot de 3.800 lei si se vor putea utiliza maxim trei vouchere pentru fiecare masina cumparata. Practic raman aceleasi conditii ca si la REMAT 2010.&lt;br /&gt;&lt;br /&gt;In 2011, la acest program vor putea participa si institutiile publice.&lt;br /&gt;&lt;br /&gt;Anul trecut au fost casate peste 180.000 de rable. Vanzarile din targuri au scazut cu aproape 65% fata de acum doi ani.&lt;br /&gt;&lt;br /&gt;Cele mai multe masini scoase la vanzare sunt din categoria Euro 2, pentru care taxa a crescut de la 1.600 la 2.400 de euro, potrivit Realitatea TV.&lt;br /&gt;&lt;br /&gt;Comerciantii din cel mai mare targ de masini second hand din Transilvania vindeau inainte chiar si doua masini pe saptamana, dar acum abia mai vand una pe luna. Singurii oameni care mai vin in targ doar se uita la masini, iar vanzatorii nici nu mai simt nevoia sa isi laude marfa, spun ei.&lt;br /&gt;&lt;br /&gt;Dn acest an a fost introdusa taxa auto si pentru masinile noi cu motor Euro 5. Cele mai economice automobile noi vor plati o taxa de poluare in valoare de 50 de euro, in timp ce pentru o limuzina Audi A8 sau Mercedes-Benz S-Klasse, valoarea urca pana la aproape 1.900 de euro.&lt;br /&gt;&lt;br /&gt;Cei care vor inmatricula o masina cu motor de 1,2 litri Euro 4 vor plati intre 299 euro si 457 euro. Iata cateva dintre ele, dar si argumentele care nu sustin aceste teorii.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"  style="line-height: normal;font-family:arial;"&gt;&lt;span style="font-size:100%;"&gt;&lt;a name="stire"&gt;&lt;/a&gt;&lt;b&gt;&lt;span style=""&gt;1. &lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;span style="font-size:100%;"&gt;Trebuie sa conduci o masina mica pentru a obtine economii bune de carburant – Tehnologiile avansate legate de motoarele diesel, sistemele de injectie directa a carburantului, transmisiile de ultima generatie, anvelopele eficiente energetic, dar si designul aerodinamic permit autovehiculelor cu dimensiuni standard sa fie foarte eficiente din punctul de vedere al consumurilor, potrivit site-ului www.fueleconomy.gov. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"  style="line-height: normal;font-family:arial;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;span style=""&gt;2. &lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;span style="font-size:100%;"&gt;Transmisia manuala intotdeauna aduce economii mai bune decat cea automata – Progresele in transmisiile automate au imbunatatit eficienta acestora pana intr-acolo incat versiunea automata a unui vehicul obtine adesea aceeasi sau chiar o mai buna eficienta decat versiunea manuala.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;3. &lt;/b&gt;Consumi mai mult cand pornesti masina decat cand o lasi sa functioneze in gol – Motoarele moderne cu injectie pornesc foarte eficient, mai ales cand sunt incalzite. Masina lasata sa functioneze in gol poate folosi de la aproximativ un litru la aproape doi litri pe ora, in functie de marimea motorului masinii dumneavoastra. Opriti motorul cand autoturismul sta pe loc, cu exceptia situatiilor cand asteptati in trafic sau intr-o coloana unde ar trebui sa il porniti si sa il opriti frecvent. Repornirea motorului prea des poate uza demarorul.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;4. &lt;/b&gt;Vehiculele trebuie sa se incalzeasca inainte de a fi conduse – Automobilele moderne pot fi conduse la cateva secunde dupa ce au fost pornite, desi motorul nu ar trebui suprasolicitat pana cand nu ajunge la temperatura normala de operare. In plus, cel mai rapid mod de a incalzi motorul este sa conduci masina.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;5. &lt;/b&gt;Cu cat masina imbatraneste, cu atat consumul ei de carburant scade semnificativ – Un vehicul intretinut corespunzator isi va pastra eficienta multi ani. Testele au aratat ca eficienta consumului de carburant a unui autovehicul creste dupa primii ani de la achizitionarea lui. Masinile vechi de 10-15 ani vor inregistra scaderi mici ale eficientei daca sunt ingrijite bine.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;6. &lt;/b&gt;Inlocuirea filtrului de aer iti va ajuta masina sa mearga mai eficient – Acest lucru este adevarat pentru autoturismele mai vechi, care au motor cu carburator, dar motoarele moderne cu injectie au computere la bord care ajusteaza automat raportul aer-carburant la nivelul potrivit. Schimbarea filtrului de aer nu va creste economiile de carburant, dar ar putea imbunatati performanta motorului.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;7. &lt;/b&gt;Utilizarea de carburanti premium imbunatateste consumul – Daca masina dumneavoastra nu a fost proiectata special pentru carburanti premium sau nu functioneaza optim cu carburant obisnuit, atunci nu veti inregistra probabil niciun beneficiu de pe urma utilizarii unui combustibil mai scump in loc de unul obisnuit. Consultati manualul de utilizare a masinii pentru a vedea daca produsele premium sunt recomandate si in ce conditii. Pe de alta parte, utilizarea de benzina cu amestec de 10% etanol poate descreste economia de carburant cu circa 3%, din cauza densitatii energetice mai scazute. Dupa ce in 2010 Opel a adus modificari motorizarilor si sasiului, Opel incearca sa mentina trend-ul vanzarilor pentru un model care s-a dovedit a fi de succes in Europa.&lt;br /&gt;&lt;br /&gt;La exterior sunt aduse modificari usoare ce accentueaza aerul dinamic si tineresc al masinii. Privita din fata, este de remarcat este si aspectul de "smiley face" abordat de Opel.&lt;br /&gt;&lt;br /&gt;La interior, cea mai evidenta schimbare se remarca la consola centrala. Opel Corsa este prevazut cu un sistem multimedia dotat cu sapte difuzoare, ecran tactil de 5" (denumit Touch&amp;amp;Connect), sistem de navigatie, port USB si bluetooth.&lt;br /&gt;&lt;br /&gt;Din punctul de vedere al motorizarii, Opel a introdus tehnologia Start&amp;amp;/Stop la motorul 1,3 CDTI care acum produce 95 cai putere. La capitolul consum, Opel este exagerat de optimist si specifica doar 3,5 L/100KM in regim extra-urban pentru varianta in trei usi. Din experienta personala, acest consum declarat este departe de adevar in conditii reale de sofat. Daca Logan se va numi in Rusia, Lada Logan, despre Duster nu este inca clar daca se va numi... Lada Duster sau Renault Duster.&lt;br /&gt;&lt;br /&gt;Un lucru e cert - pentru Rusia, SUV-ul Duster va avea un set de optiuni care nu s-au mai vazut pana acum pe vreun model Dacia din fabrica. Este vorba de un sistem de navigatie cu ecran mare, pozitionat pe consola centrala, in partea de sus. In plus, Duster "Made in Russia" va mai avea si un sistem de climatizare automat, digital. Iar pe partea tehnica, Duster isi va imbunatati performantele pe teren accidentat cu ajutorul unui diferential autoblocant pentru puntea spate.&lt;br /&gt;&lt;br /&gt;Si cum motoarele de 1.6 nu sunt suficiente pentru o tara asa de mare ca Rusia, Renault a decis ca de la anul, Duster sa aiba doua noi motorizari: ambele de 2 litri, unul diesel si unul benzina, avand in jurul valorii de 140 de cp.&lt;br /&gt;&lt;br /&gt;Din pacate, numai diferentialul autoblocant va fi disponibil pentru Romania ca si optiune. La fel si motoarele de 2 litri, insa nici vorba despre climatronic si navigatie pentru fabrica de la Mioveni. Dacia Duster va ramane cu aerul conditionat manual si harta turistica in torpedou. Dar asta e un lucru bun! Trebuie remarcat ca se va introduce o taxa de prima inmatriculare si pentru masinile Euro 5 pe motiv ca din 2011 "toate masinile produse vor respecta norma Euro 5", (Borbely dixit). Probabil ca domnul ministru nu stie ca jumatate din motoarele utilizate de Dacia sunt inca Euro 4 ... astfel ca aceasta taxa va lovi putin mai mult in producatorul autohton. Ori Dacia va face ceva in privinta asta, ori cumparatorii vor plati o taxa consistenta (raportata la valoarea masini). Acesta precizeaza ca in 2011 se vor putea utiliza &lt;span style="font-weight: bold;"&gt;pana la 5 vouchere&lt;/span&gt;, spre deosebire de anul acesta cand se pot utiliza doar 3. Foarte important, voucherele de anul acesta nu se vor putea utiliza in 2011!&lt;br /&gt;&lt;br /&gt;In declaratia domniei sale, ministrul Laszlo Borbely a precizat si faptul ca se vor creste usor taxele de inmatriculare, urmand ca pana si masinile motorizari Euro 5 sa fie taxate la prima inmatriculare in Romania. Explicatia pentru aceasta "taxa mica" este ca incepand din 2011 toate masinile ce vor fi produse vor avea motoare Euro 5.&lt;br /&gt;&lt;br /&gt;Ideea cu 5 vouchere este foarte interesanta deoarece ar putea crea cumparatorilor un "discount" substantial suportat de statul roman. In Bulgaria se pare ca vor creste simtitor taxele de inmatriculare a masinilor. Asta a spus ministrul bulgar de finante, insa vestea buna este ca lucrurile se strica abia din 2012. Deci mai aveti un singur an de a inmatricula masina pe Bulgaria si de a evita taxele uriase din Romania!&lt;br /&gt;&lt;br /&gt;Bulgaria se apropie de sfarsit. Cel putin asa reiese din declaratiile ministrului bulgar al finantelor Simeon Diankov, care avertizeaza ca incepand din 2012 proprietarii de masini vechi si daunatoare mediului vor plati taxe foarte mari.&lt;br /&gt;&lt;br /&gt;In prezent Bulgaria are o legislatie foarte permisiva in ceea ce priveste vehiculele auto la 'mana a doua' si din aceasta cauza preturile sunt mici. De aceea multi cetateni ai tarilor vecine isi cumpara masini inmatriculate in Bulgaria. Potrivit unor date din presa romana, pe drumurile romanesti circula aproximativ 100.000 de masini bulgaresti, ceea ce reprezinta 2% din parcul auto al Romaniei.&lt;br /&gt;&lt;br /&gt;In acelasi timp, incepand de la 1 octombrie Macedonia a interzis cetatenilor sai sa conduca vehicule inmatriculate in alte tari, in conditiile in care circa 50.000 de macedoneni conduc masini inmatriculate in strainatate, 90 la suta dintre acesta avand numere bulgaresti.&lt;br /&gt;&lt;br /&gt;Ministrul Diankov a spus insa ca in cateva luni expertii din ministerele Finantelor, Mediului si Economiei vor stabili precis care vor fi taxele pentru masinile vechi. In momentul de fata acestea depind de cilindreea motorului si de pretul masinii, ceea ce face ca impozitele pentru vehiculele noi sa fie mai mari decat pentru cele la 'mana a doua'.&lt;br /&gt;&lt;br /&gt;Dupa 2012 proprietarii de masini care respecta standardele euro 4 si 5 vor beneficia de reduceri la taxe, iar cei ale caror autoturisme nu respecta nici euro 3 vor plati mai mult, scrie marti cotidianul 24 Ceasa. Nu va avea nicio importanta daca masina este cumparata noua sau este de 'mana a doua', va conta numai cat de mult polueaza.&lt;br /&gt;&lt;br /&gt;Potrivit datelor importatorilor auto, in momentul de fata peste 87 la suta din masinile existente in Bulgaria au peste 10 ani, iar tendinta este ascendenta in conditiile in care in anul 2008 ponderea lor a fost de 83 la suta. Numarul masinilor noi este de cinci ori mai mic in Bulgaria decat in Slovenia, care are numai 2 milioane de locuitori, si de 12 ori mai mic decat cel din Cehia.&lt;br /&gt;&lt;br /&gt;Guvernul bulgar nu face nimic pentru a-i stimula pe cetateni sa foloseasca vehicule auto mai putin daunatoare mediului, cred importatorii auto.&lt;br /&gt;&lt;br /&gt;Ziarul Monitor precizeaza ca anuntul despre marirea taxelor la masini vechi a fost facut de ministrul Diankov in cadrul unei intalniri cu reprezentantii mediului de afaceri din Sofia. Simeon Diankov, care ocupa si functia de viceprim-ministru in guvernul bulgar, a mai spus ca tara sa are cele mai mici impozite din Europa. In opinia lui, acest fapt ii determina pe investitorii care pana acum alegeau Romania sau Grecia sa vina in Bulgaria.
