Pediatric Environmental Health Specialty Units (PEHSUs) are a network of pediatricians, nurses, health educators, and other health professionals with expertise in the prevention, diagnosis, management, and treatment of health issues that arise from environmental exposures — from preconception through adolescence.

For nearly 30 years, PEHSUs have helped countless children and their families address adverse health impacts resulting from environmental exposures through consultations, education, and outreach initiatives. PEHSUs are an important source of information — not only for healthcare providers, but also for parents, schools, childcare centers, local and state health officials.

PEHSUs are located in each of the federal regions, which ensures that efforts are focused and specialized to the environmental issues of most concern to their respective communities.

During this webinar, you will hear directly from PEHSU leaders and staff on case studies and other examples highlighting the type of work they do to protect children’s environmental health and safety including working with communities and local, state and tribal entities in their regions.

EPA Takes Next Step in TSCA Review of Five Chemicals to Better Protect Workers and the Environment, Releasing Draft Technical Support Documents for Peer Review and Public Comment

U.S. Environmental Protection Agency (EPA) is advancing its review of five chemicals under the Toxic Substances Control Act (TSCA) — 1,1,2-trichloroethane; 4,4'-(1-methylethylidene)bis[2,6-dibromophenol] (TBBPA); 1,2-dichloropropane; ethylene dibromide; and trans-1,2-dichloroethylene — by sending the underlying science to an independent expert panel, the Science Advisory Committee on Chemicals (SACC), for peer review and opening it for public comment. These chemicals appear in flame retardants, cleaning and degreasing products, leaded aviation gasoline, laboratories, and industrial processes, so EPA's conclusions can directly affect the air Americans breathe at home, at work, and in their communities.

Released today are technical support documents supporting the draft risk evaluations for four of these chemicals. The draft risk evaluation and supporting documents for TBBPA were released on June 12, 2026 for public comment in TSCA docket EPA-HQ-OPPT-2018-0462 on www.regulations.gov. Draft documents related to all five chemicals are available for public comment and independent scientific peer review in SACC docket EPA-HQ-OPPT-2026-2246 at www.regulations.gov — two essential steps in ensuring the integrity, radical transparency, and quality of EPA’s chemical safety assessments. Additionally, the draft environmental and human health hazard assessment for ethylene dibromide will be released to the same docket no later than June 26, 2026, along with charge questions related to this document.

EPA is committed to using the best available science and rigorous, gold-standard methods — including systematic review and robust analysis of the available data — to understand the real-world risks these chemicals pose to people and the environment. For example, EPA used a physiologically based pharmacokinetic model to convert air concentrations of 1,1,2-trichloroethane into the internal doses that actually reach the critical organs in the body, sharpening both the cancer and non-cancer estimates of inhalation risk.

The documents released today show the following:

Ethylene dibromide, (also called 1,2-dibromoethane) is used mainly as a lead scavenger in leaded aviation gasoline, where it manages lead deposits in piston-engine aircraft — which means EPA is examining it in the broader context of lead exposure, including around airports and in communities near where it is handled. EPA's draft material identifies workplace exposures from import, repackaging, fuel-related uses, laboratory work, and waste handling, along with potential exposures through air, drinking water, surface water, fish, consumer uses, and other environmental pathways.

trans-1,2-Dichloroethylene is used in cleaning and degreasing and in industrial and commercial products. EPA's draft documents evaluate non-cancer and environmental hazards and lay out EPA's full evaluation of the cancer evidence through the weight-of-evidence approach.

1,1,2-Trichloroethane is a volatile organic compound used primarily as an intermediate in the production of other organic chemicals. EPA’s draft technical support materials evaluate human and ecological hazards of 1,1,2-trichloroethane, highlighting respiratory, immune, neurological, and liver effects as key non-cancer concerns, evidence of carcinogenicity, and risks to aquatic and terrestrial species. The exposure assessment characterizes releases, fate/transport, and exposures across occupational, consumer, general population, and environmental pathways, concluding that air is the primary exposure pathway given the chemical’s properties and release patterns.

1,2-Dichloropropane is a chlorinated solvent that evaporates easily into the air. EPA’s draft hazard identified potential cancer and non-cancer health concerns including nervous system effects (such as drowsiness) and damage to the lining of the nose.

EPA is paying particular attention to the people most at risk — workers with the heaviest exposures, pregnant women, children, and communities living near sources — and welcomes comment on how real-world exposures should be reflected.

EPA emphasizes that these documents are drafts and do not represent final agency determinations regarding the risks posed by these chemicals. The findings and conclusions may change based on feedback received during the public comment period and peer review process. All current safeguards remain in place. 

Following the closing of the public comment period and completion of peer review, EPA will carefully consider all input before finalizing the risk evaluations in accordance with TSCA requirements. 

August 2026 Peer Review Meeting 

On August 3-7, 2026, EPA will hold a virtual public meeting of the SACC to review the draft technical support documents for these five chemicals.

In advance of the August meeting, EPA will also hold a preparatory virtual public meeting on July 23, 2026, for the SACC and the public to consider and ask questions regarding the scope and clarity of the draft charge questions that will be used in the peer review meeting. EPA will publish registration links for the July preparatory meeting and August SACC meeting on the SACC website approximately one month prior to each meeting. 

The draft documents and draft charge questions will be available in the peer review docket EPA-HQ-OPPT-2026-2246 at www.regulations.gov. To have your comments on the draft technical support documents and draft charge questions considered by the SACC for peer review, they must be submitted to the peer review docket listed above no later than July 23, 2026. 

EPA will release draft risk evaluations for 1,1,2-trichloroethane; 1,2-dichloropropane; ethylene dibromide; and trans-1,2-dichloroethylene prior to the August SACC meeting. However, because of the unique and novel scientific approaches used in the human health and environmental assessments for these chemicals, the agency is only seeking peer review from the SACC on the draft technical document released today. EPA anticipates that the draft risk evaluations for these chemicals will use scientific approaches and techniques the SACC has previously commented on; therefore, EPA does not expect the need for an additional peer review of the forthcoming risk evaluations.

Newly Released Resource from America's Children and the Environment (ACE)!

EPA recently published a new Asthma & Children’s Health StoryMap to provide parents and guardians with the resources necessary to keep their families healthy.

Asthma is a serious, sometimes life-threatening, chronic respiratory disease that affects the quality of life for nearly 26 million Americans, including more than 4.5 million children. Asthma can also have long term impacts on childhood development by limiting a child's ability to exercise, play outdoors, and participate in sports.

The new StoryMap explores the relationship between environmental triggers that can cause asthma symptoms or attacks and make asthma worse and the impacts of these triggers on children’s health outcomes (such as emergency department visits, hospitalizations, and the number of missed school days).

WASHINGTON – Today, U.S. Environmental Protection Agency (EPA) is announcing $9.75 million in grant funding that coastal and Great Lakes states, Tribes and territories will use to monitor water quality at beaches and to notify the public if elevated levels of bacteria make swimming unsafe.

“The Trump EPA is investing in clean water for all Americans this summer. By providing millions of dollars to keep swimmers safe, we are supporting strong beach community economies with our state and Tribal partners,” said EPA Chief Financial Officer and Chief Administrative Officer Paige Hanson. “American families can kick off the summer this weekend with peace of mind as they visit our nation’s beautiful beaches to play in the water and relax with friends.”

This funding is authorized by the Beaches Environmental Assessment and Coastal Health (BEACH) Act and advances EPA’s goals of enhancing cooperative federalism and ensuring that every American has access to clean and safe water, two key pillars of EPA Administrator Lee Zeldin’s Powering the Great American Comeback Initiative.

Background

To be eligible for BEACH Act grants, states, Tribes, and territories must have coastal or Great Lakes recreational waters adjacent to beaches or similar points of access used by the public. They must also have a water quality standards program and EPA-approved numeric recreational water quality standards for coastal waters. Additionally, eligible entities must meet 11 performance criteria for implementing the monitoring, assessment, and notification components of their beach program. Each grantee receives an amount based on the length of the beach season, the number of miles of shoreline and the populations of coastal counties.

EPA Announces $2.9 Billion for States to Reduce Lead in Drinking Water and Protect Americans’ Health

WASHINGTON – Today, U.S. Environmental Protection Agency (EPA) is announcing nearly $2.9 billion in funding to protect Americans from exposure to lead in drinking water. Lead is a powerful neurotoxin that is especially harmful to children. This investment will go directly to states through the Drinking Water State Revolving Fund (DWSRF) and is part of EPA’s unwavering commitment to Making America Healthy Again.

This funding will advance state and local efforts to find and replace lead pipes (also known as lead service lines) that deliver water to homes. Communities can use these funds for identifying lead pipes, planning removal projects, and funding replacement of these lead service lines. Each lead pipe removed and replaced delivers real, tangible public health benefits in communities across our great nation.

“An investment in removing lead pipes is an investment in America’s children and families,” said EPA Assistant Administrator for Water Jess Kramer. “The Trump EPA is committed to tackling lead exposure and this $2.9 billion will help protect current and future generations by accelerating local efforts to find and replace toxic lead pipes.”

Providing clean, safe drinking water is a top priority under EPA’s Powering the Great American Comeback Initiative and reducing exposure to lead is a critical piece of ensuring clean water for all Americans.

The Drinking Water State Revolving Funds are financial assistance programs run by states to help water systems achieve the health protection objectives of the Safe Drinking Water Act (SDWA). The agency is distributing funding based on the best available information on the location of approximately 4 million lead service lines across the country. As good stewards of taxpayer dollars, EPA will work with states to ensure this funding is promptly provided to communities to support efforts to reduce exposure to lead through drinking water.

EPA is also announcing the redistribution of an additional $18 million in previously announced DWSRF funding to address lead. These funds were made available to states but have not been used. Consistent with the Safe Drinking Water Act’s directive to reallocate unused funds, these investments are now available to different eligible states with lead service line replacement needs.

The Trump EPA is committed to tackling the lead issue like never before. EPA recently published a revamped lead website, found at epa.gov/lead, including a new StoryMap about Lead and Children’s Health. The streamlined website allows parents and caregivers, contractors, health care professionals, and other users to quickly find critical information on how to prevent exposures from lead. This is one of many actions being undertaken by EPA under the government-wide Federal Lead Action Plan, which was launched in President Trump’s first term as a blueprint for reducing lead exposure through collaboration among federal agencies.

EPA Announces Recipients of PEYA and PIAEE Awards

The U.S. Environmental Protection Agency (EPA) is pleased to announce the 2025 – 2026 recipients of the President’s Environmental Youth Award (PEYA) and the Presidential Innovation Award for Environmental Educators (PIAEE).

The President's Environmental Youth Award (PEYA) recognizes outstanding environmental stewardship projects developed by kindergarten through grade 12 (K-12) youth and promotes awareness of our nation’s natural resources and encourages positive community involvement. This year EPA is recognizing 3 awardees for students in K-5, and 10 awardees in grades 6-12. PEYA student projects improved water quality, created green spaces in student’s communities, and coordinated impressive recycling efforts. Many of these projects leveraged Artificial Intelligence, highlighting the innovative approaches of these environmental problem solvers. Read more about our PEYA awardees and their projects here!

The Presidential Innovation Award for Environmental Educators (PIAEE) acknowledges exemplary K-12 educators who utilize innovative methods in environmental education. EPA Will Regulate 15 Uses of 1,2-Dichloroethane to Protect American Workers

EPA charts a clear path forward for targeted, science-based worker protections that safeguard sensitive populations and support American manufacturing.

The U.S. Environmental Protection Agency (EPA) announced it will move to regulate 15 industrial and commercial uses of 1,2-dichloroethane (1,2-DCA) under the Toxic Substances Control Act (TSCA) to protect workers from unreasonable risks identified in the agency's final risk evaluation.

The decision follows a rigorous, multi-year scientific review that drew on the best available real-world data, extensive public comment, and external peer review by the Science Advisory Committee on Chemicals (SACC). The evaluation found that 1,2-DCA presents an unreasonable risk to workers in 15 of 20 conditions of use, driven by inhalation and skin exposure on the job. EPA did not identify unreasonable risk to consumers, the general population, including communities with high fish consumption such as Tribal communities or other communities that rely on locally caught fish, or the environment under the conditions of use evaluated.

1,2-DCA, also called ethylene dichloride (EDC), is a colorless liquid at the heart of American manufacturing and serves as the essential building block for vinyl chloride monomer, the feedstock for polyvinyl chloride (PVC). More than 90 percent of the 30 to 40 billion pounds of 1,2-DCA produced or imported in the United States each year goes into making PVC. The U.S. is one of the world's leading producers of PVC and its precursors, with the industry concentrated along the Gulf Coast in Texas and Louisiana and supporting American manufacturing jobs. EPA's action is designed to protect workers in this vital industry.

A Backbone Material, PVC, in America's Infrastructure, Healthcare, and Homes:

Water and sanitation infrastructure, including drinking water mains, service lines, sewer pipes, and irrigation systems. PVC pipe is a backbone of municipal water systems and a core material in the federal lead-pipe replacement effort.
Electrical and telecommunications, including wire and cable insulation, conduit, and jacketing.
Building and construction, including vinyl siding, window frames, doors, flooring, roofing membranes, and wall coverings.
Healthcare, including IV bags, blood bags, dialysis tubing, oxygen masks, and a wide range of single-use medical devices that depend on PVC's flexibility, biocompatibility, and ability to be sterilized.
Transportation and consumer goods, including automotive interiors and wire harnesses, packaging, footwear, and countless household products.

As required by law and consistent with the agency's commitment to safeguarding sensitive populations, EPA specifically evaluated risks to people who may be more vulnerable due to age, life stage, genetics, or preexisting health conditions, including children, pregnant women, women of childbearing age, workers, and Tribal and subsistence communities that rely on locally caught fish. Given the human health hazard assessment findings that male reproductive toxicity is a sensitive endpoint and the agency’s commitment to protecting future generations, the forthcoming workplace rule will be designed to be especially protective of several critical life stages, including males, pregnant workers, and women of childbearing age.

Informed by robust gold standard scientific review, EPA’s conclusions reflect:

The best available laboratory and exposure science, including findings of kidney toxicity, respiratory (nasal) toxicity, male reproductive toxicity, and cancer risk from repeated workplace exposure;
Real-world workplace data submitted by industry, workers, and the public, which replaced overly conservative default assumptions where better information was available;
Independent expert peer review by the SACC; and
Widely accepted exposure assessment approaches drawn from EPA's Office of Air and Radiation and other expert programs.

Radical transparency. Every document underlying this decision, including the full risk evaluation, technical support documents, peer review record, and public comments, will soon be available in docket EPA-HQ-OPPT-2018-0427 at regulations.gov. EPA is committed to showing its work through radical transparency. The agency will continue to publish data, methods, and analyses so that workers, employers, scientists, and the public can see exactly how conclusions were reached and regulations are informed.

The agency will continue to review the latest peer-reviewed research, monitoring data, and information from workplaces and communities to ensure regulations remain rooted in the most robust universe of evidence available. Two byproducts formed during 1,2-DCA manufacture — trans-1,2-dichloroethylene and 1,1,2-trichloroethane — will be evaluated in separate TSCA risk evaluations.

What's next. EPA will now develop a TSCA Section 6(a) rule focused on the 15 conditions of use that drive workplace risk. The rulemaking will:

Establish workplace protections, including engineering controls, exposure limits, and personal protective equipment where appropriate;
Be informed by extensive consultation with workers, businesses, labor organizations, frontline communities, and state partners;
Weigh health benefits, real-world feasibility, and economic impacts; and
Provide clear, practical compliance pathways so that workers are protected and American manufacturing remains strong.

Read the final risk evaluation and supporting materials: Upon publication of the Federal Register notice, the risk evaluation and supporting materials will be available in docket EPA-HQ-OPPT-2018-0427 at regulations.gov . On a May 13 webinar, EPA will be introducing its five grantees under the Funding to Address Indoor Air Pollution at Schools grant program to showcase their work in the second year of their five-year grant projects. In 2018, the Task Force released the Federal Lead Action Plan to Reduce Childhood Lead Exposures and Associated Health Impacts. This plan serves as a blueprint for a coordinated federal strategy to reduce lead exposure and protect children’s health.

In 2024, the Task Force published a first progress report covering efforts and advancements made from December 2018 – April 2024.

The Task Force is a federal interagency group that coordinates national policy, guidance, and action to reduce environmental and safety risks to children’s health.

WASHINGTON – Today, U.S. Environmental Protection Agency (EPA) is announcing the release of new public education tools about lead poisoning prevention, including a new StoryMap about Lead and Children’s Health and EPA’s lead website, epa.gov/lead. The revamped website streamlines navigation to allow parents and caregivers, contractors, health care professionals, and other users to quickly find critical information on how to prevent exposures from lead that may be contained in paint and dust, drinking water, air, and soil. The website serves as a one-stop shop for EPA information on lead and quickly connects users to resources, tools, and guidance.

“Public education and actionable risk communication are key tenets to further reducing lead exposures, especially for children. The Trump EPA has made tremendous progress over the past year on this agency-wide initiative, and today marks a new transparent chapter,” said Deputy Administrator David Fotouhi. “These new, easy-to-use tools for American families are part of EPA’s broader leadership to protect children’s health and make progress in reducing lead exposures and lead-related health risks.”

As part of EPA’s commitment to gold standard science and transparency, this is another action solidifying the agency’s foundation for continued success in reducing children’s lead exposure and defining milestones to track that progress. The updated website is one of many actions being undertaken by EPA under the government-wide Federal Lead Action Plan, which was launched in President Trump’s first term as a blueprint for reducing lead exposure through collaboration among federal agencies.

Other recent accomplishments include the following:

$3 billion in new funding for states to reduce lead in drinking water and redistribution of $1.1 billion in unused funding, in addition to the announcement of $26 million in funding for states and territories for lead in drinking water at schools and child-care facilities.
Issuance of the updated Residential Soil Lead Directive establishing a new approach to accelerate cleanup of lead contaminated soil on residential properties at Superfund sites and launch of a new National Center of Excellence in Residential Lead Cleanups.
Revision and translation of the pamphlet, Protect Your Family from Lead in Your Home, which explains the dangers of lead and how to protect your family from lead-based paint hazards in homes. The pamphlet must be provided to buyers and renters of housing built before 1978. Updates in English and Spanish reflect the implementation of the new dust-lead action levels and dust-lead reportable levels.
Proposed amendments for secondary lead smelting that recycle lead-bearing scrap material, typically lead acid batteries, into elemental lead or lead alloys.

These are only a handful of the many lead-related accomplishments delivered by the Trump Administration over the last year.

In addition to the lead StoryMap and revamped website, EPA added new search functions to its website to aid public education and information organization. A lead subject tag has now been added to EPA’s Newsroom to make it easier to find recent lead-related announcements.

Background

Since the 1970s, EPA has worked alongside partners at the federal, state, Tribal, and local levels to protect children’s health and make progress in reducing lead exposures and lead-related health risks. Despite improvements over the last 50 years, ongoing exposures to lead where our families live, work, and play present a health risk, especially to children.

To combat this issue, in 2025 the Trump EPA reestablished a committee of senior leaders across the agency’s program offices and ten regions to drive success in reducing children’s exposure to lead. This renewed agency-wide focus is centered around strengthening cooperative federalism, streamlining actionable risk communications, and unleashing private sector innovation to protect human health and the environment.

2026 National Radon Poster and Video Contests Winners

The American Lung Association, in collaboration with the Conference of Radiation Control Program Directors, announced the student winners of the 2026 National Radon Poster and Video Contests. These annual contests are part of a nationwide effort to increase awareness of the health risks of radon gas and the importance of home testing. Exposure to radon is a serious health risk. It is the second leading cause of lung cancer in the United States, and the number one cause of lung cancer in people who have never smoked. State radon programs also host their own poster contests. EPA Takes Next Step in TSCA Review of Four Chemicals to Better Protect Workers & Families by Calling for Peer Review and Public Comment

EPA is advancing its review of four chemicals under the Toxic Substances Control Act (TSCA)—1,3,4,6,7,8-Hexahydro-4,6,6,7,8,8-hexamethylcyclopenta [g]-2-benzopyran (HHCB), phthalic anhydride, o-dichlorobenzene (oDCB) and p-dichlorobenzene (pDCB)—by releasing draft documents related to the review of these chemicals and convening a peer review meeting of the Science Advisory Committee on Chemicals (SACC). These chemicals are found in fragrances, paints, coatings, cleaners, and industrial processes, meaning decisions in these cases can directly affect the air we breathe at work and at home.

Released were the draft risk evaluations for HHCB and phthalic anhydride and the draft hazard assessments and supporting documents for oDCB and pDCB. These draft documents are now available for public comment and independent scientific peer review—two essential steps in ensuring the integrity, radical transparency, and quality of EPA’s chemical safety assessments.

The release of these draft documents marks a critical milestone in EPA’s ongoing work to assess potential risks to human health and the environment from chemical exposures. The agency is committed to using the best available science and adhering to rigorous, gold standard scientific practices throughout the evaluation process. This includes the application of standardized metrics and evaluation methods such as systematic review, robust analyses of available data, and, when appropriate, the use of data from new approach methods (NAMs). For example, EPA used transcriptomic analysis, a molecular approach that measures differences in gene expression that informs cancer and non-cancer effects for both pDCB and oDCB. The draft risk evaluation for phthalic anhydride exemplifies EPA’s use of NAMs by applying computational approaches that integrate data from in chemico studies and in vitro studies in human tissues to inform dermal hazard characterization within established frameworks (i.e., adverse outcome pathways) that organize toxicity data in a way that can be used to link cellular changes caused by chemical exposure to health impacts. Application of these data were informed by EPA’s collaborations with other government organizations, animal welfare organizations, and in vitro method developers who enabled the inclusion of cutting-edge science.

The documents released today show:

HHCB: For HHCB, a fragrance ingredient used in air care and cleaning products, EPA’s draft risk evaluation did not identify an “unreasonable risk” under current law across 22 conditions of use. EPA used real‑world monitoring data and conservative modeling to look at exposures to workers, consumers, and the general population, including Tribal communities and subsistence fishers. We are inviting comments on whether there is a need for additional scientific considerations.
Phthalic anhydride: For phthalic anhydride, used to make paints, coatings, adhesives, and plastics, EPA’s draft risk evaluation identifies unreasonable risk to workers from dermal and inhalation exposure (36 conditions of use); unreasonable risk to consumers from dermal and inhalation exposure (2 conditions of use) in certain uses of solvent‑based products. Because this chemical is a strong respiratory and skin sensitizer, EPA will move quickly, after peer review and public comment, to finalize the risk evaluation. Should EPA continue to find unreasonable risk, EPA will then propose risk management actions to reduce or eliminate these unsafe exposures in workplaces and in the home.
pDCB and oDCB: For pDCB and oDCB, chemicals used in manufacturing and cleaning, EPA’s draft hazard assessments confirm serious non‑cancer health concerns, including effects on the liver, kidneys, respiratory system, and the nervous and reproductive systems. EPA used modern molecular tools (transcriptomics) to develop health‑protective benchmarks for inhalation, oral, and dermal exposure. While current evidence suggests pDCB is not likely to cause cancer in people and that a formal quantitative cancer assessment for oDCB is not warranted, EPA recognizes that many families and advocates remain concerned about long‑term cancer risks. Peer review and public comment will allow independent experts and the public to closely review our cancer analyses and identify scientific information that will inform our development of draft and final risk evaluations for these chemicals.

EPA emphasizes that these documents are draft and do not represent final agency determinations regarding the risks posed by these chemicals. The findings and conclusions may change based on feedback received during the public comment period and peer review process. Additionally, the release of these draft evaluations does not alter or impact any existing protections, regulations, or risk management measures currently in place for these chemicals. All current safeguards remain fully effective.

Following the close of the public comment period and completion of peer review, EPA will carefully consider all input before finalizing the risk evaluations in accordance with TSCA requirements.

June 2026 Peer Review Meeting

On June 8-12, 2026, EPA will hold a virtual public meeting of the SACC to review the draft risk evaluations for HHCB and phthalic anhydride and technical support documents for pDCB and oDCB.

EPA will also hold a preparatory virtual public meeting on May 26, 2026, for the SACC and the public to consider and ask questions regarding the scope and clarity of the draft charge questions that will be used in the peer review meeting.

EPA will publish registration links for the June SACC meeting and the May preparatory meeting on the SACC website approximately one month prior to each meeting.

The draft risk evaluations, draft hazard assessments, related supporting materials, and draft charge questions will be available in the peer review docket EPA-HQ-OPPT-2026-1189 at www.regulations.gov. To have your comments on the draft risk evaluations, draft hazard assessments, related supporting materials, and draft charge questions considered by the SACC for peer review, they must be submitted to the peer review docket listed above no later than 45 days after publication of the Federal Register Notice announcing the peer review.

Draft Risk Evaluation for HHCB

HHCB is a liquid used as an odor agent in fragrances, such as air care and cleaning products. EPA’s draft risk evaluation found that HHCB does not present an unreasonable risk of injury to human health or the environment under the conditions of use, including manufacture, processing, commercial and consumer use, and disposal. This preliminary determination of no unreasonable risk applies to workers, consumers, and the general population (including subsistence fishers and Tribal populations), as well as aquatic and terrestrial ecological receptors.

In the draft risk evaluation, EPA used both real world monitoring data and modelling to assess potential risks for workers from inhalation exposure via dust or vapor, inhalation exposure to consumers via continuous action air fresheners, and to the general population from fish and water consumption. The combination of screening-level approaches and refined analysis resulted in the very conservative evaluation and a preliminary finding of no unreasonable risks. This conclusion is also supported by the European Union and the Australian National Industrial Chemicals Notification and Assessment Scheme.

In addition to the public comment period associated with the peer review docket, the draft risk evaluation will also be available for public comment in a TSCA docket. Upon publication of the Federal Register notice announcing the availability of the draft risk evaluation, EPA will accept public comments on the draft risk evaluation for 60 days in the HHCB TSCA docket EPA-HQ-OPPT-2018-0430 on www.regulations.gov.

Draft Risk Evaluation for Phthalic Anhydride

Phthalic anhydride is a white solid used as a reactant for producing adhesives, laboratory chemicals, and various paints, coatings, and plastic materials. Once in the environment, phthalic anhydride can react with water or moisture in the air to become phthalic acid, and therefore EPA also evaluated risks from exposure phthalic acid for its assessment of risks to the general population and risks to the environment. Phthalic anhydride is a strong respiratory sensitizer and dermal sensitizer. In contrast, phthalic acid is not.

EPA’s draft risk evaluation found that phthalic anhydride presents an unreasonable risk for workers and from dermal and inhalation exposure across manufacturing, processing, industrial, and commercial conditions of use. The draft risk evaluation also found unreasonable risk to consumers from dermal and inhalation exposure in certain uses of solvent based paints, coatings, adhesives, and sealants. The draft risk evaluation did not identify unreasonable risk to the general population or the environment.

In addition to the public comment period associated with the peer review docket, the draft risk evaluation will also be available for public comment in a TSCA docket. Upon publication of the Federal Register notice announcing the availability of the draft risk evaluation, EPA will accept public comments on the draft risk evaluation for 60 days in the phthalic anhydride TSCA docket EPA-HQ-OPPT-2018-0459 on www.regulations.gov.

Technical Support Documents for pDCB and oDCB

EPA is releasing draft human health and environmental hazard assessments for pDCB and oDCB. These assessments present a robust review of available studies related to potential harm to human health and the environment. They compile and evaluate reasonably available evidence, calculate the levels at which these chemicals may cause harm to human health and the environment, and will inform the forthcoming draft risk evaluations that integrate hazard and exposure to characterize risk.

Along with these draft hazard assessments EPA is also releasing an assessment of the use of NAMs related to both chemicals. In support of Administrator Zeldin’s commitment to end animal testing at EPA, the agency used new scientific techniques and approaches to screen for health effects, including transcriptomics, to develop conservative risk estimates.

pDCB is a colorless to white crystalline solid with a strong, pungent odor used to manufacture plastics and other chemicals and as an odor agent. Non-cancer hazards associated with pDCB exposure include respiratory system, liver, and kidney toxicity as well as neurotoxicity and developmental and reproductive toxicity. For pDCB, the agency’s draft assessment shows this chemical is not likely to cause cancer in humans. This conclusion is based on long-term studies showing that while pDCB causes mice to develop liver tumors, due to the differences in how our bodies work, exposures of humans to pDCB will not result in liver tumors.

oDCB is a colorless liquid with a pleasant, aromatic odor used in the manufacture of dyes, paints, and pigments, and in products used for cleaning, degreasing, and painting. For oDCB, EPA used transcriptomics to screen for gene expression. Using this approach, EPA was able to develop conservative and protective inhalation, oral and dermal risk estimates and fill in gaps found in existing studies on this chemical. Non-cancer hazards associated with oDCB exposure include respiratory system, liver, and kidney toxicity. Using the ReCAAP framework, a weight of evidence framework, EPA determined a quantitative cancer assessment is not warranted for this chemical.

EPA will release draft risk evaluations for pDCB and oDCB prior to the June SACC meeting. However, because of the unique and novel scientific approaches used in the human health and environmental assessments for these chemicals, the agency is seeking peer review from the SACC on the draft technical documents released today. EPA anticipates that the reminder of the draft risk evaluations for these chemicals will use scientific approaches and techniques the SACC has previously commented on; therefore, EPA does not expect the need for an additional peer review of the forthcoming risk evaluations for pDCB and oDCB. The agency will use the feedback from the SACC to inform the final risk evaluations.

Upon publication of the peer review Federal Register notice, EPA will accept public comments on these documents for oDCB and pDCB for 45 days in the peer review docket EPA-HQ-OPPT-2026-1189 on www.regulations.gov. These documents, along with the draft risk evaluations for these chemicals, will also be available for public comment in separate TSCA dockets later this year.

EPA Requests Public Comments on Candidates for Membership to the Science Advisory Committee on Chemicals 

The U.S. Environmental Protection Agency has opened a public comment period to request input on candidates currently under consideration for membership to the Science Advisory Committee on Chemicals (SACC). This public comment period follows a January 2026 call for nominations of scientific experts to be considered for appointment to the SACC. 

The SACC has one vacant membership term and 10 membership terms expiring out of the 19 current memberships. EPA is seeking public comments on individuals who have been nominated by the public to assist in making SACC membership decisions by June 2026. The full committee will consist of up to 20 members including the SACC Chair.

The SACC serves as a scientific peer review mechanism of EPA’s Office of Chemical Safety and Pollution Prevention. It provides independent scientific advice and recommendations to EPA on the scientific basis for risk assessments, methodologies and pollution prevention measures and approaches for chemicals regulated under TSCA. Independent peer review is an integral step in ensuring the quality of EPA’s chemical reviews under TSCA and gives the agency confidence in the data and methods used to evaluate chemical risks, ensuring the agency uses gold standard science. Taking public comments on potential panel reviewers ensures a balanced scientific peer review committee which is essential to a fair, rigorous, and well-rounded evaluation.

Consistent with this Administration’s commitment to radical transparency, biographies for all candidates are available via docket EPA-HQ-OPPT-2025-3624. Comments should be submitted to the docket on www.regulations.gov no later than 15 days from the date of publication of the biographies in the docket. When providing comments, do not submit any information you consider to be confidential business information or other information whose disclosure is restricted by statute. Members of the public are advised that personal contact information, if included in any written comments, may be posted on the internet.

Prospective candidates for membership to the SACC are asked to submit confidential financial information to fully disclose, among other financial interests, the candidate's employment, stocks and bonds, and where applicable, sources of research support. EPA evaluates the candidates' financial disclosure forms to assess whether there are financial conflicts of interest or an appearance of a loss of impartiality before the candidates are considered further.   

EPA will consider public comments on the SACC membership candidates and will soon release a list of selected candidates after conducting ethics reviews and reviewing technical expertise and public feedback.

The President's Task Force on Environmental Health Risks and Safety Risks to Children (Task Force) published an interim Federal Lead Resource Guide (The Guide). The Guide is a collection of select Federal lead-related resources, programs and assistance opportunities for use by the public.

Lead In the News – CDC and EPA Support Schools in Milwaukee

Last year, four children were determined to have been exposed to high levels of lead in the schools in Milwaukee, Wisconsin. When investigators initially discovered seven schools with flaking lead paint and elevated levels of lead dust inside classrooms and basements, the school buildings were closed and remediated. Lead was found in many additional schools which have been or are currently being remediated.

The Centers for Disease Control and Prevention and the Environmental Protection Agency have been working with Milwaukee by supporting their blood lead testing efforts for the children in the Milwaukee Public Schools and in raising awareness of the hazards of lead exposure.

The Federal Lead Resource Guide can help communities navigate future challenges and quickly identify available federal resources.

Background

The Task Force is a federal interagency group that coordinates national policy, guidance, and action to reduce environmental and safety risks to children's health.

In December 2018, the Task Force released its Federal Lead Action Plan to Reduce Childhood Lead Exposures and Associated Health Impacts (Federal Lead Action Plan). The Federal Lead Action Plan serves as a blueprint for reducing lead exposure and associated harms through collaborations among federal agencies with a range of stakeholders. By releasing this Guide, the Task Force is completing important objectives committed to within the Federal Lead Action Plan.

The Task Force will continue to update this Guide as more resources become available or existing resources are revised. Proposals for additional resources or comments on the guide are welcome.

EPA Policy on Children's Health

EPA Administrator Lee Zeldin has signed EPA's Policy on Children's Health, reaffirming the Agency's commitment to protect children from environmental exposures by consistently and explicitly considering early-life exposures and potential lifelong health impacts.

"Children are the future of our nation, and protecting their health is foundational to EPA's core mission to safeguard human health and the environment," said EPA Administrator Lee Zeldin.

The policy:

Reflects our commitment to Gold Standard Science and reinforces EPA's responsibility to protect children where they live, learn, and play.
Underscores the importance of evaluating risks across all life stages.
Encourages transparency in addressing data gaps and using sound risk assessment to inform child protective decisions.
Explains EPA's expectation that programs consider and integrate children's health in regulations, enforcement, research, permitting, and partnerships.

Children are uniquely vulnerable due to differences in biology and behavior compared to adults. Exposure to pollutants during early life—beginning with parental reproductive health and pregnancy, then continuing through infancy, childhood, and adolescence—can shape health across a lifetime and even affect future generations. Protecting children now strengthens EPA's ability to deliver lasting safeguards that support healthy families and a thriving America.

Under the Trump Administration, EPA is focused on practical, science‑driven action that delivers real results for the American people. Protecting children's environmental health is central to that mission. EPA Seeks Applicants for National Environmental Education and Training Program

The U.S. Environmental Protection Agency (EPA) announced the availability of up to $4.7 million in funding under the National Environmental Education and Training Program to strengthen environmental education nationwide by supporting training programs for educators and professionals and improving how environmental topics are taught and communicated. EPA anticipates that one award will be made under this announcement that will be incrementally funded annually for two years, depending on Agency funding levels, the quality of applications received, agency priorities, and other applicable considerations. Awards funded under this opportunity are expected to have a two-year project period.

Eligible entities include Institutions of Higher Education (IHEs), Nonprofit organizations, and consortiums of IHEs, or a combination of both.

This funding is meant to build a more environmentally literate public by equipping educators with better knowledge and tools.

Applicants are encouraged to address and leverage the following funding priorities in their proposed projects in support of EO 14313, Establishing the President's Make America Beautiful Again Commission:

Environmental Risk Issue Investigations

Seeks Public Input to Reform the Program to Ensure Best Use of Taxpayer Dollars and Deliver Results for American Families

Today, U.S. Environmental Protection Agency (EPA) announced the path forward to revamp the Clean School Bus (CSB) Program to provide school districts with increased choice and affordable options for school buses. By doing so, EPA will strengthen oversight and compliance actions in a way that aligns with President Trump's Day One executive orders and ensure hard-earned American tax dollars are being put to the best use possible. The updates to the program will help bring back American auto jobs and unleash American energy production—key pillars to EPA Administrator Lee Zeldin's Powering the Great American Comeback initiative.

Since 2021, the Biden-era program has forced unsafe and unreliable electric buses onto American schools. There are multiple well-documented examples of one particular bus manufacturer failing to deliver buses altogether despite preemptively receiving tens of millions of tax dollars from the CSB program. To fix these issues, the Trump EPA will seek public input on the availability, cost, and performance of alternative school bus fuels and technologies. This feedback will help reform the program to bring consumer choice back to schools and deliver results for American families, while still fulfilling congressional intent.

"As was the case with so many of the Biden-era programs, the Clean School Bus program has been a disaster of poor management and wasteful spending of taxpayer dollars. At the Trump EPA, we have zero tolerance for reckless spending. Today, EPA takes the next step to set the program straight," said EPA Administrator Zeldin. "Americans can rest assured that moving forward, the program will be safe, effective, and use reliable forms of American energy."

In line with the Trump EPA's commitment to consumer choice, today the agency is issuing a Request for Information (RFI) to seek feedback from fleet operators, manufacturers, school officials, and energy producers on a broad range of fuel options that school bus sectors could use. These fuel options include biofuels, compressed natural gas, liquified natural gas, and hydrogen. While the law has always allowed for these fuel options, the Biden Administration intentionally limited their availability to push the use of government subsidized electric buses. By providing more options to school districts, EPA will ensure they can purchase the right types of school buses for their specific needs. EPA intends to use the information gathered from the RFI and lessons learned from previous funding rounds to revamp the CSB program for the 2026 grant funding round. The public can expect this next round of funding to prioritize child safety, fiscal responsibility, and reliable buses worthy of their tax dollars for American schools—aspects that have all been lacking in previous rounds under the Biden Administration.

Additionally, EPA will not be awarding funds as part of the 2024 CSB Rebate Program. EPA thanks applicants for their interest and encourages them to apply for the new grant program. The agency will provide more details on the 2026 grants and eligibility requirements in the near future through a Notice of Funding Opportunity. EPA is committed to ensuring the CSB program delivers clean air for all Americans and fulfills the agency's core mission of protecting human health and the environment. Every taxpayer dollar spent through the CSB Program under the Trump EPA will strengthen school transportation reliability, invest in America's children, and fulfill all statutory obligations.

Background

In 2021, the Infrastructure Investment and Jobs Act directed EPA to create the CSB Program and to fund vehicle replacement projects totaling $5 billion over five years (FY 2022-2026) for the replacement of existing school buses with clean school buses or zero-emission school buses, as well as some fueling infrastructure.

The Biden-Harris Administration disastrously gave out around $2.7 billion in funding under the CSB program with 90 percent going to electric school buses and the rest going to propane-fueled buses. Most notably, Lion Electric, a manufacturer of electric buses, went bankrupt in 2024. This was despite having received approximately $160 million directly in CSB funding, and with school districts using their own CSB awards to also purchase Lion Electric buses. To date, some buses remain undelivered and not adequately maintained due to Lion Electric's action. EPA is not able to comment further on matters pertaining to ongoing litigation but is evaluating potential options once the bankruptcy proceedings conclude.

Under the Trump Administration, EPA has not given out any funding under the program. Under Administrator Zeldin's leadership, EPA is committed to being exceptional stewards of taxpayer dollars. Since being confirmed as EPA Administrator, Administrator Zeldin has cancelled roughly $30 billion in wasteful grants and contracts across the agency.

U.S. Environmental Protection Agency (EPA) is announcing over $13.5 million in available funding for states, federally recognized Tribes, public pre-schools, local educational agencies, and public and private non-profit organizations through the 2026 Wildfire Smoke Preparedness in Community Buildings Grant Program. This competitive federal assistance program provides grants for the assessment, prevention, control or abatement of wildfire smoke hazards in community buildings and related activities. The program supports activities that enhance community wildfire smoke preparedness and reduce indoor exposures to pollutants in wildfire smoke. The program aims to prioritize projects in communities that have a demonstrated wildfire smoke risk and targets public buildings or buildings that serve the public. Priority project types include:

Smoke readiness planning.
Outreach and training for smoke readiness.
Indoor and outdoor air quality monitoring.
Deployment of portable air cleaners.
Identification and preparation of cleaner air shelters.
Significant improvements to buildings, such as upgrading heating, ventilation, and air conditioning units or systems and weatherization.

EPA Seeks Applicants for Environmental Education Grants

EPA announced up to $3.2 million in funding for environmental education grants to support local, community-driven projects that help Americans protect their water, health, and natural surroundings. EPA expects to award up to 16 grants nationwide, ranging from $200,000 to $250,000 each through the Environmental Education Grant Program.

The Environmental Education Grant Program is designed to give Americans the knowledge and skills they need to make informed decisions about their environment; from protecting local waterways to supporting responsible stewardship in their own backyards. These grants support hands-on projects that help people better understand environmental challenges in their own communities and take practical steps to address them. Projects supported under this program emphasize real-world learning, community engagement, and solutions that can be applied at the local level.

The Notice of Funding Opportunity (NOFO) is now posted on www.grants.gov and the Environmental Education Grant Notice of Funding Opportunity webpage and applications are due on March 3, 2026.
