यह तराई-भाबर और सीमान्त के व्यापारियों का मिलन केन्द्र भी थी। सीमान्त के प्रमुख भोटिया व्यापारी भेड़-बकरियों में आलू, सूखे मेवे, खुमानी, अखरोट व तिब्बत से सुहागा, गरम कपड़े लाकर आढ़तियों को बेचते थे। इन शौकाओं को लोग आग्रह के साथ अपने खेतों में ठहराते, ताकि उनकी सैकड़ों बकरियाँ खेतों में चुगान के एवज में कीमती खाद दे सकें। ईमानदारी इतनी थी कि व्यापारी आते-जाते में बगैर रसीद के ही उनके पास अपना धन जमा कर जाते थे। तब लम्बे सफर में चाँदी के भारी रुपयों को ढोना असुविधाजनक था। बाद में कागज के नोटों से सुविधा हो गई। शौका व्यापारी सौ के बड़े नोट के दो टुकड़े कर अलग-अलग डाक द्वारा दो भागों को भेजते थे, एक टुकड़ा खो जाने की स्थिति में दूसरे से रुपया मान लिया जाता था। पहाड़ जाते समय व्यापारी हल्द्वानी से नमक ले जाते थे। नमक की गाड़ी उतरते ही सड़क पर नमक के ढेर को चाटने के लिए गायें जुट जातीं, श्रमिक-पल्लेदार आवश्यकतानुसार नमक उठा लेते। कोई कुछ कहने वाला नहीं था। सदर बाजार में फैले ढेले वाले नमक का बड़ा कारोबार अब सिमट चुका है। नेतराम, शंकरलाल, बाबूलाल गुप्ता परिवारों के पुरखे बंशीधर ने 1930 के करीब इस कारोबार की शुरुआत की थी। एक रुपये में दस सेर नमक आता था। ..........

शहर के निकट कई बस्तियाँ तब भी हुआ करती थीं। गोरा पड़ाव में गोरे अपना पड़ाव डाला करते थे। भोटिया पड़ाव में जाड़ों में जोहारी शौका यानी भोटिया अपनी भेड़-बकरियों के साथ झोपडि़याँ बनाकर या छोलदारी तान कर पड़ाव डालते थे। सन् 1962 के भारत-चीन युद्ध के बाद भोटियों का वह व्यवसाय समाप्त हो गया। वह भोटिया पड़ाव अब कई मुहल्लों के समूह में बदल गया है। मुख्य भोटिया पड़ाव, जिसे अब जोहार नगर कहा जाने लगा है, में भी शौकों के आलीशान मकान बन गए हैं। वहाँ स्थापित जोहार मिलन केन्द्र में अनेक सामाजिक व सांस्कृतिक आयोजन होते हैं।

सेल्स टैक्स कमिश्नर रह चुके पुष्कर सिंह जंगपांगी बताते हैं कि भोटिया पड़ाव को बसाने और बचाने के लिए लट्ठ चले थे। इस पड़ाव को बनाने में सेठ दिवान सिंह पांगती का बहुत बड़ा योगदान रहा है। व्यापारिक मेलों के हिसाब से सीमान्तवासियों का प्रवास होता था। तिब्बत से सामान लेकर वे पहले जौलजीवी, फिर थल, फिर जनवरी में बागेश्वर में होने वाले मकर संक्रान्ति के मेले में लाव-लश्कर के साथ चलते थे। फिर परिवार-बच्चों को मुनस्यारी में व्यवस्थित कर भाबर की ओर इनका रुख होता था। बागेश्वर से व्यापारियों का दल घोड़े, खच्चर, भेड़, बकरियों के साथ हल्द्वानी, रामनगर, टनकपुर जाता था। जहाँ-जहाँ ये व्यापारी रुकते वही इनका पड़ाव होता था। हल्द्वानी के पड़ाव से व्यापारियों के जानवर गौलापार तक चुगान के लिए जाया करते थे। जनवरी से मार्च तक तीन माह का प्रवास इन व्यापारियों का हुआ करता था। सीमान्त व्यापारियों के इस प्रवास चक्र को देखते हुए अंग्रेज सरकार द्वारा सन् 1912 में 90 साल की लीज पर भोटिया पड़ाव में उन्हें 46 बीघा जमीन उपलब्ध कराई गई थी। यह जमीन किसी संस्था को न देकर पाँच व्यक्तियों को दी गई। भारत- तिब्बत व्यापार बन्द होने के बाद करीब सन् 1970 में जोहार मुन्स्यार में जोहार संघ का गठन हुआ। ..........

कुमाँऊनी होली के कुछ गीत!

भारत विविधता का देश है, यहाँ एक ही त्यौहार मनाने के कई अंदाज हैं। ऐसा ही एक त्यौहार आ रहा है होली, बचपन में मनायी होली को अपनी यादों से निकाल कर उसी बहाने आपसे रूबरू करवा रहा हूँ कुमाँऊनी होली।

सैफ विंटर गेम्स, बदइंतजामियाँ और पांगती का हश्र!

औली में 31 दिसम्बर को हुई बर्फबारी ने आयोजकों की काली करतूतों को ढँकने का काम किया। 14 जनवरी की रात हुई भारी बर्फबारी ने तो सारा इतिहास दफन कर डाला। 16 जनवरी को खेल समाप्ति के ठीक बाद आयोजन के कर्णधार पूर्व आई.ए.एस. सुरेन्द्र सिंह पांगती ने आर्गेनाइजिंग टीम से इस्तीफा दे दिया। उन्हीं के प्रयासों से ही विदेशी टीमें और अन्तर्राष्ट्रीय ख्याति के निर्णायक यहाँ आये थे। शायद पांगती को सैफ खेलों से पहले ही हट जाना चाहिए था, लेकिन वे लम्बे समय से सैफ का सपना देख रहे थे। चमोली में अपनी सरकारी सेवा के प्रारम्भिक दौर से ही वे औली के विकास व स्थानीय युवाओं के लिये रोजगार का जरिया तलाशने के प्रयासों में जुटे रहे थे। विंटर गेम्स फेडरेशन के अध्यक्ष बनने के बाद वे सैफ को भारत व फिर उत्तराखंड में कराने की लाबीइंग में रहे। तत्कालीन एन.डी. तिवारी सरकार ने फंड देने में असमर्थता जताई तो केंद्र से 110 करोड़ रुपये की जुगत करने वाले भी वही थे। उनकी लगन देख एनडी भी मुहिम में शामिल हो गये। लेकिन 2007 में खंडूरी के मुख्यमंत्री बनने के बाद लगातार तीन आचार संहिताओं से कामकाज प्रभावित रहे। फिर निशंक गद्दी पर सवार हुए। तीन मुख्यमंत्रियों के बदलने के साथ, तीन बार खेल भी टले। मगर पांगती ने अकेले सैफ के झंडे को बुलंदी से उठाये रखा और तमाम लालफीताशाही के बीच इन्फ्रास्ट्रक्चर कार्य को आगे बढ़ाने में कामयाब रहे। .................

डब्ल्यूजीएफआई के सलाहकार पांगती का इस्तीफा!

देहरादून, 20 जनवरी (निस)। खेल आयोजन में हुई कथित अव्यवस्था से नाराज विंटर गेम्स फेडरेशन ऑफ इंडिया (डब्ल्यूजीएफआई) के सलाहकार एसएस पांगती ने अपने पद से त्यागपत्र दे दिया।

वहीं, डब्ल्यूजीएफ आई के सलाहकार एसएस पांगती ने फोन पर बताया कि खिलाडिय़ों की उपेक्षा के चलते उन्होंने इस्तीफा दिया है। डब्ल्यूजीएफआई की ओर से उत्तराखंड सरकार के सहयोग से पहली बार दक्षिण एशियाई शीतकालीन खेलों का आयोजन 10 से 16 जनवरी तक देहरादून व औली में किया गया था। देहरादून में 10 जनवरी को रायपुर स्थित महाराणा प्रताप स्पोट्ïर्स स्टेडियम में प्रारम्भ हुए खेलों के दौरान ही तमाम अव्यवस्थाओं का खुल कर प्रदर्शन हुआ। यहां तक कि मुख्यमंत्री डा. रमेश पोखरियाल ‘निशंक’ ने कुछ मामलों को लेकर मंच पर ही प्रमुख सचिव राकेश शर्मा की क्लास ले ली थी, किन्तु एक बार जो गड़बडिय़ां होनी शुरू हुई वह बेकाबू होती गयी। डब्ल्यूजी एफ आई ने खिलाडिय़ों व टीमों के बजाय अपने ऊपर ही खेलों का फोकस बनाए रखा और स्थानीय एजेंसियों को दरकिनार करते हुए बाहरी एजेंसियों को आयोजन का हिस्सा बना दिया। जिन खेलों को प्रदेश की साख के साथ जोड़ कर देखा जा रहा था, वही प्रदेश की साख पर बट्टा लगाने वाले साबित हुए।

दिल्ली के मीडिया पर न्यौछावर डब्ल्यूजीएफआई ने तो उन्हें पूरी सुविधा दी, किन्तु प्रदेश के मीडिया ने सैफ खेलों की कवरेज से हाथ खींच लिये। यहां तक कि अन्तिम समय पर प्रदेश के मीडिया की किसी भी व्यवस्था को करने से मना कर दिया। मजबूरी में सूचना एंव लोकसम्पर्क विभाग को मीडिया के लाने-ले जाने, ठहराने व खाने की व्यवस्था करनी पड़ी। डब्ल्यजीएफ आई ने न तो देहरादून व न ही औली में मीडिया को कोई सूचना दी, यहां तक कि मीडिया वालों को एक-एक परिणाम के लिए दर-दर भटकना पड़ा। देहरादून में तो एक कैंपस की गनीमत रही, किन्तु खराब मौसम में औली में तो हद ही हो गयी, जब डब्ल्यूजीएफआई वाले तो बर्फबारी व हवा से बचने के लिए भूमिगत ही हो गये और अचानक दूसरे दिन के खेल भी स्थगित कर दिए। यह सही है कि इसका कारण खराब मौसम रहा, किन्तु यदि मौसम सही रहता तो कृत्रिम स्नोगन की भी पोल खुल जाती। पांगती के इस्तीफे कई कारण बताये जा रहे हैं, किन्तु यह भी तय है कि सैफ खेलों के कामनवेल्थ खेलों का खेल बनने के डर से भी उन्होंने अपने को अलग कर लिया है।

पिछली पोस्ट में मैंने अपनी मुनस्यारी यात्रा के कुछ छायाचित्र प्रस्तुत किए थे ! आज देखिए डॉ पांगती के निजी प्रयासों से बने हेरिटेज म्यूजियम की कुछ तस्वीरें ! डॉ पांगती मुनसियारी के मूल निवासी हैं जिन्होंने वहीं रहकर जोहर घाटी और भोटिया जनजाति पर अपना पी.ऎच.डी का काम पूरा किया ! वे करीब एक दशक पहले मुनस्यारी के इंटरकॉलेज से रिटायर हुए हैं और आजकल दिल्ली में रहने वाले अपने बेटे के द्वारा लाए गए लैपटॉप पर वे लोकभाषा पर काम कर रहे हैं ! .............
