New Agreements on B2H Partnership Options

Idaho Power, PacifiCorp and Bonneville Power Administration have agreed to continue exploring joint participation in the 300-mile, 500 kilovolt Boardman to Hemingway Transmission Line Project. Agreements, signed Jan. 12 by the three, provide funding to complete environmental review and permitting, ensuring continued consideration of the project.

BLM Announces New B2H Project Manager

BLM has named Holly Orr as the new B2H Project manager. Holly has 16 years of experience in the BLM Lands and Realty program and has also served as a BLM National Training Center realty instructor since 2001. Holly replaces John Styduhar who is retiring from the BLM after 34 years of service.

B2H Project Named a Pilot Project for Federal Rapid Response Team for Transmission

The B2H Project, along with six other transmission line projects, has been identified as a pilot project for the new federal interagency Rapid Response Team for Transmission (RRTT). The RRTT is tasked with helping improve the efficiency and effectiveness of multiple federal-agency reviews and decisions necessary for new electric transmission infrastructure. Idaho Power Announces 2016 In-Service Date for B2H Project

Idaho Power recently updated the anticipated in-service date for the B2H Project from June 2015 to June 2016 to provide additional construction time. Idaho Power will include the updated in-service date in their 2011 Integrated Resource Report to the Oregon Public Utility Commission.

Idaho Power Begins Sending Right of Entry Requests

Idaho Power is sending right of entry letters requesting permission to enter landowner property as part of their land review process. Reviewing land within the study corridors will inform Idaho Power of environmental features, topography, soil type and other features required for the BLM permitting process and Idaho Powers’ engineering studies. Allowing entry for land review does not mean the transmission line will be located on that property.

Federal and State Scoping Comment Period Now Closed

BLM, USFS and ODOE’s public scoping and comment period for the Boardman to Hemingway Transmission Line project closed on September 27, 2010. The agencies began their scoping and comment period on July 16, 2010 and held eight public meetings in communities located along Idaho Power's proposed route. Comments submitted during this period will be considered in ODOE’s Project Order and summarized in BLM’s Revised Scoping Report. Stay tuned for updates!

Idaho Power has promoted Keith Georgeson as the new B2H Project Manager. Keith joined the project earlier this year and replaces interim manager Doug Dockter. Keith has experience working on energy siting projects with a variety of government and community stakeholders.

Idaho Power will submit the eastern route alternative as its proposed route in its revised right of way application (SF-299) to the Bureau of Land Management. This route is one of three alternatives developed through the Community Advisory Process.

Idaho Power will host Project Advisory Team meetings in late April to discuss the proposed route and how it was chosen. They will also provide information about how to stay involved during the state and federal permitting processes.

The Oregon Department of Energy (ODOE) has named Sue Oliver as its new B2H Energy Facility Analyst. Sue works at the ODOE Eastern Oregon Office in Hermiston, and has attended Idaho Power’s Community Advisory Process meetings throughout the winter. Sue replaces Adam Bless who is moving on to other projects in western Oregon.

The Bureau of Land Management (BLM) has named John Styduhar as its new B2H Federal Project Manager. John is located at the Oregon State BLM Office in Portland. John replaces Lucas Lucero, who has transitioned into his new position as Right-of-Way Manager for the BLM in Washington D.C.

On January 26, 2009, the Oregon Department of Energy (ODOE) published its Project Order for the Boardman to Hemingway Transmission Line Project. The Project Order reflects comments about the project from government agencies and the public, and details the information that must be contained in Idaho Power’s application for site certificate. Please note, the Project Order is not a decision on the Boardman to Hemingway Project.

Please note there is no formal comment period for the Project Order. However, any comments you send to the ODOE will be reviewed for issues that have yet to be raised. The Project Order can be revised to include these new issues. ODOE can update the Project Order at any time, even after the application has been submitted.

ODOE expects to hold public meetings in the spring of 2009, so check back often for meeting dates!

Meeting maps available and comment period reminder

The Bureau of Land Management and Oregon Department of Energy held six public scoping meetings in October 2008. The maps used during those meetings are now available.

IMPORTANT REMINDER: While the first public comment period for the Boardman to Hemingway Transmission Line Project closes on November 14, comments received after that date will still be considered in the identification of significant issues and development of alternatives to the proposed corridor. The concern for “standing” raised by some members of the public is not determined this early in the project analysis – the public will have more opportunities for comment and to be recognized for standing later in the process.

Public Scoping Meetings Start

The Bureau of Land Management (BLM) and Oregon Department of Energy (ODOE) will hold public scoping meetings October 21-30 at six locations in Idaho and Oregon which are detailed on the Public Involvement page. During the scoping meetings you can review the project, ask questions and submit comments to the BLM and ODOE.

The Bureau of Land Management (BLM) and Oregon Department of Energy (ODOE) will host public scoping/information meetings for the Boardman to Hemingway Transmission Line Project from October 21 through October 30, 2008 in Oregon and Idaho. The meetings will be held from 4:00 to 7:00 p.m. with formal presentations at 4:30 and 5:30 p.m. At the meetings you can learn more about the project, ask questions and make comments on the BLM Notice of Intent and the Idaho Power Company Notice of Intent submittal for ODOE.

BLM publishes Notice of Intent in Federal Register

The Bureau of Land Management (BLM) published its Notice of Intent to prepare and environmental impact statement (EIS) for the Boardman to Hemingway project, and possible land use amendments in the Federal Register on September 12, 2008. The publication of the NOI initiates a public scoping period through November 14, 2008. During this time the BLM requests your comments and invites you to attend public scoping meetings on this project.

The BLM will co-host public information/scoping meetings with the Oregon Department of Energy in late October 2008. The meeting dates are being finalized and will be posted soon. Check back soon!

Idaho Power Company submits NOI to ODOE

On August 28, 2008, Idaho Power Company submitted its Notice of Intent to Oregon Department of Energy (ODOE) to submit an Application for Site Certificate for the Boardman to Hemingway Transmission Line Project. Submit your comments on the NOI.
