The Brazilian Health Regulatory Agency (ANVISA) approved, at the beginning of December 2019, regulations that allow the sale in pharmacies of cannabis-based products for medical purposes. In these new proposals, the procedures for manufacturing and importing such products and the requirements for prescription, sale, and supervision are approved. Authorization does not include substance handling in pharmacies and is only allowed to sell – by prescription – products already formulated directly from the manufacturer. The approved guidelines will remain in force for 3 years, after which a new standard will be issued, considering the results obtained during this initial period.

This decision is a progress to the Brazilian health sector. We are seeing a worldwide trend of the rediscovery of Cannabis sativa properties beyond its recreational characteristics, therefore one of the most relevant discussions from the point of view of new drugs today is the substances derived from cannabis, called cannabinoids. The compounds extracted from the plant already contain more than 100 cataloged active substances that act on endocannabinoid receptors and are effective in various situations as medicines or as accessory substances, improving or eliminating side effects or enhancing the results of therapy.

In this scenario, Brazil has experienced a particular moment in which there is movement of society through patient associations, pressure from companies and the scientific environment to implement the legal framework for use for medicinal purposes. Participants in this chain live with high import costs and extensive legal process to approve the purchase, which reduces the availability of a tool with the potential to make significant advances in treating diseases such as epilepsy, sclerosis, anorexia, fibromyalgia, to name a few examples. In addition, there are already concrete cases, such as Canada, Israel, and the United States that have adopted legal models that have regularized the sale (including for recreational actions) and more closely, in Uruguay, Chile, and Colombia, which has been successful in their strategies.

With the subject so in vogue, it was very appropriate to hold the panel The Science of Cannabis for Healthcare Innovation during the BIO Latin America 2019 to discuss the perspectives. The speakers were handpicked: Gabriela Cezar (as moderator), CEO and Principal Partner of Panarea Partners, support institution to pharmaceutical innovation; Antoine Daher, President of Casa Hunter and of Brazilian Federation of Rare Disease Associations (Febrararas); Diego Olivera, Secretary General of National Drug Commission and President of Institute for Regulation and Control of Cannabis (Uruguay); João Paulo Perfeito, Manager of Low Risk, Herbal and Homeopathic Medicines and Medical Gases of the General Office of Drugs of ANVISA; Payton Palaia, Chief Science Officer of Olistica Lifesciences Group, which works with the development of new phytopharmaceuticals; and Sergio Lins Lima Braga Filho, PharmD – Director and Founder of Intrials, which offers Contract Research Organization (CRO) services for conducting clinical trials.

The panel was extremely rich in information and gave a clear notion that the discussion is not only relevant, but there are movements from the social sectors, private sector and investors to have it in greater volume. The ANVISA, in its turn, has also shown to be aware of these movements and has been working within the current possibilities of the legal framework and attentive to new developments, especially with two public consultations on the subject, about registration and monitoring and about the cultivation, completed in August 2019. More recently, in October 2019, regulatory proposals were evaluated, leading to the publication of the regulatory framework.

Just like the topic of usage of cannabis for healthcare innovation, the BIO Latin America Conference always hold debates about themes related to emerging biotechnologies and their potential to cure and transform healthcare. The meeting marked the 1st anniversary of the launching of this initiative, an association of professors and researchers representing numerous fields and institutions across Latin America, which seeks to strengthen the role of academia and scholarly research in the broad public debate on innovation in the region. ALI-BIO brings together over 60 multidisciplinary academics from higher education institutions across the region to explore and collaborate on key issues while promoting capacity development and fostering local environments for innovation. Participants in the São Paulo meeting included academics from Brazil, Paraguay, Ecuador, Chile, Argentina, Costa Rica, Peru and Mexico.

The work of ALI-BIO is concentrated in several working groups including (i) Regulatory Framework & Intellectual Property, (ii) Technology Transfer, (iii) Entrepreneurism and (iv) Communications. ALI-BIO advocates for the importance of collaboration of regional academia to create value from research, in collaboration with public and private sectors, establishing partnerships for improved education and a viable innovation system as the basis for sustainability in education, research, innovation and entrepreneurship at both national and regional levels.

This was the 4th ALI-BIO meeting since its creation in September 2018, also at a BIO Latin America Conference. Other previous sessions include the November 2018 regional meeting at Universidad de San Andrés (UdeSA), in Buenos Aires, Argentina, and a regional conference in May 2019, at Universidad Autónoma de México (UNAM), in Mexico DF.

SÃO PAULO, SEPTEMBER 2019 – The fifth edition of the BIO Latin America Conference provided participants the opportunity to establish professional ties and further develop the life sciences and biotechnology industry on the Latin American region. The event is part of BIO’s global portfolio of conferences hosted to drive innovation and stimulate the development of solutions for the sector on the most important and current themes.

Always built from the latest researches that are designing how the sector will unfold a few years from now, the 2019 BIO Latin America Conference focused on emerging biotechnologies and their potential to cure and transform healthcare, including personalized medicine, AI and machine learning, along with recent debates about biodiversity and the use of cannabis for healthcare innovation. 

On a stage that covered two simultaneous panel tracks, that made it possible for participants to follow as much as they could on the 16 thematic sessions held, the discussions also included topics such as international cooperation, corporate venture for biotech and healthcare, the presentation of innovative technologies and success stories on accelerating startups in Latin America.

Furthermore, 805 face-to-face meetings occurred during the event, scheduled through the BIO One-on-One Partnering system, fostering business development partnerships between the strategic players gathered at the event.

Mr. Eduardo Emrich, President and CEO at Biominas Brasil, and Mr. Justin Pine, Director of International Affairs at BIO, highlighted the opportunity that the event offers for cooperation between the various actors in the biotechnology and life sciences segment.

INNOVATION INITIATIVES

With a drive on promoting innovative technologies, the conference also featured the Innovation Arena, showcasing over 30 exhibitors, including 24 startups accelerated by Biominas. Participants included Janssen, Panarea Partners/Uruguay XXI, Brazilian Biodiversity Information System (SiBBr), Alnylam, Synova Health, Fiocruz,  Azidus, Dycem, Macrogen, and Procelys.

The Innovation Arena set the stage for two competitions: the Demoday of the BioStartup Academy 1st class and the Startup Stadium. At each competition, the 5 top startups of each program presented their pitch. The Brazilian startup “YLive” – dedicated to developing biotechnological solutions for animal nutrition, health and microbiota manipulation – was victorious at the Demoday of the BioStartup Academy 1st class; and the Puerto Rican startup “Isla Pharmaceuticals” – that is developing products for the prevention and treatment of mosquito borne illnesses (e.g.: Dengue) – was the winner of the Startup Stadium.

“Life Sciences in Brazil – The Impacts of Technology and Regulation”

Also within its programming, BIO Latin America 2019 witnessed the launch of a unique Report entitled “Life Sciences in Brazil – The Impacts of Technology and Regulation”, developed by Deloitte in partnership with Biominas and BIO, which aimed to identify among leaders of Brazilian life sciences companies, how the industry is positioning itself in Brazil in relation to technological developments affecting organizations, as well as in relation to a number of emerging regulatory issues. 

The survey found that the Brazilian Life Sciences industry is strongly engaged in innovation practices: more than 70% of companies claim to have an explicit innovation strategy. Among those who do not have, the largest portion claimed to be working in its implementation. Another finding from the Survey concluded that partnerships open to the public are only exercised by 12% of the participating companies that rely on an external collaboration model. ABOUT THE BIO LATIN AMERICA 

The BIO Latin America Conference is the result of a partnership between Biominas Brasil and the Biotechnology Innovation Organization (BIO). The 2019 edition brought together 676 attendees from the life sciences industry representing more than 353 companies and 28 different countries. 

The event welcomed high-level Brazilian government representatives, such as ANVISA, Apex-Brasil, BNDES, FINEP, INPI, Ministry of Science, Technology, Innovations & Communications, Ministry of Economy, and Ministry of Health, as well as from national industry associations, including ABIFINA, ABIMO, ABIQUIFI, ANAHP, ANPEI, ANPROTEC, and INTERFARMA. 

The Conference was also attended by several Latin American neighbors from the region’s main life sciences markets (Argentina, Chile, Colombia, Costa Rica, Mexico, Panama, Paraguay, Peru and Uruguay). Representatives from each of these countries had the opportunity to exchange best practices with other regions, presenting the reality of their markets in search of partners for their development and continuous growth. The event also attracted representatives from other countries, from regions such as North America, Europe and Asia.
