RSP MP Hari Dhakal Blames Major Political Parties for Misgovernance and Corruption

RSP MP Hari Dhakal has stated that due to the major political parties, the country is experiencing misgovernance, corruption, and economic problems.

Speaking at the House of Representatives meeting, Dhakal mentioned that although the major political parties have played an important role in the country's transformation, it is because of these same parties that the country has faced repeated problems over the past three decades.

He remarked that, given the undisclosed agreement between the Congress and UML parties, the government that will be formed as a result is merely a continuation of the last three decades. While voices demanding the opening of files are echoing from various quarters, the public understands well the reason for the government's change immediately after the arrest of Bechan Jha.

He advised that even when the government changes, political ethics and honesty should be maintained throughout the tenure, suggesting that those who have put the country in trouble over the past three decades should not teach political manners.

Central Bank's Five-Point Plan for Troubled Cooperatives

Nepal Rastra Bank has proposed a five-point plan to address the issues faced by troubled cooperatives. During today's meeting of the Special Parliamentary Investigation Committee, which was formed to investigate the misuse of savings in cooperative institutions, Governor Maha Prasad Adhikari explained that following these five points could resolve the problems in the cooperative sector. This was disclosed to the media by the committee chairman, Surya Bahadur Thapa, after the meeting.

Governor Adhikari outlined a plan to return savings in three phases: up to Rs 100,000 in the first phase, up to Rs 500,000 in the second phase, and amounts exceeding Rs 500,000 in the third phase.

To address these issues, the central bank proposed creating a dedicated group and following methods used to resolve problems in troubled banks. Governor Adhikari suggested making necessary arrangements for cooperatives that operate without geographical restrictions.

Experts also recommended establishing a regulatory body for cooperatives, ensuring they do not operate on self-regulation alone, and resolving issues related to cooperatives lacking information about their borrowers.

During the meeting, Anil Chandra Adhikari, CEO of the Credit Information Center, emphasized the need for legal arrangements to allow a single center to operate effectively under the current situation. He suggested implementing an integrated information system at the Credit Information Center.

The meeting also proposed establishing separate information centers for insurance and cooperatives. Sunil KC, President of the Nepal Bankers Association, warned that issues similar to those in cooperatives could arise in other financial institutions and urged for quick resolutions.

Dr. Jayakanta Raut, coordinator of the previous Cooperative Suggestions Task Force, stated that the failure to implement recommendations had exacerbated problems in the cooperative sector. He noted that cooperatives operating according to core values and principles were not facing issues, while those deviating from these principles were.

Experts also suggested establishing a Debt Recovery Tribunal in the cooperative sector. Chairman Thapa mentioned that the government has not yet discussed whether it can provide money to affected depositors, noting that returning savings is the primary responsibility of the cooperatives.

The committee was informed that some cooperatives have started breaking down savings to amounts less than Rs 500,000 to avoid returning larger sums, following the announcement in the upcoming fiscal year's budget that savings up to Rs 500,000 will be returned.

In tomorrow's committee meeting, officials who served as registrars of the Cooperative Department since 2048 B.S will be invited. Subsequently, discussions will be held with victims of cooperative issues.

Maoist Center MP Expresses Doubts Over Congress-UML Agreement

Nepal Communist Party (Maoist Center) MP Madhav Sapkota has expressed skepticism over the agreement between the Nepali Congress and CPN-UML.

Speaking during a special session of the House of Representatives on Sunday, Sapkota stated that the agreement between the two parties was opaque and his party concluded that it would not lead to stability.

He accused the two parties of not making their agreements public while discussions were ongoing in the House and alleged that media trials were taking place. He argued that discussing with the Prime Minister all day and sending other leaders to individual houses to reach agreements with the Congress raised questions about their ethics.

Sapkota clarified that if a party participating in the government withdraws its support, the Prime Minister can seek a vote of confidence as provided in the constitution. He claimed that if the Prime Minister fails to gain a vote of confidence, the largest party would form the government under Article 76, Clause 3 of the constitution.

Sapkota noted that while the Congress and CPN-UML might succeed in achieving a two-thirds majority in the House of Representatives for constitutional amendments, it would be impossible in the National Assembly.

Meanwhile, the CPN-UML claimed that Prime Minister Prachanda himself, along with National Assembly Chair Narayan Dahal, was sent by the Congress President Sher Bahadur Deuba for talks.

CPN-UML Secretary Yogesh Bhattarai argued that the current situation arose because Prime Minister Prachanda distrusted the CPN-UML.

Bhattarai stated that despite CPN-UML playing a positive role in smoothly advancing the current government, they decided on a new alliance after receiving information that they were being betrayed. He explained that the Prime Minister initiated efforts to form a national consensus government with the Congress without consulting the CPN-UML, leading to repeated changes in government, prompting serious discussions with the Congress.

Speaking during a special session of the House of Representatives on Sunday, Bhattarai stated that although the UML played a positive role in moving the current government forward smoothly, they had decided on a new coalition after receiving information that the UML was being betrayed. He mentioned that the Prime Minister had initiated the formation of a national consensus government with the Congress without consulting the UML, leading to frequent changes in the government. Consequently, the UML engaged in serious discussions with the Congress.

Bhattarai argued that given the current circumstances, a national consensus government cannot be formed under the leadership of the Maoists, and thus, a new coalition was created as per the Congress's proposal.

He emphasized that the UML has made serious decisions to lead the country towards good governance, economic development, and the successful implementation of the constitution. He argued that expressing anger in the House would not achieve anything. He stated that there is no reason to take time until the 28th to seek a vote of confidence. Respecting the decision of the two parties, he suggested that it would be proper for the Prime Minister to announce his resignation from the House itself.

Education Minister Emphasizes Need for Increased Budget for Free and Quality School Education

Education, Science, and Technology Minister Sumana Shrestha stated that the government needs to increase the budget to make school education free and of high quality. Addressing questions raised during the discussion on the ‘Appropriation Bill, 2081’ in today's meeting of the National Assembly, Minister Shrestha highlighted the necessity of budget allocation as a mandatory responsibility for the implementation of education laws, regulations, and directives. Minister Shrestha mentioned the creation of a teacher portal to compile integrated data and make transfers more scientific. She also informed about the ‘Learning with Friends’ program, which will train 1,000 students and deploy them to each municipality.

Minister Shrestha clarified that monitoring has begun for the registration, renewal, and supervision of educational consultancy centers and colleges operating under foreign affiliations, as past efforts in this area were lacking. She also mentioned that the process for restructuring the Council for Technical Education and Vocational Training has begun to create opportunities for students to earn while learning and to obtain educational certificates while earning, which would not require additional budget.

Deputy Prime Minister and Home Minister Rabi Lamichhane has directed the concerned authorities to immediately arrange for the relocation of families at risk due to potential disasters caused by continuous rainfall.

In an emergency meeting held at the Ministry of Home Affairs, he instructed senior officials and heads of security agencies to promptly address disaster events and fulfill the state's responsibility for vigilance. The security agencies provided updates on the current situation during the meeting.

Operators of Problematic Cooperatives Directed to Cooperate with Parliamentary Probe

The Parliamentary Special Committee on Investigating the Misuse of Cooperative Savings has directed the operators of all 29 problematic cooperatives to appear before the committee.

At a meeting held in Singha Durbar on Thursday, the Parliamentary Special Committee requested the operators of the 29 cooperatives listed in the schedule to cooperate with the investigation by appearing before the committee.

Committee Chairman Surya Thapa stated that the 29 cooperatives listed in the schedule have been asked to assist in the investigation.

Government Sets Rice Prices, Forms University Property Study Committee

Government has set the minimum support price for rice. RSP Suspends General Secretary Dr. Muluk Dhakal for Indiscipline

Rastriya Swatantra Party (RSP) has suspended its General Secretary and spokesperson Dr. Muluk Dhakal for one week. He was suspended by the party's central committee on the recommendation of the party's Disciplinary Commission. The central committee meeting, which lasted late into Wednesday night, decided to take action against Dr. Dhakal for inappropriate and indisciplined behavior during the meeting.

"During the central committee meeting, he displayed unruly and inappropriate behavior against party discipline and made statements detrimental to the party's image, so it was decided to suspend him," said Deputy Chairman Dol Prasad Aryal. "For the time being, Joint Secretary Kavindra Burlakoti has been appointed Acting General Secretary, and Deputy Spokesperson Manish Jha has been appointed Acting Spokesperson."

There was a discussion from Wednesday morning until midnight about Dr. Dhakal's review report. During the meeting, he protested by covering his mouth with black tape, demanding the meeting be broadcast live and the report be made public.

Three Billion NPR Project to Increase National Petroleum Storage Capacity

Nepal Oil Corporation has expedited the construction of a petroleum storage facility along the Rohini River in Rupandehi.

Land leveling and embankment construction are underway along the Rohini River, at the border of Omsatiya and Rohini municipalities. Engineer Hiramani Khanal, involved in the construction, reported that 70% of the work has been completed.

The embankment work on the Rohini River has been based on an assessment of flood conditions over the past 50 years. The corporation's land for storage is bordered by the Rohini River to the north and west. A retaining wall has been built to the north and a gabion wall to the west.

In the initial phase, seven 'packages' were created for tender calls. Subhashree Sarvashree JV from Kathmandu secured the contracts for the first and second packages, Ujyalo Nirman Sewa from Birgunj secured the third, and Prison Construction secured the remaining four packages. These contracts were awarded for approximately 80 million NPR.

The goal is to complete the wall construction and land filling at the storage site by the end of this month. Engineer Khanal mentioned that the rainy season has complicated the gabion installation along the riverbank. A gabion wall parallel to the Rohini River will be seven meters high, and a retaining wall to the north will be 4.5 meters high.

To meet the deadline, construction work is being done in two shifts daily: from 6 AM to 11 AM, and from 5 PM to 11 PM. About 200 workers are engaged daily in the gabion installation and land filling tasks.

Among the seven packages, the land filling work is in its early stages. The physical progress of gabion wall construction under packages 4 and 5 is around 70%. Package 3's progress is minimal, while work on packages 1 and 2 is slow, according to Engineer Khanal, because they share the same contractor.

Due to the limited storage capacity and proximity to settlements at the Bhairahawa depot in Rupandehi, the corporation is constructing a new storage facility on approximately 14 bighas of purchased land along the Parasi-Bhairahawa road section. This facility will meet the demand of Lumbini Province for 20 days. The corporation has been building storage facilities in various locations to increase the petroleum storage capacity.

Engineer Pradeep Yadav, coordinator of the storage construction project, reported that the storage facility will be built at a cost of three billion NPR. It will include three tanks for diesel storage with a capacity of 2,100 kiloliters each, two tanks for petrol storage with a capacity of 1,600 kiloliters each, and three tanks for kerosene storage with a capacity of 70 kiloliters each.

Upon completion, the current Bhairahawa depot will be relocated to the Rohini River bank. Engineer Yadav mentioned that the project's design will be completed by October. Kathmandu University is handling the design, with the goal of laying the foundation stone for the storage facility in December and completing construction by 2026.

Department of Cooperatives to Enforce Stricter Rules for Directors

The Department of Cooperatives is going to further tighten the rules for being a director of a cooperative organization. If the same person is the director of two or more cooperative organizations, the department has instructed that they must choose to be the director of only one organization within 30 days.

On Wednesday, the department issued an instruction to the cooperative organizations, directing that if any person is a director of more than one cooperative organization, they must remain the director of only one organization and resign from the others within 30 days.

"If a person is the director of two or more organizations, within 30 days of the issuance of this directive, they will have to retain the directorship of only one organization and relinquish the others," the department said in the directive issued on Wednesday. "Otherwise, action will be taken according to the law."

According to the department, since there is a provision in sub-section (5) of section (41) of the Cooperative Act, 2074 that a person can be the director of only one cooperative organization at the same time, instructions have been issued for its implementation.

"Director" means a member of the board of directors as per sub-section (1) of section (41) of the Cooperative Act. The term also refers to committee officials.

New Salt Prices Announced by Salt Trading Corporation
